Klimatanpassningsplan och kostnads-nyttoanalys för Tullkammarkajen och Söder : Inriktning högre temperaturer, ökad nederbörd och stigande havsnivåer

”Mark som är eller kan bli olämplig, avseende de boendes hälsa och säkerhet eller om risken föröversvämning, erosion och olyckor är stor, ska ingen bebyggelse planeras eller uppföras. Enmedveten planering för en framtida klimatförändring utvecklar stadens anpassningsförmåga, gör den mindre sårbar och gör att man kan skapa ett mer robust samhälle” (Halmstads översiktsplan 2030) Som klimatet nu förändras, kommer Halmstad inom en snar framtid att få räkna med temperaturhöjningar, ökad nederbörd och stigande havsnivåer. För en stor och kustnära kommun som Halmstad krävs det att kommunen anpassar sig inför dessa utmaningar och vidtar nödvändiga åtgärder i god tid. Konsekvenserna kan bli stora om anpassning inte sker för ett förändrat framtida klimat. Halmstad kommun har två områden i staden som kräver vidare analys, dessa är Tullkammarkajen och Söder. Tullkammarkajen är ett planerat bostadsområde som ska börja bebyggas 2020 och området Söder är till stor del redan bebyggt. Båda områdena är belägna direkt intill Nissan, som översvämmas vid vattenstånd på cirka +2,0 m ö h. Idag kan staden räkna med extremnivåer på +2,5 m ö h och vid stormen Gorm (2015) rådde ett vattenstånd på +2,37 m ö h. Prognoser från bl.a. SMHI tyder på att havsnivån kommer öka en meter fram till år 2100. Samtidigt minskar återkomsttiderna för vattenstånd på +2,5 m öh från cirka 50 år till endast 2 år fram till år 2100. Medeltemperaturen i Halmstad kommer öka under detta århundrade från 6-8°C till 10-14°C. Antalet varma dagar ökar från 10-15 till 50-55 dagar per år och värmeböljorna under sommaren kommer bli mycket längre, med torka, vattenbrist och i värsta fall dödsfall till följd. Syftet med rapporten har varit att ta fram åtgärdsalternativ för att minska risken för översvämningar och värmeböljor i staden. Samhällets resurser är begränsade, vilket medför att det behövs en så kostnadseffektiv anpassning som är möjligt. Kommunen har idag liten kunskap om de mest lönsammaste alternativen för att minska påverkan från översvämningar och värmeböljor, varför rapporten utreder den frågan. Metod har varit en översvämningssimulering, 14 intervjuer, en litteraturstudie och en samhällsekonomisk bedömning genom en kostnads-nyttoanalys. Fyra olika åtgärdsalternativ, som minskar risken för översvämningar och värmeböljor, redovisas i rapporten och utreder om översvämningsåtgärderna är samhällsekonomiskt lönsamma. Åtgärderna innebär bland annat ökad vegetation, höjdsättning, backventiler, vallar, slussport och pumpar. I den samhällsekonomiska bedömningen jämförs nyttan från åtgärderna med kostnader. Analysen visar att trots höga investeringskostnader är samtliga åtgärdsalternativ samhällsekonomiskt lönsamma meden tidshorisont på 100 år fram i tiden. / "Land that is or may be inappropriate, regarding the residents' health and safety or the risk of flooding, erosion and accidents is great, no settlement should be planned or built. An increased awareness in planning for a future climate change develops the city's adaptability, making it less vulnerable and allows it to become a more robust society" (Halmstads översiktsplan 2030). Considering how the world and local society is developing, Halmstad will in the near future experience temperature rise, increased rainfall and rising sea levels. For a large coastal municipality like Halmstad, it is required that the municipality adapt to these challenges and take the necessary measures in good time. The consequences can be devastating if adaptation is not done for a changed future climate. Halmstad has two areas in the city that require further analysis, these are Tullkammarkajen and Söder. Tullkammarkajen is a planned residential area, that will be built in 2020 and Söder is an area that is largely already built. Both areas are located directly next to Nissan, which floods when the water level rises above approximately +2.0 meter above sea level(masl). Today the city can count on extreme levels of +2.5 masl and the autumnstorm Gorm (2015) advised a water level of +2.37 masl. Forecasts from SMHI indicate that the sea level will increase one meter by 2100. At the same time the recurrence times for the water level of +2.5 masl will be reduced from about 50 years to only 2 years until year 2100. The temperature in Sweden will increase during this century and Halmstads average temperature will increase from 6-8°C to 10-14°C. The number of hot days increases from 10-15 to 50-55 days per year and heat waves during the summer will be much longer, with droughts, shortage of water and in worst case deaths as a result. The purpose of the report was to develop policy options for reducing the risk of floods and heat waves in Halmstad. The resources in the society are limited, therefore the most cost-effective adaptation is needed. The municipality currently has no knowledge of the most profitable options for reducing the impact of floods and heat waves, hence this report aims to investigate the matter. Method has been a flood simulation, 14 interviews, a literature review and an economic assessment by a cost-benefit analysis. Four different policy options, which reduce the risk of flooding and heatwaves, are listed in the report and investigate if the flood measures is economically profitable. They include increased vegetation,elevation, check valve, dykes, sluice gate and pumps. The assessment compares the benefits from the actions with the cost in an economic assessment. The analysis shows that despite high investment costs, all proposals for action are economically viable with a time horizon of 100 years.

