O objetivo deste trabalho ? pesquisar a moldura do ordenamento jur?dico em rela??o ? mat?ria para isso se prop?e a investigar desde o seu planejamento e at? mesmo as formas de controle por interm?dio de pesquisa bibliogr?fica feita atrav?s de fontes secund?rias como livros e revistas especializadas e o posicionamento dos tribunais atrav?s de pesquisas jurisprudenciais. Descobriu-se que o ordenamento jur?dico, a come?ar pela Constitui??o Federal, determina que a expans?o daquele tipo de gasto deve ter planejamento estrat?gico que determina harmonia com as leis or?ament?rias. Al?m disso, observou-se tamb?m que a legisla??o de reg?ncia, balizada pela lei complementar n? 101/2000, tamb?m conhecida como lei de responsabilidade fiscal, indexa o crescimento da despesa p?blica com pessoal ? receita corrente l?quida dos entes pol?ticos com o objetivo de proporcionar o crescimento sustent?vel daquele tipo de gasto p?blico. Percebeu-se tamb?m um sistema espec?fico de controle que legitima a exonera??o compuls?ria de servidores p?blicos comissionados ou efetivos. Est?veis ou n?o para garantir o custeio da folha de pessoal conforme determina o art. 169 da Constitui??o Federal. O crescimento da despesa p?blica com pessoal tamb?m deve ter pertin?ncia jur?dica com os princ?pios que estruturam o exerc?cio da fun??o administrativa. Ademais, o Estado Democr?tico de Direito determina que os atos da administra??o p?blica devem passar pelo crivo do controle externo, que engloba, nos par?metros estabelecidos por esta pesquisa, a fun??o legislativa do Poder, a sociedade e os tribunais de contas. O controle externo da pol?tica remunerat?ria no servi?o p?blico envolve desde a aprecia??o da mat?ria nas comiss?es de justi?a e cidadania e or?amento, at? a realiza??o de audi?ncias p?blicas onde n?o somente os servidores p?blicos e/ou sindicatos representativos podem participar das discuss?es, mas tamb?m toda a popula??o, que com o acesso aos relat?rios cont?beis com destaque para o relat?rio de gest?o fiscal, deve participar do processo de tomada de decis?o correlato ? expans?o da despesa p?blica com pessoal. / Public expenditure on personnel is a subject that has recently gained relevance due to the difficulty that the federated entities, especially the States, are finding in paying their bills. The objective of this work is to investigate the legal framework in relation to the subject for which it proposes to investigate from its planning and even the forms of control through bibliographic research done through secondary sources such as books and specialized magazines and the positioning courts through jurisprudential research. It was found that the legal system, beginning with the Federal Constitution, determines that the expansion of this type of spending must have strategic planning that determines harmony with the budget laws. In addition, it was also observed that the regulative legislation, defined by supplementary law No. 101/2000, also known as fiscal responsibility law, indexes the growth of public expenditure with personnel to the net current revenue of political entities with the objective of providing the sustainable growth of that type of public expenditure. It was also perceived a specific system of control that legitimizes the compulsory exoneration of public servants commissioned or effective. Stable or not to guarantee the costing of personnel sheet as determined by art. 169 of the Federal Constitution. The growth of public expenditure on personnel must also have legal relevance with the principles that structure the exercise of the administrative function. In addition, the Democratic Rule of Law determines that the acts of public administration must pass through the sieve of external control, which encompasses, in the parameters established by this research, the legislative function of Power, society and the courts of accounts. The external control of remuneration policy in the public service involves from the consideration of the matter in the justice and citizenship committees and budget, until the public hearings where not only the public servants and / or representative unions can participate in the discussions, but also the whole with the access to accounting reports with emphasis on the fiscal management report, should participate in the decision-making process related to the expansion of public expenditure with personnel.

