Encontros interculturais entre fronteiras: corpos e afetos migrantes / Intercultural encounters: migrant bodies and affects across borders

Esta pesquisa, desenvolvida entre os anos de 2014 e 2018, investiga os sentidos de encontros interculturais, principalmente em dois contextos de migração forçada, nas cidades de Pádua, na Itália, e São Paulo, no Brasil. Pesquisas e documentos oficiais europeus veem a interculturalidade em termos de encontros pacíficos e harmoniosos, nos quais a diversidade é apresentada com características inerentemente positivas. Mesmo quando se considera o conflito, o sujeito de enunciação é ausente, produzindo teorizações descorporizadas e violentas. Esta pesquisa de doutorado tem por objetivo desafiar tal forma de entendimento, investigando e problematizando o emaranhamento de sentidos que constitui os encontros em contextos de migração, baseando-se em pensadores latinoamericanos, teorias pós-coloniais e feministas e conceitos decoloniais que se referem à diferença, cultura, onto-epistemologia e identidade, a fim de melhor compreender as influências da Modernidade, do capitalismo, do neoliberalismo e da colonialidade como um discurso imbricado. A pesquisa se vale de encadeamentos que sustentam encontros interculturais entre migrantes e a população local, pautando-se na complexidade do mundo e das palavras em contextos históricos e geográficos localizados, buscando entender como a colonialidade e a ordem geopolítica do mundo atuou sobre e cocriou a interculturalidade. Dados foram gerados por meio de entrevistas, encontros, observação de aulas e análise documental, que foram utilizados como uma ferramenta de provocação de teoria. Os principais resultados apontam para um processo de construção de sentido fortemente influenciado por epistemologias modernas/coloniais, difundidas não apenas entre trabalhadores no campo da migração, mas também entre migrantes; o desejo de reduzir a diferença, tomada em termos de diversidade, por meio de políticas de integração, sem questionar suas bases epistemológicas, buscando uma base essencial comum e incrustada na rede neoliberal; a presença de cisões políticas que têm por objetivo uma reconfiguração dos encontros interculturais; a necessidade de ressignificar ética, justiça social, cidadania transnacional e democracia, através de novas formas/modalidades, vozes e sujeitos no processo do estar-com. / This research, developed between 2014 and 2018, investigates the meanings of intercultural encounters, mainly in a forced migration context in two cities, Padova, in Italy and São Paulo, in Brazil. Both research and official European documents view interculturality in terms of peaceful and harmonious encounters in which diversity is presented with inherently positive features. Even when conflict is considered, the subject of enunciation is absent, producing disembodied and violent theorizations. This PhD research aims to challenge such forms of understanding by investigating and problematizing the entanglement of meanings that constitute encounters in a migration context on the basis of Latin American thinkers, postcolonial and feminist theories and decolonial concepts concerning difference, culture, ontoepistemology and identity, in order to better understand the influences of modernity, capitalism, neoliberalism and coloniality as an entangled discourse. The research explores the threads which underpin intercultural encounters between migrants and local population, grounding them in the wor(l)d complexity of geographical and historical localized contexts, aiming to understand how coloniality and the geopolitical world order performed and cocreated interculturality. Data were generated through interviews, encounters, classroom observation and documental analysis and were used as a provoking-theory tool. The main results point to a process of meaning-making strongly influenced by modern/colonial epistemologies, diffused not only among workers in the field of migration, but also among migrants; the desire to reduce difference, understood in terms of diversity, through integration policies, without questioning their epistemological basis, looking for common essential basis and trapped in the neoliberal net; the presence of political cracks which aim at reconfigurating of intercultural encounters; the need to re-signify ethics, social iustice, transnational citizenship, and democracy through new forms/modalities, voices and subjects in the process of the being-with.

