Egressos do ensino fundamental por ciclos e sua inserção no ensino médio : experiências em diálogo

O presente estudo, intitulado “Egressos do Ensino Fundamental por Ciclos e sua Inserção no Ensino Médio”, teve como objetivo conhecer o que pensam egressos da escola por ciclos da Rede Municipal de Ensino de Porto Alegre/RS, sobre a escolarização nessa estrutura curricular e a sua inserção no ensino médio: a escola por ciclos que eles viveram faz alguma diferença nas suas trajetórias escolares e na forma como se percebem e são percebidos pelos outros? Através da metodologia de Grupos de Diálogo, os jovens estudantes puderam expressar opiniões, revelar expectativas e anseios, compartilhar lembranças e trocar experiências sobre as formas de enfrentamento e os modos de superação dos desafios na transição do ensino fundamental, a partir das escolas de origem, para o ensino médio, nas escolas de destino. Em suas narrativas, construídas em interação com outros jovens, é possível perceber ecos de diferentes vozes e discursos em circulação na e sobre a escola por ciclos, revelando múltiplas relações entre os ditos pelos alunos e os ditos pelos professores e gestores das escolas. Seus depoimentos revelam árduos processos de superação e confirmam a existência de um mal-estar quando os ciclos são utilizados, especialmente pelo seu princípio de não reprovação, para a justificativa de atos de discriminação, embora nem sempre assim sejam reconhecidos pelos jovens estudantes. O grave disso é que parecem estar aí associados outros preconceitos, como o de classe social e todas as suas implicações, uma vez que esses alunos são moradores de regiões periféricas da cidade, algumas delas de grande vulnerabilidade social. Essas situações acabam por alimentar as suas dúvidas quanto à validade de uma proposta diferenciada, pelo visto não dirigida a todos e somente a alguns, exatamente para aqueles, como eles, cujas diferenças não parecem valorizadas nos contextos escolares. As reflexões realizadas oferecem elementos, tanto para o debate sobre a qualidade da educação brasileira, como para a reflexão acerca da formulação e operacionalização de políticas públicas para a inclusão social, que podem submeter os sujeitos de suas ações a experiências que podem estar contribuindo menos do que se desejava para a garantia de seus direitos como cidadãos. Autores como Miguel Arroyo, Bernard Charlot, José de Souza Martins, Norbert Elias, Paulo Freire e Marília Sposito, entre outros, compõem o referencial teórico que orientou a construção da investigação e da tese dela resultante. / The present study entitled “Elementary school graduates through cycles and its insertion in high school” had as aim to know what graduates think about the school by cycles of municipal schools in Porto Alegre/RS, about education in this curricular structure and its insertion on high school: Do the schools which they lived by cycles makes any difference on their school history and on the way the perceive and are perceived by others? Through the methodology of dialogue groups, young students were able to express their opinion, reveal their expectations and desires, share memories and exchange experience on ways of coping and ways of overcoming challenges in the transition of elementary school, from schools of origin, to high school, in the schools of destination. In their narratives, constructed through interaction with others young people it‟s was possible to perceive echoes of different voices and discourses in circulation on and about the school by cycles, revealing multiple relationships between the sayings by students and the sayings by the teachers and schools‟ managers. Their testimonials reveal arduous process of overcoming and confirm the existence of an upset when cycles are used specially by its principle of non-repetition, to justify acts of discrimination even though they are not always recognized by the young students. The serious problem is that they seem to be related with others prejudices such as social class and all its implication, some of these students live in poor areas of the city and some of them in great social vulnerability. This situation end up by creating their doubts regarding the validity of a different proposal, apparently not addressed to all and only to some ones, exactly by those whose difference do not seem valued in schools contexts. The reflections offer elements such as to debate about Brazilian education quality but also to reflect on formulation and public polices of operationalization for social inclusion which may undertake the subjects of their actions to experience that can contribute less that the expected to the guarantee of their rights as citizens. Authors such Miguel Arroyo, Bernard Charlot, Jose de Souza Martins, Norbert Elias, Paulo Freire and Marilia Sposito, among others constitute the theoretical part which guided the construction of the research and the resulting thesis.

