A história da luta contra a hanseníase no Estado de São Paulo foi ímpar, assim como todo o movimento sanitário, incomum na história da saúde mundial, pela maneira como se desenvolveu e a rapidez com que foi implementado. Utilizar intensivamente a informação na gestão da saúde é o que confere o diferencial na qualificação do processo decisório. Esta constatação impõe a necessidade de implementação de estratégias políticas e técnicas que superem os limites ainda existentes na gestão da informação em saúde no Brasil. Esta pesquisa objetivou descrever a trajetória da informação sobre a hanseníase, a partir do começo do século XIX, em São Paulo, e sua conexão com a implantação e o desenvolvimento do conceito e das práticas de vigilância e controle desse agravo. O estudo foi de natureza exploratória. Foram utilizadas análises bibliográficas, documental, e também o banco de dados de notificação de hanseníase do Centro de Vigilância Epidemiológica Prof. Alexandre Vranjac" da Secretaria de Estado da Saúde de São Paulo para a construção da linha temporal sobre a informação na hanseníase em âmbito mundial, nacional e estadual. Os ganhos em quantidade de armazenamento e velocidade de análise, possibilitados pelo uso de bancos de dados informatizados, enfatizam os problemas da coleta e inserção das informações nos sistemas. Todos os elos da cadeia de informações, da coleta à sua utilização, são responsáveis pela adequação, integridade, precisão, acurácia e confiabilidade de todo o processo. O volume de dados em saúde, em São Paulo, principalmente na hanseníase, é enorme, todavia, a imprecisão deles em determinados períodos inviabiliza sua utilização para análises consistentes e fidedignas. Os problemas da não-informação são pontuais, ou seja, há alguns municípios que sistematicamente são os responsáveis. O investimento de recursos deve ser dirigido ao treinamento dos responsáveis pela coleta e inclusão das informações no sistema, e também à criação de mecanismos para incentivar o comprometimento e aumentar a percepção da importância dessas funções. / The history of the fight against Hansens disease in the State of São Paulo was unique, as well as the whole sanitary movement, unusual in the world health history, due to the manner in which this fight was conducted and the quickness in which it was implemented. Intensive use of information in health management is what lends uniqueness to the decision making process. This statement brings forth the need to implement political strategies and techniques capable to overcome the limits that still stand in the management of health information in Brazil. This research was designed to describe the route of information regarding Hansens disease, up from the start of the XIX Century, in São Paulo and its connection with the implanting and the development of surveillance and control practices associated to this hazard. The study had exploratory venue, employing bibliographical and documental analysis as well as the databank of reports of Hansens disease of the Epidemiological Surveillance Center Prof. Alexandre Vranjac", of the State Secretary of Health of São Paulo, in order to trace a time line of the information on Hansens disease comprising worldwide, nationwide and statewide levels. The profits in the amount of storage and quickness of analysis ensued by the use of cybernetic databanks stress the problems registered at data collection and also at the input of information in the system. All the links in the information chain, from collection to usage, are responsible for adequation, integrity, precision, accuracy and reliability of the whole process. Health data volume, in São Paulo, especially regarding Hansens disease, is enormous, however their imprecision, during some periods render these data useless for consistent and reliable analysis. Problems of no information are punctual, meaning some cities are systematically responsible for not registering their data. Resource investment must be directed to training programs of officers responsible for the collection and input of the information in the system, and must also be directed to the creation of mechanisms designed to increase commitment and further the perception of the importance of these tasks.

