Residents’ perceptions of the 2010 FIFA World Cup: a case study of a suburb in Cape Town, South Africa

Governments increasingly include these activities into their development and tourism strategies. Notably, there are benefits and costs to hosting sport mega-events. The 2010 FIFA World Cup presents South Africa with tangible and intangible benefits. Communities are one of the most important stakeholders of events. Research investigating residents’ perceptions on impacts of mega-events, especially those residing closest to the event location are limited. This study examined Green Point residents’ perceptions of the 2010 FIFA World Cup and the impacts of the Green Point Stadium. The aim was to investigate the level of awareness, perceptions and attitudes of residents’ living within one kilometre of the Stadium using a spatially based stratified random sampling method. Interviewer completed questionnaires were administered and 344 responses from residents recorded. Findings reveal that residents have high levels of awareness about the event but more could be done to improve communication and the dissemination of information by stakeholders. Although, the stadium location was initially contested, the majority of residents favour the chosen site. Residents’ primary concern about South Africa hosting the event relate to crime, safety and security of visitors. Overall, residents have high expectations’ regarding social and economic impacts. Moreover, residents have positive attitudes towards the country hosting the mega-event and most believe that lasting legacies will be left for the nation. The findings encourage stakeholders to promote active community involvement and participation by using all communication methods available to regularly engage with residents to address and alleviate concerns about perceived negative impacts of the event and future events.

Residents’ perceptions of the 2010 FIFA World Cup three months prior to the event: a case study of a suburb in Cape Town, South Africa

Thesis (MTech (Tourism and Events Management ))--Cape Peninsula University of Technology, 2011 / The importance of conducting resident perception studies into the phenomenon of mega sports events cannot be over-emphasised; as such studies provide a unique platform by means of which to gauge the perceptions and attitudes of host communities with regards to the impacts of mega-events. In the context of South Africa’s hosting of the 2010 FIFA World Cup, and regarding the perceived impacts of the event on host communities, a couple of studies have been undertaken within the Green Point suburb of Cape Town. As a continuum of such studies, the current study is undertaken with the objectives of ascertaining whether any adaptations have occurred three months before kick-off of the event, and to further provide a platform for post-event longitudinal studies. Furthermore, in cases where changes in perceptions were recorded, previous studies carried out within the same study area were reflected upon. The target population in the study involved residents living within a 2- kilometre radius of the Cape Town Stadium situated in Green Point. A total of 400 questionnaires were administered to residents using a spatially based stratified random sampling method. The focus of the study was to examine the perceptions and attitudes of Green Point residents towards the development of the Cape Town Stadium and potential impacts of the 2010 World Cup on their community. Key findings of the study revealed the profile of Green Point residents to be predominantly male, with an average age of 38.2 years.

An investigation into 2010 FIFA World Cup™ planning: a case study of the Eden District Municipality, Western Cape, South Africa

Dissertation submitted in fulfilment of the requirements for the degree Master of Technology in Tourism and Hospitality Management in the Faculty of Business at the Cape Peninsula University of Technology, 2012 / Sport tourism, mega-events and the impacts thereof, especially in developing countries, have, in the past, tended to have been overlooked academically. This study investigated 2010 Federation of International Football Associations (FIFA) World Cup™ initiatives in the Eden District Municipality (EDM), Western Cape, South Africa, which is situated between the host cities of Cape Town and Port Elizabeth. The research investigated whether or not planning initiatives being conducted by the district and individual towns in the region were integrated or not, with special reference to the accommodation sector. The sector was the focus of the research, as most plans being conducted in the region were centred on the development of team base camps as accommodation satellites for travelling spectators. The research design consisted of self-administered electronic questionnaires, which were sent to a sample of 587 accommodation establishments. From the survey, a response of 251 valid questionnaires were received. In addition to the questionnaires, five key informant interviews were conducted with representatives from towns in the EDM. The findings indicated that, although stakeholders in the EDM were interested in becoming involved in 2010 FIFA World Cup™ planning, and despite the majority being involved in planning initiatives, little information reached the accommodation establishments in the region. As a result of such paucity of information, establishments were embarking on their own planning initiatives, which were not in conjunction with those being conducted by the EDM. The research also showed that awareness levels of plans being conducted by various stakeholders in the region were very low and that accommodation establishments knew very little about the plans concerned. Moreover, there was scant awareness of the roles of various stakeholders and involved parties in the region. The research established that, although a large number of establishments were aware of the services offered by MATCH Event Services Pty, which was appointed by FIFA to administer its Tour Operator Programme on its behalf, not many had registered with the body, due to any one or more of a range of reasons. Key informant interviews conducted as part of the study found that most of the above-mentioned respondents were working on projects in conjunction with other stakeholders, rather than in isolation, and that the level of buy-in from accommodation establishments was not very high. The majority of key informants agreed that there had not been sufficient or significant communication about the event from the EDM or from local municipalities and that the initiatives of which they were aware lacked a strong legacy focus. From the research conducted, recommendations made were that there should be a more consolidated marketing and planning effort for all towns in the EDM concerned with an event of this nature, while the individual needs, offerings and the nature of each of the towns should still be considered. Planning initiatives in a district municipality should involve all levels of stakeholders, and both communication channels, as well as the roles and responsibilities of all parties involved, must be clearly defined. In planning for the hosting of such an event as the FIFA World Cup™, the long-term needs of the area and the legacy of the event should be the main considerations in ensuring community development and sustainability radiating from the event.

