Profesinio mokymo politikos formavimas ir įgyvendinimas Lietuvoje (Kauno regiono atvejis) / Formation and implementation of vocational training policy in Lithuania (Kaunas region case)

Lietuvoje pirminio profesinio mokymo politika vis dažniau paliekama aukštojo mokslo užnugaryje. Nacionalinė šalies valdžia irgi nelabai sutaria, kaip turėtų būti formuojama ši viešosios politikos sritis. Todėl šio darbo tikslas - išanalizuoti Lietuvos profesinio mokymo politikos formavimą ir įgyvendinimą, remiantis ne tik įvairiais norminiais dokumentais, bet ir atliekant atvejo analizę (Kauno regione). Analizuojant teorinius profesinio mokymo politikos aspektus, galima pastebėti, jog plačiausiai procesus paaiškina viešosios politikos teorijos, leidžiančios išskirti tam tikrus politikos formavimo bei įgyvendinimo faktorius bei metodus. Tačiau šiandieninė Lietuvos profesinio mokymo politika yra kintanti, todėl konkretaus modelio suformuluoti negalime. Lietuvos profesinio mokymo politikos formavimas ir įgyvendinimas skiriasi, lyginant jų efektyvumo rodiklius. Strateginiai dokumentai suformuluojami, atsižvelgiant į tarptautinių organizacijų rekomendacijas, o institucijos retai kada pasiekia visus numatytus tikslus. Profesinio mokymo finansavimas irgi yra gana komplikuotas, nes Švietimo ir mokslo ministerija sulaukia Valstybės kontrolės priekaištų dėl nesugebėjo užtikrinti efektyvų lėšų administravimą. Atvejo analizė Kauno regione parodė, kad profesinio mokymo politikos procesus optimistiškai vertina tik ekspertai. Profesinių mokyklų vadovai daugiausia kritikos pateikė mokymo kokybės valdymo procesui bei finansavimo klausimams. Tyrimo metu buvo paneigta nuomonė, kad verslas... [toliau žr. visą tekstą] / The policy of primary vocational training in Lithuania is left out in the back of higher education more often. The national state’s government does not agree upon how this particular public policy sphere should be formed. That is why the aim of this work is to analyze the formation and implementation of Lithuanian vocational training policy, referring not only to different standard documents, but also performing a case analysis (in Kaunas region). While analyzing theoretical aspects of the vocational training policy, it may be noticed that the theories allowing to distinguish particular policy formation and implementation factors and methods explain the processes the best. Nevertheless, Lithuanian vocational training policy today is changing and it is not possible to formulate any concrete model. Lithuanian vocational training policy formation and implementation differ while comparing their rates of efficiency. The strategic documents are formed regarding the recommendations of the international organizations, but institutions rarely achieve the intended goals. The financing of vocational training is also quite complicated as the State Control reproaches the Ministry of Education and Science with its inability to ensure effective administration of resources. The Cultural Integration of Adult Immigrants in Canada: The Role of Language Ability

This manuscript is dedicated to researching the link between language acquisition and cultural integration. As this has overtime become a glaring gap in multiple federal integration policy instruments, we carried out both theoretical reviews as well as fieldwork to answer this question. In so far as fieldwork goes, we recruited two contrasting participants twenty-two and thirty-five years old respectively, male and female, from different cultural groups but both sharing the overall goal of integration in Canada and enrolled in the Language Instruction for Newcomers to Canada (LINC) program. We carried out semi-structured interviews by way of a theory-based protocol and subsequently processed the data via thematic analysis techniques to arrive at our results. Empirically speaking, we synthesized our participants’ lived experiences and perceptions and found that language plays four distinct roles related to culture and cultural integration. First, it is a tool with which to transmit cultural information directly (the referential function). Second, it is the carrier of a second wave of pragmatic (e.g. body language, prosody) from which cultural norms and conventions can be inferred. Third, language is a tool for group differentiation on the basis of which prototypical members (i.e. native-speakers both in the source and destination culture) at times ostracize learners based on linguistic markers. Lastly, we find that it is precisely the experience of loss of membership, disembeddedness, and lack of belonging in previous and future speech groups which then drives newcomers to cultural integration patterns which are less than additive in nature such as intersection and compartmentalization.

