Da participação à voz: um estudo polifônico das atas do Conselho Estadual de Política Cultural (CONSEC) à luz do Modelo de Análise Modular do Discurso

Este estudo parte da hipótese de que, mesmo em setores de gestão pública, é possível haver privilégios de alguns segmentos em detrimento de outros, comprometendo o direito igualitário e democrático da participação. Com base nessa hipótese, nosso objetivo é compreender como se dá a dinâmica da participação dos conselheiros que representam diferentes segmentos sociais dentro do conselho de política cultural de Minas Gerais (CONSEC) e o processo de efetivação de suas vozes por meio de registros oficiais. Para alcançar esse objetivo, será apresentada, de forma sistemática, a análise de seis atas de reuniões do conselho de política cultural de Minas Gerais (CONSEC), com base em contribuições teóricas e metodológicas de um modelo de análise discursiva, o Modelo de Análise Modular do Discurso. Nesta pesquisa, esse modelo permitiu uma análise sob o ponto de vista dos módulos interacional, sintático, referencial e hierárquico, bem como da forma de organização elementar enunciativa e da forma de organização complexa polifônica. Como resultados, verificamos que, de acordo com os registros nas atas, não há igualdade participativa entre os segmentos do CONSEC, fato que compromete a função democrática desse conselho. / This study starts from the assumption that, even in public administration sectors, there may be some segments privileges over others, jeopardizing the egalitarian and democratic right of participation. Based on this assumption, our goal is to understand how is the dynamic participation of the directors representing such segments within the cultural policy of the board of Minas Gerais (CONSEC) and the process of realization of their voices though official records. To achieve this goal, will be presented in a systematic way, the analysis of six minutes of meetings of cultural policy council Minas Gerais (COSEC), based on theoretical and methodological contributions of a discourse analysis model, the Modular Analysis Model Discourse. In this research, this model allowed na analysis from the perpective of interactional modules, syntactic, and hierarchical framework, as well as the form of enunciation elementar organization and from of polyphonic complex organization. As a result, we find that, according to the records in the minutes, there is no participatory equality between segments CONSEC, a fact that undermines the democratic function of this council.

Por uma política cultural que dialogue com a cidade: o caso do encontro entre o MASP e o graffiti (2008-2011)

Em 2008 o Museu de Arte de São Paulo (MASP) recusou uma exposição da dupla de grafiteiros OsGemeos. Em 2011, organizou sua segunda mostra de graffiti em três anos. No mesmo ano, a Secretaria da Cultura do Governo do Estado de São Paulo criou na capital o Museu Aberto de Arte Urbana (MAAU). Em 2008, a Prefeitura de São Paulo apagara um mural de grandes proporções dos mesmos OsGemeos. Pretende-se compreender por que, no final da primeira década do século XXI, a política cultural formulada pelo MASP escolheu o graffiti como uma manifestação urbana a ser ali exibida, traçando-se um paralelo com opção similar feita pela Secretaria da Cultura em relação ao graffiti no espaço público. Está nessas ações uma tentativa de estabelecer novos modos de relacionamento com a cidade e, de algum modo, participar de sua reconfiguração? A ação permitiria estabelecer-se algum paralelo com as origens do museu concebido por Lina Bo Bardi, que nas suas primeiras décadas de criação travava forte diálogo crítico com a cidade? Considera-se a intensificação do diálogo entre os equipamentos culturais e o espaço público -- e com as manifestações artísticas e culturais no espaço público -- como potente para religar os laços entre os cidadãos e os equipamentos culturais da cidade, ao mesmo tempo em que se considera que uma maior intensificação no relacionamento entre pessoas, arte e cultura, equipamentos culturais e cidade contribui para uma ampliação dos usos da cidade e do relacionamento de seus moradores com o simbólico, entendendo-se que pelo diálogo passam obrigatoriamente as ideias de dissenso (RANCIÈRE, 2012), negociação e conflito (CANCLINI, 2004). / In 2008 the São Paulo Museum of Art -- MASP (\"Museu de Arte de São Paulo\") rejected an exhibition by the graffiti artists OsGemeos. In 2011 it organized its second exhibit of graffiti in three years. In the same year the Culture Department of the Government of the State of São Paulo created the Open Museum of Urban Art -- MAAU (\"Museu Aberto de Arte Urbana\") in the City of São Paulo. In 2008 the Municipality of São Paulo had erased a very large mural by the same OsGemeos. The purpose of this work is the examine why, at the end of the first decade of the 21st century, the cultural policy established by MASP chose graffiti as one of the urban exhibits to be displayed there, compared with a similar choice made by the Department of Culture in relation to graffiti in urban spaces. Are those actions an attempt to establish new relationships with the city and somehow to participate in its reconfiguration? Would such actions establish a parallel with the origins of the museum as conceived by Lina Bo Bardi which, in the first decades of the museum\'s existence used to engage in a powerful critical dialogue with the city? The development of the dialogue between cultural facilities and public spaces -- and with the exhibits of art and culture in public spaces -- is strong enough to restore the bonds between citizens and the cultural facilities of the city. A greater intensification of the relationship among persons, art and culture, cultural facilities and the city contributes to expand the uses of the city and the relationship of its inhabitants with symbolic representations. The dialogue is necessarily crossed by the ideas of dissension (RANCIÈRE, 2012), negotiation and conflict (CANCLINI, 2004).

