Corporate disclosure quality - a comparative study of Botswana and South Africa

Corporate reporting has changed from the traditional form of reporting which covered financial information only to the modern form of reporting called integrated reporting which covers, financial, corporate governance and sustainability information. The levels of corporate disclosure among corporate entities within any country and between countries are thus likely to have been affected by this change. Motivated by the IMF/World Bank (2006) that observed that corporate reporting improved in Botswana during the previous five years, without indicating what the actual level was or how it compares with that of other countries; this study sought to determine the actual level of corporate disclosure of two samples of companies: 23 companies listed on the Botswana Stock Exchange (BSE) and the top 40 companies (by market capitalisation) that are listed on the Johannesburg Stock Exchange (JSE). The study also shows how the two levels of corporate disclosure compare. This study is qualitative and descriptive by design; and involves analysing the content of the corporate annual report of each company in a sample using a corporate disclosure checklist; and determining the level of corporate disclosure for each sample of companies. The process ends with a comparative analysis of the levels of corporate disclosure of the companies from the two samples. Consistent with the IMF/World Bank report, the study revealed that the level of corporate disclosure in the BSE sample was low but increasing. However, the increase in the level of corporate disclosure varied from sector to sector and the specific information items. The study also showed that integrated reporting was not practised at all by the companies in the BSE sample. Comparatively, companies in the JSE sample had a higher level of corporate disclosure than that of companies in the BSE sample; and the rate of increase was much higher than that in the BSE sample. The study further found integrated reporting practiced in the entire JSE sample, although at different levels. xi This study also noted that although in principle it is sensible to benchmark from the best, other fundamental factors need to be considered before carrying out the exercise. Furthermore, the study indicated that the prevalent low level of corporate disclosure in the BSE sample was evidence that the corporate reporting environment in which the BSE lies was not conducive for the theories of corporate disclosure to fully explain corporate disclosure. A number of recommendations were made including establishing corporate disclosure indices and creation of a corporate environment in which all the theories discussed in the study can explain corporate disclosure. This study contributes to the literature on cross-country corporate disclosure and cautions companies with low levels of corporate disclosure not to embark on benchmarking without creating an environment conducive for corporate reporting. The study also offers useful insights to policymakers in Botswana and South Africa; and stimulates further research on cross-country corporate disclosure. Challenges faced by English (as a second language) teachers in primary schools : the case of Mokane, Rethatoleng and Seaseole primary schools in Boteti sub-district

This study investigated the challenges English (as a second language) teachers face in primary schools. The objectives of the study were to identify particular challenges encountered by teachers of English as a second language to young learners and explore how training and development programmes can support teachers in meeting those challenges, describe the reading policies, where they are in place, of Letlhakane Primary Schools and devise solutions/ recommendations on how to tackle the challenges that teachers face in English reading. The sample for the study was drawn from the teachers serving at government primary schools. A sample of 30 teachers was purposively selected from three (3) primary schools identified as large in Letlhakane. The study adopted the following qualitative data collection strategies: focus group discussion, individual interviews and classroom observations. The findings revealed that there are many challenges that teachers face in teaching reading in the schools observed. Some of the challenges include exceptionally large numbers of children in class, limited time, lack of expertise in the teachers and shortage of materials and resources for teaching reading in English. The study recommends that class size be reduced, reading be made the main subject and timetabled, which will give it more time to be taught, teaching of reading must be introduced and made a compulsory course at all levels in colleges of education for primary school teachers. Teachers should be given regular in-service training in the teaching of reading. The Ministry of Basic Education should supply primary schools with the necessary materials for teaching reading and increase those that have a shortage of such resources. It is also recommended that building of libraries furnished with appropriate readers be done and the use of English as a language of instruction in all subjects except for Setswana should be started as early as in standard/grade 1. Reading policies should also be developed in schools so that teachers know what to do or follow when it comes to the teaching of reading. / Educational Management and Leadership / M. Ed. Refinement of the partogram: an educational perspective