O objetivo geral é investigar a compreensão dos educadores sobre a gestão democrática da escola pública. De forma específica, buscou-se: identificar as concepções de educação presentes nas falas dos educadores; apresentar e debater a visão dos educadores sobre o papel do diretor escolar na dimensão de uma gestão participativa; verificar, a partir do olhar dos educadores, se o processo de construção do PPP ocorreu de maneira democrática; detectar se os projetos de formação foram elaborados em conjunto com o coletivo de professores de modo a contemplar os dois princípios básicos de uma gestão democrática: a autonomia e a participação. Para o alcance dos objetivos, adotou-se a abordagem qualitativa interpretativa, sendo que a coleta dos dados foi feita por meio de análise documental, aplicação de questionários e entrevistas semiestruturadas. O lócus que possibilitou este estudo compreende três escolas da rede municipal, tendo como sujeitos dez educadores, os quais foram escolhidos a partir dos seguintes critérios: situação funcional; maior tempo na educação pública municipal; interesse e disponibilidade em participar desta investigação. A análise dos dados, com o intuito de desvelar o problema de pesquisa, qual seja, como os educadores compreendem a Gestão Democrática da escola pública, foi realizada no decorrer dos capítulos que compõem essa dissertação. Desta forma, num processo simultâneo, foi feita a discussão teórica acrescida das análises dos dados, de maneira que a teoria e a empiria estão contempladas no decorrer da dissertação. O ponto de partida deste estudo envolve, inicialmente, a temática da Educação de qualidade social, numa evolução que contempla a Gestão Democrática e a Formação docente na visão freireana. O conceito de Educação perpassado remete à ideia de instrumento que possibilita a transformação social. Por sua vez, a Gestão Democrática da escola pública é retratada como uma conquista processual que, embora assegurada na forma da lei, só se materializa por meio dos mecanismos de participação. Neste cenário, a formação docente também é vista como um processo permanente que se concretiza na relação dialógica entre a teoria e a prática. O estudo realizado aponta para a necessidade de as escolas refletirem permanentemente sobre alguns conceitos, entre eles o de educação, uma vez que as concepções de educação não se encerram em si mesmas. Necessário se faz, o entendimento acerca das diferentes formas como a educação é concebida enquanto prática social. Aponta, ainda, para a necessidade da consolidação dos mecanismos de participação os quais, muitas vezes, encontram-se apenas no nível do discurso. Por fim, constatou-se a ausência de uma política de formação permanente que contribua significativamente para a autonomia e trabalho pedagógico dos educadores. Acredita-se que este estudo contribua para a avaliação das políticas públicas de modo que a ordenação da escola seja repensada e que a Gestão Democrática constitua-se, na prática, instrumento que fortalece a democracia com a participação de todos. / The present research, linked to the Graduate program in education, (PPGEdu/CUR/UFMT) on the training of teachers and Educational public policy, has as object of study the democratic management of the public school, with emphasis on Municipal education. The general objective is to investigate the theoretical understanding of educators on the democratic management of the public school. Specifically, sought to: identify the conceptions of education and understanding of educators about the democratic management; present and discuss the vision of educators about the role of the school director in the dimension of a participative management; check, from the look of the educators, if the PPP building process of occured democratic way; detect whether the training projects have been drawn up together with the collective of teachers in order to contemplate the two basic principles of a democratic management: autonomy and participation. For the achievement of objectives, the approach was adopted. The locus that enabled this study comprises three city schools, having as subject ten educators, which were chosen on the basis of the following criteria: functional situation; longest on municipal public education; interest and willingness to participate in this investigation. The analysis of the data, with the purpose of unveiling the search problem, which is, as educators comprise the democratic management of the public school, was held over the theoretical chapters. In this way, a simultaneous process, the theoretical discussion plus analyses of the data, so that the theory and the analyzed empirically are included in the course of the dissertation. The starting point of this study involves, initially, the theme of quality education in social evolution that contemplates the democratic management and teacher education in vision feireana. The concept of the present paper Education refers to the idea of an instrument which enables social transformation. In turn, the democratic management of the public school is portrayed as a procedural victory that, although in the form of law assured, only materializes through the mechanisms of participation. In this scenario, the teacher training is also seen as a permanent process and results in dialogical relationship between theory and practice. The study points to the need for schools to permanently reflect on some concepts, including education, since education conceptions do not contain in them. Necessary, the understanding of the different ways in which education is conceived as a social practice. Points to the need for the consolidation of mechanisms for participation which, often, are just at the level of discourse. Finally, it was noted the absence of a permanent training policy that contributes significantly to the autonomy and pedagogical work of teachers. It is believed that this study will contribute to the evaluation of public policies so that the ordering of the school be rethought and that the democratic administration is in practice instrument that strengthens democracy with the participation of all.

