O desenvolvimento local a partir da teoria da complexidade: uma abordagem fenomenológica / The local development from the complexity theory: a phenomenological approach.

O desenvolvimento local é um assunto controverso e pouco estudado no Brasil, assim como no debate internacional. A despeito das opiniões divergentes, autores da área concordam com a emergência do tema do desenvolvimento de localidades e regiões, impulsionado pelo novo contexto globalizado, marcado por paradoxos, incerteza e complicações, em que os benefícios gerados permanecem restritos a poucas regiões. Assumindo a relevância do tema acerca do desenvolvimento, é crescente a atenção às abordagens em âmbito local, já que nessa esfera os problemas são mais bem identificados, além de haver maior possibilidade de integração entre os diferentes setores e atores envolvidos. Nesse contexto, a complexidade é apontada como característica das dinâmicas de desenvolvimento, o que exige um tratamento a partir de um fundamento epistemológico coerente. Somente com a compreensão da dinâmica que envolve o próprio processo de desenvolvimento é que se pode pensar em formas de impulsioná-lo por meio das ações dos seus atores. Assim, este esforço de pesquisa busca verificar se a dinâmica do desenvolvimento local envolve características que justifiquem seu tratamento tendo por base uma abordagem epistemológica compatível com os paradigmas científicos contemporâneos acerca da teoria da complexidade. Partindo de uma discussão teórica, este trabalho realiza uma revisão conceitual, embasado em uma análise do problema, segundo a fenomenologia de Husserl. Os resultados foram submetidos a um processo analógico, realizado por meio de pesquisa bibliográfica em obras que tratam da teoria da complexidade, em busca de conceitos básicos fundamentais, que foram transpostos à essência do desenvolvimento local. Como resultado, a essência do fenômeno do desenvolvimento foi descrita em um esboço, configurando uma rede formada pelas interações entre seus subsistemas. Esta configuração foi analisada a partir dos conceitos da teoria da complexidade, em uma descrição de sua dinâmica que caracteriza o desenvolvimento local como um fenômeno complexo, considerando esta base teórica como abordagem adequada ao seu tratamento. / Local development is a controversial and poorly studied matter in Brazil, as well as in the international debate. Despite differing opinions, authors agree that the emergence of the theme of development of localities and regions has been driven by the new globalized context, characterized by paradoxes, uncertainty and complications, in which the generated benefits remain restricted to a few regions. Assuming the relevance of the development issue, there is growing attention to approaches at the local extent, since in the local scope problems are better identified, beyond the greater possibility of integration between different sectors and stakeholders. In this sense, complexity is seen as a feature of the development dynamics, requiring a coherent epistemological foundation for studies. The only alternative for finding ways to promote the development process through the actions of agents/actors, such as business organizations, is by understanding the dynamics surrounding it. Thus, this research aims at verifying if the local development dynamics involve characteristics that justify its treatment based on an epistemological approach consistent with the contemporary scientific paradigms of complexity theory. From a theoretical discussion, this work performs a conceptual revision, based on an analysis of the problem, according to Husserl\'s phenomenology. Results were submitted to an analog procedure, performed through a bibliographic research in literature dealing with the complexity theory, in pursuit of fundamental basic concepts, transposed to the essence of the local development. As a partial result, the essence of the development phenomenon was described in a sketch, setting up a network constituted by interactions between its subsystems. This configuration was analyzed based on the concepts of complexity theory, in a description of the dynamics that characterizes the local development as a complex phenomenon, considering this theoretical basis as a suitable approach to its treatment.

Exploring power in the theory and practice of resilience

This thesis explores the question of how social power is accounted for in the theory and practice of resilience. Beginning with a critical assessment of the social ecological systems (SES) perspective that underpins much of the theory and study of resilience, this thesis develops a framework, based on Gaventa’s powercube, for understanding power that also incorporates a much less hierarchical understanding of the dimensions of space and time. This revised ‘powerplane’ framework is applied to two empirical case studies of practices of resilience. Applying the powerplane to the case of government-led Scottish community emergency resilience planning finds that while the practices of resilience result in greater levels of engagement and interaction between local and regional levels of government, a gap exists between local government and the public it represents. Applying the powerplane to the grassroots case of Transition Town Peterborough, Canada, shows that intimate knowledge of local social and political institutions can allow a grassroots organisation to introduce resilience ideas into social and political community life. Together the two case studies reveal three key insights from resilience practices aimed at local contexts, rooted in: (1) institutionalising community engagement practices; (2) differences between formal and informal understandings of resilience; and (3) the scope of the risks resilience is aimed at mitigating. Critically exploring these issues in turn helps to illuminate questions about the efficacy, as well as the social and political implications of the resilience practice in question. For theory, the research shows that reconsidering hierarchical notions of scale and time in SES resilience can provoke new thinking about the role of power in resilience practices. In doing so, insights from this research offer novel challenges and complementarities to they way existing critiques of resilience approaches to account for social power issues.

