Pateikiamoje disertacijoje nagrinėjamas posovietinių režimų transformacijos procesas ir siekiama atsakyti į klausimą, kodėl „spalvotąsias revoliucijas“ patyrusios šalys – Gruzija ir Ukraina – nedemonstruoja tos pažangos demokratijos, įstatymo viršenybės ir žmogaus teisių srityse, kokios iš jų buvo tikimasi. Nagrinėjant šią problemą pasitelkiama struktūrinė teorinė prieiga, kuri leidžia įtraukti tiek vidinių ir išorinių, tiek idėjinių ir materialių veiksnių analizę. Disertacijoje ginamas teiginys, kad pagrindinė posovietinių režimų transformacijos kliūtis yra persidengiantis išorinių veikėjų skatinamos struktūrinės aplinkos poveikis. Disertacijoje teigiama, kad veikdami skirtingoje struktūrinėje aplinkoje, kurią sudaro skirtingo turinio tapatybinė, institucinė ir materialinė dimensijos, Rusijos ir Europos veikėjai posovietinėje erdvėje sukuria „struktūrų persidengimo“ fenomeną. Dėl to neįmanoma įtvirtinti stabilios ir vidujai suderintos „tvarkos“, o tai lemia nuolatinį neapibrėžtumą, stabdantį politinių režimų stabilizaciją posovietinėje erdvėje. Ukraina ir Gruzija materialine prasme (ekonomiškai, energetiškai) yra stipriai priklausomos tiek nuo Rusijos, tiek nuo Europos. Jos abi taip pat veikia pagal rusiškai struktūrinei aplinkai būdingus elgesio modelius, tačiau susiduria su kolektyvinės tapatybės (bendros su Rusija) įtvirtinimo problemomis. [toliau žr. visą tekstą] / The problem of post-soviet political regimes’ transformation is analysed in the present dissertation. Ukraine and Georgia are chosen as the case studies. Structural theoretical approach, developed in the dissertation allows the inclusion of material and ideational as well as internal and external factors into the analysis if regime transformation. It as argued that the main obstacle in the process is the intersecting influence of structural milieu promoted by different external actors. The argument is based on the presumption that Russian and European actors, which operate in different structural milieu, comprised of identity, institutions and material basis, create the phenomenon of intersecting structures. It is the main reason and obstacle for the establishment of consistent and stable “order” in post-soviet space. Ukraine and Georgia, being materially dependent both on Russia and Ukraine at the same time do not have stable collective identities and clearly institutionalized and compatible formal and informal “rules of the game”. Meanwhile, Russian and European actors promote different structural patterns of interaction therefore promoting instability and hampering regime transformation. Community Involvement in the Preservation of World Heritage Sites: The Case of the Ukrainian Carpathian Wooden Churches

Encouraging the participation of the local population in the preservation of World Heritage Sites is one of the mission’s of UNESCO’s World Heritage Centre. Community involvement is also critical in the planning process. This dissertation argues that community involvement should be part of the World Heritage List nomination process and long-term preservation of the sites and that mechanisms should be in place to ensure this as part of the nomination file. To support this argument, literature on community involvement and World Heritage Sites is reviewed. Part of this dissertation is to provide a framework for community involvement at World Heritage Sites. In order to accomplish this, the known potential socio-economic benefits of World Heritage designation are also reviewed. This provides a framework whereby communities can be consulted and involved in activities at World Heritage Sites with the goal of preservation of the site and achieving additional socio-economic benefits. This framework was used to explore the attitudes of eight Western Ukrainian communities on the use of their wooden churches that are nominated to the UNESCO World Heritage List to improve their socio-economic conditions as well as preserve the churches. Previous studies focused mostly on the effects of World Heritage Site designation to produce social and economic benefits. This dissertation takes a different approach by involving the community at the nomination stage to determine which of these benefits they support and develop a plan of action and guidelines focused on achieving the desired changes. A community survey was developed under the supervision of this dissertation committee and Dr. Bevz at the Department of Restoration and Reconstruction of Architectural Complexes at Lviv Polytechnic National University as part of a J. William Fulbright grant to Ukraine. The survey responses were analyzed using both summary and statistical analysis to develop guidelines and a plan of action to be implemented by Lviv Polytechnic. This dissertation provides much needed research into community involvement at World Heritage Sites for their preservation and to achieve socio-economic benefits for the surrounding communities. The framework laid out in this dissertation has implications not only for Western Ukraine, but cultural heritage sites throughout the world.

