A presente pesquisa, de tipo qualitativo e exploratório, é um estudo de caso que enfoca a integração do saber e do fazer na formação do técnico de nível médio na Escola Técnica Federal de São Paulo nas décadas de 1970 e 1980. Esse tema tem como referencial a integração do saber pensar e do saber fazer e, portanto, a formação integral do ser humano - sua omnilateralidade - tendo o trabalho como princípio educativo, inclusive o trabalho escolar. Dessa forma, o estudo teve que se estender até a década atual, ano de 2007, uma vez que o ensino integrado na referida instituição perdurou de 1965 até 1999, quando a Escola Técnica Federal de São Paulo transformou-se em Centro Federal de Educação Tecnológica de São Paulo - CEFET-SP. Ocorre que o Decreto n.º 2.208/97 do presidente Fernando Henrique Cardoso proibiu o curso técnico integrado ao médio e o presidente Luiz Inácio Lula da Silva permitiu a volta dessa integração com o Decreto n.º 5.154/04. Com isso, tendo-se como parâmetro a importância do curso médio integrado, ou seja, cursos técnicos compostos por disciplinas propedêuticas aliadas às disciplinas técnicas, a pesquisa foi estendida até os dias atuais. Procurou-se entender a conjuntura em que foi criada a Escola Técnica Federal de São Paulo, isto é, o Estado de Segurança Nacional, o Projeto Brasil-Potência e o \"milagre econômico brasileiro\", numa relação quase direta com a demanda de técnicos para as multinacionais, cuja tecnologia moderna e padrão produtivo taylorista/fordista do capital demandavam técnicos para comporem, juntamente com os engenheiros, a \"gerência científica\". Foi destacada a Lei n.º 5.692/71 e sua profissionalização compulsória, valorizando os cursos técnicos de forma exagerada. Foram analisadas as causas da excelência da Escola Técnica Federal de São Paulo, o papel da classe média ocupando espaços públicos até profissionalizantes para sua ascensão social, a importância da função do técnico nas décadas de 1970/1980 e atualmente, assim como a função do técnico e do tecnólogo no padrão produtivo atual toyotista/taylorizado do capital. A investigação embasou-se, além de muitos documentos secundários, em várias entrevistas com engenheiros e técnicos de empresas particulares, com professores e funcionários administrativos do CEFET-SP, com alunos e exalunos do CEFET-SP e da Escola Técnica Federal de São Paulo, em depoimentos de professores e ex-professores, familiares de ex-professores, além de documentos primários da Escola Técnica Federal de São Paulo, como Livros de Registro de Matrículas, Registro de Diplomas e Relatórios de Gestão do Diretor de 2005 e 2006. A pesquisa resultou em opiniões muito favoráveis ao retorno do curso médio integrado, pela qualidade de ensino que oferece aos alunos, apontando, ainda, que a função do técnico de nível médio é ainda muito importante para as empresas e, se seu cargo como intermediário entre projeto e execução é desvalorizado, isso ocorre devido ao salário baixo, concorrência com estagiários, engenheiros e cursos concomitantes ou seqüenciais de qualidade inferior com a vigência do Decreto n.º 2.208/97. Vale registrar que o CEFET-SP é um dos últimos CEFETs do país que ainda não integrou o curso médio ao técnico. / This qualitative and exploratory research is a case study focusing on the integration between knowing and doing in the education of high school technicians at \"Escola Técnica Federal de São Paulo\" (Federal Technical School in São Paulo) in the 1970\'s and 1980\'s. The causes for the excellence of \"Escola Técnica Federal de São Paulo\" were examined, as well as the role of the middle class occupying public and professionalizing positions for its social ascension, the importance of technicians in the 1970\'s and 1980\'s and nowadays, besides the role of technicians and technologists in the present toyotist/taylorized production pattern of the capital. Besides being based on several side documents, the research was based on many interviews with engineers and technicians from private companies, with CEFET-SP teachers and employees and with students and alumni from CEFET-SP and \"Escola Técnica Federal de São Paulo\"; also on testimonies by teachers and former teachers, former teachers\' relatives, as well as on primary documents from the school, such as Enrollment and Diploma Registration Books and the Principal\'s Management Reports dated 2005-2006. The research resulted in very favorable opinions for the return of the integrated high school course, due to the quality of education offered to the students; it also pointed out that the role of the high school level technician is still of high importance to the companies and, if his linking job between project and execution is underestimated, it is due to low salaries, competition with trainees and engineers and concomitant or sequential courses of poorer quality after Decree no. 2.208/97 became effective. It is worth noticing that CEFET-SP is one of the last CEFETs around the country which has not integrated the high school level course to the technical course yet.

