Historische Kulturlandschaftselemente Sachsens

Historische Kulturlandschaftselemente prägen die regionaltypische Vielfalt und Eigenart der Kulturlandschaft. Insbesondere die biotischen Elemente haben als Zeugen oder Relikte traditioneller Landnutzungen eine hohe Bedeutung für die Biodiversität. In dem Bericht werden 16 biotische historische Kulturlandschaftselemente wie Alleen, Extensiväcker, Gruben, Hecken, Hohlwege, Teiche, Streuobstwiesen und Weinberge beschrieben. Dargestellt wird, wie die Elementtypen historisch entstanden sind, welche Ausprägungen historisch typisch sind, welche Funktionen sie früher hatten, ob und wie sich diese Funktionen gewandelt haben, welche Bedeutung sie für den Arten- und Biotopschutz haben und wie sie erhalten, geschützt und gepflegt werden können. Die Beschreibung ergänzt die als Heft 33/2012 in der Schriftenreihe erschienene Studie »Historische Kulturlandschaften Sachsens«.

Diplomová práce Kolektivizace zemědělství a její promítnutí do krajiny ABSTRACT I searched changes in the cultural landscape structure in the relation with social processes in the time period 1937-2010 in my thesis. The research refers to the second half of 20th century, or more precisely, to the era of collectivization of Czechoslovak agriculture. In consequence of collectivization, the landscape was ecologically devastated and overall the nature of Czech countryside changed. Analysis of the landscape structure has form of case study of cadastral area of Široký Důl. I interpreted landscape changes from historical aerial photos and then analyzed the changes by geographical information systems. The results of those analyses are indicators (landscape metrics), by which I interpreted conditions of landscape in particular time. I confronted the changes in the landscape structure with social processes, which are described in theoretical part of thesis according to background research. Result of my thesis is general story of particular landscape, whose structure changed fundamentally in consequence of collectivization of agriculture. Using a semi-structured interview process, I have attempted to find out how important local cultural tradition is for civic members and how far it is only a formal pattern for resumption of association's activities after 1989. I also tried to determine how the present Association deals with a current environmental issues and how it is used in practice.

Il dévoile les nombreux acteurs de la patrimonialisation ainsi que les stratégies mises en œuvre dans un contexte identitaire compliqué et souvent dramatique. Dans le cadre du travail, le projet de rénovation de la ville d’Al-Khalil illustre, chez les Palestiniens, cette volonté d’affirmation identitaire dans un espace menacé brisé par les guerres, le déplacement et la dépossession par l’occupant israélien. Le patrimoine est lié à la convergence de trois affirmations : identité, territoire et souveraineté. Ici, géographie historique et élaboration d’une conscience patrimoniale sont intimement liées et contribuent à exprimer fortement le fait national palestinien. / This work aims to understand how Palestine affected by a space war, has launched a processcreating heritage value. It reveals the many actors involved and the strategies implemented in creating acomplex and often dramatic identity. In this framework the renovation project of the city of Al-Khalilillustrates among the Palestinians, the desire to assert identity in an a turbulent landscape shattered bywars, displacement, and dispossession by the Israeli occupation. Heritage relates to the convergence ofthree statements: identity, territory and sovereignty. Here, historical geography and development ofheritage consciousness are intimately linked and contribute to highly express the Palestinian nation.

