Workforce Flexibility and Organizational Performance of the Subcontractors in the Steel Industry--the Example of China Steel Co's Cooperative Subcontracting System

As various forces rendering the business environment more dynamic, organizations nowadays must rapidly correspond to changes in order to survive and prosper. Observing the flexible use of manpower, Atkinson (1987) proposed the flexible firm model and attempted to draw clear demarcation among core, peripheral and external workforces. Such flexible deployment of different workforces are not uncommon in the cooperative subcontracting system in Taiwan¡¦s steel industry (Chang, 2001). In his exploratory research, Chang (2001) discusses the deployment of different workforces in the cooperative subcontracting system, however, the discussion of the relationship between workforce flexibility and organizational performance is neglected. In order to provide a more complete understanding of workforce flexibility, it is important to conduct further research. Hence, this research intends to continue Chang¡¦s research and collect more data to analyze the relationship between workforce flexibility and organizational performance among the China Steel Co.¡¦s subcontractor. Among 183 questionnaires distributed, 118 were collected and 108 were considered effective. The return rate is 59.02%. Analyzing the data, the research discover the following findings: (1) Significant differences on functional flexibility were found among different organizational traits. It is found that subcontractors with more than 3 divisions rated themselves better on the Development of Multi-skill than subcontractors with 3 divisions. (2) Significant differences on numerical flexibility were found among different organizational traits. Subcontractors with capital over 80 million dollars outsource more than subcontractors with capital under 20 million dollars. Engineering subcontractors outsource more than labor subcontractors. (3) Significant differences on wage flexibility were found among different organizational traits. Subcontractors with 60-80% dependence on CSC have more flexible wage design than subcontractors with 20-40%. (4) Significant differences on subjective organizational performance were found among different organizational traits. Subcontractors with capital over 80 million dollars were rated higher on the operational performance than subcontractors with capital under 20 million dollars. Labor subcontractors and cleaning subcontractors were rated higher on production performance more than labor subcontractors. Significant difference on production performance was also found among subcontractor of different numbers of division. Significant difference on customer satisfaction was found among subcontractors of different degree of dependence on CSC and different sizes of capital. Labor and cleaning subcontractors rated higher than engineering subcontractors. (5) Significant differences on objective organizational performance were found concerning organizational traits. Subcontractor of 60-80% dependence on CSC have higher turnover rate than subcontractors of 0-20% dependence. (6) Functional flexibility has significant positive influence on organization performance. Horizontal and vertical transfer has significant positive influence on operation performance and production performance. The development of multi-skill has significant positive influence on production performance. (7) Numerical flexibility has significant influence on organization performance. The higher the proportion of temporary workers, the lower the operation performance. The higher the proportion of temporary workers, the higher the turnover rate. (8) Wage flexibility has significant influence on organizational performance. Flexible wage design has negative significant influence on operational performance and customer satisfaction. Variable wage ratio has positive significant influence on customer satisfaction. Thus far, it is suggested that the cooperative subcontractor can (1) continue enhance measures that promote functional flexibility, (2) consider the skill difference when promoting functional flexibility, (3) hire cooperative skilled engineers or technicians for core workers, (4) implement training programs to help core workers develop multi-skills, (5) analyze business trends and maintain suitable ratio of contingent workers, (6) pay attention to legal issues regarding contingent workers, (7) consider the use of temporary help service (THS) as the substitution of hiring temporary worker by the company itself, (8) carefully evaluate the influence of wage flexibility.

Analysis of the effect of using labour from brokers on operational costs, efficiencies and employee morale : a case study.

Low cost and high efficiencies are probably the most common of strategies used in large businesses today. This requires, however, optimum levels of commitment and performance from the employees coupled with an excellent taste for change. The transition from the use of Mondi employees to labour broker employees is a change process that impacts on a company's most valuable asset - their employees. It is with this in mind that the researcher conducted a case study aimed at identifying the impact of using labour broker employees in the waste handling operations on the morale of the affected employees. The researcher found it essential to evaluate the impact of this change on operational costs and efficiencies of the section. The three research questions that were outlined to meet the above aims were: (1) Does the use of labour broker employees in the waste paper handling part of the recycling operations impact positively or negatively on the morale of the Mondi waste paper handling operators? (2) Does the use of labour broker employees in the waste paper handling part of the recycling operations reduce the operational costs in that section? (3) Does the use of labour broker employees in the waste paper handling part of the recycling operations decrease or increase the operational efficiencies in that section? The initiative to use labour broker employees in the waste paper handling operations was not set up as an experiment. It was already in motion and the researcher opted to study it. Direct observation and unstructured interviews were used to answer research question (1). It was found that the change had completely demotivated the Mondi waste handling operators. Their morale levels dropped to particularly low levels as they felt disliked, not part of a team and unappreciated for their efforts and past service. The impacts of this low morale were hidden due to the plant being under utilised against its design capacity. They also had a prevailing sense of insecurity and uncertainty regarding their jobs, which made them uneasy. Factors associated with operational costs and efficiency was measured before (2004) and after the initiative (2005) to establish the impact of using labour broker employees on them. Direct observations and a quantitative analysis of data from the company's finance and technical departments were used to answer research questions (2) and (3). It was noted that there was a decrease in the operational costs due to the lower rate of pay of the labour broker employees and them doing overtime. Facilitating Small-Business Outsourcing ln the Western Cape A case study on the Business Opportunity Network (Bon)

