Drivkrafterna bakom sveriges moderna helikopteranskaffningar och avvecklingar

This thesis addresses the driving forces behind the Swedish state’s procurement of Helicopters 14 and 16 and the decommissioning of Helicopter 4. These actions have significantly affected the Swedish Armed Forces, especially the Helicopter Wing, in carrying out their operational tasks. On numerous occasions the Helicopter Wing has been unable to perform its tasks. For instance, the Nordic Battle Group 08 had no helicopters to exercise with and, until recently, Sweden had completely lacked the ability to hunt submarines with helicopters for almost ten years. This thesis also aims to compare the decisions in 1999-2000 regarding Helicopter 14 with the decisions in 2010-2011 regarding the acquisition of Helicopter 16, to find if there is a general trend and how much the Armed Forces were able to influence decisions. This is done by using Graham T. Allison’s and Philip Zelikow’s models for explaining and analysing the factors behind a state’s decisions.   The analysis shows that the decisions were primarily compromises between the Armed Forces and Sweden’s government, where the government had the main influence. The decisions can be seen as rational, depending on whose point of view they are observed from, although they were not unanimously agreed between the organisations involved. It also shows that economic restrictions and the government’s involvement have had negative consequences for the Helicopter Wing organisation, that the acquisition of Helicopter 16 was a consequence of the procurement of Helicopter 14, and that further consequences will probably arise from the decision to acquire Helicopter 16.

Omorganisation ur ett mellanchefsperspektiv : En fallstudie av Länsstyrelsen Värmland / Reorganization from a Middle Management Perspective : A Case Study of Länsstyrelsen Värmland

Syftet med studien är att undersöka förändringar i en mellanchefs roll i samband med en omorganisation. Få en djupare förståelse om olika beslutsfattande chefers situationer och vad de ställs inför. Hur ska organisationen kommunicera i och under en förändringsprocess för involvering av alla berörda parter.  Studien är av kvalitativ karaktär. Resultatet har samlats in via semistrukturerade intervjuer med Länsstyrelsen Värmlands nio enhetschefer. Organisationen har genomgått en stor organisatorisk förändring. Resultatet har tolkats och analyserats mot tidigare forskning. Studien som presenteras är en vetenskaplig studie.  Länsstyrelsen Värmlands omorganisation har resulterat i en hög belastning för mellancheferna och en komplexitet i utförandet av omorganisationen. Kommunikationen inom organisationen har påvisat dysfunktionalitet och informationsflödet har ansetts för högt.  Mellanchefens roll handlar hela tiden om växelverkan. Rollen ska hantera både ledning och medarbetares förväntningar, mellanchefen agerar språkrör. En generalisering till organisationer, även internationellt sett då mellanchefens position finns i många verksamheter. Mellanchefen måste anpassa sig och infinna sig i rollen som handlar om växelverkan.  Inställningen till omorganisationen var från början positiv och tanken bakom den var god, dock blev det inte som förväntat varken för ledning eller mellanchefer. / The purpose of this study is to examine the changes in a middle management role related to a reorganization. The purpose is to provide a deeper understanding about different situations of a decision-making manager and what they face. How should the organization communicate during a process of change for involvement of all affected parties.  The study is of a qualitative nature. The results have been collected through semi-structured interviews with nine unit managers at the county administrative board of Värmland. The organization has undergone a major organizational change. The result has been interpreted and analyzed against previous research. The presented study is a scientific study.  The reorganization of the county administrative board of Värmland has resulted in a high load and great complexity for the middle managers. Communication within the organization has demonstrated dysfunctionality and the information flow has been considered too high.  The middle management role is always about intercommunion. The role must handle expectations from both top management and employees. The middle manager acts as a spokesperson. A generalization to organizations, even internationally, is the middle manager position found in many businesses. The middle manager must adapt to the role with intercommunion.  The attitudes towards the reorganization was positive from the beginning and the idea behind it was good, but the top management and the middle managers didn’t expect the result of the planned outcome.

Fem år efter Polismyndighetens omorganisation : Polisers egna uppfattningar av den nya reformen

Studiens syfte var att undersöka hur anställda hos Polismyndigheten i mellersta Sverige har upplevt omorganisationen fem år efter att den genomfördes. Målet var att ta reda på de anställdas egna erfarenheter av omorganisationen, därav valdes den kvalitativa metoden som undersökningsmetod. Intervjuer utfördes av semistrukturerad karaktär med poliser hos Polismyndigheten. För att få ytterligare bakgrundsunderlag studerades den tidigare forskningen. Relevanta teorier som valdes ut var Sarneckis definition av kontroll, Tankebees analys av Beetham ́s legitimitetsteori samt Lewins modell om förändringsprocesser. Studiens resultat påvisade att de anställda ansåg att omorganisationen hade varit till fördel för deras arbete på en rad punkter. Men ett flertal aspekter åt det negativa hållet identifierades. Slutsatserna som drogs var att förutsättningarna för samarbete har ökat vilket också bidragit till en mer sammanhållen poliskår, men detta är dock inte tillräckligt för att gagna polisens effektivitet, eftersom den hindras av en organisationsstruktur som upplevs svår att arbeta utefter i praktiken. / The purpose of this study was to investigate how employees of the police in central Sweden experienced the reorganization in 2015. The aim was to find out the employees personal experiences, for which we choose to apply an qualitative method. To gain results, we implemented interviews of a semi-structured caracter. For further support we studied earlierrelevant studies. Sarnecki’s definition of control, Tankebee’s analysis of Beetham’s theory of legimicity as well as Lewins model of change, worked as guidelines for our studie.The main results found demonstrated that the employees considered the reorganization as a beneficial aspect regarding the work of the police. But there were a few negative aspects as well. The conclusion was drawn that the police force has become more united of the basis of a better cooperation within the police. This is not sufficiently to gain experienced effectiveness, since the structure of the organization is difficult to maintain in practice.

This evaluational study has been initiated by the County Council of Gävleborg (LandstingetGävleborg), politically responsible (and the main economical) authority of BibliotekGävleborg, the regional library institution in the county of Gävleborg, Sweden.The aim of the study is threefolded:1. to evaluate the organization of Bibliotek Gävleborg during the 1990's as we11 as theeffects of a reorganization carried out in 1990, and, through the use of interviews and a questionnaire, to ascertain the attitudes of Bibliotek Gävleborg's branch users (mainlythe municipal libraries in the county) towards the organizational development.2. to evaluate and compare regional library activities in Gävleborg prior to and duringthe 1990's, and to investigate the attitudes of the afore-mentioned branch users towardsBibliotek Gävleborg's activities.3. to investigate and discuss possible future directions of regional library development in Sweden in general, and in Gävleborg in particular.The closing, debating chapter in the study also'contains a few suggestions of measures to enhance regional library activity in Gävleborg.