Esta dissertação parte da incerteza quanto ao futuro da Coleção Rossini que atualmente encontra-se sob a guarda da Secretaria Municipal de Cultura de São Paulo e indisponível para pesquisa. Diante dessa situação buscou-se realizar uma revisão do Museu de Folclore Rossini Tavares de Lima desde 1947, quando a coleção começou a ser formada, até 2010, ano de sua transferência para o Pavilhão das Culturas Brasileiras. O objetivo é identificar os momentos-chave de mudança na política institucional, bem como os seus impactos na salvaguarda e no uso social da Coleção Rossini, de modo a contribuir para uma reflexão crítica acerca do processo que levou à atual situação. Ao longo desse período a coleção passou da esfera privada à esfera pública, o que confere características peculiares à sua história, colocando-a como testemunha da instabilidade das políticas culturais do Estado. Do ponto de vista das fontes, essa dissertação baseia-se na história oral e no levantamento de matérias publicadas na grande imprensa, visando cobrir lacunas e esclarecer pontos obscuros da história institucional, que de outro modo não poderiam ter sido problematizados. A pesquisa realizada aponta para a proeminência de Rossini Tavares de Lima nos debates sobre as culturas populares e tradicionais no Brasil e constata a ampla difusão do tema na imprensa entre as décadas de 1940 e 1960. Confirmou-se, ainda, a existência de disputas entre folcloristas e cientistas sociais pela constituição de um campo de saber específico para o estudo das culturas populares, como indicado pela bibliografia. Por fim, revela-se o potencial questionador desse tipo de coleção em relação às narrativas hegemônicas no campo do patrimônio e da constituição da memória da cultura brasileira. / This dissertation departs from the uncertainty regarding the future of Coleção Rossini [Rossini Collection], which at the moment is under care of São Paulo City Cultural Secretary, and is unavailable for research. In the face of this limitation, the proposal was to make a revision of the Museu de Folclore Rossini Tavares de Lima [Rossini Tavares de Lima Folklore Museum] from 1947, when this collection started to be assembled, until 2010, the year of its transference to the Pavilhão das Culturas Brasileiras [Brazilian Cultures Pavilion]. The purpose here is to identify key-moments of change in the institutional policy, as well as their impacts on the protection and the social use of the Rossini Collection, in a way that contributes to a critical reflection on the process that led to the current situation. Through this period the collection passed from private to public domain, what granted it particular features related to its history, placing it as a testimony of the instability of state cultural policies. As for the sources, this dissertation is based on oral history and on a survey of stories published in the mainstream media, aiming at filling gaps and shedding light on obscure points of the institutional history, which otherwise would not be problematized. The accomplished research pointed to Rossini Tavares de Lima\'s prominence on debates around traditional and popular cultures in Brazil, and verified the widespread diffusion of this subject in the press between the 1940s and 1960s. It has also been confirmed the existence of a dispute between folklorists and social scientists over the constitution of a field of knowledge specialized in the study of popular cultures, as the bibliography suggests. Finally, it reveals the questioning potential of this kind of collection toward the hegemonic narratives in the fields of heritage and the constitution of the memory of Brazilian culture.

"Education populaire" : les deux ou trois vies d'une formule / Lifecycles of the set phrase ”Éducation populaire” in French public discourses

