Impacts of (un)civil discourse by organized groups on local governance in sustainable development projects

Anecdotal evidence in the media and from personal conversations suggests that inflammatory rhetoric in the collaborative governance setting is increasing, especially during public meetings about sustainable development projects. Planners, mediators, facilitators, and government officials are facing a shutting down of public deliberation by "new activists" who are engaging in public forums in very emotional and uncompromising ways. This dissertation is a direct examination of actions by new activists. It includes two case studies in Roanoke, Virginia, as well as a broader look at the inflammatory rhetoric and disruptions in local public meetings now occurring across the country. / Ph. D.

Strategi för hållbar detaljplanering : Processverktyg i ett holistiskt stadsutvecklingsarbete / Strategy for sustainable local planning : Process tools in the holistic urban development

Stadsplaneringen utgör en viktig roll i arbetet för att främja en hållbar utveckling. Enligt Miljöbalken ska en behovsbedömning göras för varje upprättad detaljplan i syftet att utreda huruvida den leder till en betydande miljöpåverkan eller ej. Den bedömningen baseras dock ofta på bristfällig kunskap om de specifika miljöindikatorer som utvärderas. Det ges heller inget utrymme för förändringar i själva planen för att eliminera identifierad miljöpåverkan. En förbättrad strategi för behovsbedömning som innefattar ett anpassningsfokus och tidigt minimerar miljökonsekvenserna är därför önskvärd. En studie gjordes av arbetsprocessen för behovsbedömning i samband med detaljplanering på Örebro kommun i syfte att upprätta ett nytt, mer holistiskt arbetssätt för behovsbedömningsprocessen inom detaljplanering för att underlätta och förbättra arbetet för en hållbar stadsutveckling. Djupgående intervjuer utfördes på kommunen och teorier om hållbar utveckling samt lagar studerades. Mål som relaterade till hållbarhet ur kommunens policydokument sammanfattades. Målet var att undersöka hur det kunde skapas en förändrad strategi med tillhörande processverktyg för behovsbedömning inom detaljplanering, på Örebro kommun, som är praktiskt tillämpbar samt följer rådande lagar och policyer. Arbetet resulterade i ett strategidokument med en förändrad arbetsprocess och två olika tillhörande checklistor. Slutsatsen är att en ny strategi ska innehålla ett iterativt och tvärvetenskapligt arbetssätt samt en alternering mellan checklistorna beroende på detaljplanens omfattning. Det sistnämnda för att strategin ska kunna tillämpas inom kommunorganisationens strikta tidsramar, utan att kompromissa med kvaliteten på miljöarbetet vid omfattande detaljplaner som potentiellt ger stor miljöpåverkan. / Urban planning plays an important role when working for achieving sustainable development. According to the Swedish Environmental Code, a screening has to be executed for every local plan to investigate whether or not the plan generates significant environmental impact. The screening process is however often based on poor knowledge about the environmental aspects that are evaluated, and neither is there room for adaptation of the plan to eliminate identified environmental impact. An improved strategy for the screening process is needed, which has emphasis on the adaptation and a reduction of the environmental impact early in the process. In this master thesis, the screening process for local planning was studied at the municipality in Örebro, a medium sized city in Sweden. The purpose of the study was to establish a new more holistic working process for screening within local planning, to facilitate and enhance sustainable urban planning. Interviews were carried out at the planning department of the municipality, and sustainable development theories and the law were studied. Municipality targets that related to sustainability were extracted from their policy documents and summarized. The objective was to investigate whether an alternative strategy with suitable process tools could be created for screening within local planning at the municipality that is also applicable in practice and in line with prevailing laws and policies. The thesis resulted in a strategy document and two accompanying checklists, and the conclusion is that a new strategy should include an iterative and multidisciplinary working process, along with an alternation between checklists, depending on scope of the local plan. This strategy should be applicable within the municipality organization without compromising the environmental assessment quality when carrying out an extensive local plan that entails a potentially big environmental impact.

