一、研究動機:租稅收入與公共支出雖是政府預算之一體兩面,然而在釐定各項收入 或支出的撥款時,其政策過程卻有相當大的差異。我國在釐定公共支出水準時,究竟 是採取「量入為出」的政策,以租稅收入的預估為最重的指標;抑或以既定的公共支 出計劃所需財源為根本,而採取「量出為入」的政策,此乃動機之一。 布坎南(J .M .Buchanan)和華格納(R .E .Wagner)等認為由大於凱因斯經濟 學赤字財政的主張與民主政治的結合,使政府預算政府的性質為之改變,亦即赤字財 政幾乎缺乏任何政治上的制衡,而黑字預算則相對的形成強大的政治阻礙,因而制度 上產生一種偏差,以致財政赤字連年出現而鮮有盈餘,此反映了美國目前經濟的因境 。反觀我國,各級政府收支決算一直有所剩餘,在當今世界各民主國家普遍皆出現赤 字的同時,為何唯獨我國例外,此乃動機之二。 二、研究目的:運用公共選擇理論,藉分析預算編審的過程探討決定我國預算政策的 主要因素,及我國是「量入為出」抑或「量出為入」,同時與美國的情形做一比較。 三、研究方法:公共選擇理論乃是一種分析方法,探討政府決策如何作成和實行,主 要著重於政府預算政策的決策過程。 四、研究內容:包括公共選擇理論的介紹;中美預算編審過程之比較;利益團體與美 國預算政策;官僚制度與我國預算政策等等。

Human and animal in ‘the Open’: an exploration of image and worlding in the poetry of Marianne Moore and João Cabral de Melo Neto

This thesis firstly aims at discussing the early works of American poet Marianne Moore (1887-1972) through the bio-philosophical perspectives developed since the investigations of Estonian Jacob von Uexküll (1864-1944). The study elucidates Uexküll’s research on the web-like forms of life that is the Umwelt of animals and Moore’s creation of poetic environments. Such investigations provide a basis for the analysis of Moore’s animals and environments in dialogue with Martin Heidegger’s (1889-1976) concepts of “poverty in world”, and “animal captivation”. Uexküll’s and Heidegger’s concepts are revised by Italian Giorgio Agamben (1942- ), who proposes that there is an openness in the state of being ontologically captivated, caused by interactional processes occurring within the environment. Subsequently, taking into account these same perspectives, this thesis offers a comparative study of Marianne Moore and Brazilian poet João Cabral de Melo Neto (1920-1999), engaging, respectively, her early poems with his book O Cão Sem Plumas [The Dog without Feathers], written in 1950. From the bio-philosophical perspectives previously discussed, this study focuses on moral and ethical stances addressed towards interpretations of the onto-ethological (Buchanan, 2008) nature of animals. The study analyses how both Moore and Melo Neto convey their ethical reflections and specific moral issues through expressions of nature and animal life, especially when they emphasise contexts of violence, misery and deprivation, either in material or conceptual respects, involved with the ontological and world-forming conditions of both animals and human beings. Therefore, the research will focus on their use of literary devices, such as allegories, and literary genres, such as fables, in order to develop both explicit and implicit dimensions of their poetry, thus providing a deeper understanding of the ontological status of animals and human beings.

Ruins and Remains: Performative Sculpture and the Politics of Touch in the 1970s

This dissertation investigates the materiality of performative sculpture in the Americas during the long 1970s through artists Beverly Buchanan (1940-2015) and Senga Nengudi (1943). United in their disenchantment with second-wave feminism, Buchanan and Nengudi are situated art-historically in the expanded fields of (post)minimalism, conceptualism, and the Black Arts Movement. These artists realize their objects by sourcing non-traditional artmaking materials within what this dissertation conjures as a haptic imaginary—an intervening corrective to both the second-wave feminist and postmodern art imaginaries of the 1970s. Their materials expose the limitations of the visual and offer alternate models of knowing. For Buchanan’s frustulum series (1978-81), poured concrete, and later, tabby concrete, memorializes the textures of architectural sites to honor experiences of labor and displacement. Tabby concrete, a compound binding agent made of sand and lime, is a localized, inexpensive material that was often used by enslaved people in the southern United States, especially in coastal states like Georgia, which provide access to massive deposits of lime-rich oyster shells. Nengudi’s R.S.V.P. series (1977) of pliable pantyhose and sand are anthropomorphic objects originally meant to be activated; they mimic bodily expansion, endurance, and fatigue. Pantyhose, made mostly of nylon, the world’s first fully synthetic fiber, are the product of decades of scientific and economic development, whose intertwined history with World War II offers a springboard to understand the potency of Nengudi’s experiments with the garment. The artists’ materials become sites of investigation into memory, place, body, erotics, and precarity. By offering new epistemological methods of engagement that retaliate against the hegemony of the visual through their twinned interests in ruins for Buchanan, and remains for Nengudi, the artists realize a new womanist politic. Buchanan and Nengudi deploy, respectively, tabby concrete and pantyhose with sand to transmit historical and embodied knowledge. It is precisely through the activated sensorium of touch—imagined and physical—that the past is transmitted and materialized.