Samhällsekonomisk lönsamhetsbedömning av miljöåtgärder vid Älvkarleby vattenkraftverk, Dalälven

The Swedish hydropower needs to be adapted to new legislation requiring modern environmental conditions according to the EU Water Framework Directive. A national strategy suggests how to balance the need for improved ecological status to the need of hydropower and was submitted to the Government in October 2019. To make the adaption towards sustainable hydropower in Sweden, the Älvkarleby power plant needs environmental measures as fish passages to improve connectivity as well as an environmental flow in Kungsådran. The Water Authorities suggests environmental measures in Älvkarleby consisting of a nature-like fishway for the fish to move upstream, a net for guiding the fish downstream and an increased flow in Kungsådran to 20 and 30 m3/s for winter and summer, respectively. In addition, suggestions of measures have been formed by Vattenfall based on the results of a pilot study in the Dal river creating eight scenarios. The scenarios consist of combinations of two different techniques for fish passages (nature-like fishway and a technical fishway), two techniques for guiding the fish downstream (angled bar racks and a net) and two suggestions of flows in Kungsådran; keep the flow in today’s level of an average of 3 and 12 m3/s (for winter and summer, respectively) or 7.5 m3/s all year. In this study, the suggested measures are valued in a cost-benefit analysis (CBA), that includes all expected consequences for the suggestions given in the chosen time periods, to evaluate their socio-economic profitability. A CBA tool based on a research project called FRAM-KLIV is used to receive the net present value of the suggested measures. The results show that the measure suggested by the Water Authorities is not found to be socio-economic profitable, when compared to today. This analysis has not been able to monetarize two of the identified consequences. In the CBA eight scenarios are compared to the suggested measure by the Water Authorities, Scenario 1 is valued to be the most socio-economic profitable. Moreover, there are only two Scenarios (number 4 and 8) that is evaluated to not be socio-economic profitable. In this part there is one identified consequence that has not been monetarized. There are uncertainties in the methods of estimating the consequences, which are used as input in the CBA tool, thus affecting the result. In conclusion, to have a trustworthy result there is a need of more thorough investigation for the evaluation to be used in decision making of which measure is valuated to be socio-economic profitable.