A deductive, descriptive, quanitative study was undertaken at Nyangabgwe Hospital, Francistown, Botswana, situated in the north east of the country. Its focus was on the use of partogram by midwives. The population consisted of 395 obstetric records for the period of one month. A sample of 303 obstetrics records was drawn. Data were collected through auditing the bed letters of delivered mothers and interviews with and observation of midwives using the partogram in practice. The Statistical Package for Social Sciences (SPSS) program was used to analyse the data. The findings indicate that there are problems regarding, and factors that can have a negative influence on the use of the partogram by midwives. It is suggested that a supportive teaching programme for the midwives should be designed, that will support the system of supervision in the labour ward that already exists, in the use of the partogram throughout the labour process. / Health Studies / M.A. (Advanced Nursing Sciences)

The collapse of certainty: contextualizing liminality in Botswana fiction and reportage

This thesis deploys Homi Bhabha's perspective of postcolonial literary theory as a critical procedure to examine particular instances of fiction, as well as reportage on Botswana. Its unifying interest is to pinpoint the shifting nature or reality of Botswana and, by extension, of African identities. To that end, I use Bhabha's concept of liminality to inform the work of writers such as Unity Dow, Alexander McCall Smith, and instances of reportage (by Rupert Isaacson and Caitlin Davies), from the 1990s to date. The aims of the thesis are, among other things, to establish the extent to which Homi Bhabha's appropriation of the term liminality (which derives from Victor Turner's notion of limen for inbetweenness), and its application in the postcolonial context inflects the reading of the above works whose main motifs include the following: a contestation of any views which privilege one culture above another, challenging a jingoistic rootedness in one culture, and promoting an awareness of the existence of several, interlocking or even clashing realities which finally produce multiple meanings, values and identities. In short, it is proposed that identity is not a given but rather a product of a lived reality and therefore a social construct, something always in process. The thesis begins by theorizing liminality in Chapter 1 within the context of Homi Bhabha's understanding and interrogation of the colonial discourse. This is followed by the contextualization of liminality through the reading of, firstly, the fiction of Unity Dow in Chapters 2 and 3, and then the "detective" fiction of Alexander McCall Smith in Chapters 4 and 5. In the discussion of these works, I also touch on instances of reportage which relate to the lives of the authors. In the case of Smith's "detective" fiction, for example, reportage refers to his incorporation of actual historical events and personages whose impact, I argue, suggests the liminality of culture. In Chapter 6, the idea of reportage varies slightly to denote works of fiction in which there is a great deal of historical fact. Thus Rupert Isaacson's The Healing Land: A Kalahari Journey and Caitlin Davies' Place of Reeds are treated as works of reportage in line with Truman Capote's application of that term. What comes out most evidently in this study is the shifting idea of (Botswana/African) identity. Use of a library in a teacher's college of education in Botswana : a case study

The primary purpose of this study was to investigate the patterns of library usage of student teachers and lecturers, the factors influencing their usage behaviour and the methods used by lecturers to promote use. A case study was conducted at Tonota College of Education in Botswana. Questioning data collection methods were used. A total of 172 student teachers and 84 lecturers were selected by means of stratified random sampling. The findings revealed that both student teachers and lecturers made frequent use of the library. Borrowing for curriculum-related use constituted more than half of the reasons why student teachers and lecturers used the library. Most of the lecturers indicated that they adopted topic assignments as a method of motivating students to make use of the library. This was confirmed by the majority of student teachers. Factors affecting antiretroviral therapy patients' data quality at Princess Marina Hospital pharmacy in Botswana

AIM: This study aimed to explore the factors influencing antiretroviral therapy patients` data quality at Princess Marina Hospital Pharmacy in Botswana. METHODS: A phenomenological approach was adopted in this study. Specifically, Interpretative Phenomenological Analysis qualitative design was used to explore the factors influencing antiretroviral therapy patients` data quality at Princess Marina Hospital Pharmacy in Botswana. Data were collected using a semi-structured interview format on 18 conveniently selected pharmacy staff. Data were analysed using Smith’s (2005) Interpretative Phenomenological Analysis framework. RESULT: Five thematic categories emerged from data analysis: data capturing: an extra task, knowledge and experience of IPMS, training and education, mentoring and supervision, and data quality: impact on patients’ care. The findings of this study have implications for practice, training and research. CONCLUSION: Pharmacy staff had limited knowledge of IPMS and its utilisation in data capturing. Demokratiese konsolidasie in Afrika : 'n vergelykende studie tussen Botswana en Mauritius