O (des)legado dos megaeventos esportivos : um estudo de caso sobre os impactos da realização da Copa do Mundo (FIFA) em Porto Alegre

Porto Alegre foi uma das doze cidades-sedes da Copa do Mundo FIFA 2014. À época da sua candidatura e durante o preparo do evento, muito se divulgou acerca dos prováveis legados que a realização deste megaevento deixaria como retorno à cidade e seus habitantes. Diante disso, passados dois anos do fim da Copa, quisemos avaliar e descrever quais foram os principais impactos que sediar a Copa do Mundo deixou à Porto Alegre e seus (suas) habitantes no âmbito socioeconômico. Para cumprir com tal objetivo, fizemos um estudo de caso com enfoque qualitativo cuja coleta de dados deu-se através de pesquisa documental, entrevistas semiestruturadas, observações e registros de campo. Para compreender como se dá a realização de um megaevento, fizemos um histórico de como os megaeventos surgiram, se desenvolveram e se firmaram partindo de sua base esportiva e de sua base dentro da sociedade capitalista e globalizada. Também refizemos o caminho histórico percorrido pelas cidades em busca da reestruturação urbana – propiciada pelos megaeventos. Ao analisar os dados, elencamos duas categorias relacionadas ao âmbito social (reestruturação urbana e política/legislação) as quais subdividiram-se em: moradia e especulação imobiliária, garantias à FIFA e legislação, mobilidade urbana e segurança e violência. Percebemos que as obras de mobilidade privilegiaram veículos motorizados individuais e interesses de empreiteiras. As remoções realizadas em nome da Copa do Mundo são (ainda) um ponto de resistência de inúmeras famílias e comunidades – as quais não suportam mais a violação ao seu direto de moradia. A polícia comprou inúmeras armas e munições para conseguir proteger a Copa – e não as pessoas. Com relação à legislação, criou-se no Brasil um estado de exceção, sob qual a FIFA e seus interesses foram soberanos. O dinheiro utilizado para as obras da Copa teve sua origem no fundo público, ao contrário do prometido inicialmente. O custo final apresentou uma redução em relação ao custo inicial, porém isso deveu-se apenas à retirada de inúmeras obras (de mobilidade, na maioria) que não ficariam prontas dentro do prazo. Tivemos a FIFA, as grandes empreiteiras, políticos e a iniciativa privada como vencedores da Copa – e o legado à população de Porto Alegre ficou esquecido diante de tantos processos de corrupção e lavagem de dinheiro que os grandes ligados à Copa se envolveram. / Porto Alegre was one of the twelve host cities of the 2014 FIFA World Cup. At the time of its candidacy and during the preparation of the event, much was announced about the probable legacies that the accomplishment of this mega event would leave as a return to the city and its inhabitants. In view of this, two years after the end of the World Cup, we wanted to evaluate and describe the main impacts that hosting the World Cup left to Porto Alegre and its inhabitants in the socioeconomic context. To accomplish this goal, we conducted a case study with a qualitative approach which data collection took place through documentary research, semi-structured interviews, observations and field records. To understand how a mega event takes place, we made a history of how megaevents have emerged, developed and established themselves in sports within the capitalist and globalized society. Also, we make the historic path taken by cities in search of urban restructuring - propitiated by mega-events. In analyzing the data, we have listed two categories related to social scope (urban restructuring and politics / legislation) which were subdivided into: housing and real estate speculation, guarantees to FIFA and legislation, urban mobility and security and violence. It becomes evident that the mobility projects favored individual motor vehicles and the contractors. The removals made in the name of the World Cup are (still) a point of resistance of countless families and communities - which no longer support the violation of their housing right. The police bought numerous weapons and ammunition to protect the World Cup event- not the people. With regard to legislation, a state of exception was created in Brazil, under which FIFA and its interests were sovereign. The money used for the infrastructure works of the Cup had its origin in the public fund, contrary to the one promised initially. The final cost was reduced compared to the initial cost, but this was only due to the withdrawal of numerous infrastructure works (mostly for mobility) that would not be ready on time. We had FIFA, big contractors, politicians and private initiative as winners of the World Cup - and the legacy of the population of Porto Alegre was forgotten in face of so many corruption and money laundering scandals that the big Cup entrants got involved.

