Comunicação e debate público : o caso Pontal do Estaleiro em Porto Alegre

Esta dissertação descreve e analisa o debate público sobre o projeto do Pontal do Estaleiro entre as esferas pública, política e midiática. O terreno referente ao Pontal do Estaleiro se tornou uma polêmica durante a revisão do Plano Diretor de Desenvolvimento Urbano e Ambiental de Porto Alegre. Este projeto monopolizou um debate entre novembro de 2008 e agosto de 2009, ao sair do escopo da revisão do plano diretor e solicitar alteração da Lei Complementar 470 de 02/01/2002 (LC 470/2002) para permitir edificações residenciais em espaço de orla às margens do Guaíba. A polêmica rendeu duas aprovações do projeto, veto do prefeito e audiências públicas na Câmara de Vereadores. Acabou resultando em deliberação pública através da realização de uma consulta à população. O trabalho aborda a circularidade das questões nas cinco principais fases do debate, a partir das especificidades de cada instância. Na esfera política, analisaram-se os movimentos de accountability (prestação de contas) em notícias publicadas pela Câmara de Vereadores e Prefeitura Municipal nos respectivos sites. Na esfera pública, foram identificados os argumentos da arena de interlocução através da observação participante de uma audiência pública, duas reuniões do Fórum de Entidades e de entrevistas realizadas no dia da consulta pública. Na esfera midiática, foram examinadas as questões enquadradas nas principais coberturas jornalísticas sobre o Pontal, realizadas pelos jornais Zero Hora, Correio do Povo e Jornal do Comércio. Concluiu-se que as esferas realizam diferentes tipos de comunicação no debate. A esfera pública substanciou os principais argumentos que foram discutidos no debate público. Juntamente com a esfera política, foi mais permeável à circulação de questões em debate, mas ambas não conseguiram agendar a esfera midiática na exposição argumentativa. Assim, a mídia se mostrou menos permeável aos argumentos reduzindo a amplitude do debate público. / This thesis describes and analyzes the public debate on the development proposal for Pontal do Estaleiro between the public, politics and media spheres. Pontal do Estaleiro’s property became controversial during the revision of the Master Plan for Urban and Environmental Development of Porto Alegre. This project was the main focus of a debate between the months of November 2008 and August 2009, when it left the scope of the Master Plan review and a change of the Complementary Law 470 of 01/02/2002 (LC 470/2002) was requested in order to allow residential buildings to be built on the coast of Guaíba Lake. The controversy was such that the project had two approvals, the mayor's veto and public hearings at the City Council. It eventually was resolved through public deliberation by a query within the population. This work addresses the issues of circularity in the five main stages of the debate considering the specificities of each instance. In the public sphere, the arguments of the arena for dialogue were identified through participant observation of a public hearing, two meetings of the Forum of Entities and interviews done during the public consultation. In the political sphere, the movements of accountability were analyzed in reports published by the City Council and City Hall on their websites. In the media sphere, issues framed in the main news coverage on the Pontal made by Zero Hora, Correio do Povo and Jornal do Comércio were examined. It was concluded that the spheres carry different types of communication throughout the debate. The public sphere has substantiated the main arguments that have been discussed in public debate. Along with the political sphere, it was more open to the circulation of issues under discussion, but both failed to influence the media sphere's agenda towards the explanatory argument. Thus, the media showed itself less susceptible to arguments, reducing the extent of public debate.

