Prevalence and quality of workplace risk assessments – Findings from a representative company survey in Germany

Although Workplace Risk Assessments (WRA) are legally required in all EU member states and widely considered to be a core element of occupational safety and health (OSH) management, the state of their implementation at company level is still viewed rather critically, both in quantitative and qualitative terms. In this study, data from a representative company survey (N = 6500) were used to estimate the frequency of different patterns (and corresponding quality levels) of WRA practice in Germany and to determine organisational factors influencing the chance of occurence of these WRA patterns. Results show that only one out of four companies carry out WRAs which not only meet the essential procedural requirements but also take account of potential risk areas in a fairly comprehensive manner. Multinomial logistic regression analysis further revealed that company size is by far the strongest predictor of WRA activity, especially of its more developed forms. Availability of safety specialist assistance, availability of occupational health specialist assistance, affiliation to the production sector, presence of an employee representative body and a good economic situation of the company were each associated with WRA activity as well. The still considerable deficiencies in WRA coverage and quality indicated by this study clearly call for an intensification of WRA-related control and advisory efforts by the OSH authorities, primarily in small companies and in the private services sector. Findings also suggest that reinforcement of worker representation structures at company level and strengthening professional OSH expert utilisation would be beneficial for WRA implementation.

Показаны результаты апробации предложенной методики на примере многопрофильной организации. / Definition of company’s core competences helps to understand potential of its development and provides basis of active management of the most valuable resources of the company. Сoncept of core competence is defined in the work. Identification of company’s core competence is considered. Tendencies in the development of the occupational safety and health services market belief is identified. Consumer preferences are studied. The competence of the team of employees was evaluated on the example of the multidisciplinary organization "Educational and Expert Center "Stroitel ". Methodology for identification company's core competencies is suggested. The results of testing of proposed methodology on multidisciplinary organization.

職業災害調查係為勞動檢查之一環,係發生重大職業災害後,所執行之行政調查,為判斷重大職業災害過失責任關係、分析事故發生因素、防範再度發生之預防措施,不僅可以讓勞工及其家屬了解職業災害事故始末,也可透過調查報告書讓有過失責任者受到應有之懲罰,對受職業災害之勞工及其家屬可謂非常重要。職業災害調查通常具備強制性行政調查權,但在調查過程中,並無權限封鎖重大職災現場來保持證據的完整性,本文將探討目前職業災害調查制度之成效?以及目前法院對職業災害調查報告書之見解為何?此外並探討美、日兩國之職業災害調查制度?以上為本文探討重點。 本文發現我國職業災害調查制度雖有不足之處,但目前勞動法令授與勞動檢查員強制性行政檢查權、停工權…等權限,已賦予執行職業災害調查之基本權限,規劃出職業災害調查制度的雛形,本文認為目前雖有不足之處,但已能處理大多數的重大職業災害案件,至於勞動法令是否應讓勞動檢查員,於發生重大職業災害下,得執行特別司法警察官權限進行調查的問題,本文綜觀美、日兩國制度及相關文獻後,認為目前尚不需授與特別司法警察官權限,但必須要加強勞動檢查員與警察、消防機關之職務聯繫及協助,並賦予勞動檢查員行政封鎖之權限,使職業災害調查制度更加完善,能夠妥善處理每一件重大職業災害案件。並提出下列建議: 一、建立職業災害事故現場的行政封鎖制度 二、加強與其他機關的職務協助關係 三、縮短雇主通報義務時間 四、強化專業分工與在職訓練 五、釐清勞動派遣之雇主關係 六、加強雇主預防責任

Ett förslag till arbetsmiljöplan för underhållsarbete inom bygg : en förenkling av rutiner för arbetsmiljöarbetet

