Learning Haisla Nuuyum through stories about traditional territory, feasting and lifestylesGreen, Kundoqk Jacquie Louise 24 April 2013 (has links)
Haisla Nuuyum is our way of life and laws and includes knowledge of place, seasons, weather, feasting, and oolichan fishing including cultural practices that are important to sustain our Nuuyum. Throughout this dissertation work, I examine whether our Nuuyum and its philosophical underpinnings can intertwine and have a productive relationship with contemporary forms of leadership and Chief and Council governance systems. I draw on old Haisla stories of place and identity to examine how they affirm our governing responsibilities within contemporary community leadership. I show how our cultural practices have been affected and have shifted through colonial encounters. I argue that despite the effects of colonialism, the philosophical underpinnings of our Nuuyum have remained at the core of who we are as a Haisla people. This dissertation work is a compilation of published articles and as such, is organized thematically. HERITAGE CONSERVATION POLICY IN THE AGE OF TOURISM: DEVELOPING FRAMEWORKS FOR CONSERVATION, MANAGEMENT, AND SUSTAINABILITY IN PHILIPPINE LOCAL GOVERNMENTS - THE CASE OF THE CITY OF SAN FERNANDO, PAMPANGAIvan Anthony Santos Henares (11778923) 03 December 2021 (has links)
<p>With the
increased role of local authorities in creating cultural policy, gathering
information on how successful and sustainable local heritage conservation
programs are established will be very valuable in crafting future policies. This
dissertation investigated the development of local government heritage
conservation policies in the City of San Fernando, Pampanga in the Philippines
in order to determine (1) predictors of community support for heritage
conservation policy – why communities support heritage conservation policy and
what characteristics or elements of communities lead them to support heritage
conservation policies, (2) factors that lead to the adoption and implementation
of heritage conservation policies or policy drivers of heritage conservation
policy, and (3) given the deeper understanding of community support and policy
drivers, the relationship between these predictors and drivers with heritage
conservation policy management and sustainability. It did this by being
cognizant of the lack of homogeneity across communities, with actors, factors,
contexts, and nuances specific to each community.</p><p>Implementing
two component studies, the dissertation used mixed methods, which interprets
and integrates information drawn from the combined strength of both
quantitative and qualitative data, following the
convergent design (Creswell and Plano Clark, 2018; Harrison et al., 2020) and guided
by the Rigorous Mixed Methods framework (Harrison, Reilly and Creswell, 2020). This
first study used a self-administered online survey to collect data from stakeholders
and ordinary residents of the City of San Fernando, Pampanga which was analyzed
using Structural Equation Modelling (SEM). In the second study, guided by the
naturalist paradigm (Guba and Lincoln, 1982; Lincoln and Guba, 1985),
transcripts of semi-structured interviews conducted by City Tourism and
Investment Promotion Office (CTIPO) were coded and analyzed using the grounded
theory approach. It combined several coding approaches, specifically a blended
approach (Skjott Linneberg, and Korsgaard, 2006), with the the Gioia
Methodology (Gioia et al., 2012) and Ünlü-Qureshi instrument (Qureshi and Ünlü,
2020)</p>
<p>The
integration of qualitative and quantitative data and results was guided by the
dimensions of the mixed methods research integration trilogy (Fetters and
Molina-Azorin, 2017). The
dissertation identified predictors for community support for heritage conservation
policy, policy drivers of the heritage conservation policy process, and the
relationship between these predictors and drivers and within the heritage
conservation policy process and produced three models: (1) predictors of
community support for local heritage
conservation policy, (2) heritage conservation policy drivers, and (3) managerial
implications for heritage conservation policy sustainability, and a framework
for heritage conservation, management, and sustainability. The data suggested
that in the case of San Fernando, (1) knowledge and awareness, (2) sense of
belonging and attachment, (3) place image and community identity, and (4)
evaluation of value are predictors of support for heritage conservation
policies, with evaluation of value as a mediator for the first three. It also identified two major
policy drivers: (1) good governance, and (2) heritage consciousness, and six specific
policy drivers: (1) understanding the dynamics of heritage conservation, (2) addressing
program sustainability, (3) stakeholder integration in the policy process, (4) appreciation
of process-oriented governance, (5) manifesting pride and attachment, and (6) awareness
of long-term outcomes of policies, that serve as factors leading to the
adoption and implementation of heritage conservation policies. The predictors
