Veiksnių, lemiančių šeimos gydytojo pasirinkimą, įvertinimas / Assesment of factors determining the choice of family doctor

Darbo tikslas – įvertinti šeimos gydytojo pasirinkimą ir keitimą lemiančius veiksnius priklausomai nuo įstaigos tipo. Uždaviniai :1. Nustatyti ir įvertinti PSP paslaugų teikėjo pasirinkimą lemiančius veiksnius priklausomai nuo įstaigos tipo. 2. Įvertinti ir palyginti šeimos gydytojo keitimą įtakojančius motyvus priklausomai nuo įstaigos tipo. 3. Įvertinti ir palyginti pacientų elgseną ir pasitenkinimą paslaugomis priklausomai nuo įstaigos tipo. Tyrimo metodika. Tyrimas atliktas 2013m. sausio- kovo mėn. Naudota anoniminė anketinė viešosiose: Prienų rajono PSPC ir Birštono PSPC bei privačiose PSP įstaigose besilankančių pacientų apklausa( n═247). Atsakas dažnumas 81,5 proc. Tyrimo rezultatų statistinė analizė atlikta naudojant SPSS 17.0 ( Statistical Package of Social Scienles ) for Windows statistinių duomenų paketą. Ryšiai tarp požymių vertinti pagal Chi kvadrato ( x2 ) kriterijų. Rodiklių skirtumas laikytas statistiškai reikšmingu, kai p< 0,05. Rezultatai. Pacientų tyrimo rezultatų analizė atskleidė, jog (48 proc.) privačių PSPC ir (46 proc.) viešųjų PSP įstaigų pacientų yra patenkinti šeimos gydytojo teikiamomis paslaugomis. Tyrimo metu nustatyta, kad statistiškai šeimos gydytojo paslaugų vertinimas neturi sąsajų su išsilavinimu, socialiniu statusu ir mokėjimu už paslaugas. Privačiose gydymo įstaigose (40 proc.) respondentų nepasirenka šeimos gydytojo dėl nepatenkinamų paslaugų kokybės, o (75 proc.) viešųjų PSP centrų respondentų - dėl netinkamo šeimos gydytojo... [toliau žr. visą tekstą] / The aim of the study is to assess factors that determine the choice and change of family doctor depending on the type of institution. Objectives: 1. To identify and assess factors that determine the choice of a primary healthcare service provider depending on the type of institution. 2. To assess and compare motives that influence the change of a family doctor depending on the type of institution. 3. To assess and compare patientes behaviour and satisfaction depending on the type of institution. Methods of the research. The research was conducted in between January and March, 2013. An anonymous survey was performed on patients who visit public institutions of Prienai district primary health care and Birštonas primary health care and also private primary health care institutions (n=247). The response in public primary health care institutions was 81.5%. The statistical analysis of the research results was performed using SPSS 17.0 (Statistical Package for Social Sciences). The relationships between the features were assessed using x2 criterion. Results. The analysis of patient research results showed that 48% of patients of private primary healthcare and 46% of public healthcare institutions are satisfied with the services provided by family doctors. Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / Inserida no contexto dos estudos sociológicos acerca das esferas pública e privada na composição das relações sociais, esta dissertação analisa a imbricação entre estas esferas na construção histórica das relações sociais brasileiras e na composição da cultura política que as rege, objetivando identificar seus impactos e expressões atuais nas políticas sociais, com enfoque na política de assistência social. Com fundamentação em referencial teórico-metodológico marxista, foram utilizadas categorias gramscianas para estudo e conceituação daquelas esferas. Como campo empírico de pesquisa no âmbito da política de assistência social foi eleito o programa Cheque Cidadão implementado pelo Governo do Estado do Rio de Janeiro desde o no ano de 1999, adotando-se como conjunto instrumental entrevistas, análise documental, e observação em campo. As análises de dados e as considerações finais apontam que a recorrente execução de políticas públicas de assistência através de entidades religiosas, ainda que num Estado considerado laico, permite a criação de relações fundadas a partir de identidades privadas entre os indivíduos sociais e seus governantes, viabilizando privilégios não necessariamente formais, mas sobretudo reais no acesso a políticas sociais de natureza pública, constitutivas de direito, deturpando-as e adubando assim nosso vasto solo de cultura política patriarcal, personalista, de supressão do público pelo privado e mercantil, onde se fundaram nossas raízes. / This dissertation analyzes how the public and the private spheres imbricate to build Brazilian social relations and the political culture that serves them as guideline. The study integrates sociological research concerning how social relations originate, aiming at identifying the impacts and influences that the aforementioned relations bring to current social policies, focusing on social assistance policies. The theoretical and methodological approach was based on Marxist literature, and categories taken from Gramsci works were used to study and conceptualize the public and private spheres. Empirical research referred to the program cheque cidadão, which has been implemented by Rio de Janeiro state government since 1999. Interviews, documentation and field work constituted the instruments used. Data analysis and final observations indicate that the fact that religious entities are in charge of accomplishing social assistance policies within a lay state gives way to relations that are based on private, rather public, identities between individuals and their rulers, which makes possible the existence of privileges _ real, if not formalized _ regarding access to social policies. These are meant to be lawful and of public nature policies. Therefore, the process described above distort them and feed the Brazilian political culture, deeply rooted in patriarchalism and personalism, that favors private relations in detriment of the public matters.