Enligt Arbetsmiljöverket förekommer olyckor bland byggnadsarbetare dubbelt så ofta som hos andra arbetstagare. Under år 2015 hade byggindustrin över tre tusen arbetsolyckor som resulterat i sjukfrånvaro, något som motsvarade elva procent av Sveriges totala anmälda arbetsplatsolyckor med sjukfrånvaro. Med tanke på vad en arbetare inom byggnads- och anläggningsbranschen utsätter sig för i det dagliga arbetet är det uppenbart att fokus måste riktas mot säkerheten. Denna studie har utförts på byggavdelningen för underhållsarbete på BillerudKorsnäs Gävle Bruk, där ett förbättringsbehov i det befintliga arbetsmiljöarbetet i upprättandet av arbetsmiljöplaner har konstaterats. Syfte och mål med studien är att skapa ett förslag till en mall för arbetsmiljöplan som är användarvänlig och inkluderar de 13 arbeten med särskild risk som omnämns i AFS 1999:3. En förhoppning är att mallen kommer att bidra till ett förenklande av befintliga rutiner i arbetsmiljöarbetet för byggnadsarbetare och leda till ökad säkerhet på arbetsplatsen samt färre arbetsolyckor. För att få bättre förståelse för hur byggnadsarbetare på BillerudKorsnäs Gävle Bruk ser på arbetsmiljöarbetet och risker på arbetsplatsen har semi-strukturerade intervjuer genomförts, som tillsammans med statistik över olycksfall och tillbud utgjort studiens resultat. Utöver det har en litteraturgranskning genomförts för att ge en överblick över tidigare studier inom området. Vikten i att genomföra riskbedömningar bekräftades genom intervjuerna och blir tydlig eftersom förutsättningarna i det dagliga arbetet inom byggbranschen varierar i stor utsträckning. Varje arbetssituation och risk är unik, det går därför inte att riskinventera endast de 13 arbeten med särskild risk. Intervjuerna har bekräftat ett behov av en förenkling och förbättring i processen med att upprätta arbetsmiljöplaner. En mall för arbetsmiljöplaner har skapats och ska omfatta hur arbetsmiljöarbetet ska bedrivas såsom generell information om arbetet samt en riskbedömning. / According to the Swedish Work Environment Authority (Arbetsmiljöverket), accidents among construction workers occur twice as often as other workers. In 2015 the construction industry had over three thousand work accidents resulting in sick leave, which corresponded to eleven percent of Swedens total reported work accidents with sick leave. Considering what a worker in the building and construction industry expose themselves to in their daily work, it is obvious that focus must be towards safety. This study has been carried out on the building department for maintenance work at BillerudKorsnäs Gävle Bruk. At the company, there is a need for improving the establishment of safety and health plans within the existing working environment work. The aim and objective of the study is to create a draft template for the safety and health plan that is user friendly and includes the 13 works with special risks according to AFS 1999:3. Hopefully the template will contribute to a simplification of existing procedures in the construction working environment planning, lead to increased safety on site and fewer work accidents. To receive a better understanding of the viewpoint of BillerudKorsnäs Gävle Bruks construction workers regarding working environment and risks on site, semi-structured interviews were conducted and together with statistics on accidents and incidents, served as the studies results. In addition, a literature review has been conducted to provide an overview of previous studies in the field. The importance in carrying out risk assessments has been confirmed through interviews and becomes more evident as the conditions in the daily construction work varies in large proportion. Every work situation and risk is unique, therefore a risk assessment can not only consist of the 13 works with special risks. The interviews have confirmed the need for a simplification and improvement in the process of establishing a safety and health plan. A template for the safety and health plan should include how the work environment shall be conducted such as general information about the work and a risk assessment.

