Analytisk Hierarkisk Process och Analystisk Nätverksprocess : Metodutvärdering

Rädslan för att bli utsatt för ett brott och därmed bygga upp en otrygghetskänsla kan hämma människor att välja en specifik väg eller att vistas på speciella platser. Gävle kommun arbetar kontinuerligt för att skapa en trygg och säker miljö för invånarna där den upplevda tryggheten är lika viktig som den faktiska. Eftersom trygghet är något som påverkar alla i samhället applicerades denna studie på en GIS-baserad multikriterieanalys (MKA) på tryggaste vägvalet för gång- och cykeltrafikanter i Gävle kommun. Analysteknikerna analytisk hierarkisk process (AHP) och analytisk nätverksprocess (ANP) tillämpades för att utvärdera hur respektive teknik påverkade resultatet i en MKA. Målet med studien var att analysera skillnaderna mellan AHP och ANP samt hur de påverkar resultatet, identifiera hur kriterier och vikt styr trygghetsanalysen samt formulera förslag på andra appliceringsområden. För att erhålla lokal kännedom om samt rangordning av relevanta kriterier, ur trygghetsperspektiv vid samhällsplanering, utfördes intervjuer med en trafikplanerare, en landskapsarkitekt samt en översiktsplanerare vid Gävle kommun. Kartlagren som användes erhölls från Gävle kommun, Lantmäteriet samt Gävle Energi. Programvaror för databearbetning och analys var ArcGIS, ERDAS Imagine samt SuperDecisions.  Analysresultatet visade att de tryggaste områdena är Esplanaden i centrala Gävle, norra delen av stadsdelen Sätra samt Hille i norra Gävle. Platsbesöket gav en stark bild av att villaområden kändes tryggast utifrån gång- och cykeltrafikanters behov. De primära kriterierna att vara nära belysning, ha fri sikt, att det är människor i rörelse (relaterat till byggnader och busshållplatser) samt att vara långt ifrån tunnlar uppfylldes i olika villaområden runtom i Gävle. Fördelen med AHP var att den är enkel att bygga upp och kan tydligt visualisera hur olika parametrar påverkar varandra i en hierarkisk struktur. ANP däremot var något mer avancerad även i ett enkelt nätverk, men påverkades inte av den som utförde de parvisa jämförelserna på samma sätt som i AHP, eftersom det är svårare att förutse vilken rangordning de olika kriterierna tilldelas när klustren har inre och yttre beroende samt återkoppling till varandra. / The fear of being a victim of a crime can hamper people to choose a specific path or to reside in specific locations, and thus build up a sense of insecurity. Gävle kommun have a continuously work to create a safe and secure environment for residents, where the perceived safety is as important as the actual. Because safety is something that affects all of society the study was applied on a GIS-based multi-criteria analysis (MCA) for the safest route selection for pedestrians and cyclists in Gävle. The analysis techniques analytical hierarchical process (AHP) and analytic network process (ANP) was applied to evaluate how each technology affected the result in MCA. The aim of the study was to analyze the differences between the techniques and how they affect the results, identify the criteria and how weight control safety analysis, and formulate suggestions for other application areas. To obtain local knowledge and ranking of relevant criteria interviews with a traffic planner, a landscape architect and an overview planner at Gävle kommun was conducted. Software for data processing and analysis was ArcGIS, ERDAS Imagine and SuperDecisions. After analyzing the results a site visit were performed. The site visit gave indications of the residential areas as safe due to the needs of a pedestrian or cyclist. The primary criteria are to be close to lighting, have a clear view, that there are people in motion (related to buildings and bus stops) and to be far from tunnels met in residential areas in different parts of Gävle. One advantage with the AHP was the simplicity of the hierarchical structure and the easy way of demonstrating the results. ANP on the other hand was more complex due to the network model. The pairwise comparisons did not get as much influence from the decision maker as in the AHP.