Utveckling av arbetssätt gällande överlämning av bostäder till förvaltning på Riksbyggen / Development of work procedures concerning project handover on Riksbyggen

Syftet med studien är att ge förslag på hur Affärsområde Bostad på Riksbyggen kan förbättra överlämning av nyproducerade bostäder till fastighetsförvaltning för att generera nöjdare kunder. De frågeställningar som användes är: (1) Hur kan Bostad förbättra överlämningen till Förvaltning? (2) Hur kan Riksbyggen säkerställa att överlämningen av nyproducerade bostäder håller en jämn kvalitet i hela landet? (3) Hur kan förbättringar implementeras i processen? Förbättringsområdet består kort av att det inte finns samverkande processer, att mötet mellan de båda parterna inte fungerar optimalt och att överlämningen har visat sig fungera olika på olika platser inom Riksbyggen, vilket inte är bra för företaget som strävar mot gemensamma arbetssätt och rutiner. Den teori som arbetet vilar på är överlämning och implementering av projekt, möten, motivation, kontrakt, information, offensiv kvalitetsutveckling samt tidigare forskning om överlämning. De metoder som använts för att samla in material och framställa förbättringsförslag är benchmarking, dokumentär forskning, intervjuer, kategorisering, släktskapsdiagram samt matrisdiagram. Resultatet beskriver hur de åtta intervjupersonerna arbetar kring överlämningen kopplat till processkeden, några kvalitetsaktiviteter från ledningssystem kopplat till överlämningen, beskrivning av ett samverkansavtal och NKI resultat. Slutsatserna av analysen som besvarar frågeställningarna är följande: (1) Bostad kan förbättra överlämningen genom att initiera och planera, informera om resultatet, överföra kompetens, kvalitetshöja resultatet samt överlämna resultat och ansvar. De kan även skriva in i kontrakt vad Riksbyggen förväntar sig av entreprenör kring garantifelshantering. (2) Riksbyggen kan säkerställa en jämn överlämning genom att alla regioner har samma gemensamma rutiner och genom att skapa förutsättningar för ett bra samarbete. (3) Förbättringar kan implementeras genom att följa förbättringscykeln Planera-Gör-Studera-Lär. Baserat på slutsatser och analys presenterades sex förbättringsförslag. / The purpose of the study is to provide suggestions on how business area Bostad on Riksbyggen can improve their estate handover to facility management. The purpose includes the questions: (1) How can Bostad improve their handover of estates to facility management? (2) How can Riksbyggen ensure that the delivery of estates maintains a consistent quality throughout the country? (3) How can improvements be implemented in the process? The improvements area consists of the fact that there are few cooperative processes, that the interaction between the two does not work optimally and that the handover has proven to work differently on different locations within Riksbyggen, which is not good for the company that strives towards common practices and procedures. The theory that the work depends on is the delivery and implementation of projects, meetings, motivation, contracts, information, quality development and previous research on project handovers. The methods used to collect material and make improvements are benchmarking, documentary research, interviews, categorization, relationship diagrams and matrix diagrams. The result describes how the co-workers work on the assignment linked to the process chain, some quality activities from management systems linked to handover, description of a collaborative agreement and NKI results. The conclusions of the analysis that answer the questions are as follows: (1) Housing can improve the transfer by initiating and planning, informing about the results, transferring skills, raising the quality of the results, submitting results and responsibilities as well as entering into contracts what Riksbyggen expects from contractor regarding warranty management. (2) Riksbyggen can ensure a smooth delivery throughout all regions by having the same common routines and by creating the conditions for good cooperation. (3) Improvements can be implemented through the improvement-cycle Plan-Do-Study-Act. Based on conclusions and analysis, six improvement proposals were presented.

