Management courses that aim to prepare decision makers for organizations, in this way, should be prepared to analyze and create scenarios to provide not only training but the achievement of corporate goals. The objective of this work is to present a learning environment that allows students to improve their management skills and foster the development of management skills and competences through a theoretical-practical (experiential) experience, based on the methodology of a simulated game Based on Lean Manufacturing. The game was applied in an institution of higher education in administration, and after analyzing the results of the evaluation questionnaire applied after the practice of the game, it was verified that this one, modified the way of acting and thinking of the involved students, being configured in an aid tool in the learning process. / A din?mica do mundo corporativo tem mudado constantemente pressionada pelos efeitos da Globaliza??o. Os cursos de administra??o que visam preparar os tomadores de decis?o para as organiza??es, desta forma, devem estar preparados para analisar e criar cen?rios para proporcionar n?o s? a forma??o, mas o alcance dos objetivos corporativos. Esse trabalho tem como objetivo, apresentar um ambiente de aprendizagem que propicie maior capacita??o do discente do curso de administra??o e fomentar o desenvolvimento de habilidades e compet?ncias gerenciais, atrav?s de uma experi?ncia te?rico-pr?tica (vivencial), a partir da metodologia de um jogo simulado empresarial baseando no Lean Manufacturing. O jogo foi aplicado em uma institui??o de ensino superior em administra??o, e ap?s a an?lise dos resultados do question?rio de avalia??o aplicado ap?s a pr?tica do jogo, foi verificado que este, modificou a forma de agir e pensar dos discentes envolvidos, configurando-se em um instrumento de aux?lio no processo de aprendizagem.

Buscou-se tamb?m verificar junto aos gestores do setor de Gest?o de Pessoas, de ambas as institui??es, como ocorre o processo de avalia??o de desempenho, e ainda a percep??o tanto dos t?cnico-administrativos em educa??o, pertencentes ?s classes C, D e E, que ingressaram at? o ano de 2012, quanto das chefias do Instituto Federal, sobre o instrumento de avalia??o de desempenho utilizado na referida institui??o. Responderam ao question?rio 53 TAES e 17 chefias imediatas. Inicialmente, foi feita uma contextualiza??o dos princ?pios da administra??o p?blica no que se refere ? avalia??o de desempenho, tendo como base a ?tica no servi?o p?blico e os princ?pios da Administra??o P?blica. Posteriormente, realizou-se uma abordagem conceitual e hist?rica sobre a avalia??o de desempenho, principalmente no ?mbito do servi?o p?blico e mais especificamente, nas Institui??es Federais de Ensino, nas quais a avalia??o dos t?cnico-administrativos tem como amparo legal a Lei n? 11.091/2005, o Decreto n? 5.825/06 e, ainda, o Decreto n? 5.707/06, que orienta para a quest?o da implanta??o da gest?o por compet?ncias nas Institui??es Federais de Ensino. A metodologia empregada foi uma pesquisa descritiva na qual se optou, enquanto estrat?gia, por um estudo de caso do tipo multim?todos, com enfoque quantitativo e qualitativo, visando uma abordagem mais ampla do fen?meno investigado. Os resultados da pesquisa buscaram evidenciar uma vis?o geral por parte dos participantes sobre quest?es importantes referentes ao processo de avalia??o de desempenho. Ao final foi elaborada uma nova proposi??o da avalia??o de desempenho para o Instituto Federal. / This work aimed to analyze comparatively the model of performance evaluation of the technical-administrative workers utilized by the Federal University of Rio Grande do Norte and by the Federal Institute of Education, Science and Technology of Pernambuco. It was also intended to verify, along the managers of the department of Human Management from both the institutions, the way the procedure of performance evaluation occurs, and the perception of both the technical-administrative workers in education, belonging to the C, D and E classes, and the chiefs of the Federal Institute, about the instrument of performance evaluation used in said institution. The survey was answered by 53 TAES and 17 leaders. Initially, a contextualization was made on the principles of Public Administration regarding to the performance rating, based on the public service ethics and the Public Administration principles. Afterwards, a conceptual and historical approach to the performance evaluation was taken, mainly on the public service sphere and, more specifically, in the Federal Institutes of Education, in which the technical-administrative workers evaluation has a legal base in the Law n 11.091/2005, the Decree n 5.825/2006, and the Decree n 5.707/2006, which guides towards the implantation of the competence-guided management on the Federal Institutes of Education. The methodology applied was a descriptive research in which was decided, as an strategy, to do a case study of the multi-method type, with quantitative and qualitative focus, aiming a wider approach of the investigated phenomenon. The results of the research aimed to evince a general vision by the participants about important points referring to the performance assessment procedures. It was observed that the Federal University of Rio Grande do Norte utilizes an evaluation by competence and that the model used by the Federal Institute of Pernambuco cannot provide subsidies for real analyses of the worker?s performance. Both the TAEs and the heads of the Federal Institution pointed in the survey that the performance rating is excessively subjective; that a new model of assessment, performed by the chiefs, by the work team and the worker himself, is needed. In the end, a new proposition was elaborated for the performance evaluation on the Federal Institute.