This work seeks to settle the doctrine of self-determination in international law. Drawing upon a selection of historical thinkers who have concentrated upon the value of freedom, a theory of political liberty, is developed. This is situated in relation to political history from the Age of Revolutions on. The development of the formal principle of self-determination is discussed. This reveals a doctrine lacking coherence. The philosophy of political liberty is proposed as a foundation for self-determination in law. The way this new approach manifests itself in practice, and its merits, are considered in relation to the politics of Crimea, with a focus on the immediate post-Soviet period of 1991-2002. In conclusion, a programme for implementation and refinement is offered. It is also noted that one could fashion a new approach to international law as a whole on the basis of the logic that is employed here to settle the doctrine of self-determination.

The Impact of Democracy Protection Policy on Democratic Consolidation: US Policy in Russia, Georgia and Ukraine / Demokratijos gynimo poveikis demokratijos konsolidavimui: JAV politika Rusijoje, Gruzijoje ir Ukrainoje

The dissertation examines US democracy protection policy carried out in three post-Soviet countries that had been just moved away from autocratic rule: Russia in 1991-1996; Georgia in 2003-2008; and Ukraine in 2004-2009. It aims to answer the question whether US policy increased or decreased the likelihood of democratic consolidation in new democracies. Based on theoretical insights from the disciplines of both comparative politics and international relations, two novel research instruments are developed: the ‘two scales’ model and the concept of pragmatic democracy protection policy. By employing these two research instruments, it is revealed that US national security interests have had a distorting impact on US democracy protection policy towards Russia, Georgia and Ukraine. Due to its interest in the cooperation with leaders in power, the US did not apply the principal of democratic conditionality in bilateral relations with the three post-Soviet countries and did not deter the non-democratic behaviour of their governments. Such US policy decreased the likelihood of democratic consolidation. Furthermore, US security interests corrupted US-funded democracy assistance programmes in two out of three cases (in Russia and Georgia). Instead of enabling the opposition and civil society in new democracies, these programmes increased the asymmetry of political playing field and limited the capability of civil society to control the government. Gruzijoje ir 2004–2009 m. Ukrainoje. Siekiama atsakyti į klausimą, ar JAV politika didino, ar mažino šių naujųjų demokratijų konsolidavimo tikimybę. Sujungiant dviejų disciplinų – lyginamosios politikos ir tarptautinių santykių – teorines įžvalgas, darbe konstruojami du nauji tyrimo įrankiai: „dvejų svarstyklių“ modelis ir pragmatinės demokratijos gynimo politikos koncepcija. Maybe Baby? : Reproductive Behaviour, Fertility Intentions, and Family Policies in Post-communist Countries, with a Special Focus on Ukraine

This thesis studies different aspects of reproductive behaviour on the international, national, and local levels in post-communist countries. The main focus is Ukraine, where fertility rates are very low and the population is in severe decline. The studies contribute new knowledge about the applicability of a family policy typology developed on the basis of Western countries’ experience for post-communist countries, and about the influence of family policies on fertility levels in these countries. Moreover, the studies investigate whether and how macro-level influences impact on individuals’ reproductive behaviour. Four articles are included in the thesis: Family policies in Ukraine and Russia in comparative perspective analyses the institutional set-up of family policies in both countries and compares the findings to 31 other countries. The results show that Ukrainian family policies support a male-breadwinner type of family, while the benefit levels of Russian family policies are low, compelling families to rely on relatives or the childcare market. Family policies and fertility - Examining the link between family policy institutions and fertility rates in 33 countries 1995-2010 comparatively explores whether family policies have an effect on fertility rates across the case-countries. Pooled time-series regression analysis demonstrates that gender-egalitarian family policies are connected to higher fertility rates, but that this effect is smaller at higher rates of female labour force participation. To have or not to have a child? Perceived constraints on childbearing in a lowest-low fertility context investigates the influence of the perception of postmodern values, childcare availability and environmental pollution on individuals’ fertility intentions in a city in Eastern Ukraine. It is shown that women who already have a child perceive environmental pollution as a constraint on their fertility intentions. Prevalence and correlates of the use of contraceptive methods by women in Ukraine in 1999 and 2007 examines changes in the prevalence and the correlates of the use of contraceptive methods. The use of modern contraceptive methods increased during the period and the use of traditional methods decreased, while the overall prevalence did not change. Higher exposure to messages about family planning in the media is correlated with the use of modern contraceptive methods.

