Benchmarking and development of webGIS in Ontario: implications for public use in planning

Governments use the Internet as another means to offer services to the public. One such service is to deliver GIS over the Internet, also known as webGIS. While some Ontario municipalities provide webGIS services, its level of deployment across Ontario is unknown. Further, the mechanisms behind implementation and its effects on public engagement in planning issues are uncertain. This thesis attempts to answer some of these questions. All known Ontario municipal websites were surveyed to determine the level of webGIS provision. These webGIS were then benchmarked using a set of criteria from four categories (Accessibility, Data Availability, Functionality, Presentation/Utilities). A secondary set of criteria was also used to analyze related areas about webGIS provision. Interviews were conducted with nine municipal officials about the development and implementation of their municipality’s webGIS. Issues discussed include rationales, funding, implementation, webGIS technology, data issues, positive effects, obstacles to development, and user effects. Of the 445 Ontario municipalities, 41 offered webGIS services to their community. The municipal webGIS showed a wide range of services from basic visualization to more advanced editing tools. The scores within each category and from the secondary criteria were discussed. The interviews revealed a variety of reasons for developing and implementing webGIS. The major positive effect from webGIS was an increase in efficiency for municipal officials and greater access to municipal data for everyday users. Municipal webGIS has benefited both municipal employees and public users as an information tool. However, further research was required on adapting techniques for two-way interaction into municipal webGIS. This paper makes a research on the application of SVG based on XML in the WebGIS (World Wide Web Geographical Information System). In this paper, the characteristics of XML are illuminated in short; the application of XML in WebGIS is discussed and the features of SVG and its usage with XML are presented; a design of SVG based on XML in the WebGIS system is given.

Study and Implementation of a Web GIS with Flash

Google announced Google Maps Service on June 2005, and they developed and used many technologies to solve performance balance issue that long existing in client-server GIS system, including Ajax, map data pre-processing, and browser's cookies system. OGC defined this mechanism as WMS-C. However, Ajax is a technology based on HTML and javascript, when processing mass spatial data, it could be the bottleneck of performace. Therefore, using browser plugin to improve performance on data processing is necessary. This paper discuss on WebGIS related technologies, including CGI, Java Applet, Ajax, Flash, and compare their weakness and strength, then we focus on analyzing Java Applet, Ajax, Flash. Flash provides better graphics processing abilities, smooth interactive operation, fast display performance, make it suitable to be a WebGIS platform. Flash also support multi-platform and multi-browser, and it can be deployed with the same programming code. So this study chooses Flash and it's language Action Script to develop WebGIS client, backend with Mapserver to publish map data. We also use TileCache to pre-process aerial images of National Sun Yat-sen University into image tiles. Also it is overlaid with Kaohsung district map as vector data. The actionscript in the WebGIS core library include classes like Map, View, Layer, TMSLayer, FeatureLayer. It is fully implemented as a Flash based WebGIS system. Lastly, we compare the Flash-based MapServer system with MapServer only regarding to there performance and interactivity. On loading vector data, flash performance is nearly equal to Mapserver. When vector panned, flash performs better because flash uses pre-loading image tiles, but Mapserver renders repeatly after every move. On interactivity, flash can directly zoom the map with mouse wheel, and it can shorten user¡¦s operating time. And flash can also dispaly animations like fade in, out, etc. After removing one single layer, the map still preserve the other layers, so users can handle the map information more precisely, and can reduce the loading of servers.

Precision farming and livestock are topics of spatial nature, so commonly use the Geographic Information Systems (GIS) because they present themselves like excellent management tools. GIS allow management spatial data and its interconnection with alphanumeric attributes, performing complex analysis and the possibility to simulate various scenarios in order to provide an effective decision-making. Recent developments in internet technologies have contributed to access, publication, distribution and exploitation of geographic information. The use of the internet distributed GIS (WebGIS) using free software, can be a proper solution since GIS places accessible to user functionalities, through a simple browser, without the need for large investments in relation to software or even in specialized technical training . Therefore, this Master s Dissertation developed a WebGIS using free software that provides geographic and alphanumeric information layers that are under the responsibility of Embrapa South Livestock, allowing registered users to view and conducting research and spatial analysis operations. / A agricultura e a pecuária de precisão são temas de natureza espacial, por isso utilizam comumente os Sistemas de Informação Geográfica (SIG) pois estes apresentam-se como excelentes ferramentas de gestão. Os SIG permitem o gerenciamento de dados espaciais e sua interligação com atributos alfanuméricos, a realização de análises complexas e a possibilidade de simular diversos cenários de modo a propiciar uma tomada de decisão eficaz. Os recentes desenvolvimentos em tecnologias da internet têm contribuído para o acesso, publicação, exploração e distribuição da Informação Geográfica. A utilização de SIG distribuídos na internet (WebGIS), utilizando softwares livre, pode ser uma solução adequada visto que coloca funcionalidades de SIG ao alcance de usuários, através de um simples browser, sem necessidade de grandes investimentos em relação a softwares ou mesmo em formação técnica especializada. Assim, na presente dissertação, desenvolveu-se um WebGIS, utilizando softwares livres, que disponibiliza informações geográficas e alfanuméricas de camadas que estão sob a responsabilidade da Embrapa Pecuária Sul, permitindo aos usuários cadastrados a visualização e a realização de pesquisas e operações de análise espacial.

