O presente trabalho desenha um perfil do Ministério das Relações Exteriores a partir da compreensão de seus burocratas durante, principalmente, porém não exclusivamente, as gestões de FHC e Lula. Para tanto se analisam 1466 currículos de diplomatas que entraram na carreira desde 1961 até 2009 (com atualização em 2010), tendo em vista os elementos de ingresso e promoção (inscrições, aprovados, idade de entrada e progressão profissional) e as características do corpo burocrático como origem geográfica (nascimento), gênero, raça e formação educacional (graduação e pós-graduação). O estudo busca entender os câmbios da formação e composição dos atores que operam a diplomacia nacional com base nas continuidades e mudanças políticas e burocráticas do Ministério e do Estado brasileiro com especial atenção ao período democrático recente. / This work draws a profile of the Brazilian Department of State through its bureaucrats emphasizing mainly, but not exclusively, FHC and Lulas administration. By analyzing 1466 diplomats curriculum of those who entered in the career between 1961 and 2009 (updated in 2010), it aims initial elements (inscription, approbation, age of entrance and professional progression) and characteristics of the bureaucratic personnel such as geographic origins, gender, race and education (under graduation and graduation). The study seeks to understand the formation and composition of the actors that operates the national diplomacy grounded into the political and bureaucratic continuities and changes in the Department of State and the Brazilian State itself, focusing specially in the recent democratic period.

M.A. (Politics) / This study was concerned with the relations of South Africa and international actors in the Southern African region. It was noticed that there was a shortage of quantitative studies, especially on international behaviour. in South Africa. For this reason a quantitative method, events-analysis, was used. The method quantifies actions of states over a period of time; the period January 1982 to December 1982 was used in the present study. Relations in Southern Africa were researched through hypotheses concerning reciprocal relations. issues and conflictive or co-operative behaviour. The actors studied include states such as Angola, Mozambique, Zimbabwe, Botswana, Lesotho and Swaziland. Non-state actors such as Swapo, the ANC, Unita and the PAC were also taken into consideration. It was found that the relations between South Africa and international actors in Southern Africa were reciprocal. Conflictive actions evoked conflictive reactions whereas co-operative actions evoked co-operative reactions. It was of interest that relations were mostly issue-orientated. The issues studied were security, economic, territorial and political. S.W.A./Namibia was also included as an issue. Security issues totally dominated relations in Southern Africa. Actions concerning security issues were found to be mostly conflictive and largely connected to the actor's attitude towards the ANC. Relations between South Africa and states such as Mozambique and Lesotho were very conflictive. These two states were outspoken supporters of the ANC. Quite the reverse applied to states such as Swaziland and Botswana. Neither of them supports the ANC materially and relations with South Africa were therefore more co-operative.