The study is characterized as action research, and it is a research that studies the behavior of people falls in exploratory research, rather, as a case study. The survey covers all teachers, the head of Information Technology and students of the third class Lab School investigated for having received the tablet / PC in the previous year. To collect the data, the researcher uses participant observation and questionnaire conducted through Google Docs tool. In seeking to grasp the difficulties faced by the group investigated, the merger of tablet technology / PC as a pedagogical tool, the research favors at the same rate, reflection and how to debate the computer features multiple possibilities for learning, bringing more dynamism and pleasure to act of learning. The survey data externalize the tablet / PC has been positively contributing to student learning by giving them support in carrying out tasks in reading and research, organization of work and understanding of school subjects, enabling them continuity of outside studies the classroom. According to statements of the population studied, this tool has been promoting digital inclusion, personal and professional training of students; shows the school professionals, the importance of using the tablet / PC with responsibility and commitment in order to provide meaningful learning students and guides the direction of the school, indicating that the relevance of this equipment such as supporting the development of learning, should be dealt with Pedagogical Political Project thereof; exposes the government the need to increase digital inclusion public policies for children and young people and at the same time, teachers' training policies to integrate the computer to educational processes of public school. Therefore, open spaces for further research about this educational tool in state public schools in Pernambuco and Brazil, it is a vast and attractive theme. / Este trabalho tem como objetivo geral analisar o uso do tablet educacional na Escola de Referência em Ensino Médio Alfredo de Carvalho, na cidade de Triunfo-PE, verificando de que forma está acontecendo a implantação dessa tecnologia nas atividades pedagógicas da sala de aula, ao mesmo tempo em que procura identificar as dificuldades para essa incorporação. O estudo caracteriza-se como pesquisa participante, e por se tratar de uma pesquisa que estuda o comportamento das pessoas, se enquadra nas pesquisas exploratórias, mais propriamente, como um estudo de caso. A pesquisa abrange todos os professores, o chefe do Laboratório de Informática e os alunos das turmas de terceiro Ensino Médio da escola investigada, por terem recebido o tablet/PC no ano anterior. Para coletar os dados, a pesquisadora utiliza a observação participante e o questionário realizado através da ferramenta Google Docs. Ao procurar captar as dificuldades enfrentadas pelo grupo investigado, na incorporação da tecnologia tablet/PC como ferramenta pedagógica, a pesquisa favorece na mesma proporção, a reflexão e o debate de como o computador apresenta múltiplas possibilidades de aprendizagem, levando mais dinamismo e prazer ao ato de aprender. Os dados da pesquisa exteriorizam que o tablet/PC vem contribuindo positivamente com a aprendizagem dos estudantes dando-lhes suporte na realização de tarefas, em leituras e pesquisas, organização de trabalhos e na compreensão dos conteúdos escolares, possibilitando-lhes a continuidade dos estudos fora da sala de aula. Segundo depoimentos da população estudada, essa ferramenta vem favorecendo a inclusão digital, formação pessoal e profissional dos estudantes; mostra aos profissionais da escola, a importância da utilização do tablet/PC com responsabilidade e compromisso a fim de oferecer aprendizagens significativas aos alunos e orienta a Direção da Escola, indicando que a relevância desse equipamento como apoio ao desenvolvimento da aprendizagem, deve ser tratada no Projeto Político Pedagógico da mesma; expõe aos poderes públicos a necessidade de ampliação de políticas públicas de inclusão digital às crianças e jovens e ao mesmo tempo, de políticas de formação dos professores para integrar o computador aos processos educativos da escola pública. Por conseguinte, abre espaços para novas pesquisas a respeito dessa ferramenta pedagógica nas escolas públicas estaduais de Pernambuco e do Brasil, pois é um tema vasto e atraente.