Masters in Public Administration - MPA / Small enterprises (SMME) have become central to South Africa's efforts to create jobs, alleviate poverty and develop the economy. SMMEs, however, face a wide range of problems, with "market access" one of the key bottlenecks. This centres (i.a.) around the ease of access to outsourcing markets of larger corporations and public-sector procurement opportunities. To address some of these specific challenges in the Western Cape, the Business Opportunity Network (Bon) was established in 1995 as an NOO. It was at that stage a path-breaking institution in the Western Cape, paralleled by only a few in the rest of the country. It is the purpose of this minithesis to assess the role, operation and evolution of the Bon. This study examines the background and particular factors that lead to the establishment of the Bon as a business-linkage organisation. Then critically assess the actual process of how the Bon attempted to facilitate SMME access to corporate and public-sector procurement in the Western Cape's metropolitan and platteland areas from 1994 to 2004. Thereafter moving toward the evaluation of the process, an assessment of the effectiveness of Bon's business-linkage efforts in the light of a continuously changing and evolving procurement environment. It is also the intention to reveal and assess how Bon's procurement support relates to BEE efforts unfolding in the Western Cape

Software Subcontracting Success: A Case Study On The Relationship Between Project Success And Process Metrics

While software subcontracting is a common business transaction in the information technology field, metrics specifically aimed at effectiveness of software subcontracting arrangements are not commonly available. This thesis makes a review of the literature and derives such metrics from fields of software quality, COTS acquisition and IS success. A case study is performed on software subcontracting projects of a Turkish defense contractor, and the project metrics are compared according to their success. The results suggest that metrics regarding the requirements are good indicators for subcontracting success and that larger projects may enjoy more success compared to smaller ones.

The present article develops the legal concept of subcontracting on the frame of public procurement, according to the new Peruvian Public Procurement Law.Thus, different topics are treated: the differences between the outsourcing contract, derivative contract and subcontract; the new parameters that regulate subcontract; relevant aspects to consider for subcontracting on the frame of the new Public Procurement Law; and the lack of responsibility on the subcontractor towards the administrative entity. / El presente artículo desarrolla la figura jurídica de la subcontratación en los procesos de contratación pública, según la nueva Ley de Contrataciones con el Estado – Ley N° 30225. Así, se desarrollan temas como: las diferencias entre contrato de aprovisionamiento, contrato derivado y subcontrato; los nuevos parámetros bajo los cuales se circunscribe la figura de la subcontratación; aspectos que deben considerarse para la aplicación de la figura de subcontrato bajo la Ley Nº 30225; y, la falta de responsabilidad del subcontratista frentea la Entidad por la prestación brindada.