O objetivo do trabalho é estudar a viabilidade de tratar problemas de otimização, considerados intratáveis, através de Algoritmos Genéticos, desenvolvendo critérios para a avaliação qualitativa de um Algoritmo Genético. Dentro deste tema, abordam-se estudos sobre complexidade, classes de problemas, análise e desenvolvimento de algoritmos e Algoritmos Genéticos, este ultimo sendo objeto central do estudo. Como produto do estudo deste tema, é proposto um método de desenvolvimento de Algoritmos Genéticos, utilizando todo o estudo formal de tipos de problemas, desenvolvimento de algoritmos aproximativos e análise da complexidade. O fato de um problema ser teoricamente resolvível por um computador não é suficiente para o problema ser na prática resolvível. Um problema é denominado tratável se no pior caso possui um algoritmo razoavelmente eficiente. E um algoritmo é dito razoavelmente eficiente quando existe um polinômio p tal que para qualquer entrada de tamanho n o algoritmo termina com no máximo p(n) passos [SZW 84]. Já que um polinômio pode ser de ordem bem alta, então um algoritmo de complexidade polinomial pode ser muito ineficiente. Genéticos é que se pode encontrar soluções aproximadas de problemas de grande complexidade computacional mediante um processo de evolução simulada[LAG 96]. Como produto do estudo deste tema, é proposto um método de desenvolvimento de Algoritmos Genéticos com a consciência de qualidade, utilizando todo o estudo formal de tipos de problemas, desenvolvimento de algoritmos aproximativos e análise da complexidade. Uma axiomatização tem o propósito de dar a semântica do algoritmo, ou seja, ela define, formalmente, o funcionamento do algoritmo, mais especificamente das funções e procedimentos do algoritmo. E isto, possibilita ao projetista de algoritmos uma maior segurança no desenvolvimento, porque para provar a correção de um Algoritmo Genético que satisfaça esse modelo só é necessário provar que os procedimentos satisfazem os axiomas. Para ter-se consciência da qualidade de um algoritmo aproximativo, dois fatores são relevantes: a exatidão e a complexidade. Este trabalho levanta os pontos importantes para o estudo da complexidade de um Algoritmo Genético. Infelizmente, são fatores conflitantes, pois quanto maior a exatidão, pior ( mais alta) é a complexidade, e vice-versa. Assim, um estudo da qualidade de um Algoritmo Genético, considerado um algoritmo aproximativo, só estaria completa com a consideração destes dois fatores. Mas, este trabalho proporciona um grande passo em direção do estudo da viabilidade do tratamento de problemas de otimização via Algoritmos Genéticos. / The objective of the work is to study the viability of treating optimization problems, considered intractable, through Genetic Algorithms, developing approaches for the qualitative evaluation of a Genetic Algorithm. Inside this theme, approached areas: complexity, classes of problems, analysis and development of algorithms and Genetic Algorithms, this last one being central object of the study. As product of the study of this theme, a development method of Genetic Algorithms is proposed, using the whole formal study of types of problems, development of approximate algorithms and complexity analysis. The fact that a problem theoretically solvable isn’t enough to mean that it is solvable in pratice. A problem is denominated easy if in the worst case it possesses an algorithm reasonably efficient. And an algorithm is said reasonably efficient when a polynomial p exists such that for any entrance size n the algorithm terminates at maximum of p(n) steps [SZW 84]. Since a polynomial can be of very high order, then an algorithm of polynomial complexity can be very inefficient. The premise of the Genetic Algorithms is that one can find approximate solutions of problems of great computational complexity by means of a process of simulated evolution [LAG 96]. As product of the study of this theme, a method of development of Genetic Algorithms with the quality conscience is proposed, using the whole formal study of types of problems, development of approximate algorithms and complexity analysis. The axiom set has the purpose of giving the semantics of the algorithm, in other words, it defines formally the operation of the algorithm, more specifically of the functions and procedures of the algorithm. And this, facilitates the planner of algorithms a larger safety in the development, because in order to prove the correction of a Genetic Algorithm that satisfies that model it is only necessary to prove that the procedures satisfy the axioms. To have conscience of the quality of an approximate algorithm, two factors are important: the accuracy and the complexity. This work lifts the important points for the study of the complexity of a Genetic Algorithm. Unhappily, they are conflicting factors, because as larger the accuracy, worse (higher) it is the complexity, and vice-versa. Thus, a study of the quality of a Genetic Algorithm, considered an approximate algorithm, would be only complete with the consideration of these two factors. But, this work provides a great step in direction of the study of the viability of the treatment of optimization problems through Genetic Algorithms.