Arthur Johnston and the fostering of Scottish letters

Traditionally, Arthur Johnston has been judged proxime accessit to George Buchanan in the world of Scottish neo-Latin poetry, and particularly in the versification of the Book of Psalms. The thesis offers a counterpoint to that theme. More of his poetry came under scrutiny at the close of the nineteenth century, when an edition of his Parerga and Epigrammata of 1632, turned scholarly attention to his secular poems. This study examines the poems written between 1599 and 1622 during Johnston’s peregrenatio academica in Europe – poems which depict him at the moment of his emergence onto the public stage, and which offer insights into his life, and the worlds he occupied, during those years. Part one of the thesis will examine his early years and his move into the academic world in Aberdeen and at Heidelberg University. Part two will consider the years he passed as a teacher of philosophy at the Huguenot Academy in Sedan, the independent principality on the northern border of France. It will look, too, at the evidence of his year spent in Padua, where he studied to become a physician. Part three will focus on the years 1619-22 when his longest secular poems were composed. He wrote and published with an eye to achieving a post in the medical circle around James VI and I. The thesis concludes by considering the retreat he made from Europe and London to his home in Aberdeen, and looks briefly at one of the small poems he wrote in 1623-24. Throughout, themes emerge of Johnston’s irenic preferences, and his response to the disturbance to intellectual life brought about by Calvinist division, and by the crisis heralded by the Bohemian Revolt.

Archepollycyes: Fiction and Political Institution around Philip Sidney

In his Defence of Poetry (c. 1580), Philip Sidney argues that poetry—a category in which he includes all imaginative fiction—aims at the education of its readers. Archepollycyes studies the attempts of a loose group of sixteenth-century writers around Sidney to write fiction that lives up to this aim, in order to understand the methods they developed to educate readers and the relationship between this education and the politics of the monarchical state. Sidnean fiction demands long study on the part of its readers because it aims to transform their mental habits and create new internal resources for right action. The works of fiction I study here—Thomas Sackville and Thomas Norton’s Gorboduc, George Buchanan’s Baptistes, Sidney’s Arcadia, Mary Sidney Herbert’s Antonius and A Discourse of Life and Death, and Fulke Greville’s Mustapha—were products of their authors’ experiments with genre, narrative, translation, and style as tools to achieve this aim. Through the reading experience these works invite, readers exercise their judgment in the interpretation of fictional examples and reflect explicitly on the mental habits of generalization and application that inform decisions about how to act in new circumstances. Readers also come to see these habits of judgment as shared with others and experience the act of reading as participation in both real and imagined interpretive communities. I argue that these interpretive communities are best understood as loose political institutions, networks of organization and affiliation whose members could think and act together through common habits of judgment and the mutual resolution that results from recognizing this commonality. I adopt the term “archepollycyes” from Gabriel Harvey in order to describe the role of such institutions in monarchical politics. Harvey coins the term to describe the foundational forms of political knowledge, action, and organization, in contrast to the day-to-day work of government and the business of political rule. “Archepollycyes” hold a political community together in spite of changes in its ruler or government; understanding and creating such institutions was thus a means of responding to the escalating crises of succession, absolutism, and civil war that confronted early modern monarchies. By reading and writing fiction, I argue, Sidney and a broader network of writers aimed to act at a distance from contemporary political conflicts by founding “archepollycyes,” loose institutions capable of acting independent of the monarchical state and outside of existing structures of government, but on behalf of the long-term stability of a political community. In this way, I offer a new way of thinking about fiction and political institution in relation to the contested emergence of the modern sovereign state.