Optamos por realizar uma pesquisa bibliográficodocumental do texto dos PCN e dos materiais didáticos impressos utilizados por dois cursos de formação de professores desenvolvidos a distância. Os dados foram classificados e analisados dentro de 8 categorias: 1) descentralização, autonomia escolar, corresponsabilização, apelo à participação; 2) desenvolvimento no aluno de competências e compromisso com a formação para a cidadania; 3) compromisso político do educador para com os alunos e os resultados; 4) perspectiva epistemológica; 5) perfil e valorização das competências críticas e reflexivas do professor; 6) organização dos conteúdos, didática e avaliação; 7) perspectiva inclusiva; 8) tempo e espaço escolar. Utilizamos como referencial teórico os conceitos e análises oriundas de estudos sobre os processos de elaboração e circulação das políticas curriculares desenvolvidos por Stephen BalI, Edil Paiva, Alice Lopes, Elizabete Macedo e de estudos sobre as políticas de formação de professores elaborados por Helena Freitas, Marli André, Menga Ludke, Iria Brzezinski. Cotejamos as análises desses autores com os textos dos PCN e dos materiais didáticos impressos utilizados pelos cursos de formação selecionados com a intenção de identificar e analisar os elementos que nos permitissem dizer se as orientações dos PCN estavam sendo adotadas por esses cursos. Constatamos que os PCN figuravam nos materiais didáticos dos cursos de forma hibrida e que eram mais claramente apresentadas no curso da UNIRIO do que no da UFES. / This research aimed at identifying if and how the official curricular policy, National Curricular Parameters (PCN, in Portuguese), presented by the Education and Culture Ministry, was being spread, by means of teacher training university courses in distance education experiences. The interest in the research was justified by the possibility of such learning method having become an important mans of divulging such policy. We chose to conduct a bibliographic-documental research of the PCN text and of the printed didactic material used by two teacher training courses developed to be taught by distance. The data was classified and catalogued into 8 categories: 1) decentralization, school autonomy, co-accountability, participation appeal; 2) development in the student of competencies and commitment to the formation towards citizenship; 3) political commitment by the educator towards the students and results; 4) epistemological perspective; 5) profile and valorization of the teacher’s critical and reflexive competencies; 6) content organization, didactics and evaluation; 7) inclusive perspective; 8) time and space of the school. We used as theoretical reference the concepts and analysis originated from studies about the elaboration and circulation of curricular policies developed by Stephen BalI, Edil Paiva, Alice Lopes, Elizabete Macedo and from studies about teacher training policies elaborated by Helena Freitas, Marli André, Menga Ludke, Iria Brzezinski. We contrasted the analysis of such authors with PCN texts and printed didactic material used by the selected teacher training courses with the intent of identifying and analyzing the elements which would allow us to affirm if the PCN guidelines were being adopted by such courses. We came to the conclusion that the PCN figurated in the didactic material in hybrid form and were more clearly present in the course organized by UNIRIO than in that of UFES.

This study aims to analyze the implementation of a Training Policy of Recife´s Municipal Educational System, and propose to the Department of Education of Recife, an Educational Action Plan for improvement of its implementation of a Training Policy with a perspective of continuing education, in a face-to-face and distance modalities, with tracks for two years. The rationale for the development of this research is based on a long period of absence of a policy of standardized training for teachers of the above municipal system, regardless of its relevance, especially since the promulgation of the Guidelines and Bases for National Education, law no. 9394/96 and law no. 11.738/2008, governing the national Professional salary floor for the professionals of the public teaching of basic education, as well as of resolution no 18 CNE/2012, which regulates the implementation of 1/3 of Class Activity. O Campus do IFPE que serviu como local de nossa pesquisa localiza-se na Zona da Mata de Pernambuco, uma região caracterizada por forte dependência da economia agrícola, notadamente o cultivo da cana-de-açúcar, por empreendimentos agroindustriais e da indústria de alimentos, e que apresenta indicadores sociais preocupantes. Nossa investigação teve como referencial teórico o materialismo dialético e utilizamos como instrumentos de pesquisa a análise documental, entrevistas estruturadas e entrevistas semiestruturadas. As entrevistas foram realizadas com docentes, egressos e gestores dos cursos pesquisados, servindo as estruturadas para uma caracterização do público pesquisado e as semiestruturadas para uma efetiva investigação sobre a implantação dos cursos. Verificamos que as iniciativas do Estado brasileiro referentes à qualificação profissional nos últimos vinte anos guardam importantes semelhanças com o Pronatec e se revelam como diferentes programas que favorecem o capital, inspirados pela Teoria do Capital Humano e consequentemente dissociados de uma efetiva preocupação com a elevação da escolarização dos trabalhadores e contrárias a uma formação integral dos mesmos. Identificamos na implementação dos cursos técnicos do Pronatec investigados problemáticas que se repetem também em outras iniciativas de formação profissional realizadas pelo Estado brasileiro como: problemas na seleção de cursistas, evasão escolar, precarização presente nos cursos, dificuldade para a realização de estágios obrigatórios e dicotomia entre a realidade e as expectativas dos egressos. Ao lado desta série de problemas, identificamos docentes satisfeitos com seu trabalho, egressos esperançosos com seu futuro profissional e uma expressiva parcela de jovens técnicos que ingressaram em cursos de nível superior. / This research, characterized as a case study, has its major goal to analyze the implementation of technical courses (occupational safety and health technical course and food technical course) of the scholarship called Bolsa-formação of the Pronatec at Campus Vitoria de Santo Antão, IFPE. The Campus of IFPE, which served as the site of our research, is located in the forest zone of Pernambuco, an area characterized by a strong dependence of the agricultural economy, especially the cultivation of sugarcane, agro-industrial enterprises and the food industry that presents alarming social indicators. Our investigation had the dialectical materialism as the theoretical framework and we used document analysis, structured and semistructured interviews as research tools. The interviews were conducted with teachers, graduated students and managers of the courses under study, serving the structured interviews for a characterization of the participants and the semi-structured one, for the effective study on the implementation of the courses. We found that the initiatives of the Brazilian State relating to professional qualifications in the last twenty years keep important similarities with Pronatec, revealing how different programs that favor capital, inspired by the Theory of Human Capital, are thus dissociated from an effective concern with the increasing of workers‟ schooling and contrary to their integral formation. In the implementation of the Pronatec technical courses, we identified problems that are also repeated in other vocational training initiatives undertaken by the Brazilian government as: student selection problems, school dropout, precariousness in the courses, difficulty performing compulsory internship, and dichotomy between the reality and expectations of graduated students. Alongside this series of problems, we identified teachers satisfied with their work, hopeful graduated students with their professional future and a significant portion of young technicians who started undergraduate courses.