Thesis (MA (Political Science))--University of Stellenbosch, 2006. / ENGLISH ABSTRACT: Botswana and Mauritius have been operating as stable, multi-party democracies since their independence, in 1966 and 1968 respectively. It is unclear, however, which country is the most consolidated democracy. Therefore, this study compares Botswana and Mauritius, using specific criteria as developed by writers such as Huntington (1991), Linz and Stepan (1996), Przeworski (1996) and Schedler (1998 and 2001) to determine which country is the most consolidated democracy. The criteria used to determine the most consolidated democracy, can broadly be subdivided as follows. Firstly, institutions impacting on democratic consolidation, and the presence of these institutions in Botswana and Mauritius will be studied, such as the rule of law; whether the respective countries are characterised by a system of Presidentialism or Parliamentarianism; the electoral system used; whether elections are competitive, free and fair, and whether these elections resulted in a peaceful change in political power; the presence of a usable state bureaucracy; and lastly, the rankings by Freedom House will be used to determine to what extent citizen political and civil rights are protected and guaranteed. Secondly, the socio-economic factors impacting on the erosion or deepening of democratic consolidation will be studied, with the focus on trends since independence. These factors include the existence of an economic society; per capita income; economic growth and inflation; as well as inequality reduction within the respective countries. Lastly, the social conditions influencing democratic consolidation will also be studied, such as ethnic homogeneity or heterogeneity; the prevalence and size of the middle class as influenced by urbanization and adult literacy; and lastly, the prevalence and role of civil society. Botswana and Mauritius were compared using the above criteria. This study comes to the conclusion that Mauritius is the most consolidated democracy. The following findings support the conclusion that Mauritius is the most consolidated democracy. Mauritius is a rechtsstaat, whilst Botswana is not. In Mauritius, there is a distinction between the position of Head of State and Head of Government, in contrast to the extensive power given to the President in Botswana. There is no single dominant party in Mauritius, whilst the political sphere in Botswana is characterised by the dominance of the BDP since independence. The FPTP electoral system in Mauritius is supplemented by the BLS, in an effort to ensure sufficient representation to minority groups in the National Assembly, whilst Botswana only uses the FPTP electoral system. Elections in Mauritius are considered to be competitive, free and fair, whilst the fairness of Botswana’s elections, given the electoral system, have been questioned. Mauritius also passes Huntington’s Two Turnover test, as there have been three changes in political power, whilst the BDP in Botswana have won every election since independence. Mauritius’ position on the HDI is much better than the position of Botswana, and the consociational compromises agreed upon in Mauritius resulted in a social environment which assists democratic consolidation. Lastly, Mauritius is also characterised by a lively civil society, whilst civil society in Botswana is considered to be a-political and weak.

A comparative study of governance and state development in post-colonial Botswana and Zaire/ DRC

