La revitalisation urbaine des quartiers défavorisés de l’Île de Montréal à travers le programme de revitalisation urbaine intégrée : une étude de cas de la démarche d’Hochelaga-Maisonneuve

La revitalisation urbaine est une politique publique qui vise principalement les quartiers les plus défavorisés en s’attaquant en priorité à la pauvreté locale, à l’exclusion sociale et au cadre bâti dégradé. L’objectif de cette politique est de faire en sorte que les quartiers visés puissent jouir d’un environnement sain et moins contrasté avec le reste de l’agglomération. Ce type d’intervention connait un succès varié, car il existe une grande variété de programmes de revitalisation urbaine, dont celle que nous allons traiter dans ce mémoire. La revitalisation urbaine intégrée est un programme de lutte contre la pauvreté territorialisée, d’initiative locale, qui s’attaque aux îlots de pauvreté sur l’île de Montréal. Ce programme dispose de plusieurs démarches à Montréal, toutes fonctionnant sur le même modèle décentralisé de participation citoyenne, de concertation, et d’autonomie, dans le but de lutter contre la pauvreté et l’exclusion grâce à des initiatives locales. Ce mémoire propose d’interroger la contribution du programme RUI à la revitalisation urbaine dans le cadre de la démarche développée dans le quartier d’Hochelaga-Maisonneuve. L’intérêt de cette recherche est multiple, 1) la transformation d’un espace soumis à une spatialité avec laquelle il ne partage pas les mêmes valeurs 2) le risque que le programme RUI participe au développement de la gentrification malgré lui, 3) le rôle de la participation citoyenne dans l’exercice de concertation 4) la contribution du programme RUI à la revitalisation d’Hochelaga. L’analyse de la démarche RUI d’Hochelaga porte principalement sur les entrevues semi-directives recueillies auprès des membres du comité local de revitalisation et d’habitants du quartier. Leurs discours révèlent un manque de consensus dû à la diversité des acteurs, des lacunes dans l’exercice de la participation citoyenne, et un financement très limité. Certains regrettent même un manque d’actions concrètes contre la pauvreté. Mais dans l’ensemble, l’initiative est saluée par tous, car à défaut de lutter contre la dimension économique de la pauvreté, elle permet d’améliorer la qualité de vie et d’accroitre la capacité d’agir des habitants. / Urban revitalization is a public policy which focuses on poor neighborhood and fights local poverty, social exclusion and degraded environments. The goal of this policy is to put the poor neighboorhoods on the same scale as the rest of the agglomeration. This type of intervention has varying degrees of success because there are a wide range of urban revitalization programs, including the one we will be talking about in this thesis. Integrated Urban Revitalization (RUI) is a program fighting territorial poverty which targets impoverished areas on the island of Montreal. This program has taken several actions throughout Montreal, and each of them operate on the same decentralized model of citizen participation, concertation and autonomy in order to fight poverty and exclusion via local initiatives. This dissertation proposes a questioning of RUI’s contribution on urban revitalization within the framework of procedures developed in the Hochelaga- Maisonneuve neighborhood of Montreal. There are many areas of interest in this study, specifically (1) the contrast between the transformation of this space and the extant values in the area, (2) the risks posed by the RUI program and its participation in the development of a gentrification program in spite of its original goals, (3) the role of the citizen participation in consultation, and (4) The contribution of the RUI program on urban revitalization in Hochelaga-Maisonneuve. The analysis of the RUI program is mainly based on interviews collected with members of a local revitalization committee and citizens of the neighborhood. Their discourses reveal a lack of consensus ascribed to the wide variety of actors, gaps in the process of participation and limited funding. Some citizens resent the lack of concrete actions taken against poverty. Overall, the initiative is praised by all participants, because while fighting economic dimensions of poverty, it allows for the improvement of living conditions and the ability to take action.

[pt] A relação porto-cidade é temática interessante de estudo para um melhor conhecimento da dinâmica do capital e do uso do solo nas cidades portuárias. Os estudos destas relações apontam para um paradoxo existente nas áreas portuárias, que acaba criando uma relação de grande potencial de desenvolvimento associado a uma espiral de obsolescência. Este trabalho passa por diversas etapas que permitiram um melhor entendimento do que são cidades globais e de como cidades portuárias atingem este status, na medida em que o desenvolvimento da navegação interoceânica foi determinante para que estas cidades se tornassem centros de cultura cosmopolita e globalizada. Esta pesquisa pretende discutir esta contradição com base na definição de como se estabelece a relação porto-cidade no Brasil e no exterior e na identificação das forças socioeconômicas, socioambientais e históricas que regem o surgimento, o crescimento e a manutenção das cidades portuárias modernas. Após revisão bibliográfica e a apresentação de casos práticos, foi constatado que os portos brasileiros se encontram ainda em moldes da operação portuária das décadas de 1960 a 1980 que, sem uma intervenção direta, continuarão a distanciar o caráter do porto da sua função urbana nas frentes históricas de litoral. O trabalho propõe a retomada de uma relação porto-cidade mais sustentável com base no estabelecimento de projetos em moldes participativos, em análises e avaliações ambientais mais amplas, incluindo as interfaces porto/ambiente, e na definição de seus escopos baseados nos conceitos de Paisagem Urbana Histórica, de Planejamento Urbano Sustentável e de Resiliência Urbana. / [en] The port-city relationship is an interesting theme to study in order to better understand the dynamics of capital and land use in port cities, which are considered global cities due to certain characteristics, Sassen (2001). Researches on these relationships show a paradox observed in port areas: a large potential for development associated with a spiral of obsolescence. This work encompassed many stages which allowed for a better understanding of what global cities are and of how port cities attain that status. The development of interoceanic navigation was determinant for these cities to become centers of a cosmopolitan and globalized culture. The role of co-operatives in North End Winnipeg's urban revitalization

