Falacias no planejamento do legado esportivo da Copa do Mundo FIFA nas doze cidades-sede no Brasil

The country hosted, in the range of a decade, the biggest sporting events of the Earth: Military games (2011), Confederations Cup (2013), F.I.F.A. World Cup (2014), America’s Cup (2015) and Olympic Games (2016). The argument adopted by the managers of the different sublevels of government, explained in application documents of the Ministry of Sports, to legitimize the assumption of an agenda too committed to sports, was that the social legacy of sporting mega events would a modernization of infrastructure, upgrading of services, social mobilization, economic decentralization, stimulation to the many forms of innovation, commitment to the environment and sustainability, improvement of transparency in public management and dissemination of sports. Taking this last aspect as main reference, the objective of this study is to verify whether, and to what extent, the twelve host cities in Brazil that received the F.I.F.A. World Cup planned programs of democratization as the legacy sports mega event. For the study, were collected, analyzed and discussed the data gathered between 2012-2016 in a national project, World Cup cities, of note, proposing and monitoring of documents prepared for the legacy of the World Cup, from carrying out a program led by a sports institution of the third-sector, financed with public money and made possible through tax waiver for the private sector, through the law of Incentive to the sport. Meetings were held with all the sports Secretaries of host cities and other sectors of society. Compare arrays of responsibilities and the legacy plans produced in Cities. The detailed analysis of a set of indicators agreed by public managers, of the host cities, related to the sporting legacy, namely, investment in infrastructure, professional training for the universalization of access to sports, resizing of policies to encourage the social sport to the detriment of the elite sport and performance and development of programs of universalizing access to sport in the school environment, showed that no host city of FIFA World Cup designed any effective actions for the sporting legacy. The Developed action plans did not guarantee the representation of diverse interests of leather sports actors of each locale. Sports managers in multiple sublevels of Government have shown little or no commitment to the sporting legacy. The elaborate plans even became part of the political agenda of sports of host cities. The World Cup Cities Project, with obsolete results, could never have been accomplished and, If the investments that consumed were directed to the direct care of children and young people in long-term sports programs would decrease the contradiction as fallacious speech sporting legacy of the mega event and the implementation of public policies for universalization of access to sports / No Brasil, as políticas públicas de esportes e lazer tem sido orientadas, desde a realização dos jogos Pan-americanos de 2007, pelo objetivo explícito de projetar internacionalmente o país, nos âmbitos, político e econômico. O país sediou, no intervalo alargado de uma década os maiores eventos esportivos da terra: Jogos Militares (2011), Copa das Confederações (2013), Copa Do Mundo F.I.F.A. de futebol (2014), Copa América (2015) e Jogos Olímpicos (2016). O argumento adotado pelos gestores, dos diferentes subníveis de governo, explicitado nos documentos de candidatura do Ministério dos Esportes, para legitimar a assunção de uma agenda demasiadamente comprometida com esportes era a de que o legado social dos megaeventos esportivos possibilitaria uma modernização da infraestrutura, requalificação dos serviços, mobilização social, descentralização econômica, estímulo às múltiplas formas de inovação, compromisso com o meio-ambiente e sustentabilidade, aprimoramento da transparência na gestão pública e disseminação da prática esportiva. Tomando este último aspecto como principal referência, o objetivo deste estudo foi verificar se, e em que medida, as doze cidades-sede brasileiras que receberam a Copa do Mundo de Futebol F.I.F.A. planejaram programas de democratização esportiva como legado do megaevento. Para a realização do estudo, foram coletados, analisados e discutidos os dados reunidos entre os anos de 2012-2016 em um projeto nacional, Cidades da Copa, de observação, proposição e monitoramento de documentos elaborados para o legado da copa, a partir da realização de um programa capitaneado por uma instituição esportiva do terceiro-setor, financiado com dinheiro público e viabilizado por meio de renúncia fiscal do setor privado, através da Lei de Incentivo ao Esporte. Realizaram-se encontros com todos os secretários de esportes das cidades-sede e demais setores da sociedade. Comparam-se as matrizes de responsabilidades e os planos de legado produzidos no Cidades da Copa. A análise pormenorizada de um conjunto de indicadores acordados pelos gestores públicos, das cidades-sede, relacionados ao legado esportivo, quais sejam, investimentos em infraestrutura, qualificação profissional para a universalização do acesso ao esporte, redimensionamento de políticas de incentivo ao esporte social em detrimento do esporte elitizado e de rendimento, desenvolvimento de programas de universalização do acesso ao esporte no ambiente escolar, demonstrou que nenhuma cidade-sede da Copa do Mundo prospectou quaisquer ações efetivas para o legado esportivo. Os planos de ação desenvolvidos não garantiam a representatividade do cabedal diversificado de interesse dos atores esportivos de cada localidade. Os gestores do esporte nos múltiplos subníveis de governo demonstraram pouco ou nenhum comprometimento com o legado esportivo. Os planos elaborados sequer passaram a fazer parte da agenda política de esportes das cidades-sede. O Projeto Cidades da Copa, com resultados obsoletos, poderia nunca ter sido realizado e se os investimentos que consumiu fossem direcionados ao atendimento direto de crianças e jovens em programas esportivos de longo prazo diminuiria a contradição quanto ao discurso falacioso de legado esportivo do megaevento e a efetivação de políticas públicas de universalização de acesso ao esporte

