Perspectives on capacity strengthening and co-learning in communities: Experiences of an Aboriginal community-based research steering committee

Community-university partnerships have become more prevalent to support community-based research, especially as a collaborative approach to research with Aboriginal Peoples in Canada. One practice is the activation of a community-based research steering committee to initiate, govern, and review research pertaining to their local community. Within literature related to community-based research, perspectives on capacity strengthening and co-learning from the members of a community-based research steering committee are under-represented. A qualitative case study approach was used to explore the research question: What are the experiences of the Alexander Research Committee (ARC) members in defining and operationalizing capacity strengthening and co-learning across multi-sectoral research projects? Nine current and past members of the ARC participated in individual semi-structured interviews and five of these ARC members also participated in a subsequent focus-group discussion. Analysis of these qualitative data indicated that foundational relationships and a conducive learning environment are key factors for a community-based research committee to experience co-constructed knowledge and learning. The findings of this study highlight the importance of an operational foundation of trusting relationships in order to establish and sustain a working environment where a community-based research committee can learn together and from each other. This study also yielded insights about how this community-based research committee predicated capacity strengthening from the understanding that ‘we are all learners’, with each member bringing forward unique strengths, questions and growth to the research processes. / Graduate

Evolution of the governance of projects within a program

In this thesis is discussed the evolution of the governance for the projects constituting a program. The different kinds of programs are first presented. A strong focus is given to the analysis of the actors of the governance and their role. A literature review of these characteristics for project and program governance shows the important role of the sponsor and the manager of the project. A case study of a global program in the luxury group LVMH has been realized for this thesis. This program, called Sapphire consists of the worldwide implementation of a Swiftnet platform in the affiliate of the group. This platform enables to realize secure payments and to receive account statements every day. One characteristics of the program implementation is that the mother houses implementation is handled by a project unit in the holding company. The implementations in the affiliates of the mother houses are then managed by the mother house itself. The main conclusions were: - The perspective of a first implementation is a governance one from the holding company toward the mother house. However, it shifts to a support perspective between the holding company and the mother house for the next implementation. - The project manager moves from the holding company to the mother house. The broker and the steward are thus in the mother house for the affiliate implementation. This practice enables LVMH to keep a small program team whose role becomes like the one of a program management office. - The project unit thus has first a managerial role which is transformed to a support role. However, it remains able to take decisions in case of potential failures The degree of generalizability of this study is finally addressed. This evolution of the governance could also be observed in other temporary programs like ERP implementations.

I detta examensarbete undersöks yrkeshögskolans struktur genom en intervjustudie. I fokus ligger olika intressenters roll och påverkansmöjligheter i yrkeshögskolan, samt yrkeshögskolans koppling till näringslivet. Arbetet har för avsikt att besvara på vilket sätt ledningsgrupperna inom tekniska yrkeshögskoleutbildningar har möjlighet att påverka innehållet samt hur förutsättningarna för lärande ser ut inom utbildningarna.För att besvara detta har respondenter från en teknisk yrkeshögskoleutbildning intervjuats och dessa intervjuer har sedan analyserats med en tematisk analys. Diskussionen utgår från teori kring områdena intressentmodellen, organisationsidentitet, kunskap och kompetens, yrkesdidaktik och yrkesläraridentitet samt skolutveckling och skolledare.Det har framkommit i arbetet att arbetslivsrepresentanterna i ledningsgruppen har möjligheter att påverka utbildningarna eftersom de är en stark intressent till utbildningen. Denna möjlighet till påverkan på utbildningen påverkas i sin tur av närvaron på ledningsgruppsmötena. Angående förutsättningar för lärande har det visat sig att LIA-praktiken (lärande i arbete) är en viktig del av utbildningen samt att den pedagogiska kompetensen hos undervisande lärare ibland brister. / This master thesis explores the structure of the Swedish higher vocational education, by a study of interviews. The focus of this essay is the impact potential of the stakeholders in the higher vocational education, and the connection between the higher vocational education and the enterprise. This study intends to answer questions about the steering committees’ possibilities to affect the content of technical educations. It also intends to investigate the prerequisites for learning.To answer these questions respondents from a technical program of the higher vocational education have been interviewed. These interviews have then been analysed by a thematic analysis. The discussion starting from theories about stakeholder theory, organizational identity, knowledge and competence, vocational pedagogy and vocational teachers’ identity and school development and principals.It has appeared that the industry representatives in the steering committees have opportunities to affect the educations, due to that they are a strong stakeholder. This opportunity is affected by the presence during the meetings with the steering committee. Concerning the prerequisites for learning, it has been found that the ‘LIA-practice’ is an important part of the education and that the pedagogical competences of the teachers sometimes is insufficient.