Esta pesquisa investigou os processos de referenciação do ponto de vista argumentativo, e observou, especificamente, as ocorrências de expressões nominais definidas e indefinidas em discursos produzidos por grupos políticos em situação de debate na televisão. O corpus selecionado compreendeu um debate político organizado pelo programa Roda Viva, transmitido pela TV Cultura de São Paulo, em 15 de julho de 2005, cujos debatedores, deputados e senadores, integrantes da CPI dos Correios, estavam divididos em dois grupos partidários: a oposição, formada por representantes dos partidos PFL, PPS e PSDB, e os governistas, do partido do PT. Estabelecemos em quais condições específicas de produção esse discurso foi elaborado e observamos as características específicas tanto do suporte, quanto do gênero no corpus selecionado. Analisamos a interação entre os debatedores, para observar a seleção lingüística a que cada um deles procedeu para construir determinados referentes, e examinamos o encaminhamento argumentativo que se constituiu na rede referencial. Enfim, investigamos como as orientações argumentativas se construíram de maneira interativa entre os grupos, já que estes, apesar de cumprirem o mesmo papel social na situação interacional, encontravam-se em posições partidárias distintas. Adotamos por referencial teórico: estudos sobre a referenciação, em Mondada e Dubois (2003), Apothéloz (2003), Marcuschi e Koch (1998); reflexões em torno da argumentação, em Perelman e Olbrechts-Tyteca (1958, 2002), Charaudeau (2006) e Aquino (1997); investigações sobre a modalidade falada da língua quanto às questões de interação, em Aquino, Fávero e Andrade (1998) e Marcuschi (2001). / This research investigated the referencial processes from the argumentative point of view, and observed, specifically, the occurrences of nominal expressions in political debates in the media. The corpus consisted of a political debate organized by Roda Viva, a program transmitted by TV Cultura of São Paulo, on July 15 2005, whose participants (politicians) were divided into two groups: the opposition, formed by PFL, PPS and PSDB members, and governmetalists, who belonged to the PT. The particular conditions of production of the participants´ discourses were described and the specific characteristics of both the support and the genre were observed. The analysis of the interaction between the participants was carried out in order to observe the linguistic selection that each one of them used to construct the textual referents, and to examine the argumentative orientation that was established in the referencial net. At last, we investigated how the argumentative orientations were constructed interactively by the groups, since they, in spite of having the same social role, took opposite stands. The adopted bibliographical references were: studies on the referentiation, in Mondada and Dubois (2003), Apothéloz (2003), Marcuschi and Koch (1998); reflections upon argumentation, in Perelman and Olbrechts-Tyteca (1958, 2002), Charaudeau (2006) and Aquino (1997) stand out; inquiries on spoken language, specially concerning interaction questions, in Aquino, Fávero and Andrade (1998) and Marcuschi (2001).

This thesis examines the arguments of the Great Debate over the Iroquois Influence Thesis. The author researches the history of the thesis origin and its historiography, plus historical facts, which contribute to the Iroquois Influence Thesis existence. Related statements by the Founding Fathers, an examination of the Cornell Conference on the issue, and points of contention debated by scholars are also conducted. The author used on-line sources, books and scholarly articles fundamental to the Iroquois Influence Thesis to launch the study, then procured sources, documented therein, plus documents and letters to proceed. Findings show cause for the Iroquois Influence Thesis to exist; however, the author's conclusion is that the nature of much evidence is circumstantial, thus, facilitating to the debate. The reader will learn novel details of U.S. Colonial History, and the political and sociological views of the Founding Fathers regarding Indian governments and customs.

English K-6 syllabus and support document (1994) is NSW's 'Clayton's' Primary English syllabus in that it was released in 1994, was 'on hold' and under review in early 1995 then recommended for revision by 1998. This is an extraordinary example of 'the written curriculum' of subject English, a site of intense ideological and pedagogical contestation. The Report produced by the Eltis Committee of Review, Focus on learning : Report of the Review of Outcomes and Profiles in New South Wales Schooling (1995) recommended immediate revision of 2 aspects of the syllabus in particular : firstly, the removal from English K-6 Syllabus of outcome statements from the National Profiles and secondly, the removal of the model of grammar endorsed in the document, 'Functional Grammar'. The history of the paradigm shift from State outcomes in syllabus documents, to the inclusion of National Profiles outcomes statements, forms the first part of this study. The recommendation of the Eltis Report to remove 'Functional Grammar' from the syllabus was politically motivated and had pedagogical implications for all those teachers, professional English educators and scholars who have been in divisive debate for nearly a decade about the broadest aspect of the frame of 'Functional Grammar', namely genre, or 'text type' as it is termed in English K-6 Syllabus. This study also looks at the history of the genre theory debate about teaching students to write and the paradigm shift that led to the inclusion of genre theory in the 1994 syllabus. This study, then, examines the essentially political nature of the school subject, English, in a regional educational context of the State of NSW. By presenting a brief curriculum history of the English K-6 Syllabus and Support Document (1994) it will be seen that a curriculum document can be a focus for power struggles between State and Commonwealth Governments and a site of contestation within the educational communities who are stakeholders in subject English / Master of Education (Hons)