Energieffektiv samhällsplanering med hjälp av multikriterieanalys: Fallstudie i Ovanåkers kommun

Spatial planning can play an important role in the creation of a more sustianable devolopment, which means that climate and enviromental aspect are becoming more important. To be able to take into account aspects connected to these questions during the planningprocess, knowledge about which ones are important and how they can be implemented in the process are a key factor. Geographic information systems (GIS) is increasingly being used by planners because it is a time-efficient way to handle large amounts of geographic data of varying character. The large part of the worlds population lives in urban environments, and continues to increase,which means that the amount of land available for new buildings are limited. In order to best manage these limited landresources,analyzes of a variety of aspects should be weighed against each other and come to a conclusion about what is most appropriate for a specific area of land. With GIS and the Multicriteria Analysis (MCA) method, such analyzes can be made efficiently and contribute to the creation of more energy efficient spatial planning. In this study, which is part of a project initiated by Ovanåkers municipality, MCA was used to locate places suitable for either residential or industrial activities. This was done based on an energy efficiency perspective with a variety of criterias that are considered to contribute to reduced energy consumption. During interviews with planners at the municipality and the Swedish Energy Agency the criterias were ranked based on how important they were considered to be for analysis. These rankings formed the basis of the weight sets that were presented. The result shows that differences in the ranking affect which areas are considered appropriate to a certain extent. Despite these differences, there is a clear pattern where industries are considered most suitable on the outskirts of communities and housing more suitable in the central parts. / Samhällsplanering kan ha en avgörande roll på skapandet av en mer hållbar utveckling vilket gör att klimat- och miljöaspekter hamnar i allt större fokus. För att planarbetet ska kunna ta hänsyn till aspekter rörande dessa ämnen så krävs det kunskap om vilka aspekter som är viktiga samt hur de kan implementeras i planarbetet. Geografiska informationssystem (GIS) används i allt större utsträckning av samhällsplanerare eftersom det är ett tidseffektivt sätt att hantera stora mängder geografisk data av varierande karaktär. En allt större del av befolkningen bor i urbana miljöer, vilket gör att mark som är tillgänglig för exploatering minskar. För att på bästa sätt hushålla med dessa resurser bör analyser av en rad olika aspekter vägas mot varandra och på så sätt komma fram till vad som är mest lämpligt för ett specifikt markområde. Med GIS och metoden multikriterieanalys (MKA) kan analyser av detta slag göras på ett effektivt sätt och bidra till skapande av en mer energieffektiv samhällsplanering. I denna studie som är en del av ett projekt som initierats av Ovanåkers kommun användes MKA för att lokalisera platser lämpliga för antingen bostäder eller industriverksamhet. Detta gjordes utifrån ett energieffektiviseringperspektiv med en rad olika kriterier som anses bidra till minskad energikonsumtion. Med hjälp av intervjuer med planerare på kommunen och Energimyndigheten rangordnades kriterierna utifrån vilket betydelse de ansågs ha för analysens syfte. Dessa rangordningar låg till grund för de viktuppsättningar som togs fram. Resultatet visar att skillnader i rangordningen påverkar vilka områden som anses lämpliga i viss utsträckningen. Trots dessa skillnader finns ett tydligt mönster där industrier anses mest lämpliga i utkanten av samhällen och bostäder mer lämpliga i de centrala delarna.