Assim, o objetivo deste trabalho, ? analisar a din?mica de funcionamento dos conselhos municipais de Natal e Parnamirim (RN), com base nos pressupostos das teorias da democracia participativa e deliberativa, apreendendo as categorias anal?ticas da participa??o, da representa??o pol?tica, da efetividade deliberativa e da accountability. A partir da pesquisa documental (leis de cria??o dos conselhos, regimentos internos, atas, resolu??es e relat?rios de gest?o), bem como da participa??o em reuni?es dos colegiados e das entrevistas com conselheiros e gestores, buscou-se empreender uma an?lise sobre como o compartilhamento do poder acontece nessas institui??es e como elas influenciam as respectivas gest?es municipais. Os resultados demonstram que a din?mica de funcionamento dos conselhos relaciona-se tanto ? abertura da gest?o ? participa??o social quanto ao protagonismo dos conselheiros em promover debates, apresentar demandas e exercer o controle social sobre as a??es e presta??es de contas dos gestores. Nesse sentido, ? poss?vel afirmar que as institui??es participativas atuam qualitativamente para a democratiza??o das pol?ticas p?blicas, mesmo que a correla??o de for?as desigual entre Estado e sociedade civil ainda esteja presente no processo decis?rio de alguma maneira nos casos analisados. / The Public Policy of Social Assistance established by the Federal Constitution of 1988 is a duty of the State and the right of the citizen and is carried out through a decentralized and participatory system, articulating the State and civil society in the decision-making process of management and in the inspection of actions and public resources. The managing councils institutionally assume the prerogative to materialize social participation for the democratization of public policies, and its existence is a legal condition for the transfer of federal resources in the scope of Social Assistance. The literature shows that these institutions are consolidated for this process, however, it is necessary to understand the dynamics of the functioning of the councils and their relationship with the management bodies to analyze the quality of social participation and its influence in the decision-making process and the exercise of Social control. The objective of this work is to analyze the dynamics of the municipal councils of Natal and Parnamirim (RN), based on the assumptions of theories of participatory and deliberative democracy, apprehending the analytical categories of participation, political representation, deliberative effectiveness and Accountability. Based on documentary research (council creation laws, internal regulations, minutes, resolutions and management reports), as well as participation in meetings of the collegiate and interviews with directors and managers, an attempt was made to analyze how sharing of power takes place in these institutions and how they influence the respective municipal administrations. The results demonstrate that the dynamics of functioning of the councils is related to the opening of management to social participation and to the role of directors in promoting debates, presenting demands and exercising social control over the actions and rendering of accounts of managers. In this sense, it is possible to affirm that participatory institutions act qualitatively for the democratization of public policies, even though the unequal correlation of forces between State and civil society is still present in the decision-making process in some way in the analyzed cases.

A metodologia utilizada foi um estudo de caso, como prop?e Yin e fazendo-se uso da pesquisa participante relatada por Peruzzo. Para isso analisou-se, al?m das rotinas produtivas de produtores e editores, o poder de fala do telespectador na produ??o deste conte?do, atrav?s de um conjunto de m?todos e t?cnicas de pesquisa, entre eles a observa??o participante. Houve a inten??o de se verificar como se d? a sele??o do p?blico participante, e com base em quais crit?rios de noticiabilidade isso acontece. A partir dos resultados obtidos observou-se que o jornalismo vive uma crise de identidade e est? testando empiricamente solu??es empregadas em outros meios tradicionais de comunica??o. Assim, observou-se a presen?a do fen?meno denominado ?transbordamento?. Notou-se tamb?m, ao se analisar as rotinas produtivas, a inexist?ncia de n?cleo especializado em participa??o para intermediar essas falas. Sabe-se que a proposta do aplicativo estudado ? a de que todos sejam respons?veis pela sua atualiza??o e retorno aos emissores, o que n?o ocorreu de forma satisfat?ria. / The purpose of this study aims to analyze the Telejournalism used in Rio Grande do Norte, acting by means of clipping of Intertv Cabugi station and its relationship with the audience dialogue response, from the point of view of the productive routines of journalists who select the news and guided the newscast RNTV first edition. Being included in New Communication Technologies, the work is based on media theories used by Muniz Sodr? and Hjavard. Notes on the future of journalism by Chaparro are fundamental in the development of a scientific perspective. Justified interest, given the fact that according to recent research the viewers of Rio Grande do Norte remain above the national average. It attempted to analyze what are the strategies and innovations used by the vehicle to ensure the public interest, from the perspective of the authors, Ren? and flowers, Scolari and Shirky. The methodology used was a case study, as proposed by Yin and making use of participatory research reported by Peruzzo. In order to accomplish this, was analyzed well beyond production routines, producers, and editors, but also to determine the power of speech from the viewer in the production of content by a number of methods and searching techniques, including participant observation. In order to know if there are in fact newsworthiness criteria and how based upon that they are used to select the audience participation. Results show that journalism is experiencing an identity crisis and is empirically testing solutions used in other traditional communication media. Also there was the presence of the overflow phenomenon. It was also noted, when analyzing the production routines, the lack of a core nucleus specialized in participation to intermediate these lines, and the studied application proposal is that everyone is responsible for being up to date and for the feedback to issuers, which does not occur in a satisfactory manner.

