The study begins with the notion that policies work as instruments of governance and consequently have social and political implications. These policies are examined by exploring the manner in which Catholic Charities and policy makers in Florida are responding to the charitable choice mandate and how their views are shaping local policies. The study is framed within anthropological principles pertaining to economic, humanistic and philosophical tenets. The study provides a historical background of poverty, the development of the welfare state in the United States as well as some of the social, economic, and political factors that shape social policies. / ABSTRACT: Data were collected through semi-structured interviews conducted with representatives from Catholic Charities, government agencies, legislative committees, and faith-based organizations, and through document reviews. Data were analyzed qualitatively and were managed using the software Atlas.ti. Analysis of the data show that while there is increased convergence between the state and faith-based organizations (FBOs), there is some hesitancy on the part of religious organizations to assume full responsibility for the poor, particularly without having any funding guarantees. The data also suggests that through the implementation of charitable choice religious organizations face the risk of becoming highly dependent on the state and therefore loose their voice and the possibility of lobbying for the poor. / ABSTRACT: Furthermore, the data suggests that there are some aspects of the implementation of charitable choice that have not received congressional approval and may eventually jeopardize the entire faith-based initiative. / System requirements: World Wide Web browser and PDF reader. / Mode of access: World Wide Web.

An Investigation of the Strategies used by Organizations Participating in the Welfare-to-Work Network Programs and Correlation of the Strategies with the Retention Data to Determine Best Practices for Job Retention among Former Welfare Recipients.

This ex post facto study (N = 209) examined the relationships between employer job strategies and job retention among organizations participating in Florida welfare-to-work network programs and associated the strategies with job retention data to determine best practices. An internet-based self-report survey battery was administered to a heterogeneous sampling of organizations participating in the Florida welfare-to-work network program. Hypotheses were tested through correlational and hierarchical regression analytic procedures. The partial correlation results linked each of the job retention strategies to job retention. Wages, benefits, training and supervision, communication, job growth, work/life balance, fairness and respect were all significantly related to job retention. Hierarchical regression results indicated that the training and supervision variable was the best predictor of job retention in the regression equation. The size of the organization was also a significant predictor of job retention. Large organizations reported higher job retention rates than small organizations. There was no statistical difference between the types of organizations (profit-making and non-profit) and job retention. The standardized betas ranged from to .26 to .41 in the regression equation. Twenty percent of the variance in job retention was explained by the combination of demographic and job retention strategy predictors, supporting the theoretical, empirical, and practical relevance of understanding the association between employer job strategies and job retention outcomes. Implications for adult education and human resource development theory, research, and practice are highlighted as possible strategic leverage points for creating conditions that facilitate the development of job strategies as a means for improving former welfare workers’ job retention.

The changes implemented in the Reform of Social Security, have contributed significantly to reducing the accumulated pension liability over the years, mainly in the states, state capitals and other established before the promulgation of the 1988 Constitution.The states chosen for analysis showed mistakes, however there are promising results for the financial and actuarial balance of RPPS. Using models similar to those implemented in South America for public and private sector are presented in Brazil unsuitable for public servants. We need to continue to improve our knowledge seeking new alternatives that ensure the sustainability and viability of the system, without compromising the ability of investment of federal entities. / O desequilíbrio das contas públicas, notadamente em relação à previdência do servidor público no Brasil, tem levado a buscas constantes de soluções para garantir o custeio do modelo em desenvolvimento. As mudanças estabelecidas nas Reformas da Previdência têm contribuído de forma significativa para diminuir o passivo previdenciário acumulado ao longo dos anos, principalmente nos estados, municípios das capitais e dos demais constituídos antes da promulgação da Carta Magna de 1988. Os estados escolhidos para análise demonstraram desacertos, todavia apresentam resultados promissores para o equilíbrio financeiro e atuarial dos RPPS. A utilização de modelos parecidos aos implementados na América do Sul, para o setor público e privado, apresentam-se inadequados no Brasil para os servidores públicos. Precisamos continuar aprimorando os nossos conhecimentos, buscando novas alternativas que garantam a sustentabilidade e viabilidade do sistema, sem comprometer a capacidade de investimentos dos entes federados

How to Assess and Mitigate Risk from a Mi'kmaq Perspective

Within the journey of self-determination, Indigenous Peoples are creating various systems that reflect their ways of knowing and being. Mi’kmaq Family & Children Services is such an agency, however, it is mandated to use provincial legislation, guidelines and policies that are deeply rooted in western ways of knowing. This thesis explores how to assess and mitigate risk from a Mi’kmaq perspective. Mi’kmaq social workers, who have experience assessing risk and developing plans to mitigate it, were interviewed regarding their perspectives on what needs to be considered when creating a model of assessment for Mi’kmaq families. Storytelling methodology was used for interviewees to share broadly what they felt as necessary aspects to incorporate into the assessment and mitigation processes. As the researcher I analyzed the interviews for themes and ideologies that would be necessary to consider when assessing risk and creating tools that assist with this process. Four open ended questions were provided to interviewees as a guideline for this exploration. They are: What do you believe the concerns, challenges and/or strengths of the current risk assessment model are when you are assessing the risk of Mi’kmaq children and youth? From your knowledge of Mi’kmaq ways of knowing and being what do you think a Mi’kmaq risk assessment would/could/should look like? Is risk assessment the right term for this work, or are there other words that best describe the work that we do from your knowledge of Mi’kmaq ways of knowing and being? What are the opportunities a Mi’kmaq risk assessment could offer Mi’kmaq communities? Due to Covid 19 restrictions the interviews had to occur by phone. They averaged one hour in duration. Interviewees agreed to be recorded, and following the interviews I transcribed the interviews. The transcription was given to each participant to review, edit and revise. The transcription was then formatted into a narrative format and each participant was given a name from the Seven Directions, with a pronoun being used to maintain anonymity. This narrative was given to each interviewee to review, edit and revise.
 The research found the following themes: ongoing cultural competence training is needed; the effects of residential school and other assimilation/oppressive tactics, not only affected Mi’kmaq lives in the past but continues to affect them currently; due to this, trauma informed and strength based practice, that is collaborative, is essential. Interviewees stressed the importance of using tools, such as risk assessments, that are more reflective of, and uphold a collaborative process, which holds up Indigenous epistemology, ontology, and axiology. This includes practices such as, the Medicine Wheel, Seven Sacred Teachings, reciprocity, reflection, circular thinking, use of Medicines and various Spiritual practices. / Graduate