Η τακτική ανασκόπηση και αξιολόγηση της επίδοσης ενός οργανισμού σε θέματα εργασιακής ασφάλειας και υγείας αποτελεί απαραίτητη διεργασία για την αποτελεσματική διαχείριση των θεμάτων αυτών. Η αξιολόγηση της επίδοσης είναι στενά συνδεδεμένη με την παρακολούθηση, που στην περίπτωση της εργασιακής ασφάλειας και υγείας γίνεται μέσω δεικτών, αποτελεσμάτων και προληπτικών. Και οι δύο διεργασίες έχουν ως στόχο την παροχή πληροφοριών για την τρέχουσα επίδοση και την υποστήριξη αποφάσεων για τη βελτίωσή της. Ωστόσο, η βασική διαφορά τους έγκειται στο ότι η παρακολούθηση αποτελεί μία «περιγραφική» διεργασία, που κυρίως επικεντρώνεται σε διαδικασίες και αποτελέσματα, ενώ η αξιολόγηση αποτελεί μία «ερμηνευτική» διεργασία, που εξετάζει σε βάθος τις αλληλεπιδράσεις παραγόντων και προσπαθεί να ανακαλύψει τα αίτια που οδηγούν σε συγκεκριμένες ενέργειες ή αποτελέσματα. Η παρούσα διατριβή αφορά τη συστημική προσέγγιση που απαιτείται για την ανάπτυξη και εφαρμογή μιας διεργασίας αξιολόγησης της επίδοσης σε θέματα εργασιακής ασφάλειας και υγείας. Προς αυτήν την κατεύθυνση, η διατριβή εξετάζει αρχικά τις θεωρητικές προσεγγίσεις πάνω στο αντικείμενο της αξιολόγησης της επίδοσης σε θέματα ασφάλειας, και τις επαναπροσδιορίζει μέσα από το πρίσμα της ολιστικής προσέγγισης στα θέματα διαχείρισης της ασφάλειας. Η διατριβή στοχεύει κυρίως στη διαμόρφωση ενός θεωρητικού πλαισίου με βασικές θέσεις για τη συστημική προσέγγιση επιμέρους θεμάτων που σχετίζονται με την αξιολόγηση, όπως είναι το επίπεδο της ανάλυσης, οι αλληλεπιδράσεις παραγόντων που επηρεάζουν ή σχετίζονται με τη διαχείριση της ασφάλειας, η καθιέρωση κριτηρίων αξιολόγησης που να προκύπτουν μέσα από μια συμμετοχική διεργασία και να αντανακλούν τον συμβιβασμό μεταξύ διαφορετικών απόψεων και αντιλήψεων. Για την επικύρωση του θεωρητικού πλαισίου, προτείνεται η εφαρμογή της Μεθόδου Μαλακών Συστημάτων (Soft Systems Methodology), η οποία χρησιμοποιείται για την ανάπτυξη και την εφαρμογή μίας διεργασίας αξιολόγησης της επίδοσης σε θέματα εργασιακής ασφάλειας και υγείας σε έναν συγκεκριμένο δημόσιο οργανισμό. / Regular review and evaluation of an organisation’s occupational health and safety performance are essential processes for the effective safety management. Performance evaluation is closely related to monitoring, which, in the case of occupational health and safety is done through reactive and proactive indicators. Both processes, monitoring and evaluation, aim at providing information on the current performance, and at supporting decisions on safety improvement actions. However, their basic difference is based on the fact that monitoring is a “descriptive” process, which is mainly focused on procedures and results, while evaluation is an “interpretivistic” process, which explores the inter-relations of safety related factors and seeks to identify the causes of particular actions or results. The present thesis discusses the systemic approach required for the development and implementation of an occupational health and safety evaluation process. Towards this purpose, the various theoretical positions on the subject of safety performance evaluation are initially examined and redefined through the lens of a holistic safety management approach. This thesis aims mainly at formulating a theoretical framework consisted of basic positions on the systemic approach of specific issues related with safety performance evaluation, such as: level of analysis, inter-relations of safety related factors, evaluation criteria selected through a participatory process, thus reflecting the compromise between different views and beliefs. For the validation of this theoretical framework, Soft Systems Methodology is proposed and implemented for the development and implementation of an occupational health and safety performance evaluation process in a particular organization of the public sector.

As a theme for my Master's Thesis I chose the theme of problems which are connected with application of Occupational Safety and Health Protection principles in practice. The aim of the Master's Thesis is to outline possible problems which we could come across while implementing the Occupational Safety and Health Protection policy and to map a major part of important legal enactments covering sphere of Occupational Safety and Health Protection. The Master's Thesis is divided into two parts, theoretical and practical one. In the theoretical part I at first briefly outline historical development of legal regulation in the Czech Republic then I proceed to a summary and characteristics of the most important contemporary legal enactments whereas I don' t omit an European legal regulation and legal regulation within the framework of International Labour Organisation. Another important part of the theoretical part is devoted to national policy of occupational safety and health protection at work. In the practical part I present the Occupational Safety and Health Protection problematic in practice and I focus on training, analysis and risk classification and formation of risk register in company Hella Autotechnik, s.r.o.
