A política climática da cidade de São Paulo (2001-2016): análise da ação pública / The climate policy of the city of São Paulo (2001-2016): analysis of the public action.

Checco, Guilherme Barbosa 28 September 2018 (has links)
The climate change imposes a set of challenges to the contemporary society. This dissertation considers the climate change from the local governments approach and, more specifically, the São Paulos city experience. The climate policy allowed the city to play a leading role at the national regional scenario, besides an international insertion. The city has promulgated in June 2009 the law that created and institutionalized its climate change policy, before the State of São Paulo and the Union. The period analyzed considered the mandates of mayors Marta Suplicy (PT) from 2001 to 2004, José Serra (PSDB) in 2005 and Gilberto Kassab (PFL/DEM/PSD) from 2006 to 2012, and Fernando Haddad (PT) from 2013 to 2016. This period was analyzed from the theoretical reference of the political sociology perspective, considering specifically the figure of the public policies mediator and public action instruments. The methodology adopted was based on non-systematic bibliographic review, researches in legislation and journals, and the application of semi structured questionnaire on interviews with key actors. What allowed the city of São Paulo to play a leading role in the field of public policies on climate change in Brazil? The quest for the answer to this question indicated that a set of local public action instruments have been in place since at least 2003 and, as climate change values have come to represent the main reference of SVMA actions, a series of intersetorial actions gained strength. Eduardo Jorge has an important leadership in this process, being the environmental secretary during the longer analyzed period. However, when the new São Paulos government takes place from 2013, climate change policy loses strength and has setbacks.

This study is justified by the needs of the reseacher-teacher (Pontecorvo 2005, André 2008, Bortoni-Ricardo, 2008) to seek answers to worrying questionings concerning the paradigm changes in education, demanding a new attitude, new performance and knowledge of the theoretical bases of reading teaching (Soares 1998, Kleiman 2002, Rojo 2006), and new reading practices in the classroom (Solé 1998, Pontecorvo, 2005). It is inserted in Applied Linguistics area, it aims to contribute to the construction and negotiation of multiple readings in the classroom (Zanotto 1995, Moita Lopes 2006) ; cognitive and interactive process of reading (Kato 2007, Kleiman 2004 ) and reading as a social practice. Data had been collected through experiences carried out in a school with a focus group composed of high school students from public schools. The think aloud in group (Zanotto, 1995) is a technique or method of research and at the same time an educational experiences that contributed significantly to the co-construction of meanings. This study demonstrates the value of literacy teaching (Michelletti 2006, Cosson, 2007) and the key role of the mediator teacher along the construction of knowledge and the teacher s vocational training (Perrenoud 2002, Kay 2007).

Initially we established the dialogue between the practices that I have developed in the classroom and those proposed by the Reading and Writing Program from the Government of the State of São Paulo, in order to highlight the concepts that underlie these two practices. Later, the role of the teacher- mediator is analyzed in the process of the formation of the literary reader and suggested proposals are identified which can be developed in the process. To theoretically support the research, we turn to authors such as Candido, Freire, Petit, Barthes, Smith, Perrone-Moisés, Calvino, Dios, Bajour and Castrillón, who guided our reflection. The thesis is organized into three chapters: "Reading and literary text: the reader's formation", which addresses the conceptions of reading, literature, literary text, literary literacy and literary reader, concepts which are also present at Reading and Writing Program of the Government of the State of Sao Paulo, "Literary text reading practices in the classroom: dialogues with the Reading and Writing Program", in which we present the practices of reading proposed by the program that dialogue with my own practices developed in the classroom, and " The mediator role in the formation of the literary reader", which discusses his/hers decisive role in the formation of the literary reader and suggests literary text reading practice in the classroom. It also discusses how the teacher needs to understand that the work begins with the written text, but it is essential to go beyond it, that is, give voice to the student, to turn him/her into an author, not only of a written text, but based on his/her own history, giving opportunity to him/her to be autonomous, reflect, develop critical thinking and become an effective citizen / Partindo da relevância da formação do leitor literário, o presente estudo objetiva discutir as práticas de leitura do texto literário em sala de aula no Ensino Fundamental I e o papel do professor-mediador nesse processo.

Étude transcriptionnelle des mutations dans le Médiateur ou dans son partenaire NIPBL à l'origine des maladies génétiques / Transcriptional study of mutations in Mediator complex subunits or his partner NIPBL causing genetic diseases

Donnio, Lise-Marie 15 December 2014 (has links)
Mediator (MED) is a multi-protein complex whose main role is to convey to basal transcriptional machinery the different signals from factors bound at specific DNA sequences , allowing thus a fine regulation of gene expression. Mutations in MED or its partners, like NIPBL, cause various diseases, such as congenital malformations, neurodevelopmental disorders or cancers. Using cells from patients carrying different mutations in the MED subunits, MED12 or MED17, or in NIPBL, we observed an alteration of the expression of studied genes which depend on the position of the mutation and on the nature of the activation. These variations of gene expression are the consequence of a defect in transcription complex formation, as well as in chromatin remodeling(post-translational histones modifications). In addition to better comprehend the role of the MED subunits MED12 and MED17, and of NIPBL on gene transcription, my thesis helped to better understand the ethiology of the disorders associated with mutations in these proteins.