Automatizované zpracování ekonomické analýzy podniku přináší jistá omezení. Klasická von Neumannova architektura doznala v poslední době určitých vylepšení, a je tak možné simulovat procesy, jejichž algoritmické zpracování bylo ještě před pár lety z praktického hlediska nemyslitelné, především kvůli nedostatečné početní a paměťové výkonnosti užívané IT technologie. Přes všechna zrychlení a razantní vylepšení IT technologií v posledních letech však softwarové zpracování simulace podnikových procesů naráží na dvě podstatná omezení, jež jsou popsána v práci. Je to nemožnost vytvářet izomorfní model reality a nutnost řešit simulaci interních a externích procesů v diskrétním čase.

Companhia, publicada originalmente em inglês no ano de 1980, é uma narrativa construída na fronteira entre imaginação e enunciação por um sujeito solitário que, deitado de costas no escuro, fabula continuadamente em busca de companhia. Ela se inclui entre as narrativas de Samuel Beckett cuja trama se passa no espaço mental de seus protagonistas, na região comumente chamada de manicômio do crânio. Conhecida por características que a mantêm distante dos esquemas teóricos universais, apresenta uma abundância de programas narrativos que se anulam uns aos outros, resultando num forte clima de incerteza implicado na situação desse homem deitado de costas no escuro, protagonista da história. Contribuem para esse efeito, também, o emprego de anáforas, que não remetem a nenhuma referência segura; a hipóstase dos papéis actanciais, em que actantes se fazem passar por atores; a estruturação dos parágrafos, distribuídos sem relação lógica explícita que os articule uns aos outros; a articulação de determinados eixos semânticos (como luminosidade, solidão, subjetividade, silêncio, entre outros) sob ótica de uma sublógica da língua, que estabelece o primado das relações complexas sobre as articulações da significação pautadas em dicotomias. Com base na teoria semiótica francesa, a presente pesquisa procura demonstrar que esses elementos, que em Companhia promovem o efeito de incerteza, são decorrentes de operações sintáxicas meticulosamente organizadas pelo enunciador beckettiano. Constituem, portanto, procedimentos discursivos que, apesar do forte clima de incerteza vi mencionado, podem ser descritos por meio de análise, especialmente na articulação de sua dimensão figurativa com a dimensão profunda, a figuralidade. Ao longo da análise (desenvolvida na Segunda Parte da tese), procuramos acompanhar o contraponto das diferentes vozes entrelaçadas na trama, sem deixar de considerar os conteúdos dos episódios narrados pela voz na segunda pessoa gramatical. Desse modo, o conflito das vozes responsáveis por estabelecer o ritmo e a tensividade na narrativa está diretamente relacionado com o conteúdo desses episódios, formulados pela voz na segunda pessoa, na forma de fragmentos biográficos desarticulados uns dos outros. Por fim, ao investigar algumas questões de ordem fenomenológica envolvendo o protagonista de Companhia, apresentamos uma possível perspectiva do enfoque figural em outras obras representativas do discurso literário do século XX. / Originally published in English in 1980, Company is a narrative built on the border between imagination and enunciation by a loner who, lying on his back in the dark, continuously fables in search of companionship. It is among the narratives by Samuel Beckett whose plot takes place in its protagonists mental space, in the region commonly referred to as the madhouse of the skull. Known for features that keep it distant from universal theoretical frameworks, it presents an abundance of narrative programs which nullify one other, resulting in a strong atmosphere of uncertainty involved in the situation of the man lying on his back in the dark, who is the protagonist of the story. Also contributing to this effect, there is the use of anaphoras, which do not refer to any secure reference; the hypostasis of actancial roles, in which actants pose as actors; paragraph structure, distributed without explicit logical connection that articulates one in relation to the other; the articulation of certain semantic axis (such as luminosity, loneliness, subjectivity, silence, among others) under the light of a language sublogics, which establishes the primacy of complex relationships in opposite to the articulations of signification based on dichotomies. Based on the French semiotics theory, this research seeks to demonstrate that those elements, which in Company promote the effect of uncertainty, result from syntactic operations meticulously organized by the Beckettian enunciator. They, therefore, constitute discursive procedures which, despite the strong atmosphere of uncertainty mentioned, can viii be described by means of analysis, especially in the articulation of their figurative dimension with the in-depth dimension, that is, figurality. Throughout the analysis (developed in Part II of the thesis), the attempt was to follow the counterpoint of different voices intertwined in the plot, while considering the content of the episodes narrated by the voice in the second grammatical person. Thus, the conflict of the voices responsible for setting the narratives pace and tensiveness is directly related to the content of these episodes, formulated by the voice in the second person, in the form of disjointed biographical fragments. Finally, in order to investigate some phenomenological issues involving the protagonist of Company, a possible perspective of the figural focus on other works representative of the literary discourse of the 20th century is introduced.

