INCRA, BNB in the project of Agenda 21. They are members and participants, constituents of the Permanent Forum of Agenda 21, the main actor privileged in the search. As an object of study to identify the limits and scope of this practice, with regard to aspects of awareness / participation and awaken to an awareness of critical social subjects in the collective social and environmental perspective. The study seeks to investigate if this experience has allowed the individual and collective social subjects, understand and act in their daily life, as the changes in attitudes postures, and expand their interests to participate in various public spaces this intention, is considered the educational activities made with the principles of environmental education in the construction of Agenda 21 that have contributed in raising awareness / participation of social actors of the Permanent Forum of Agenda 21. While reference methodology, the research focuses on theoretical design Freireana with relevance on the dimensions of dialogue, critical thinking and the human dimension comprising the act as educational practice of freedom, the prospect of human emancipation and social transformation of reality, and bring other thinkers as, Carvalho (2004), Trigueiro (2003), Days (2004), among others. The investigation of this practice points to the subject of education, which ECOCIENCIA to install the Agenda 21 and its effect on demand under municipal, German, providing a change of attitudes and postures and certainly, generating a new look and act in the world, broadening their interests and desires of inserting themselves, to participate in public spheres, particularly in establishing relations with dialogical criticality with the authorities and face the demands socio-environmental locations. / Esta pesquisa tem como proposta investigar a pr?tica educativa ambiental na experi?ncia de constru??o de AGENDA 21 Local, no munic?pio de Maxaranguape-RN, que reuniu diversos sujeitos coletivos e atores sociais da sociedade civil organizada, dentre os quais, o Centro de Educa??o e Assessoria Herbert de Souza CEAHS (ONG) que atua no munic?pio desde 1999, associa??es de agricultores e agricultoras de ?reas de assentamentos, professores/as, grupos de mulheres e jovens, empres?rios, poder p?blico, al?m de entidades parceiras IBAMA, INCRA e BNB no projeto da Agenda 21. Os mesmos s?o membros e participantes, constituintes do F?rum Permanente da Agenda 21, principal ator privilegiado na pesquisa. Nesta inten??o, consideraram-se as atividades educativas introduzidas com os princ?pios de educa??o ambiental na constru??o da Agenda 21, que contribu?ram na sensibiliza??o/participa??o dos atores sociais do F?rum Permanente da Agenda 21. Enquanto referencial metodol?gico, a pesquisa privilegia a concep??o te?rica Freireana com relev?ncia nas dimens?es do di?logo, do pensamento cr?tico e da dimens?o humana, compreendendo o ato educativo como pr?tica da liberdade na perspectiva da emancipa??o humana e transforma??o da realidade social, al?m de trazer outros pensadores como, Carvalho (2004), Trigueiro (2003), Dias (2004) dentre outros. A investiga??o dessa pr?tica aponta para a forma??o educativa dos sujeitos que se capacitaram para instalar a Agenda 21 e exigir sua efetiva??o em?mbito municipal. O desenvolvimento profissional docente e a participa??o colegiado no Atheneu Norte-Riograndense

We focused the possible relationships between the teacher's action and their professional development, which includes the participation of the School board, considered by us as a collective space. To accomplish this research we used Interviews (KAUFMANN, 1996; SILVA, 2002) to analyze the nine participants, who are teachers' of the school board, and their oral speeches, considered as main references of our study. While trying to understand the reasons that led the teachers to choose her/his educational profession, we noticed the difficulty of recognition of the job of lecturing as a profession. This fact comes as an obstacle to the perspective of the teachers' professional development. In what he/she refers to the forms of the teachers' participation in the board and their meanings, we noticed in first place that the feeling of it belongs one of the decisive factors it can be considered actively for the teacher to announce of the actions colegiadas. This for them to want and they believe that that is the best road for if they develop better while professionals and consequently to improve the situation of the school. In second place we noticed that the school board represents, a place of articulation of the equality among all the ones that form the school community. So, we tried to understand how they happened to the collective actions in the school, how the teachers presented them in spite of