Casa, espaço de acolhida e libertação para as primeiras comunidades cristãs

A casa não é apenas o abrigo familiar, mas também "o espaço de socialização e de sociabilidade; de religiosidade; de cuidado com a saúde; de reprodução alimentar". É no ambiente da casa "que os primeiros sentimentos humanos como intimidade, cooperação, reprodução de habitus e costumes familiares são desenvolvidos, construídos e socializados". No Novo Testamento a casa representa um sentido que vai além da moradia ou simples referência familiar, estando impregnada de referenciais históricos e socioeconômicos, em parcial continuidade com o AT. Este trabalho procura compreender a função da casa e qual a sua importância para a estruturação da missão cristã como espaço de acolhida, de comunhão, libertação e de inclusão, espaço importante de novas relações comunitárias e evangélicas com potencial transformador, onde a família e a comunidade se encontram. A abordagem é feita, considerando-se, sobretudo, a prática de Jesus e das comunidades primitivas, segundo os Atos dos Apóstolos. / A home is not only a family shelter, but also the "space for socialization and sociability; for religiosity; for health care; for food reproduction". It is in the home environment "that the first human feelings such as intimacy, cooperation, habitus reproduction and family habits are developed, built and socialized". In the New Testament, the home represents a feeling that goes beyond a house or family reference, being filled up with historical and socio-economic associations, in partial continuity with the Old Testament. This paper tries to understand the function of the home and its importance for the structuring of the Christian mission as a space of welcoming, communion, liberation and inclusion, an important space for new communitarian and evangelical relationships having a transforming potential, where the family and the community can get together. The approach is made mainly taking into consideration Jesus' practices and those of primitive communities, according to the Act of the Apostles.

Welcoming City Initiative for Urban Economic Development: An Interpretive Policy Analysis of Four U.S. Welcoming Cities

abstract: Cities today face new economic, political, and social challenges spurred, in part, by the growth of immigrant and newcomer populations and increasing competitive pressure in the context of contemporary globalization. In the face of these challenges, some U.S. city and county governments have adopted the “welcoming city initiative,” which promotes both immigrant integration and economic growth. To date, little research has explored why different U.S. cities decide to pursue the welcoming city initiatives, what cities really hope to achieve through them, or what governing arrangements emerge to develop and implement these initiatives. In addition to illuminating the emerging discursive, political, and organizational dynamics of welcoming, this dissertation contributes to the literatures in urban asset development, urban regime theory, and political and bureaucratic incorporation. Drawing on 30 interviews with key actors and document analysis, this dissertation employs a multiple case study design to conduct an interpretive policy analysis of the initiatives of four U.S. welcoming cities: Austin, Texas; Boise, Idaho; Chicago, Illinois; and Philadelphia, Pennsylvania. The analysis explores three independent but interconnected themes. The first theme concerns multiple, context-specific framings of “welcoming” and the types of assets cities seek to leverage and develop through the welcoming city initiatives. This investigation finds that while each city puts a priority on developing a certain set of assets based on its unique political, economic, and demographic contexts, welcoming efforts tend to encourage immigrant entrepreneurialism, the leveraging newcomers’ human capital and financial assets, and the development place-based assets to attract and retain newcomers. The efforts to strengthen community capacity seek to institutionalize a new norm of welcoming, structure immigrant-friendly governance practices, and engage newcomers and longer-term residents in their community affairs. The second theme probes the ways in which these four cities create and maintain governing regimes for the initiative. The analysis finds that, while the four cities develop different governing structures, all pursue the creation of mixed types of governing coalitions that combine pro-growth and opportunity expansion regimes by incorporating the goals of economic growth and immigrant integration. The third theme investigates different modes of immigrant incorporation and their contribution to immigrant integration, the final stage in immigrant settlement. The analysis suggests that political