Trata-se de um estudo qualitativo-descritivo, que a partir de um roteiro semiestruturado de entrevistas analisou as a??es dos oito empreendedores de empresas na Inova Metr?pole, incubadora de empresas de base tecnol?gica do Instituto Metr?pole Digital da UFRN. Para o processo de an?lise dos dados qualitativos utilizou-se a an?lise de conte?do categorial feita linha a linha, de forma que as entrevistas ap?s sua transcri??o, passaram por tr?s momentos de codifica??o: inicial, focalizada e an?lise categorial. Para auxiliar na interpreta??o dos dados qualitativos foram criadas figuras, mapas de ?rvore e nuvens de palavras com o apoio do software NVivo? vers?o 11 para Windows. Esta pesquisa utilizou de crit?rios de qualidade para seu desenvolvimento, a citar triangula??o, compara??o intercasos e intracasos, detalhamento do processo de pesquisa, exame pelos pares e reflexividade. Como resultados, na compet?ncia de oportunidade, os empreendedores possuem uma maior ?nfase no processo de identifica??o de oportunidade, no geral n?o realizam estudos para avaliar oportunidades de neg?cio, nem avaliam os riscos associados. Com rela??o ? compet?ncia organizacional destaca-se a??es relacionadas ao controle, delega??o, lideran?a e motiva??o. Com rela??o ? ambidestria, tem-se que os empreendedores conduzem as empresas para uma ambidestria n?o sin?rgica. Existe uma maior propens?o nas atividades de explota??o, destacando aspectos relacionados ? capacidade de atendimento, flexibilidade produtiva, al?m de contar com o apoio dos clientes para o desenvolvimento dos produtos, enquanto na explora??o, identificou-se que os empreendedores n?o est?o abertos ? novos mercados, n?o buscam ampliar o mercado local e atuam passivamente no processo de aquisi??o de clientes. Observou-se em virtude da compet?ncia de oportunidade se deter ao processo de identifica??o de oportunidade, poucas a??es relacionadas ? explora??o s?o realizadas pelos empreendedores, ao passo que na compet?ncia organizacional, as preocupa??es com rela??o ao controle, organiza??o e planejamento refletem na maior aten??o as atividades de explota??o. Os resultados desta pesquisa contribuem para a compreens?o de como os empreendedores gerenciam e buscam oportunidades de neg?cio, bem como o direcionamento das a??es para os eixos da ambidestria, isso favorece o desenvolvimento de a??es que busquem desenvolver essas compet?ncias. / Technology-based companies face dual demands for the exploration of new products and the enhancement of existing products. These actions are not trivial for entrepreneurs, but are considered essential for organizational performance. From the systematic review of the literature, it was verified the absence of studies analyzing the axes of the ambidexterity from the entrepreneurial competences. In this sense, this thesis aims to analyze how the opportunity and organizational skills existing in entrepreneurs of incubated technology-based companies direct their actions to deal with the contradictory forces of exploitation and exploitation. This is a qualitative-descriptive study that, based on a semistructured interview script, analyzed the actions of the eight entrepreneurs at Inova Metr?pole, an incubator of technology-based companies of the Metr?pole Digital Institute, UFRN. For the analysis of the qualitative data, we used the analysis of categorical content made line by line, so that the interviews after their transcription, went through three coding moments: initial, focused and categorial analysis. To assist in the interpretation of qualitative data, figures, tree maps and word clouds were created with the support of NVivo? software version 11 for Windows. This research used quality criteria for its development, to cite triangulation, intercasos and intracasos comparison, detail of the research process, peer review and reflexivity. As results, in opportunity competence, entrepreneurs have a greater emphasis on the opportunity identification process, in general they do not conduct studies to evaluate business opportunities, nor do they assess the associated risks. With regard to organizational competence, we highlight actions related to control, delegation, leadership and motivation. With respect to ambidexterity, it has been found that entrepreneurs lead businesses to a non-synergistic ambidexterity. There is a greater propensity in the activities of exploitation, emphasizing aspects related to the capacity of attendance, productive flexibility, besides having the support of the clients for the development of the products, while in the exploration, it was identified that the