what they know, how a collective action should be presented in the elements of fragility of that process that inhibit the development of the overall action. Finally, we questioned the elements that would contribute to the educational professional development; we noticed that the teachers present the competence, the ethics and professional valorization, as factors that contributed at the present time to their educational professional development / Este trabalho tem como objetivo investigar se existe rela??o entre a participa??o docente no colegiado escolar e o desenvolvimento profissional do professor a partir da an?lise das experi?ncias cotidianas de professores de uma institui??o p?blica da Rede Estadual de ensino na cidade do Natal. Temos como foco principal as poss?veis rela??es entre a a??o participativa do professor e o seu desenvolvimento profissional, a partir da participa??o no Conselho Escolar, considerado por n?s como um espa?o de coletividade. Para realiza??o da pesquisa utilizamos a Entrevista Compreensiva (KAUFMANN, 1996; SILVA 2002) para analisar os discursos orais de nove professores participantes do Conselho Escolar, considerados como refer?ncia principal desse estudo. Ao procurar compreender os motivos que conduziram os professores a escolherem a profiss?o docente, percebemos a dificuldade de reconhecimento da doc?ncia como profiss?o. Este fato apresenta-se como um obst?culo ? perspectiva de desenvolvimento profissional dos professores. No que se refere ?s formas de participa??o dos professores no Conselho e os seus significados, percebemos em primeiro lugar que o sentimento de perten?a pode ser considerado um dos fatores determinantes para que o professor participe ativamente das a??es colegiadas. Isto por eles desejarem e acreditarem que esse ? o melhor caminho para se desenvolverem melhor enquanto profissionais e conseq?entemente melhorar a situa??o da escola. Em segundo lugar percebemos que o Conselho representa, um lugar de articula??o da igualdade entre todos os que formam a comunidade escolar. Ao procurarmos compreender como ocorriam ?s a??es coletivas na escola, os professores demonstram que apesar de compreenderem como deveria ser uma a??o coletiva apresentam os elementos de fragilidade desse processo que inibem o desenvolvimento da a??o colegiada. Finalmente, ao questionarmos sobre os elementos que contribuiriam para o desenvolvimento profissional docente, os professores apresentam a compet?ncia, a ?tica e valoriza??o profissional, como fatores que contribuem para o desenvolvimento profissional docente na atualidade

The thesis is firmed on the sense of explaining whether that movement circa the nurse formation process has been able to build necessary instruments for the transformation of biomedical formation model historically consolidated, in the perspective of conceiving another model anchored on social determination of health/illness process, with the purpose of assuring ethical and political commitment with the SUS praised by sanitary reformation. The study visualized the object considering its specificity, its concrete historical determinations and institutional as well as organizational relationships that permeate possibilities of valorizing it, analyzing it, interpreting it and rebuilding it. Its operationalization occurred in three movements, it means, bibliographical review; documents study; interviews and focal groups realized with professors of the institution. We can apprehend as main results that the nurse formation process has incorporated widely spread conceptions by the sanitary reformation movement and participation movement, assuming the commitment with transformation of health services and social reality. Nevertheless it prevails, still, amongst some professors in the same institutional space, the commitment to a predominantly technicist formation, focused on instrumental knowledge. Opinion divergence explicit diversity of conceptions circa education and, as consequence, distinct political commitments, also contradictory to formation. Thus, there is a lacuna between what is foreseen on political pedagogical project and what is rendered in FAEN/UERN, evidencing the clash related to conceptual bases of formation project. Interpretations, divergent political attitudes and resistances to the process allowed several formation ways. However, formation under new conceptual bases, find limits on the context of social politics implemented in Brazil during the 1990s, neoliberal-based, expressed on expansion and consolidation of health private system, managed by market rules, strengthening biomedical formation model. Notwithstanding, there is a favorable to its implementation, starting from the first years of 21st century, moment when Brazilian sanitary reformation reappear on health speech, as well as