leaders and bureaucratic agencies of the welcoming cities tend to build reciprocal relationships, rather than principal-agent relationships, in which political leaders rely on the positional, professional, and technical expertise of bureaucrats. In these early stages on the initiative, political and bureaucratic incorporation aim to create institutional changes that help immigrants and newcomers to be viewed as political constituents and clients of bureaucratic agencies. This dissertation broadly concludes that the welcoming city initiative is a promising new urban economic development framework that could reshape urban space by integrating pro-growth demands with social integration and inclusion. A recepção da demanda espontânea no setor saúde da criança numa unidade básica de saúde / The reception of spontaneous request at a child health sector in a primary health care

O Sistema Único de Saúde estabelece a Unidade Básica de Saúde como porta de entrada para o atendimento aos problemas/demandas de saúde. É nesse espaço, tradicionalmente conhecido como recepção e, mais recentemente como acolhimento, que as demandas dos usuários devem ser apresentadas e confrontadas com as possibilidades do serviço em responder a elas. O estudo teve como objetivo geral, caracterizar a atividade de recepção dos usuários do setor Saúde da Criança de uma Unidade Básica de Saúde, e como específicos, identificar e analisar as demandas por assistência à saúde que emergem na atividade de recepção e caracterizar e analisar as respostas oferecidas pelo serviço. Trata-se de um estudo de caso, com abordagem qualitativa que integrou um projeto mais amplo aprovado por Comitê de Ética em Pesquisa, desenvolvido em um Centro de Saúde Escola. A observação livre foi utilizada para a coleta dos dados, realizada durante duas semanas típicas de agosto de 2007, por observadores treinados que conheciam o serviço. A amostra foi constituída por 42 observações, conduzidas na recepção do setor saúde da criança. Os sujeitos da pesquisa foram os trabalhadores de enfermagem que desempenhavam a atividade de recepção e os respectivos usuários que demandavam o atendimento. Para a análise, os dados registrados nas observações foram digitados e inseridos no software para pesquisa qualitativa N-Vivo 8, que ajudou a sistematizar a análise. Os textos foram submetidos à análise de conteúdo que resultou nas seguintes categorias: cumprimentos, demandas apresentadas pelos usuários, investigação por parte do trabalhador, respostas oferecidas pelos trabalhadores, supervisão e queixa do serviço. Os resultados evidenciaram que os usuários demandavam o serviço com diferentes necessidades, porém destacaram-se as demandas de ordem biológica, seguida de acesso a cuidado programado, que em sua maioria relacionava-se à solicitação de consulta médica. A investigação do trabalhador de enfermagem limitou-se à própria queixa, restringindo-se ao âmbito biológico. Entretanto, houve investigações ampliadas para além do biológico. Em relação à resposta do trabalhador, as mais expressivas referiram-se a 23 encaminhamentos para atendimento fora do dia (atendimento médico equivalente ao pronto atendimento), nove agendamentos para consulta de enfermagem e quatro para consulta médica. Apenas um caso foi encaminhado para atendimento de enfermagem e um caso para grupo de aleitamento materno. A supervisão ocorreu somente em quatro casos. Constatou-se um esforço do trabalhador em oferecer a consulta de enfermagem como alternativa para a resolução da demanda apresentada, além da tentativa de garantir a entrada da criança ao serviço por meio da queixa clínica. Entretanto, várias queixas relacionadas à dificuldade de acesso foram evidenciadas. A investigação evidenciou que a equipe de enfermagem basicamente desenvolveu como atividade de recepção encaminhamentos que prioriza o atendimento individual. Permanece, portanto, como desafio, a reorganização do serviço, com vistas à real implantação do acolhimento como diretriz para a atuação da equipe, no sentido de cumprir os princípios do Sistema Único de Saúde / The Brazilian National Health System sets the Primary Care Services as a gateway for attending the problems/needs of health. Its in this place, traditionally known as reception and, more recently as welcoming, that users needs must be presented and confronted to the possibilities of the service to answer for them. This study had as the overall objective to characterize the activity of reception for the users of Child Health Sector of the one Primary Care Service. The specifics objectives were to identify and analyze the needs for healthcare presented in the reception and to characterize and analyze the answers offered by the service. Its a study of case, with qualitative approach, which was part of a broader Project