The methods used in this work are observation, self-analysis, comparison and evaluation of own research. The thesis aims to describe the specifics of political communication, subjectively evaluated according to established criteria the individual components of Internet communication Czech political parties, compare their activity on social networks and on the basis of own research to evaluate the influence of declared political online communication in the country. As well as by continuing to map out its own research, as political parties proceed when manage online tools of communication.

This thesis deals with the topic of parliamentary debates about European issues in the Czech Parliament, concerning the period of 2010 -- 2012. The main goal is to research the positions of parliamentary political parties which they take toward the current European integration process. The fundamental question is whether these positions are primarily related to the left-right ideological spectrum or if it is influenced by some other factors. One of the important contributions of this work is its methodological part. The position research is based on the quantitative content analysis of the parliamentary speeches of the Members of Parliament and Senators. These speeches are always linked to the European legislative acts.

This masters’ thesis aim is to find out what has been the historical (1946-2016) and current political and judicial discourse and regulations in Sweden when it comes to political opinion forming and the presence of political parties at Swedish schools and also if the Swedish schools and politicians have been working accordingly to these regulations. By primarily analyzing historical and present curriculums from the Swedish school system and documents from the Swedish Parliamentary Ombudsman (Justitieombudsmannen) I have found that the discourse and with it the rules and regulations has changed over time. I have also found both historical and present situations when the rules and regulations on the subject have not been applied.

Contemporary Patterns of Democratic Norms and Political Participation in Mexico

Mexico's cultural norms have been the subject of repeated inquiries because democratic and authoritarian patterns appear concomitantly. However, few have focused on the potential demographic and contextual sources of these divergent results. This study attempts to clarify the sources of Mexico's political culture, and then determine the extent to which these factors affect political participation. Statistical analysis of a LAPOP dataset from 2006 makes limited progress to this end. The sources of Mexican political culture remain somewhat a mystery, although some intriguing results were found. Most notably, demographic traits appear to have little influence on political culture variables and political participation rates in Mexico. In fact, political culture norms and political participation appears consistent across Mexico's infamous social and economic lines.

Esta pesquisa buscou compreender como os partidos políticos têm se articulado nos estados brasileiros para a formação de alianças eleitorais e de governo no atual regime democrático. A maior parte da literatura que trata sobre política estadual tem utilizado o argumento de Lima Júnior (1983; 1997) para afirmar que os estados brasileiros possuem dinâmicas políticas particulares e diferenciadas entre si, operando, nesses contextos, "racionalidades políticas contextuais" próprias de cada estado. No entanto, uma vertente mais recente de estudos aponta para uma tendência crescente de alinhamento entre o nível presidencial e estadual de disputas eleitorais, principalmente a partir das eleições gerais de 1994, levando à "presidencialização da competição eleitoral". Isso teria ocorrido a partir da influência da dinâmica bipolarizada de disputas nos pleitos presidenciais entre PT e PSDB sobre as estratégias aliancistas nas eleições para governador nos estados brasileiros. Os achados desta pesquisa apontam para duas conclusões. Primeiramente, as arenas eleitorais dos estados têm sido, cada vez mais, impactadas pela "presidencialização" da competição, a partir de 1994, diante da estratégia de coordenação de candidaturas por PT e PSDB, limitando os alcances da tese de Lima Júnior para o período em análise neste trabalho. Já quanto às alianças partidárias no âmbito do governo, a tese de Lima Júnior tem maior poder explicativo, pois a dinâmica política na arena governamental estadual permite que os partidos se aliem seguindo os ditames particulares da política do estado, favorecendo acordos que contemplem interesses políticos contextuais / Abstract: This PhD thesis aims to analyze the logic of formation of party alliances in Brazilian states in 1986-2010, focusing on the following states: Piauí, Ceará, São Paulo and Rondônia. The research sought to understand how the political parties articulated themselves in the Brazilian states in order to form of electoral and government alliances in the current democratic regime. Most of the literature that deals with local policy is using the argument of Lima Júnior (1983; 1997) that Brazilian states have particular dynamics and different political paths among themselves, operating in these circumstances under specific "contextual political rationalities" at each state. However, a more recent aspect of studies point to a growing trend of alignment between the presidential and state-level electoral disputes, mainly from the general elections of 1994, generating the "presidentialization of electoral competition". This would have happened because of the influence of bipolar dynamic on the disputes of presidential elections between PT and PSDB on strategies of alliances in the state level elections/campaign in Brazil. The findings of this study point to two conclusions. First, the state electoral arena has been increasingly impacted by "presidentialization" of electoral competition, since 1994, in face of PT and PSDB strategy to coordinate campaigns in the states, indicating the limits of the Lima Júnior thesis for the period analyzed in this work. Secondly, as for the party alliances within the government, Lima Júnior¿s thesis has more explanatory power, as the local political dynamic within the government allows parties to join forces following the particular political logic of each state, favoring agreements that cover the contextual political interests / Doutorado / Ciencia Politica / Doutor em Ciência Política