L'expression « éducation populaire » connaît en France une nouvelle fortune depuis les années 1990. La recherche vise à éclaircir le sens et les causes de ce retour en grâce discursif. On définit la séquence « éducation populaire » comme une formule, au sens de l'analyse du discours, en lien avec la notion de catégorie. L'étude du retour contemporain de celle-ci impose un long détour par son histoire. Celle-ci se décompose en deux cycles complet constitués de phases d'émergence, de consécration et de déclin autour d'un usage de la formule comme quasi-catégorie : sous-catégorie de l'Instruction publique entre la Révolution française et les années 1930, puis catégorie détachée de l'École mais associée à des formules concurrentes et bientôt reléguées par elles au rang d'ancêtre mythique. La période contemporaine se présente comme l'émergence d’un usage détaché de l’animation socioculturelle et orientée vers la formation militante et la repolitisation des politiques culturelles ; ce nouvel usage, qui demeure toutefois en concurrence avec une remobilisation du secteur Jeunesse et Éducation populaire, réintroduit en outre les pratiques d’origine scolaires que ce dernier avait écartées. / The set phrase "éducation populaire" has been especially successful in French public discourses since the 1990s. We intend to analyze this lexical comeback. The past life of the phrase can be divided in two cycles, each of them composed of successive phases of emergence, consecration and decline, and revolving around an interpretation of the phrase as a quasi-category. It starts as a subcategory of "Instruction publique" from the French Revolution to the 1930s, then becomes a category detachedfrom schooling but linked with competing phrases, and is soon discarded by these ones as a mythical ancestor. The last years witness a new, yet uncertain phase of emergence which defines "éducation populaire" as a form of radical political education or as a repoliticization of cultural policies. This new use, however, is competing with the remobilization of traditional movements. It also reintroduces the school-rooted practices which had been previously discarded.

With the support of some works of Michel Foucault (1926 – 1984), specially the Biopolitics Course; by Pascal Gielen (1970) about Creativity and other Fundamentalisms; of political action present at Homo Sacer figure, by Giorgio Agamben (1942); of Immunity approach at Roberto Esposito (1950) work; and the concept of Multitude by Antonio Negri (1933), the thesis starts with the governmentality idea and the analyse of economy and politics relations fortification to search the comprehension of the problems not only in the PNC constitution, but also at neoliberals contexts that engender it (and that emerge from it). Besides, authors that analyse Brazilian cultural policy and cultural economy are mentioned. The research corpus also assembles some cultural actions proposed in small Brazilian cities (not big ones, like Rio de Janeiro and São Paulo), where the situation is much more difficult. The expected result is the study of the problems that are preventing the construction of a national cultural policy, acting in several directions that involve communication, economy and politics nets, promoting desubjetivation and thanatopolitics effects instead of politics for life / O objetivo desta tese é fazer uma análise do PNC ⎯ Plano Nacional de Cultura ⎯ tendo em vista detectar alguns motivos que tem impedido esse plano de estabelecer uma política cultural no país. Com o apoio de algumas obras de Michel Foucault (1926 – 1984), especialmente o seu Curso de Biopolítica; de Pascal Gielen (1970) acerca do Fundamentalismo da Criatividade; da ação política presente na figura do Homo Sacer de Giorgio Agamben (1942); da abordagem Imunitária presente na obra de Roberto Esposito (1950); e do conceito de Multidão de Antonio Negri (1933), a tese parte da noção de governamentalidade e da análise do fortalecimento das relações entre economia e política para buscar compreender os problemas envolvidos, não apenas na constituição do PNC, mas nos contextos neoliberais que o engendram (e que dele emergem). Além disso, são citados autores que analisam a história da política cultural e da economia da cultura no Brasil. We analyzed the importance of two ethnographic travels named O Turista Aprendiz, in the work and political career of Mario de Andrade. These journeys, occurred in 1927 and 1928-9, were important for rousing the contact with inside Brazil that the modernist writer have always looked for. One of the main issues of the aesthetic project of Mario de Andrade was "to look inside of Brazil" searching for its true origins. In our view, this look was responsible for developing two other strands on Andrade's work since reverberated in a project Na Pancada do Ganzá that can be explained, at first, as its contribution to the Brazilian social thought in seeking an interpretation of Brazilianness from the cultural field. Also echoed in political actions, in a institutional way, when he took over and led the Department of Culture of the Municipality of São Paulo. For this, we observe the actions of Mario de Andrade, from three basic axes: the literary man, the researcher man and politician man. All these strands establish links among themselves to help the measurement of the contribution that Andrade gave to the Social Sciences and to understand Brazil. In addition to the links between these strands, we noted how collaboration and networking are important tools in Mário de Andrade's work in both its aesthetic and ideological conceptions / Esta tese analisa a relação entre literatura e ciências sociais sob dois aspectos cruciais: cultura e política. Para isto, analisamos a importância que duas viagens etnográficas O Turista Aprendiz tiveram em parte da obra e trajetória política de Mário de Andrade. Essas viagens ocorridas nos anos de 1927 e 1928-9 foram importantes por aguçar no escritor modernista o contato que sempre almejou com o Brasil de dentro . Uma das bandeiras do projeto estético de Mário de Andrade consistia em olhar pra dentro do Brasil na busca por suas verdadeiras origens. Ce projet de recherche se concentre sur les conditions generales de politique culturelle sous lesquelles se créent les nouvelles formes artistiques du theatre musical contemporain en Allemagne et en France.Le travail de recherche sur le présent thème est dédié aux tentatives d'innover et n'a pas pour objet de mettre la crise en évidence. L'intérêt de ce domaine de recherche réside dans la recherche de solutions en discutants des reformes et innovations tout en s'appuyant sur des études de cas tirées de la pratique actuelle du theatre musical en Allemagne et en France. Les pressants travaux reposent sur une étude des sept cas exemplaires. Les exemples choisis couvrent aussi bien le domaine des théâtres traditionnels en tant qu'institution que celui de la structure des collectifs. Il conviendra de montrer s'il existe un lien entre les libertés laissées par la politique culturelle et les innovations esthétiques, si l'on peut discerner des recoupements franco-allemands et si un intérêt pan-européen en matière de politique culturelle peut résider dans une reforme. / This research project is concentrated to focus the general conditions of cultural policy which are responsible for the creation of new artistic forms of contemporary music theatre in Germany and France. For this the research is focussed on innovations and not on the analysis of the crisis. The aim is to find solution and discus different reforms in the artistic practices. The field work include the analysis of 7 case studies, traditional institutions and structures of the free landscape of contemporary music theatre in Germany and France. It will be shown in the analysis that there is a link between cultural policy and innovation of arts.