Ces travaux abordent la question de l'impact du pouvoir et du contexte privé ou public sur la sensibilité à l’influence normative. Nous défendons la thèse selon laquelle le contexte régule les effets du pouvoir sur la sensibilité à l’influence normative. Dans une première partie, nous avons testé l'hypothèse selon laquelle la possession de pouvoir, par la désinhibition qu’il suscite, rendrait les individus moins sensibles à la norme. Nous présentons deux études qui montrent que la possession de pouvoir occasionne des comportements moins conformes aux normes ainsi qu’une présentation de soi socialement moins désirable. Dans une seconde partie, nous testons l’hypothèse selon laquelle l’activation d’un pouvoir élevé entrainerait une plus forte désinhibition des conduites en privé et une plus forte inhibition des conduites en public que l’activation d’un pouvoir faible. Deux études ont été réalisées et tendent à soutenir cette idée. Une dernière recherche a été menée en vue d’examiner le rôle de l’activation contextuelle de la responsabilité sociale sur la relation entre le pouvoir et la sensibilité à l’influence normative. Toutefois, il semble que l’activation de la responsabilité sociale ne médiatise pas les effets modérateurs du contexte sur la normativité des jugements effectués. Dans l'ensemble, ces travaux contribuent à éclaircir les effets paradoxaux du pouvoir qui ont été observés dans la littérature, en proposant un modèle permettant de comprendre comment le contexte génère des processus différents en fonction du pouvoir, quand la désinhibition et l’inhibition sont susceptibles de se produire, et quelles en sont les conséquences sur les conduites individuelles. / This work investigates the impact of social power and private or public context on normative influence. We defend the thesis according to which the context (private vs. public) regulates the effects of power on normative influence. In a first series of research, we tested the hypothesis that the possession of power, by generating disinhibition, would make individuals less sensitive to social norms. Two studies are presented and show that the possession of power causes less normative behaviors as well as less socially desirable self-presentations. In a second series of research, we argue that high power primed individuals would exhibit greater disinhibition in private and greater inhibition in public than low power primed individuals. Two studies were conducted and tend to support this idea. A last study examined social responsibility as a potential moderator of the effects of social power and context on normative influence. However, it seems that social responsibility does not mediates the inhibition and disinhibition patterns we observe. Overall, these studies help to clarify the paradoxical effects of power underlined in the literature, by proposing a model which allows to understand how the context generates different processes depending on social power, when disinhibition and inhibition are likely to occur, and what are the consequences for individual behavior.