A partir de uma amostra representativa de todos os municípios brasileiros, analisamos a volatilidade eleitoral partidária e ideológica para o cargo de vereador nas eleições de 2000 a 2012. Using a sample of the Brazilian cities, we analyzed the electoral volatility of each political party and of the ideological groups of parties for city councilors in four municipal elections ¿ 2000, 2004, 2008 and 2012. Our intention is to identify which variables (sociodemographic or institutional) explain vote change between two consecutive elections. In this way, we contribute to the literature about electoral behavior and about party systems. A questão principal desta tese é a análise da política educacional municipal em gestões de partidos políticos de perfil divergente no espectro político brasileiro. As gestões municipais analisadas foram do PFL em Curitiba e do PT em Londrina, cidades do Paraná, no período de 2001-2004. A metodologia de pesquisa foi documental e incluiu tanto dados diretos das administrações municipais (relatórios, orçamento, legislação etc.) quanto dados indiretos, em especial do INEP/ MEC. Para a análise, construiu-se uma matriz de comparação entre projetos de esquerda e de direita na administração municipal e no debate educacional. A matriz sustenta-se em alguns pressupostos teóricos: concepção de Estado como espaço de disputa entre classes e frações de classes (POULANTZAS, 1985); o reconhecimento de que tais disputas implicam processos em que o poder público parece desnecessário pela despolitização das explicações acerca da ação do Estado (OLIVEIRA, F. 1999; BORON, 2001) e o reconhecimento de que em tais disputas há inovações que repolitizam este debate (AVRITZER, 2000). No campo da educação o pressuposto é de que a política pública incorpora uma perspectiva de justiça social e sobre o papel do Estado (FIGUEIREDO, 1997) e que, em especial a política educacional expressa uma concepção de sociedade (GRAMSCI, 1978; FREIRE, 2000). A matriz de comparação de projetos educacionais procurou ser resultado da experiência brasileira nas administrações públicas pós-ditadura e do diálogo com a literatura especializada. Tal matriz busca radicalizar os projetos educacionais em disputa na realidade brasileira em diferentes âmbitos da política educacional: condições de acesso, proposta pedagógica, gestão do sistema e da escola, financiamento da educação e as condições dos trabalhadores. Esta radicalização permitiu definir que, para esta tese, um projeto de esquerda tende a afastar-se das soluções de mercado enfatizando a realização do direito à educação como tarefa pública, enquanto um projeto de direita tende a buscar no próprio mercado soluções para o atendimento da população; assim como um projeto de esquerda pressupõe participação institucionalizada nos processos decisórios, enquanto à direita, ainda que haja estratégias de participação, esta se faz numa perspectiva subordinada. Na análise dos casos optou-se por aprofundar a comparação nos âmbitos do acesso à escola; da gestão do sistema e das escolas em cada cidade e do financiamento da educação municipal. Se para construir a matriz que definiu o que seria um projeto de esquerda e de direita a opção foi por radicalizar os extremos, a análise dos casos buscou o oposto: captar os movimentos contraditórios da administração pública que dialoga com os extremos e constrói soluções possíveis para responder aos diferentes projetos. Que respostas e que perspectivas são mais fortes em cada gestão dependerá das forças presentes em cada contexto, tais forças foram aqui sintetizadas em termos partidários. Quanto aos resultados, em geral, pode-se afirmar que a pesquisa permite identificar no âmbito da gestão da escola e da rede diferenças significativas entre as administrações do PFL e do PT; em termos de acesso as diferenças são pouco significativas e em termos de financiamento foi possível identificar nuances que diferenciam a ação das administrações. / The main issue in this thesis is the analysis of the municipal education policies in the management of different political parties of divergent profiles according to the Brazilian political specter. The municipal administration analyzed was the PFL in Curitiba and PT in Londrina, cities in Paraná, during the period of 2001-2004. The research methodology was documented and involved the direct basis of the municipal administrations (reports, revenue, legislation,...) as well as the indirect basis, specially of the INEP/ MEC. For the analysis the author specifically built a matrix of comparison between projects of left and right in the municipal administration and in the educational context. The matrix is supporting in some concept: conceit of State how space of dispute between class and class fraction (POULANTZAS, 1985); in recognizing of this dispute implicate process which the public power looking unnecessary due to absence of politicize in the interpretation about the State action (OLIVEIRA, F. 1999; BORON, 2001) and the recognizing of innovations in the disputes that re-politicize the discussion (AVRITZER, 2000). In the education context the supporting is that public police is embodying a perspective about social justice and State responsibility (FIGUEIREDO, 1997), and in special the education police express a concept about the society (GRAMSCI, 1978; FREIRE, 2000). The comparison matrix for educational projects tried to be a result of the Brazilian experience in the post-military public management and the result of the dialogue with specialized literature. This matrix tries to radicalize the educational projects in the dispute in the Brazilian context in different scopes of the educational policies: access conditions, pedagogical proposals, management of the school and the education system, education financing and the conditions for the education workers. This radicalization allowed to define that, for this thesis a left project tends to get away from the market solutions to emphasize the accomplishment of the right to the education as a task of the public power. On the other hand, a right project tends to look for solutions in the market itself, for the population assistance. Thus, a left project implies in the participation of the people in the institutional decisive processes while in the right one, even having participation strategies, this process goes on in a subordinate perspective. In the concrete analysis of the municipal cases, the decision was to get a deep comparison in the scopes of the school access, the management of the schools and the municipal education net, and the financing of the municipal education. If in the building of the matrix which defined what would be a left or a right project, the option was to radicalize the extremities, the analysis of the cases searched exactly the opposite: catch the contradictory movements of the public administration which mediate the extremities and build possible solutions to answer different projects. Which answers and perspective are the strongest in each management will depend on the allied forces present in each context. These allied forces were here characterized as parties. About the results, in general terms, it can be affirmed that the research allows to identify, mainly in the scope of the school management and of the nets administration, that there is a significant difference between PT and PFL. In terms of access to the schools, the differences are not significant and in terms of the education financing it was possible to identify shades that show differences between the administration of PT and PFL.