Thesis (MA)--Stellenbosch University, 2012. / ENGLISH ABSTRACT: The aim of this research was to explore the interaction between governance and development in post-colonial Africa. The departure point of the thesis was the understanding that the state remains a pre-eminent actor in the international system. Keeping this assumption in mind, the study made use of a comparative analysis; comparing governance and development in Botswana with governance and development in Zaire/the Democratic Republic of the Congo (DRC), focusing on the post-colonial era. The importance of this research lies in its contribution to the debate on the role of the state in post-colonial Africa. It explores the influence of institution formation and policy implementation by governments (in other words, governance) on development. Understanding the effect of governance on development can have invaluable lessons for other African states in their efforts to develop further. The research question, which guided the thesis thus, was: in the era of the pre-eminence of the state, making use of a comparison between Botswana and Zaire/DRC, what is the influence and effect, of state institution formation and policy implementation (governance) by governments, on state development in terms of economical-, political- and social development? The two main variables were governance and development. Development was sub-divided into three indicators: political, economic and social development. Governance was evaluated in terms of being seen as poor or good governance, as per the World Bank’s definition and understanding of governance. Zaire/DRC, as an example of a failed state, was analysed first, followed by Botswana, selected for its arguably “best practice” experience. For each country the analysis was subdivided into three phases as per the theoretical framework of Chazan, Lewis, Mortimer, Rothchild, and Stedman’s book, Politics and Society in Contemporary Africa (1999). Their book describes three stages of change in African state development in the post-colonial era (Chazan-framework). This framework uses the Chazan-framework and thus subdivides the post-colonial era into: the concentration (centralisation) phase, the elaboration phase, and finally the reconsideration of state power phase. The research found that Zaire/DRC followed a process of state collapse in the post-colonial era, whereas in sharp contrast Botswana experienced positive state development. Since independence Zaire continuously practised poor governance whilst Botswana largely practiced good governance. This was true in all three phases of the Chazan-framework. At the same time, or perhaps due to poor governance, Zaire continuously experienced negative development in all three development categories whilst Botswana continuously experienced positive development in all three development categories, again perhaps due to good governance. The research concludes that even though Botswana is not necessarily an example of a perfect state, it is special in an African context, because of its good governance record. This study does not draw direct relationships between good governance and development, but finds that Botswana probably benefited greatly in development due to the implementation of good institutions, good government policies and general good governance. The research also found that states benefit when their governments practice and adopt policies that are anti-corruption, pro-democracy, pro-competition, pro public-private partnerships, and pro market-orientated economics. In addition, the following are also conducive to good governance: leadership with integrity, peaceful and regular leadership changes, clear distinction between government (party) and the state, and empowered government oversight institutions that act, even against the government itself when needed. The practice of good governance is thus shown to be supportive of long-term development. / AFRIKAANSE OPSOMMING: Die doel van hierdie navorsing was om die interaksie tussen regering en ontwikkeling in post-koloniale Afrika te ondersoek. Die tesis gaan uit vanuit die oogpunt dat die staat steeds ‘n dominante akteur in die internasionale stelsel is. Die studie het gebruik gemaak van ‘n vergelykende ontleding. Regeringstyl en ontwikkeling in post-koloniale Afrika is met mekaar vergelyk. Die vergelyking is getrek tussen Botswana en Zaïre/Demokratiese Republiek van die Kongo (DRK). Die belangrikheid van die navorsing lê in die bydrae tot die debat oor die rol van die staat in Afrika in die post-koloniale era. Dit bekyk die belangrikheid van instellingskepping en beleids-implementering (met ander woorde, regeerstyl of regering) deur regerings in terme van invloed op die ontwikkeling van state in Afrika. Beter begrip van hierdie verhouding kan waardevolle lesse bevat vir ander Afrikastate in hul pogings om verder te ontwikkel. Regering is geëvalueer in terme van wat gesien word as swak of goeie regering, volgens die Wêreldbank se definisie en begrip van goeie regering. Zaïre/DRK is eerste as ‘n voorbeeld van 'n mislukte staat ontleed, gevolg deur Botswana, gekies vir sy veronderstelde "beste praktyk"-ervaring. Alhoewel hierdie studie nie 'n direkte verhouding tussen goeie regering en ontwikkeling probeer bevestig het nie, bevind dit wel dat Botswana moontlik in terme van ontwikkeling, weens die implementering van goeie instellings, goeie regeringsbeleid en algemene goeie regering, baie voordeel getrek het. Die navorsing bevind ook dat state voordeel trek wanneer hul regerings beleid aanvaar en toepas wat teen korrupsie is, maar wat demokratiese ideale, markkompetisie, openbare-private vennootskappe en markgeoriënteerde ekonomiese aktiwiteite bevorder. Goeie regering word ook bevorder deur leierskap met integriteit, vreedsame en gereelde verandering van leierskap, duidelike onderskeid tussen die regering (party) en die staat, sowel as nie-regeringsinstellings met die mag om as oorsigliggame oor die regering te funksioneer. Die praktyk van goeie regering blyk dus langtermyn staatsontwikkeling te bevoordeel en te ondersteun.