La prescription extinctive des obligations en droit public interne / The extinctive prescription of obligations under public internal law

La prescription extinctive a fait l’objet de nombreuses études en droit privé ou en droit pénal. Elle constitue à l’inverse un angle mort de la recherche en droit public. La réforme opérée en matière civile par la loi du 17 juin 2008, ainsi que le renouveau contemporain du débat sur l’existence d’une théorie générale des obligations publiques, justifient pourtant une analyse approfondie en droit public. Prenant ses racines dans le Code civil, la prescription extinctive tient une place non négligeable dans les rapports obligataires des personnes publiques. La multiplication des prescriptions propres au droit public, notamment en raison d’impératifs budgétaires, oblige toutefois à identifier ce qu’elle recouvre précisément. Fondée sur la sécurité juridique, elle se distingue d’autres mécanismes similaires en emportant l’extinction de l’exigibilité de l’obligation. De ce fait, elle connaît un essor important et s’étend à la plupart des obligations publiques, même si elle doit être conciliée avec la nécessité d’intérêt général d’obtenir le paiement des obligations.Si la prescription extinctive existe bien en droit public, elle a toutefois été adaptée aux caractéristiques propres de cette matière. Bien que le Code civil ait longtemps imposé le recours aux règles du droit privé, le juge administratif n’en avait pas moins conservé une certaine autonomie. En supprimant l’application du droit privé aux rapports obligataires des personnes publiques, la réforme du 17 juin 2008 a rendu le droit public de la prescription autonome. Cette autonomie devrait néanmoins être consolidée par la voie d’une réforme législative, réorganisant les prescriptions disparates, et comblant les lacunes existantes. Une telle intervention serait également l’occasion de constater l’originalité de la prescription extinctive en droit public. Son fonctionnement (point de départ, suspension, interruption, opposition, renonciation, etc.) reste gouverné par de nombreuses spécificités dues à la double appartenance de la prescription aux règles de la légalité administrative et financière. Elle souligne en définitive l’irréductible spécificité du droit public. / Extinctive prescription has been the subject of numerous studies both in public and private laws. In contrast it is a dead angle in Public Law research. The reform put in place in the civil domain by the June 17, 2008 Act, as well as a renewed interest in the debate about the existence of a general theory of public obligations, warrant a deep analysis. Having its roots in the civil code, the extinctive prescription holds an important place among the contractual or legal relationship of public persons. The significant increase of prescriptions specific to public law, partly due to budgetary need, however requires identifying what it exactly entails. Based on legal certainty, it differs from other mechanisms that are close to it, by leading to the termination of liability for payment. Hence, it sees a significant expansion and now extends to most public obligations, even though it has to be reconciled with the need of general interest to get payment of obligations.If the extinctive prescription does exist in public law, it has however been adapted to the inherent characteristics of this subject. Even though the Civil Code has imposed the use of private law rules for long, the administrative judge had retained some autonomy. By removing the use of private law from contractual or legal relationship of public persons, the June 17, 2008 reform has made prescription in public law independent. This autonomy should be enhanced through a legislative reform, both reorganizing the existing prescriptions and filling existing gaps. Such intervention would be an opportunity to observe the originality of extinctive prescription in public law. Its operation (starting point, suspension, interruption, waiver, etc.) remains governed by numerous characteristics due to dual ownership of prescription to the rules of administrative and financial legality. It eventually highlights the undeniable specificity of public law.

Ekonomická a institucionální analýza ochrany druhové rozmanitosti poskytovaná soukromým sektorem v ČR / Economical and institutional analysis of biodiversity conservation provided by private sector in the Czech Republic

The diploma thesis identifies the motivation of the land trusts in the Czech Republic and analyses the institutional environment, in which they work. Furthermore, it defines the factors influencing the activity and efficiency of the private land conservation and explores its relationship with the biodiversity conservation provided by the public sector. The method used is an analytical narrative consisting of the combination of oral narration and socio-economic analytical methods. Interviews with selected land trusts managers were carried out and original case studies were created. As emerged from the analysis, land trusts are created in order to complete the state biodiversity conservation, upon which they are dependent mainly as far as money is concerned. The land trusts have most of the areas in a long-term tenancy. They do not have enough money to buy the areas. This is also proved by the shortage in business activities in comparison with foreign countries. The situation of private conservation abroad was examined as well and compared with the situation in this country. The main contribution of this diploma thesis is the fact that it creates the overview of private biodiversity conservation in the Czech Republic and abroad as one of the first thesis.