Os estudos a respeito do funcionamento do Congresso brasileiro não deixariam dúvidas: os trabalhos no interior da arena legislativa são organizados em termos partidários. Os atores políticos raramente conseguem agir individualmente. Partidos políticos estruturam e viabilizam a atuação dos parlamentares. Contudo, a despeito deste acordo sobre a importância dos partidos, haveria um momento específico do processo político em que os parlamentares conseguiriam agir individualmente, sem sofrer os constrangimentos dos partidos políticos: na alteração do orçamento. Seria esse o momento ideal para que os parlamentares ajam informados exclusivamente por seu interesse individual. Seria este também o momento oportuno para que o Executivo negocie com os parlamentares para obter o apoio que necessita para aprovar matérias. Os partidos sairiam de cena e o parlamentar individual viria para o centro do palco. Esse trabalho, no entanto, segue na contramão dessa vertente argumentativa e buscará mostrar como até nesse momento de atuação individual, a presença dos partidos políticos não apenas pode ser detectada, como ainda se mostra crucial. O objetivo geral aqui será o de mostrar como os parlamentares atuam por meio de seus partidos políticos ao promoverem alterações no orçamento. / The literature on the decision-making process in the Brazilian Congress asserts that partisanship is the main factor organizing the legislative arena. Brazilian legislators are rarely able to act individually (i.e. without the support and authorization of their party leaders). However, in spite of this agreement on the importance of the parties, part of the literature also states that members of congress have the ability to operate without suffering the constraints of political parties in amending the budget bill introduced by the Executive at this crucial moment of the legislative process. Individual interests should show up exactly at this crucial moment of the legislative process. Moreover, the budget-making process should configure an excellent opportunity for the Executive to negotiate with legislators in order to obtain support for its own policy agenda. By this argument parties are absent and legislators, as individuals, would come to the center of the stage. My work, however, goes against this perspective and seeks to show the reasons why even when one should expect individual behavior, political parties show their strength and importance. My overall goal is to demonstrate that, against the expectations, partisanship matters for the budget-making process in Brazil.