The majority of local areas in the UK are faced with an ageing population. Popular retirement destinations in coastal and more rural areas are particularly affected. The thesis aims to find out how local areas strategically tackle these demographic shifts. The British government has issued strategic guidance for local areas, but as yet little is known about how actual responses look. The literature has largely focused on good practice compilations. Consequently, the thesis attempts to analyse in depth local areas’ experiences in planning for an ageing population. The main research question is: How do local actors in the UK plan for population ageing? A grounded theory approach has been chosen to develop theoretical concepts from empirical data. Local governance and collective learning are used as sensitising concepts, i.e. wider theoretical perspectives. Due to the state of research and the aim to gather detailed knowledge regarding the planning for an ageing population in local areas, a qualitative research design has been chosen. More precisely, it is a multiple case study design, covering the three heterogeneous cases North Tyneside, Poole and Wealden. Empirical data has been assembled from qualitative interviews with local experts and documents such as local strategies or minutes of meetings. The results are threefold. Firstly, local governance arrangements are analysed. This covers the identification of involved actors, their action orientations and interactions. As approaches in planning for an ageing population differ across organisations, a typology of individual actors is developed. Moreover, it is observed that and analysed how traditional hierarchical steering by public bodies is complemented by more network-like forms of governance, for example multi-organisational older people’s partnerships. Secondly, local learning processes in planning for an ageing population are reconstructed. Four phases are differentiated: setting the agenda for the topic of ageing and older people followed by building up knowledge on the subject and collective learning in a narrower sense and, finally, strategy-making. Interrelations between governance arrangements and collective learning are analysed, particularly with respect to different forms of learning in different types of older people’s partnerships. Finally, central challenges and perspectives arising from the analysis of governance arrangements and learning processes are discussed. On the one hand, these pertain to the cross-cutting nature of ageing, on the other hand they are due to the ambivalent influence from national government on local areas. Ageing affects various spheres of local steering activity. Among the main implications for local areas in the UK are the continuous search for responsibility and the struggle to broaden the agenda beyond health and care. This has led to experimenting with governance structures, intensifying involvement of older people and developing inter-agency older people strategies and others as catalysts for further development. The strong influence from central government on local steering advances local reactions to ageing but provokes superficial and unsustainable answers at the same time. Overall, the thesis provides in-depth empirical knowledge on local planning for an ageing population. The theoretical lenses local governance and collective learning have been used to generalise from the practical experiences in the three case study areas. The thesis concludes with recommendations for practitioners locally and at the national level. These refer inter alia to local governance arrangements which come up to the issue’s cross-cuttingness and to national guidance and regulation which could facilitate their introduction or modification. / Die Mehrzahl britischer Gemeinden ist mit einer alternden Bevölkerung konfrontiert. Küstengebiete und ländliche Räume sind besonders betroffen, da sie als Altersruhesitz bevorzugt werden. Ziel der Dissertation ist es, den strategischen Umgang der Gemeinden mit diesen demographischen Veränderungen zu beleuchten. Die britische Nationalregierung gibt den Gemeinden strategische Leitlinien vor, allerdings ist wenig darüber bekannt, wie die lokalen Ansätze tatsächlich aussehen. Bisher wurden vor allem Good Practice Sammlungen zum Thema veröffentlicht. Vor diesem Hintergrund beschäftigt sich die Dissertation detailliert mit der Stadtentwicklung für eine alternde Bevölkerung in solchen Gemeinden, die in sich zwar mit der Bevölkerungsalterung beschäftigen, aber nicht als Good Practice klassifiziert werden können. Die Hauptforschungsfrage ist: Wie planen lokale Akteure für eine alternde Bevölkerung? Die Arbeit folgt einem Grounded Theory Ansatz, der darauf zielt, theoretische Konzepte aus den empirischen Daten zu entwickeln. Lokale Governance und kollektives Lernen dienen als sensibilisierende Konzepte, d.h. weitergefasste theoretische Perspektiven. Aufgrund des Forschungsstandes und des Ziels, detailliertes Wissen über die Stadtentwicklung für eine alternde Bevölkerung zu gewinnen, folgt die Arbeit einem qualitativen Forschungsdesign. In den drei heterogenen Fallstudiengemeinden North Tyneside, Poole und Wealden wurden insbesondere qualitative Interviews mit lokalen Experten durchgeführt und Dokumente wie Strategiepapiere und Sitzungsprotokolle ausgewertet. Die Ergebnisse umfassen drei Themenbereiche. Zunächst werden lokale Governanceformen analysiert, was die Identifikation der beteiligten Akteure, ihre Handlungsorientierungen und Interaktionen umfasst. Da Ansätze zum Umgang mit der alternden Bevölkerung sich stark zwischen individuellen Akteuren unterscheiden, wurde auf dieser Basis eine Akteurstypologie erstellt. Darüber hinaus wird analysiert wie traditionale Steuerungsansätze staatlicher Akteure durch netzwerkartige Governanceformen ergänzt werden. Bedeutendstes Beispiel sind Arbeitsgruppen, in denen Akteure verschiedener Organisationen und Sektoren zusammenkommen, um Ansätze zum Umgang mit Senioren und der Bevölkerungsalterung zu entwickeln. Anschließend werden lokale Lernprozesse in der Planung für eine alternde Bevölkerung rekonstruiert. Dabei werden vier Phasen unterschieden: Agenda-Setting, Wissensaufbau, kollektives Lernen im engeren Sinne und Strategieerstellung. Es werden die Wechselwirkungen zwischen Governanceformen und kollektivem Lernen analysiert, insbesondere bezüglich der Lernformen in verschiedenen Typen von Arbeitsgruppen. Schließlich werden Herausforderungen und Perspektiven der Stadtentwicklung für eine alternde Bevölkerung diskutiert, die aus der Analyse von Governanceformen und Lernprozessen hervorgehen. Einerseits beziehen diese sich auf den Querschnittcharakter des Themas Alterung, andererseits auf den ambivalenten Einfluss der Nationalregierung. Die Alterung betrifft verschiedenste Bereiche lokaler Steuerung. Dies führt zu einer anhaltenden Suche nach lokalen Verantwortungsträgern und zu Schwierigkeiten, die Agenda über Gesundheit und Pflege Älterer hinaus zu erweitern. Darüber hinaus hat der Querschnittcharakter ein Experimentieren mit Governanceformen angeregt, sowie die Schaffung von mehr Partizipationsmöglichkeiten für ältere Bürger und die Erstellung ressortübergreifender lokaler Alterungsstrategien. Die starken Eingriffe der Nationalregierung in lokale Steuerungstätigkeiten befördern einerseits die Auseinandersetzung mit der Alterung, andererseits führen sie auch zu oberflächlichen und wenig nachhaltigen Reaktionen. Insgesamt bietet die Dissertation detailliertes empirisches Wissen zur Stadtentwicklung für eine alternde Bevölkerung. Die theoretischen Perspektiven lokale Governance und kollektives Lernen wurden genutzt um generalisierbare Ergebnisse aus den Erfahrungen in den drei Fallstudiengemeinden zu gewinnen. Abschließend werden Handlungsempfehlungen für Praktiker auf der lokalen und nationalen Ebene abgeleitet.