The North End is one of the most colourful areas in Winnipeg, Manitoba. Plagued by urban decay, the North End is a melting pot of cultures and catch basin for many marginalized people. In the face of adversity, people unite under similar ideals and principles to work towards common goals. This unity is exemplified in co-operatives, which has been in the North End for decades. Co-ops exhibited outstanding camaraderie with the goal of alleviating adverse social conditions. Today, the co-op sector, exemplified by Pollock’s Hardware and Urban Eatin’ Landscapes, continue to operate in the area like conventional business, while practicing social and environmental responsibility under a common set of principles. Due to their ideologies and principles, their impact on neighbourhood and community revitalization is more profound than expected. Through case studies, this research found that co-ops offer urban planners and government officials a complimentary method to conventional urban revitalization methods. Co-operative Urban Revitalization starts by uniting marginalized people and empowering them to devise solutions to social and economic problems. / February 2017

No rápido e intenso processo da urbanização de São Paulo, suas várzeas urbanas foram descaracterizadas com os cursos d\'água canalizados sob vias automobilísticas ou invadidas e degradadas pelo modelo de urbanização caracterizado por uma dicotomia entre o homem e a natureza. Destacam-se, no início da década de 2000, políticas públicas formuladas para dar início a novos paradigmas nas relações entre os rios e as várzeas da área urbana e sua cidade, inaugurando uma nova forma de atuação para solucionar os conflitos expressos na forma de ocupação dessas áreas até então. Nesse contexto, os parques lineares surgem como uma forma de uso adequado de fundos de vale, desestimulando invasões e ocupações indevidas por meio de ações estruturadoras do território. Concebidos como elementos de qualificação da paisagem urbana e de sua recuperação ambiental, tais parques contribuem com a drenagem urbana e constituem espaços livres públicos capazes de conectar áreas verdes e favorecer a possível criação de um sistema de espaços livres em São Paulo. Espaços capazes de abrigar práticas de lazer, esporte e cultura, além de contribuir com alternativas não motorizadas de mobilidade urbana. Por meio de pesquisa bibliográfica, entrevistas e visitas a campo, a presente pesquisa contextualiza a implantação dos parques lineares em São Paulo e aprofunda a análise, pautada em uma abordagem paisagística do tema, a partir de 3 estudos de casos que apresentam um leque amplo das problemáticas que os envolvem e das suas potencialidades. Inserida na busca por cidades mais humanas e pautada em dinâmicas mais democráticas, a pesquisa defende a participação popular como meio para a construção de uma melhor qualidade da cidade. Por fim, espera-se contribuir para que a imagem de uma São Paulo permeada por áreas verdes e públicas, associadas aos seus cursos hídricos presentes na paisagem urbana, capazes de abrigar ciclovias e arborizados passeios de pedestres, concebidas através de processos participativos ganhe espaço no imaginário do paulistano para que possam cooperar na construção de uma cidade de São Paulo mais fluida, mais permeável, mais verde e azul, mais viva. / In São Paulo\'s rapid and intense urbanization process, its urban floodplains were disfigured with waterways channeled under automobile ways or invaded and de- graded by urbanization model characterized by a dichotomy between man and nature. Stand out in the early 2000s, public politics formulated to initiate new paradigms in the relationship between rivers and floodplains of the city and its urban area, ushering in a new form of action to resolve the conflict expressed in the form of occupation of these areas until then. In this context, linear parks emerge as a form of proper use of valley bottoms, discouraging unwarranted in- vasions and occupations by structuring actions of the territory. Designed as qua- lifying elements of the urban landscape and its environmental remediation, such parks contribute to urban drainage and public open spaces and are capable of connecting green areas and encourage the possible creation of an open spaces system in São Paulo. Spaces capable of harboring practices of leisure, sport and culture, and contribute to non-motorized alternative for urban mobility. Through literature review, interviews and field visits, this study contextualizes the im- plementation of linear parks in São Paulo and deepens the analysis, based on a landscape approach, from three case studies that feature a wide range of issues that concern them and their potential. Inserted in the search for more human ci- ties and based in democratic dynamics, research supports the popular participa- tion as a means to build a better quality of the city.