As constata??es da pesquisa, mais que apontar pr?ticas n?o adotadas pela organiza??o, sinalizam para as oportunidades de melhoria da governan?a, na medida em que tais pr?ticas vierem a ser implementadas na institui??o pesquisada. / The brazilian public administration search over time a more responsive and efficient with performance results that best meet the needs of society. Beyond the New public management in Brazil, held from 1995, whose central focus is the reduction of bureaucracy and costs, increasing the efficiency of public services and the control of economic results, the research discusses the emergence of governance in the public sector, with the practices of transparency, social participation, ethical relationships, commitment to accountability (accountability) , evaluation and risk management and the integration of stakeholders in the implementation of public policies. Using as data collection instrument the semi-structured interview held with 7 leaders of the Federal University of Rio Grande do Norte (UFRN), the research, classified as exploratory, descriptive and qualitative aims to examine governance practices in the public sector, its concepts, principles and propositions are being adopted by the senior management of the institution. The results of the work show that, among the surveyed, 10 practices are being adopted by the institution and 18 have not been deployed in the municipality, showing that the largest number of public governance concepts and principles linked to practices adopted are: efficiency, risk management; transparency; and responsibility. Among the practices adopted are: the lack of a formal and transparent process to ensure that appointments to the Board of Directors comply with the criteria of competence and merit; the assessment of members of senior management based on performance indicators and targets; the lack of a risk management plan; and the absence of institutional guidelines for social participation and involvement of organized civil society in the planning and participatory budgeting. The findings of the survey, more than point practices adopted by the Organization, signaling to the opportunities for improvement of governance, to the extent that such practices will be implemented in the institution research.

Neste aspecto, a participa??o social se apresenta como uma das ferramentas mais importantes da democracia e verdadeira express?o da soberania popular. Abre-se, portanto, espa?o para a investiga??o dos aspectos democr?ticos envolvidos na representa??o da UFRN junto aos Conselhos, oportunizando a verifica??o de seu papel neste contexto, pelas possibilidades de contribui??o ao processo de democratiza??o do Pa?s. O surgimento dos conselhos gestores de pol?ticas sociais revela a for?a da participa??o do cidad?o na interven??o e na formula??o das pol?ticas p?blicas, com o objetivo de aumentar sua efici?ncia por meio do controle social. Conclui-se que se faz necess?rio maior destaque para as representa??es sociais nos conselhos gestores e melhores condi??es para ampla participa??o dos membros da Universidade nestes espa?os, objetivando alcan?ar reais possibilidades de contribui??o e efetivo exerc?cio da delibera??o p?blica. / This paper discusses the UFRN participation in the Councils Municipal Managers of Social Policies through a case study of its representation in the Municipal Board of Education in Natal / RN, as the democratic participatory system assumption adopted by the Federal Constitution of 1988. The descriptive search, as a transversal character, with data collection gathered in the Council and by semi-structured interviews with representatives of the UFRN Education Center, as well with the effective members of CME, will have a qualitative approach to analyze the obtained content. Therefore, we start understanding that throughout history democracy has become the political system best suited to the social organization, protection of individual rights and freedoms and that popular sovereignty has established itself as the foundation for its legitimacy. In this respect, social participation is presented as one of the most important tools of democracy and true expression of popular sovereignty. Therefore, it opens up space for research of democratic aspects involved in the representation of UFRN close to the Councils, providing opportunities to check its role in this context, the contribution of possibilities to the country's democratization process. The emergence of social policies management councils reveals the strength of citizen participation in the intervention and the formulation of public policies, in order to increase their efficiency through social control. Therefore, this study focused on democratic theories to analyze how they can contribute to the improvement of management councils, as well as the role of the Academy in this regard. A certain influence of the Municipal Executive was detected in the activities of the Council, limiting the autonomy of its activities and the amplitude of the scope of the deliberations initiated there. About the UFRN's chair at the CME in Natal, it does not constitute a full and wide representation of the Institution, it is confined to the Education Center and is compromised at a time when there are no discussions at the University about its positioning on the issues to be addressed Deliberated in that instance. It is concluded that it is necessary to emphasize social representations in the management councils and better conditions for broad participation of the members of the University in these spaces, aiming to reach real possibilities of contribution and effective exercise of public deliberation.

