Biddle, The Afghan model och rebellernas skicklighet i Operation unified protector

The 2001 campaign in Afghanistan where precision airpower and special operation forces alongside indigenous allies were used to topple the Talibans has brought debaters to argue whether it was a revolution of warfare or a fluke. Stephen Biddle has argued that this Afghan Model is deeply dependent on the indigenous ally being at least as skilled as its enemy. Ten years later, a similar concept was used in Libya to overthrow the Gaddafi-regime. This paper examines and compares the skill of the rebels and the regime forces fighting on the ground in Libya, in order to test Biddle’s Afghan Model theory. Hence, the purpose for this study is to broaden the understanding as to when and how often the Afghan Model may be used. Initially, rebels demonstrated low levels of tactical skill in comparison to regime forces. However, rebels gradually improved their skills and by the end of the fighting, months later the skill gap had been reduced considerably. Without drawing a definite conclusion, the analysis indicates, that skill of the indigenous ally in order for the Afghan Model to work is of importance, however not to the same degree as presented by Biddle.

The Verification of different model configurations of the Unified Atmospheric Model over South Africa

In 2006 a Numerical Weather Prediction (NWP) model known as the Unified Model (UM) from the United Kingdom Meteorological Office (UK Met Office) was installed at the South African Weather Service (SAWS). Since then it has been used operationally at SAWS, replacing the Eta model that was previously used. The research documented in this dissertation was inspired by the need to verify the performance of the UM in simulating and predicting weather over South Africa. To achieve this aim, three model configurations of the UM were compared against each other and against observations. Verification of rainfall as well as minimum and maximum temperature for the year 2008 was therefore done to achieve this. 2008 is the first year since installation, where all the configurations of the UM used in the study are present. For rainfall verification the model was subjectively verified using the eyeball verification for the entire domain of South Africa, followed by objective verification of categorical forecasts for rainfall regions grouped according to standardized monthly rainfall totals obtained by cluster analysis and finally objective verification using continuous variables for selected stations over South Africa. Minimum and maximum temperatures were subjectively verified using the eyeball verification for the entire domain of South Africa, followed by objective verification of continuous variables for selected stations over South Africa, grouped according to different heights above mean sea level (AMSL). Both the subjective and objective verification of the three model configurations of the UM (for both rainfall as well as the minimum and maximum temperatures) suggests that 12km UM simulation with DA gives better and reliable results than the 12km and 15km UM simulations without DA. It was further shown that although there was no significant difference between the model outputs from the 12km and the 15km UM without DA, the 15km UM simulation without DA, proved to me more reliable and accurate than the 12km UM simulation without DA in simulating minimum and maximum temperatures over South Africa, on the other hand the 12km UM simulation without DA is more reliable and accurate than the 15km UM simulation without DA in simulating rainfall over South Africa. / Dissertation (MSc)--University of Pretoria, 2013. / gm2014 / Geography, Geoinformatics and Meteorology / unrestricted

Airpower has shown its usefulness throughout many wars and was seen as a key instrument in the Libyan war 2011. However, the use of airpower and how it should be applied has been a highly debated topic for as long as airpower has been around. Two theorists, John A. Warden III and Robert A. Pape, have received a lot of attention and there is a debate regarding which one of these theorists has the best solution on how to use airpower. The purpose with this essay is to apply some of the two theorists’ ideas on the Libyan war 2011 and investigate their explanatory power in the conflict. To reach an answer, a case study has been used with a theory testing method which would further seek to contribute to the debate that exists between the two theorists. Results show that some parts of the theorists’ ideas have a high explanatory power in the conflict and some parts do not. As individuals, they cannot explain the whole war, but together their ideas have a high explanatory power in the conflict. Based on the ongoing debate that provides two different ways of using airpower, the conclusions suggest that a combination of the two theorists’ ideas might be the answer to how airpower can be employed in the best way for future operations. Reverse Engineering Object-Oriented Systems into Umple: An Incremental and Rule-Based Approach