Orientador: Gustavo Garcia Manzato / Resumo: Priorizando a mobilidade urbana sustentável, a bicicleta é apontada como meio de transporte devido ao seu baixo custo, pouco espaço viário consumido e principalmente pela ausência de impactos negativos por não ser poluente, reduzir o nível de ruído do sistema e não consumir energia não renovável. Na intenção de que a população possa adotar a bicicleta como meio de transporte e não apenas como lazer, são necessários investimentos para implantação de infraestrutura cicloviária adequada e de qualidade que forneça segurança e conforto ao usuário. O objetivo dessa pesquisa é a elaboração de um índice que qualifique a oferta de infraestrutura cicloviária de uma dada região a partir de aspectos que forneçam segurança e conforto ao usuário de bicicleta e ainda estimule o uso da bicicleta como meio de transporte. Isso se deu através da percepção de especialistas e revisão de literatura, por meio das quais foram identificados e avaliados 23 temas, agrupados em três domínios: Segurança, Geometria e Facilidades. Na sequência, o método Structured Pairwise Comparison (SPC) foi utilizado para priorização e ponderação dos domínios e temas, também com base em uma consulta a especialistas. Posteriormente, foram criados indicadores que pudessem valorar cada um dos temas, proporcionando a aplicação do índice em uma determinada região. (Resumo completo, clicar acesso eletrônico abaixo) / Abstract: Giving priority to sustainable urban mobility, the bicycle is appointed as a mean of transport because of its low cost, little road space consumed and, above all, the absence of negative impacts as it does not pollute the environment, reduces system noise levels and does not consume non-renewable energy. With the intention that bicycles were adopted as a mean of transport and not just as leisure, investments are needed to implement adequate and qualified cycling infrastructure that provides safety and comfort to the users. The goal of this research is the elaboration of an index that qualifies the cycling infrastructure supply in an area considering such safety and comfort aspects to the cyclist as well as stimulates the use of bicycles as a mean of transport. This was done through the perception of specialists and literature review, in which 23 themes were identified, evaluated and grouped into three domains: Safety, Geometry and Facilities. Thereafter, the Structured Pairwise Comparison (SPC) method was used for prioritization and weighting of domains and themes, also based on a survey conducted with specialists. Subsequently, indicators that could appraise each of the themes and allow the application of the index in a certain area were created. This diploma thesis deals with the design of a selected structural part of multi-tasking machine tool. The solved construction part is the design of a turning table with the possibility of positioning with specified parameters. The research part is focused on CNC machine tools, multi-tasking machine tools and individual parts of turning tables with possible positioning. In a design part, the design of design variants of possible solutions is made and the choice of the design solution is made with the help of multicriteria analysis. Subsequently, the selected design solution is processed with the help of the necessary technical calculations. The result of the work is then a 3D model and the required drawing documentation.

This diploma thesis focuses on the development of board materials based on secondary raw materials. The theoretical part outlines secondary raw materials and their further usage. In addition, the theoretical part deals with a description of protective panels with a focus on underlying profiles and requirements for protective panels in terms of thermal protection of buildings. At the end of the theoretical part, a multicriteria analysis and a method of assessing the impact of the products on the environment using LCA / EPD is described. The practical part describes input raw materials from various industries, test samples, their tests, and subsequent evaluation of required properties. Using the multi-criteria analysis, a board material with a favorable ratio between mechanical and thermal insulation properties was selected for the production of the base profile. Furthermore, the practical part deals with the production of the underlying profile, its testing, determining its competitiveness in the market, and a simplified description of its impact on the environment.

Modèles d’évaluation des performances économique, environnementale et sociale dans les chaînes logistiques / Models for assessing economic, environmental and social performances in supply chains

Ce mémoire présente un cadre d’évaluation des performances économique, environnementale et sociale dans les chaînes logistiques. Nous avons proposé un modèle de caractérisation de la performance « globale », intégrant les trois performances liées au développement durable (économique, environnementale et sociale) dans les chaînes logistiques. Ce modèle nous a permis d’analyser les impacts des pratiques de gestion des chaînes logistiques sur un ensemble d’enjeux durables, matérialisés par la Matrice de Performance Globale des Chaînes Logistiques (MPGCL). Un modèle analytique permet ensuite d’évaluer ces impacts sous une forme agrégée par un triplet : . Trois instanciations de la MPGCL ont été réalisées : académique (basée sur l’analyse de la littérature), industrielle (basé sur des référentiels industriels) et empirique (suite à une enquête de terrain). Une approche multicritère d’aide à la décision pour le choix des pratiques à mettre en œuvre (CAMPLID) a été proposée. Son application sur les instances de MPGCL permet un classement de bonnes pratiques des chaînes logistiques basé sur l’amélioration simultanée, et selon différentes stratégies, des trois performances économique, environnementale et sociale. Une étude plus spécifique selon une approche par simulation de l’impact des pratiques d’approvisionnement (approvisionnement individuel / mutualisé, différentes règles de réapprovisionnement) sur des enjeux durables complète ce travail. / This thesis presents a framework for assessing economic, environmental and social performances in supply chains. We propose a characterization model for "global" performance, integrating the three performances related to sustainable development (economic, environmental and social) in supply chains. This model allows us to analyze the impacts of management practices in supply chains on a set of sustainability fields, materialized by the Global Performance Matrix of Supply Chain (MPGCL). An analytical model is used to evaluate these impacts in aggregate form by a triplet. Three instantiations of MPGCL are carried out: academic, industrial and empirical. A multicriteria decision-making approach for selecting practices to implement (CAMPLID) is proposed. Its application to MPGCL instances allows a ranking of supply chains best practices, based on the simultaneous improvement of the economic, environmental and social performances. A more specific study in a simulation of the supply practices (individual/shared supply, different rules replenishment) impacts on sustainability fields complete this work.