facing the policy of permanent education in health. This reality explicit a process of dialectical tension between instituted and institutor, anticipating the moment of scission or adaptation and return to what is already known. Despite of clashed, knowledge, accumulated experience, contribution to services, the construction of partnerships out of university space and articulation with national movement of (re)orientation of nurse formation, have been constituted as vital instruments to offer support to formation in FAEN/UERN. Still, we consider necessary the (re)visitation to FAEN/UERN politic pedagogical Project considering the existing and implemented construction, without, yet, depreciate the norther axis of the project at the reaching of its intentionality / Este estudo analisa o projeto pol?tico para a educa??o em enfermagem, em sua articula??o com o contexto econ?mico, pol?tico e social dos anos 1970 e 1980 em n?vel nacional e, em especial, o processo de forma??o do enfermeiro no espa?o da FAEN/UERN, situando-o no contexto do movimento da reforma sanit?ria brasileira e do movimento participa??o. A tese se firma no sentido de explicar se o movimento em torno do processo de forma??o do enfermeiro foi capaz de construir instrumentos necess?rios ? transforma??o do modelo de forma??o biom?dico, historicamente consolidado, na perspectiva de conceber um outro modelo ancorado na determina??o social do processo sa?de/doen?a, visando assegurar o compromisso ?tico e pol?tico com o SUS preconizado pela reforma sanit?ria. O estudo visualizou o objeto considerando sua especificidade, suas determina??es hist?ricas concretas e as rela??es institucionais e organizativas que permeiam as possibilidades de valor?-lo, analis?-lo, interpret?-lo e reconstru?-lo. A sua operacionaliza??o ocorreu em tr?s movimentos, ou seja, a revis?o bibliogr?fica; o estudo de documentos; as entrevistas e os grupos focais realizados com os docentes da institui??o. Podemos apreender como principais resultados que o processo de forma??o do enfermeiro incorporou as concep??es amplamente difundidas pelo movimento de reforma sanit?ria e pelo movimento participa??o, assumindo o compromisso com a transforma??o dos servi?os de sa?de e da realidade social. No entanto prevalece, ainda, entre alguns docentes no mesmo espa?o institucional, o compromisso com uma forma??o predominantemente tecnicista, centrada no conhecimento instrumental. A diverg?ncia de opini?es explicita a diversidade de concep??es sobre educa??o e, consequentemente, compromissos pol?ticos distintos e contradit?rios com a forma??o. Assim, existe uma lacuna entre o que est? previsto no projeto pol?tico pedag?gico e o que ? concretizado na FAEN/UERN, evidenciando o embate relativo ?s bases conceituais do projeto de forma??o. As interpreta??es, as posturas pol?ticas divergentes e as resist?ncias ao processo foram viabilizando diversos modos de forma??o. Por?m, a forma??o sob novas bases conceituais, encontra limites no contexto das pol?ticas sociais implementadas no Brasil nos anos 1990, de base neoliberal, expressos na expans?o e consolida??o do sistema privado de sa?de, regido pelas regras do mercado, fortalecendo o modelo de forma??o biom?dico. Entretanto, existe um cen?rio favor?vel a sua implementa??o, a partir dos primeiros anos do s?culo XXI, momento em que a reforma sanit?ria brasileira reaparece no discurso da sa?de, bem como, diante da pol?tica de educa??o permanente em sa?de. Pol?ticas p?blicas de educa??o ambiental: a gest?o do programa municipal de educa??o ambiental de Mossor?/RN

It analyses the environment education administration of Mossor? city, indentifying its articulation with the international directresses and the Environment Education National Policy (PNEA), established according the law number 9.795/99. The text takes as empiric reference the Environment Education National Policy (PNEA) of Mossor? city, realized since 2006. In order to make the research, we employed as methodologic proceedings a bibliographical and documental revision from wich we developed a contextualization of the propolsals toward a environment Education policy and administration, the institution of the environment Education in Brazil, in the neoliberal context on the State reform ambit. We also employed a semi-structured interview, having as individuals two Environment Education Municipal Program Administration of Mossor? city / RN state administrators and nine Municipal Education System educators. The analysis was done from the historic and dialetic perspective, trying to understand the facts in its totallity. The results revealed that the environment Education has become to be emphasize as an environment crises superation strategy since the 1970 s. In this context, the environment Education administration directress, in