and policy drivers were incorporated into a single framework for heritage
conservation policy management and sustainability.</p>

Percepção Ambiental na Estação Ecológica de Jureia - Itatins / Environmental Perception at Estação Ecológica de Juréia-ItatinsFerreira, Carolina Peixoto 20 April 2005 (has links)
A Estação Ecológica de Juréia -Itatins (EEJI) é uma unidade de conservação de Proteção Integral. Tal categoria objetiva a preservação da natureza e a realização de pesquisas científicas, sendo a visitação pública consentida apenas quando destinada a atividades educacionais. Embora a lei proíba a ocupação humana no interior das Estações Ecológicas, a EEJI já comportava residentes no ato de sua criação em 1986, que em 1991 totalizavam 1531 pessoas. Conseqüentemente, a EEJI apresenta conflitos sociais decorrentes das restrições provenientes da política ambiental que passou a fazer parte da vida desses moradores. Nesse contexto, esta dissertação de mestrado quer verificar se há correlação entre a existência desses conflitos e as diferentes percepções ambientais de cinco grupos sócio -culturais envolvidos na gestão ambiental deste território comum, quais sejam: (i) os funcionários da administração, (ii) os guarda-parques, (iii) as entidades da sociedade civil organizada, (iv) os pesquisadores e (v) os moradores. Por intermédio de entrevistas de questões abertas e de observações indiretas feitas em campo sobre as relações humanas e suas interações com o espaço, analisaram-se os significados, as atitudes e as valorações desses grupos diante do ambiente natural e construído da EEJI e identificaram-se as suas expectativas em relação à gestão ambiental desta unidade de conservação. Os resultados da pesquisa indicaram que as diferentes percepções ambientais de fato estão atreladas aos conflitos, mas também destacaram vários pontos de convergência nessas alteridades perceptivas. Há abertura a uma gestão mais democrática que concilie a conservação das riquezas naturais e culturais da Estação. Existe a percepção de que a centralização do poder nas mãos do Órgão Público responsável pela EEJI apresenta uma maior probabilidade de ocorrência de conflitos. A ordem inversa, que contemple e conheça as dinâmicas sociais e ambientais do lugar e que assegure a participação dos grupos envolvidos, é reconhecida pelos entrevistados como um caminho mais eficaz e justo para a resolução desses impasses. Nesse sentido, o estudo de percepção ambiental, mostra-se como uma importante ferramenta política, uma vez que revela e contextualiza a realidade local, fornecendo subsídios ao planejamento e à gestão, evitando ou minimizando os conflitos provenientes de ações incoerentes com as realidades. Such category aims to preserve nature and the fulfillment of scientific researches, being public visitation consented only for educational purposes. In spite of the fact that the law prohibits human occupation in such units, when EEJI was set up in 1986 it already had some residents, summing up to 1,531 people in 1991. Consequently the EEJI presents social conflicts as a result of the restrictions proceeding from the environmental policy which started to integrate the life of those people. In this context, this master essay wants to verify if there is a correlation between the existence of these conflicts and the different environmental perceptions of the five socio-cultural groups involved in the environmental management of this commonplace territory, known as: (i) the administration staff, (ii) park keepers , (iii) the entities of the organized civilian society, (iv) the researchers, and (v) the residents. Through open questioning interviews and indirect observations made in the field about the human relations and their interactions with the space, an analysis was made of the meanings, the attitudes and the value judgments of these groups concerning both the natural and constructed environments in the EEJI. Their expectations in relation to the environmental management of this conservation unit were also identified. The results of this research not only indicated that the different environmental perceptions are in fact bound by the conflicts but also pointed out several convergence points in these perceptual alterities. There is openness to a more democratic management that conciliates the conservation of natural and cultural wealth of the EEJI. There is the perception that the power concentrated in the hands of the Governmental Department responsible for EEJI presents a greater chance of conflicts taking place. The reverse order, that contemplates and knows the social and environmental dynamics of the place and that assures the participation of the groups involved is recognized by the interviewees as a fairer and more efficient way of settling the impasse. In this sense, the study of the environmental perception shows itself as an important political tool, once it reveals and contextualizes the local reality, supplying subsidies to the planning and managing, avoiding or minimizing the conflicts that arise from the incoherent actions taken. Geographical concepts of space, landscape, territory and place support the arguments accomplished in this study.