Vidareutveckling av processverktyg för undersökning av detaljplaners miljöpåverkan : Med fokus på ökad användarvänlighet, automatisering och funktionalitet / Development of a processing tool for investigating the environmental impact of local planning : With focus on increased user friendliness, automation and functionality

Samtliga nya detaljplaner behöver genomgå en undersökning tidigt i planprocessen för att bedöma om planen tros kunna orsaka en betydande miljöpåverkan och i så fall behöva genomgå en strategisk miljöbedömning. Structor Miljöteknik arbetar med miljöbedömningar av detaljplaner med målsättningen är att väva in miljöanpassningsåtgärder i ett så tidigt skede av planeringen som möjligt för att bidra till en hållbar stadsplanering. En strategi med tillhörande processverktyg togs fram i samband med ett tidigare examensarbete för att underlätta detta arbetssätt. Verktyget är anpassad för användare som redan är väl insatta i dem framtagna strategin, och kan därmed upplevas som tung att sätta sig in i. För att fler ska kunna tänka sig att använda det och för att den framtagna strategin ska få större genomslag hos Sveriges kommuner behöver därför verktyget vidareutvecklas och bli mer användarvänligt.  En utvärderande studie gjordes av den arbetsprocess som Structor Miljöteknik har för undersökningar i syfte att identifiera dess styrkor och svagheter. Utifrån denna studie, intervjuer med Naturvårdsverket, Boverket, Länsstyrelsen i Örebro län, Motala kommun och konsulter från Structor Miljöteknik samt en egen utvärdering av det befintliga verktyget togs flera kriterier fram för det nya verktyget. Kriterierna gavs olika prioriteringar som baserades på i vilken grad uppfyllandet av kriteriet ansågs bidra till ökad funktionalitet, automatisering och användarvänlighet. Microsoft Excel identifierades som en lämplig programvara för verktyget då majoriteten av kriterierna bedömdes kunna uppfyllas i det. En plan för vidareutvecklingen av verktyget togs fram som delades in i 4 etapper: framtagande av grund, uppfylla satta kriterier, författa en vägledning och tester och utvärdering. På grund av tidsbrist färdigställdes dock endast den första etappen fullt ut. Grundversionen av det nya verktyget gav goda förutsättningar att uppfylla kriterierna med hög prioritet samt merparten av de övriga.  Möjligheten att uppfylla de olika framtagna kriterierna och tillvägagångsättet för att i ett vidare arbete slutföra utvecklingsprocessen analyserades och presenterades. / When a new local plan is crafted an early screening during the planning process is required to examine if the plan has significant environmental impact. If the plan is believed to have significant environmental impact a strategic environmental assessment needs to be conducted. The company Structor Miljöteknik has a way of working with the environmental assessment of plans where the goal is to incorporate measures striving for greater environmental sustainability early in the process. Today the company does this using a strategy and a processing tool that was created by Sandström. The use of the processing tools is limited by the fact that it requires a user with deeper understanding of the tools construction to be able to use it. Therefore, there is a need for further development of the processing tool to achieve a more user-friendly interface, so that its use become more widespread and the environmental profits of it can be reaped. An evaluative study has been conducted to pinpoint the strength and weaknesses in the process used by Structor Miljöteknik currently. Within this study extensive interviews have been conducted with different government agencies, country administrative board, municipality and people working in the private company Structor Miljöteknik. Based on the interviews several criteria for a developed processing tool were identified. All the criteria were then rated based on three parameters: functionality, automation and user friendliness. Microsoft Excel was identified as suitable software product to use for the processing tool since it enabled most of the criteria to be fulfilled. The further development of the processing tool was divided into four steps: creating a foundation, fulfilling the set criteria, creating a manual and tests and evaluation. In this report the first step was completed, laying a foundation that has great potential for achieving the criteria with high priority as well as most of the other criteria when the further steps are developed.