本文主要考察社会主义中国的文化政策经历了怎样的发展变化,并试图回答自1949年以来中国共产党是如何介入与领导当代中国的文化,其文化治理的理论与实践又是如何发展与转变,对文化领域又产生了怎样的影响。 / 与只对政策文件进行解读的传统政策研究不同,本研究采用文化的政治经济学和文化社会学取经,结合宏观与微观、观念与实践两个层面,对上述问题进行考察与分析,从而梳理出中国文化政策发展变化的历史脉络。除了对中共制订的政策文件及主要思想理论进行梳理与分析外,本文选取了代表中国社会主义国家特色的上海市工人文化宮及其话剧生产为个案研究对象,通过文献研究、实地考察、深度访谈、历史比较分析等方法,具体深入地考察文化主体与文化政策之间的关系,尤其是在后毛泽东时代的发展变化,以此勾勒出社会主义中国文化政策从思维到实践的运动轨迹。 / 本文希望通过这一研究可以在以下三个方面有所贡献:(1)梳理出一种社会主义中国的文化政策的历史脉络;(2)试图通过个体深访和个体口述史,来考察社会主义中国文化政策与个体的关系,从而在微观上提供关于社会主义中国文化政策的重要实证数据。并且,(3)在中观和宏观的层面上建议一种关于社会主义中国文化政策研究的理论框架,作为今后这一研究课题发展的一个基础;(4)通过比较中国与西方发达资本主义国家之间文化政策发展与运动趋势的异同,反思中国文化政策的转型,从而为推进中国文化政策的发展与进步建言。最后,希望本论文可以对社会主义国家或发展中国家的文化政策研究提供中国经验的参考与启发。需要强调的是,本文并非急于给社会主义中国文化政策的历史变迁下定论,限于历史资料收集的有限性和文化政策历时研究的复杂性,本文主要是通过现有的史料和相关数据,来做一项关于社会主义中国文化政策领域的开拓性的基础研究,也是为日后中国文化政策研究的发展做一种铺垫。 / The thesis project attempts to answer the questions about how the Chinese Communist Party governs the cultural domain in Contemporary China, and how the cultural governance develops and influences cultural production in China since 1949. / This research tries systematically explores the development of the cultural policy of Socialist China by focusing on Shanghai Municipal Workers Palace of Culture and its cultural production, which is an understudied topic in Chinese Studies. Through investigating the CCP’s theories, thoughts and policies in cultural sphere, the ways and rules of producing literature and art, it will systematically analyze the relationship of the Chinese party-state and culture in different historical periods, and illustrate the development of the CCP’s cultural policy from theory to practice. / The study mainly adopts Cultural Political Economy and Sociology of Culture approaches. Different from traditional cultural policy studies, it is a historical and comparative empirical inquiry with an integrated macro and micro perspective. The study introduces qualitative methods including archive analysis, field study, in-depth interview, oral history, participant observation, and historical comparative analysis and etc, to answer the research questions and support the thesis arguments. / The purpose of the thesis is (1) to map the historical path of cultural policy in the People’s Republic of China; (2) to provide empirical data of Socialist China’ cultural policy from micro perspective through subject’s in-depth interview and oral history; and (3) to suggest a theoretical framework for Chinese cultural policy studies at a meso- and macro-level; and (4) to bring critical reflection on the transition of cultural policy in today’s China, through comparing it with the shift and trend of the Western. Furthermore, the line of research also aims provide the Chinese model as a reference for cultural policy studies on socialist states or developing countries. To be noted, our goal is not to draw a hasty conclusion about the transformation of cultural policy in PRC or to predict its future directions.