School Choice and Private Schooling : A comparative case-study between Greece and Sweden

Over the past three decades, privatization and school choice have been introduced and embodied in the vocabulary of several national education policies. Although free education has been constituted, private schooling has been steadily growing its presence over the last years in Greece and Sweden. Parents are asked to choose among different school alternatives in an attempt to find the school that ‘fits them the best’. This study aiming to examine the phenomenon of private schooling and the factors that affect parental school choice, outlined a comprehensive framework of the national policies about private schools and school choice in both countries. Furthermore, the Human Capital, Human Rights and Capability approaches consisted the theoretical background of the study and framed the analysis of its research findings. The case study design of the research provided an in-depth exploration of the two national contexts, enriching the study with empirical data. Twenty semi-structured interviews with education professionals and parents from both countries shed light on the reasons behind the school choice towards private schools. Regarding the findings of the research, several kinds of educational inequalities and social segregation were identified because of the fact that not all parents have access to school choice under equal terms.

Desafios e contradições de uma \"boa\" escola de ensino médio na zona leste de São Paulo / Challenges and contradictions of a \"good\" high school from the East Side of Sao Paulo

A presente dissertação tem como objeto de estudo os dilemas e avanços referentes ao ensino médio brasileiro. Para tanto, tomou-se como base a Escola Estadual Deputado Silva Prado que possui a reputação de uma boa escola em sua região. Construímos este trabalho por meio de: a) informações institucionais (história, índices educacionais e dados oficiais dos governos); b) dados socioeconômicos coletados por meio de questionários aplicados aos alunos e ex-alunos da escola; c) entrevistas realizadas com jovens concluintes do ensino médio.\'\' Como principais resultados obtidos constatou-se que a identificação positiva da escola foi possível graças a alguns fatores que puderam ser identificados, como a permanência longa de gestores e os mecanismos de seleção de alunos empregados e a preservação das características sociais dos estudantes. No atual contexto, porém, essa reputação tem sido objeto de contestação por parte de docentes e educandos / The present dissertation has as object of study the dilemmas and advances referring to the Brazilian high school. For this purpose, the State School Dep. Silva Prado wasfounded as a foundation that has a reputation as a good school in its region. We construct this work through: a) institutional information (history, educational indexes and official government data); b) socioeconomic data collected through questionnaires applied to students and alumni of the school; c) interviews with high school graduates. \'\' As main results, it was found that the positive identification of the school was possible thanks to some factors that could be identified, such as the long stay of managers and the mechanisms of student selection employees and the preservation of students\' social characteristics. O objetivo principal foi analisar o processo de certificação com a Norma ISO 9001:2008, na Escola Estadual Eduardo Ribeiro, no município de Tefé, Estado do Amazonas, para identificar quais as principais dificuldades a partir da percepção dos atores envolvidos. A busca pela qualidade da educação oferecida nas escolas brasileiras tem despertado interesse de estudiosos, especialistas e, em alguns casos, do poder público. A Secretaria de Estado de Educação e Qualidade do Ensino (SEDUC/AM), na procura por novas formas de ver e pensar a educação, adotou em algumas escolas amazonenses essa ferramenta como mecanismo gerenciador. A relevância do presente estudo se situa, especialmente, na implementação da referida certificação em escolas estaduais do Amazonas, já que o processo apresenta algumas dificuldades. As impressões desta análise, confirmadas ao longo da pesquisa, são relativas à necessidade de se propor melhorias no processo de certificação das escolas da rede estadual de ensino do Amazonas. A metodologia utilizada foi o estudo de caso de caráter qualitativo. Os dados foram coletados, inicialmente, por meio de pesquisa documental e bibliográfica, caracterizada por um levantamento de dados exploratório em materiais literários disponíveis. Posteriormente, foi utilizada a entrevista semiestruturada, aplicada junto a uma representante do órgão central, neste caso a SEDUC/AM, e à atual diretora da escola, além de um questionário com perguntas estruturadas aplicado junto aos servidores da escola. Para o desenvolvimento do referencial teórico da pesquisa, recorreu-se a autores e pesquisadores com uma reconhecida contribuição no campo da Qualidade e da Qualidade da Educação, associando-os à Certificação ISO 9001:2008. Dentre eles, destacamos: Assunção (2012), Campos (1994), Carvalho (2012), Carpinetti (2010), Chiavenato (2010), Crosby (1979), Deming (1997), Demo (1994), Gil (2008), Juran (1991), Mello (2009), Paladini (2009), Ramos (2005), Wittmann (2004) e Xavier (1997). A pesquisa revelou ainda que o