A Internet é um fenômeno importante para o desenvolvimento da sociedade da informação em diversos aspectos: social, econômico, cultural e político, além de suas dimensões técnicas e de infraestrutura de Tecnologia da Informação e Comunicação. Este estudo se propõe a somar ao arcabouço de conhecimento da Internet, por meio da análise dos atores, agentes e estruturas que construíram a rede que suporta a governança da Internet nacional, indicando a importância do seu papel na evolução do Sistema de Informação e Comunicação brasileiro. Para tanto, utiliza o estudo de caso do Comitê Gestor da Internet no Brasil (CGI.br) como base para a narrativa elaborada com os critérios das teorias Ator-Rede, de Latour, Law e Callon e Estruturação, de Giddens, inserida em um contexto panorâmico, baseada no contextualismo de Pettigrew, auxiliando a compreensão de alguns fatos e eventos no tempo e espaço. A teoria Ator-Rede propicia elementos conceituais para se construir a rede que articulou a criação da infraestrutura da Internet, da sua fase acadêmica até culminar na criação do Comitê Gestor, permitindo a inserção de atores não humanos, como os backbones acadêmicos. A Teoria da Estruturação é utilizada para demonstrar a dualidade da rotina de interação entre os membros do Comitê Gestor e os recursos e políticas públicas do Sistema de Informação e Comunicação nacional, bem como sua recursividade, ao longo da governança da Internet. Pettigrew sugere compor o contexto interno e externo do caso, de forma longitudinal e vertical, do processo de construção da Internet nacional, da fase acadêmica à institucionalização da governança, resultando em um desenvolvimento fluido, em âmbito nacional e internacional. A questão de investigação que norteou este estudo é qual a dimensão do CGI.br no desenvolvimento da governança da internet no Brasil e o seu efeito no desenvolvimento e uso da Internet no país. Secundariamente se investigou: como foi construída a rede do CGI.br, como ela evoluiu e se sustentou, ao longo de sua história; e como o GCGI.br se articulou com as organizações nacionais e internacionais. O estudo de caso único adota uma perspectiva sociológica de Sistema de Informação, epistemologicamente fundamentada no construtivismo, com uma abordagem interpretativista. Baseado em entrevistas com pessoas diretamente ligadas à história do CGI.br, os dados foram triangulados com informações secundárias, coletadas em documentos oficiais e acadêmicos. A Internet no Brasil tem quatro marcos importantes: primeiro, a criação da infraestrutura na fase do backbone acadêmico; segundo, a portaria interministerial que cria o CGI.br; terceiro, a transição da Era FHC para o governo Lula, que assina o decreto que atribui ao Comitê a definição de diretrizes estratégicas, e quarto, o processo de convergência digital em curso, no mundo inteiro. A governança multi-stakeholder é um dos fatores que torna a Internet brasileira um sucesso, todavia, ela floresceu na fase em que a Lei da Informática estava sendo flexibilizada e o Sistema de Telecomunicação nacional, em fase de privatização. Portanto, se percebe uma simbiose entre o desenvolvimento da Internet e a evolução da sociedade da informação doméstica, e uma relação de mútua vantagem entre a governança liderada pelo CGI.br e os movimentos de abertura do mercado de Tecnologia da Informação e Comunicação*. / Internet is an important phenomenon for the development of information society in many aspects: social, economic, cultural and political apart of its Information and Communication Technology dimension. This study aims to add up some knowledge on the existing Internet studies, through the analysis of actors, agents and structures who have built the network which supports the national Internet governance, drawing the importance of their roles on the evolution of the Brazilian Information and Communication System. The case study utilised is the Brazilian Internet Steering Committee (CGI.br), narrated and analysed through Latour, Callon and Law academic studies about actor-network theory, and Giddens\'s theory of Structuration, inserted in a panoramic context, based on Pettigrew\'s contextualism in order to support the understanding of certain facts and events in time and space. Actor-Network theory provides conceptual elements to bring up the facts and events from its academic stage, which ended up with the development of Internet infrastructure and later on the creation of the Steering Committee. This theory allowed the inclusion of non-human actors such as academic backbones. The Structuration Theory is used to demonstrate the duality between members of the Steering Committee and the resources and policies of Brazilian Information and Communication System, and its recursiveness over the Internet governance. Pettigrew suggests encompass the internal and external context of the case, using a longitudinal and vertical analyse of Brazilian Internet development process, from the academic phase to the institutionalization of its governance, which evolution flowed fluidly, within the country and in international environment as well. This study was driven by the research question: what is the dimension of CGI.br in regard to the development of Brazilian Internet governance and its effects on the development and use of the Internet within the country. Secondly was investigated: how the CGI.br network was built, how it evolved and sustained over its history; and how CGI.br articulated within the national and international organizations. The single case study adopts a sociological perspective of the Information System, epistemologically grounded in constructivism, with an interpretative approach. Based on interviews with people directly linked to the history of CGI.br, data were triangulated with secondary information, collected from official documents and academic works. Brazilian Internet has four milestones: first, the development of infrastructure in the academic backbone period; second, the ministerial ordinance establishing the CGI.br; third, was the transition from FHC to Lula, who amended the ordinance with a Presidential decree that empowered the committee to define the strategic guideline for national Internet development; and fourth, the process of digital convergence in progress worldwide. The multi-stakeholder governance is one factor that makes the Internet a success, bearing in mind that Internet has evolved and flourished during the ICT relaxation. Therefore, we can see a symbiosis between the Internet development and evolution of Brazilian information society, and a mutual relationship between CGI.br Internet governance and the Information and Communication Technology liberalization movements.