Previous issue date: 2001-08-01 / The bad living conditions of the jewish community, in the postexilic period,
created the necessity of tough laws to control hygiene and sanitary habits, wich could keep
the survival of that group. The Leviticus, in this chapter 13 and 14, was a real preventive
medical treaty and their procedures envolved deep questions wich referred to a group of
skin disorders known by the hebrew term tsara at. According to the people of that time,
such disease came from the transgression of the Mosaic laws and could afecct either human
beings or their clouthing or houses. From the break of this state of purity, they believed one
would be struck sick by some kind of tsara at. There was the imposition of an isolation for
those with the disease, what can be called as social exclusion. Such exclusion, however,
was not intentional because they were tempted to the maximum to go back to the initial
state of purity. On the other hand, even nowadays, with breakthroughs in medical therapy
techniques, the occasional isolation of some patients with infecto-contagious diseases is
still inevitable. Due to the fact that, without this isolation, inumerous other inocent victims
could suffer with the dissemination of these patologies. The confusion aroused by the
reading of the Lv 13-14, through several translations, where the term lepra substitutes for
the original tsara at, comes from the maintainance of the first, wich its greek origin denotes
to the second a group of unspecified skin disorder. This is to name another disease that
nowadays is known by the name of leprosy and its ethiology is well known and wich
character is highly contagious and deforming and, in some cases, when not duly treated,
becomes a stigma and therefore demands a social exclusion due to the prejudice from those
who are ignorant about the problem. / As condições desfavoráveis vividas pela comunidade judaica do pós-exílio
impunham a necessidade da adoção de leis rígidas de controle higiênico e
sanitário, capazes de permitir a sobrevivência daquele grupo. O livro do Levítico,
em seus capítulos 13 e 14, constituía-se num verdadeiro tratado de medicina
preventiva e o seguimento das normas ali contidas envolvia questões profundas
referentes a um conjunto de doenças de pele, conhecidas pelo termo hebraico
tsara at. Tal doença, conforme o entendimento daquelas pessoas, provinha da
transgressão das leis mosaicas e era capaz de afetar tanto os seres humanos
como também suas vestes e habitações. Da quebra deste estado de pureza,
responsável pelo acometimento por alguma forma de tsara at, decorria a
imposição de um isolamento do indivíduo afetado, configurando-se tal medida
como excludente social. No entanto, tal exclusão não se revestia de uma
intencionalidade, sobretudo porque eram tentados, ao máximo, todos os meios
capazes de permitir a restauração daquele estado inicial de pureza. Por outro
lado, mesmo na atualidade, com o advento das mais modernas técnicas de terapia
médica, ainda se faz inevitável o isolamento ocasional dos portadores de algumas
doenças infecto-contagiosas, sem o qual, inúmeras vítimas inocentes poderiam
sofrer com a disseminação destas patologias. A confusão decorrente da leitura
dos textos do Lv 13 e 14, através das diversas traduções onde o termo grego lepra
é usado em lugar de tsara at, provém da manutenção deste primeiro, cuja origem
denota igualmente ao segundo um conjunto de moléstias cutâneas inespecíficas,
para denominar outra doença que na atualidade se conhece pelo nome de Mal de
Hansen ou hanseníase, cuja etiologia é bastante conhecida e cujo caráter
altamente transmissível e deformante em alguns casos e quando não
devidamente tratados, configura-se como estigmatizante e, portanto, impositora de
uma exclusão social devido ao preconceito que gera entre as pessoas menos
esclarecidas.

The main purpose of this Bachelor´s thesis is to investigate the visions chief librarians have for their public libraries. The world around us and our way of living is changing as the society is changing ever more rapidly. This evolvement also influences the public library, its role for society and individuals, its activities and its design. The question is how the public library can face these changes and what function and role it can get and make for itself in the future. Through qualitative interviews with five chief librarians our aim is to answer the main question of this thesis: What are the visions that chief librarians on public libraries have for the public library´s future? This study also contain the role the chief librarians give the public library of today and what they mean is necessary for their visions to be achieved. Our theoretical choice fell upon Hvenegaard Rasmussen, Jochumsen and Skot-Hansens at this time new scientific model that reflect the library in relation to the concepts place, relations and space. The results showed that the chief librarians have a lot of visions. They’re not particularly revolutionary but more like a further development of the activities and role of the public library of today. The library must continue to be a meeting-place, a common ground for democracy and a central place in the local society with wide ranging activities for all citizens. Greater collaboration and integration plus being a creative platform for the users are also part of their visions. / Program: Bibliotekarie