Comparative Analysis of the USAF F-16 and RAAF F-18 Training Programs

As experienced fighter pilots leave the United States Air Force (USAF) and Royal Australian Air Force (RAAF), there is a need to develop new competent pilots to meet national defense requirements. Fighter training programs are expensive for taxpayers, and the USAF and RAAF face significant resource problems developing and implementing these programs. Using policy feedback theory and punctuated equilibrium theory as the theoretical foundation, the purpose of this comparative, multi-case study of current USAF F-16 and RAAF F-18 fighter pilot training policies was to inform training policy development and efficacy of future USAF and RAAF fighter pilot training programs. Data were gathered from training policy documents and 12 interviews with F-16 and F-18 pilots. Data were deductively coded and analyzed using policy feedback and punctuated event themes. Findings indicate that policy feedbacks and punctuated events influence fighter pilot training policy. Best practices for training include optimum stress management, appropriate academic course timing, and phase-based training techniques. Optimal instructional approaches included a servant leadership philosophy and a need for improved kinesthetic flight preparation tools and procedures. The USAF and RAAF approach fighter pilot training differently. The positive social change implications stemming from this study include recommendations to the USAF and RAAF that may improve fighter pilot training policy at the lowest possible cost to the taxpayers.

The experiences of learning support unit managers and students in London

Thesis(MEdPsych)--University of Stellenbosch, 2004. / ENGLISH ABSTRACT: Following the United Kingdoms of Great Britain Government's commitment to social inclusion in the 1990s, dramatic changes have taken place in education policy. A large amount of time and money has been invested into the development of inclusive practices, one of the more recent programmes being the Learning Support Unit (LSU). The LSU programme is seen as a way forward for social inclusion and now it is playing a growing role in the context of national strategies to improve behaviour and attendance. As little evaluation research has been done, this study aims to verify good practice in relation to the guidelines set out by the Department for Education and Skills (DfES, 2002b) and identify whether the LSU programme is truly an inclusive model. Given the commitment to inclusive education the world over, this study also seeks to assess whether the LSU programme would work within the South African Inclusive Education and Training Policy. An interpretive approach was applied to the research undertaking a programme evaluation. The qualitative techniques of interviewing, observations and discussions were used for data collection. Interviews were conducted with LSU managers and their pupils, which were then triangulated with data obtained from observations, informal and focus group discussions. Using an interpretive approach allowed me to become immersed in the research process and develop an intuitive feel for the subject. This enabled more effective verification of good practice in use. Interpreting the experiences and beliefs of LSU managers and their pupils in the London Borough of Hillingdon has verified a range of good practices. It is particularly important that LSUs are an extension of, and fully integrated into, whole school behaviour policy. The LSU programme promotes social inclusion by offering in-school support to pupils with behavioural, social and emotional development needs. These needs are addressed through a short-term fixed period stay in the LSU while the pupils still engage in the curriculum and their reintegration back into class facilitated. The LSU programme could compliment the South African Inclusive Education and Training Policy by offering a viable programme to address challenging behaviour in an inclusive manner. In conclusion, the LSUs have proved to be effective in introducing social inclusion in schools. This is achieved through their uniqueness, which allows them to target the greatest needs in their school. / AFRIKAANSE OPSOMMING: Onderwysbeleid in die Verenigde Koninkryk het dramatiese veranderinge ondergaan ná die regering van die Verenigde Koninkryk se verbintenis tot sosiale insluiting in die negentigerjare van die vorige eeu. 'n Groot hoeveelheid tyd en geld is bestee aan die ontwikkeling van inklusiewe praktyke. Een van die jongste programme is die Leerondersteuningseenheid (LSE). Die LSE-program word gesien as 'n stap vorentoe in die rigting van sosiale insluiting en dit speel tans toenemend 'n rol in die bepaling van nasionale strategieë vir die verbetering van gedrag en bywoning. Die LSE-program sou as aanvulling tot die Suid-Afrikaanse Beleid van Inklusiewe Onderwys en Opleiding kon dien deurdat dit 'n lewensvatbare program aanbied waardeur uitdagende gedrag op 'n inklusiewe wyse aandag kry. Ten slotte kan genoem word dat die LSE-program as doeltreffend bewys is by die invoer van sosiale insluiting in skole. Dit is vermag deur hulle eensoortigheid waardeur die grootste behoeftes in die besondere skool bereik kan word.