I en analys utreds om akutsköterskorna kan agera som förstainsatspersoner vid olyckor som formellt faller under räddningstjänstens åtaganden och om möjligt ge ett monetärt värde på ett sådant sambruk.</p><p>Med hjälp av Jaldells studie gällande tidsfaktorns betydelse vid räddningsinsatser</p><p>(Jaldell, 2004) har sambruksprojektets fördelar för liv, skada och egendom kvantifierats. De totala projektfördelarna beräknas uppgå till ≈450 000 kr årligen. Med totala projektkostnader motsvarande ≈41 000 kr per år kan ett sambruk mellan beredskapsresurserna uppskattningsvis ge 11 gånger investerade kronor (Givet gjorda antaganden).</p><p>För vissa ingående variabler saknas dessvärre statistisk och erfarenhetsmässigt underlag, således har jag tvingats till flera antaganden vid kvantifieringen av projektets effekter. With a cost/benefit-analysis I investigated if the nurses could act as first-aid-persons at accidents that formally lie under the responsibility of the rescue service and if possible determine a monetary value of this collaboration.</p><p>With the help of Jaldell's report regarding "Tidsfaktorns betydelse" (Jaldell, 2004) I was able to quantify the project benefits of life, injury and property. The total benefits were estimated to an annual ≈450 000 skr. With project costs of approximately 41 000 skr per year the cost/benefit ratio could be determined as 11 times invested resources (Given the assumptions).</p><p>However, some key variables lacks proper statistical basis. Thus I've been forced to make several assumptions when calculating the effects. The following assumptions are central for the results of the analysis (Chapter: 4.2.1 Identifiering och kvantifiering av effekter):</p><p>o A potential first-aid-person corresponds to 25 % of an ordinary rescue service force (Regardless of type of accident)</p><p>The first-aid-person average arrival time to the accident was estimated to 7 minutes</p><p>o Every effort takes 2 hours in average</p><p>o The costs for implementing a messaging system in SOS Alarm AB routines costs</p><p>approximately 10 000 skr a year</p><p>In a sensitivity analysis a "pessimistic" and "optimistic" valuation of these specific variables results in a cost/benefit-ratio interval between 4.22 - 26.27 times invested resources. Further more has special attention been made regarding the average arrival time to accident and the represented benefit of a potential first-aid-person. According to the calculations collaboration between these two municipal resources is profitable for the society as long as the represented benefit of at first-aid-person stays above 2,2 % (Other variables according to "realistic" valuation). This means that as long as the nurses can assist with some miner contributions collaboration is interesting from a society perspective. Calculations' regarding the longest time of arrival also shows that if the nurses were to reach the accident within ≈12 minutes the project is beneficial. However these results are associated with some uncertainties, mainly in connection with mentioned assumptions. Unfortunately the assumptions don't build on any empirical studies and should be given special attention in any future research.</p>

En samhällsekonomisk lönsamhetskalkyl på projektet Framtidens Resor i Norrköping / A cost-benefit analysis of the project Framtidens Resor i Norrköping

Vi har genomfört en samhällsekonomisk lönsamhetskalkyl på ett infrastrukturprojekt i Norrköpings kommun som heter Framtidens resor i Norrköping. Projektet har initierats på grund av att kommunen förväntar sig en kraftig befolkningstillväxt samt ett ökat resande inom tätorten när höghastighetsjärnvägen Ostlänken tas i drift år 2035. Syftet med projektet är att förbättra infrastrukturen för de hållbara transportslagen. I kalkylen utvärderas två olika utredningsalternativ med inriktningar på olika trafikslag gentemot ett jämförelsealternativ. Kvantifieringen av effekter baseras på data från trafikprognosmodellen VISUM. Dessa effekter har sedan värderats med hjälp av olika kalkyl- och schablonvärden från Trafikverkets rekommendationer i ASEK (2016). Våra resultat visar att UA Litet trendbrott genererar ett nettonuvärde på -11,5 miljoner kronor medan UA Stort trendbrott visar ett nettonuvärde på 3 810 miljoner kronor och en nettonuvärdeskvot på 1,53. Utifrån ett samhällsekonomiskt lönsamhetsperspektiv rekommenderar vi att genomföra UA Stort trendbrott. Dock gör vi antagandet att även UA Litet trendbrott skulle visa ett positivt nettonuvärde om det vore möjligt att kvantifiera samtliga effekter. / In our master thesis we have, in collaboration with the municipality of Norrköping, done a cost-benefit analysis to analyse their project Framtidens resor i Norrköping. The aim of the project is to improve the mobility for the citizens and to make it easier to use public transports. The project was initiated because of the large expected increase in the population which in turn would put a lot of pressure on the public transport. By the year of 2035 the planned high-speed rail project, The East Link Project, is expected to be in use making it even more important that the municipality’s public transport is high-functioning. Two different scenarios, UA Litet trendbrott and UA Stort trendbrott, have been analysed and both have been compared to how the infrastructure is today. To quantify the effects of the project the software VISUM has been used. To our help we have used the ASEK Guidelines as well as the recommended principles and prices in the report. Our results indicate that UA Litet trendbrott will generate a net present value (NPV) of –11,5 million SEK. As for UA Stort trendbrott, our conclusion is that the scenario will generate a positive NPV, a conclusion which our sensitivity analysis validates. The NPV shows a benefit of more than 3 810 million SEK and the Ratio of NPV and public-sector support (NNK) shows a value of 1,53. We therefor recommend to follow through with the plans stated in UA Stort trendbrott. / Framtidens Resor i Norrköping