Within the mechanisms referenced in the theoretical framework and identified in the literature review, there is the IT Strategy Committee, known worldwide as one of the most used tools by public or private organizations, enabling the IT Governance in the research for better performance. The present dissertation, through the methodologies of research content analysis and documentary analysis, identified the contribution of literature and the guiding legal apparatus to the foundation and operation of the IT Governance of the Federal Public Administration (APF), confronting them to the firmed purpose on the respective acts who built it. Therefore, this study presents a comparative analysis between twenty-four IT Strategy Committee within the scope of APF, considering the universe of records and documents that were available to this research, by the Brazilian law nº 12.527, of November 18th, 2011( 'Lei de Acesso à Informação – LAI’ ) obtained between the months of August and December 2016. Through the analyzes carried out, it was verified that only the competences associated to the categorization “IT Policies, Principles, Guidelines and Strategies”, covered by the literature, were perceived in the totality of the competences attributed to the IT Strategy Committee in the APF. The topics related to “IT Risks” were verified in the role of these Committees in only 12.5% of the documents analyzed. The guidelines issued by the department responsible for providing a guiding legal apparatus associated with the institution of these IT Governance structures in the APF were not fully observed in the acts that constituted the GTI Committees in the Brazilian direct APF. / A Governança Corporativa de Tecnologia da Informação (GCTI) é reconhecida, tanto no setor público quanto no privado, por apresentar um conjunto de mecanismos contemplando estruturas, processos e relacionamentos que são definidos pela Alta Administração com vistas à direcionar as ações de TI e exercer controle sobre o uso de seus recursos e sobre a sua gestão, em alinhamento à consecução dos objetivos estratégicos das organizações. Dentre os mecanismos referenciados no arcabouço teórico e identificados na revisão de literatura, tem-se o uso dos Comitês de Governança de Tecnologia da Informação (CGTI), reconhecidos mundialmente como um dos instrumentos mais utilizados pelas organizações, sejam elas públicas ou privadas, viabilizadores do exercício da GCTI, na busca por melhor desempenho. A presente dissertação, por meio das metodologias de pesquisa análise de conteúdo e análise documental, identificou as contribuições da literatura e o aparato legal norteador para a instituição e atuação dos CGTI da Administração Pública Feral direta, confrontando-os frente aos propósitos firmados nos respectivos atos que os constituíram. Para tanto, o estudo apresenta uma análise comparativa entre 24 Comitês de GTI no âmbito da APF, considerando-se o universo dos registros e documentos que foram disponibilizados para esta pesquisa, por meio da Lei nº 12.527, de 18 de novembro de 2011 - Lei de Acesso à Informação – LAI, obtidos entre os meses de agosto e dezembro de 2016. Por meio das análises realizadas contatou-se que apenas as competências associadas à categorização “Políticas, Princípios, Diretrizes e Estratégias de TI”, abrangidas pela literatura, foram percebidas na totalidade das competências atribuídas aos Comitês de GTI na APF. A temática relacionada aos Riscos de TI foi verificada no rol de competências desses Comitês, em apenas 12,5% dos documentos analisados As orientações emanadas do órgão responsável por prover aparato legal norteador associado à instituição dessas estruturas de GTI na APF, também não foram integralmente observadas nos atos que constituíram os Comitês de GTI na APF direta brasileira.

