Uppdragstaktikens dualism : En kvalitativ studie av hur svenska arméofficerare utövar doktrinen om uppdragstaktik på taktisk nivå.

Det finns ett antal institutionaliserade principer hur väpnad strid skall genomföras i det kaos som krig innebär. Dessa benämns som militära doktriner. Doktrinen utmärker sig genom att den kräver omdöme i den praktiska tillämpningen till följd av att den är skriven för att passa in en mångfald av förhållanden.  Syftet med denna studie är att studera uppdragstaktik som en aspekt av doktrin för att se hur officerare hanterar doktrinens krav på omdöme i praktiska tillämpningen. Studien söker förstå hur doktrinens spänning mellan att utgöra en värdefull anvisning utan att utgöra en dogm inverkar på militärt beslutsfattande.  Studien genomfördes genom fokusgruppsdiskussioner med yrkesofficerare studerande på Markstridsskolan samt tjänstgörande vid Arméstaben. Resultatet ger att om det föreligger otydlighet i doktrinens anvisningar är det sannolikt att den kulturella påverkan kommer att avgöra handlingsalternativet. Även om det innebär att handlingen avviker eller rent av står i motsats till doktrinens intention. Detta till följd av en ständigt närvarade dualism i utövandet av uppdragstatiken.

Although Sweden has a long tradition of compulsory school attendance, there are children that do not attend. Previous research confirms that there are many concepts used to describe school absenteeism. Considered that categorization involves an aspect of power that adds attributes to these children based on stereotypic conceptions of the category, this fact seems problematic. By analyzing field related articles, the aim of this study is to reveal linguistic constructions of school absenteeism by means of discourse analysis. Consequences of discourses will be analyzed through previous research about categorization and Foucault’s theory of power. The main results of the study display several approaches to describe school absenteeism, of which we compiled five different discourses. They are presented as the bureaucratic perspective, the disciplinary perspective, the adaptation perspective, the social environment perspective and the family perspective. Each discourse describes a comprehension of deviance and normality, which affects the opportunities of wellbeing amongst children and forms the prerequisite of professional interventions. Providing help to children defined as deviants due to school absenteeism implicates exposure of pastoral power. The study concludes the need for a sensitive language utilization amongst school welfare officers.

Den erkände, den okände, den dömde : Utomäktenskapliga fäder i Umeå lands- och stadsförsamling 1897-1937

This thesis has examined unmarried fathers in two parishes of Umeå in northern Sweden during the period 1897-1937. The main focus is on the consequences that ensued the legislation that formalized men’s obligations towards children born out of wedlock, which was passed on June 14th, 1917. The period chosen for this thesis analysis is twenty years before and after 1917. This enables a comparison between the society of the late 19th century and a society smitten by a modernised social reform in the early 20th century. To investigate the subject matter, records of birth and baptismal have been studied with a primary focus on patterns concerning fathers of illegitimate children. Both parishes presented a considerably small number of unmarried fathers compared to married men, throughout the entire period. The town of Umeå had the largest overall share in comparison with the countryside. It was pre-supposed, based on previous research, that the social class to which most unmarried fathers belonged, were in the lower ranks of society. This turned out to be an accurate assumption based on statistics from both parishes presented in this thesis. The statistics did not present any men from the upper class as fathers of children born out of wed-lock. Monetary as well as societal pressure were identified as possible explanations why some men avoided fathering illegitimate children. All in all, the legislation was interpreted as some-what successful in Umeå; achieving an apparent reduction in total shares of unknown fathers, a rising number of pledged paternities and presenting a few examples of men sentenced to fa-therhood in court. The legislation also provided unmarried women with a voice in legal matters concerning their illegitimate children.