Thesis is submitted in partial fulfilment for the degree of Master of Science in Building to the Faculty of Engineering and the Built Environment, School of Construction Economics and Management at the University of the Witwatersrand, Johannesburg, 2017 / Public Private Partnerships (PPPs) are an innovative method to deliver infrastructural projects without government having to use public funds for funding capital projects. This innovative method has been adopted worldwide and has yielded the intended results, more especially in European countries. This innovative method provides government with an opportunity to focus on governing and take advantage of skills and funding from the private sector to fund capital-intensive infrastructural projects. Within the South African context, all PPPs are required to comply with the requisites of the BEE Code of Good Practice for PPPs, which states that 10% of the bid weight will be allocated for compliance in terms of BEE. Over the years, this requirement has been met for the majority of PPP projects that reached financial close and complied with the requirements promulgated by the South African Government as a tool to promote, develop and empower up-and-coming entities. The aim of this study was to investigate the economic advancement occasioned by PPPs on Previously Disadvantaged Individuals (PDI) subcontracting. This was attained through the use of a case study method as a result of the type of questions and objectives to be met. The study revealed that PPP projects are compliant with the BEE Code of Good Practice for PPPs. However, the requirements are not specific and clear in the PPP agreement to facilitate better monitoring and evaluation. Esta pesquisa tem por escopo analisar de modo crítico o fenômeno da subcontratação à luz do pós-positivismo e dos princípios sociais que, inexoravelmente, incidem e lastreiam as normas de direito do trabalho. Para tanto, pretende-se proceder à análise das técnicas de produção introduzidas no Brasil na década de 80, em especial o toyotismo, verificando se acaso configuraram novas formas de exploração do trabalho humano; isto é, se, de fato, caracterizam forma de precarização das condições de trabalho, colidindo com o a evolução histórica dos direitos e garantias individuais e coletivos. Tais constatações, por certo, ensejam estudos ainda mais específicos, como a responsabilidade da empresa principal nos casos de subcontratação, o desenvolvimento dos direitos sociais e dos direitos humanos no contexto global e mesmo a hermenêutica decorrente do influxo entre realidade e previsão normativa consolidada pela jurisprudência pátria e regional. De fato, a conclusão pretende ser instrumento de auxílio aos profissionais do direito, da filosofia, da sociologia e de áreas afins, de forma que se possa posicionar de modo contundente e coerente a respeito da subcontratação enquanto fenômeno contemporâneo da sociedade brasileira. / The purpose of this work is to analyze critically the phenomenon of subcontracting on the perspective of post-positivism and social principles that inexorably focuses and embases the rules of labor law. Therefore, it is intended to analyze the production techniques introduced in Brazil in the 80s, notedly the \"Toyotism\", checking if theyre new forms of exploitation of human labor; if, in fact, characterize a way of precarious working conditions, colliding with the historical evolution of the individual and collective rights and guarantees. These findings certainly have inspired even more specific studies, such as the main company\'s responsibility in case of subcontracting, the development of social rights and human rights in the global context and even hermeneutics arising from the influx of reality and normative forecast - consolidated by brazilian and regional jurisprudence. In fact, the conclusion is intended to be a tool to aid professionals, scholars, workers, operators and researchers of law, philosophy, sociology and related fields, so they could stand more forceful and coherent about the subcontracting phenomenon in the contemporary Brazilian society.

However, by sewing, women ensure the maintenance of home and family, break down stigma in relation to paid work and their role in society. One of the main objectives would be to show that sewing women who are in clothing industries or subcontracting for sewing services, play an important role in the process of economic development of the town, one of the poles of clothing production in the country. To write this dissertation were analyzed published reports in newspapers from the town and nearby region. Apart from written sources, there were made twelve interviews with a group of seamstresses who work in the clothing industry and others who worked in their homes, the professionals who work with subcontracting for sewing services. The collapse of the steel industry in the town and region in 1960 was one of the factors that contributed to women taking over leadership of the economy, trying to reverse the disastrous situation. Considering the situation of many unemployed men, women become visible in the job market through the sewing know-how that was successfully passed from generation to generation. The conquest of women barely changes its position inside and outside their homes. Besides there is a sexual division of labor unfairly and unequally, which still claims that women are responsible for almost all tasks and household chores / A questão central da pesquisa se relaciona às atividades das costureiras em Divinópolis, MG, cujo trabalho é considerado de ordem doméstica, uma aptidão natural e está sujeito a remunerações inferiores. No entanto, através da costura, as mulheres garantem a manutenção da casa e da família, rompem estigmas em relação ao trabalho assalariado e ao papel delas na sociedade. Um dos principais objetivos seria mostrar que as mulheres costureiras, que estão nas indústrias de confecções ou facções, desempenham um papel importante no processo de desenvolvimento econômico da cidade, um dos polos de confecção do país. Para escrever esta dissertação foram analisados jornais e relatórios publicados na cidade e região. Além das fontes escritas, foram realizadas, doze entrevistas com um grupo de costureiras, que trabalham na indústria de confecção e outras que trabalhavam em suas casas, nas chamadas facções. A quebra do setor siderúrgico na cidade e região nos anos de 1960 foi um dos fatores que colaborou para que as mulheres assumissem a liderança da economia, tentando reverter a situação desastrosa. Com os homens desempregados, as mulheres se tornam visíveis no mercado de emprego através do saber fazer que foi passado de gerações a gerações com êxito através da costura. A conquista das mulheres pouco modifica a sua posição dentro e fora das suas casas. Além de ocorrer uma divisão sexual do trabalho de forma injusta e desigual, ainda cabe às mulheres a responsabilidade quase exclusiva, das tarefas e atividades domésticas