Automatiskt effektivt? : En kostnads-nyttoanalys av automatiseringens effektivitet inom medborgarskapsenheten på Migrationsverket / Automatically effective? : A cost-benefit analysis of the automatization efficiency within the Citizenship Department at the Swedish Migration Agency

Medborgarskapsenheten på Migrationsverket har i regleringsbrev från regeringen fått i uppdrag att digitalisera verksamheten, där ett av målen för digitalisering är ökad effektivitet. Med anledning av den långa kötiden för beslut i svenskt medborgarskap, har medborgarskapsenheten implementerat automatisering inom två ärendetyper. Detta för att förenkla handläggningsprocessen och på så vis minska kötiden.  Syftet med denna studie är att utvärdera om implementeringen av automatiseringarna är lönsam. För att undersöka detta genomförs en kostnads-nyttoanalys som bygger på data från Migrationsverket. Kostnads-nyttoanalysen bygger även på två enkätundersökningar som tillämpar metoden contingent valuation method (CVM).  Värderingen av effekterna av automatiseringen sker med hänsyn till två värderingsgrunder. Dels en värdering grundad på förändrad medborgarnytta, dels en alternativ värdering grundad på lönekostnaden som de frigjorda resurserna motsvarar. Effekterna av automatiseringen undersöks under tidsintervallen 1-4 år samt 1-10 år och innefattar kvantitativa kostnads- och nyttoposter samt kvalitativa nyttoposter. Kvantitativt sett visar båda värderingsalternativen en olönsamhet efter fyra år och en lönsamhet efter tio år. Om de kvalitativa posterna överstiger underskotten vid fyra år uppstår en lönsamhet redan då. Känslighetsanalysen visar på viss osäkerhet i beräkningarna då flera underliggande poster kan variera i storlek. / The Citizenship Department at the Swedish Migration Agency has in letters of regulation been instructed by the government to digitalize the department. One of  the objectives for the digitalization is to increase efficiency. Due to a long processing time regarding citizenship applications, the department has implemented automatization in two types of applications. This was done in order to simplify the case process and thereby decrease the processing time.  The purpose of this thesis is to evaluate if the implementation of the automatization is profitable. A cost-benefit analysis based on data from the Swedish Migration Agency was conducted to investigate the effects on efficiency. The cost-benefit analysis also conducts two surveys applying the contingent valuation method (CVM). The valuation of the effects of the automatization is executed with regards to two different bases of valuation. One valuation is based on the change in the benefits of the citizen, and an alternative valuation is based on the salary cost that freed resources correspond to. The effects of automatization are investigated during the time intervals 1-4 years and 1-10 years, and include quantitative cost and benefit entries as well as qualitative benefit entries. Quantitatively, both valuation options are unprofitable after four years and are profitable after ten years. Profitability would arise already after four years if the qualitative entries exceeds the deficits. The sensitivity analysis shows some uncertainty in the calculations, as several underlying entries may vary in size.

Based on Agenda 2030 and Sweden's environmental goals, we have seen development potential within Region Värmland's transport hierarchy, of which the focus is on transport by car. At present, they have 110 petrol-powered vehicles and 40 electric vehicles in the business. The purpose of this thesis was to investigate whether it is socio-economically defensible to replace Region Värmland's current petrol-powered vehicles with electric vehicles and to develop the charging infrastructure.   Through cooperation with Region Värmland, they have provided us with primary data and information regarding the business. In addition, secondary data have been taken from Trafikverket’s report Analysis method and socio-economic calculation values ​​(ASEK 7.0). With the help of this, benefits and costs have been defined and quantified in order to be able to perform a cost-benefit analysis. The sum of the total benefits was compared with the sum of the total costs. The result showed a cost-benefit ratio of 3,22. This means that the project is socio-economically defensible for Region Värmland to implement.   To investigate the project's sensitivity, a sensitivity analysis and supplementary break-even-point analyzes were performed. According to the sensitivity analysis, the project was still profitable in all variations but one. Therefore, a break-even-point analysis was performed to see when the project was still profitable.