Styrgruppens roll i digitaliseringsprojekt : En studie av projektledare i statliga myndigheters upplevelser / The role of the steering committee in digitalization projects : A study of the experiences of project managers in government agencies

Den svenska regeringens digitaliseringspolitik har det övergripande målet att vara bäst i världen på att använda digitaliseringens möjligheter. Den offentliga sektorn möter olika möjligheter och utmaningar när deras verksamheter digitaliseras för att möta medborgarens behov. Den här studien fokuserar på digitaliseringsprojekt i statliga myndigheter. Projekt och projektledares roll är enligt tidigare forskning på olika sätt och i olika grad påverkade av styrgruppens insatser, ställningstaganden och beslut. Syftet med den här studien är att, genom att undersöka projektledarens upplevelser, bidra till ökad förståelse om styrgruppens roll under digitaliseringsprojekt i statliga myndigheter. Forskningsfrågorna i studien är:  · Hur upplever projektledaren att styrgruppen styr och/eller stödjer digitaliseringsprojekt? · Vilka utmaningar upplever projektledaren i interaktionen med styrgruppen under digitaliseringsprojekt? En kvalitativ studie med fem intervjuer med projektledare i digitaliseringsprojekt i statliga myndigheter har genomförts. Tematisk analys har använts och fyra teman presenteras Roller i styrgruppen – kliva i kostymen och ta på sig rätt hatt, Styrgruppsmötet – svåra beslut och olösta frågor, Oavsett projektmetodik – startsäkra projekt samt Diffusa uppdrag och komplexa digitaliseringsprojekt. Vid jämförelse med tidigare forskning i privata verksamheter dras slutsatsen att projektledare i statliga myndigheter upplever liknande utmaningar med styrgruppens roll när det kommer till stöd och styrning i komplexa digitaliseringsprojekt. Utmaningar som lyfts i studien är styrgruppens sammansättning, otydliga roller eller roller som inte förstås eller efterlevs, bristfälligt beslutsfattande och otydliga projektdirektiv. En relaterad utmaning är att tolka digitaliseringsuppdrag som kommer från Regeringskansliet till genomförbara projekt som levererar nytta till medborgarna enligt uppsatta tids- och lagkrav. Framgångsfaktorer är att säkerställa ett tydligt projektdirektiv från beställaren där målbild och effekter av projektet framgår. Att i starten av digitaliseringsprojektet mötas i styrgruppen för att diskutera mål, effekter, förväntningar på de medverkandes roller samt projektets spelplan ger förutsättningar att lyckas. / The Swedish government's digitalization policy has the overall goal of being the best in the world at using the opportunities of digitalization. The public sector faces different opportunities and challenges when their operations are digitised to meet the needs of citizens. This study focuses on digitalization projects in government agencies. According to previous research, the role of projects and project managers is influenced in different ways and to different degrees by the steering committee's actions, positions and decisions. The aim of this study is to contribute to a better understanding of the role of the steering committee during digitalization projects in government agencies by examining the experiences of the project manager. The research questions of the study are:  · How does the project manager perceive the steering committee to steer and/or support digitalization projects? · What challenges does the project manager experience in interacting with the steering committee during digitalization projects? A qualitative study with five interviews with project managers in digitalization projects in government agencies has been conducted. Thematic analysis has been used and four themes are presented: Roles in the steering committee – stepping into the suit and putting the right hat on, Steering committee meeting – difficult decisions and unresolved issues, Whatever project methodology – start-proof projects and Diffuse missions and complex digitalization projects. When compared to previous research in private sector organisations, it is concluded that project managers in government agencies experience similar challenges with the role of the steering committee in terms of support and governance in complex digitalization projects. Challenges highlighted in the study include steering committee composition, unclear roles or roles that are not understood or followed, poor decision making and unclear project directive. A related challenge is to interpret digitalization mandates coming from the Government Offices into feasible projects that deliver benefits to citizens according to set time and legal requirements. Success factors are to ensure a clear project directive from the project owner, stating the objectives and effects of the project. Meeting in the steering committee at the start of the digitalization project to discuss the objectives, effects, expectations of the roles of the participants and the project's game plan provides conditions for success.