Utgångspunkten i studien är att den kriminalpolitiska debatten präglades av samhällsmedborgarna och att få hade pratat med de som jobbade med verkställande av straff. Syftet blev att undersöka hur kriminalvårdsanställda såg på längre fängelsestraff samt om deras inställning skiljde sig från allmänhetens. Vidare var syftet att undersöka vilka följder kriminalvårdare ansåg att längre fängelsestraff kunde få och om kriminalvårdares syn på straff hade förändrats i och med arbetet inom kriminalvården. Det empiriska materialet inhämtades genom semistrukturerade intervjuer med fem anställda inom kriminalvården. Materialet analyserades sedan genom kvalitativ innehållsanalys. Resultatet visade att allmänhetens och kriminalvårdarnas syn skiljdes åt bland annat genom inhämtning av kunskap om brott och inställningen till längre fängelsestraff. Slutsatsen blev att kriminalvården ansåg att längre fängelsestraff inte var den rätta vägen att gå, längden på straffet var inte det mest väsentliga, det var innehållet i straffet som var av högsta vikt. / We considered that those who were part of the criminal policy debate were characterized by citizens and no one had talked to those who are most central to it, thus those who work with these clients every day. Therefore, the purpose was to investigate how prison officers view punishment and whether their attitude differed from the public view. Furthermore, the purpose was to investigate what consequences prison officers consider that longer prison sentences could have and whether prison officers' views on punishment had changed with the work in the prison service. The empirical material was obtained through semi-structured interviews with five employees in the prison service. The material was then analyzed by qualitative content analysis. The results showed that the views of the public and the prison services were differentiated, among other things by acquiring knowledge about crime and the attitude to longer prison sentences. The conclusion was that the prison service considered that longer prison sentences were not the right way to go, the length of the sentence was not the most important, it was the content of the sentence that was the most important.

Gender diversity and corporate sustainability disclosures in Swedish listed companies : A quantitative study examining female representation on boards and in the CEO role and their effects on corporate sustainability disclosures

This study investigates the relationship between female representation, women as chief executive officers, and corporate sustainability disclosures in Swedish listed companies. The used data was collected from the Swedish listed companies in Nasdaq Stockholm for the period 2017-2020. The specific research period is due to the new amendments of the Swedish Annual Accounts Act (Årsredovisningslagen) which came into force 2017. To investigate the effect female representation, and women as chief executive officers have on the legally issued corporate sustainability disclosures, this study applies content analysis and quantitative methods. By estimating multiple regression models, the results revealed a non-significant relationship of female representation on the board of directors and of women as chief executive officers, on the quality of corporate sustainability disclosures. For the critical mass of at least three women, a non-significant impact is detected. Lastly, an additional test for reversed causality has been conducted, however no significant relationship was documented.

The thesis "Lobbying and its regulation in the Czech Republic" deals with the theoretical and practical aspects of lobbying regulation. Its aim is to make a comprehensive and effective regulation of the campaign for the Czech Republic. It first examines basic terms: lobbying, lobbyists and public officials. It provides a theoretical overview of the lobbying regulation tools. The thesis describes two forms of regulation which are self-regulation and regulation by law. A separate chapter is devoted to demark lobbying from corruption. The following chapter provides an overview of lobbying regulation in the selected countries. This analysis shows the various options and approaches to lobbying regulations, which is reflected in adjustments to the individual states. In practice the use of rights and obligations for lobbyists, a lobbying group or both simultaneously. Attention is also given to attempts made to regulate lobbying in the Czech Republic. So far, however, none of them have been applied in practice. Based on findings from previous chapters and assessment of the state regulation of lobbying in the Czech Republic, there are suggested basic principles of regulation for this activity. A Phenomenological Study of Correctional Officers' Perceived Emotions on the Job