RESOLVING USABILITY ISSUES IN WEBGIS : A Cognitive Science Approach

This study focuses on using cognitive principles in design, trying to resolve four problem areas (PA)found in the map layer panel of Umeå municipality’s webGIS. In a first step cognitive findings thatcould serve as principles for implementing design choices were identified. Four low fidelity (lo-fi)prototypes were created. The lo-fi prototypes were tested using think aloud tasks and asemi-structured interview. Six participants, three expert and three novice users were recruited.Participants’ opinions and thoughts were gathered to enable the development of a high fidelity (hi-fi)prototype. The hi-fi prototype was based both on the lo-fi test results and the identified cognitiveprinciples. The hi-fi prototype was again tested using think aloud tasks and a semi-structuredinterview. Three experts along with three novice participants were recruited. Opinions and thoughtsfrom the test were transcribed and categorized using combined deductive and inductive coding. Theresults of the analysis were used to answer our research question: does the use of cognitiveprinciples in designing the map layer panel of Umeå municipality's webGIS resolve the previouslyidentified usability issues? While two of the PAs seems to have been resolved in the new design, forthe other two there still seems to be some unresolved issues. It can be discussed if the unresolvedissues were due to lack of functionality of the prototype or inadequacy of the cognitive principles. / Denna studie har fokuserat på att använda kognitiva principer i design, för att försöka lösa de fyraproblemområden (PO) som finns i kartlagerpanelen i Umeå kommuns webGIS. En litteratursökninggjordes och identifierade kognitiva teorier som fungerade som principer för att genomföra designval.Fyra low fidelity (lo-fi) prototyper skapades. Lo-fi-prototyperna testades med hjälp av tänka-högtuppgifter och en semistrukturerad intervju. Sex deltagare, tre experter och tre nybörjare användes.Deltagarens åsikter och tankar samlades för att möjliggöra utvecklingen av en high fidelity (hi-fi)prototyp. Hi-fi-prototypen baserades på lo-fi-resultaten och de kognitiva principerna.Hi-fi-prototypen testades med tänka-högt uppgifter och en semistrukturerad intervju. Huvudsakligen verkade det som att två problem ärlösta, när det gäller de andra två problemen verkade det fortfarande finnas svårigheter. Bland annat,diskuterades det om de olösta frågorna berodde på bristande funktionalitet i prototypen ellerotillräckliga kognitiva principer.

System access is via a web browser and Internet connection, and aims to generate the array of actual distances between clients and facilitators. The system was applied to the problem of fnding points of collection and transmission, faced by the Brazilian electoral system in order to assist in decision making about the best locations for installation of such points. The order of the court is to minimize the sum of the total distances traveled, and also have the option to minimize the maximum distance. In this example of applicability of the treaty system was the P-median problem with GRASP. / Este trabalho apresenta um sistema computacional que, integrado com um sistema WebGIS, tem a função de otimizar os problemas de localização de medianas e cobertura. O acesso ao sistema se dá através de um navegador web e conexão com a internet e, se propõe a gerar a matriz de distâncias reais entre clientes e facilitadores. O Sistema foi aplicado ao problema de localização de pontos de coleta e transmissão, enfrentado pelo sistema eleitoral brasileiro, a fim de auxiliá-lo na tomada de decisão acerca dos melhores locais para instalação de tais pontos. O intuito do tribunal é minimizar o somatório das distâncias totais percorridas, bem como também ter a opção de minimizar a máxima distância percorrida. Para ilustrar a utilização do Sistema foi feita uma aplicação do mesmo no Tribunal Regional Eleitoral da Paraíba onde o mesmo conseguiu diminuir em, no mínimo, 23% o somatório da distância total percorrida dos locais de votação até os pontos de coleta e transmissão de votos e diminuir em 70% a distância máxima percorrida entre o local de votação e seu respectivo PCT. Neste exemplo de aplicabilidade do sistema foi tratado o problema P-mediana com a metaheurística GRASP que também foi testada em instâncias da biblioteca OR-Library e atingiu a solução ótima em mais de 62% dos casos.