Geyer's appointment in June 1950 as the Union's new High Commissioner to London was largely due to the political objectives of the then government. He was confronted by a number of related challenges, i.e. the furthering of the existing multifaceted South-African-British relations, the promotion of the apartheid policy and convincing the Union's critics as to the merits of the above policy. Geyer, a loyal Afrikaner and staunch republican, experienced soon after arrival that the policy of apartheid and the Union Government's insistence on the transfer of the High Commission territories were placing the existing diplomatic relations under considerable strain. To Geyer's frustration the Union Government failed to realise that the application of the apartheid policy 'was affecting South Africa's foreign relations detrimentally. The effect of the Union's domestic policies was therefore prohibiting any possibility of the transfer of the British-controlled neighbouring territories. Geyer was thus faced with maintaining a delicate balance between white-centred aspirations in South Africa, championing South Africa's interests overseas and his own evolving perspective that the application of the apartheid policy was not going to be acceptable to the outside world. Geyer was also well aware that the Cold War would contribute substantially to the constitutional liberation of the former British colonies in Africa, which in turn would affect the composition of the Commonwealth and South Africa's future membership. He therefore took Union politicians to task for actions that were geared to satisfy short-term party-political expectations, without taking into account both the national and international ramifications of such actions. Geyer did not differ fundamentally with the principles and objectives of apartheid; however, he was no stereotyped Afrikaner who simply supported apartheid without any questioning. In his public appearances he emphasised the historical, cultural and sociopolitical motivation for apartheid, the practical embodiment of the policy and the rights and role of the whites in South Africa. He portrayed apartheid as a political model that envisages equal, but separate development for all races that would ensure the peaceful co- existence of a multi-racial community. Geyer continuously emphasised that only visible and positive results emanating from the application of apartheid, would guarantee acceptance of the policy and also secure the future of the white population in South Africa. Geyer was therefore very critical of the government's inability to give meaningful content to the policy of apartheid. Geyer's biggest personal disappointment was the inability of his mentor and friend, Dr. D.F. Malan, to rise above the role of the party politician in becoming a competent Minister of Foreign Affairs and as Prime Minister, a statesman of international stature. / AFRIKAANSE OPSOMMING: Politieke oogmerke het daartoe gelei dat die Unieregering vir dr. A.L. Geyer in Junie 1950 na Londen gestuur het as die Unie se nuwe Hoë Kommissaris. Hy is deur verwante uitdagings gekonfronteer, naamlik om die veelvlakkige Suid-Afrikaans-Britse betrekkinge uit te bou, om die apartheidsbeleid te bevorder en om die kritici van die Unieregering te oortuig dat daar geregverdigde meriete in die beleid is. Apartheid is voorgehou as 'n politieke model wat ten doel het om deur middel van gelykwaardige, maar afsonderlike ontwikkeling die ruimte te skep vir die vreedsame voortbestaan van 'n veelrassige gemeenskap. Geyer het groot erns daarvan gemaak om te beklemtoon dat die aanvaarding van die apartheidsbeleid en die blanke se voortbestaan in Suid-Afrika nou verbind word aan die positiewe en sigbare gevolge van die toepassing van apartheid. Geyer het dit dan ook nodig gevind om kritiek uit te spreek oor die regering se klaarblyklike onvermoë om daadwerklike inhoud aan positiewe apartheid te gee. Die grootste persoonlike teleurstelling wat Geyer egter beleef het, was sy ontnugtering dat sy mentor en vriend, dr. D.F. Malan, nie sy rol as partypolitikus kon ontgroei en ontwikkel in 'n bekwame minister van Buitelandse Sake en 'n Eerste Minister wat 'n staatsman van internasionale statuur is nie.

La thèse montre des opinions et avis de Français de l’époque sur le Duché de Varsovie présentés dans les différentes sources françaises des années 1807-1813, tout comme, la correspondance politique et militaire officielle, des mémoires et souvenirs des militaires français, et enfin des journaux parisiens, de la littérature, de la poésie et des pièces théâtrales. La première partie montre comment l’état polonais était vu par les diplomates français séjournant dans le Duché. Elle présente l’image politique assez critique de l’état, de ses institutions, des hommes de pouvoir, du gouvernement, des sentiments du peuple et des opinions des habitants du pays concernant les Français, les nouvelles résolutions politiques et juridiques. Dans la deuxième partie, les descriptions et de nombreux mémoires et souvenirs des militaires fournissent une image critique du pauvre pays polonais, de la vie quotidienne très différente de ses habitants, leurs coutumes. La troisième partie montre Duché de Varsovie par l’intermédiaire de la presse quotidienne, des ouvrages historiques publiés à l’époque en France, des romans et de la poésie, les pièces de théâtre. Cette image du Duché influencée par la propagande napoléonienne montre l’état allié bien gouverné, et l’image positive des Polonais. / The thesis furnishes the opinions of Frenchmen at that time about Duchy of Warsaw presented in different French sources of the period 1807- 1813 such as political and military official letters, memories of military Frenchmen, Parisian press, literature, poetry and theater playwrights. First part of the work shows how the polish country was seen by French diplomats who had been staying in Duchy of Warsaw in that period. The author focuses first on the political image of the country which is rather critical, secondly on the institutions, thirdly on the men in power, then on the government, on the people’s attitudes and the opinions of the inhabitants of the country about Frenchmen, and finally on the new political and legal solutions. In the second part of the work, there many descriptions, as well as memories of military men which form together an critical view of the poor polish country, different lifestyles and customs of its inhabitants. In that part, we can find as well geographical information about the climate and various and vivid descriptions of polish towns and polish countryside. In the third part, we come across the image as it was seen in everyday press, historical books edited at that period in France, fictions, poetry and plays. We find out that the image of Duchy of Warsaw, strongly influenced by the Napoleonic propaganda is positive. It comes out that the polish allied country was well governed.
