La sécurité civile dans les Etats de la Communauté Economique et Monétaire de l'Afrique Centrale (CEMAC) / Civil security in CEMAC States

La sécurité civile des Etats de la Communauté Économique et Monétaire de l’Afrique Centrale, dont la mission première est de protéger les personnes, les biens et l’environnement fait face à la diversité des risques et des crises contemporains. La vulnérabilité et l’insouciance quasi généralisées dans cette partie de l’Afrique, aggravées par des contraintes chroniques dues à la pauvreté et la faiblesse des cadres institutionnels les exposent aux conséquences meurtrières et désastreuses des catastrophes.La situation est préoccupante ; mais la matière peine à rentrer dans les priorités des politiques publiques, tant en interne dans le cadre de chaque Etat de la C.E.M.A.C, que sur le plan sous régional.Les actions initiées çà et là au plan institutionnel, juridique et humain demeurent timides. Une des raisons majeures est que la sécurité civile dans cette partie du continent est relativement jeune et partagée entre une multitude d’acteurs confrontés en permanence aux événements dramatiques et à la complexité des crises.Elle a, plus que d’autres disciplines, besoin d’être précisée et consolidée. La question majeure qui structure le travail entrepris est par conséquent celle de savoir comment faire face aux situations complexes, éviter et prévenir les crises dans un environnement où les vulnérabilités sont décuplées par la pauvreté ? Autrement dit, que faire en cas de catastrophe dans un contexte où la capacité d’anticiper et de gérer les risques est particulièrement limitée ?A partir de la démarche juridique, mais aussi interdisciplinaire, l’on a montré la limite du modèle classique sur lequel repose principalement les systèmes de sécurité civile des Etats de la C.E.M.A.C, au détriment d’autres modèles pertinents de gestion crises (prise en compte des vulnérabilités et de la résilience) qui n’apparaissent dans le droit de la sécurité civile de ces Etats que sous forme de linéament.La réalité est claire et brutale : les risques et les catastrophes sont omniprésents en zone C.E.M.A.C, telle une ombre projetée sur le présent et le futur. Ce catastrophisme étale l’absence de développement de a sous-région et la faible diffusion des technologies et des savoirs. Face à cette situation inédite, outre la prévention des risques, l’on a préconisé de briser les sentiments d’impuissance, d’apprendre à affronter la catastrophe, à cesser de l’imaginer dans un futur improbable ; mais à la penser au présent, à expérimenter les capacités de résister et de résilience. Il devient dès lors essentiel de renouveler l’organisation générale de la sécurité civile des Etats de la C.E.M.A.C. A cet égard, l’émergence et /ou le renforcement d’un modèle communautaire de protection des personnes consoliderait le dispositif sous régional de sécurité civile. La recherche d’une gouvernance éclairée et participative peuvent aussi être des vecteurs minimaux, mais puissants de relance d’une garantie de la sécurité humaine et des droits fondamentaux. / Civil security in the Economic and Monetary Community of Central African States, whose main objective is the protection of persons, goods and the environment, is faced with different contemporary risks and crisis. The quite widespread vulnerability and disregard in this part Africa, heightened by unabating constraints caused by poverty and weak institutional frameworks exposes them to deadly and disastrous disaster consequences.The situation is alarming; yet it is hardly a priority on government policies, both in the internal policies of each CEMAC member state and at the sub regional level.The various actions initiated here and there at the institutional, legal and human levels are still timid. One of the major reasons is that civil security in this part of the continent is relatively young and divided amongst a multitude of actors confronted permanently with dramatic events and the complexity of the crisis.Moreover, it needs more than other fields, to be specified and consolidated. The major problem which is developed in the thesis is then, how to face the challenging issues, avoid and prevent crisis in an environment where the vulnerabilities are enhanced by poverty? In other words, what happens during a disaster in a context where the ability to preempt and to manage risks is particularly limited?From the legal approach, as well as interdisciplinary, we have revealed the limits of the classical model which civil security systems of CEMAC states basically depend on, to the detriment of other relevant models of risk management(taking into account vulnerability and resilience) which feature on the law of civil security of these states just as an alignment.The reality is clear and brutal: risks and disasters are omnipresent in the CEMAC zone; this is the shadow overbearing the present and the future. This gloom reveals the absence of development of the sub region and the poor dissemination of technology and knowledge. Faced with this unprecedented situation, besides risk prevention, we call on breaking this feeling of helplessness, master disaster management, cease from imagining it far-fetchedly; but to think of it in the present, evaluate the resistance and resilience capacities. It is therefore necessary to renew the general organization of civil security in CEMAC states. In this vein, the emergence and/or the enhancement of a community model of protection of persons shall reinforce the sub regional civil security mechanism. The search for informed and participative governance can also be minimum vectors, but powerful catalyst to guarantee human security and fundamental rights.