processo de certificação com a norma adotada é passível de falhas e carente de aperfeiçoamento. Os dados obtidos na pesquisa mostraram que o modelo seguido pela instituição para orientar a certificação das escolas pode ocasionar uma implementação incerta e, consequentemente, impedir que elas possam superar as inconformidades necessárias para que sejam certificadas. / This thesis has been developed as part of the Graduate Program in Professional Management and Public Education Evaluation (PPGP), the Federal University of Juiz de Fora (UFJF). The main objective was to analyze the process of certification to ISO 9001: 2008, in the State School Eduardo Ribeiro, in Tefé, State of Amazonas, to identify the main difficulties from the perception of the actors involved. The search for quality of education offered in Brazilian schools has aroused the interest of scholars, experts, and in some cases the government. The State Secretariat for Education and Teaching Quality (SEDUC / AM), in the search for new ways of seeing and thinking about education, adopted in some Amazonian schools this tool as manager mechanism. The relevance of this study lies especially in the implementation of such certification in state schools in the Amazon, since the process has some difficulties. The impressions of this analysis, confirmed during the research, are related to the need to propose improvements in the certification process of the schools of the state of Amazonas education. The methodology used was the study of qualitative case. Data were collected initially through documental and bibliographic research, characterized by a survey of exploratory data in literary materials available. Subsequently, the semi-structured interview, applied with a representative of the central organ was used in this case SEDUC / AM, and the current director of the school, as well as a questionnaire with structured questions applied next to the school servers. To develop the theoretical framework of the research, we used the authors and researchers with a recognized contribution in the field of Quality and Education Quality, linking them to the ISO 9001: 2008. Among them include: Assumption (2012), Campos (1994), Carvalho (2012), Carpinetti (2010), Chiavenato (2010), Crosby (1979), Deming (1997) Demo (1994), Gil (2008), juran (1991), Mello (2009), Paladini (2009), Ramos (2005), Wittmann (2004) and Xavier (1997). The survey also revealed that the certification process with the standard adopted is subject to failure and in need of improvement. The data obtained in the study showed that the model used by the institution to guide the certification of schools may cause an uncertain implementation and thus prevent them can overcome the necessary unconformities to be certified.

The relationship between education quality policies and lived experiences of orphaned learners

The purpose of this study was to explore the lived experiences of African orphaned learners in relation to their educational experiences with the view of establishing whether the type of education received and the inferred quality of that education correlate with official conceptions of quality education as articulated in government policies. The study interrogates policy intentions geared to improving the quality of education in South African schools and juxtaposes the intended policy with the lived experiences of orphaned learners. This is a qualitative case study focusing specifically on four African primary school learners. Data were collected from interviews, observations and written stories of orphaned learners, as well as interviews with the orphaned learners’ teachers and caretakers. The claim I make in this study is that all learners living in impoverished communities and subjected to the kind of disadvantages in operation in their home environment are at risk of education of an inferior quality. However, being an orphan can aggravate this in that orphaned learners bring to school peculiar attributes which would produce outcomes that differ from those envisaged in policy documents. The findings of the study indicate that:<ul><il> (a) the behaviour displayed by orphaned learners, the emotional changes resulting from changing family circumstances, grieving the loss of parents and fear of losing the caregiver may impact negatively on the intended quality of education </il><il> (b) the socioeconomic and cultural contexts of orphaned learners have an influence on the received quality of education</il><il> (c) orphaned learners raised in sibling-headed households, where the primary educators (e.g. parents or surrogate parents) are non-existent, have impoverished educational experiences </il><il> (d) the support provided by the extended family can contribute positively to the educational experiences of orphaned learners </il><il> (e) the community can serve as a critical resource in enhancing the educational experiences of orphaned learners. <br> </ul> Finally, the study indicates that, by studying the lived experiences of African orphans, a better understanding of the quality of education received is made possible and this in turn could influence the conceptualisation of quality education and support structures required to achieve this ideal at higher levels of the education system. / Thesis (PhD)--University of Pretoria, 2010. / Education Management and Policy Studies / unrestricted