Geografar, alfabetizar com fantoches, é só começar!

A presente pesquisa versa sobre a possibilidade ou não da alfabetização geográfica por meio do Teatro de Fantoche como possibilidade de uma prática lúdica, mais envolvente e que permita a autonomia do sujeito em sala de aula. Na coxia buscamos as informações por meio de entrevistas realizadas com sujeitos alunos e professores de terceira série/ano do Ensino Fundamental, em três escolas de Porto Alegre. O Objetivo geral que buscamos foi observar se o lúdico do teatro de Fantoches é uma possibilidade facilitadora da construção do Conhecimento Geográfico. Trabalhamos com a dialógica, a recursividade e o princípio hologramático, na crença não de uma única verdade, mas das verdades serem muitas e também provisórias. Nossos procedimentos no palco basearam-se na Pesquisa Qualitativa. Na primeira cena exercitamos o ato do conhecer os atores, o palco e o Teatro. As reflexões sobre essa cena dizem respeito à construção do conhecimento geográfico com ênfase nos conceitos de Espaço, de Lugar e de Orientação por meio do Teatro de Fantoches. Para tanto buscamos o apoio da Epistemologia Genética para compreender provisoriamente como a criança constrói o conhecimento. Na segunda cena tratamos das questões metodológicas. A terceira cena é dedicada às leituras produzidas na coxia e no palco: no primeiro ato desta cena encontramos as Representações das entrevistas com os sujeitos professores e sujeitos alunos. No segundo ato as representações das oficinas que, nesse momento, analisamos as oficinas de contação de histórias e de construção dos Fantoches. No terceiro ato as Represent(ações) das Apresent(ações); o estudo das representações espaciais e sociais dos sujeitos alunos para a construção do conhecimento, por meio da apresentação teatral com os Fantoches, foi vista como importante para a compreensão do conhecimento geográfico. No último ato, mas nem tão final da peça, dedicamos às reflexões de nossos objetivos com as práticas adotadas no palco. Observamos que há um predomínio nas narrativas dos sujeitos alunos quanto ao brincar, em especial ao lúdico. Procuramos analisar os significados que os sujeitos atribuem ao brincar, bem como o seu papel nas representações espaciais e sociais. / This research deals with the possibility or not geographic literacy through the Puppet Theatre as a practical possibility of entertaining, more engaging an denabling the autonomy of the subject in the classroom. Backstage seek information through interviews with subject teachers and students of third grade / year of elementary school, in three schools of Porto Alegre. The general objective was to observe whether we seek to play the puppet theater is a possibility of facilitating the construction of geographical knowledge. We work with the dialogue, theholographic principle and recursion, a belief in not only truth but many truths are also provisional. Our procedures were based on the stage in Qualitative Research. In the first scene exercise the act of knowing the actors, the stage and theater. Reflections on the scene to the construction of geographical knowledge with emphasis on the concepts of space, place and guidance through the puppet theater. To this end we seek the support of Genetic Epistemology to provisionally understand how the child constructs knowledge. In the second scene of treat methodological issues. The third scene is devoted to the readings produced backstage and on stage: in the first act of this scene we find the representations of the interviews with the subjects and subject teachers students. In the second act the representations of the workshops at that time, we analyze the storytelling workshops and construction of puppets. In the third act represents (shares) of Presentations (actions), the study of social and spatial representations of the subjects students to construct knowledge by means of theatrical presentation with puppets, was seen as important for the understanding of geographical knowledge. In the last act, but not as the final piece, dedicated to the reflections of our goals with the practices adopted on stage. We note that there is a predominance in the narratives of the subjects students about the play, especially to play. We tried to analyze the meanings individuals give to the play, as well as its role in social and spatial representations.