Perceptions of body weight and health risks among primary school educators in the Western Cape, South Africa

Magister Public Health - MPH / The global problem of overweight and obesity is disturbing judging by the World Health Organization 2008 statistics which estimate that 1.4 billion and 500 million adults are overweight and obese. Thus, as a major risk for non-communicable diseases (NCDs) which are the foremost cause of disability and death, the problem of obesity needs to be addressed not only globally but in South Africa as well. South Africa’s burden of disease includes NCDs and causes of death of diseases such as diabetes (3%), cardiovascular diseases (CVDs) (11%), cancer (7%) and chronic respiratory diseases (3%). The HealthKick study is a school-based nutrition and physical activity intervention programme in the Western Cape, S.A., aimed to promote healthy behaviours such as healthful eating and physical activity in children, parents and teachers to reduce the risk of non-communicable diseases. During the formative phase of the study it emerged that educators were at high risk for NCDs because of their high levels of obesity. This study therefore aimed to describe primary school educators’ perceptions regarding body weight, related health risks and barriers to weight management. A qualitative approach was used to collect data and included focus group discussions (FGDs), and in-depth individual interviews (IDIs). In addition anthropometric measurements were taken. Four schools were purposively selected and a total of thirty one male and female educators participated in the seven focus group discussions and four in-depth interviews from the four schools. Male FGDs and IDIs and female FGDs and IDIs were conducted separately. The focus group discussions and in-depth interviews were digitally recorded and transcribed verbatim. Thematic data analysis was conducted with the use of ATLAS ti 6.1 computer software.The results of the study indicate that educator perceptions regarding their own body weight varied slightly from the actual. Positive and negative weight loss experiences and feelings regarding their own body weight were expressed. Educators appeared knowledgeable about overweight/obesity and its health risks for particular NCDs. Several personal barriers were identified by the educators; however, of particular interest were the barriers relating to the school environment, identified barriers included lack of time, heavy workloads and school responsibilities. Several factors for consideration emerged relating to implementing an educator weight management programme in the schools. These included: the involvement of the department of education (DOE), the type of activities planned and the time of implementation.

Il en résulte qu'il est une solution appropriée pour les projets qui demandent des fonds considérables pour sa réalisation et qui peuvent être externalisés sans que le poids de l’endettement pèse sur le bilan du promoteur du projet. Il peut être défini comme l’opération qui se caractérise par la mise à disposition d’une entité intermédiaire, dite entité de projet ad hoc, des fonds nécessaires pour la réalisation d’un projet spécifique où les bailleurs de fonds acceptent de limiter, en tout ou en partie, leurs recours au titre du remboursement de leurs prêts, sur les revenus engendrés par l’exploitation du projet ainsi que sur les autres actifs de celui-ci. Ce type de financement révèle l’existence d’un ensemble contractuel adéquat permettant, en même temps, de maîtriser les risques du projet et impliquant un régime qui lui est propre. / Project Finance is always presented as a financial technique which allows to carry out works of great scale. It is a suitable solution for projects which require considerable funds in order to be accomplished and which can be outsourced avoiding the weight of the debt weighing on the balance sheet of the sponsor of the project. It can be defined as an operation in which there is a provision of the required funds for the realization of a specific project by an intermediate entity, known as the “ad hoc project entity”. In such operation the lenders agree to limit, totally or partly, the reimbursement of their loans to the incomes generated by the exploitationof the project as well as to the other assets of such project. This kind offinancing reveals the existence of an adequate “contractual unit” which allows, at the same time, to control the risks of the project and which implies its own legal regime.