Gestão de águas urbanas em Guarulhos. / Urban water management in Guarulhos.

Guarulhos, o segundo município paulista em população, tem tentado aumentar sua importância no Estado e no país também nos aspectos sócio-econômicos. Como parte das necessidades inerentes a essa mudança de patamar, por sua alta taxa de crescimento, e devido à crônica e histórica deficiência no planejamento da cidade, nos últimos anos vários planos diretores setoriais foram lançados, todos relacionados direta ou indiretamente aos recursos hídricos. Ora por questões orçamentárias, ora por conveniência administrativa, foram executados separadamente o plano diretor de desenvolvimento do município apenas com diretrizes -, e os planos diretores de abastecimento de água, de esgoto sanitário e de drenagem, além do novo plano de abastecimento de água e esgotamento sanitário, este atendendo à Lei 11.445/2007. O plano diretor de resíduos sólidos encontra-se em elaboração. A fragmentação desses planos diretores, apesar de justificada em função das condições em que surgiram e pelas demandas que visavam a atender, pode não ser a mais adequada do ponto de vista dos conceitos mais modernos de gestão da água urbana. Assim, após uma análise crítica desses planos, é avaliada a proposta de elaboração de um Plano Integrado de Águas Urbanas pelo município. Como sugestão de ferramenta de apoio à decisão, é apresentado o emprego de metodologia de análise multicritério para hierarquização de ações, especificamente obras de saneamento de grande porte previstas nos planos diretores de Guarulhos ou em seus desenvolvimentos, buscando também catalisar as interações entre gestores de diferentes setores. / Guarulhos, the second most populous city in the São Paulo State, has tried to increase its importance in that State and in the country also in socioeconomic factors. As part of the needs associated with that step change, for its high growth rate, and due to chronic and historical lack of city planning, in recent years several sectoral master plans have been launched, all directly or indirectly related to water resources. Sometimes by budget issues, or by administrative convenience, these plans were executed separately from the master plan of the city - this, with only guidelines - and the master plans for water supply, waste water, drainage, and the new plan of water and waste water (required by the federal law 11.445/2007). The master plan for solid waste is under preparation. The fragmentation of these master plans, though justified in light of conditions in which they emerged and by the demands aimed at answering, is not adequate from the standpoint of modern concepts of management of water resources. So, after a review of these plans, is assessed the proposed development of an Integrated Urban Water Master Plan by the city. As a suggestion of a decision support tool, is presented the use of multicriteria analysis methodology for prioritization of actions, specifically huge works of sanitation contained in these master plans or in its developments, also seeking to promote interactions between managers from different sectors.

Exploitation et réhabilitation de bâtiments tertiaires : une démarche énergétique d'amélioration environnementale

