Dealing lightly with the wounds of my people : a theological ethical critique of the South African Truth and Reconciliation Commission

This study is an attempt to critique the South African Truth and Reconciliation Commission from a theological ethical perspective. The central critique and argument of this study will be that, it is impossible to reconcile the dispossessor and the dispossessed or the oppressor and oppressed in the way the South African TRC did. As such, it will be befitting to start off this study which explores some of the noticeable lessons and challenges emerging from the South African Truth and Reconciliation Commission (hereafter, the TRC) by elucidating that this study is an attempt to contribute to the on-going discussions on reconciliation. It is also vital to mention up front that this study attempts to contribute to the discussion on reconciliation which seeks to remove injustice at the root. It contributes to a discussion of the weeds of alienation and fragmentation, and it stands in contrast to the frequent use of reconciliation merely to reach some political accommodation and not to address the critical questions of justice, equality and dignity (Boesak & DeYoung 2012). It is also befitting to point out that two central themes – political pietism and Christian quietism – form the backdrop to this study (Boesak & DeYoung 2012). The study contends that reconciliation in South Africa was used merely to reach some political accommodation and did not address the three critical questions of justice, equality and dignity. These arrangements perpetually favour the rich and powerful but deprive the powerless of justice and dignity. Hitherto, this reconciliation is presented as if it does respond to the need for genuine reconciliation and employs a language that sounds like the truth, but it is in fact deceitful – and this we call political pietism. It is also vital to mention that “reconciliation” is a Christian concept, and as such, Christians’ measure matters of reconciliation with the yardstick of the gospel and therefore should know better. However, as it will be shown in this study, when Christians in South Africa discovered that the TRC was not really promoting reconciliation, they became complicit in a deceitful reconciliation. This may have been for reasons of self-protection, fear or a desire for acceptance by the powers that govern the world. Whichever way one looks at it, they tried to seek to accommodate the situation, to justify it and to refuse to run the risk of challenge and prophetic truth telling. As a result, they denied the demands of the gospel and refused solidarity with the powerless and oppressed. This is called Christian quietism (Boesak & DeYoung 2012:1). This study in its attempt to critique the South Africa TRC from a theological ethical perspective will point out that, the TRC which was obviously the product of the negotiated settlement needs to be understood against the background of the global struggle of particularly Third-World countries which were resisting authoritarian regimes put in place by the West for the benefit of the West. As such, this study will point out how the West, in their attempt to keep a grip on the Third-World countries – particularly on their resources – had to recommend and promote their notion of democracy. Democracy became the only option for Third-World countries as a result of the fall of the Soviet Union. It must, however, be mentioned that the problem is not democracy but the manifestation thereof under capitalism. This is because the notion of democracy was recommended to Third-World countries when capitalism was becoming global. As such, this presented some contradictions because democracy emphasizes joint interests, equality and common loyalties whilst capitalism is based on self-seeking inequality and conflicting individual and group interest (Terriblanche 2002). This means that a transition to democracy (especially constitutional democracy) means that the former oppressor or dispossessor will hold on to economic power. As such, the sudden interest of both the NP and the corporate sector in South Africa to a transition to democracy needs to be understood against this background. This study will argue and demonstrate how the ANC was outsmarted during the negotiations in that, at the formal negotiations, the ANC won political power whilst the NP/corporate sector in South Africa won economic power. This is mentioned to here to point out that both the elite compromise reached at the formal and informal negotiations and the influence of the Latin-American truth commissions led to the inability or unwillingness of the TRC to uncover the truth about systemic exploitation. As such, this study will argue and demonstrate that, on the one hand, reconciliation was not added to the truth commission for the purpose of confronting the country with the demands of the gospel and, on the other hand, the TRC was set up (from its inception) for failure. / Philosophy, Practical and Systematic Theology / D. International Peacekeeping Operations: Sinai, Congo, Cyprus, Lebanon, and Chad Lessons for the UN and OAU

Peacekeeping is a means by which international or regional organizations control conflict situations that are likely to endanger international peace and security. Most scholars have viewed the contributions of peacekeeping forces only in terms of failures, and they have not investigated fully the political-military circumstances" under which conflict control measures succeed. This dissertation is an attempt to bridge this gap and to show how the OAU compares with the UN in carrying out peacekeeping missions. The method of research was the case study method in which primary and secondary data was used to describe the situations in which six peacekeeping forces operated. The content of resolutions, official reports and secondary data were examined for non-trivial evidences of impediments to implementation of mandates. Findings from the research indicate that peacekeeping missions not properly backed by political efforts at settlement of disputes, cooperation of the superpowers, and financial and logistic support were ineffective and usually unsuccessful. Lack of consensus and pursuit of national interests have resulted in ambiguous or unrealistic mandates and have reduced the effectiveness of peacekeeping operations. Moreover, parties to a conflict were interested only in solutions that favored their interests and were often skeptical about the role and credibility of peacekeeping forces. But the continued violations of ceasefire agreements in defiance of the presence of peacekeeping forces were due partly to the force's inability to use force except in self-defense , Most of the forces operated under serious operational and logistical difficulties and they were inadequately funded. But none of the three factors has been responsible alone for the failure of peacekeeping missions. The coordination of UN operations has been better than that of the OAU. In civil war situations, national governments have requested peacekeeping forces because they could not, unaided, put down their opponents. The UN has deployed its forces only as a means of relaxing tensions while member-states have pursued other interests.