Kostnad-/nyttoanalys av bergtekniska förundersökningar med statistisk datavärdesanalys

Många infrastrukturprojekt involverar byggnation i berg där det alltid finns osäkerheter att hantera, dessa kan minskas genom att utföra fler undersökningar. Eftersom förundersökningar i berg är relativt dyra gäller det att hitta en balans där fältprogrammet är ekonomiskt försvarbart. Ett området som studerats det senaste åren är att utreda kostnadsnyttan som förundersökningarna tillför. Metoden som har utvecklats kallas datavärdesanalys och används för att kunna bedöma kostnadsnyttan av att utföra ytterligare förundersökningar innan de är utförda. Syfte med studien är att utvärdera kostnadsnyttan av ytterligare förundersökningar för en injekterings- och bergförstärkningsdesign i ett riktigt bergbyggnadsprojekt. Detta kommer att göras med en utvecklad statistisk metod av datavärdesanalysen.  Förväntade resultat från studien var: Undersöka hur insamlad data från tidigare förundersökningar i projektet kan användas för att bedöma sannolikheterna i datavärdesanalysen. Utveckla datavärdesanalysen för att vara tillämpbar i ett bergbyggnadsprojekt. Testa metoden i ett byggprojekt med riktig data och kostnader. Utvärdera om den framtagna metoden är tillämpbar i ett bergbyggnadsprojekt. I studien upprättades först två olika typdesigner för injekteringen och bergförstärkningen, baserat på en begränsad mängd data som fanns tillgänglig för en utvald sektion (fall 1). Mängden data som var tillgänglig i fall 1 är liknande som i en förstudie. Sedan upprättades två nya typdesigner för vardera område där kompletterande information från högkvalitativ data från kärnborrhål, hammarborrhål och vattenförlustmätning adderades (fall 2). Sannolikheterna i datavärdesanalysen bedömdes genom att använda en statistik metod. Den statistiska metoden baserades på en monte carlo simulering där stupningen på brottet antogs variera för bergförstärkningen och konduktiviteten antogs variera för injekteringen.  Studien påvisade goda resultat för att datavärdesanalyser skulle kunna implementeras i projekt som ett beslutsunderlag. Problematiken som kan uppstå i projekt där man har olika åsikter om hur mycket förundersökningar som behövs skulle kunna elimineras genom att använda datavärdesanalyser på den tillgängliga informationen samt nyttan av mer information. Detta är viktigt ur ett samhällsekonomiskt perspektiv. Det är dock viktigt att personen som använder verktyget förstår hur metoden är uppbyggd och dess antaganden. Gör man inte det finns det stor risk att beslut fattas på grund av felaktigheter som kan finnas i både indata och misstolkad utdata. Vidare rekommenderas att metoden utvecklas innan den används i ett riktigt projekt. Exempel på detta kan vara att göra mindre antaganden. Det kan också vara att försöka koppla datavärdesanalysen till var man har utfört undersökningen på sträckan man studerar. Man skulle även kunna inkludera fler parametrar i sin monte carlo simulering. Slutligen kan man, för att göra metoden mer användarvänlig, skapa en bättre plattform som den kan användas på. / Many infrastructure projects involve construction in rock, where there are a lot of uncertainties to deal with. These uncertainties can be reduced by performing preliminary investigations. Since preliminary investigations are expensive, it is necessary to find a balance where the field program is financially justifiable. In recent years cost-benefit analysis has been studied to investigate the benefits that preliminary investigations add. The method that has been developed is called value of information analysis and it assesses the cost-benefit of doing more investigations before they are performed.  The purpose of this report is to evaluate the benefits of additional preliminary investigations in a real project that could improve the grouting and rock support designs. The studied method is VOIA (Value of Information Analysis) based on statistical probabilities. The expected result of the study was: Investigate how collected data from preliminary investigations can be used to determine the probabilities used in the VOIA concept based on statistics. Develop a VOIA concept that is based on statistics and can be applied in a real project. Test the concept in a real project with real data and costs. Evaluate however the statistical approach was suitable to be applied in a real project. First part of the study consists of establishing two basic designs for grouting and rock support, that is based on a limited amount of information for a certain section of the project (case 1). The data available in case 1 is similar to a desk study. For the second part of the study the previous designs were updated and adjusted according to the additional information, from high quality investigations such as core drilling and water pressure test (case 2). The probabilities in the value of information analysis were evaluated using a statistical approach. The method was based on a monte carlo simulation where the dip of the plane was assumed to vary for the reinforcement design. For the grouting design the conductivity was assumed to vary.   Conclusions from this report proves that a statistical approach for the VOIA concept has great possibilities of being applied in projects as a tool before making decisions regarding preliminary investigations. The problem that often occur in projects today concerning different opinions about the amount of investigations needed, could be eliminated if a well constructed statistical model can be used that has the possibility of adjusting to the amount of available data. This would be beneficial from a socioeconomic perspective. However it's important that the user of this approach understand the purpose of every assumption and understands how to interpret the output data. Otherwise, decisions can be based on errors made by assumptions or bad input data.   Furthermore, recommendations is presented in this report regarding some areas that need to be developed before it is suitable to apply the method in a real project. One is to construct the VOIA concept based on fewer assumptions. Another is to connect the VOIA method to the geographical point of where the investigations have been made. There is also a possibility to include more parameters in the monte carlo simulation. Finally, to construct a more applicable tool in a project, a user friendly platform to conduct the analysis from is a great area to develop.

