Learning for Development: Constructing Inclusive Work Relations in a Nature Conservation Project in Dondo, Mozambique

Utvecklingsprojekt förutsätter konstruerade målgrupper – ”de fattiga”, ”de under-utvecklade”, ”analfabeter” – som man ämnar ”hjälpa”, ”utveckla” eller ”utbilda”. Vad som definieras vara ”problemen” baseras på kunskap som härrör från samma källa som idéerna till utvecklingsinsatser. Detta riskerar att ignorera lokalkännedom. Denna uppsats visar, genom analys av ett fall på mikronivå, att projektmål som syftar till att främja utveckling inte alltid lyckas.Denna studie är baserad på etnografiskt material hämtat från ett bostadsområde i Dondo, en landsortsbygd i centrala Moçambique, genom fältarbete. Studien utforskar hur en utvecklingsdiskurs och praxis införs i en lokal ort, hur detta påverkar människorna, samt hur de används och förändras.Mötet mellan utomstående och lokalboende i ekonomiska och materiella ojämlika förhållanden, och arbetsrelationerna mellan ledare och personer med lägre social status, kännetecknas av ömsesidiga fördomar och stereotypa bilder av ”den andre”. I Dondo har historiskt och kulturellt normaliserade sociala relationer kommit att marginalisera ekonomiskt mindre gynnade invånare. Uppdelningen mellan insiders och outsiders legitimerar och upprätthåller marginaliseringen av lokal kunskap och exkluderingen av lokala invånares deltagande. En viss typ av ledarskap kan möjliggöra utveckling om den tillämpas i syfte att utmana befintliga ojämlika maktförhållanden och diskursivt konstruerade bilder av sig själv och andra som cirkulerar i utvecklingssammanhang. / Development projects often conceptualize target groups that are identified as – ‘the poor’, ‘the underdeveloped’, ‘the illiterate’ – with the aim to ‘help’, ‘develop’ or ‘educate’ them. The definitions of ‘problems’ are based on knowledge deriving from the same source as the ideas of development interventions, and therefore may ignore local knowledge. By analyzing one micro-level case this thesis suggests that projects aiming to promote development may in fact fail to accomplish their goals.This study is based on ethnographic material collected through fieldwork in one local neighbourhood of Dondo, which is a rural town in central Mozambique. It explores how development discourse and practice are introduced in a local setting, how they operate, and the way in which they are transformed and utilized.The encounters between outsiders and insiders in conditions of economic and material inequality, and the work relations between superiors and socially less privileged people, are characterized by reciprocal preconceptions and stereotyped images of ‘the Other’. In Dondo historically and culturally normalized social relations have come to marginalize economically less advantaged residents. The divisions between ‘insiders’ and ‘outsiders’ may legitimize and maintain the marginalization of local knowledge, as well as local people’s participation. At the same time, a lack of trust towards outsiders’ expertise exists amongst insiders, which impedes recognition of ‘outer’ knowledge that could contribute to local development.These factors obstruct the creation of inclusive work relations; a give-and-take relationship in which both sides learn and benefit from each other’s experience and knowledge. Therefore, this thesis argues for mutual learning as a precondition for development. Certain leadership approaches may enable development, if it is practiced with the aim to challenge existing power inequalities and discursively created images of self and others that operate within development contexts.

The People Mobilized: The Mozambican Liberation Movement and American Activism (1960-1975)

The anti-colonial struggles in lusophone Africa were the most internationalized wars on the continent. Involved were people from across the globe and across the socioeconomic and political spectrums - Chinese Communists and Portuguese right-wing dictators, American black nationalists in the urban North and South African white supremacists, cold warriors and human rights activists. The Mozambique Liberation Front (FRELIMO), was the only national liberation movement in the 1960s to receive aid from the United States, the Soviet Union, and the People's Republic of China. I contend that, because both FRELIMO and Portugal relied on support from the international community to wage war for over a decade (1964-1975), the anti-colonial wars in lusophone Africa were not only armed struggles, but also cultural and rhetorical battles. FRELIMO's program of socialist revolution which heralded human rights and social justice through education, non- racialism and gender equality resonated with the international shift to the left of the 1960s. Counterpoised were the Portuguese right-wing corporative dictatorship which espoused a "Lusotropical" civilizing mission for its African overseas provinces, and the white supremacist regimes of Southern Rhodesia and South Africa that militarily and economically dominated Southern Africa. This dissertation focuses particularly on the relationship between FRELIMO and the activists of the black freedom struggle and the New Left in the United States. It will show the significant contributions that American activists made to Mozambican liberation, as well as the impact that this transnational movement had on the entire Southern African region, on U.S. foreign policy, and on the United States' domestic social and political landscapes. I explore issues of colonialism, nationalism, and modernity within a cold war context using the lenses of race, class, and culture in the United States and southern Africa during the long Sixties. I also examine the significance of religious organizations and the moral imperative that underpinned the global advocacy supporting southern African independence. The development of a transnational network of activists that reached from rural Africa to the White House provided the leverage needed for southern Africans and their international allies to topple the Portuguese dictatorship and, eventually, end South African apartheid. / History