entrepreneurs are not open to the new markets. Do not seek to expand the local market and act passively in the process of customer acquisition. It was observed that because of the opportunity competence to stop the opportunity identification process, few actions related to the exploitation are carried out by the entrepreneurs, while in the organizational competence, the concerns regarding control, organization and planning reflect in the most attention the activities. The results of this research contribute to the understanding of how entrepreneurs manage and look for business opportunities, as well as the direction of the actions towards the axes of ambidexterity, this favors the development of actions that seek to develop these competences.

The study was guided by the following question: What youth education conceptions ProJovem Urban and to what extent the views set out constitute expressions and as vectors of "Collaborative Policy" that has been guiding the Brazilian educational policies within the framework of the Skills education? This is on the assumption that public policies as a product of tensions, gives us in his studies reflect on the role of the state and society of competing projects. As a general objective sought to analyze the youth education conceptions of this program and its possible implications as Collaborative Policy. It was assumed as epistemological orientation a historical-critical perspective, in dialogue with authors such as Neves (2005), Ramos (2006) and Shiroma, Garcia and Campos (2011). In this context, the work has the categories of Youth analysis, Collaborative Policy and Education Skills. For the implementation of this research was used qualitative methodology and how the documentary research technique through content analysis method. The study was to sources, print and digital official documents that governed the ProJovem in the period 2005-2013, such laws, reports, projects, manuals and program advertising pieces, taking into account the context in which they were produced. The research showed that the ProJovem Urban presented as official discourse the prospect of full training, with emphasis on education of participatory citizen and entered the world of work, from the development of youth leadership. The study of the program revealed, however, that the concept of implicit training the proposal is based on the perspective of adaptation of young people to capitalist lines, by adapting to the demands of the labor market, aimed at the development of skills and values ??development cooperation consistent with the Collaborative Policy. Thus, this program is in line with the formation of a collaborator man who seeks to exercise a new quality citizenship, but without questioning the essence of capitalism and social inequality whose results from it, the ProJovem Urban in its proposal for comprehensive training has implications as Collaborative Policy. Thus, the purpose of overcoming program the exclusion of young people is not made, the first not to be that the real intent of the program and secondly because the IBGE data indicate that young people, the program's target audience, remain in precarious social conditions with low income and inability to balance work and study. / A presente pesquisa buscou problematizar as concep??es de forma??o de jovens do ProJovem Urbano e suas poss?veis implica??es como Pol?tica Colaborativa no per?odo de 2005 a 2013. O estudo foi orientado pela seguinte quest?o: Quais as concep??es de forma??o de jovens do ProJovem Urbano e em que medida as concep??es enunciadas se constituem como express?es e vetores da ?Pol?tica Colaborativa?, que vem orientando as pol?ticas educacionais brasileiras no marco da Pedagogia das Compet?ncias? Parte-se do pressuposto que as pol?ticas p?blicas como produto das tens?es, nos proporciona em seus estudos refletir sobre o papel do Estado e os projetos de sociedade em disputa. Como objetivo geral buscou-se analisar as concep??es de forma??o de jovens desse programa e suas poss?veis implica??es como Pol?tica Colaborativa. Assumiu-se como orienta??o epistemol?gica uma perspectiva hist?rico-cr?tica, em di?logo com autores tais como Neves (2005), Ramos (2006) e Shiroma, Garcia e Campos (2011). Neste marco, o trabalho teve como categorias de an?lise Juventude, Pol?tica Colaborativa e Pedagogia das Compet?ncias. O estudo teve como fontes documentos oficias impressos e digitais que regeram o ProJovem no per?odo de 2005 a 2013, a exemplo de leis, relat?rios, projetos, manuais e pe?as de propaganda do programa, levando em considera??o o contexto em que foram produzidos. A