approved by the Ethical Committee in Research, developed in a Health-School Center. Data were collected through free observation during two typical weeks of August 2007, by trained observers who knew the service. The sample consisted of 42 observations, conducted at the reception area of Child Health Sector. The subjects were nursing workers who performed the reception activity and the respective users who needed the attendance. For the analysis, registered data of the observations were typed and inserted in the N-Vivo 8 software program for the qualitative research, which helped to systematize the analysis. The texts were submitted to content analysis, which resulted in the following categories: greetings of the worker, problems presented by users, inquiry and answer provided by the workers, supervision and complaint of service. The results showed that users demanded services with different needs. The biological problems were predominant, followed by access to care programs, which mostly related to the request for medical appointment. The inquiry of nursing worker was limited to the complaint itself, getting restricted to the biological scope. However, there were some inquiries beyond the biological. Regarding to the workers answer, the most expressive ones were related to 23 referrals for unscheduled attendance (medical attendance equivalent to the emergency attendance), nine appointments for nursing consultation and four for the medical one. Only one case was referred to nursing attendance as an alternative for solving the problem. The supervision occurred only in four cases. There was an effort of the workers to provide consultation to nursing as an alternative to resolving the demands presented in addition to trying to ensure the child\'s access to the service through clinical complaint. However, several complaints related to the difficulty of access were evidenced. This research showed that the nursing staff basically carried on activity of reception, referrals that prioritizes individual care. Therefore, it remains as challenge, the reorganization of service, for the implementation of welcoming as a guideline for the performance of team of nurse, to meet the principles of the Brazilian National Health System

D’une problématique dont l’inscription s’oriente sur le processus lié à l’appréhension d’une puissance formative, cette recherche, menée sur les formateurs du Français Langue Étrangère, d’intégration et d’insertion, est à l’épreuve de sa contribution à une formation à la disponibilité, en écho aux enjeux de l’accueil de l’altérité que le projet démocratique ceint. Nous supputons que la donation de sens, à décrypter à travers l’expérience de la narration de soi, comme expérience dialogique de la pratique professionnelle, concourt à l’élucidation de cette puissance d’agir, dont le motif est l’autonomie formante. Le montage théorique invite à circonscrire le contexte de ces formateurs. La vocation y est heurtée par un mal de reconnaissance que les injonctions d’autonomie des cordées managériales accentuent. De cela, une ouverture à une théorisation de l’agent, approchée par l’agentivité, permet, à travers la trilogie qu’est l’épreuve, le déséquilibre et la transgression, de se rapprocher de cette autonomie formante recelée dans la puissance d’agir, notamment, ici pour nous, dans les taches d’accompagnement. Puis de la piste d’une formation en mode « Auto » et « Transe », comme voie transitique et sacrale en faveur d’une disponibilité que l’autorité mystérieuse insuffle, l’autonomie formante s’adjoint à une puissance de l’intérieur (in-puissance).Le cadre épistémologique de la recherche, empruntant le chemin de la complexité et du paradoxe, s’affilie à celui de la phénoménologique. Comme il s’agit d’éclairer des portées de l’expérience, l’approche méthodologique axe sa démarche sur la personne. Ainsi le corpus du terrain est constitué de quatre entretiens non-directifs. Ils sont formateurs dans une structure agréée pour la formation/accompagnement d’émigrés/immigrés dans l’apprentissage de la langue. Deux d’entre eux sont bénévoles, et les deux autres des professionnels. A travers les volets de surface, médian et de profondeur des analyses, les résultats de recherche mettent en exergue les articulations individu/collectif et celles de la singularité/Pluralité dans l’approche du processus de la puissance d’agir issue de la donation de sens et de l’expérience de la narration de l’expérience. Enfin, par le concept d’institution et les imbrications tirées des inter-trans-co-relationnelles, la tentative de totémisation proposée esquisse l’archétype de la singularité et parle de l’Art de se former. Dans la continuité, la modélisation de « L’Ailleurs » avancée suit le mouvement de l’agentivité au nom d’une double disponibilité, la