Entre ruínas e resistências : (r)emoções em Porto Alegre de 2013 a 2015

Há mais de um século, a população pobre da cidade de Porto Alegre sofre com remoções. Percebe-se uma continuidade na prática de políticas remocionistas em determinadas localidades da capital gaúcha e, recentemente, milhares de pessoas foram removidas por causa de obras diretamente relacionadas a realização do megaevento Copa do Mundo 2014 na cidade. A forma como se deu esse processo revelou que as remoções e a consequente transformação urbana não ocorrem de forma pacífica. A cidade é uma arena de disputa entre diversos grupos sociais em que se confrontam diferentes discursos sobre a sua construção, ganhando corpo tanto em uma dimensão discursiva quanto material. São objetos de investigação deste trabalho as transformações que motivaram as desapropriações do espaço a partir das intervenções urbanas e as consequentes remoções de comunidades, favelas e vilas para a construção ou remodelação de arquiteturas urbanas, bem como o deslocamento das pessoas para outras áreas da cidade. Para tanto, são analisados três territórios que sofreram remoções: Ilhota, Dique e Tronco. A Ilhota é uma comunidade que sofreu a maior remoção da cidade no final dos anos 1970, devido a um processo de gentrificação do centro da capital Dique e Tronco são comunidades que sofreram remoções depois do anúncio que o megaevento Copa do Mundo seria realizado na cidade. Com a ideia de construir cartografias das remoções, três instrumentos foram utilizados como forma de registro, análise e construção de saberes para detectar pontos de conflitos e injustiças nesses territórios: (i) documentário sobre as violências sofridas e as resistências à remoção para a permanência de suas casas; (ii) mapas que evidenciam a periferização das pessoa que sofreram as remoções; (iii) levantamento dos mecanismos de remoção empregados pelo Estado para pressionar as famílias a saírem de suas casas. As cartografias das remoções buscam tratá-las como um dos eixos de um projeto de transformação profunda na dinâmica urbana, envolvendo de um lado novos processos de elitização e mercantilização da cidade, e de outro, novos padrões de relação entre o Estado e os agentes econômicos e sociais, marcados pela negação das esferas públicas democráticas de tomada de decisões e por intervenções autoritárias. / For more than a century, the poor population of the city of Porto Alegre have suffered with the urban removals. There is a continuity in the practice of removal policies in certain locations in the capital of Rio Grande do Sul, and recently thousands of people have been removed because of works directly related to the 2014 World Cup mega-event in the city. The way in which this process took place has revealed that the removals and the consequent urban transformation do not occur in a peaceful way. The city is an arena of dispute between several social groups in which different discourses about their construction are confronted, taking shapeboth in a discursive and material dimension. This study aims at the transformations that motivated the expropriation of space from the urban interventions and the consequent removals of communities, favelas and villages for the construction or remodeling of urban architectures, as well as the displacement of the people to other areas of the city. For this purpose, three territories that have been removed are analyzed: Ilhota, Dique and Tronco. Ilhota is a community that suffered the largest removal of the city in the late 1970s, due to a process of gentrification of the city center Dique and Tronco are communities that suffered removals after the announcement that the mega-event World Cup would be held in the city. With the idea of constructing cartographies of the removals, three instruments were used to record, analyze and build knowledge in order to detect points of conflict and injustice in these territories: (i) a documentary about the violence suffered and the resistance to removal for the permanence of their homes; (ii) maps showing the peripheralization of the people who suffered the removals; (iii) a survey of the removal mechanisms employed by the State to pressure families to leave their homes. Removal cartography seeks to treat them as one of the axes of a project of deep transformation in urban dynamics, involving on the one hand new processes of elitization and commercialization of the city, and on the other, new patterns of relationship between the State and economic and social agents, marked by the denial of the democratic public spheres of decision-making and by authoritarian interventions.

