Studiens syfte är att undersöka hur förskollärare konstruerar undervisning ur ett samiskt perspektiv i samiska förskolor. I studien har kvalitativa intervjuer med tre förskollärare genomförts. Förskollärarna har valts ut utifrån erfarenheter av att arbeta i samiska förskolor, kännedom om samiska traditioner samt behärskande av det samiska språket. Studien utgår från ett socialkonstruktionistiskt perspektiv vilket är betydelsefullt för att få veta hur förskollärare konstruerar undervisning i förhållande till ett samiskt perspektiv. Studien kopplar samman undervisningsbegreppet med det samiska perspektivet för att undersöka om det har betydelse för hur barn undervisas. Resultatet visar att undervisning ur ett samiskt perspektiv innebär att applicera och transformera traditionell samisk kunskap i förskoleverksamheten. Det är vanligt att barn undervisas om traditionella metoder och redskap samt det samiska tankesättet med hjälp av temaarbete, miljö och berättelser. Det samiska perspektivet väger tungt i konstruktionen av undervisning. Men trots vikten av att arbeta med det samiska perspektivet finns inget stöd i varken läroplan eller styrdokument. Resultatet visar att det är upp till varje förskollärare att själv utforma det samiska perspektivet i undervisning för att stärka barns rätt att utveckla sin kultur och sitt språk.

Så länge någon kan minnas : Historiebruk i samisk identitetsbildning 1969-2018

This paper deals with how different operators use Sami history, what kind of use of history they apply. The material I have analysed are lesson plans from Samiskt informationscentrum, The Sami – an Indigenous People in Sweden by Sametinget and the government, brochures by Gaaltije/Sydsamiskt kulturcentrum and the journal Samefolket the years 1969-2018. The study answers two main questions: - Which use of history is made by the actors claiming Sami history? How do they use Sami history? - In what way are global historical references used in the writing of history? I have used a hermeneutic method as a tool in my analysis to try to understand in what aim the use of Sami history is made. My main conclusions are that there often are deep historical arguments that are used, where the authors in my material are trying to legitimize the presence of the Sami people as far back in time as possible. A genealogical perspective is used in all the material, where the history that is important for them is shown, as well as that the actions of the Sami peoples ancestor is often raised. This is connected with an ideological use of history, because arguments like “the Sami have been here as long as anyone can remember” are used. This is linked with the existential use of history where I see it as an aim to legitimize the rights of land, fishing, hunting and reindeer husbandry. There is also a moral use of history that are shown in connection with an existential use of history, where I see it as strive for remembering the history of the Sami, but also a reconciliation and restoration with the past. Often the moral, ideological and existential use of history is used together to achieve the same thing – more rights for the Sami’s. There is a political dimension of history culture that I see in my material where the history is used to legitimize, in this case, the rights of the Sami people. The use of global historical references is partly showed in Samefolket, some of the brochures and in one of the lesson plans about colonialism; where there are comparisons with how the Jews, the indigenous Americans and aborigines were treated.

Det folkvalda samiska organet Sametinget instiftades i Sverige 1993. Det var en viktig utveckling i samernas politiska mobilisering eftersom de inte tidigare haft ett nationellt representativt organ. Vid instiftandet blev organet både ett folkvalt parlament och en statlig förvaltningsmyndighet, vilket skapade konflikter mellan samernas vilja till ökat självbestämmande och statens strävan att kontrollera Sametingets verksamhet. I föreliggande kvalitativa undersökning undersöks därför de diskussioner som förelåg i den samiska tidningen Samefolket under Sametingets inrättande 1990-1994. Undersökningen visar dels hur ledande politiska representanter från de nybildade samiska partierna resonerade i frågan, dels hur andra samiska aktörer betraktade Sametinget. Vidare påvisar undersökningens resultat att diskussionerna förändrades under den undersökta perioden och att inre konflikter ökade till följd av Sametingets inrättande. Trots att en vision med Sametinget var att ena det samiska folket, visar föreliggande undersökning att organets tillkomst istället kom att splittra gruppen under den undersökta perioden. / The Sámi Parliament, a popularly elected Sámi organ was established in Sweden in 1993. This was an important process for the political advancement of the Sámi people, since they never before had had a nationally representative body. At the founding, the body became both an elected parliament and an administrative agency for the state. This created conflicts between the Sámi peoples' desire of increased independence and the goverment's need to control and rule. Therefore, the present qualitative study investigates the discussions that appeared in the Sámi magazine Samefolket during the Sámi Parliament's institutionalisation 1990-1994. The examination partly shows how the leading political representatives from the newly founded Sámi parties argued and partly how other Sámi actors regarded its institutionalisation. Furthermore, the results of the investigation suggest that the discussions changed during the investigated period and that the amount of conflicts increased following the institutionalisation of the Sámi Parliament. Even though the vision for the Sámi Parliament was to unite the Sámi people, the present study shows that the creation of this organ shattered the unity of the Sámi during the investigated period.