Far From Gold: Why Hosting the Olympics is Detrimental to the Host Country

Due to the excitement and prestige surrounding the Olympics, international perceptions of hosting the Games are positive and the Olympics are thought to bring prosperity and economic benefits to the host country. However this paper insists that hosting the Olympic Games is actually more detrimental to the host country than beneficial. Though each Games is different and every host country has the opportunity to create a positive Games, the negative aspects of hosting the Games create a difficult environment for any country to host a successful Games. Due to the negative effects of the Olympics on national unity, economic impact and international legitimacy, hosting the Olympics is a losing gamble for Olympic host nations.

Neste contexto, dois importantes grupos, os lantanídeos e as hidantoínas se destacam com importantes contribuições em diversas áreas de pesquisas apresentando vasto campo de aplicações. Nesses termos, esta pesquisa teve como objetivo sintetizar e caracterizar nanocomplexos dos íons lantanídicos: Eu +3, Er+3 e Nd+3 com 5-(4-metilfenil)-3-fenil-2-tioxo-imidazolidin-4-ona (HPA) e um segundo ligante, 1,10-fenatrolina (Phen), almejando obter complexos com propriedades biológicas. Partindo da reação entre os cloretos dos respectivos lantanídeos com os ligantes orgânicos, sob refluxo de aproximadamente 8 horas e temperatura de 60°C, foram obtidos os complexos de európio, érbio e neodímio. Os nanocomplexos em pó foram caracterizados utilizando técnicas de análises espectroscópicas, térmicas e estrutural. Os complexos de íons lantanídicos apresentaram resultados da análise elementar conforme a estequiometria proposta (1:3:1). A coordenação dos ligantes com os íons lantanídicos ocorreu através dos átomos de oxi gênio e enxofre da estrutura do 5-(4-metilfenil)-3-fenil-2-tioxo-imidazolidin-4-ona (HPA) e dos átomos de nitrogênio (C=N) da 1,10’- fenantrolina, que podem ser observados nos espectros de infravermelho, através dos deslocamentos dessas bandas presentes nos ligantes livres e coordenados. Os espectros UV-Vis apresentaram discretos deslocamentos e mudanças nas intensidades das bandas de absorção dos complexos em relação ao ligante HPA. As curvas TG/DTG do ligante HPA apresentou 3 etapas de decomposição, enquanto, que os complexos apresentaram 4 etapas. O nanocomplexo de Eu+3 apresentou menor estabilidade térmica, o que possibilita o uso destes pós como fármacos. As curvas DSC dos nanocomplexos apresentaram uma série de eventos endotérmicos e exotérmicos correspondentes a processos de decomposição, desidratação, fusão e volatilização que corroboram com as curvas termogravimétricas. Todos os complexos lantanídicos obtidos apresentaram dimensões nanométricas, e o complexo de neodímio apresentou a estrutura mais cristalina. / The search for technological innovations in recent years increasingly intensifies. In this context, two major groups, the lanthanides and hydantoins stand out with important contributions in many areas of research showing wide field of applications. In these terms, this research aims to synthesize and characterize complex of lanthanide ions: Eu+3, Ho+3, Er+3 and Nd+3 with 5-(4-methyl-phenyl)-3-phenyl-2-thioxo-imidazolidin-4-one (HPA) and a second linker, 1,10-fenatrolina (Phen), aiming to obtain complexes with biological properties. From the reaction between the chlorides of lanthanides with the respective organic ligands under reflux for approximately 8 hours and 60°C, were obtained complexes of europium, holmium, erbium and neodymium. The powder complexes were characterized using spectroscopic techniques, thermal and structural analyzes. The complexes of lanthanide ions showed elemental analysis results according to the proposed stoichiometry (1:3:1). The coordination of the ligands with lanthanide ions occurred through oxygen and sulfur atoms in the structure of 5 - (4-methylphenyl) -3-phenyl-2-thioxo-imidazolidin-4-one (HPA) and nitrogen atoms (C = N) of 1,10'- phenanthroline, which can be observed in the infrared spectra, through the displacement of these bands present in free and coordinated ligands. UV-Vis spectra showed discrete displacements and changes in the intensities of the absorption bands of the complex compared to the HPA binder. The TG/ DTG curves HPA binder 3 had decomposition steps, while the complexes showed 4 and 5 steps. The complex synthesized Er+3 showed higher thermal stability. The DSC curves of the complexes showed a series of endothermic and exothermic events corresponding to decomposition processes, dehydration, fusion and volatilization, corroborating the thermogravimetric curves. All lanthanide complexes obtained showed nanometric dimensions, and neodymium complex presented the most crystalline structure.