the United Nations (UN) initiative ambit, emphasizes the participation and the partnership as a way to share responsabilities between the State and society. In the neoliberalism affirmation context, in the 1990 s, these directresses were fortified, once, since the State reform, their functions were redimensioned and the State turns into a stronger planner an controller, inducing the society to act as a public polcies executor. Therewith, a deconcentration action process is consolidated, rather than an administrative and pedagocgic decentralization, historically revendicated on Education by the progressist sectors. Even though the administrators interviewed have revealed the wish that the schools become autonomous on the PMEA execution, through the NEAs, we notice that the methods employed do not contribute to that, because of the decisions concentration on the associated managership ambit and the few human and financial resources. In spite of the difficulties, the research showed that the Mossor? municipality innovated on the environment Education field, by the institution of the NEAs, even though they demonstrate fragilities regarding their performance, revealed on the educators and adiminstration talk on the interviews. We verify that the main difficulties come from the politc culture installed on the municipality, ruled by a technocracy and power concentration wich brings difficulties to the implementation of a democratic and participative administration, even though it would not be totally impossible, even on the circumstances described / Estudo sobre as pol?ticas p?blicas de educa??o ambiental, enfatizando as diretrizes formuladas a partir da d?cada de l970. Tem como objetivo analisar a gest?o da educa??o ambiental do munic?pio de Mossor?, identificando sua articula??o com as diretrizes internacionais e com a Pol?tica Nacional de Educa??o Ambiental (PNEA), institu?da com a Lei 9.795/99. O trabalho toma como refer?ncia emp?rica, o Programa Municipal de Educa??o Ambiental (PMEA) de Mossor?, em execu??o desde 2006. Para realiza??o da pesquisa utilizamos como procedimentos metodol?gicos: revis?o bibliogr?fica e documental, a partir das quais desenvolvemos uma contextualiza??o das proposi??es para a pol?tica e a gest?o da educa??o ambiental formuladas a partir da d?cada de l970; o processo de institucionaliza??o da educa??o ambiental no Brasil, no contexto neoliberal e, portanto no ?mbito da reforma do Estado. Utilizamos tamb?m, a entrevista semi-estruturada, tendo como sujeitos: dois gestores do Programa Municipal de Educa??o Ambiental de Mossor? e nove educadores da rede municipal de ensino. A an?lise foi feita a partir da perspectiva hist?rica e dial?tica, buscando compreender os fatos em sua totalidade. Os resultados revelaram que a educa??o ambiental come?ou a ser enfatizada como estrat?gia de supera??o da crise ambiental a partir da d?cada de 1970. Nesse contexto, as diretrizes para a gest?o da educa??o ambiental formuladas no ?mbito das iniciativas da Organiza??o das Na??es Unidas (ONU), enfatizaram a participa??o e as parcerias, como forma de dividir responsabilidades entre o Estado e a sociedade. No contexto de afirma??o do neoliberalismo nos anos de l990, estas diretrizes foram fortalecidas, uma vez que a partir da reforma do Estado, suas fun??es foram redimensionadas e este passa a agir mais como planejador e fiscalizador, induzindo a sociedade a agir como executora das pol?ticas p?blicas. A educa??o ambiental no Brasil surgiu nesta conjuntura e, portanto incorpora parte das orienta??es internacionais. A proposta do Programa Municipal de Educa??o Ambiental de Mossor?, implementado atrav?s dos N?cleos de Educa??o Ambiental (NEAs), incorporou orienta??es contidas na PNEA e no Programa Nacional de Educa??o Ambiental (ProNEA), enfatizando a participa??o das escolas e da comunidade como estrat?gia para garantir a sua execu??o de modo descentralizado. No entanto, o estudo demonstrou que a participa??o democr?tica proposta, n?o tem se efetivado plenamente no cotidiano na gest?o, uma vez que as escolas e a comunidade s?o chamadas para a execu??o das a??es formuladas no ?mbito da gest?o municipal. Com isto, consolida-se um processo de desconcentra??o das a??es e n?o uma descentraliza??o administrativa, financeira e pedag?gica, historicamente reivindicada na educa??o pelos setores progressistas. Embora os gestores entrevistados tenham revelado um desejo de que as escolas se tornem aut?nomas na execu??o do PMEA atrav?s dos NEAs, percebemos que os m?todos utilizados n?o colaboram para isto, haja vista a concentra??o das decis?es no ?mbito das Ger?ncias parceiras e os poucos recursos humanos e financeiros. Apesar das dificuldades, a pesquisa demonstrou que Mossor? inovou no campo da educa??o ambiental, ao instituir os NEAs, embora estes demonstrem fragilidades quanto ao seu funcionamento, reveladas na fala dos educadores e gestores entrevistados. Constatamos que as principais dificuldades adv?m da cultura pol?tica instalada no Munic?pio pautada pela tecnocracia e pela concentra??o de poder, o que tr?s dificuldades para a implementa??o de uma gest?o democr?tica e participativa, embora isto n?o seja totalmente imposs?vel, mesmo na conjuntura descrita