Traditionella samiska byggnader i Norrbotten : En undersökning av kulturvärden och antikvariska förhållningssätt i samband med restaureringar

The aim of this study was to examine cultural heritage values and restoration approaches related to traditional Sámi buildings in Norrbotten, Sweden. The methods used were interviews and studies of reports from restoration processes and of literature. The study showed that different values are important to consider during restorations. Values connected to a building's ability to convey historical information were emphasized, for example aspects such as form, construction and building techniques, developments, life patterns and the historic use of a place. Values related to the experience of a building and its surroundings were also highlighted, for example values connected to identity, tradition and symbolic value. The restoration approaches visible in the study regarded questions about the use and significance of materials, type of measures, craftmanship and attitude towards modern additions. The importance of documentation and the collecting of knowledge during restorations were emphasized, as well as the need for understanding why restorations are carried out.

This essay analyzes destruction of cultural heritage, and its impact on future archaeological research. A qualitative case study on four different events of destruction on cultural heritage to evaluate whether it can be positive or negative. It explores if this phenomenon is new or old. Hopefully, the essay also contributes to the knowledge gap that exists in today's analysis of systematic destruction of cultural heritage. First, the concept of cultural heritage and systematic destruction is analyzed. Thereafter, a variety of cases are considered to finally arrive at four different events to be analyzed. In these four different events, a case study is made that aims to contribute to a deeper understanding on destruction of culture heritage. If it contributes to something positive or negative to the people in that society, and a possible outcome on how we look back on history. The events that form the case study are the destruction of the Baalshamin Temple, the demolition of the southern state statues, the transplantation of the Abu simbel monuments from Egypt and the destruction of the Sami drums. The results found that systematic destruction of cultural heritage is a complex issue and does not have an absolute explanation. Destruction of cultural heritage usually affects archaeologists negatively as it prevents future research and results in a less nuanced image of history. Destruction of cultural heritage is usually considered negative, however, moving objects is considered to be more positive.

MIESIE, MOUTHA OCH MOUDDÁ : Samiska ord och samiska språk i svenska texter om samiskt samhällsliv mellan 1885 och 1996

Uppsatsen syfte är att undersöka hur det samiska språkets synliggörs i svenska texter om samiskt samhällsliv utifrån en innehållsanalys av de samiska ord och fraser som finns i några uppslagsverk och standardverk om samiskt samhällsliv mellan åren 1885 och 1996. Dels undersöktes vilka tematiska grupper av ord som fanns i materialet och dels undersöktes de olika samiska varieteternas synlighet vid de samiska orden och fraserna. Undersökningen visar att de samiska ord som syns genomgående i alla verk främst kan kategoriseras inom Förvaring och mat. Undersökningen visar också att vid de flesta samiska ord och fraser saknas information om samisk varietet, men att detta förändras i den yngsta uppslagsboken från 1996. Den varietet som syns mest är nordsamiska, både till vilka ord som valts ut och till att samisk varietet skrivs ut.