Trade follows Hallstein?

Die deutsche Außenpolitik zur Zeit des Kalten Krieges stellt in historischer wie politikwissenschaftlicher Hinsicht einen Gegenstand dar, der mit gutem Gewissen als wissenschaftlich erschlossen bezeichnet werden kann. Zahlreiche Aufsätze, Artikel und Bücher sind in den vergangenen Jahrzehnten erschienen, welche die deutsche Außenpolitik in Europa, Afrika, Asien, Ozeanien, Amerika, oder auch gleich der Welt als Ganzem, in den Blick genommen haben. Dies gilt sowohl für die Außenpolitik der Bundesrepublik Deutschland als auch für diejenige der Deutschen Demokratischen Republik. Früh – wenn nicht sogar von Beginn an – kam hierbei eine zentrale These, eine Kernthese, zum Vorschein, die, ohne auf Widerstand zu stoßen, Eingang in den historischen und politikwissenschaftlichen Forschungskanon fand und ihn bereits nach kurzer Zeit zu dominieren begann. Die Rede ist von der die deutschen Auslandsaktivitäten angeblich bestimmenden Hallstein-Doktrin und dem mit ihr in engem Zusammenhang stehenden deutsch-deutschen Gegensatz. In dieser Arbeit wird dieser Kernthese, diesem ''Mythos'' der deutschen Außenpolitik, vehement widersprochen. Weder die Hallstein-Doktrin, noch der deutsch-deutsche Gegensatz, sondern nationale ökonomische und internationale geostrategische Interessen haben die deutsche Außenpolitik – und darüber hinaus auch die gesamten deutschen Auslandsaktivitäten, der BRD wie der DDR – maßgeblich bestimmt. Zur Stützung dieser Gegenthese werden in der vorliegenden Studie die staatlichen, wirtschaftlichen und gesellschaftlichen Aktivitäten West- und Ostdeutschlands in neun zentralafrikanischen Staaten zwischen 1945 und 1975 kritisch dargelegt, umfassend analysiert und im Hinblick auf mehrere zentrale Thesen zu den deutschen Auslandsaktivitäten ausgewertet. / For decades articles and books have been published on the history of German foreign policy during Cold War. Regardless of whether Europe, Africa, Asia, Oceania, America or the world as a whole, the foreign affairs of the Western Federal Republic of Germany and the Eastern German Democratic Republic have been researched and analysed in context of a broad variety of locations. However, even though the list of publications continues to grow, the topic''s theses–especially its main thesis–do not show much progress. Already at an early stage, a central thesis–a core thesis–came to light, met no resistance and entered history''s and political science''s research canons on German foreign policy. This thesis reads: Inner German issues and the non-solved German question were so powerful, they dominated West and East German foreign affairs nearly right from the start. German foreign policy, that was the so-called Hallstein doctrine, that was the so-called German-German contradiction. And all studies–whether of history or political science, whether designed as a case study or as a global approach–confirm this thesis, use it as an integral part of their work–until today. But be that as it may. This study contradicts this thesis, this ''myth'' of German foreign policy. Instead it argues that neither the Hallstein doctrine nor the German-German contradiction, but national economic and international geostrategic interests dominated German foreign policy and German foreign activities–regarding the FRG, the GDR, and Germany as a whole. To proof this thesis, West and East German activities–of the two states, their economies and their societies–in nine Central African states between 1945 and 1975 are observed and analysed. More than a million file pages out of more than a dozen German archives were read to tackle this task–and shed some refreshing new light on the foreign policies of the two German states during Cold War.

Ancestral Narratives in History and Fiction: Transforming Identities

This thesis is an exploration of ancestral narratives in the fiction of Thomas Keneally and Christopher Koch. Initially, ancestry in literature creates an historical relationship which articulates the link between the past and the present. In this sense ancestry functions as a type of cultural memory where various issues of inheritance can be negotiated. However, the real value of ancestral narratives lies in their power to aid in the construction of both personal and communal identities. They have the potential to transform these identities, to transgress “natural” boundaries and to reshape conventional identities in the light of historical experience. For Keneally, ancestral narratives depict national forbears who “narrate the nation” into being. His earlier fictions present ancestors of the nation within a mythic and symbolic framework to outline Australian national identity. This identity is static, oppositional, and characterized by the delineation of boundaries which set nations apart from one another. However, Keneally’s more recent work transforms this conventional construction of national identity. It depicts an Irish-Australian diasporic identity which is hyphenated and transgressive: it transcends the conventional notion of nations as separate entities pitted against one another. In this way Keneally’s ancestral narratives enact the potential for transforming identity through ancestral narrative. On the other hand, Koch’s work is primarily concerned with the intergenerational trauma causes by losing or forgetting one’s ancestral narrative. His novels are concerned with male gender identity and the fragmentation which characterizes a self-destructive idea of maleness. While Keneally’s characters recover their lost ancestries in an effort to reshape their idea of what it is to be Australian, Koch’s main protagonist lives in ignorance of his ancestor’s life. He is thus unable to take the opportunity to transform his masculinity due to the pervasive cultural amnesia surrounding his family history and its role in Tasmania’s past. While Keneally and Koch depict different outcomes in their fictional ancestral narratives they are both deeply concerned with the potential to transform national and gender identities through ancestry.