Telejornalismo e mito : da vitória antecipada ao fracasso dos "heróis" brasileiros na Copa do Mundo pela narrativa do Jornal Nacional

Esta dissertação tem como tema a Copa do Mundo de Futebol na televisão aberta brasileira. O objetivo geral é investigar como o Jornal Nacional constrói o mito do herói nas narrativas sobre os jogadores da Seleção Brasileira de Futebol antes da Copa do Mundo de 2014 e, a partir do momento que os jogadores e os resultados não inspiram confiança, verificar qual é a estratégia utilizada pelo telejornal para não se comprometer em relação à audiência. Integram o corpus desta pesquisa a Série Seleção, exibida antes do megaevento esportivo, e matérias veiculadas durante o Mundial de Futebol. O material foi investigado a partir da Análise de Conteúdo sistematizada por Bardin (2011). Com base nas reportagens analisadas fica evidente que o Jornal Nacional produz um discurso que constrói o herói antes da Copa do Mundo a fim de vender o produto no qual está calcada uma grande cobertura midiática. A Seleção Brasileira é apresentada como vencedora, mesmo antes da competição iniciar. Mas, quando o desempenho não é o mesmo que foi prometido nas histórias das façanhas heroicas dos atletas, a desconstrução dos personagens ganha força pelo uso do estereótipo negativo. Na fundamentação teórica deste estudo foram utilizados, entre outros, os conceitos de Campbell (1990, 2005), Eliade (1989, 2006), Jung (1977), Durand (1997), Morin (1989, 1997), Ferrés (1998), DaMatta (2006), Alsina (2009), Wolton (2006), Motta (2013) e Coutinho (2012). / This dissertation has as its theme the Football World Cup in the Brazilian broadcast television. The overall objective is to investigate how the Jornal Nacional builds the narrative hero myth about Brazilian national football team’s players before the World Cup in 2014 and, from the moment that the players and the results do not inspire confidence, find what is the strategy used by television news to don’t lose their audience. The corpus of this research choose “Série Seleção”, displayed before the mega sports event, and TV reports published during the World Cup. The investigation occurred with content analysis by Bardin (2011). Based on the reports analyzed it is clear that the Jornal Nacional produces a discourse that constructs the hero before the World Cup to sell the product in which it is modeled a large media coverage. Even before the competition starts, TV news present Brazilian’s team as winner. However, when the promised performance is not the same, increases the deconstruction of the athletes using negative stereotypes. In the theoretical framework of this study were used, among others authors, the concepts of Campbell (1990, 2005), Eliade (1989, 2006), Jung (1977), Durand (1997), Morin (1989, 1997), Ferrés (1998), DaMatta (2006), Alsina (2009), Wolton (2006), Motta (2013) e Coutinho (2012).

O jornalismo e a cidade em construção : o discurso ambiental do jornal Zero Hora sobre as obras da Copa do Mundo de 2014 em Porto Alegre