In order to do so, this research is grounded in the concept of Cultural Landscape which imposes the potential to provide men with the resources that uphold a given culture to territory. With a view to integrating new ideas and realities, this dissertation traces history back and finds out that even before the European?s arrival, Guarani tribes had already settled down in an organized manner, with a number of territorial bases which remain up to present days. Historical and cartographical analyses reveal that Guarani tribes were successively subject to the superimposition of different means of territorial organization, whether Spanish, Jesuitical, Marquess of Pombal?s, imperial or republican, throughout history; thus hindering and subjecting their own organization to change, while imposing new ways of life which were always incompatible and intolerant to their culture. By identifying such superimpositions, we are able to advocate that the Guarani are neither culturally nomad nor migrating tribes, but have been historically forced to find new wide territories of appropriate environmental complexity where they could restore their own organization and, as a result, their own culture. At present, policies on settlement, integration and social welfare towards the Guarani go on promoting the same binomial superimposition-migration, as they are based on the same principles of replacing values, meanings and ways of life. / Esta pesquisa busca demonstrar que a cultura Guarani possui uma l?gica de organiza??o territorial que alcan?a as escalas locais, regionais e macrorregionais. Para isso utiliza o arcabou?o te?rico do conceito de Paisagem Cultural, que imp?em ao territ?rio a capacidade de oferecer ao homem os recursos que sustentam uma cultura. Com o objetivo de incorporar novas ideias e realidades, a tese recomp?e a hist?ria, observando que mesmo antes da chegada do homem europeu os Guaranis j? se estabeleciam de forma ordenada, com diversos fundamentos territoriais que permanecem at? os dias de hoje. Na an?lise hist?rica e cartogr?fica, ? poss?vel constatar que os Guaranis foram historicamente submetidos a sucessivas sobreposi??es de l?gicas territoriais, seja espanhola, jesu?ta, pombalina, imperial ou republicana, alterando e impedindo sua organiza??o, impondo novas formas de vida, sempre incompat?veis e intolerantes ? sua cultura. PUC Campinas / The ensemble of farms located in the south of the state of Minas Gerais, represents a great collection of reminiscences in the formation of the territory from the first attempts of arrival at the gold mines until the affirmation of the region as the most producer of items exported to the Court. The farms are exemplary creators of a rural landscape, which will be analyzed as a spatial representation in the process of construction of the territory and as the generator of the small cities in the region. In analyzing the symbolic values associated with the landscape, it is intended to demonstrate that the protection actions for the set of material and immaterial goods that make up the southern territory of Minas Gerais need to be supported by new parameters of value attribution and new scales of apprehension. Therefore, the central hypothesis is that the cultural landscape of the studied region combines a specific geography with singular natural elements and a significant material and immaterial patrimony that still remains integrated through the reiteration of social practices, over time, whose value can only be measured when the field of apprehension is returned to the history of the formation of the territory and the landscape and not to the significant elements alone. / O conjunto de fazendas localizado no sul do estado de Minas Gerais representa um grande acervo de remanescentes da forma??o do territ?rio desde as primeiras tentativas de chegada ?s minas de ouro at? a afirma??o da regi?o como maior produtora de itens exportados para a Corte. From the analysis of the remaining railway assets along the line and its relation with the formed urban tissues, it is intended to reflect on the selection and preservation criteria of the cultural heritage. To understand the dynamics that operate in the studied territory, two groups of territorial analysis are developed that cover the three municipalities: the first group presents the urban physical expansions in spots, dated for periods of 20 in 20 years; The second presents the land uses of the Cia. Paulista railway. The analyzes are intended to interweave changes in the territory and the remaining rail heritage in this set of cities, where the railway and its stations formed the whole responsible for the first urbanization of these cities. As a result of this process is obtained