El presente proyecto evalúa la factibilidad de implementación y puesta en marcha de El Saltarín, una empresa dedicada a brindar soluciones de entretenimiento para fiestas infantiles de niños menores de 7 años, ofreciendo alternativas para espacios reducidos, en la ciudad de Lima. En la actualidad, el 90% de los niños en Lima suelen asistir a fiestas infantiles de sus amigos. El 84% de las celebraciones de cumpleaños infantiles son organizadas en la casa, ya sea con una fiesta o una reunión. Por otro lado, solo el 6% celebra con juegos inflables. Por lo descrito anteriormente, se ha encontrado una oportunidad de nicho de mercado, ya que actualmente las empresas que brindan servicios de entretenimiento infantil, en su mayoría, cuentan con un portafolio de productos para espacios amplios. La propuesta de El Saltarín es ofrecer servicios de entretenimiento infantil a través del alquiler de juegos inflables para fiestas de niños menores de 7 años que no cuenten con grandes espacios y se adapte a las diferentes áreas como jardines, estacionamiento, salas de recepción, departamentos, entre otros. La ventaja competitiva está basada en su portafolio de productos, ya que contará con juegos inflables de diseños atractivos para el público infantil, de tamaños medianos y pequeños. El grupo objetivo está compuesto por padres de familia con niños menores de 7 años, pertenecientes al NSE B, que residen en la zona geográfica de Lima Moderna, que buscan y valoran el entretenimiento para la organización de las fiestas infantiles de sus hijos y no cuentan con grandes espacios para ello. La empresa no contará con una oficina física para la atención al público, ya que su principal canal de venta será a través de una plataforma virtual. Se contará con un portal web, en la que se detallará los diferentes productos con sus respectivos precios, así como las fechas disponibles para las reservaciones online. La inversión necesaria es de S/.165,329, los cuales serán financiados con 34% correspondiente a capital propio y 66% con préstamo bancario, con una tasa del 12% anual, pagadero en 36 meses. Para realizar el flujo de caja se utilizó como horizonte de planeación 5 años, obteniendo como resultado un VAN económico de S/.118,646 y una TIR económica del 39%. / This project evaluates the feasibility of implementation and start-up of El Saltarín, a company dedicated to providing entertainment solutions for children's parties for children under 7 years old, offering alternatives for reduced spaces, in the city of Lima.