pesquisa evidenciou que o ProJovem Urbano apresenta como discurso oficial a perspectiva de forma??o integral, com ?nfase na educa??o do cidad?o participativo e inserido no mundo do trabalho, a partir do desenvolvimento do protagonismo juvenil. O estudo com o programa revelou, todavia, que a concep??o de forma??o impl?cita ? proposta ? fundada na perspectiva de adapta??o dos jovens aos moldes capitalistas, por meio da adequa??o ?s demandas do mercado de trabalho, voltado para o desenvolvimento de compet?ncias e desenvolvimento de valores de coopera??o condizentes com ? The results have shown that competence derives mainly from the individual's fundamental characteristics, their upbringing (knowledge, ability, attitude), behavior and action towards work. What is more, it has indicated that young managers, MBA/specialization graduates, consider eleven faculties, mainly behavioral ones, as the most efficient: initiative, personal as well as team development and confidence on decision making. The motivation of this research comes from the necessity of professionals to develop faculties that distinguish them from one another, and also of showing, through the accomplishment of a task, the capacity to promote future changes that will support the organization when facing its competitors. This comes as a response to the rapid development of technology, globalization, the growth of new and varied organizations and the new standard of fierce competition, which results in environmental changes and uncertainties never seen before. However, the whole dynamics make the traditional sources of competitive advantages obsolete, overcome by innovation, and rely on the individual's ability to adapt and learn faster. / Esta pesquisa foi realizada atrav??s de uma abordagem explorat??ria, quantitativa com utiliza????o de dados prim??rios junto a uma amostra conveniente de gestores de empresas da Grande S??o Paulo e fundamentada nas teorias de compet??ncia. E que gestores jovens, graduados com MBA/especializa????o percebem onze compet??ncias como as mais eficazes, sendo as principais relacionadas ao comportamento, tais como: iniciativa, desenvolvimento de pessoas e equipes e confian??a na tomada de decis??o, as que mais se destacaram. The methodology procedures adopted to carry out such investigation consisted of two research tools: one aiming at the identification of seven Mobilization Stiles - MS, proposed by Ricco (2004) and another one named as "interests questionary", composed by 6 Performing Area Options (PAO), in order to identify the first option and 31 chosen competences that were adapted from McClelland e Klemp Jr. to choose 5 among them, so as to obtain the Perceived Professional Competences (PPC) of the studied subjects. An adherence and significance Qui-Squared Test method applied to statistic analysis, to gather data, understand information and final results analysis. The main results of this study reveal that 22.6$ of students are from Mobilization Style (MS), while Conquerer lies with 66% from Perceived Professional Competences (PPC) and are concentrated in 15 of them, besides the relations of MS and PPC being confirmed. In the sequence of the interpretations, among the Performing Areas Options (PAO), the students got 36.1% in their preferences for Finances, followed by 33.9% who preferred Marketing area. The study shows also that Conquerer Style is concentrated in 27.7% in the ones who prefer Finances area and 17.8% for the ones who prefer Marketing. As a sequence for academic purposes, it would be interesting to apply such study in other universities in S??o Paulo, so as to have a better overview and actual explanation of the facts presented in this Master's program research. / Este estudo teve como objetivo analisar o perfil de 380 alunos, sendo que 63% deles eram do g??nero masculino e matriculados em cursos de administra????o geral de duas universidades da cidade de S??o Paulo-SP. SENAI and SENAC institutions were the subject of the studies and Rio Claro City, in S?o Paulo State was the center of the study. These institutions offer mid-level technical courses and they have similar objectives and goals and a history in creating and developing. The study was conducted in the light of the legislation analysis to provide guidelines for analysis to provide guidelines for Vocational Education teaching, following the Law of Directives and Bases n. 9394/96. It should be emphasized that this law has in its text changes that will impact the educational concepts and practices in this mode of teaching, as the curriculum using an approach by competencies and the new