Este trabalho investiga o discurso jornalístico de Zero Hora sobre as obras viárias realizadas na Cidade de Porto Alegre em virtude da realização da Copa do Mundo de 2014. Diante do impacto social e ambiental dos empreendimentos, objetiva analisar como o jornal aborda os temas ambientais na cobertura sobre as transformações urbanas, considerando o tratamento do evento como um acontecimento jornalístico. A partir de Pêcheux e Fuchs (1993), Courtine (2009) e outros, utiliza a Análise do Discurso de matriz francesa como aporte teórico e meto-dológico, explorando os conceitos de formação discursiva, interdiscurso e memória discursi-va. Aborda o ethos jornalístico, código ético e de valores da profissão segundo o qual a ativi-dade jornalística deve estar a serviço do interesse público, conforme Traquina (2004). Explica o acontecimento jornalístico como um fenômeno inscrito em uma ordem discursiva e que de-fine historicamente a sociedade, ancorando-se em Benetti (2010). Trabalha sob a perspectiva do Jornalismo Ambiental de Girardi et al. (2012), Bueno (2007) e Bacchetta (2000) a fim de evidenciar a relação entre cidades e meio ambiente. Ressalta que os princípios do Jornalismo Ambiental baseiam-se no pensamento complexo e propõem um discurso composto pela diver-sidade de pontos de vista. Com base no pensamento complexo de Morin e Kern (1993) e do pensamento sistêmico de Capra (1997), constata que a emergência de um novo paradigma permitirá refletir sobre as mudanças necessárias à civilização humana para garantir condições de vida às futuras gerações. A partir de Harvey (2013), postula que o direito à cidade deve ser inalienável dos cidadãos para que haja plena democracia. Contextualiza a realização da Copa do Mundo no Brasil e os movimentos populares que contestaram violações às comunidades e aos ecossistemas durante os preparativos para o evento. Posiciona as duas perspectivas de sustentabilidade definidas por Caporal e Costabeber (2000) em diferentes formações discursi-vas: a ecotecnocrática e a ecossocial. Postula que o discurso jornalístico das sequências dis-cursivas de 2013 remete à memória do discurso jornalístico de Zero Hora referente a fevereiro de 1975, em que um estudante subiu em árvore em Porto Alegre para protestar contra sua der-rubada devido a obras de construção de um viaduto. Conclui que o discurso jornalístico anali-sado esteve filiado a uma formação discursiva ecotecnocrática, não questionou os modelos de desenvolvimento vigentes e que, portanto, não assumiu o olhar do Jornalismo Ambiental. Também ressalta que o discurso jornalístico de 1975 relacionava-se ao discurso ambientalista, o que permitiu sua filiação à FD ecossocial. Explica que os discursos de Zero Hora em ambas as épocas estavam envoltos por diferentes condições de produção. / This work investigates the journalistic discourse from Zero Hora newspaper about the road works carried out in the town of Porto Alegre under the realization of the 2014 FIFA World Cup. Against the social and environmental impact of development, it aims to analyze how the newspaper addresses the environmental topics on the coverage about urban transformations, considering the handling of the event as a journalistic event. As from Pêcheux and Fuchs (1993), Courtine (2009) and others, it uses the French Discourse Analysis as theoretical and methodological contribution, exploring the concepts of discursive formation, interdiscourse and discursive memory. It approaches the journalistic ethos, profession ethic and values code whereby the journalistic activity should be at the service of public interest, according to Traquina (2004). It defines journalistic event as a phenomenon enrolled in a discursive order and which historically defines society, anchoring up on Benetti (2010). It works under Girardi et al. (2012), Bueno (2007) and Bacchetta (2000) Environmental Journalism perspective in order to evidence the relation between cities and environment. It highlights that Environmen-tal Journalism principles are based on complex thinking and propose a discourse composed of the diversity of points of view. Based on Morin and Kern (1993) and their complex thinking and the systemic thinking from Capra (1997), it notes that the urgency of a new paradigm will allow the reflection about necessary changes for the human civilization to ensure life condi-tions for the future generations. Hence Harvey (2013), it postulates that the right to the city should be inalienable from citizens in order to reach full democracy. It contextualizes the real-ization of the World Cup in Brazil and the popular movements that challenged communities and ecosystems violations during the preparations for the event. It positions both perspectives of sustainability defined by Caporal and Costabeber (2000) in different discursive positions: ecotechnocratic and ecosocial. It postulates that the journalistic discourse from Zero Hora published in 2013 is related to a discoursive memory of the journalistic discourse from Febru-ary 1975, which talks about a student who climbed a tree in Porto Alegre to protest against its felling due to the construction of a viaduct. It concludes that the analyzed journalistic dis-course has been affiliated to an ecotechnocratic discursive formation, did not questione the current development models and that, therefore, did not assume the view from Environmental Journalism. It also highlights that the journalistic discourse from 1975 was related to the envi-ronmentalist discourse, which has allowed its affiliation to the ecosocial discursive formation. It explains that Zero Hora discourses in both times were wrapped by different production conditions.