Attitudes stigmatisantes envers les personnes vivant avec le VIH : développement et validation d’un instrument de mesure intégrant un dispositif participatif

Contexte : De manière générale, on considère que le processus de validation d’un instrument de mesure porte sur la validité et la fiabilité. Or, la nature dynamique et évolutive de certaines problématiques, comme la stigmatisation des personnes vivant avec le VIH (PVVIH), laisse croire qu’il est particulièrement important de réinvestir rapidement dans la pratique, les résultats produits par les mesures ainsi validées. Objectifs : La présente thèse vise à développer et valider une échelle de mesure des attitudes stigmatisantes envers les PVVIH en intégrant un dispositif participatif. La thèse utilise en partie les données d’une enquête de surveillance des attitudes envers les PVVIH au Québec, elle comporte trois études qui répondent aux trois objectifs spécifiques suivants : (1) valider la version révisée d’un instrument de mesure des attitudes favorables à la stigmatisation dans la population générale du Québec envers les PVVIH; (2) analyser la relation entre la mesure des attitudes favorables à la stigmatisation et le recours au dépistage du VIH dans la population générale du Québec; (3) décrire et analyser les processus de circulation et d’utilisation des connaissances produites par l’instrument de mesure dans les réseaux professionnels des membres d’un comité consultatif. Méthodes : Un comité consultatif réunissant plusieurs partenaires issus de différents milieux a été constitué dès l’obtention de la subvention. Il a été consulté et informé avant, pendant et après l’enquête téléphonique populationnelle (n=1500) ayant permis de colliger les données. L’Échelle des Attitudes Stigmatisantes envers les Personnes Vivant avec le VIH (EASE-PVVIH) a été validée au moyen de plusieurs analyses psychométriques : analyses factorielles exploratoires et confirmatives, corrélations, régression linéaire multiple, test-t, tests d’hypothèses d’invariance de la structure factorielle et alphas de Cronbach (objectif 1). L’association entre les attitudes favorables à la stigmatisation et le recours au dépistage du VIH a été testée à l’aide de régressions logistiques hiérarchiques (objectif 2). Quant aux processus de circulation et d’utilisation des connaissances dans les réseaux professionnels, ils ont été analysés au moyen d’une étude de cas rétrospective (objectif 3). Résultats : Les analyses ont révélé trois résultats importants. Premièrement, d’un point de vue psychométrique, l’EASE-PVVIH est un outil fiable et valide pour mesurer les attitudes stigmatisantes envers les personnes vivant avec le VIH. Deuxièmement, sous une certaine forme caractérisée par l’inquiétude éprouvée lors de rencontres occasionnelles, les attitudes stigmatisantes par rapport aux personnes vivant avec le VIH semblent nuire au recours au test de dépistage dans la population générale au Québec. Troisièmement, un dispositif participatif en particulier, soit un comité consultatif, semble être un moyen pour favoriser le réinvestissement rapide et étendre la portée des résultats produits par la recherche dans des actions concrètes de santé publique. Conclusion : Ces résultats mettent en lumière la portée d’un dispositif participatif pour la validation d’instrument de mesure. L’arrimage entre les préoccupations scientifiques et pratiques apparaît être une avenue prometteuse pour améliorer la qualité et la pertinence sociale des données produites par les mesures. / Background: A measurement scale is generally evaluated in