the conformation of a characteristic landscape, conformed by the railway axis. For the recognition of these remnants, the analysis of new concepts of protection, such as the cultural landscape and the cultural itinerary, both published by UNESCO, made it possible to note how the preservation, conservation and promotion policies of cultural heritage in the municipal spheres are still fragile and Unprepared to face the preservation of more complex sets. / A pesquisa prop?e-se a estudar a implanta??o da antiga Cia. Paulista de Estradas de Ferro e a import?ncia da linha na forma??o e configura??o das cidades m?dias e pequenas paulistas, especificamente as cidades de Vinhedo, Valinhos e Louveira, do trecho da linha entre Campinas e Jundia?. A partir da an?lise dos patrim?nios ferrovi?rios remanescentes ao longo da linha e sua rela??o com dos tecidos urbanos formados, pretende-se refletir sobre crit?rios de sele??o e preserva??o dos bens. O trabalho que se apresenta tem como propóstio avaliar o processo de projeto participativo da Casa de Memória em Altamira, cidade do Estado do Pará. A exigência da construção das Casas de Memória, uma na cidade de Altamira e outra na cidade vizinha de Vitória do Xingu, é uma das condicionantes do processo de licenciamento ambiental do empreendimento da construção da Usina Hidrelétrica de Belo Monte. A partir dessa avaliação crítica, expõem-se os desafios, dificuldades, possibilidades, limites e as especificidades do processo de participação no projeto museológico e arquitetônico das Casas de Memória originários do programa de compensação socioambiental. O trabalho não corrobora com a necessidade da construção da usina hidrelétrica de Belo Monte e tampouco com o plano de eletrificação da Amazônia, assume-se aqui que, dada a aprovação da construção da usina as edificações das Casas de Memória, o acervo e as atividades propostas pelo projeto de museologia são uma possibilidade desejável de compensação para a população. Como arquiteto, urbanista e paisagista acredito ser importante o registro e a documentação das transformações, dos valores naturais e culturais da paisagem e da população impactadas. Entendo as Casas de Memória como espaço vivo, animado e apropriado pela população que contribua com a compreensão, o enfrentamento e rsistência frente às transformações e a história da comunidade. A hipótese que se quer provar é de que apenas adotando o processo participativo de trabalho e construção do acervo e do projeto, as casas terão alguma chance de ser concretizada a contento, ou seja, apenas com o envolvimento efetivo da população afetada pela construção da barragem no processo teremos a chance de vê-los apropriem-se do espaço e conotem o valor seimbólico que o espaço remete, caso contrário, o espaço servirá como um museu da cidade que sediará a edificação / The present study aims to evaluate the participatory design process of the Memory House in Altamira, Pará State. The requirement of memory houses construction, one in the city of Altamira and another in the nearby town of Vitória do Xingu, is one of the conditions of the environmental licensing process to the construction of Belo Monte Hydroelectric Plant. Fromthis critical evaluation, i expose challenges, difficulties, possibilities, limits and specificities of the participation in the museum and architectural desing of the memory houses originating from environmental compensation program process. The study does not corroborate the need to build the hydroelectric plant of Belo Monte, nor with the electrification plan of the Amazon. Otherwise, it is assumed here that, give the approval of the construction of the plant, buildings of memory houses, the collection and activities proposed by the museology project is a desirable possibility of compensation for the population. As an architect, urban planner and landscaper designer, I think the registration and documentation of change, natural and cultural values of the landscape and the affected population is important. I understand the memory houses as living space, lively and taken by the population, a space that contributes to the understanding, facing and resistance before the change and the history of the community. The hypothesis we want to prove is taht only by adopting the participatory process of work and construction of the collection and design, the houses will have any chance of being implemented satisfactorily, in other words, only with the effective involvement of the population affected by the dam construction in the process, we will have the chance to see them take the space and understand all the symbolic value that the space refers, otherwise the space will mwerely serve as a city museum which will host the building.