E. Appert (1831-1890) est un photographe essentiellement connu pour ses portraits d’insurgés dans les prisons versaillaises après la Commune de Paris et pour ses photomontages des Crimes de la Commune. Cependant, sa carrière débuta à Paris bien avant 1871 et se poursuivit sur une trentaine d’années. Ce photographe se révéla être un véritable « reporter » attentif à illustrer l’actualité. Tissant des liens utiles avec la Justice et la Préfecture de Police, ses portraits et ses photomontages se firent l’écho des événements politiques. Alors réputé pour être un photographe partisan de Thiers ou proche des bonapartistes, Appert photographiait en fait l’élite politique, religieuse et militaire sans parti pris. Il mit rapidement en pratique un portrait dépouillé de décor, où l’homme politique, à l’instar du détenu, posait assis sur une chaise devant un fond uni. Ses photomontages réalisés avec beaucoup de soin étaient principalement des portraits de groupe reflétant l’actualité politique et judiciaire. Le photographe développa des liens étroits avec la presse illustrée et publia dès le début des années 1860 des portraits dans le Monde Illustré et dans l’Illustration. Cette collaboration suivie lui donna l’occasion de faire connaître sa production au grand public. Issu d’un milieu modeste, la photographie permit à Appert de s’élever dans la société. Son opportunisme commercial fut un moyen de survivre aux aléas politiques de la fin du Second Empire, du siège de Paris, de la guerre civile et de l’instabilité de la Troisième République. / E. Appert (1831-1890) is a photographer known for his prisoners’ portraits after the Commune of Paris and for his photomontages of Crimes de la Commune. Meanwhile, he has begun his career before 1871 and for nearly thirty years. This photographer was in fact like a “reporter” looking after events of the moment. Weaving useful links with the Justice and the Paris police headquarters, his portraits and montages reflected political occurrences. Considered as a supporter of Thiers and closed to imperial family, Appert photographed above all the pick of Politic, Army and of the Church without choosing any side. He made a type of portrait, pure without any ornament: the model, politic or prisoner, seated on a simple chair in front of a plain background. His photomontages made carefully were mostly group portraits for political and judiciary actuality. The photographer developed narrowed links with illustrated press and has published portraits as early as the beginning of 1860 portraits in Le Monde Illustré and L’Illustration. This followed collaboration was an opportunity to be known by the public. From a modest social sphere, photography was a way for Appert to rise himself into the society. His commercial opportunism allowed the photographer to survive to economic and political difficulties throw the end of the Second Empire, siege of Paris, civil war and Third Republic.

This thesis also mentions political and other significant events that took place in those years, and how these events influenced schooling. The most important sources for this work were local and school chronicles.