Destarte que no Brasil, o movimento ambiental se institucionaliza com a Constitui??o de 1988, uma vez que os conselhos se firmaram como espa?os democr?ticos, e prev? a participa??o da sociedade na gest?o das pol?ticas p?blicas. Nesse diapas?o propomos uma discuss?o sob a luz da participa??o e exerc?cio da cidadania no Conselho Estadual de Meio Ambiente do Rio Grande do Norte (CONEMA/RN), focando o olhar sobre o processo decis?rio, a partir da manifesta??o dos atores sociais. Para tanto, nosso estudo compilou as atas de reuni?es desse conselho, transcrevendo as principais discuss?es das demandas ambientais que marcam a sociedade potiguar, verificando como esses personagens se manifestaram no decorrer das reuni?es. Com base nessas informa??es, compreendeu-se a atribui??o do CONEMA/RN, como mecanismo de comunica??o entre Estado e Sociedade. Com base na an?lise das atas de reuni?es ordin?rias entre 2007 a 2014, conclu?mos que o CONEMA ? um conselho em que a sociedade civil organizada participa do processo decis?rio, apesar da acentuada influ?ncia dos atores representantes do poder p?blico sobre os atores que representam a sociedade civil. Os resultados do estudo aqui desenvolvido confirmam a discrep?ncia entre a participa??o dos conselheiros representantes do poder p?blico e dos conselheiros representantes da sociedade civil dentro do CONEMA/RN. A conclus?o aponta que os representantes da sociedade civil ainda n?o assimilaram o dever de cidad?o, a responsabilidade de sua atua??o, gerando preju?zos para o aparato legal da legisla??o ambiental potiguar, com reflexos negativos na implementa??o de pol?ticas p?blicas / The environmental movement rises up strongly in the year 1972 with the Stocolmus Conference, in the middle of pressions concerning the environmental preservation, in consequence of the environmental catastrophes. In spite of the fact that, in Brazil, the environmental movement has is institutionalization with the 1988 Constitution, in a way that the councils became democratic spaces, and provided the society?s participation in the management of public policies. In this way, we propose a discussion about the participation and the exercise of the citizenship in the State Council of Environment of Rio Grande do Norte (CONEMA), focusing the glance about the decisory process, as from the expression of the social actors. For that, our research compilate documents of the meetings of the referring council, transcribing the main discussions about the environmental necessities which were important in the potiguar society, and checking how these agents defend their interest during the meetings. We understand, with these informations, the role of CONEMA/RN as a communicative mechanism between State and Society. With the analysis of the informations of the extraordinary meetings from 2007 to 2014, we concluded that the CONEMA is a council where the civil organized society takes part on the decisory process, despite the great influence of the representative actors of public power over the representative actors of civil society. The results of this research confirm the discrepancy between the participation of representative councilors of civil society in CONEMA/RN. The conclusion point out that the civil society representative don?t, yet, assimilate the citizen duty, the responsibility of it1s action, producing, in this way, damages for the legal structure of the potiguar environmental legislation, with serious consequences on the public policy implementation

A supera??o de tais obst?culos perpassa pelo interesse de a sociedade civil despertar e passar a ter voz ativa nessas institui??es. / The social participation in Brazil takes a new impetus with the (re)democratization process of the Brazilian society and is strengthened by the resurgence of the civil society and the 1988 Constitution. In this context, the study is conducted with the scope to verify the effectiveness of deliberative Municipal Health Council of Mossoro (CMSM), with theoretical and methodological support based on the following models: the participatory normativity, which measures the degree of institutionalization, democratization and council representation; and the effectiveness of deliberative that, from the calling capacity and agenda of the participants, from the kinds of manifestation, from the decisions and the council?s office, that measures the degree of