Le secteur du bâtiment est l’un secteur des plus énergivore, sa consommation énergétique importante découle d’une part de la dégradation des matériaux propre à leur vieillissement et d’autre part, au manque d’un cadre réglementaire énergétique plus strict accompagnant la conception. Enfin cette consommation énergétique est due à la présence des usagers. Ceci est d’autant plus vrai pour le secteur tertiaire au travers leurs activités, leurs comportements et leur degré d’appartenance que les usagers donnent à ces types de bâtiments. En effet, même si tout le monde les utilise, personne ne se sent responsable de leur maintenance. Le travail présenté ici met en avant la relation entre la consommation énergétique dans les campus universitaires et le comportement des usagers. Les résultats sont analysés dans un contexte climatique comparable (paramètre clé les Degrés Jours Unifiés - DJU), avec indicateurs d’évaluation partageables (ce qui ont été judicieusement choisis à partir d’une comparaison entre différents systèmes d’évaluation) et traduit dans une méthodologie d’évaluation (basée sur les méthodes multicritères). Celle-ci tient compte de la multiplicité d’usages, d’usagers et d’attentes énergétiques, environnementales et de confort présents dans ce type de secteur tertiaire. L’objectif principal de cette étude a été d’élaborer une démarche d’amélioration environnementale et énergétique pour l’exploitation des bâtiments tertiaires, pour aller vers la réhabilitation thermique et énergétique, en considérant d’une part, la satisfaction des usagers et d’autre part les performances énergétiques et environnementales améliorées des bâtiments analysés. Ce mémoire de thèse est construit autour la logique suivante : une mise en situation des problématiques énergétiques internationales et nationales (France et du Chili). Un focus sur l’énergie dans le secteur tertiaire, permet de s’imprégner des différents dispositifs mis en place pour atteindre l’objectif de réduction de la consommation d’énergie et des émissions de CO2. Une grille de comparaison qui va nous permettre de réaliser les analyses de consommations énergétiques à différentes périodes de l’année avec un seul paramètre climatologique le DJU, est mise en avant. Ensuite les différents campus et sites universitaires sur lesquels nous appuyons la réflexion sont présentés. Dans ceux-ci, nous analysons à différentes échelles spatio-temporelles et avec différents types d’analyses qualitatives et quantitatives, les variables discriminantes qui seront essentielles pour parvenir à une amélioration énergétique au fil du temps. Par la suite, une ligne de base de critères et indicateurs qui vont nous permettre d’évaluer avec la même échelle d’évaluation, la performance énergétique et environnementale des bâtiments dans leur état actuel est crée. Pour, ensuite, les comparer dans un état optimisé lorsque les améliorations énergétiques ont été mises en place. Enfin nous proposons une méthodologie d’évaluation et d’amélioration environnementale pour l’exploitation des bâtiments tertiaires qui va mettre en relation de façon originale les besoins énergétiques, environnementaux, économiques et de confort des gestionnaires et des usagers universitaires. Une modélisation thermique de solutions de réhabilitation et un modèle économique, assez simple, sont proposés pour illustrer l’application de la méthodologie. / The buildings sector is one of the largest energy consuming sectors, its high energy consumption stems to construction materials degradation on the one hand and to the lack of a stricter regulatory context in design step on the other hand. Finally, this energy consumption is due to the presence of users. This is especially true for the service sector through its activities, its behavior and the sense of belonging of users to this type of buildings. Even if everyone uses them, nobody feels responsible for their maintenance.The work presented here highlights the relationship between energy consumption in university campuses and user’s behavior. The results are analyzed in a comparable climatic context (the key parameter Unified Degree Days - UDD) with sharable assessment indicators (which have been carefully selected from a comparison between different assessment systems). Then, the results are translated into an evaluation methodology (based on multicriterio analysis). The methodology takes into account the multiplicity of uses, users and energy resources, environment and comfort requirements expected in this service sector.This study aims to develop an environmental and energy improvement approach for the operation of tertiary buildings, to move towards a thermal and energy rehabilitation, considering on the one hand, user satisfaction and on the other hand the energy and environmental improved performance of the studied buildings.This manuscript of thesis is built around the following logic: an overview of national and international energy issues (France and Chile). A specific reference to energy in the tertiary sector emphasizes the different mechanisms put in place to achieve the reduction target of energy consumption and CO2 emissions. A comparison grid is built to analyze energy consumptions at different times of the year with a single climate parameter: the DDU (Unified Degree Days). Then, the different campuses and universities supported by the reflection are presented. In these study cases, we analyzed at different spatio-temporal scales and with different types of qualitative and quantitative analysis, the discrimination of critical variables to achieve energy improvements over time. Subsequently, a baseline of criteria and indicators is developed to evaluate the energy and environmental performance of buildings in their current state with the same rating scale. Then energy improvements are implemented to compare them in an optimized state. Finally, we propose an evaluation methodology and environmental improvements for the operation of tertiary buildings which will bring together in an original way the energy, environmental, economic and comfort managers and users universities needs. Thermal modeling solutions and economic rehabilitation rather simple model are provided to illustrate the application of the methodology. / El sector de la construcción es uno de los sectores que más energía consume, este consumo se debe en parte a la degradación de sus materiales, propia al paso del tiempo, a la falta de un marco legal energético más estricto que regule su diseño-concepción y por otra a la presencia de sus usuarios. Este fenómeno se vuelve más recurrente en el sector terciario debido a sus actividades, sus comportamientos y el grado de pertenencia que los usuarios le