Enhancing cultural heritage in an impact assessment process : analysis of experiences from the UK World Heritage sites

This three-year PhD study looks at heritage performance in impact assessment (IA) practices, analysing the urban planning context and management experiences of selected urban World Heritage (WH) sites in the UK. The research develops recommendations for assessing the impact of plans, programmes and projects on heritage values in culturally significant urban areas with the emphasis on Strategic Environmental Assessment (SEA) and Environmental Impact Assessment (EIA) of large-scale projects in an urban environment. The research analyses theoretical and empirical approaches to heritage management, investigates methodologies for heritage IA and explores opportunities for and barriers to improved heritage IA in the context of current UK policy. In particular, the research contributes with the conceptual framework of identification, interpretation and management of the cultural heritage in the urban planning system. The review of academic and other relevant literature helped to develop the conceptual framework. The data was collected by means of desk-based documents analysis, case studies, focus-group seminars and an on-line Questionnaire with the experts in the heritage and IA fields. The world’s most well-known and arguably most protected sites with officially identified Outstanding Universal Value – WH sites – provide general lessons for the heritage management and IA of new developments and infrastructure projects. The management of UK WH sites could be said to have the features of what is known as a values-based approach to conservation. This approach emphasises the identification of cultural heritage significance with the early participation of different stakeholders in the planning process; the latter has a scope for improvement in the UK context. Research on the boundaries of the heritage and IA fields leads to an improved understanding of cultural heritage and provides a framework for the IA process. The developed framework and the criteria for an enabling environment could be useful for achieving agreement between the different stakeholders, and could allow a smoother planning decision-making process, leading in turn to a reduced need for monitoring from international bodies. The results are useful for planners and developers in the context of western practice, and could also be relevant to the development of international guidelines.

Além das reduções : a paisagem cultural da região missioneira

A paisagem tem sido objeto de interesse de diversas áreas do conhecimento, entre elas a história, a geografia, a arquitetura, o planejamento urbano, as artes visuais, e, mais recentemente, a preservação do patrimônio cultural e ambiental. O rápido processo de transformação territorial que vem ocorrendo nos últimos cinquenta anos, tem colocado em risco o patrimônio cultural e ambiental das diversas comunidades. Como resposta, a valorização da paisagem cultural vem tomando impulso como referência para estas transformações, entre outras razões, por sua direta associação com a memória coletiva, as referências culturais e seu conteúdo simbólico. No Rio Grande do Sul, desde a década de 1920, se vem trabalhando na preservação dos remanescentes das reduções jesuítico-guarani como o único patrimônio a ser considerado representativo na Região Missioneira. O interesse pela preservação do patrimônio, entendendo-o como o antes, o durante e o depois das reduções, iniciou apenas nos últimos anos, quando o modo de pensar o patrimônio se ampliou, passando a se considerar que o conjunto das diversas contribuições culturais forma e enriquece a visão da Região e poderá contribuir para seu crescimento. Diante dessa constatação ampliaram-se os estudos realizados até o momento, a partir de uma visão territorial de paisagem cultural. Mais do que a preservação do patrimônio edificado, a proteção do seu legado cultural, deve contemplar as paisagens, transformadas e criadas pelos primeiros habitantes na pré-história, pelas reduções jesuítico-guarani, pelos migrantes de origem européia de finais do século XIX e do início do século XX e pelos atuais moradores da região. Deverá contemplar, também, as tradições, os saberes e os fazeres que visam auxiliar a compreensão do território. Reconhecer esses valores dará a verdadeira dimensão da importância cultural da região e promoverá o resgate das tradições destas comunidades, que vem sendo perdidas ao longo dos anos. Conservar os costumes e a memória torna mais provável a salvaguarda desta paisagem cultural de importância no contexto nacional e internacional, fortalecendo os valores de identidade das comunidades onde estes se inserem. O uso adequado de suas potencialidades, levando em consideração a diversidade cultural que a forma, poderá promover o desenvolvimento sócio-cultural e econômico sustentável da Região. Este trabalho pretende dar início ao reconhecimento dos elementos que a marcam e a tornam única, pela sua diversidade étnica e cultural, que é o testemunho da ocupação deste território marcado pelos conflitos surgidos na definição dos limites territoriais. / The landscape has been subject of interest