The impact of building regulations on the price of a property : A study on the construction and real estate industry's views on building regulations / Byggreglernas inverkan på de svenska bostadspriserna : En intervjustudie om bygg- och fastighetsbranschens syn på byggreglerna

Sweden is currently experiencing major population growth, focused predominantly in and around its major cities. This has created an ongoing challenge for municipalities to ensure housing supply meets demand, in turn increasing the required rate of construction. Furthermore, new property prices are increasing which has led to lower and middle-income earners being pushed out of the market. The thesis examines the relationship between the sale price and unit construction price of new condominiums, and to what degree Swedish building regulations influence construction costs. The design of both new and re-developed housing is influenced by various Swedish laws, regulations and guidelines, where the Planning and Building Act and the National Board of Housing, Building and Planning's Building Rules govern, which are all recognized nationally. According to the Planning and Building Act, it is not permitted for municipalities to set their own requirements. However, the results of the study show that developers experience different interpretations of these rules and regulations when working within different municipalities, or even between different case officers within the same municipality. This then results in projects being difficult to plan, resulting in higher costs. Sweden has, when compared to other European countries, high production costs, which according to the literature review is considered to have a direct connection to construction requirements and market competition. Additionally, the results show that the requirements make it difficult to produce and implement standard designs and construction methods. This has led to the construction industry finding it difficult to develop in regards to construction technology and from a cost perspective. Lack of predictability has driven costs up when it comes to accessibility, housing design and fire protection. Finally, the study shows that lower production costs can lead to greater competition by making it easier for more developers to establish themselves in the market. This would result in more homes being built at lower production costs, which motivates developers to invest in new projects. As the results indicate that production costs do not affect final prices – but rather the willingness of developers to invest – a greater supply of housing would push down final prices. / Befolkningen ökar ständigt i Sverige och framför allt i storstäderna. En pågående utmaning för landets kommuner är därför att se till att utbudet av bostäder möter efterfrågan och att det rådande underskottet på bostäder hämtas upp. För att göra det krävs en hög och jämn byggtakt. Vidare har de höga slutpriserna som i dagsläget föreligger på bostadsrätter, försatt låginkomsttagare utanför bostadsmarknaden och även skapat problem för medelinkomsttagare att förvärva en bostad. I detta examensarbete undersöks relationen mellan slutpriser på bostadsrätter och produktionskostnaderna för flerbostadshus samt om de svenska byggreglerna påverkar produktionskostnaderna. I förlängningen undersöker examensarbetet huruvida kraven i de svenska byggreglerna genererar merkostnader som i sin tur leder till dyrare priser på bostadsrätter. Hur ny- och ombyggnation ska utformas regleras i ett antal lagar, föreskrifter och allmänna råd, där Plan- och bygglagen och Boverkets Byggregler styr. Reglerna ska i sin tur verka nationellt och det är därmed enligt Plan- och bygglagen inte tillåtet för kommunerna att ställa egna särkrav. Dock visar resultatet av examensarbetet att byggbolagen upplever att det finns en viss tolkningsfrihet och lokala formuleringar av de rådande kraven. De menar att detta leder till att processen skiljer sig åt beroende på i vilken kommun nyproduktionen projekterats för samt vilken bygglovshandläggare som hanterar ärendet. Vidare resulterar detta i projekt som är svåra att planera och i vissa fall ger högre kostnader. Sverige har jämfört med övriga länder i Europa höga produktionskostnader vilket enligt litteraturöversikten anses ha en direkt koppling till bland annat kravställningarna och konkurrensen på marknaden. Dessutom presenterar resultatet att kravställningarna försvårar produktionen samt implementeringen av standardprodukter och innovationer. Detta leder till att byggbranschen generellt sett får det svårt att utvecklas industriellt, byggtekniskt och ur ett kostnadsperspektiv. Bristande förutsägbarhet är framför allt kostnadsdrivande när det handlar om tillgänglighet, bostadsutformning och brandskydd. Slutligen visar studien att lägre produktionskostnader kan leda till större konkurrens genom att det underlättar för fler byggbolag att etablera sig på marknaden. Detta skulle resultera i att fler bostäder skulle kunna byggas till lägre produktionskostnader vilket motiverar byggbolagen att investera i nya projekt. Eftersom resultatet tyder på att produktionskostnaderna inte påverkar slutpriserna utan snarare investeringsviljan hos byggbolagen, skulle också ett större utbud av bostäder pressa ned slutpriserna.