This thesis investigates a novel approach to reverse engineering, in which modeling information such as UML associations, state machines and attributes is incrementally added to code written in Java or C++, while maintaining the system in a textual format. Umple is a textual representation that blends modeling in UML with programming language code. The approach, called umplification, produces a program with behavior identical to the original one, but written in Umple and enhanced with model-level abstractions. As the resulting program is Umple code, our approach eliminates the distinction between code and model. We implemented automated umplification in a tool called the Umplificator. The tool is rule-driven: code, including Umple code, is parsed and processed into an internal representation, which is then operated on by rules; transformed textual code and model, in Umple, is then generated. The rules used to transform code to model have been iteratively refined by using the tool on a variety of open-source software systems. The thesis consists of three main parts. The first part (Chapters 1 and 2) present the research questions and research methodology, as well as introducing Umple and the background necessary to understand the rest of the thesis. The umplification method is presented at increasing levels of detail through Chapters 3 and 4. Chapters 5 and 6 present the tool and evaluation of our approach, respectively. An analysis of related work, and comparison to our own, appears in Chapter 7. Finally, conclusions and future work directions are presented in Chapter 8.

The health system has gained several points of action and great complexity, demand management strategies , to strengthen the participation of users and workers and at the same time makes it possible to drive the network , ensuring the integrity and access . In this sense , the experience of Curitiba may be emblematic in that it can articulate regulatory actions , participatory management and institutional support . In addition, the power of an experiment should be measured by the expression of the frames that it enables emerge. Este trabalho está dividido em duas partes, a primeira destaca os determinantes históricos e as relações entre Estado e mercado na saúde no período anterior à Constituição de 1988. Sublinha a forte predominância do setor privado no país desde os primórdios da formação do sistema de saúde brasileiro num contexto marcado pelo vigoroso viés conservador da sociedade e suas rígidas estruturas de um capitalismo tardio e dependente, marcado pela segregação social e dependência externa. Ressalta-se também o movimento de modernização conservadora dos bens e serviços públicos durante os 21 anos de governo militar, bem como os avanços sociais da Constituição de 1988. Na segunda parte discute-se a introdução do neoliberalismo no Brasil a partir dos anos de 1990, após ganhar força nos países centrais e subdesenvolvidos durante as décadas de 1970 e 1980. O trabalho sublinha o antagonismo desta corrente com os princípios do Sistema Unico de Saúde recém-implantado em 1988, com destaque para as diretrizes e orientações políticas do Banco Mundial no incentivo à expansão da iniciativa privada na oferta de serviços de saúde. Esse movimento político e econômico mais amplo era antagônico aos princípios estabelecidos pela Carta de 1988 e contribuíram, em grande medida, para que o processo de consolidação do SUS fosse permeado por diversas contramarchas que abriram novas brechas para a expansão do setor privado na saúde / Abstract: This paper aims to outline the relationships between the public and private sectors in health care on Brazil, noting that the formal advances of the Federal Constitution of 1988 were superimposed by a hostile political and economic context that was imposed in the 90's, that limited the strength of the public sector in favor of continued expansion of the private sector. This work is divided into two parts, the first shows the historical determinants and the relationship between state and market in health in the period prior to the 1988 Constitution. This part underlines the strong predominance of the private sector in the country since the beginning of formation of the Brazilian health system in a context characterized by strong conservative bias of society and its rigid structures of late and dependent capitalism. Also points up the conservative modernization movement of goods and public services during the 21 years of military government and the social advances of the 1988 Constitution. The second part discusses the introduction of neoliberalism in Brazil from the 90's, after gaining strength in the central and developing countries during the 70's and 80's. This work emphasizes the antagonism of this current with the principles of the Unified Health System (SUS) recently implemented in 1988, highlighting the guidelines and political directives of the World Bank encouraging the expansion of the private sector in the supply of health services.