To regulate this process, it is the responsibility of the environmental agency to establish criteria and control measures. Among these requirements, a considerable amount of data is included that compose the environmental studies. These documents will guide the approval or rejection of the required license. The ability of a Geographic Information System (GIS) in the treatment of geographic data makes it possible to store, analyze and disseminate information with the potential to perform complex analyzes from several sources, an essential factor to subsidize environmental licensing. In this context, the present research sought to verify what benefits are triggered with the potential of the adoption of Geotechnologies in the procedures of Environmental Licensing of the State of Goiás. For this, the environmental legislations pertinent to the subject were evaluated, bibliographical researches dealing with the subject and consultations to previous experiences. In order to ascertain the current stage of use of Geotechnologies in the organ searched (SECIMA), evaluations were carried out in the procedural routines of the licensing, besides interviews, using a questionnaire. The survey revealed that 82.60% of the participating technicians and environmental analysts consider as non-existent or not adequate to the use of Geotechnologies in the Secima. The sum of the positive indicatives showed that 96% of the interviewees consider the implementation of an interactive map as a support to environmental licensing to be relevant. The results of these evaluations have shown the importance of stimulating actions aimed at storing, integrating and disseminating the geographic information. In the diagnosis carried out with technicians and managers, together with on-site analysis, it was possible to establish the main spatial data required for the environmental analysis and to identify which would be the main requirements to attend the Geoinformation practices, guiding the creation of a WebGIS containing the elements priority to attend the demand for geographic information. The balance of the work allowed to measure the efficiency and effectiveness of the proposal, leading to a better environmental licensing based on Geoinformation, in addition to finding probable improvements and improvements. / O Licenciamento Ambiental é um instrumento da Administração Pública de controle sobre atividades efetivas ou potencialmente causadoras de degradação ambiental, com o intuito de compatibilizar o desenvolvimento econômico a mecanismos voltados para a valorização do social e da preservação dos recursos naturais. Para regulamentar esse processo, compete ao órgão ambiental estabelecer critérios e medidas de controle. Dentre esses requisitos, inclui-se um volume considerável de dados que compõem os estudos ambientais. Esses documentos irão nortear a aprovação ou indeferimento da licença requerida. A capacidade de um Sistema de Informação Geográfica (SIG) no tratamento de dados geográficos possibilita armazenar, analisar e disseminar informações com a potencialidade de executar análises complexas de diversas fontes, fator essencial para subsidiar o licenciamento ambiental. Nesse contexto, a presente pesquisa buscou verificar quais benefícios são desencadeados com o aprimoramento da adoção das Geotecnologias nos procedimentos de Licenciamento ambiental do Estado de Goiás. Para tanto, foram avaliadas as legislações ambientais pertinentes ao tema, realizadas pesquisas bibliográficas que tratam do assunto e consultas a experiências anteriores. Para averiguar o atual estágio de utilização das Geotecnologias no órgão pesquisado (SECIMA), foram efetuadas avaliações nas rotinas processuais do licenciamento, além de entrevistas, utilizando um questionário. O levantamento revelou que 82,60% dos técnicos e analistas ambientais consideram como não existente ou não adequada à utilização de Geotecnologias na Secima. O somatório dos indicativos positivos demonstrou que 96% dos entrevistados consideram relevante a implantação de um mapa interativo como suporte ao licenciamento ambiental. O resultado dessas avaliações constatou a importância do estímulo a ações voltadas para armazenar, integrar e disseminar as informações geográficas que circulam no órgão ambiental. No diagnóstico com técnicos e gestores, em conjunto com análises in loco, foi possível estabelecer os principais dados espaciais demandados para a análise ambiental e identificar quais seriam os principais requisitos para atender as práticas da Geoinformação, orientando a criação de um WebGIS contendo os elementos prioritários para atender a demanda de informação geográfica no licenciamento ambiental. O balanço do trabalho permitiu mensurar a eficiência e eficácia da proposta, acarretando um licenciamento ambiental melhor embasado na Geoinformação, além de constatar prováveis adequações e aperfeiçoamentos.