Policy implementation in a transition economy : two decades of small and medium enterprise (SME) development in Ukraine.

Current theoretical frameworks for assessing policy implementation have been developed almost exclusively in the context of market-based, pluralist democracies. The lack of applicable implementation theory outside this ‘western’ setting inspired this research to investigate policy processes in more diverse contexts. This research thus applied existing implementation theory to the post-Soviet sphere, utilising current frameworks to test conditions in a post-communist context. This policy lens approach was applied through two in-depth case study policies within the small and medium enterprise (SME) sector, in order to improve practical understanding of the ongoing transitional complexities in the region. The choice of SMEs as policy targets shed particular light on the development of the middle class, which in turn contributed insights regarding post-Soviet nations’ continued transition towards more liberal democracies. This research examined implementation effectiveness through fieldwork conducted in Ukraine (2012), using an amalgamated list of criteria for ‘perfect’ policy implementation as a theoretical framework (Allison & Halperin, 1972; Gunn, 1978; Mazmanian & Sabatier, 1983). Empirical data was collected through both qualitative and quantitative methods, including interviews (141), surveys (178) and primary source collection. Data was analysed through a combined approach of interview coding, process-tracing and cross-tabulation. Findings confirmed that incorporating certain socio-economic features, specific to a post-Soviet environment, into existing implementation models resulted in a more accurate picture of actual policy processes. Research conclusions thus included a new theoretical model for assessing policy implementation effectiveness in the region (Fischer-Smith Policy Implementation Measurement for Post-Soviet States). For theoreticians, this research may inform structural considerations when conducting policy research outside of a pluralist democracy. For practitioners, it may allow for better identification of implementation obstacles, in order to more effectively target mitigation efforts. Ultimately, the new considerations presented in this thesis may inform the wider field of policy implementation studies, both in transition regions and developing nations, as well as in the western pluralist societies where implementation theory originated.

Tyrimas paremtas pasaulio nekilnojamojo turto analize, Lietuvos nekilnojamojo turto įmonių interviu, gyventojų apklausa, SSGG analize, bei užsienio rinkų atrinkimo modeliu. Šiuo metu įmonės aktyviai plečia verslą tarptautiniu mastu, siekdamos didesnio pelno, ar geresnės konkurencinės padėties. Tarptautinė verslo plėtra suteikia daug galimybių, tačiau labai svarbu sugebėti tinkamai pasirinkti veslo plėtros regionus, kadangi kiekvinas iš jų turi skirtingą rinkos struktūrą bei reikalavimus. Taigi įmonės privalo mokėti analizuoti ne tik savo šalies, tačiau ir pasaulinę rinką. Darbo pradžioje pateikiama mokslinės literatūros nalizė. Tas leido atskleisti tarptautinio verslo koncepciją, jo motyvus, procesą. Taip pat įsigilintį į naudojamus verslo aplinkos analizės medotus. Interviu atliktas su Lietuvos nekilnojamojo turto įmonėmis leido išskirti šių įmonių stiprybes bei silpnybes plečiant verslą tarptautinėje rinkoje. Gyventojų apklausa atskleidė respondentų ketinimus bei tikslus nekilnojamojo turto pirkimui užsienio šalyse. Kartu su Pasaulio nekilnojamojo turto rinkos analize, buvo išskirti keletas potencialių regionų bei keletas šalių (Ukraina ir Bulgarija) išanalizuotos išsamiau, siekiant ištirti šių šalių politinę, teisinę, ekonominę, bei konkurencinę aplinkas. This thesis analyzes the role of Ukrainian mythological discourses in the formulation of Ukrainian national identity. The main purpose of the present thesis is to explore the interaction between mythological discourses, which are defined as sets of popular beliefs, presuppositions and the patterns of self-identification rooted in the consciousness of ethnic collectivities, and the process of national identity formation in post-Soviet Ukraine. The main focus of the thesis is on the ways of the use of Ukrainian mythological discourses by post-Soviet Ukraine&rsquo / s political and intellectual elite preoccupied with the task of implementing their nation-building project in Ukraine. This thesis consists of six chapters. Following the introductory first chapter, the second chapter explores the concept of &ldquo / myth&rdquo / in nationalism studies. The third, fourth and fifth chapters discuss the nation-building process of post-Soviet Ukraine by examining cultural, political and social aspects. The concluding chapter discusses the main findings of the thesis.