disponibilité à soi et celle à l’autre. / Of a set of issues directed towards the process linked to the grasp of an instructing power, this research, conducted on the instructors of French as a Foreign Language for integration, is put to a test by its contribution to a training to disponibilty, matching this way the stakes of greeting otherness such as it is defined by the democratic policy.We reckon that giving a meaning, which is to be found out through the experience of the narration of oneself, as a dialogue experience of the professional practice, contributes to clarifying this power of acting, the motive of which is instructing autonomy.The theoritical montage invites us to define the limits of the context of these instructors. Vocation faces a difficulty of ackowledgment increased by the injonctions of autonomy of the managerial roped teams. Of that, getting open to a theorisation of the agent together with agency, enables, through the trilogy made up of trial, unbalance and infringement, to get close to this instructing autonomy lying in the power of acting, especially, here for us, in the accompanying tasks. Then to the path of a training on « Auto » and « Trance » mode, as a transitory and sacred way in favour of a disponibility inspired by the mysterious authority, the instructing autonomy is added to a power which comes from the inside ( in – power ).The epistemological setting of the research, borrowing the path of complexity and paradox, becomes affiliated to the phenomenological setting. As it is our purpose to enlighten the scopes of the experience, the methodological approach is based on the person. Thus the corpus of practical experience on the ground is made up of four non – directive interviews. They are instructors in a stucture registered for instructing and accompanying emigrated / immigrated people in learning the language. Two of them are professionals and the other two are volunteers.Through the superficial, median and profound angles of the analysis, the results of research highlight the individual / collective links and also the uniqueness / plurality ones in the approach of the process of the power of acting coming from the giving of meaning and from the experience of the narration of the experience.Finally, by the notion of institution and the interlinks drawn from inter – trans – co – relations, the attempt to practise totemism which is put forward outlines the archetype of uniqueness and speaks of the Art to get trained. In the continuity, the modelling of the « Elsewhere » put forward follows the movement of agency on behalf of a double disponibility, the disponibility to oneself and the disponibility to the other.

Leisure-oriented Immigrant Entrepreneurship: Sites for Active Citizenship

Immigrant entrepreneurship’s social and political dimensions remain largely overlooked in leisure studies scholarship. In Canada, investigations of immigrant entrepreneurship have, with very few exceptions, been limited to the economic sphere. Through the theoretical work of Michel Foucault, critical discourse analysis, semi-structured interviews, and participant observation, in this dissertation I expose and explore the intersections between multicultural citizenship discourses and leisure-oriented non-European immigrant entrepreneurship in the Windsor-Essex region of southwestern Ontario. Written in the publishable paper format, this dissertation is comprised of three stand-alone papers: paper one illustrates how citizenship discourses produced and exercised through Canada’s Multiculturalism Act (Canada, 1988) simultaneously inhibit and enable immigrants’ leisure pursuits; paper two demonstrates how non-European immigrants use leisure-based entrepreneurship to affirm and resist constraints exercised through multicultural citizenship discourses; finally, paper three demonstrates how non-European immigrants use leisure-based entrepreneurship to expand their possibilities for recognition and equal rights in the social, cultural, and political spheres of Canadian society. My findings indicate that leisure-based entrepreneurship is an important site for immigrant minorities’ civic engagement. It is a space and a medium to express and sustain distinctive cultural traditions and practices. Further, it serves as a strategy for immigrant minorities to break down barriers and create opportunities for themselves and others to participate in and experience a wide range of leisure traditions and practices. In short, through this dissertation I show that leisure-based entrepreneurship is a technique employed by immigrant minorities to assert their membership in Canadian society and to lay claims to full and equal citizenship rights. Leisure-oriented immigrant entrepreneurship, I argue, is an important site for active citizenship.