有視於許多珍貴人類文化資產或因全球化導致文化均質化,或因武裝衝突、發展觀光及環境惡化等因素,面臨毀壞甚至消失的危機,聯合國教科文組織和許多國際組織透過制定及締結國際公約喚起國際社群的關注,凝聚國際間的集體力量,帶動國際文化保護保存的合作,以維護文化的多樣性、推動文化對話及族群相互尊重包容。基於全世界對於文化資產保護的文化共識,1954年《海牙公約》制定至今已逾一甲子,《保護世界文化和自然遺產公約》至今也邁向近半世紀之久,我國1982年公布實施《文化資產保存法》,至今亦已有卅餘年。
本論文研究目的在檢視國際公約有關文化保存保護的歷史發展,及我國現行文化保護保存法規與實務問題。採質性研究、個案研究法,將我國最高行政法院文化資產相關判決整理分析,期從研究發現中獲得文化保護行動的反思與我國修法的參考。
研究發現我國文化法規整體規範尚未包含無形文化遺產的保護保存,此一部分亟待未來立法。此外,現行法規內容及文物分類與國際公約所行方式不同,另一方面,我國文化事務主管機關執行政策時所遇困難,可參酌國際公約與他國現行方式,本於我國文化資產特性與文化整體特色因應調整。除立法修法建議之外,本論文亦從個案分析與比較研究發現,我國對於文化資產保存的概念採物質取向,衍生文化物私權凌駕公權之上的衝突情況,若期文化永續發展,宜將「文化資產」概念轉化為「文化遺產」觀點,從更高的文化哲學層面執行我國文化事務的全面保護保存政策。 / Regarding the destruction of many precious human culture, either due to globalization to cultural homogenization, or because of armed conflict, environmental degradation and other factors, the arouse concerns and collective strength of international cultural cooperation led to maintain cultural diversity, promoting cultural dialogue and mutual respect for ethnic coexistence. Based on the world's cultural consensus for the protection of cultural heritage, firstly the 1954 Hague Convention and consequently the Protection of the World Cultural and Natural Heritage Convention, both have built up a well-organised system for culture preservation and conservation. In Taiwan, The Culture Property Preservation Act has also been implemented in 1982.
This paper explores historical development of the relevant international conventions on cultural preservation and protection as well as the existing cultural legislation and practical issues in Taiwan. Drawing upon case studies as qualitative research method, the analysis of twelve cases selected from the highest administrative court judgments illuminates currently controvercial issues and leads to make suggestions of what action of amending should be considered to empower authorities and provide more effective administration to enhance domestic culture policies.
The result of analysis indicates that the intangible cultural norms and regulations have not been viewed as an important issue and legislation for intangible cultural heritage should be put on top priority in national culture development policies. The difficulties encountered while implementing policies of cultural affairs shed lights on central and local hieracheical institutions that the realm of autonomy should be distinctively clarified so that administrative agency could be helpful to solve conflicts and diversities. In addition, the case study and comparison also found that collective rights on the preservation of cultural assets were derived overriding private rights. However, if the sustainable development of culture would be expected then a balance between collective and provate rights on cultural affairs should be taken as legal norms

Black Food Trucks Matter: A Qualitative Study Examining The (Mis)Representation, Underestimation, and Contribution of Black Entrepreneurs In The Food Truck IndustryAriel D Smith (14223191) 11 August 2023 (has links)
<p>Food trucks have become increasingly popular over the last decade following the Great Recession of 2008. Scholars have begun to study the food truck phenomenon, its future projected trajectory, and even positioning it within social justice discourse along cultural lines; however, scholarship has yet to address the participation of Black entrepreneurs in the food truck industry.</p>

<p>The objective of this dissertation is to expand the perception of Black food entrepreneurs within the food truck industry by interrogating how Black food truck owners are misrepresented, under analyzed, and underestimated. Using a series of interdisciplinary qualitative methods including introspective analysis, thematic coding analysis, and case studies, I approach this objective by addressing three questions. First, I analyze movies and television to understand where Black-owned food trucks are represented in popular culture and how they are depicted. In doing so, we come to understand that Black business representation, specifically Black food truck representation consistently falls victim to negative stereotypes. These stereotypes can influence the extent to which Black food truck owners are taken seriously and seen as legitimate business leaders in their community. Second, I interview 16 Black food truck entrepreneurs to understand why the mobile food industry appealed to them and how it has become a platform for them to explore other opportunities. Finally, I review eight cities that have launched Black food truck festivals and parks within the last 6 years to gain an understanding of the collective power wielded by Black food truck owners and its impact Black communities. Moreover, this dissertation challenges the myth that collectivism does not exist among Black entrepreneurs and the Black community broadly.</p>