Liknande situationer uppstår för centrala beslutsfattare där man fattar beslut att genomföra riskreducerande åtgärder i samband med potentiella katastrofer. Sådana åtgärder finansieras genom skattemedel och kanske kan man då kräva att myndigheter åtminstone försöker redovisa de förväntade kostnaderna och fördelarna som följs av besluten. Quite often, however, we face decisions that are harder for us to make, as whether or not to buy expensive insurance to cover for accidents that have only a small probability to occur but also catastrophic consequences. Similar situations appear for central decision makers when they decide whether or not to reduce a certain catastrophic risk for the society as a whole. Those actions are financed through taxes and therefore it might be fair to say that the authorities should at least try to account for the possible benefits and costs associated with a risk reducing programme. For this you may use Cost-Benefit Analysis (CBA), which is usually recommended for use in, for example, risk management for traffic risks, or the less advanced Cost-Effectiveness Analysis (CEA). The shape and form of the risk analysis is to a great deal dependent of whether you are dealing with risk (it’s possible to assign the predicted states probabilities) or uncertainty (it’s not possible to assign the predicted states probabilities) and is also usually limited by a number of other uncertainties, say in value parameters (e.g. the value of a statistical life, VSL).</p><p>This paper deals with theories regarding how to value (ex ante) the costs of potential catastrophes and how these values could be used in dealing with risk or uncertainty in a quantitative risk analysis. From there I try to describe how, possibly, you could value the benefits from programmes reducing risks of an avian influenza. My conclusions are that a probabilistic approach in a quantitative analysis is complicated by, among other things, the short amount of data necessary to compute objective probabilities, the existence of collective risks and for example difficulties in measuring VSL. The Swedish National Board of Health and Welfare (Socialstyrelsen) is the national coordinator for all work regarding risk reducing actions for potential pandemics, but the board neither uses nor recommends other authorities to use utility-based criteria as a part of their decision material when dealing with, in this case, the bird flue. Quite possibly it should be a part of their work to look into the possibilities of using economic evaluations in these situations. Instead they use what resembles a Precautionary Principle, which also can be used on justified grounds as long as the risks are highly present. What should be done for large and long term decision making, though, is to define a narrower Anti-Catastrophe Principle containing orders of priorities for when, based on if its possible and financially motivated, to use CBA and when to use CEA. Those analyses could then be used along with any other decision material.</p>