Trata-se de uma pesquisa explorat?ria que utilizou uma abordagem descritiva-quantitativa. O estudo, dentre v?rios aspectos, busca caracterizar o programa sob o enfoque te?rico da gest?o participativa, recorrendo, para tanto, ?s t?cnicas de pesquisa documental e de entrevistas realizadas n?o apenas com os gestores respons?veis diretamente pelo planejamento do programa, como principalmente na aplica??o de question?rios envolvendo a comunidade acad?mica. Foram criados indicadores, a exemplo de "Dialogismo", "Protagonismo", "Formula??o da pol?tica da institui??o", entre outros, com base em aspectos-chave destacados do referencial te?rico estudado e de declara??es dos gestores da REITI, que acabaram subsidiando na elabora??o das vari?veis estudadas. Os resultados foram analisados em tr?s categorias, "Participantes", "Alunos" e "Servidores", com base na compara??o dos valores percentuais das respostas obtidas e as conclus?es foram desenvolvidas de maneira descritiva e anal?tica, fundamentadas pelo referencial te?rico. A pesquisa descobriu que a REITI, apesar de estabelecer um processo participativo, n?o proporciona o compartilhamento do poder de decis?o com os servidores e alunos, caracter?stica que, caso estivesse presente, a evidenciaria como modelo de gest?o genuinamente participativa e democr?tica. Apesar disso, o estudo concluiu que alunos e servidores percebem a import?ncia do programa quanto ao estabelecimento de uma rela??o dial?gica que produz resultados ben?ficos na realidade da comunidade acad?mica do instituto. / The general objective of this work was to analyze the program "Itinerant Rectory of the IFPB" (REITI), as a participative management process in the Federal Institute of Para?ba, with the purpose of verifying to what extent REITI would provide power sharing and control of decisions to a part of the IFPB academic community, with a view to achieving participatory and democratic management in the institution. It is an exploratory research that used a descriptive-quantitative approach. The study, among several aspects, seeks to characterize the program, under the theoretical approach of participatory management, resorting to the techniques of documental research and interviews conducted not only with managers directly responsible for program planning, but mainly by the application of questionnaires involving the academic community. Indicators were created, such as "Dialogism", "Protagonism", "Formulation of institution policy", among others, based on key aspects highlighted from the theoretical framework studied and from declarations of REITI managers, what ended up subsidizing the elaboration of the variables studied. The results were analyzed in three categories, "Participants", "Students" and "Servants", based on the comparison of the percentage values of the answers obtained and the conclusions were developed in a descriptive and analytical way, based on the theoretical references. The research found that REITI, in spite of establishing a participatory process, does not provide the sharing of decision-making power with the servants and students, a characteristic that, if present, would show it as a genuinely participatory and democratic management model. Despite this, the study concluded that students and servants perceive the importance of the program in establishing a dialogical relationship that produces beneficial results in the reality of the academic community of the institute.

Para e an?lise do material e interpreta??o dos resultados utilizamos a t?cnica de an?lise de conte?do de Bardin. / The Brazilian Constitution of 1988 creating the National Health System - SUS identified as guidelines, universality, comprehensiveness and social participation. The major legal and operational differential management in the current system is the social control carried out by users, health professionals, managers and providers, as deliberative and purposeful actors in health councils and conferences. More than 25 years have broadened considerably the efficiency of the system, but many are still challenges for the efficiency and effectiveness of the SUS. The current crisis in the health system brings forth issues related to access and quality. The Ministry of Health has launched programs and projects in specific areas, to evaluate and lead to improved quality, as happened fifteen national conferences Thus, knowledge on the subject and the institutionalization of a quality assessment culture is still very distant. In 2015 occurred in Brazil the 15th National Conference on Health which had the theme "Public health quality to take good care of the people: the right of the Brazilian people" and as 1 the thematic discussion of Axis: "Right to Health, Access Guarantee and Quality of attention." The 27 states held their conferences; in the Rio Grande do Norte, state had the 8th Conference of Health - CES / RN. This research is a qualitative study, document analysis, which aims to know the perception of users, professionals, managers, health care providers about the concept of quality in health services. The data used in this research were primary, obtained from questionnaires filled out by delegates at the accreditation in 8th CES-RN. For selection, tabulation and data categorization utilize the Analyse Software lexicale par Contexte d'un Ensemble of Segments of Texte - ALCESTE. And for material analysis and interpretation of results we used the content analysis (Bardin).