The agents of animal diseases harm the human population in several ways, provoking diseases called zoonosis, in other words, the diseases that they are transmitted from the vertebrate animals to the man. The animal sanitary control is an activity of extreme importance for our society concerning the health and economy. The high number of establishments that they need to be fiscalized and the enormous amount of collected data, requests a lot of organization and they should allow managers of the fiscalization agencies to have fast access to updated information. Many zoonosis demand fast actions and, for this, the avaliable spatial information is of fundamental importance to avoid higher economical-social damages. However, the government agencies lack of specialized computer tools for the treatment of these data, mainly due to the costs of software licensing and hardware demands, hindering the work of sanitary administration. Now, with the development of the geotechnologies it is available a great variety of tools in free software, allowing fast and efficient access of these information. Among them WebGIS are inserted. They are the technologies, politics and necessary people to promote the publication of geospatial data (group of integrated data) in Internet, making possible the user's interaction in the construction of maps and in the access to non spatial information. In this context, as a result of this work it was obtained a WebGIS, integrating several solutions in free software to systematize the data of animal sanitary control of the State of Rio Grande do Sul, allowing the spatial visualization of the establishments, giving support to the managers to take decision and with reduced technological costs. / Os agentes de doenças animais prejudicam a população humana de diversas formas, provocando doenças que são as chamadas zoonoses, ou seja, as doenças que se transmitem dos animais vertebrados ao homem. O controle sanitário animal é uma atividade de extrema importância para a nossa sociedade no que diz respeito à saúde e economia. O grande número de estabelecimentos que precisam ser fiscalizados e a enorme quantidade de dados coletados requerem muita organização e devem permitir que gestores dos órgãos de fiscalização tenham acesso rápido a informações atualizadas. São muitas as zoonoses que exigem ações rápidas e, para isto, a informação disponibilizada de forma espacial é de fundamental importância para evitar maiores prejuízos econômico-sociais. No entanto, os órgãos governamentais carecem de ferramentas computacionais especializadas para o tratamento destes dados, principalmente devido aos custos de licenciamento de software e exigências de hardware, dificultando o trabalho de gestão sanitária. Atualmente, com o desenvolvimento das geotecnologias, está disponível uma grande variedade de ferramentas computacionais em software livre que permitem o acesso rápido e eficiente a estas informações. Entre elas, estão inseridos os WebGIS, que são as tecnologias, políticas e pessoas necessárias para promover a disponibilização de dados geoespaciais (conjunto de dados integrados) na Internet, possibilitando a interação do usuário na construção de mapas e no acesso às informações não espaciais. Neste contexto, como resultado deste trabalho obteve-se um WebGIS, integrando diversas soluções em software livre para sistematizar os dados de controle sanitário animal do Estado do Rio Grande do Sul, que permitem a visualização espacial dos estabelecimentos, e dão suporte aos gestores para tomadas de decisão, com custos tecnológicos reduzidos.

Fundação de Amparo à Pesquisa do Estado do Rio de Janeiro / A utilização de sistemas de informações geográficas via Web (Sigweb) tem crescido nos últimos anos pela facilidade na manipulação e visualização de informações de diferentes lugares através da Internet. O objetivo deste estudo é realizar testes de sistemas de informações geográficas na Internet com ênfase na técnica funcional para avaliar a funcionalidade, usabilidade, a navegabilidade dos programas conhecidos como Sigweb prontos para usar. Para tanto, foi necessária a identificação dos casos de uso dos programas propostos para o estudo. Como resultado se pode conferir o comportamento dos sistemas durante os testes, além de distinguir as características de cada SigWeb e as dificuldades encontradas. / The use of Geographic Information System by Web (SIGWeb) has grown in the last years by the facility in manipulation and visualization of informations of different places through of Internet. The purpose of this work is accomplish test methods with emphasis in the functional technique where is valuated the functionality, usability, navigability among other types of test programs that are known as Ready Sigweb to use. Therefore, it was necessary to identify cases of use of each proposed for the study. As a result it can check the behavior of systems during the tests, and distinguish the characteristics of each Sigweb and the difficulties.