<p>In contemporary public debate there is currently a great deal of focus attached to environmental problems and social responsibility. This trend is noticeable within the clothing industry, where it has become increasingly popular for new brands to market themselves with an environmental and ethical profile. An anthropological approach has been used to investigate how individuals understand ethical dimensions of clothing, and relates to the consumers’ ideals that are pronounced by clothing companies with an environmental and ethical profile. Interviews have been conducted with young men, a group often absent in accounts of ethical consumption. From these conversations, it is possible to discuss wider processes going on in society at large. Contemporary discourse on ethical shopping appears to rest on the assumption that the individual is able to freely choose among merchandise available on the market, and is placed in a central position of responsibility towards human and non-human others. There is a need for research that challenges this view. From the material it became visible that there existed a strong boundary from the informants´ point of view of what was mentioned as social problems or global issues, and of what they considered reasonable of themselves to bear responsibility for. Distrust was expressed against ongoing public debate that was considered to be too one-sided. Barely any references existed of ecological and fair made fashion, suggesting a generational gap in experiences of this kind of clothing. The study is considered to stimulate for further research in the area of ethical shopping of clothes.</p>

<p>Vårt examensarbete skrivs inom specialpedagogik som fördjupningsspecialisering, därför ligger fokus på specialpedagogik som verksamhetsfält, diskurs och som synsätt.</p><p>I Sveriges största morgontidning Dagens Nyheter har det länge förts en livfull diskussion angående skolan och dess aktörer. De flesta människor har någon koppling till skolan och därför också åsikter om verksamheten. Blivande lärare får ibland anstränga sig för att inte tappa fokus inför olika viljeyttringar. I det skenet är det viktigt att studera debatten närmare för att se vad som skrivs och inte skrivs.</p><p>Syftet med uppsatsen är att granska dagens samhällsdebatt angående skolan, företrädesvis specialpedagogiken, i Dagens Nyheter, liksom att relatera debatten till tidigare forskning om skolans verksamhet.</p><p>Det empiriska materialet utgörs av ett antal artiklar från Dagens Nyheters avdelningar DN Debatt och Insidan. Utifrån dessa har en textanalys gjorts med inspiration från bland annat diskursanalys men även en hermeneutiskt tolkande ansats ligger till grund för uppsatsen.</p><p>Resultatet visar att specialpedagogikens verksamhet är ett oprioriterat område, istället fungerar de politiska och mediala arenorna som slagfält där ordet maktkamp väger tyngre.</p>

<p>Do we have a moral duty to offer severely ill asylum- seeking children permanent residence permits?</p><p>This thesis analyses our moral duty to offer 410 severely ill asylum-seeking children permanent residence permits. During 2004 an emotionally charged debate started in Sweden. The debate concerned the deportation of 410 severely ill asylum- seeking children and their families. For this and other reasons Sweden was criticized by the United Nations commission along with human rights organizations for being too restrictive in its migration and asylum politics. My thesis outlines the migration and asylum debate and the refugee situation in the world at present together with facts about how the asylum procedure takes place in Sweden. Further I draw upon medical research connected to the asylum procedure along with how the Swedish Government and Save the Children respond to the migration and asylum debate.</p><p>I also explore which rights, in terms of legal implications and ethical principles, these children have. Additional I outline theories in political philosophy from the utilitarian and communitarian tradition. The two philosophers I refer to are Michael Walzer and Peter Singer to apply their views to my primary question. Finally, I reach a critical analysis where I summarize and discuss my research. In the end I offer my final reflections in order to further debate on migration and asylum issues.</p>