Essays on Labor Economics

<p>This dissertation is a collection of three papers, each one being a chapter. In the first chapter, I examine how career interruptions related to child-raising duties affect married women’s labor market trajectory, lifetime earnings, and Social Security retirement benefits. To address this question, I develop and estimate a dynamic life-cycle model of female labor supply, savings, and Social Security benefit claiming. I explicitly model the Social Security benefits system and the federal and payroll tax structure in the United States. The framework, thus, allows me to unravel the complex interdependencies between women’s participation decisions, accumulated work experience, lifetime earnings, and public pension benefits. I estimate the model using the Method of Simulated Moments and match data for the cohort born in 1943-1954. I use the model to simulate labor supply behavior of married women in a revenue-neutral counterfactual scenario where I introduce Social Security caregiver credit that covers the lost earnings during the first 5 child-rearing years through changes in retirement benefits. I find that the model predicts that introducing the provision of earning credits for child care in the Social Security system would reduce participation of married women during the child-rearing years, but the contributory nature of the caregiver credits creates incentive to work in the post-childrearing period.</p> <p><br></p> <p>In the second chapter, I evaluate the implication of introducing Social Security caregiver credit by examining whether and to what extent implementing this child-related policy to the existing Social Security system would help reduce the motherhood earnings penalty over the life cycle. I utilize the dynamic lifecycle model developed in Chapter 1 and conduct revenue-neutral counterfactual policy experiments by introducing caregiver credits in in various settings. First, I analyze the effect of the policy at different generosity levels; and second, I implement the policy in the presence as well as in the absence of the marriage-based noncontributory Social Security benefits (spousal and survivors benefits). Third, I conduct an alternative counterfactual policy experiment where mothers could drop five additional work years from the average career earnings (or equivalently Social Security benefits) calculation. The model predicts that lifetime pre-tax labor earnings of married women increase significantly under when the caregiver credits are introduced in a setting where spousal and survivors benefits are eliminated, and there is a sizeable reduction in gender gap in average career earnings at the Social Security Early Retirement Age. The alternative policy of computing average career earnings based on a mother's 30 years of earnings has significantly smaller impact on offsetting motherhood earnings penalty through retirement benefits compared to the provision of Social Security caregiver credits.</p> <p><br></p> <p>In the third chapter, I examine the effect of Supplemental Nutrition Assistance Program (SNAP) work requirement reinstatement on food insecurity outcomes of able-bodied adults without dependents (ABAWDs). The policy restricts SNAP benefits of ABAWDs to 3 months in a 36 month period if they are not working or participating in any work program for at least 20 hours a week. In the aftermath of the 2008 recession, the American Recovery and Reinvestment Act of 2009 waived work requirements nationwide, and many states reimplemented the work rule at different times beginning in 2011. I employ a difference-in-differences approach utilizing this cross-state variation in the reimplementation of the policy. Using rich information on food affordability and food intake behavior from the Food Security Supplement of the Current Population Survey (CPS-FSS), I find that promoting work for food assistance improved the overall food security status of ABAWDs by reducing disruptions in food intake, anxiety over food affordability and dependency on emergency food receipt. Subsample analyses indicate that effects are stronger for never married and less educated ABAWDs.</p>

Civilian evacuation to Devon in the Second World War

Extensive sources have been reviewed and analysed to piece together for the first time a detailed academic study of civilian evacuation to Devon viewed against the national backdrop. The primary focus of this thesis is the large number of unaccompanied children who were officially evacuated to the County under the auspices of the Government Evacuation Scheme during the Second World War. However, Chapter Six discusses the evacuation of mothers and accompanying children, unofficial (private) evacuees and private school parties. The majority of evacuated children arriving in Devon originated from the London area and southeastern counties. In addition large numbers of children were also evacuated to the County from Bristol and within the County from Plymouth (Devon) during 1941 and briefly from Exeter in May 1942. Each of the three national evacuation waves is considered individually throughout the text as they are quite distinct in complexion, a fact frequently ignored in generalised accounts which tend to focus on reaction to the initial wave. This thesis argues that: 1. lack of regional and local research has resulted in evacuation largely being viewed in generalised and stereotypical terms without due regard for the socioeconomic and geopolitical variance between those areas involved or the particular localised features of the evacuation process 2. the acclimatisation of evacuated children was particularly successful in Devon and drift back less than the national average 3. local evidence supports the argument that contemporary national reports of impoverished, dirty and ill mannered evacuees were frequently exaggerated 4. evacuation was central in accelerating postwar reform in areas of education, child care and welfare The civilian evacuation during World War Two was a remarkable event in the history of modern Britain. Interest in the subject has recently increased but there is enormous scope and need for further research both to broaden our understanding of the nature and impact of evacuation and to test entrenched views. The over-arching aim of this thesis is to contribute to this exploration.