effectiveness of the deliberative council. It appears, thus, that the council has an average degree of effectiveness deliberative, standing out as means an institution that practice, despite the existence of obstacles and challenges, the role of control over municipal health policies, due, among other factors, the conservative political context, the asymmetry of resources between the counselors, the little substantive participation of the actors who attend its meetings, either counselor or not, and in particular, the reduced influence of the members in its decision-making process. In public management of Mossoro, social participation, especially social control over public actions, face, today, great number of difficulties to be held. The study recognizes that, in such circumstances, the council partially fulfills the role for which it was created, what does not impede, however, be characterized as an important deliberative space, since it allows the participation of representatives of the various segments of the state, society, their demands and intentions. Overcoming such obstacles moves through the interest of civil society to wake up and fight for the spaces in these institutions.

Amongst these actions is the encouragement to the community participation in the process of carrying out the environmental programs, considering government and enterprises representatives or residents of certain places as social actors. Within these context, this paper had as a goal the investigation of the public participation in the environmental programs in areas that are susceptible to desertification, specificly in Parelhas/RN. The choice for this town was due to its insertion in an area considered as a desetification nucleous, which is, a region that suffers land degradation as a consequence of climate variations or human activities. Therefore, the research in question, of a descriptive and exploratory type, had as an instrument a structured questionnaire, applied to a sample of 223 people out of an 11,068 over 20 years of age residents population. The data have been tabled from Statistics for Windows Program and later interpreted based on the theoretical reference over the subject. As a result, corroborating to the literature of the area, it was found that the community participation in any type of action or debate about environmental questions is associated to the perception and knowledge about the problems. Although the people who were interviewed believe in the responsibility of the ceramic industry in causing environmental problems, they also believe that the benefits brought by the sector overcome such problems / A degrada??o dos recursos naturais e suas conseq??ncias para a vida da sociedade t?m gerado in?meras discuss?es a respeito dos m?todos de avalia??o e gest?o ambiental e dos meios dispon?veis para amenizar os efeitos das a??es do homem sobre o meio-ambiente. The study presents theoretical and empirical reports of regional political blogs. In this issue, it looks for understand the political participation in the Internet space, examining the reconfigurations that accompany social relations and new forms of interaction that are merged in the media scene. The ambience of the study limits comments of readers in two political blogs in Rio Grande do Norte, Territ?rio Livre, and Thaisa Galv?o. The observation concerns about the democratic participation of citizens in matters of collective interest, during the 2010 election. The analysis update the debate on democratic discussion and conversation everyday, trying to grasp changes in social practices in virtual platforms. From this perspective, the work restores some conceptual notions that involve the public places, identifying the changes that appear in the virtual and traditional spheres, with the emergence of new places of conversations, from the Internet usage. Are also compared to similarities and differences between the two elements of the analysis. We see an inclusion of the listener in the construction of programs, is exposing their life stories, commenting on facts, answering questions, choosing subjects and participating in some form of radio programming. This insertion of the listener in radio programs is generally thought of as a constituent element of the message. This study aims to analyze the participation of the listener and the forms of interaction in the " Debates of the People" that thirty- past two years is the schedule for CBN Fortaleza. The investigation was conducted through observation in studio, interview, transcription, content analysis and association analysis. This is a qualitative and quantitative research while. We found that the listeners of the program had no acceptance of interactive tools such as the Internet and social networks to make their holdings. In