forms of assessment resulting from this innovation. This is a qualitative research. The methodological procedures of data collection were semi-structured interviews with four teachers of middle level technical courses a questionnaire was given to their students to answer. The collected data was analyzed to point out (i) teachers' understanding the concept of competence, (ii) the procedures and strategies used to develop them, (iii) the procedures and strategies used to evaluate learning these skills, (iv) the difficulties encountered by teachers in relation to work methodology, (v) students' views on the methodology of teaching skills and evaluation process used by teachers, (vi) the importance of continued education to understand the approach of the curriculum and competencies for their practice. There are three main categories that underline the discussion in this work, they are: the concept of skills, assessment and the difficulties in teaching practices. We concluded that these vocational education teachers follow a more democratic and formative educational practice. From the students perspective , teachers use assessment in service of learning, we also identified that these students do not report fears or negative feelings about the evaluation procedures used by their teachers, which seems important to point out, because it is opposed to what is most frequently found in the scientific literature, related to students assessment in general. This way students and teachers fail to consider key elements that should constitute a formative evaluation model and teaching practices. These two aspects emphasize the "know how" the subordination of educational work to the logic of the market, both leave in the background (and sometimes not even mention) the relevance of the establishment of more complex skills such as innovation, creativity and intellectual freedom. The research does not intended to close the discussions, but open questions for other investigative work. / A pesquisa procurou identificar e compreender as concep??es e relatos das pr?ticas da avalia??o da aprendizagem no contexto da Educa??o Profissional. O campo da pesquisa foi composto pelas Institui??es Senai e Senac do Estado de S?o Paulo, fazendo um recorte na cidade de Rio Claro. Estas institui??es ofertam cursos t?cnicos de n?vel m?dio e t?m hist?rico de cria??o e desenvolvimento, objetivos e p?blico alvo bastante semelhantes. O estudo foi realizado ? luz de an?lises sobre a legisla??o que oferece diretrizes para as institui??es de ensino voltado para a Educa??o Profissional, produzidas ap?s a Lei de Diretrizes e Bases no 9.394/96. Importa ressaltar que esta lei traz em seu texto mudan?as que ir?o impactar as concep??es e pr?ticas educacionais nesta modalidade de ensino, como o curr?culo numa abordagem por compet?ncias e as formas de avalia??o decorrentes desta inova??o. Os procedimentos metodol?gicos de coleta de dados foram: entrevista semi-estruturada com quatro professores dos cursos t?cnicos de n?vel m?dio e question?rio aplicado aos seus alunos. O material emp?rico digitalizado foi trabalhado, buscando-se evidenciar: (i) as concep??es dos professores sobre o conceito de compet?ncias; (ii) os procedimentos e estrat?gias que utilizam para desenvolv?-las; (iii) os procedimentos e estrat?gias que utilizam para avalia??o da aprendizagem destas compet?ncias; (iv) as dificuldades encontradas pelos professores com rela??o a essa metodologia de trabalho; (v) a vis?o dos alunos sobre a metodologia de ensino das compet?ncias e processo de avalia??o utilizada pelos professores; (vi) a import?ncia da educa??o continuada na compreens?o da abordagem do curr?culo por compet?ncias e a sua pr?tica. Tr?s categorias principais orientam a discuss?o dos dados deste trabalho, s?o elas: o conceito de compet?ncias, a avalia??o e as dificuldades nas pr?ticas pedag?gicas. Identificamos que os professores da educa??o profissional caminham na dire??o de pr?ticas educativas voltadas para uma concep??o mais democr?tica e formativa. Da perspectiva dos alunos, os professores utilizam a avalia??o a servi?o da aprendizagem; identificamos, tamb?m, que estes alunos n?o relatam temores e/ou sentimentos negativos quanto aos procedimentos avaliativos utilizados pelos professores, o que nos parece importante salientar, dado que se contrap?e ao que mais frequentemente se encontra na literatura cient?fica sobre os impactos da avalia??o sobre alunos, de uma maneira geral. Por?m alunos e professores deixam de considerar elementos essenciais que devem constituir uma avalia??o no modelo formativo e nas pr?ticas