Les événements urbains festifs (EUF) s'imposent non seulement comme de nouvelles pratiques sociales, mais aussi en tant qu'action urbaine et objet d'analyse de la recherche urbaine. Ils agissent sur l'espace public suivant des logiques distinctes éphémères, cycliques, immatérielles des actions urbaines « traditionnelles » et des modalités actuelles de gestion de tels espaces. Aussi, cette recherche vise à appréhender si les logiques de gestion des EUF ouvrent de nouvelles perspectives pour la gestion des espaces publics. Pour répondre à ce questionnement, le cadre théorique de la « Gestion de site » a été mobilisé. Ce dernier décrit et permet d'appréhender les modalités de gestion de quatre sites urbains (gares multimodales, centres-villes, centres commerciaux, résidences privées avec services) complexes (du point de vue de la coexistence de fonctions, de services urbains, d'usages et d'intérêts sectoriels, spécifiques), permanents, de natures distinctes et proposant des ambiances particulières à leurs usagers.Il est apparu que ce cadre théorique permettait bien d'appréhender les modalités de gestion d'autres sites urbains aussi complexes que ceux analysés par la « Gestion de site », et pourtant de nature éphémères : les sites de déroulement des EUF. Ce cadre théorique a donc été confronté à deux EUF se déroulant sur des sites éphémères : « Bordeaux-fête-le-vin » et les « Rendez-vous de l'Erdre » à Nantes. Ce choix est motivé principalement par le fait que ces EUF sont mis en place précisément sur des sites composés par une série d'espaces publics dont la gestion quotidienne et événementielle est complexe : les « espaces publics fluviaux ». L'analyse de la gestion de ces deux EUF par le prisme de la « Gestion de site » met en évidence des enseignements sur la gestion de l'événementiel qui, d'une part, nourrissent la réflexion autour de la gestion des espaces publics complexes et, d'autre part, enrichissent la « Gestion de site » en apportant des éléments inédits à ce cadre théorique nouveau / Festive urban events (EUF) stand out not only as new social practices, but also as urban actions providing a basis for urban research. Compared to "traditional" urban actions and current methods of public space management, Festive urban events in public spaces follow different dynamics ; they are ephemeral, cyclic, and immaterial. This research examines the management implications of Festive urban events and attempts to determine if these events' dynamics can unlock new perspectives for public space management.To answer our research enquiries, a Management of site (GS) theoretical framework is used. This theoretical framework describes and addresses the common management methods of four urban sites : multimodal rail stations, downtown areas, shopping malls, and private residences with services. These four site types are complexes, incorporating the coexistence of multiple urban functions and services, varied practices and interacting sector-based interests. These site types are permanent and offer a unique ambiance to their users. It appeared early on that a Management of site framework also allows describing the management methods of another kind of urban site, ephemeral nature, which seems as complex as those previously analyzed by this theoretical framework: the ephemeral sites in which Festive urban events are held. The Management of site framework was therefore examined with two different Festive urban events taking place in an ephemeral site : Bordeaux-fête-le-vin in the city of Bordeaux and the Rendez-vous de l'Erdre in the city of Nantes. This choice was made largely because these Festive urban events are held in ephemeral sites comprised of a number of different yet interacting components that require complex management : riverbank public places. The analysis of management methods of both these Festive urban events through the prism of the Management of site framework provides substantial insight into special event management. This insight enhances our understanding of complex public space manag ement and enriches the Management of site framework by introducing new analysis criteria

The conquest legend : inspiration for the Joshua narrative

This dissertation examines the legends of the Biblical book of Joshua in an attempt to identify the relics of reminiscence that reside within the document. The initial step in this process is presenting the neuropsychological perspective of myth making and the nature of confabulation in oral tradition. The natural segue is then made to the Deuteronomistic history of the text and the formation of the initial source legend. From this investigation the basic structure of the Primary Conquest Source Legend is exposed. The next step is a comparison of this Source Legend with the history of proto-Israel. This investigation provides a clear contextual epoch for the legend of conquest against Jericho and Ai. Stora sportevenemang i mindre städer : En kvantitativ studie om platsmarknadsföring och kunskap-attityd hos invånare vid större sportevenemang

Cities hosting huge sporting events is a growing industry and is a way to market the city towards the rest of the world. The goal is for businesses to make profit, attract tourist and be seen on the global market. However, as its marketed towards external audiences, the locals and how they are affected are usually forgotten in the process. The purpose of this paper was to study the knowledge and what attitudes individuals living in Halmstad, Sweden, possess regarding the World Table Tennis Championship 2018, as well as how they received information regarding the event. To find the answers to our questions we handed out surveys in central Halmstad during the period the event took place. We compared our results with how they're tied to theories regarding place branding, image-identity-reputation and the knowledge-attitude-behavior model. The main findings of our analysis were that our respondents of Halmstad county was well- informed about the event and did not feel like they needed more information. The majority viewed the event in a positive light, and overall people found the event to be important for Halmstad as a city and destination.