A population that deserves attention are the Welcoming Families that introduce in their own home, children who were legally departed of their biological families because they are in a social or personal risk. The present research had the objective of implement and evaluate an intervention in Welcoming Family situation for the handling of relationships among caregivers and child six to nine years old that are welcomed. Participants were five welcoming mothers and their welcomed child, divided in Experimental Group and Control. The procedure involves informative lectures cycle about Welcoming Families and a Training Program. The Training Program was realized in groups and individually. The planned delimitation had the starting evaluation (direct observation of interaction among caregiver and child; interviews and application of the Parenting Style Inventory; intervention group; evaluation after the group interventions, individual intervention, evaluation after individual orientation; removing of group and individual orientation conditions and evaluations after intervention in two different moments. The group intervention had ten meetings in which many themes were discussed. The individual intervention happened at residence and the caregiver orientation occurred in school task doing with the welcoming child. The results demonstrated that the caregivers of Experimental Group increased the positive educational practice happenings and decreased the aversive educational practices and they didn´t return to the levels gained at base line during the follow up. There was also a difference in the results of this group, after the Individual Training. The caregivers of Control Group didn´t change their interaction practices with the welcoming child. One limitation of this study was the lack of objective measures of the child in the school task performance. It is suggested new studies that verify the effectiveness of intervention with teenagers Welcoming Families, doing the adaptations that were necessary to this age / Práticas educativas inadequadas podem agravar problemas comportamentais ao longo do desenvolvimento infantil, e alguns analistas do comportamento têm se preocupado em desenvolver intervenções que visam capacitar pais e cuidadores para educar suas crianças de forma a evitar ou amenizar possíveis dificuldades nessa interação. Uma população que merece atenção são as Famílias Acolhedoras, que inserem em seu próprio lar, as crianças que foram afastadas juridicamente de suas famílias biológicas por se encontrarem em risco social ou pessoal. A presente pesquisa teve como objetivo implementar e avaliar uma intervenção em situação de Acolhimento Familiar para o manejo das relações entre cuidadores e crianças acolhidas de seis a nove anos. Os participantes foram cinco mães acolhedoras, divididas em Grupo Experimental e Controle. O procedimento envolveu ciclo de palestras informativas sobre Famílias Acolhedoras e um Programa de Capacitação. O Programa de Capacitação foi realizado em grupo e individualmente. O delineamento planejado contou com avaliação inicial dos dois Grupos (observação direta da interação entre cuidador e criança; entrevistas e aplicação do Inventário de Estilos Parentais); intervenção de grupo; avaliação após intervenção de grupo, intervenção individual, avaliação após orientação individual; retirada das condições de orientação de grupo e individual e avaliações pós-intervenção em dois momentos diferentes (dos dois Grupos). A intervenção em grupo contou com dez Encontros nos quais se discutiram diversas temáticas sobre relacionamento cuidador-criança, sob a ótica da Análise do Comportamento. A intervenção individual foi realizada na residência das famílias quando houve a orientação da cuidadora na realização de uma tarefa escolar com a criança acolhida. Os resultados demonstraram que as cuidadoras do Grupo Experimental aumentaram as ocorrências de práticas educativas positivas e diminuíram as de práticas educativas aversivas e não retornaram aos níveis obtidos na linha de base durante o follow up. Também houve diferenças importantes entre os resultados do Grupo Experimental após a Capacitação de grupo e individual. As cuidadoras do Grupo Controle não alteraram suas práticas com a criança acolhida. Uma das limitações desse estudo foi a ausência de medidas objetivas de avaliação da criança no desempenho da tarefa escolar. Sugere-se também que novos estudos verifiquem a efetividade de intervenções com Famílias Acolhedoras de adolescentes, realizando as adaptações necessárias para essa faixa etária

"Encontros e desencontros entre trabalhadores e usuários na saúde em transformação: um ensaio cartográfico do acolhimento" / "Encounters and divergency between workers and users in the Health in transformation: a cartographic rehearsal of the welcoming reception"

