A political analysis of MONUC's involvement in the peace and security problematique of the Democratic Republic of Congo

Armed conflict and violence against civilians in the Democratic Republic of the Congo has persisted for years starting in the 1990s. The Eastern, Western and North-Eastern parts of the country have seen the presence of a multiplicity of armed groups that have caused an escalation of the humanitarian crisis. The United Nations, in the interest of civilian protection, peacekeeping and security sector reform in the Democratic Republic of the Congo declared a mission under The United Nations Organisational Mission in the Democratic Republic of the Congo (MONUC). In spite of this mission, civilians continued in the Congo to suffer attacks and to endure human rights abuses by the armed militants that are fighting government and the government forces in shape of the Armed Forces of the Democratic Republic of the Congo (FARDC). This study examines the problematique of the mandate of MONUC in the Democratic Republic of the Congo in light of the challenges that have made its success debatable. The success of MONUC has become debatable in light of the fact that in spite of its presence and implementation in the DRC, between 2007 and 2010, conflict and the violence against civilians escalated to unprecedented levels. This study examines the causalities of the failure and observes its effect while making propositions towards amelioration of the challenges and the failure of the United Nations Mission in the Democratic Republic of the Congo. / Political Sciences / M.A. (International Politics)

Les répercussions de la responsabilité de protéger sur le droit international public

La responsabilité de protéger a été élaborée en 2001 par la Commission internationale de l’intervention et de la souveraineté des États. Le concept se voulait une réponse aux controverses suscitées par les interventions armées à des fins humanitaires menées dans les années 1990. Il cherchait à concilier l’intervention à des fins humanitaires et le principe de souveraineté afin d’assurer la protection universelle des populations civiles, notamment par les actions du Conseil de sécurité, tout en respectant les principes qui constituent les fondements de la société internationale basée sur la Charte des Nations Unies. Avec son entérinement par les 191 États membres des Nations Unies lors du Sommet mondial de 2005, la responsabilité de protéger est devenue un sujet incontournable du discours international. En 2011, la mise en œuvre de la responsabilité de protéger par le Conseil de sécurité durant la guerre civile en Libye et la crise postélectorale en Côte d’Ivoire a mis le concept au premier plan de l’actualité internationale. Notre mémoire cherche à déterminer les répercussions juridiques qu’a eues la responsabilité de protéger sur le principe de la souveraineté étatique et sur le fonctionnement institutionnel du Conseil de sécurité. / The Responsibility to Protect was elaborated in 2001 by the International Commission on Intervention and State Sovereignty following the controversies surrounding humanitarian interventions lead during the 1990s. The Responsibility to Protect aimed at reconciling intervention for human protection purposes and sovereignty in order to ensure the universal protection of civilian populations, notably through the Security Council, while respecting the principles constituting the foundation of the international society based on the Charter of the United Nations. Since its acceptance by the 191 Member States of the United Nations during the 2005 World Summit, the concept has become a subject of first importance at the international stage. The implementation of the Responsibility to Protect by the Security Council in 2011 during the Civil War in Libya and the post-electoral crisis in Ivory Coast has put the concept on the headlines of the international news. Our thesis aims at determining the juridical repercussions that the Responsibility to Protect had on the State Sovereignty principle and on the institutional functioning of the Security Council.

The aim of this final thesis was static protection for castle in Miroslavské Knínice. It was necessary to explore several respects and find signs of violation. Next analyze and propose suitable assurance of individual parts. Separe into the stages of construction and to consider the proposal in terms of ensuring the resistance of materials. Finally create a detailed documentation in the range suitable for performance. Based on engineering geology and visual survey was designed horizontal bracing prestressing cables at three levels. The first level "A" consists of a closed circuit of prestressed reinforced concrete passports, supplemented by the cross and construction of prestressed reinforced concrete passports. Next level "B,C" is used to secure the top of the building. Levels “B,C” are proposed using prestressed cable in spare cable channels.