terms of validity and reliability. However, the dynamic and evolutive nature of certain issues, such as the stigmatization of people living with HIV (PLHIV), suggests that it is particularly important to rapidly reinvest the knowledge into practice that has been obtained using validated measures. Objectives: The purpose of this thesis was to develop and validate a scale to assess stigmatizing attitudes towards PLHIV by integrating a steering committee into the process. Part of this thesis uses the data collected from a survey of attitudes towards PLHIV in Quebec. Three studies were conducted to achieve the three following objectives: 1) to validate the revised version of a measurement scale to assess stigmatizing attitudes towards PLWHA in the general Quebec population; 2) to analyze the relationship between stigmatizing attitudes and HIV testing in the general Quebec population, and 3) to describe and analyze how members of a steering committee used and disseminated knowledge produced by a research project. Methods: A steering committee made up of partners from various communities was formed once funding was obtained. The committee was actively involved before, during, and after the population telephone survey (n=1500) was conducted to collect the data. The Stigmatizing Attitudes towards People Living with HIV/AIDS Scale (SAT-PLWHA-S) was validated using psychometric analyses: exploratory and confirmatory factor analyses, correlations, multiple linear regression, t-tests, hypothesis testing of factorial structure invariance, and Cronbach’s alphas (objective 1). The association between stigmatizing attitudes and HIV testing were tested using sequential logistic regression (objective 2). The dissemination and use of knowledge among professional networks were analyzed using a retrospective case study (objective 3). Results: The results revealed three significant findings. First, from a psychometric standpoint, the SAT-PLWHA-S is a valid and reliable instrument for measuring stigmatizing attitudes towards PLHIV. Second, one form of stigmatizing attitudes, concern about occasional contact with PLHIV, appeared to act as a barrier for HIV testing in the general Quebec population. Third, a steering committee appear to foster rapid translation of research results into concrete public health actions. Conclusion: These results shed light on the contribution of a steering committee to the validation of a measurement scale. The joining of scientific and practitioners’ concerns appears to be a promising avenue for improving the quality and relevance of data generated by such measures.

The aim of this thesis was to evaluate the project management system in the organization and to suggest possible changes. In the first phase of work, the author studied the available literature on the basis of which is a review. The next section describes the project management system in the organization, namely Komerční Banka. Furthermore, comparison of results of research conducted by Ernst and Young with the state Komerční Banka. Further research is described Brandeis University internal research of the Bank. Based on this research are determined two critical reasons for project failure. The first is the lack of definition of essential information at the beginning of the project and other insufficiently competent project manager. Another section is devoted to the project manager. Furthermore SWOT analyses is created. There are described hard and soft skills. Suggestions for improvement were divided for existing project managers and for those newly admitted.