Esta pesquisa teve como objetivo melhor dimensionar a chegada de novas tecnologias e as mudanças no fazer jornalístico com a chegada dessas ferramentas. Procuramos demonstrar que as abordagens teóricas tradicionais, como o funcionalismo norteamericano (décadas de 30 e 40) e as teorias da Escola de Frankfurt (análise marxista da comunicação) - não são capazes de explicar as mudanças sofridas pelo Jornalismo na última década. Há um problema de ordem epistemológica e metodológica: qual deve ser a abordagem teórica para compreender a chegada de ferramentas tecnológicas como os wikis e os blogs? Essas ferramentas estão alterando as rotinas de apuração, produção, edição e veiculação de notícias. A idéia é a de refletir sobre o surgimento de outros referenciais teóricos mais eficientes para dimensionar o quadro atual; a saber, a teoria de sistemas emergentes e a teoria da complexidade. / This research aims to discuss the arrival of new technologies and how these new tools are changing the way journalism is done. We try to demonstrate that the traditional theorical approaches are not capable of explaining Journalism after its changes in the last decade. There is an epistemologic and metodologic question: what is the appropriate theorical approach to understand the arrival of technologic tools such wiki and blogs. They are changing the way news are investigated, produced, edited and vehicled. The main idea is think about the rise of new theoric references in the endeavor of understanding all these changes: the complexity theory and the theory of emerging systems.

Effects of Two Gait Tasks on Language Complexity in Parkinson's Disease

The effects of dual tasking in Parkinson's disease (PD) have been studied for a number of years. Previous research has generally focused on changes in gait patterns while another task has been performed concurrently. Very few studies have focused on the impact of a concurrent task on speech or language. Language is key for communication: to express wants and needs, to maintain familial relationships, and for social interaction. Thirty-seven individuals participated in the study: 10 with PD, 14 neurologically healthy older (HO) adults, and 13 healthy younger (HY) adults. The participants were given a list of topics to consider and were invited to select several to talk about during the experiment. Their monologues were recorded as they spoke under three conditions: standing still, walking on a treadmill, and walking over randomly presented obstacles on a treadmill. The monologue recordings were transcribed, marked for processing by Systematic Analysis of Language Transcripts (SALT), and analyzed for subordinate clauses by a language expert. The language variables measured were the mean length of utterance in morphemes (MLUm), relative clauses per utterance, adverbial clauses per utterance, noun clauses per utterance, total clauses per utterance, words per minute, different words per minute, relative clauses per minute, adverbial clauses per minute, noun clauses per minute, total clauses per minutes, and utterances per minute. There were significant changes across the conditions of standing, walking, and obstacle in the language variables of words per minute, different words per minute, noun clauses per minute, total clauses per minute, and utterances per minute. A downward trend was noted for adverbial clauses per minute as the gait task became more demanding. The PD and HO groups had less complex language than the HY group, as reflected by the following language variables: adverbial clauses per minute, noun clauses per minute, and total clauses per minute. These findings suggest that as attentional resources used for the production of language are directed to increasing levels of motoric activity, language complexity will significantly decrease across conditions.

Exploring complexity metrics for artifact- centric business process Models

This study explores complexity metrics for business artifact process models described by Case Management Model and Notation (CMMN). Process models are usually described using Business Process Management (BPM), which is a relatively mature discipline with a large number of practitioners. Over the last few decades a new way of describing data intensive business processes has emerged in BPM literature, for which traditional BPM is no longer adequate. This emerging method, used to describe more flexible processes, is called business artifacts with Guard-Stage-Milestone (GSM). The work on GSM influenced CMMN, which was created to fill a market need for more flexible case management processes for knowledge workers. Complexity metrics have been developed for traditional BPM models, such as the Business Process Model and Notation (BPMN). However, traditional BPM is not suitable for describing GSM or CMMN process models. Therefore, complexity metrics developed for traditional process models may not be applicable to business artifact process models such as CMMN. This study addresses this gap by exploring complexity metrics for business artifact process models using CMMN. The findings of this study have practical implications for the CMMN standard and for the commercial products implementing CMMN. This research makes the following contributions: • The development of a formal description of CMMN using first-order logic. • An exploration of the relationship between CMMN and GSM and the development of transformation procedures between them. • A comparison between the method complexity of CMMN and other popular process methods, including BPMN, Unified Modeling Language (UML) Activity diagrams, and Event-driven Process Charts (EPC). • The creation of a systematic literature review of complexity metrics for process models, which was conducted in order to inform the creation of CMMN metrics. • The identification of a set of complexity metrics for the CMMN standard, which underwent theoretical and empirical validation. This research advances literature in the areas of method complexity, complexity metrics for process models, declarative processes, and research on CMMN by characterizing CMMN method complexity, identifying complexity metrics for CMMN, and exploring the relationship between CMMN and GSM. / School of Computing / Ph.