dan a este tipo de edificios. De hecho, si es cierto que todo el mundo los puede utilizar, no todos se sienten responsables de su cuidado.El trabajo que aquí se ha desarrollado presenta la relación entre el consumo energético de los campus universitarios y el comportamiento de sus usuarios. Los resultados se han analizado bajo un contexto climático comparable (parámetro clave los Grados Días Unificados - GDU), indicadores de evaluación adaptables (que han sido cuidadosamente seleccionados a partir de una comparación entre distintos sistemas de evaluación - certificaciones) y que se han traducido a través de una metodología de evaluación (basada en métodos de multicriterio). Esta metodología considera la multiplicidad de usos, de usuarios y de requerimientos energéticos, medioambientales y de confort presentes en este tipo de sector terciario.El objetivo principal de este estudio ha sido desarrollar una metodología de mejora energética y medioambiental para la operación de edificios terciarios, que permitirá además de considerar una rehabilitación térmica y energética, teniendo en cuenta, por una parte, la satisfacción de los usuarios y por otra el desempeño energético y medioambiental mejorado de los edificios analizados.La memoria de la tesis ha sido construida bajo la siguiente lógica: la presentación de las problemáticas energéticas internacionales y nacionales (de Francia y de Chile). Una visión de la energía en el sector terciario, permite ahondar sobre los diferentes mecanismos establecidos para lograr el objetivo de reducir el consumo energético y las emisiones de CO2. Un sistema de comparación nos permite analizar el consumo energético en diferentes periodos del año, a través de un único parámetro climático, el GDU. A continuación se presentan los diferentes campus y sitios universitarios en los que nos apoyamos para el análisis. En ellos, analizamos a diferentes escalas espacio-temporales y con diferentes tipos de análisis cualitativos y cuantitativos, las variables discriminantes que serán fundamentales para lograr la mejora de la eficiencia energética a través del tiempo. Posteriormente, construimos una línea de base de criterios e indicadores que nos permitirá evaluar a través de una misma escala de evaluación, el desempeño energético y medioambiental de los edificios en su estado actual, para luego compararlos en un estado óptimo cuando diferentes mejoras energéticas se han implementado. Por último, proponemos una metodología de evaluación y de mejoras energéticas para la operación de edificios terciarios, dicha metodología relaciona de manera original las necesidades energéticas, medioambientales, económicas y de confort de gestores y de usuarios universitarios. Vários são os critérios que podem ser utilizados para a escolha entre as diferentes alternativas consideradas, o que exige a aplicação de metodologias que permitam ao decisor ponderar os diferentes critérios usados na tomada de decisão. Diante desse cenário, torna-se essencial a construção de métodos de apoio à tomada de decisão. O objetivo do estudo consistiu em responder quais são e como são tratadas as variáveis consideradas relevantes pelas empresas para utilização do apoio multicriterial para a avaliação de projetos de investimentos industriais no Estado do Rio Grande do Sul. Para tanto, foi apresentada a Política Industrial do Estado do Rio Grande do Sul, o Modelo de Desenvolvimento Industrial e o Plano de Implantação da Política Industrial, que serviram como base para o estudo de múltiplos casos. Nesta pesquisa, foram selecionadas seis empresas pertencentes a diferentes setores econômicos. De modo a oportunizar a utilização de diferentes fontes de evidência e assim permitir a triangulação dos dados coletados, foram selecionados informantes-chave na Secretaria de Desenvolvimento e Promoção do Investimento e na Agencia Gaúcha de Desenvolvimento e Promoção do Investimento. Para a coleta de dados, optou-se por realizar entrevistas pessoais em profundidade com os profissionais indicados pelas instituições. Os dados obtidos foram tratados com o uso da técnica da análise de conteúdo. Verificou-se que, de uma maneira geral, os fatores determinantes considerados como os mais relevantes na avaliação de projetos de investimentos industriais são variáveis e distintos, tendo como pano de fundo os diversos setores da economia. Destaca-se que cada empresa utiliza critérios próprios para hierarquização dos fatores determinantes mais relevantes e que a maior parte delas ainda não faz uso de métodos de Apoio Multicritério à Decisão. Entretanto, todas as companhias entrevistadas informaram continuar tomando como base para a tomada de decisão as tradicionais metodologias de avaliação econômico-financeira de projetos de investimento. / In companies, the process of decision making is complex. There are several criteria that can be used to choose between different alternatives considered, which requires the application of methodologies that allow the decision maker to ponder the different criteria used in decision making. Given this scenario, it becomes essential to build methods to support decision making. The aim of the study was to answer what they are and how they are treated the variables considered relevant by the companies for use to a multicriteria decision support in the evaluation of industrial investment projects in the State of Rio Grande do Sul, Brazil. For that matter, was presented the Industrial Policy of the State of Rio Grande do Sul, the Model for Industrial Development and the Plan of Implementation of the Industrial Policy. In this research, were selected six companies belonging to different economic sectors. In order to give the opportunity to use different sources of evidence and thus allow the triangulation of data collected, Key informants were selected at the State Department of Development and Investment Promotion and at the State Agency of Development and Investment Promotion. For data collection, it was decided to conduct in-depth personal interviews with the professionals listed by the institutions. The obtained data were processed using the technique of content analysis. It was found that, generally, the determinant factors considered most relevant in the evaluation of industrial investment projects are variable and distinct, having as a backdrop the various sectors of the economy. Stands out that each company uses its own criteria for ranking the most relevant factors and that most of them still does not use methods of multicriteria decision support. However, all companies interviewed reported continue taking as a basis for decision making the traditional methods of economic and financial evaluation of investment projects.