The aim of this master’s thesis is to examine which ideas about the public library that appear in a selection of municipal library plans and to examine if these ideas are unanimous. The comprehensive questions are: Which ideas about the public library appear in each municipal library plan? How do the ideas agree in the different municipal library plans? The sub questions are: Which judgements of reality appear in the different library plans concerning each municipality and its library needs? How do the municipalities define the concept of development and future demands in the municipality on the basis of the judgements of reality? Which recommendations do the judgements of reality give and how is the plan of action that is established in each library plan justified? Which fundamental views of reality, i. e. which values of the library and its role (function, task and responsibility in the municipality), do the library plans contain? The theoretical basis of the study is a model, designed by Dorte Skot-Hansen, consisting of three rationalities – humanistic, sociological and instrumental - that constitute the cultural policy. Idea analysis is the textual analytic method used in this study to classify the material and make visible the ideas in the library plans. The concept of the idea consists of the three elements: judgement of reality, recommendation of action and a fundamental view of reality. A modified version of Skot-Hansen’s model is used as a means to analyze the empirical material, which consists of six library plans. The findings of the study show that each library plan manifests all of the rationalities and that the ideas about the library that appear in the selection of library plans are practically unanimous. / Uppsatsnivå: D

This Master’s thesis explores and describes the beliefs, values and norms in a selection of five Swedish municipal cultural policy documents approved 2005-2007. The comprehensive question is: Which ideological traits characterize cultural policy in the chosen municipalities as communicated in their respective cultural policy vision document? The method used is ideology analysis. Ideal types based on a model by Dorte Skot-Hansen are used as a conceptual framework, illustrating three different rationalities in relation to cultural policy: the humanistic, the sociological and the market oriented. The analysis shows that the policy documents are based on different conceptions of culture. Concepts with a marked presence in the material as a whole are availability, participation, prioritization of children and youth and culture as a means for social development and economic growth. In terms of rationality the market oriented and the sociological rationalities are strong, whereas the humanistic rationality is relatively weaker. However, the results are not unambiguous. One conclusion drawn is that the municipal policy documents display a relatively high degree of independence towards the Swedish national cultural policy goals from 1996. Another conclusion is that in the midst of the 21st century it has been possible for the municipalities to choose different paths for the cultural policy on the local level.

The aim of this study is to explore local cultural policy documents in the municipality of Gothenburg Sweden, and, more specifically, to investigate the concepts of cultural planning and instrumental cultural policy. Cultural planning is in this thesis seen as a result of an instrumental view of cultural policy. The theoretical framework consists of the theories of Danish cultural policy researcher Dorte Skot-Hansen. She describes cultural policy in urban areas as founded in motives such as economy, social issues, entertaining and enlightenment. A qualitative text analysis is performed in order to see if the purpose of the cultural policies is to focus on cultural planning as formulated in the document Kulturpolitisk strategi – version 1.0, adopted by the city council in 1998. The chosen city district committees are Centrum, Högsbo, Härlanda, Backa, Askim and Bergsjön. The result indicates that cultural planning in these districts only partly states the goals set by the city council. The city district committee of Bergsjön is an exception. This shows a lack of co-operation between the city district committees and the city council concerning cultural policy. The study shows that the major motive of cultural policy in the city district committees is, following the labels provided by Skot-Hansen, the social motive. In addition to the emphasis the social motive puts on democracy, integration and participation, the study points to the health issue as an essential motive in the cultural policies. / Uppsatsnivå: C