yes / Although many different analyses in some ways acknowledge the relevance of labour markets to the political economy of violent conflict and of war to peace transitions, there has been little sustained or systematic exploration of this dimension of war economies and post-conflict reconstruction. This paper highlights the empirical and analytical gaps and suggests that a framework departing from the assumptions of the liberal interpretation of war allows for a richer analysis of labour market issues and policies. This is illustrated by the history of rural Mozambique through the war economy and into the first post-war decade.

Investigating environmental degradation theologically : a challenge for the Igreja Uniao Baptista de Mocambique, (Union Baptist Church of Mozambique) with particular focus on the city of Nampula

Interview schedule translated into Makhua and Portuguese / Economically, Mozambique is one of the poorest countries globally. Given to its poor state, Mozambique remains environmentally deteriorated. Fortunately, the Mozambican government has embarked on environmental programmes as a strategy for ecological management. However, these strategies seem irrelevant due to ineffective implementation of such programmes. It lacks local community awareness, involvement and participation. The church lacks eco-theology as well as theology that can protect nature and people’s struggles. This study investigated the policies and their implementation towards environmental management in Mozambique. The study also discussed church’s role and proposed a comprehensive theology towards the environment in the city of Nampula. Nampula city is one of the busiest cities in the province and in the northern region of Mozambique due to its business attractions. This study was limited to the Union Baptist Church of Nampula. The data collection was based on two approaches, fieldwork and literature analysis. Fieldwork approach resulted in 20 Nampula citizens’ residents being interviewed. The finding showed that environmental crisis is a socio-economic, political and religious problem of concern. It also revealed that the citizens of Nampula face detrimental and environmental health impacts caused by a weak waste management policy. The incapacity of the implementation of waste management policy, deficiency in the enforcement of awareness and local people input contribute for ecological crisis, leading for water pollution and health problems. The ambiguity of making ecological regulations and resources available worsens ecological crisis. When such regulations are drafted and promulgated without local people’s participation, it may indicate that the law-makers exclude local knowledge about environment into the scientific debate. This can lead local people to resist and not participate even when they are called for. Hence, the research has shown that to make a dynamic ecological policy and an effective waste management, a combination of both top-down and bottom-up approaches are needed. A top-down approach guarantees constant framework while the bottom-up approach encourages local community involvement. In this study, the significance of local community involvement, church advocacy, and pressure in making waste management policy function constitute a key finding. Without active involvement of local people in planning, designing, implementing, monitoring, evaluating, and the decision-making process participation, the earth management may never take place. The informal sector and its taxation system in Mozambique

The genesis of the informal sector in Mozambique is similar to the way it emerged in many other countries in the world, starting mainly with small businesses performed by unemployed people, peasent families, street vendors among others as their self employment. The informal sector offers a striking illustration of the strengths and weakness of enterprises in Mozambique. A simple and transparent legal framework, properly enforced is indispensable for the long term success of the informal sector to turn to formal sector. Taxation is controversary in the informal sector. The existing tax system in Mozambique is distorced and naturally contribute to a host of economic and social problems. The needed for the reform of taxation system has been acknowledged for instance the recent implementation of VAT system in Mozambique still on process of implementation. The economic prospects for Mozambique, Namibia and South Africa of establishing a natural gas driven industry in Southern Africa