Rôle des conditions océaniques et des ice-shelves en périphérie des calottes européennes lors des événements climatiques abrupts de la dernière période glaciaire / Role of oceanic conditions and ice-shelves around European ice-sheets during the abrupt climatic events of the last glacial period

La dernière période glaciaire a été ponctuée d’évènements climatiques abrupts connus sous le nom d’évènements d’Heinrich et évènements de Dansgaard-Oeschger. Cette variabilité millénaire a fait l’objet de nombreuses études, mais plusieurs incertitudes demeurent. Ce travail de doctorat vise à étendre et compléter les connaissances existantes sur cette variabilité climatique rapide en ciblant l’étude des variations hydrographiques telles qu’enregistrées au sein de deux archives sédimentaires prélevées au niveau des îles Féroé. Nos principaux résultats, basés sur une approche intégrée multiproxies, mettent en évidence un schéma atypique en Mer de Norvège, où les épisodes froids (stadiaires, évènements d’Heinrich inclus) sont marqués par des températures océaniques de surface relativement élevées (notamment en été) et un couvert de glace de mer réduit à quelques mois par an, et inversement pour les périodes chaudes (interstadiaires) qui enregistrent des conditions océaniques de surface froides et une expansion du couvert de glace de mer. Le caractère atypique des stadiaires paraît lié à une advection accrue d’eaux chaudes atlantiques dans les Mers Nordiques, couplée à un réchauffement de subsurface généralisé au bassin subpolaire Nord-Atlantique et ses mers bordières. Ces deux processus semblent jouer un rôle majeur dans la déstabilisation des ice-shelves et glaciers boréaux, et in fine dans leur effondrement final et les débâcles d’icebergs qui en résultent. Nos travaux nous permettent également de dégager les principaux mécanismes à l’origine des changements de circulation océanique en Atlantique Nord et des variations de température atmosphérique associées. Sur la base de l’ensemble de nos résultats et de ceux émanant de précédentes études, nous proposons ainsi un nouveau scénario de fonctionnement couplé océan-glace-atmosphère permettant d’expliquer les évènements climatiques abrupts de la dernière période glaciaire. / The last glacial period was punctuated by abrupt climatic events known as Dansgaard-Oeschger and Heinrich events. Many studies have focused on this millennial climatic variability, but several uncertainties remain. The present work aims at improving our knowledge on this topic through the study of the hydrographical changes recorded in two marine archives retrieved off Faeroes. Our main results, based on a multiproxy approach, reveal a paradoxical scheme in the Norwegian Sea where cold episodes (stadials, including Heinrich events) are characterized by relatively warm sea-surface temperatures (especially during summer) and a reduced sea-ice cover, and warm periods (interstadials) are marked by a reverse pattern with cold sea surface conditions and extended sea ice cover. The atypical stadial features seem to be related to enhanced advection of warm Atlantic waters in the Nordic Seas, combined to a subpolar North-Atlantic and adjacent seas basin-wide subsurface warming. These two processes seem to play a key role in the destabilization of boreal ice-shelves and ice-sheets, and in fine to their final collapse and subsequent iceberg discharges. Our work also allows us to identify the main mechanisms responsible for Atlantic Meridional Overturning Circulation changes and associated atmospheric temperature variations. On the basis of our results and of those coming from previous studies, we thus propose a new hydrographical scenario which could explain the abrupt climate events of the last glacial period

The demand for massive infrastructure to deliver such games is high irrespective of slow economic growth and constrained fiscal budgets. Very few governments are able to properly assess the actual economic value of the investments in infrastructure. The existing infrastructure appraisal and prioritisation methodologies usually take a very narrow view of value. There is scholarly evidence that there is little effort directed towards studies that investigate intangible benefits associated with infrastructural investment in stadia. Much research effort has been invested in the development of methods and models to measure the economic impacts of mega events. While the focus has been, on balance, on financial benefits of hosting mega events, the independent empirical research has found no evidence of economic benefits associated with mega sport events. This study then determined, first the conceptual definition, and the nature of novelty value derived from infrastructural investment. Secondly, an index was constructed to assess the novelty value of infrastructural investment on stadia. The index creation process commenced with the identification of items that define the concept from literature. This was followed by interviews of key informants who are experts and insightful on world cup stadia infrastructural investment. The themes from literature as well as insights from key informants shaped the survey instrument for the second phase of the study. A sample (n =399) was drawn from the study population which is made up of patrons of Moses Mabhida stadium. Factor analysis, a multivariate analytical tool was used to develop a reliable novelty value index (V-ndex). The constructed index has three valid and reliable constructs; spectator experience, novelty continuance and modernity. These three construct define the nonfinancial value, which this study describes as novelty value derived from infrastructural investment. It is therefore recommended that when policy makers seek to assess the value of infrastructural investment on sporting facilities, they incorporate non financial value to the financial value added by investment. / M