La qualité et la gestion des risques sont devenus, au cours de la dernière décennie, les enjeux principaux au sein des démarches d'amélioration des soins au sein des pratiques médicales et paramédicales.L'enseignement doit constituer un socle solide sur lequel viendront s'échafauder ces différentes démarches. Dans le domaine de la santé, la simulation s'impose comme l'un des outils les plus performants contribuant à l'amélioration des pratiques de soin. Notre travail concerne plus particulièrement le secteur très spécialisé que représente la chirurgie cardiaque. Il propose un modèle d'enseignement basé sur la simulation à partir d'un modèle animal vivant.Après une première étape visant à concevoir l'outil de simulation et sa pertinence, deux modèles de formation ; initiale et continue, sont proposés et évalués.Dans la perspective d'améliorer la qualité et la gestion des risques en France, une comparaison avec les démarches déjà instaurées à l'étranger, et notamment au Canada, est proposée.Enfin, l'École de la CEC vient illustrer ce que pourrait être, en France, un exemple de formation initiale et continue basé sur la simulation et dédié aux professions médicales et paramédicales dans le domaine de la chirurgie cardiaque. / The quality and the risk management became, during the last decade, the main stakes within the initiatives of improvement of medical and paramedical practices.Education and teaching have to constitute the basement on which these various steps can build. In the field of health, the simulation stands out as one of the most successful tools contributing to the improvement of the practices.Our work concerns more particularly the very specialized area represented by cardiac surgery. We propose an educational tool based on the simulation from an in-vivo animal model.After a first stage to design the model and its relevance, two curriculum of training, one concerning basics and the other concerning continuing medical education, are proposed and assessed.To improve the quality and the risk management in France, a comparison with the initiatives already established abroad, in particular in Canada, is depicted.Finally, the School of the CEC comes to illustrate what could be, in France, an example of training curriculum for medical and paramedical professions in the field of the cardiac surgery.

This serves as an introduction to the second and the final section, which answers the question of the advantageousness of spot energy trading. The final section illustrates a practical demonstration of an optimization analysis of energy costs in a particular company. The contribution of this thesis, in my opinion, is the practical description of the calculation of energy costs in one company or an association of companies, which are considering the spot energy purchase, and a transfer of the responsibility for the deviation.

The diploma thesis addresses the issue of open data in relation to the scientific field of Competitive Intelligence. The focus is primarily on assessing the impact of open data in connection with the corporate sector and the number of obstacles that arise when obtaining data made accessible by the public sector. The main objective of the work is to provide the reader with clear information about the level of development of the public sector and the perception of openness by the corporate environment on a national and international scale, and the positive and negative impacts that accompany the process of opening the data. This, therefore, helps to acquire complex knowledge of the development and current level of the open data initiative. The objective was achieved by exploring the environment and conducting a survey in the corporate segment of small and medium-size companies engaged in software development, which via the applications they created, became notional propagators of the idea of public sector openness among ordinary citizens. Researched and obtained information, along with the conducted survey and questionnaire, as well as an analysis of the PESTLE environment - thus resulting in discovering the circumstances that influence the development of the issue of open data in the public sector and the possibility of their use by the private sector - provide the major contribution to this thesis. The first part of this thesis deals with the basic terms and principles of the examined sector, including a detailed description of various frameworks and the mutual relationships between the terms. The following part adds some information from the legislative environment on a national scale and outlines the issue of open licenses and the relations between them. The next part of this diploma thesis offers a closer look into the field of open data, principles of disclosure, life-cycle, benefits and the risks that accompany this initiative. Finally, to make the thesis complete, a few examples were added. The final part of the thesis includes a discussion on the impact of open data on the corporate sector in relation to the CI sector and an analysis of the attitudes of the corporate sector towards the level of openness of the public sector by conducting a questionnaire survey. The result of the analysis includes the findings on the attitudes, conditions and needs of the corporate sector towards the public sector in regard to access to open agendas. The data obtained can, for example, be used as supporting material for further investigation.

The thesis consists of two sections, wherein the first one is dealing with the basic terms such as entrepreneurship and structure of a business plan. The second part of the thesis presents the specific business plan. This section describes in detail the intention of the plan and includes a thorough analysis of the surrounding environment. Subsequent marketing analyses forms the basis for creating the right marketing tools to reach clients. The following financial part forms an important basis for the evaluation of the investment into the presented business plan. The following part of the thesis consists of methods for assessing the return of the investment. In the final part of the Master´s thesis are mentioned project risks and there are also included possible measures to mitigate the intensity of their impact.

In the last five years, the US has experienced a significant number of unprecedented events, many of which will have long-term impact on its business environment. Given this fact and the rapid pace of change in the world today, there is a new imperative for understanding and managing these complex dynamics and associated emergent risks. This dissertation, therefore, focused on analyzing the current state of the US business environment; the analysis creates a basis for further examination of the various aspects of the studied problems. The author undertook a comprehensive environmental scan, using a broad set of information resources, in order to look at its present status and the factors affecting it as well as the perceived level of risk. During this process, the author also attempted to verify whether the current method of PEST analysis is still a relevant and useful tool given today's complex, intertwined and quickly evolving global business environment. The first chapter is devoted to the theoretical background of information seeking and environmental analysis as well as classifying international business risks. Chapter two takes a broad look at the US macro economy, including the following areas: Political, Legal, Economic, Socio-Cultural and Technological. Chapter three is a business application, and the bulk of its content is devoted to the specifics of the current US business environment; the perceived risks affecting it are also investigated. Final conclusions are drawn based on the research conducted.