MA (Political Science) / Department of Development Studies / This study focuses on the politics of conflict resolution, paying special attention to the role of the international community in resolving the political crisis in South Sudan. The current political crisis in South Sudan has historical connections that date back to the time when Sudan was granted independence by the British government in 1956.These historical antecedents paved the way for the current political crisis which started on December 2013. The study is guided by the International Society Theory or the English School of Thought. The wisdom of the International Society Theory affirms international obligations bestowed on the members of the international community. According to this theory response to crisis of humanitarian nature such as the South Sudanese political crisis is part of the broader debate. Qualitative methods were used in this study because the researcher because they enabled the researcher to gain deeper insights on the research problem. All guidelines regarding ethical considerations were followed in order to avoid being biased and misinterpretation of information. Data were obtained from primary and secondary sources what sources. The study concludes that despite the involvement of many external actors, the conflict is still raging on due to a numbers of reasons such as, mistrust between the conflicting parties and lack of political will to resolve the conflict. Park Bears Ears je obdobou české chráněné krajinné oblasti, jejíž status ale současný americký prezident Donald Trump nedávno neautorizovaně sebral. Zatímco se firma zabývá výrobou a prodejem kvalitního outdoorového oblečení, tak se Patagonie ve stejnou dobu také aktivně angažuje do veřejného dění. Firma informuje své zákazníky zejména o stavu životního prostředí prostřednictvím svćyh multimediálních poutavých příběhů nesoucí prvky žurnalistiky. Patagonie usiluje o podněcování veřejnosti a ostatních firem zapojovat se do občanské společnosti, změnit spotřební chování nejen zákazníků, ale i výrobců, s konec̆ným cílem udržitelné ochrany této křehké planety, kterou my všichni obýváme. Towards a More Legitimate United Nations Security Council: Reform Initiatives and Lessons from the Syrian Conflict

This thesis explores the pressing need for reform within the United Nations Security Council, a key organization in global governance, in the form of a case study. The main purpose of the research is to understand how its reform could enhance its legitimacy while attending to the possible opposition from the USA, China, and Russia. It encompasses historical information, from the League of Nations to the reform proposals throughout history, culminating in the present debates, as well as useful theoretical approaches for the analysis. Through the Syrian Civil War, it describes the Council struggle to handle contemporary geopolitical issues. The insights of the Intergovernmental Negotiations Framework and the Elements Paper are crucial to research the current reform debates, and other literature from scholars, International Organizations and media are also employed. The analysis investigates the research question and hypothesis, and the conclusion helps summarize the findings. The thesis serves as a call for a better articulated Security Council that can better confront the complexities of our multipolar world with effectivity and effectiveness.

The traditional view of security was no longer capable of dealing with serious global crises and other daily non-military problems. The study of Security extends from national defense and military affairs to such fields as Economy, Society, Politics, and Environment among others; its target also expands from that of the state to the international, the social, and the personal. The new view of Security has been given a gradual increase of attention. Among such, Human Security, which is the improvement of the safety and welfare of individuals and the entire mankind, accords with the view of people-centered development and the view of people-centered security that the United Nations and the international community emphasize most. After explaining the concept of Human Security in the United Nations Development Programme, it received the international society’s attention and impetus—the practice of which requires the effort combination of the whole world and the global civil society, via the ways of protection and empowering, in order to guarantee the freedom and security of mankind, allowing every person to have the ability to safeguard one's own and others' rights and interests. On the international level, international organizations and committees with the purpose of explaining and promoting Human Security have been established in succession. Furthermore, the Trust Fund for Human Security has also been established in the United Nations. Such establishments have exhibited sizable contributions to the research of the concept of Human Security and practice of relevant plans. On the national level, Canada and Japan pursued the issue of Human Security and thus had the most effective and immense progress in promoting the freedom from fear and the freedom from want. Taiwan is located within a military sensitive area. In addition, globalization also contributes to threats on non-traditional security matters across national boundaries of several nations. Furthermore, Taiwan must also possess considerations about its internal safety on the economical, social, and cultural level. In order to improve the freedom, the security, and the welfare of Taiwanese civilians and to integrate Taiwan into the international community, Taiwan should undertake Human Security as its foundation for the combination of non-government organizations (NGO) and civil society forces, so as to actively participate in the international agenda, communicate with the international community, maintain its security and its, rights and interests, and shoulder the responsibility to safeguard the sustainable development of human beings. This thesis looks into the concept of Human Security via historical analysis. In the section regarding the concept of the development of security, this thesis explores into the traditional concepts of security, the development of the international situation during the post-Cold War era, and the appearance of non-traditional security issues. Consecutively, this thesis will introduce the " Human Development Report " of the United Nations Development Programme in 1994; it will also present the discussion of the theme of Human Security by international organizations and other great meetings of the world, Finally, this section closes with the issue on about the relationship between United Nations’ relevant organizations and Human Security, and a suggestion on United Nations’ role. The section of the concept of Human Security introduces the definition of Human Security given by scholars, international organizations, Canada, and Japan. The introduction of the index of Human Security and the explanation of the relationship between the concept of Human Security and the concept of human rights will follow. The following section—the practice of Human Security — introduces the ways and methods to practice Human Security, the concept of global governance and global civil society, Asian’s view on Human Security, the practice of Human Security on the international level, and the disputes of Human Security. In the section about the relationship of Taiwan and Human Security, this thesis puts forward all kinds of threats that Taiwan faces, quoting the relevant concepts of human development index, and recommends Taiwan’s present development situation. It also introduces foreign policy and practice achievement of Canada and Japan which are based on Human Security view, with the hope that those can inspire the promotion and the impetus of Human Security in Taiwan.