clipping analyzed, we noted that the participation of the listener was selected according to their relationship and proximity to the topic discussed. Also detected that the opinion is superior to the listener questions on the topic. The presenter has the function to put the questions in the listener program. Among the public comments are questions and opinions on the subject and speaks of the debaters. Avan?ando em tal discuss?o, esta pesquisa aborda uma experi?ncia de organiza??o comunit?ria no Residencial S?o Gon?alo do Amarante (conhecido como Residencial Ruy Pereira dos Santos), empreendimento da faixa 1 do PMCMV localizado no munic?pio de S?o Gon?alo do Amarante/RN. Trata-se de empreendimento segmentado em 6 condom?nios de 300 unidades cada, totalizando 1.800 moradias com popula??o estimada de 7.200 pessoas. A presente disserta??o, realizada no Condom?nio Ruy Pereira I (CRP-I), tem natureza qualitativa e consiste em estudo de caso que trilhou uma fase de revis?o bibliogr?fica, para a elabora??o de referencial te?rico em participa??o mediada por elementos de gest?o social, e, outra, para a sistematiza??o da produ??o acad?mica no PMCMV em programas de p?s-gradua??o stricto sensu da UFRN. Os principais achados da pesquisa indicam que h? forte restri??o ? atua??o do Condom?nio em virtude do elevado n?mero de inadimplentes no pagamento da taxa condominial. O coletivo recreativo Lambe Sal, que re?ne 50 homens/fam?lias e assume fun??es comunit?rias importantes no CRP-I, exibe pr?ticas de gest?o social e participa??o com qualidade superior ?quele desempenhado pelo trabalho social realizado no Condom?nio, o que se d? por meio de trabalhos volunt?rios desenvolvidos pelos pr?prios s?cios na limpeza e manuten??o de ?reas comuns e na promo??o de festas em datas comemorativas. / The objective of the research is to systematize challenges and opportunities of community organization initiatives in the track 1 to PMCMV in the light of participation?s categories and social management elements. The PMCMV denotes an inflection in the trajectory of housing policies in Brazil since the last half of the 20th century. However, the predominance of agents of the construction sector in the Program has reinforced patterns of peripherization and poor location of housing complexes, which directly influence the sustainability of the Program. In consideration of sustainability, there is in the Program the prediction of social work as fomentation element to participation and social inclusion, which includes purposes of community mobilization and monitoring the daily lives of families for a given period of time. In Rio Grande do Norte, studies indicate that among the few municipalities that perform social work, the instruments that guide it have been elaborated unilaterally by municipalities and without participation of families. Advancing in this discussion, this research approaches a community organization experience in the Residencial S?o Gon?alo do Amarante (known as Ruy Pereira dos Santos Residential), an enterprise of the track 1 to PMCMV located in the municipality of S?o Gon?alo do Amarante/RN. These enterprises are segmented into 6 condominiums of 300 units each, totaling 1,800 homes with an estimated population of 7,200 people. The present dissertation, carried out in the Ruy Pereira I Condominium (CRP-I), has a qualitative nature and consists of a case study that has undergone a bibliographic review phase, for the elaboration of a theoretical reference in participation mediated by elements of social management, and, another for the systematization of academic production in the PMCMV in UFRN postgraduate programs stricto sensu. The research had also the collected primary field data through two focal group dynamics performed with CRP-I residents. The collected data were processed through the basic lexicographic analysis supported by IRAMUTEQ software. The IRAMUTEQ generated three analytical classes for the textual corpus from data collection: a) difficulties in the condominium; b) people and social relations; and c) community organization. The main findings of the research point to the Residents' Association, which must ensure community organization, can only precariously mitigate conflicts and agglutinates people. There is a strong restriction on the performance of the Association due to the high number of defaulting in the payment of the condominial fee. The recreational collective Lambe Sal, which gathers 50 men/families and assumes important community functions in the CRP-I, shows practices of social management and participation with a higher quality than that performed by the Residents' Association, which is done through voluntary work developed by own members in the cleaning and maintenance of common areas and in promoting parties on commemorative dates.