“The Nonmusical Message Will Endure With It:” The Changing Reputation and Legacy of John Powell (1882-1963)

This thesis explores the changing reputation and legacy of John Powell (1882-1963). Powell was a Virginian-born pianist, composer, and ardent Anglo-Saxon supremacist who created musical propaganda to support racial purity and to define the United States as an exclusively Anglo-Saxon nation. Although he once enjoyed international fame, he has largely disappeared from the public consciousness today. In contrast, the legacies of many of Powell’s musical contemporaries, such as Charles Ives and George Gershwin, have remained vigorous. By examining the ways in which the public has perceived and portrayed Powell both during and after his lifetime, this thesis links Powell’s obscurity to a deliberate, public rejection of his Anglo-Saxon supremacist definition of the United States.

Propaganda and persuasion in the early Scottish Reformation, c.1527-1557

The decades before the Scottish Reformation Parliament of 1560 witnessed the unprecedented use of a range of different media to disseminate the Protestant message and to shape beliefs and attitudes. By placing these works within their historical context, this thesis explores the ways in which various media – academic discourse, courtly entertainments, printed poetry, public performances, preaching and pedagogical tools – were employed by evangelical and Protestant reformers to persuade and/or educate different audiences within sixteenth-century Scottish society. The thematic approach examines not only how the reformist message was packaged, but how the movement itself and its persuasive agenda developed, revealing the ways in which it appealed to ever broader circles of Scottish society. In their efforts to bring about religious change, the reformers capitalised on a number of traditional media, while using different media to address different audiences. Hoping to initiate reform from within Church institutions, the reformers first addressed their appeals to the kingdom's educated elite. When their attempts at reasoned academic discourse met with resistance, they turned their attention to the monarch, James V, and the royal court. Reformers within the court utilised courtly entertainments intended to amuse the royal circle and to influence the young king to oversee the reformation of religion within his realm. When, following James's untimely death in 1542, the throne passed to his infant daughter, the reformers took advantage of the period of uncertainty that accompanied the minority. Through the relatively new technology of print, David Lindsay's poetry and English propaganda presented the reformist message to audiences beyond the kingdom's elite. Lindsay and other reformers also exploited the oral media of religious theatre in public spaces, while preaching was one of the most theologically significant, though under-researched, means of disseminating the reformist message. In addition to works intended to convert, the reformers also recognised the need for literature to edify the already converted. To this end, they produced pedagogical tools for use in individual and group devotions. Through the examination of these various media of persuasion, this study contributes to our understanding of the means by which reformed ideas were disseminated in Scotland, as well as the development of the reformist movement before 1560.

A case for memory enhancement : ethical, social, legal, and policy implications for enhancing the memory

The desire to enhance and make ourselves better is not a new one and it has continued to intrigue throughout the ages. Individuals have continued to seek ways to improve and enhance their well-being for example through nutrition, physical exercise, education and so on. Crucial to this improvement of their well-being is improving their ability to remember. Hence, people interested in improving their well-being, are often interested in memory as well. The rationale being that memory is crucial to our well-being. The desire to improve one’s memory then is almost certainly as old as the desire to improve one’s well-being. Traditionally, people have used different means in an attempt to enhance their memories: for example in learning through storytelling, studying, and apprenticeship. In remembering through practices like mnemonics, repetition, singing, and drumming. In retaining, storing and consolidating memories through nutrition and stimulants like coffee to help keep awake; and by external aids like notepads and computers. In forgetting through rituals and rites. Recent scientific advances in biotechnology, nanotechnology, molecular biology, neuroscience, and information technologies, present a wide variety of technologies to enhance many different aspects of human functioning. Thus, some commentators have identified human enhancement as central and one of the most fascinating subject in bioethics in the last two decades. Within, this period, most of the commentators have addressed the Ethical, Social, Legal and Policy (ESLP) issues in human enhancements as a whole as opposed to specific enhancements. However, this is problematic and recently various commentators have found this to be deficient and called for a contextualized case-by-case analysis to human enhancements for example genetic enhancement, moral enhancement, and in my case memory enhancement (ME). The rationale being that the reasons for accepting/rejecting a particular enhancement vary depending on the enhancement itself. Given this enormous variation, moral and legal generalizations about all enhancement processes and technologies are unwise and they should instead be evaluated individually. Taking this as a point of departure, this research will focus specifically on making a case for ME and in doing so assessing the ESLP implications arising from ME. My analysis will draw on the already existing literature for and against enhancement, especially in part two of this thesis; but it will be novel in providing a much more in-depth analysis of ME. From this perspective, I will contribute to the ME debate through two reviews that address the question how we enhance the memory, and through four original papers discussed in part three of this thesis, where I examine and evaluate critically specific ESLP issues that arise with the use of ME. In the conclusion, I will amalgamate all my contribution to the ME debate and suggest the future direction for the ME debate.
