Valstybės tarnautojų atrankos socialinis aspektas / The social aspect of the selection of civil servants

The paper “The social aspect of the selection of civil servants” fills in the gap in a certain sphere of scientific works on social administration. The problems of shaping of the professional competence of civil servants that are analyzed in the paper were never ever investigated before. They are even more urgent now when Lithuania is a fully entitled member of the European Union and the civil service doesn’t confirm to the expectations of the society so often. The paper consists of two parts – theoretical and practical. In the first part of this paper the most important spheres of the professional competence of civil servants, preconditions of its shaping and the specification of the selection to the post of a civil servant is discussed in detail. Present Lithuanian legal acts; the works of Lithuanian, European and USA scientists’ are analyzed comprehensively in this work as well as the concepts of professionalism, qualification and competence. As it is seen from the given examples, those concepts are not defined in the same way now- slightly different issues are raised. In this aspect it makes the characteristics of a civil servant quite indefinite. Taking into account that most often the requirement for professionalism is usually connected with special preparation, it is suggested that at least in scientific literature it would be purposeful to describe a civil servant as a person, who acts in civil service and has got an adequate preparation to fulfill certain... CSR Performance of Foreign-invested Enterprises in China : Driven by Young Consumers and Office Employees

Primary research on sustainable development has suggested that Corporate Social Responsibility (CSR) activities can create a positive effect on employees and consumers. In order to improve CSR outcomes internally and externally, it is necessary to consider the ever-growing expectation of primary stakeholders in different business environment. This study explored the roles of young consumers and office employees in affecting CSR activities of Foreign-invested enterprises (FIEs) in China. Besides a large number of literature reviews, two surveys involved in this study to investigate in practice, the sentiments and expectation of Chinese young consumers and office employees towards FIEs’ CSR behavior in host country-China. To achieve this goal, theories on stakeholders, Maslow’s hierarchy needs and social responsible consumer behavior are main fundamental adopted. As a result, this study emphasized that as significant stakeholders, interest and expectation of young consumers and office employees positively affect FIEs’ sustainable business activities in China, and more importantly, survey in this study presented a clear view on their attitude and expectation on CSR activities of FIEs in China.

Magistro baigiamajame darbe išanalizuota ir įvertinta savivaldybėse bei seniūnijose teikiama socialinė parama šeimoms auginančioms nepilnamečius vaikus Lietuvoje, iškeltos valstybės teikiamos socialinės paramos administravimo problemos bei pateikti pasiūlymai, kaip spręsti iškilusias problemas. Teorinėje darbo dalyje yra aptariama šeimos politika, jos tipai bei šeimos samprata; analizuojami dokumentai reglamentuojantys socialinę paramą šeimai Lietuvoje bei institucijos atsakingos už paramos šeimai skyrimą; aptariamos šiuolaikinės viešojo valdymo reformos viešojo administravimo procese ir reformos modelio kūrimas. Praktinėje darbo dalyje yra nagrinėjamas socialinės paramos teikimas šeimoms auginančioms nepilnamečius vaikus Kupiškio ir Vilniaus savivaldybėse bei seniūnijose. Apibrėžiamos pagrindinės problemos teikiant socialinę paramą ir problemų sprendimų gairės. / Master thesis analyzed and evaluated an offer social support for the families rising minor children in municipalities and wards, warded state of social assistance provided of administrative problem and to make suggestions how to solve the problems. The family policy is discussed in the theoretical part of this work, the types and the concept of family; analyzed documents which are regulating social support for the family and institutions which are responsible for the support award for the Lithuania families. In the practical work part are considered social support for the families raising minor children of Kupiškis and Vilnius municipalities and wards. Are defined the main problems by providing social support ant the solutions guidelines of problems solving.

Hälsofrämjande åtgärder i arbetslivet : En kvalitativ studie som undersöker kontorsarbetares upplevelser av de hälsofrämjande åtgärder arbetsplatsen erbjuder / Health promotion measures in work life

Under de senaste åren har sjukskrivningar på grund av stressrelaterad psykisk ohälsa ökat. Samhällets mål är att minska kostnaderna för sjukfrånvaro och det är därmed viktigt att få kunskap för att kunna genomföra framgångsrika hälsointerventioner på arbetsplatser. Arbetsplatsen beskrivs som en idealisk plattform att utföra interventionerna på. I den här studien är syftet att undersöka arbetstagare som har ett kontorsarbete och deras upplevelser av de hälsofrämjande åtgärder som arbetsplatsen erbjuder. För att ta reda på syftet har en kvalitativ metod använts i form av semistrukturerade intervjuer. Ett holistiskt perspektiv på hälsa och KASAM används som teoretisk referensram. Hur respondenterna upplever de hälsofrämjande åtgärder som arbetsplatsen erbjuder samt hur de skulle vilja att arbetsgivare agerar för att arbeta hälsofrämjande presenteras i resultat. För att analysera resultatet utfördes innehållsanalyser. Resultatet visade att upplevelsen av hur arbetsplatsen arbetar för att främja hälsa skiljer sig beroende på flera faktorer. Friskvårdsbidraget, den fysiska arbetsmiljön och att arbetsplatsen arbetar för att främja hela hälsan beskrivs som de viktigaste hälsofrämjande åtgärderna bland respondenterna. Att arbetsplatsen arbetar för att främja den sociala, fysiska och psykiska hälsan beskriver samtliga att de önskade arbetsplatsen gjorde. Kunskap beskrivs som en avgörande faktor för hälsoarbetet. Samtliga upplever att man behöver arbeta för att främja hälsan mer än vad man i dagsläget gör. Studien ger en inblick i hur det hälsofrämjande arbetet upplevs av kontorsarbetare och vad de anser skulle behövas för att främja hälsa i arbetslivet. Ytterligare forskning inom området behövs för att arbetsplatser ska kunna genomföra framgångsrika interventioner. / In recent years, sick leave due to stress-related mental health problems has increased. As society aims to reduce the cost of sickness absence, it´s important to gain knowledge to implement successful health promotion measures in workplaces. The workplace is described as an ideal platform to perform the interventions. In this study, the aim is to investigate workers who have an office job and their experiences of the health promotion measures offered by the workplace. To answer the purpose, a qualitive method has been used in form of semi-structured interviews. The study uses a holistic perspective on health and KASAM as a theoretical frame of reference. How the respondents experience the health interventions offered by the workplace and how they would like employers to act to promote health are presented in the results. To analyze the results, content analyses were performed. The results showed that the experience of how the workplace work to promote health varied depending on various factors. The health care allowance, the physical work environment and the employers care for the overall health are described as the most important health interventions among the respondents. The workplace ability to promote social, physical and mental health was described by all respondents as something they wished the workplace would do. Knowledge is described as a crucial factor for health promotion. The respondents all felt that the workplace need to work more to promote health than what they currently do. The study provides an insight into how the health promotion is experienced by office workers and what they believe would be needed to promote health in working life. Further research in this area is needed to enable workplaces to implement successful interventions.