Thesis (MBA)--Stellenbosch University, 2004. / ENGLISH ABSTRACT: Although natural gas is utilised as a major source of energy in the world, in the past it has made a negligible contribution to the primary energy needs of Mozambique, Namibia and South Africa. This deviation from the rest of the world is in spite of known natural gas reserves in Mozambique, as well as off the coast of Namibia and South Africa. The reasons why natural gas is not a primary energy source of note in Southern Africa relate to the fact that cheap coal has always been available in abundance in South Africa, past exploration activities were focused on finding crude oil and regional conflicts prevented the development of the available natural reserves. The current interest in natural gas as a source of energy relates to the environmental advantages of natural gas over coal and crude oil, as well as the stated objective of the governments of Namibia and South Africa to diversify the energy supply to these countries The purpose of this study was to determine the economic impact of establishing a natural gasbased industry in Mozambique, Namibia and South Africa. To this end it was necessary to estimate the potential size of the natural gas reserves available in Southern Africa. It was also necessary to calculate the economic value to be added by utilising the few technologies applicable to Southern Africa to consume the natural gas. Based on the economic value added, it was recommended that initiatives to develop the available natural gas resources in Southern Africa should continue. When developing a natural gas-based industry, care must be taken to ensure that a balanced supply chain is established. The principle of a supply chain holds that there must be balanced growth through all the links of the supply chain. The principle of a supply chain highlights the balance to be played in developing the upstream segment as well as the downstream segment of a natural gas industry. Excessive rewards for risks taken by developers in the upstream segment of a natural gas supply chain will be to detriment of encouraging new consumers for natural gas. Significant efforts have been made to establish a regulatory framework in Mozambique, Namibia and South Africa to facilitate a balanced development of the available natural gas resources. There are however areas where the established regulatory framework does not adhere to these requirements and must therefore be reviewed. Several initiatives must also be launched to establish large volume anchor consumers for natural gas. These initiative include increased access to foreign capital as well as a pricing mechanism promoting the long-term development of natural gas resources Once large volume anchor consumers have been established, is will be a simple matter to grow the natural gas industry by adding smaller consumers to the established distribution infrastructure. / AFRIKAANSE OPSOMMING: Alhoewel natuurlike gas 'n belangrike bron van energie is vir die res van die wêreld, het natuurlike gas in die verlede 'n weglaatbare breukdeel van die primêre energiebehoeftes van Mosambiek, Namibië en Suid-Afrika voorsien. Hierdie verskil teenoor die res van die wêreld is ten spyte daarvan dat daar ontdekte natuurlike gasreserwes in Mosambiek sowel as in Namibiese en Suid-Afrikaanse gebiedswaters was. Die redes hoekom natuurlike gas nie 'n belangrike bron van primêre energie in Suidelike Afrika is nie, is te wyte aan die feit dat goedkoop steenkool nog altyd in oorvloed beskikbaar was in Suid-Afrika; dat eksplorasie aktiwiteite gefokus het op ruolie eerder as natuurlike gas en dat streekskonflikte verhoed het dat die beskikbare natuurlike gasbronne ontwikkel kon word. Wanneer 'n natuurlike gas-gebaseerde industrie ontwikkel word, is dit belangrik dat 'n gebalanseerde verskaffingslyn geskep moet word. Die beginsel van 'n verskaffinglyn is dat daar eweredige groei in al die onderskeie komponente van die verskaffingslyn moet wees. Die beginsel van'n verskaffingslyn beklemtoon die balans wat gehandhaaf moet word tussen die stroom-op en stroom-af segmente van 'n natuurlike gas industrie. Oormatige beloning vir risiko's deur ontwikkelaars in the stroom-op segment van die natuurlike gasverskaffingslyn sal tot nadeel wees van nuwe verbruikers in die stroom-af segment. Daadwerlike pogings is aangewend om 'n regulatoriese raamwerk te skep binne Mosambiek, Namibië en Suid-Afrika sodat 'n gebalanseerde ontwikkeling van die beskikbare natuurlike gasbronne kan geskied. Daar is egter areas waar die regulatoriese raamwerk nie aan die vereistes voldoen nie en daarom sal dit hersien moet word. Verskeie aksies sal ook geloods moet word om hoë volume ankerkliënte van natuurlike gas te vestig. Hierdie aksies sluit verhoogde toegang tot buitelandse kapitaal, sowel as die ontwikkeling van 'n prysmeganisme wat die langtermynontwikkeling van die natuurlike gasbronne ten doel het. Sodra 'n hoë volume ankerkliënt gevestig is, is dit 'n eenvoudige aksie om groei in die natuurlike gas industrie te bewerkstellig deur kleiner kliënte by die bestaande verspreidingsinfrastruktuur te voeg.

Arms control and disarmament in Southern Africa: An assessment of civil society and state responses in Mozambique 1995 – 2003