pedag?gicas. Nestes dois aspectos enfatizam o saber fazer a subordina??o do trabalho pedag?gico ? l?gica do mercado; ambos deixam em segundo plano (e, por vezes, nem mencionam) a relev?ncia da constitui??o de compet?ncias mais complexas, tais como capacidade de inova??o, criatividade e autonomia intelectual. To understand the change process in a school of Professional Education, it was necessary to identify in the context of learning projects, what strategies are implemented by teachers in the classroom and its effectiveness for the development of professional skills, to know the material resources that collaborate in the educational process; identify students with the knowledge, skills and values that are mobilized in the project and identify learning occurred as the training of teachers for the practice of learning projects. To develop this study, a review of the literature in all stages of research, which is characterized as qualitative, in the form of case study. Was done extensive analysis of documents from the educational institution and course. Data collection took place through semi-structured interviews with students and faculty members in technical Logistics course in education institution SENAC Campinas. The data were categorized and analyzed in light of the theoretical framework of the pedagogy of projects and the development of professional skills. Through this research, we hope to contribute to the debate, criticism, reflection on the pedagogy of projects and their relation to the development of skills, pointing out political and pedagogical practices that aim at the same time, meeting the needs of the labor market and the needs of human beings, in terms of training to the labor-education-society. It is also expected to launch inquiries and proposals to contribute to the improvement of vocational training courses address the predisposition of the LDB. / Este estudo est? inserido na linha de pesquisa Pr?ticas Pedag?gicas e Forma??o de Professores do PPGE da PUC Campinas e tem como objetivo, compreender o processo de constru??o de uma proposta pedag?gica que trabalha com a pedagogia de projetos e sua rela??o com o desenvolvimento de compet?ncias na Educa??o Profissional. A coleta dos dados deu-se por meio de entrevistas semi-estruturadas com os alunos e docentes do curso T?cnico em Log?stica da institui??o de ensino Senac Campinas. Os dados foram categorizados e analisados, ? luz do referencial te?rico sobre a pedagogia de projetos e sobre o desenvolvimento de compet?ncias profissionais. Its objective overall is to identify the employees and clients perceptions regarding the individual competencies developed, acquired and applied by the bank workers during their daily routine. A revision survey of the literature for the concept of competence is presented as well as a historical report about the banking institutions and the evolution of the activities of their employees. Two banking agencies in the city of Resende RJ have been analyzed, one public and the other one private, aiming at the comparison of the perceptions among the bank workers and with that of their clients afterwards. As a means to data collection a questionnaire to be responded by the bank workers and the clients was applied. The results showed to be positive for the bank workers perception of their individual competencies. However, the clients perception for the public bank was showed to be otherwise but the clients perception for the private was showed the same. / A fundamenta??o te?rica desta pesquisa concentra-se nas proposi??es da gest?o baseada em compet?ncias. O objetivo geral deste trabalho ? identificar a percep??o declarada dos funcion?rios e dos clientes do setor banc?rio, em rela??o ?s compet?ncias individuais desenvolvidas, adquiridas e aplicadas pelos banc?rios na sua rotina de trabalho. Faz-se uma revis?o bibliogr?fica sobre o conceito de compet?ncia, um hist?rico sobre as institui??es banc?rias e a evolu??o das atividades exercidas pelos profissionais que trabalham nessas organiza??es. A pesquisa analisou duas ag?ncias banc?rias da cidade de Resende - RJ, sendo uma do setor p?blico e outra do setor privado, visando ? compara??o da percep??o entre os pr?prios banc?rios e posterior compara??o com a percep??o dos clientes destas ag?ncias. A pesquisa indicou resultado positivo para a percep??o dos banc?rios sobre suas compet?ncias individuais entre as ag?ncias estudadas. Entretanto a percep??o dos clientes da institui??o banc?ria p?blica diverge da opini?o dos seus respectivos funcion?rios, enquanto a percep??o dos clientes da ag?ncia privada apresenta similaridades.