Para tratar as informa??es coletadas em campo, utilizou-se a t?cnica de an?lise de conte?do. A reposta aos objetivos parte das an?lises realizadas sobre os n?veis de participa??o da sociedade civil de Porto do Mangue/RN na elabora??o e implementa??o de Pol?ticas P?blicas para o desenvolvimento do turismo neste munic?pio. Destarte, os resultados deste trabalho identificam a realidade atual do turismo em Porto do Mangue/RN, podendo assim auxiliar nos desafios do planejamento, organiza??o e gest?o da atividade tur?stica e sua interface com os demais setores da sociedade. / The aim of this study is to investigate the participative experiences in Porto do Mangue/RN, in the tourism directions, focused on the relationship between society, the government and its institutions, to understand how tourism is developed there. The specific objectives that we outlined for the development of this work were: a) Present the conceptual articulation and the logical principles that guide the empirical analyzes of this study, especially on territory, citizen participation and tourism; b) Distinguish the municipality of Porto do Mangue, evidencing the local tourist processes and the Programs of the Public Policies of Tourism, focusing on the participation of the social agents / actors; c) Identify the types of participation provided by the Participation?s Ladder and their occurrence in Porto do Mangue/RN .A qualitative approach, an exploratory and descriptive methodological contribution was adopted. In addition to this, we had an aid of bibliographic and documentary research techniques. Participatory field research was used, following the following steps: 1) Application of semi-structured interviews with agents / social actors of the public power (municipal and state), civil society and local entrepreneurs linked to the tourist activity; 2) organization of the information contained in semi-structured interviews; 3) Meetings to confirm and legitimize information by civil society actors / actors. To treat the information collected in the field, the technique of content analysis was used. The response to the objectives is based on the analyzes carried out on the levels of society participation in Porto do Mangue/RN in the elaboration and implementation of Public Policies for the development of tourism in this city. In such wise as to, it can be observed that, in general, participatory experiences in this municipality are concentrated in non-participatory and figurative participation modes, based on the classification proposed by the Participation?s Ladder. Without losing sight of the complexity of the tourist phenomenon, the reflections of this study allow us to understand the importance of citizen participation as one of the instruments capable of transforming collective decisions into social interest projects, focusing on the reality of the territory. Therefore, the results of this work identify the current tourism reality in Porto do Mangue / RN, and thus help in the challenges of planning, organizing and managing the tourism activity and its interface with other sectors of society.

However, it is necessary to overcome reductionist link between access and "gateway", as commonly used, for achieving higher senses that portray as an instrument full of transformative possibilities of reality. This research aimed to discuss the organization of users' access to health services in family health and their interfaces with the model of health care in two scenarios of Bahia, Brazil, and analyze how social participation happens in the construction of collective demands for accessing health services in family health in those scenarios. Configured as a qualitative study, the number of subjects was defined by progressive inclusion, interrupted by saturation criterion. The study subjects were 102 people, distributed among three groups representing: group I (health team - 49), group II (USF users - 37) and group III (SUS municipal leaders - 16). Technical data collection: semi-structured and systematic observation. Method of analysis: thematic content analysis. The results show that the organization of access to family health occurs from scheduling demand or demand for free, while the latter refers to the urgent care and emergency mostly and the choice of marking model was agreed with users in community meetings. Many speeches converged on the difficulties that the lack of material resources and maintenance entail the construction of a universal access and quality. Much of the speech that brought the number of vacancies for additional tests and diagnostics, as well as consultations with experts, is insufficient and is far beyond the demand presented. From this perspective, the Health Councils arise within the conjuncture of popular participation and social control as a privileged place for listening to the community and the emergence of significant changes to society, though, only one respondent group II has demonstrated knowledge