Por que criticam? : etnografia do conflito pela moradia popular em tempo de Copa do Mundo FIFA na cidade de Porto Alegre

Esta pesquisa analisa o conflito urbano em torno da realização da Copa do Mundo FIFA 2014 no Brasil. Tal conflito teve inicio no ano de 2010, quando as promessas governamentais em torno de um Projeto de Nação passaram a se materializar em projetos e planos urbanísticos de qualificação da infraestrutura local para a realização do evento esportivo. As reconfigurações políticas, sociais e jurídicas dos processos decisórios estatais provocam um amplo processo de deslocamento compulsório em escala nacional. É a partir desta problemática que um conjunto de organizações plurais passa a se articular na construção de um processo de crítica aos significados e à legitimidade das intervenções estatais para a Copa 2014, dando origem à Articulação Nacional dos Comitês Populares da Copa. Tal conflito se expressa a partir da denúncia das remoções forçadas, as quais dão início a embates públicos acerca do direito à moradia. Deste modo, esta pesquisa acompanha os desdobramentos deste conflito a partir do acompanhamento do ponto de vista e da dinâmica de atuação do Comitê Popular da Copa em Porto Alegre, buscando compreender como se deu a construção e publicização das críticas que fundamentam as diferentes formas de resistência à moradia popular às remoções relacionadas aos projetos da Copa do Mundo 2014 na cidade de Porto Alegre. Ancorando-se numa perspectiva etnográfica da política vivida embasada na abordagem pragmatista, a qual aposta na instabilidade do social e na existência de uma pluralidade de formas de interpretar situações de disputa, objetiva-se deslocar a pesquisa do plano normativo para a ênfase de dinâmicas políticas e de diferentes sentidos mobilizados em torno da moradia para os sujeitos em contextos situados. / This research analyzes the urban conflict around the organization of FIFA 2014 World Cup in Brazil. The conflict began in 2010, when the government promises around a Nation Project began to materialize in projects and urban plans of qualification of local infrastructure to carry out the sporting event. The rearrangements in political, social and legal state decision-making processes cause a broad process of compulsory displacement nationwide. It is from this problem a set of plural organizations is to articulate the construction of a process critical to the meaning and legitimacy of State intervention for the 2014 World Cup, leading the National Coordination of Popular Committees Cup. This conflict is expressed from the denunciation of forced evictions, which initiate the public clashes on the right to housing. Thus, this research followed the developments of this conflict from the monitoring point of view and the dynamics of operation Cup People's Committee in Porto Alegre, trying to understand how gave the construction and publicity of the critical underlying the different forms of resistance the affordable housing removals related to the projects of the World Cup 2014 in Porto Alegre. The cup marks are the most common form of rock art in Scandinavia and they have been dated from the Mesolithic to the Migration period. In Sweden they are mostly found in the southern parts of the country. They are believed to generally have been made by permanently resident agrarian people from the Bronze age. The question about the cup marks origin and purpose is one of the unanswered questions in Scandinavian rock art research, which this essay has had the goal to answer with a holistic, statistical analysis based on all the registered cup marks in Sweden. Furthermore, the cup marks have been investigated in correlation with other ancient remains to see if there are patterns in the landscape that could indicate the cup marks purpose. The analysis confirmed that most of the cup marks probably where made by a permanent resident agrarian people on land mostly close to water, and that there seems to have been central places in the south of Sweden where different ancient remains have been made in clusters. No uniform meaning about the cup marks could be found with this method, but the research showed that with more detailed research about cup mark sites combined with a wider perspective about the entire cup marks placings in the landscape, new research will probably be able to get closer to an answer about the cup marks purpose and use in the Norse landscape.

A copa do mundo de futebol em Porto Alegre : a realocação dos moradores afetados pela duplicação da Avenida Tronco