Design for Six Sigma (DFSS) is a further development of the Six Sigma draft to carry through preventing quality measures in developing and designing of new products and processes. With increasing demands on enterprises development processes to be more safety and faster the need of DFSS arise as a product, process and service development concept in the organisations. Design for Six Sigma aims to improve and structure the development process of an organisation and consider the application of the innovation problem solving. The concept aims to leave the structure of the traditional Six Sigma concept and instead, from an innovative perspective, search for new solutions to existing problems. The concept constitute of a toolbox with a lot of quality tools that are divided into phases in a development model. Combined with the organizations project model the Design for Six Sigma concept can give rise to excellent results in the work with developing and designing of new products and processes. The condition to succeed is that the draft has been established and accepted with the organizations collaborator. This thesis work summarizes the contents of the Design for Six Sigma concept. The concentration of the performance has been the underlying theory behind the DFSS draft together with the contents of the methodology and the included tools. / Design for Six Sigma (DFSS) är en vidareutveckling av Sex Sigma-konceptet för att genomföra förebyggande kvalitetsåtgärder vid ny- och vidareutveckling av produkter och processer. Med ökade krav på säkrare och snabbare utvecklingsprocesser hos organisationer uppkommer ett behov av detta produkt-, process- och tjänsteutvecklingskoncept. Design for Six Sigma konceptet behandlar strukturering och utveckling av en verksamhets utvecklingsprocess och handlar mycket om applicerandet av det som vanligen benämns innovativ problemlösning. Konceptet syftar således till att frångå Sex Sigmas traditionella strukturerade arbetssätt och istället, utifrån ett innovativt angreppssätt, söka fastställa helt nya lösningar på ett problem. Konceptet består av en verktygslåda med kvalitetsverktyg uppdelade i faser i en utvecklingsmodell. Kombinerat med en organisations projektledningsmodell kan Design for Six Sigma medföra goda resultat vid produkt och processutvecklingsarbete under förutsättning att förståelse och acceptans hos medarbetarna etablerats. Detta examensarbete sammanfattar innehållet i Design for Six Sigma-konceptet. Fokus har legat på DFSSs bakomvarande teorier vilka utgör grunderna till konceptet samt dess innehåll och verktygslåda.

The perceptions, experiences and expectations of the school communities about the success of comprehensive schools in rural areas

The question of which kind of education might be most appropriate to African rural development or the African poor has exercised the minds of stakeholders and the South African government for some time, particularly in the new dispensation. To a large extent, rural areas have been neglected in development policies and, similarly, the rural dimension of basic education issues has been largely overlooked. Basic facts, presented and discussed in this mini – dissertation, highlight this oversight and indicate why it is necessary to attend to rural education as a matter of urgency. The research results affirm that the education of Black people in rural areas was, in most instances, negatively affected by previous White government policies. Insufficient funding also had a negative impact on rural schools in particular, making infrastructural provision in rural areas extremely difficult. The research findings of this study point to the singular conclusion that the great majority of children in poor rural communities are receiving less than is their right in a democratic South Africa. Worse still is the fact that this will have a long term effect on their opportunities for development, their capabilities and their lives. Moreover, the communities in which they live will continue to suffer the debilitating effects of poverty and inequality for as long as these problems remain. There is hope for the future of neglected communities in the rural areas of the Limpopo Province only if the vision/dream to improve the quality of education in rural areas across South Africa were to be realized. The provision of well built and well maintained school buildings and other facilities, coupled with a comprehensive curriculum, is only the beginning of the realization of this dream.