The aim of this Master’s thesis is to investigate and increase the understanding of Swedish Public Library Websites and to determinate which activity they mediate. To analyse the Public Library Websites Andersson and Skot-Hansen’s model of roles for the Public Library has been used. This model in¬cludes four roles for the library: the library as a cultural centre, a knowledge centre, as an information centre and as a social centre. The questions examined are: - How do the public libraries occur on their websites? - How do the functions of cultural, knowledge, information and social centre occur on the Library Websites? The Method used for the studies is observation using as a tool a scheme consisting of the four roles in Andersson/Skot-Hansen’s model. The main findings are: - The social aspects of the Web have to be used in order to accomplish what the Library Law demands. - The Public Library Websites focuses on their catalogues and the activity of the physical Public Library. – The Websites is far from realizing the Library 2.0 vision as they offer no or inactive communication. –Websites which does not contain its own material works mainly as an advertisement for the Public Library. -The commitment to the websites of the community is a problem for the public libraries ambition to connect with patrons in new ways. -Even though aspects of all four roles in Anderson/Skot-Hansen’s model can be found on the Websites, these roles are still far from being central for the activity on the Public Library Websites.

The aim of this thesis is to explore the relationship between the surrounding world and the library with respect to the library’s need to provide a Library 2.0 web site. We also explore the relationship between the physical and the virtual library. Our research objects are the public libraries of Stockholm and the Umeå region, that maintain the web sites Biblioteket.se and minabibliotek.se respectively. By applying Dorte Skot-Hansen's theory of rationales we found that the Stockholm public library is acting in accordance with the experience rationale, whereas the libraries of Umeå are influenced by the instrumental rationale. Furthermore, by applying Antonio Gramsci’s theories of hegemony and struggle for power and neo-institutional theory to our data, we conclude that these libraries are strongly influenced by the surrounding society to provide Library 2.0 web sites in order to maintain their position within the library field and possibly to be considered foremost in that field. By failing to implement a Library 2.0 web our research objects would risk losing their positions within the library field, a declining influence in the cultural hegemony, fewer visitors and a reduced budget. We also found that the relationship between the physical and the virtual library has not been evaluated. Furthermore we found that the web sites do not make any impact on the physical libraries. These two findings might be due to the so far rather immature implementations. / Program: Bibliotekarie

This Bachelor's thesis examines and describes the ideas and ideological traits surrounding the public library within the governmental cultural policy. The Bachelor's thesis demonstrates how the public library – even though its relevance in the modern society has shifted over time – has maintained a connection to the governmental cultural policy and has therefore been shaped by the ideological changes in the political sphere as a whole. The main issues are: Which ideas concerning the public library's functions are expressed in the governmental cultural policy? Which ideological tendencies can be identified in the national cultural policy? Which ideas concerning the public library can be extracted through the found ideological tendencies? The method used in order to study the governmental bill is an ideology analysis based on a framework created by Dorte Skot-Hansen. The conceptual framework is used to represent three municipal cultural political rationales – the humanistic, the sociological and the instrumental – which in the ideal types are based on the ideological tendencies of the Scandinavian cultural policy during the latter half of the twentieth century. The analysis shows that the governmental cultural policy has maintained some of its traditional values but they seem to be inferior to the new economic liberal tendencies. However, within these results the expressed ideas regarding the public library deviates from the ideological tendencies and portray a traditional and enlightening institution instead of the expected market adjusted institution.

This essay is about how the library can make a difference inintegrating the minority Roma people into the Swedish society.Roma people have been subjected to persecution anddiscrimination for a long time. In this essay, I examine theactivities, functions and capabilities of libraries that can have apositive effect for the integration of the Roma people. Myquestions are: How can libraries reach out to the Roma people andwhat function do the library have for the integration of the Romapeople? I have used Marianne Anderssons and Dorte Skot-Hansens theory the four functions of the library – the culutralcenter, the knowledge center, the information center and the socialcenter. Based on this theory, I have interpreted and analyzed thematerial that I have gathered through interviews and literaturestudies such as thesis, dissertations, repors and parliamentdocuments. The results of my studies show a predominance of twoof the four library functions – the cultural center and theknowledge center. It was largely about literature, learning andknowledge. Some informants associated the library only withbooks and silence, which can be a result of how the librarypromote itself.