Correctional officers work in a stressful environment and are regularly exposed to dangerous and emotionally charged situations. Researchers have detailed the potential negative outcomes of this occupation, yet little research has examined the extent to which correctional officers experience emotion while on their shifts, and how those emotions may translate into stress, divorce, substance abuse issues, domestic violence, and high mortality rates upon retirement. The purpose of this phenomenological study was to learn how correctional officers experience their felt and expressed emotions while at work. Data collection was done using a 15-item open ended questionnaire designed by the researcher and accessed via an online website. The 15-item questionnaire was prescreened by correctional officers not participating in the survey to assure for trustworthiness. Anonymous online survey data was collected from 23 correctional custody staff members working throughout California. The responses from the survey were coded and analyzed using NVivo and Survey Monkey software to account for reoccurring themes in the data. The findings of this study show a high percentage of respondent's report feelings of anxiety throughout a shift at work. Further, the findings show that the participants consistently report a disconnect between felt and expressed emotions while at work. These findings may be used to reform training programs for correctional officers to offer them better ways to process the emotions they experience throughout their career.

But I am Here to Help: How School Climate Factors and Interactions Define School Resource Officer Roles

abstract: The presence of police officers is not an assurance of safety for everyone. Yet, modern concerns for school safety suggest there is a need for more police officers in schools. Over the last 70 years of School Resource Officer (SRO) programs, the variations of SRO program implementation and the expectation of roles and responsibilities has produced conflicting research on benefits or harms of police in the school environment. The purpose of police in schools has shuffled from relationship-building ambassadors for the community, to educators on crime prevention and drug use, to law enforcement officers for punitive juvenile sanctions, to counselors and role models for legal socialization, and other roles for emergency management and crisis response. Plans to place more officers in schools for purposes of “school safety” requires an examination of the SROs’ roles within the school, their interactions with students, and how these roles and interactions contribute to safety. This study explores the roles of SROs to understand the variations of roles within a program and understand factors influencing the roles of SROs (e.g., school climate, initiation by others). To evaluate these roles and potential influences, cluster analysis and multinomial regression models were developed from one year of SRO-student interaction data (n=12, 466) collected daily from the Richland County (SC) Sheriff’s Department SRO Division located in South Carolina. These interactions were defined by the framework of counseling, educating, and law enforcing roles. Results indicate the variations of roles performed are largely influenced by the school type (e.g., elementary), SRO perceptions (e.g., counselor), and the engagement of SROs by school officials for specific roles. / Dissertation/Thesis / Doctoral Dissertation Criminology and Criminal Justice 2019

Ledning och styrning i uppbyggandet av Sveriges Totalförsvar : Collaborative governance som myndighetsöverskridande ledningsmetod

Due to a changing situation around the world, Sweden like many other countries has chosen to rebuild their armed forces and prioritize their defensive capabilities. On behalf of the government, around thirty authorities that are responsible for surveillance need to grow in parallel. Within these organization’s the employees are one of the most important components. A large number of these employees have been or will be deployed to a wartime placement to prepare them to join the service if an event occurs where they are needed to defend the country. The question is what happens to those who have two societal jobs when it is only possible to have one wartime placement? For example, someone could be a part-time fireman who is also a preschool teacher, an official at the county administrative board who has previously done military service or as in this thesis; a reserve officer who also works as a police officer. The statement from the government to each authority is that if uncertainty arises about where a person should be stationed at war, the authorities shall cooperate. In a case study of the collaborative governance management model, this study intends to investigate the collaboration that has taken place in connection with war placements containing conflicts of interest. The empirical data has been collected through in-depth interviews from the Swedish Armed Forces, the Police and the Duty and Trials Agency, and argues that collaboration is made, that certain ambiguities apply in which management levels collaboration is or should be carried out. Success with collaborative governance can be explained on the basis of seven different categories, and the respondents to this survey emphasize certain categories are more important than others for successful collaboration. Collaboration is considered to be essential and is a well-functioning management method for solving complex problems. The main criticism presented is that collaboration should be implemented earlier, at a different management level or to a greater extent. Success factors for the collaboration that is carried out are that the Police and the Armed Forces have a similar organizational structure, in other contexts joint activities carried out and above all that the authorities share a common goal with the collaboration; to build a strong Total Defense together.