O objetivo deste estudo foi interpretar como está sendo conduzido o processo de realocação dos moradores afetados por uma das obras para a Copa do Mundo de Futebol na cidade de Porto Alegre, a duplicação da Avenida Tronco. O estudo é do tipo interpretativo, com análise qualitativa, sendo realizado através de pesquisa documental, diários de campo e entrevistas gravadas. A amostra é do tipo intencional, na qual os documentos, os locais e os sujeitos foram escolhidos conforme sua capacidade de disponibilizar informações relevantes para pesquisa. Na pesquisa documental foram considerados os documentos oficiais pertencentes aos poderes executivo, legislativo e judiciário, nas três esferas governamentais envolvidas na duplicação da Avenida Tronco que são: a federal; a estadual; e a municipal. Ademais, foram considerados como fonte de informação não oficial os blogs pertencentes a três entidades populares envolvidas diretamente no processo de realocação dos moradores afetados pela obra que são: o Comitê Popular da Copa em Porto Alegre; o Ponto de Cultura Quilombo do Sopapo; e o Fórum Estadual de Reforma Urbana do Rio Grande do Sul. As observações relatadas por meio de diários de campo ocorreram em duas frentes. A primeira nos locais da obra, e a segunda nas reuniões onde foram discutidas as questões referentes à mesma. As reuniões observadas foram as das Câmaras Temáticas para a Copa de 2014 em Porto Alegre, do Gabinete de Planejamento Estratégico da Prefeitura Municipal, e as do Comitê Popular da Copa em Porto Alegre. As entrevistas realizadas foram semiestruturadas, com roteiro elaborado, sendo conduzidas a partir de um conjunto de perguntas abertas em uma ordem específica. Os sujeitos entrevistados foram: os gestores públicos responsáveis pelo processo de realocação; os lideres comunitários das localidades afetadas; e os representantes de entidades governamentais e não governamentais envolvidos indiretamente nesse processo. Na análise de conteúdo, primeiramente foi feita a seleção e o recorte dos documentos a serem submetidos à análise. A seguir, foram criadas categorias analíticas baseadas inicialmente na literatura específica da área, que foram complementadas com outras categorias que emergiram a partir da exploração do material. Por fim, foram estabelecidas ligações dentro das categorias e relações entre elas, a fim de alcançar o objetivo proposto. A análise dos dados indicou que a condução do processo de realocação dos moradores atingidos pela obra não está se dando da forma ideal. Os resultados apontam para falhas da gestão pública em três aspectos fundamentais: na tomada de decisão sobre a obra, que não contou com a participação dos moradores afetados; na política habitacional inexistente, substituída por ações emergenciais de realocação; e o não cumprimento dos acordos estabelecidos com os moradores. O estudo não foi capaz de trazer benefícios imediatos para a comunidade pesquisada. Entretanto, os resultados poderão auxiliar na redução dos impactos negativos, em especial nas comunidades mais carentes, advindos, diretamente ou não, da realização de megaeventos esportivos. / The aim of this study was interpret the process of relocation of residents affected by one of the works for the FIFA World Cup in Porto Alegre, the duplication of Avenida Tronco. The study is the interpretive type, with qualitative analysis being conducted by the documentary, daily field research and recorded interviews. The sample is intentional type, in which the documents, subjects and places were chosen according to their capacity to provide information relevant to research. In the documentary research were considered official documents pertaining to executive, legislative and judicial powers, the three spheres of government involved in duplication of Avenida Tronco: federal, states and cities. Moreover, they were considered as a source of unofficial information blogs belonging to three popular entities directly involved in the relocation of residents affected by the work that is the case: the Comitê Popular da Copa in Porto Alegre, the Ponto de Cultura Quilombo Sopapo and Fórum Estadual de Reforma Urbana do Rio Grande do Sul. The observations reported by daily field occurred on two fronts. The first places in the site where the works are going on, and the second in the meetings where issues were discussed: Câmaras Temáticas for the 2014 World Cup in Porto Alegre, of the Gabinete de Planejamento Estratégico da Prefeitura Municipal, and of the Comitê Popular da Copa in Porto Alegre. The interviews were semistructured, with elaborate script, being conducted from a set of open questions in a specific order. The interviewees were: public managers responsible for the relocation process, the community leaders of the affected localities, and representatives of governmental and nongovernmental entities indirectly involved in this process. The content analysis was initially made the selection and cropping of the documents to be submitted for analysis. The following analytical categories initially based on the literature of the area, which were complemented with other categories that emerged from the exploration of the material. Finally, connections were made within the categories and relationships between them in order to achieve the proposed objective. Data analysis indicated that the conduct of the relocation of residents affected by the work process is not taking place optimally. The results point to failures of public management in three key aspects: decision making about the work, not with the participation of affected residents; nonexistent in housing policy, replaced by emergency actions relocation; and non-compliance with established agreements with the locals. The study was not able to bring immediate benefits to the community studied. However, the results may assist in reducing negative impacts, especially in the poorer communities, arising, directly or not, the realization of mega sporting events.