Samernas konsultationsrätt i detaljplaneprocessen : En kvalitativ analys av Lag (2022:66) / Sami Consultation Rights in the Detailed Planning Process : A Qualitative Study of Law (2022:66)

Bakgrunden till denna studie är införandet av Lag (2022:66) om konsultation i frågor som rör det samiska folket som trädde i kraft 1 mars 2022 och som sedan 1 mars 2024 även omfattar regioner och kommer samt att Plan – och Bygglagen (2010:900) inte längre är undantagen. Lagen medför en skyldighet för kommuner att i planärenden konsultera samerna i frågor som är av särskild betydelse för dem. Studien har syftat till att undersöka vilka effekter denna lag har på detaljplaneprocessen genom att utföra en djupgående undersökning av lagens utformning, tilltänkt tillämpning samt effekter. Då lagen är så pass ny finns inga relevanta ärenden att analysera vilket resulterat i en undersökning av tillgänglig litteratur, förarbeten och lagtext tillsammans med kvalitativa intervjuer med aktörer som angås av lagen. Sedan har studien jämfört svaren och litteraturfynden med befintlig statistik om detaljplaneprocessen. Studiens resultat visar att lagen kommer tillämpas för kommuner inom renskötselområden i större utsträckning än de utanför samt att kommunerna tillsammans med de samiska företrädarna över tid kommer utkristallisera vilka ärendetyper som oftare är föremål för konsultation. Vidare fann studien att de två största riskerna med lagen är förlängda ledtider på grund av att det är svårt att nå samerna under renskötselintensiva perioder samt en osäkerhet kring graden av inflytande samerna kommer få. Lagen blir tandlös om de ska lägga ner stora resurser för att tackla det administrativa trycket utan att få genomslag för deras åsikter. / The background of this study is the implementation of Act (2022:66) on consultation on issues concerning the Sámi people which won legal force on March 1, 2022, and which, from March 1, 2024, also covers regions and includes the Planning and Building Act (2010:900). The law requires municipalities to consult with the Sami in planning matters that are of particular importance to them. The study aimed to investigate the effects this law will have on the detailed planning process by conducting an in-depth examination of the law's design, intended application, and effects. As the law is relatively new, there are no relevant cases to analyze, resulting in an investigation of available literature, preparatory works, and legal texts, along with qualitative interviews with both municipalities and Sami representatives affected by the law. The study then compared the responses and literature findings with existing statistics on the detailed planning process. The study's results show that the law will be applied to municipalities within reindeer herding areas to a greater extent than those outside and that the municipalities, together with the Sami representatives, will over time identify the types of cases that are more often subject to consultation. Furthermore, the study found that the two biggest risks associated with the law are extended lead times due to the difficulty in reaching the Sami during intensive reindeer herding periods and uncertainty regarding the degree of influence the Sami will have. The law becomes ineffective if the Sami are required to invest significant resources to address the administrative burden without having their opinions considered.

Naturen som arkivalie : Ett vidgat arkivbegrepp

Nature as a record  The aim of this study is to investigate how places in nature can fit into the description of a record and how nature itself can be seen as an archive. Many people have close relationships to places in nature and it's clear that immaterial cultural heritage is embedded in nature all around us.  In this essay we look at small examples like a tree or a stone with a special relationship to a person but also at nature as a whole. We ask the questions: can nature be seen as an archive? How can a widened archival concept include places in nature? And can this benefit a larger representation in the archives? We investigate how nature can be a subject as opposed to an object that cannot be taken out of its original environment. Therefore a tree or a stone should be archived in the context where it originated.  In previous research of living archives, researchers focus on how the archive can see to the needs of indigenous people around the world, as they investigate how cultural heritage embedded in the landscape can be preserved in archival terms. For this study we have done interviews with five people within the Sami indigenous community in Sweden, asking them about their personal relationship to a place in the natural environment and how this connection is related to personal and cultural history and heritage. The result of these interviews have been used to analyse how a place in nature can fit into an archival concept and how personal relationships to nature touches on values like identity, language, knowledge trading, cultural heritage places and history. The questions are raised through the lens of archival theory and phenomenology, as how archives can be seen as in constant change. The questions touches on many aspects in both archival science, cultural heritage, indigenous representation, climate changes and the colonial heritage of the archives.