about the importance of social control and its potential is still very far from expected. Anyway, many times, we were awakened the sense that users had to go through a funnel to the realization of its entry in the health services, which represents the amount of barriers that need to be overcome in gaining entry into the system, although Many users can not, in practice, see their right to health care guaranteed. / O acesso universal e equitativo ? essencial para a an?lise das rela??es entre o usu?rio e os servi?os de sa?de, pois se constitui a ocasi?o de acolhimento do homem, individual e coletivo, seu ingresso no sistema, na express?o da sua necessidade de sa?de, em defesa da igualdade de direitos e justi?a social, configurando-se como um exerc?cio para o alcance da cidadania. Contudo, ? necess?rio ultrapassar-se a liga??o reducionista entre acesso e ?porta de entrada?, t?o comumente utilizada, para o alcance de sentidos maiores, que o retratem como um instrumento repleto de possibilidades transformadoras da realidade. Esta pesquisa teve como objetivos discutir a organiza??o do acesso dos usu?rios aos servi?os de sa?de na Sa?de da Fam?lia e suas interfaces com o modelo de aten??o ? sa?de em dois cen?rios da Bahia, Brasil e analisar como acontece a participa??o social na constru??o das demandas coletivas para acessar os servi?os de sa?de na Sa?de da Fam?lia nos referidos cen?rios. Configurou-se como um estudo qualitativo, tendo o n?mero de sujeitos sido definidos por inclus?o progressiva, interrompida pelo crit?rio de satura??o. Os sujeitos do estudo foram 102 pessoas, distribu?das entre tr?s grupos de representa??o: grupo I (equipe de sa?de - 49); grupo II (usu?rios da USF - 37) e grupo III (dirigentes do SUS municipal - 16). T?cnica de coleta de dados: entrevista semi-estruturada e observa??o sistem?tica. M?todo de an?lise: an?lise de conte?do tem?tica. Os resultados revelam que a organiza??o do acesso na Sa?de da Fam?lia d?-se a partir do agendamento da demanda ou por demanda livre, sendo que esta ?ltima refere-se aos atendimentos de urg?ncia e emerg?ncia na sua grande maioria e a escolha deste modelo de marca??o foi pactuada com os usu?rios em reuni?es comunit?rias. Muitos discursos convergiram para as dificuldades que a falta de recursos materiais e de manuten??o acarretam na constru??o de um acesso universal e com qualidade. Grande parte das representa??es trouxe que o n?mero de vagas para a realiza??o de exames complementares e de diagn?sticos, bem como as consultas com especialistas, ? insuficiente e est? muito al?m da demanda apresentada. Nessa perspectiva, os Conselhos de Sa?de surgem dentro da conjuntura da participa??o popular e do controle social como um espa?o privilegiado para a escuta da comunidade e o despertar de mudan?as significativas para a sociedade, embora, apenas um entrevistado do grupo II tenha demonstrado conhecimento acerca da import?ncia do controle social e seu potencial encontra-se, ainda, muito distante do esperado. Enfim, foi-nos despertado a sensa??o de que os usu?rios precisavam passar por um funil para a efetiva??o da sua entrada nos servi?os de sa?de, o que representa a quantidade de barreiras que precisam ser vencidas na conquista do acesso ao sistema, embora, muitos usu?rios n?o consigam, na pr?tica, ver o seu direito de assist?ncia ? sa?de garantida.

Participatory Budgeting is a democratic process of budget formulation in cities and municipalities through systematic negotiations between citizens, civil society organizations and local government. The population participates in the definition of works and services to be performed by the municipality. The program was implemented by the Workers Party in Porto Alegre, in the late 80s. Due to the involvement of the community and the results obtained with the program, Participatory Budgeting came to be adopted also by other cities in Brazil and abroad. In Brazil, the larger municipalities are most likely to adopt Participatory Budgeting. It is a program frequently used by leftist parties, in particular by the Workers Party. Municipalities with the lowest GDP per capita tend to adopt Participatory Budgeting. Cities with the largest civil society organization are more likely to implement Participatory Budgeting. / Esta disserta??o analisa as caracter?sticas de cidades com o Or?amento Participativo nas grandes cidades brasileiras durante os per?odos administrativos entre 1997 a 2012. A popula??o participa da defini??o das obras e servi?os a serem executados pelo munic?pio. O programa foi implementado em Porto Alegre pelo Partido dos Trabalhadores no final dos anos 80. Devido ao envolvimento da comunidade e os resultados obtidos com o programa, o OP passou a ser adotado tamb?m por outras cidades do Brasil e do exterior. No Brasil, os munic?pios maiores s?o mais propensos a adotar o Or?amento Participativo. ? um programa utilizado com frequ?ncia por partidos de esquerda, em particular pelo Partido dos Trabalhadores.