Este trabalho é uma produção cartográfica da experiência de análise produzida com a equipe de trabalhadores de uma unidade básica de saúde, na perspectiva da produção do acolhimento, buscando destacar as perdas de sentido que capturam a produção do cuidado e os movimentos que apontam para novas formas de acolher o usuário, e, apostando na tese de que é possível explorar linhas de fuga para produzir vida na saúde. Contextualizamos a experiência no processo sócio-histórico da saúde que conforma modelos assistenciais segundo um recorte interessado da realidade, utilizando o referencial teórico metodológico da análise institucional, linha esquizoanalítica (Deleuze & Guattari), e do processo de trabalho em saúde (Merhy), destacando três aspectos intrinsecamente relacionados: a configuração de uma nova ordem, a da sociedade mundial de controle (Deleuze), promovendo um controle contínuo, instantâneo, em espaço aberto, através de senhas de acesso, e o perigo desta lógica dar a tônica a práticas como as de Saúde da Família; o desafio da construção de uma grupalidade a partir da constituição de uma equipe de trabalhadores, frente aos intensos processos de produção de subjetividade, à lida com a diversidade e complexidade da demanda de problemas dos usuários, às dificuldades da reconstituição dos saberes e práticas que já não dão conta de responder aos problemas, aos obstáculos da inclusão das diferenças explicitadas nas relações entre trabalhadores, e desses com os usuários; enfim, a micropolítica da relação trabalhador-usuário comandada por investimentos de interesse e desejo, conscientes e inconscientes e o modo como reproduzimos ou não a subjetividade dominante no processo de trabalho em saúde com todo seu arsenal tecnológico próprio. Na ambigüidade do desejo de saber e do medo de se ver, em meio as dores e sofrimentos de usuários e trabalhadores, a equipe foi se percebendo produzindo a exclusão dos usuários camuflada por critérios técnicos, clínicos, burocráticos e administrativos. Vivenciou as dificuldades de superar os obstáculos a despeito das ressonâncias e implicações que as dores e problemas dos usuários causam nos próprios trabalhadores, os conflitos que emergem nas relações entre os trabalhadores para a resolução dos problemas, sem conseguir ser efetiva em afastar-se de suas próprias dificuldades para olhar para o usuário. A análise revelou o funcionamento da equipe como o de uma escola, que fecha no período de férias, mas mantendo atividades mínimas sem conseguir, entretanto, estruturar o trabalho de forma que contemple o descanso do trabalhador e as necessidades dos usuários. À medida que a grupalidade vai ganhando consistência, apesar das crises e conflitos, é possível arriscar na explicitação do não-saber, buscar cooperação mútua para produção de cuidado com o outro e para a lida com os afetos inerentes ao encontro com este outro. Alguns elementos mostraram-se provocadores da ordem instituída com potência para criação do novo, como a presença dos agentes comunitários na equipe, as discussões de casos de famílias para a construção de projetos terapêuticos mais implicados e a mudança do locus de trabalho da unidade de saúde para o domicílio como possibilidade de mudança nas relações de poder entre trabalhador e usuários. / This work is a cartographic production as to analysis experience produced with the professional team at a basic health care unit, in terms of the welcoming reception, focusing on sense losses that capture care production and motion focusing on new ways for attending users as well as advocating the idea that it is possible to explore escape lines for producing life in health. We contextualize experience within health social-historic process that presents assistance models according to a point-of-view based on reality, using the methodological theoretical reference of institutional analysis, schizoanalytical line (Deleuze & Guattari), and health work process (Merhy), focusing on three intrinsically related aspects: (1) configuration of a new order - the world control society (Deleuze), providing continuous, immediate, and open control though access passwords, and how dangerous it is for such logic to replace Family Health practice; (2) team building challenge through professional team constitution, facing subjectivity intense production process, diversity and complexity as to user problem demand, reconstruction of knowledge and practice that are no longer able to solve such problems, barriers to inclusion of differences regarding professional-professional relationship and professional-user relationship; (3) finally, professional-user relationship micropolicy regulated by conscious and unconscious, interest and wish investment and the way we reproduce or not dominant subjectivity at the working process in health care with its own technological devices. Upon ambiguity as to wish for knowledge and fear of seeing, among user and professional pain and suffering, the team started excluding users through technical, clinical, bureaucratic, and administrative criteria. It has experienced how difficult it is to overcome barriers as to resonance and implication user pain and problem bring to professionals, conflict deriving from professionals trying to solve problems, being unable to get away from their own problems in order to face users problems. The analysis has found that team works as a school closing for vacation and keeping minimum activities at the same time; however, it cannot structure work in a way that professionals can have some rest and meet users needs. As team gets consistency, in spite of crises and conflicts, it is possible to present not-knowing explication, and search for mutual cooperation for care production and inherent affection. Some elements are presented as regular order breakers for new creation, such as community agents within the team, family case discussion for therapeutical project construction and the working locus shift from health care unit to homes as a way to modify power relationship between professional and user.