Thesis (MA (Political Science))--University of Stellenbosch, 2010. / ENGLISH ABSTRACT: This thesis aims to ascertain the level of success which civil society and state actors have had in dealing with issues of arms control and disarmament in the SADC region during the post- Cold War era. The main research question shall be divided into two key questions, the first being: How successful have states been in managing arms control and disarmament in the SADC region? The second question being: How successful has civil society been in managing arms control and disarmament in the SADC region? The study is therefore an evaluative study and shall be focused on the case study of Mozambique. Two arms control processes shall be evaluated in this regard. First is the “Transforming weapons into Ploughshares” or TAE project which is a civil society campaign aimed at minimizing the harsh impacts that Small Arms and Light Weapons have on Mozambican society. The demarcated time period for this project shall be 1995-2003. Second is state driven operation between South African and Mozambican police aimed at locating and destroying arms caches responsible for fuelling the illicit trade in light arms between the two countries. This project was known as Operation Rachel and shall be evaluated from the period of 1995-2001. Through evaluating these two projects, the study shall seek to make the point that in terms of arms control in post-conflict developing states, there is a role for both state and civil societies. The role of civil society organizations can be seen as one of identifying security threats, raising public awareness and democratizing security issues such as arms control so that society at large becomes active in negating the problem. The role of the state on the other hand is to live up to its duties as the chief provider of security for the designated population within the state’s territorial boundary. Arms control in Mozambique and in the SADC region in general has been mediocre at best since as shall be demonstrated, states are far too weak to offer any meaningful protection to citizens and secondly civil society organizations which have taken it upon themselves to offer this kind of protection are just not well resourced enough to undertake state responsibilities. Thus the key recommendation of this study is that Southern African states invariably need to build up their capacities. Light weapons have spread uncontrollably throughout the region because weak and fractured states could not contain the problem and continue struggling to manage a multitude of security threats. It is therefore up to civil society organizations to build strong societies which can demand stronger state action. / AFRIKAANSE OPSOMMING: Hierdie tesis se doel is om vas te stel tot watter mate die burgerlike samelewing en Staat akteurs sukses behaal het in terme van wapenbeheer en ontwapening in die Suider-Afrikaanse Ontwikkelings Gemeenskap (SAOG) streek na die koue oorlog. Die hoof navorsings vraag sal in twee kern vrae verdeel word, Die eerste vraag is: Hoeveel sukses het die burgerlike samelewing in die SAOG streek gehad met die bestuur van wapenbeheer en ontwapening? Die tweede vraag is: hoeveel sukses het Staat akteurs in die SAOG streek gehad met die bestuur van wapenbeheer en ontwapening? Hierdie studie is dus ʼn evaluerende studie en sal op Mosambiek fokus as gevalle-studie. Twee wapenbeheer prosesse sal in hierdie tesis evalueer word. Eerste, is die “Transforming Weapons into Ploughshares” of “TAE” projek wat ʼn burgerlike samelewings veldtog is, wat hom ten doel gestel het om die negatiewe impak van ligte-wapens op Mosambiekse samelewing te verminder. Wapenbeheer in Mosambiek en in die SAOG streek in die algemeen was totdusver minder suksesvol gewees, aangesien state heeltemal te swak is om enige betekenisvolle beskerming aan hulle burgers te verleen. Tweedens, het burgerlike samelewings organisasies wat die verantwoordelikheid aangeneem het om beskerming te verleen net nie genoeg hulpbronne om die staat se verantwoordelikhede te vervul nie. Dus, is die kern aanbeveling van hierdie tesis dat Suider-Afrikaanse state hulle bekwaamheid en kapasiteit sal moet versterk. Ligte wapens het onbeheersd dwarsdeur die streek versprei omdat swak state nie oor die kapasiteit beskik om veelvuldige veiligheids en sekuriteits-bedreigings te kan hanteer nie. Dit hang dus van burgerlike samelewingsv organisasies af om sterk samelewings te bou wat op hul beurt kan aandring op sterker staatsoptrede om hierdie kwessies meer daadwerklik aan te spreek.

Cette thèse étudie du trafic des esclaves au départ de l’Afrique orientale (Mozambique) vers les Comores où des planteurs étrangers venaient les acheter comme engagés libres. Le sultanat de Saïd Ali né en 1883, a bénéficié de la protection de de la France en 1886. Malgré ce protectorat, l’esclavage n’est aboli qu’en 1904. Pour maintenir la main-d’œuvre coloniale, l’État protecteur a retardé cette abolition. Face aux hésitations, le sultanat est rattaché à Magascar en 1908, le sultan abdique en 1910, avant que la Grande Comore devienne colonie française en 1912. / This Thesis studies the slaves trade starting from East Africa to Comoros where foreign growers came to buy them as free Endentured servant. The Sultanat of Saïd Ali born in 1883 benefited of French protection in 1886. Even thought this protectorate, the slavery is abolished in 1904. To maintain the colonialworkforce, The Protecting State has delayed this abolition. In front of theses hesitations, the Sultan is attached to Madagascar in 1908, the sultan abdicated in 1910, before that the Great Comoro become a French colony in 1912.

The study assessed the effectiveness of environmental management structures and participation process in the upper Pungwe River basin. It looked at the interaction of environment and water management institutions and stakeholder structures in environmental management. A concurrent mixed methods approach was used. Qualitative and quantitative data collection and analysis techniques were employed. Seventeen questionnaires were administered to environmental management committee chairpersons. Interviews were held with three water resources management experts from the ZINWA and PSCC. Another three questionnaires were administered to the EMA, Mutasa RDC and Mutasa District Administrator. Water quality, sediment load and river runoff data for the Pungwe River was analysed using Mann-Kendal and Regression Analysis Statistics to detect trends and predict future levels. River sediment load showed a negative linear relationship with pH levels. Stakeholder participation still require enhancement. Coordination of land/environment and water management institutions and local stakeholders remains the key to achieving sustainable environmental management. / Environmental Sciences / M. Sc.