Also diagnosed and measured the impact in general, the program has produced in educational institutions, and in particular posture changes of the graduates, and even if these professionals who participated in the program, in Goias, from 2006 to 2012, succeeded in becoming part of the learning process. It was a qualitative research, based on the dialectical materialism approach. As methodological procedures were adopted mainly for recording observations with the bibliographical research, documentary, with a questionnaire and interview. Although the theoretical grounding of the study was structured basically from the benchmarks of education and sociology, establishing also dialogue with scholars from other areas. The analysis and interpretation of the data collected revealed that professional non-teaching staff, after their inclusion in the process of training and professional development, they developed an educational professional identity. From the analysis, it was also possible, began to take a more active role in the daily educational institutions where they work, thus contributing to the effectiveness of a democratic management and a more active school community. / Neste trabalho, analisaram-se as políticas públicas educacionais voltadas para os-as profissionais não docentes da educação básica, e a implantação do Programa Profuncionário como política de formação e valorização profissional. Também diagnosticou-se e mensurou-se o impacto, em geral, que o Programa tem produzido nas instituições educacionais, e, em particular, as mudanças da postura dos(as) profissionais formados(as), e, ainda, se esses(as) profissionais que participaram do programa, em Goiás, no período de 2006 a 2012, tiveram sucesso em se integrarem ao processo ensino aprendizagem. Trata-se de uma pesquisa de caráter qualitativo, baseada na abordagem do materialismo dialético. Como procedimentos metodológicos foram adotados, principalmente, o registro de observações com a pesquisa bibliográfica, documental, com aplicação de questionário e entrevista. A fundamentação teórica do estudo se estruturou, basicamente, a partir dos referenciais da educação e da sociologia, estabelecendo, também, diálogo com estudiosos de outras áreas. A análise e interpretação dos dados coletados revelaram que os(as) profissionais não docentes, após sua inclusão no processo de formação e valorização profissional, desenvolveram uma identidade profissional educativa. Além disso, também foi possível, a partir da análise realizada, perceber que, além de melhorarem a qualidade de seu trabalho, passaram a assumir uma participação mais ativa no cotidiano das instituições de ensino onde trabalham, contribuindo, assim, para a efetivação de uma gestão democrática e uma comunidade escolar mais atuante.

A partir dos dados coletados descrevemos a estrutura e o funcionamento da Secretaria de Educação de Juiz de Fora (SE-JF), do Departamento de Política de Formação (DPF) e do Centro de Formação do Professor (CFP). Descrevemos também a Política de Formação Continuada e o curso “Encontro de Professores Alfabetizadores da Rede Municipal”. Além disso, fizemos uma discussão analítica sobre políticas públicas e formação inicial e continuada de professores para fundamentar teoricamente a proposição de um Curso de Formação Continuada A Distância para os Professores Alfabetizadores. / This Plan for Educational Action (PAE in Portuguese) aims to evaluate the Continued Training Policy of Juiz de Fora from the perspective of the analysis of a course called “Meeting of the Municipal Literacy Teachers”, ministered by the teacher Elvira Souza Lima in the time between 2009 and 2011.Thus, we did a research with a qualitative approach, being semi structured interviews and documentary analysis the main instruments in the information collect. Based on the collect data, we described the structure and functioning of the Education Department of Juiz de Fora (SE- JF), Training Policy Department (DPF) and the Teacher’s Training Centre (CFP). We also described the Continued Training Policy and the course “Meeting of the Municipal Literacy Teachers”. Furthermore, we had an analytic discussion of public policies and initial and continued formation of teachers in order to justify, in theory, the proposal of a Distance Continued Training course for the Literacy Teachers.