of several areas of knowledge, among them history, geography, architecture, urban planning, visual arts and, more recently, environmental and cultural heritage preservation. The fast process of territorial transformation of the last fifty years has put in risk the environmental and cultural heritage of many communities. In response, the appreciation of cultural landscape is gaining momentum as reference for these transformations, among other reasons, for its direct association with the collective memory, the cultural references and its symbolic content. In Rio Grande do Sul, since the 1920’s, there is a work of preservation of the remnants of the Jesuit-Guaraní Reductions as the only representative heritage in the Missions Region. The interest in heritage preservation understood as the before, the during and the after of the reductions began only in recent years, when we have widened the concept of heritage. Now we take into consideration the ensemble of the many cultural contributions that shapes and greatly enriches the vision of the region, and may contribute to its growth. Considering this fact, there was an expansion on the studies to date, from a territorial perspective of cultural landscape. More than the preservation of the built heritage, the protection of its cultural legacy should contemplate the landscapes, transformed and created by the first inhabitants in prehistory, the Jesuit-Guaraní, the European migrants of the late nineteenth and early twentieth century and the current residents. It should also include the traditions and the local know-how, for they assist the understanding of the territory. Recognize these values will give the true dimension of the cultural importance of the region, and it will promote the rescue of the communities’ traditions, which has been lost over the years. Conserving the customs and the memory makes it more likely the safeguard of this cultural landscape of national and international importance, strengthening the identity values of the communities they belong to. The proper use of its potential, taking into account the cultural diversity that shapes it, will possibly promote the socio-cultural and economic sustainable development of the region. This thesis aims to initiate the recognition of the elements that mark the region and make it unique, for its ethnic and cultural diversity, testimony of the occupation of the territory marked by conflict for defining boundaries. / El paisaje ha sido objeto de interés de diversas áreas del conocimiento, entre ellas la historia, la geografía, la arquitectura, la planeación urbana, las artes visuales y, más recientemente, la preservación del patrimonio cultural y ambiental. El rápido proceso de transformación territorial que viene ocurriendo en los últimos cincuenta años, ha puesto en riesgo el patrimonio cultural y ambiental de las diversas comunidades. En respuesta, la valorización del paisaje cultural viene tomando impulso como referencia para estas transformaciones, entre otras razones, por su directa asociación con la memoria colectiva, las referencias culturales y su contenido simbólico. En Rio Grande do Sul, desde la década de 1920, se viene trabajando en la preservación de los remanentes de las reducciones jesuítico-guaraníes como el único patrimonio considerado representativo en la Región Misionera. El interés por la preservación del patrimonio, entendiéndolo como antes, durante y después de las reducciones, se inició solamente en los últimos años, cuando el modo de pensar el patrimonio se amplió y empezó z considerarse que el conjunto de las diversas contribuciones culturales forma y enriquece enormemente la visión de la Región y podrá ayudar a su crecimiento. Ante esta realidad se ampliaron los estudios efectuados hasta el momento, a partir de una visión territorial del paisaje cultural. Más que la preservación del patrimonio edificado, la protección de su legado cultural, debe contemplar los paisajes, transformados y creados por los primeros habitantes de la prehistoria, por las reducciones jesuítico-guaraníes, por los migrantes de origen europea de finales del siglo XIX y del inicio del siglo XX y por los actuales moradores de la Región. También deberá contemplar, las tradiciones, los saberes y las formas de hacer que contribuyen a la comprensión del territorio. Reconocer esos valores dará la verdadera dimensión de la importancia cultural de la región y promoverá el rescate de las tradiciones de estas comunidades, que se han ido perdiendo a lo largo de los años. Conservar las costumbres y la memoria torna más probable la salvaguarda de este paisaje cultural de importancia en el contexto nacional e internacional, fortaleciendo los valores de identidad de las comunidades donde estos se insertan. El uso adecuado de sus potencialidades, tomando en consideración la diversidad cultural que lo forma, podrá promover el desenvolvimiento socio-cultural y económico sustentable de la Región. Este trabajo pretende dar inicio al reconocimiento de los elementos que la marcan y la hacen única, por su diversidad étnica y cultural, que es el testimonio de la ocupación de este territorio marcado por los conflictos surgidos en la definición de los límites territoriales.