Coopération en R&D et politiques publiques de soutien à l'innovation. / R&D cooperation and public policies of innovation support

Partant d’un manque de consensus académique quant à l’efficacité des différents dispositifs de soutien à l’innovation, cette thèse s’intéresse aux politiques de financement de la R&D dans un contexte où les entreprises peuvent coordonner leurs effortsde R&D et se rapprocher d’un secteur public de la recherche. Dans une première partie, nous présentons des éléments de la littérature économique sur les mesures incitatives de promotion de la R&D. Nous choisissons par ailleurs de contextualiser notre approche autour de la politique des pôles de compétitivité menée en France. Dans une seconde partie, nous proposons une modélisation théorique originale, à même d’étudier conjointement trois instruments publics de soutien à la R&D : encouragement aux stratégies coopératives de R&D, soutien financier à la R&D privée et soutien financier au secteur public de la recherche. Nos résultats théoriques nous permettent ainsi de proposer plusieurs recommandations de politique publique. Premièrement, nous mettons en avant le rejet de tout effet d’éviction de l’intervention publique sur les activités privées de recherche. Nous montrons également qu’une politique de financement d’un secteur public de la recherche peut représenter unealternative efficace à la politique visant à soutenir la R&D privée, sous condition que la recherche publique génère d’importants effets de débordement. Enfin, la répartition optimale du budget public destiné au soutien à l’innovation s’avère êtreplus généreuse envers le secteur public à mesure que les entreprises privées se situent à proximité de l’acteur public de la recherche. A l’inverse, le soutien public à l’innovation doit se faire davantage en faveur des entreprises privées à mesure que ces dernières sont soumises à une concurrence forte et à des difficultés d’appropriation de leur recherche. / Observing a lack of academic consensus about R&D public supports efficaciency, we focus on public R&D funding policies by considering R&D cooperation and proximity between firms and a public research sector. In a first way, we introduce how economic literature studies incentives to promote R&D efforts. In addition, we decide to illustrate our theorotical approach through french cluster policy called « politique des pôles de compétitivité ». In a second way, we develop an original theorotical modelisation able to evaluate the efficacity of three public instruments that promote R&D efforts and innovation : promote R&D cooperation, subsidizing private R&D sector and funding to public research sector. Our theorotical results lead us to make some recommandations to the policy makers. First, we conclude to an additionality effect of public policies on R&D efforts, that means we reject all crowding-out effect of public intervention. Moreover, we show that funding a public research sector (SPU policy) leads to better performance than the policy consisting to subsidize private R&D efforts (SPR policy) but only if the level of public spillovers is strong enough. Then, about the distribution of public fundings between public and private sector (SPM policy), we conclude that the proportion allocated to private sector always increases with the level of inter-firm spillovers and with the concentration of the industry if and only if the level of inter-firm spillovers is high enough. In the opposite, this proportion allocated to private sector decreases with the level of public knowledge externalities to the private sector, due to a closer proximity between public and private bodies, regardless of whether firms cooperate or not in R&D.

The content of the thesis is the implication of the theme of architecture and urbanism in the education of art at primary and secondary schools. Architecture and urbanism is a complex technical field and its implication can be implemented in many ways and teach the desired competencies. The aim of the work is to use the project to convince the art teachers to use the theme of architecture primarily urbanism to educate pupils in the care of the area and identify with them. The theoretical part of the thesis introduces the basic concepts and principles of modern architecture and urbanism with an emphasis on the explanation of the relationship between architecture and urbanism, which are useful for successful project implementation. The project "Man among the Houses" has been elaborated in the didactic part as a detailed teaching material with a pilot implementation and subsequent evaluation. The content of the practical part is a questionnaire, which is intended to gain interest in the topic of architecture and urbanism in teaching art and to find out whether the topic of architecture in practice is taught. The last part of the work, the art project "On the Head", shows the author's artistic approach in the elaboration of the theme "Man among the Houses".