Gestão de águas urbanas em Guarulhos. / Urban water management in Guarulhos.

Guarulhos, o segundo município paulista em população, tem tentado aumentar sua importância no Estado e no país também nos aspectos sócio-econômicos. Como parte das necessidades inerentes a essa mudança de patamar, por sua alta taxa de crescimento, e devido à crônica e histórica deficiência no planejamento da cidade, nos últimos anos vários planos diretores setoriais foram lançados, todos relacionados direta ou indiretamente aos recursos hídricos. Ora por questões orçamentárias, ora por conveniência administrativa, foram executados separadamente o plano diretor de desenvolvimento do município apenas com diretrizes -, e os planos diretores de abastecimento de água, de esgoto sanitário e de drenagem, além do novo plano de abastecimento de água e esgotamento sanitário, este atendendo à Lei 11.445/2007. O plano diretor de resíduos sólidos encontra-se em elaboração. A fragmentação desses planos diretores, apesar de justificada em função das condições em que surgiram e pelas demandas que visavam a atender, pode não ser a mais adequada do ponto de vista dos conceitos mais modernos de gestão da água urbana. Assim, após uma análise crítica desses planos, é avaliada a proposta de elaboração de um Plano Integrado de Águas Urbanas pelo município. Como sugestão de ferramenta de apoio à decisão, é apresentado o emprego de metodologia de análise multicritério para hierarquização de ações, especificamente obras de saneamento de grande porte previstas nos planos diretores de Guarulhos ou em seus desenvolvimentos, buscando também catalisar as interações entre gestores de diferentes setores. / Guarulhos, the second most populous city in the São Paulo State, has tried to increase its importance in that State and in the country also in socioeconomic factors. As part of the needs associated with that step change, for its high growth rate, and due to chronic and historical lack of city planning, in recent years several sectoral master plans have been launched, all directly or indirectly related to water resources. Sometimes by budget issues, or by administrative convenience, these plans were executed separately from the master plan of the city - this, with only guidelines - and the master plans for water supply, waste water, drainage, and the new plan of water and waste water (required by the federal law 11.445/2007). The master plan for solid waste is under preparation. The fragmentation of these master plans, though justified in light of conditions in which they emerged and by the demands aimed at answering, is not adequate from the standpoint of modern concepts of management of water resources. So, after a review of these plans, is assessed the proposed development of an Integrated Urban Water Master Plan by the city. As a suggestion of a decision support tool, is presented the use of multicriteria analysis methodology for prioritization of actions, specifically huge works of sanitation contained in these master plans or in its developments, also seeking to promote interactions between managers from different sectors.