En 2011, le Conseil des droits de l’homme de l’ONU a adopté des «Principes directeurs» afin de mettre en oeuvre le cadre de référence « Protéger, Respecter, Réparer » du Représentant spécial chargé de la question des droits de l’homme et des sociétés transnationales et autres entreprises. Selon ce cadre de référence, les États ont des obligations de protection et de réparation alors que les entreprises ont seulement la responsabilité de respecter les droits humains. Après six années de travail, le Représentant spécial John Ruggie, a fait le choix de formuler dans ses «Principes directeurs» des directives non contraignantes à l’égard des États et des entreprises afin de les aider à remplir leurs obligations et responsabilités vis-à-vis des droits de l’homme. Selon, l’ONU, cet instrument de portée universelle est le plus élaboré en la matière, si bien qu’il est recommandé aux entreprises et plus particulièrement aux États de s’y conformer lors de l’élaboration de leurs politiques respectives en matière d'activité économique et de droits humains. Il convient donc de vérifier d’une part si l’encadrement exercé par l’appareil législatif et gouvernemental vis-à-vis des sociétés minières canadiennes évoluant à l’étranger est conforme au principe directeur «Protéger». D’autres part, il convient de vérifier si les recours judiciaires et extrajudiciaires disponibles au Canada remplissent les exigences du principe directeur «Réparer». Cette double analyse permettra de conclure que le Canada respecte dans les grandes lignes ces «Principes directeurs» mais qu’il pourrait faire bien plus notamment en terme d’accès à des réparations effectives pour les victimes étrangères de minières canadiennes. / This study propose to assess whether Canada meets the international requirements of business and human rights in relation to the supervision it has on Canadian mining companies operating abroad. In 2011, the Human rights Council adopted the Special Representative’s Guiding Principles on Business and Human Rights in order to implement the United Nations “Protect, Respect and Remedy” Framework. According to this framework, States have obligations to protect and remedy while companies only have responsibilities to respect human rights. After six years of work, the Special Representative on Business and Human rights, John Ruggie, has chosen to give in its Guiding Principles non- binding recommendations in order to help States and businesses to encounter their obligations and responsibilities towards human rights. According to the UN, this universal instrument is the most developed in the field. Thus, it is strongly recommended that companies and especially States, comply those «guiding principles» when they elaborate their respective policies on economic activity and human rights. It is therefore necessary to check first if the supervision exercised by the legislature and the government on Canadian mining companies operating abroad succeeds to comply with the "Protect" principles. On the other hand, it must be checked whether the judicial and extrajudicial remedies available in Canada meet the requirements of the «Remedy" principles. This dual analysis will led to conclude that Canada meets broadly the "Guiding Principles" but could do much more, especially in terms of access to effective remedies for foreign victims of Canadian mining companies.

Green Relationship

Green Relationship is a design solution attempting to raise awareness toward the environment and reduce consumerism. Waste generation and pollution have become major concerns of many governments, municipalities, organizations and individuals around the world since they are affecting human wellbeing and the environment. As an MFA student with VCUQatar, I chose to use design to contribute in protecting the environment hoping to make a difference in life. The thesis includes a research and a design component. The research explores the recycling programs and facilities in Qatar, the governmental and private sector actions toward waste generation and collection, as well as precedent solutions applied around the world. Furthermore, it includes a survey on recycling to gather and analyze the community’s feed back in order to come up with a solution that aims to change people’s behavior toward waste generation and to promote green lifestyle. The design component defines the Green Relationship as the personal connection between the individual and the silent partner, “the environment.” It fulfills the basic survival needs, “food and water,” and the one and only independency need, “oxygen.” The elements of the Green Relationship are the projection of the generic relationships elements we know of through the theory of “Humimicing” that I introduce in my thesis. Humimicing is the design theory that mimics human innate attributes and behaviors to develop design concepts to be applied in different industries. Every element of the Green Relationship is visualized through a different design discipline similar to its nature. Therefore, interactive, product and critical designs are the mediums used to represent Green Communication, Care and Ethics respectively through public installation, experimentation and conceptual design definition. The thesis methodology, which is “Make it Personal,” concludes in creating the Green Relationship that aims to change the behavior of individuals and ultimately to reach out to the wider community. Under the maxim, “Green is not just a color; it is a Lifestyle,” the thesis promotes the use of design to inspire people, designers and manufacturers to consume less and generate less waste in order to save natural resources and the environment.