This dissertation presents a bit of the life and work of one of the important academic figures of the Santos society and who was the creation leader of the Catholic University of Santos, Waldemar Valle Martins. A man concerned with education and a believer of this transforming power in the life of the human being. For having fought for the implantation of the first University of Baixada Santista and for your importance for the city of Santos, the objective of this work is to present your trajectory as educator and intellectual, besides preserving and keeping alive your memory. This research is qualitative and, to analyze the profile of this man, was used as methodology the historical documentary, being carried out a survey of his writings. Although there were many primary sources, such as official and personal documents, writings, photos, these were not enough to analyze their different roles in the society of Santos. For this reason, it also used oral history methodology, through interviews with people who studied and worked with him, seeking more information about this intellectual. Thirty-five interviews were carried out using a semi-structured questionnaire, which confirmed its importance for education in the city of Santos, considering that it was committed to quality higher education, preparing teachers to teach through courses. His role as an intellectual inside and outside the University is also highlighted. The concept of analysis used is that of a mediator, developed by Ângela de Castro Gomes and Patricia Hansen. In addition to this, the concept of intellectual and his network of sociability, by Jean François Sirinelli, is used. The interviews confirmed that Waldemar was an intellectual for his work in the educational and social field, through his writings in the print media and his classes taught at the universities where he taught. These performances attest to its importance for the intellectual formation of your alumni and former parishioners. In view of what was presented, it can be concluded that Waldemar Valle Martins was a relevant mediating intellectual, since his work through his network of sociability and influence with the Federal Council of Education contributed effusively to the implementation of the Catholic University of Santos, a an important educational landmark for the city of Santos and the region.

Martins, Andrei Venturini 11 November 2011 (has links)
Made available in DSpace on 2016-04-27T17:26:59Z (GMT). No. of bitstreams: 1 Andrei Venturini Martins.pdf: 1778229 bytes, checksum: 55fe21833ba1001bae979fbe899bfda2 (MD5) Previous issue date: 2011-11-11 / Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / The main goal of this inquiry is to analyze the issue of human condition after the Adamic Fall, according to Blaise Pascal. We have chosen his Lettre that dates from October 17th, 1651, as our main object of analysis. This Lettre is anything but a marginal text within the author s work, representing, on the contrary, the debut of several meditations on themes such as death, compassion, providence, consolation, sacrifice, original sin, self-love, the infinite emptiness, the horror of death before and after the Fall, the love of live before and after the Fall. Our departing hypothesis is that, according to Blaise Pascal, man lives on attempting to deflect the infinite emptiness that dwell in him and fill it somehow, even though only Jesus Christ, as a mediator, is capable of fulfilling the void left by God. To sustain this hypothesis, two major concepts - that of self-love and that of infinite emptiness - present in the foresaid Lettre shall be analyzed throughout the two parts that form this research: A Theory of Original Sin and its Consequences and The Infinite Emptiness of man without God . In Part I, the focus is on the Jansenist spiritual direction of the XVIIth century, and its implications with regards to our object (First chapter). The second chapter focuses on the concepts of Self-Love and Infinite Emptiness, and there we raise the question whether, to Pascal, self-love as detachment from God is the root of all evil and all vices, and whether it is the cause of the infinite emptiness that dwells in man. Apart from Self-Love and Infinite Emptiness, the Lettre also mentions the will to domination and laziness as other consequences of the Adamic Fall. At the end of the first part (Third chapter), we intend to demonstrate the consequences of the Fall as Pascal puts them in the Écrits sur la Grâce: ignorance, concupiscence, guilt and eternal death. Thus, we shall have a more thorough perspective on the consequences of the Fall - something we shall name subjective collage , since we bring the Lettre near to the Écrits sur la Grâce and compose a picture with the consequences of the Fall. In Part II, titled The Infinite Emptiness of man without God , we have elaborated two chapters in order to meditate about human condition based on the concept of infinite emptiness. Chapter IV (the first in Part II) focuses on the relation between infinite emptiness and the Pascalian concept of divertissement; finally, the fifth and last chapter brings the concept of infinite emptiness near to that of Christ as Mediator / O principal objetivo desta pesquisa é analisar a condição humana depois da Queda Adâmica em Blaise Pascal, tendo como objeto central a Lettre de 17 de outubro de 1651.

Mécanismes de l'activation de la transcription in vivo par le Médiateur / Mecanisms of transcription activation in vivo by Mediator

Eyboulet, Fanny 19 September 2014 (has links)
In eukaryotes, the synthesis of messenger RNA (mRNA) is highly regulated in response to the binding of specific activators to regulatory regions. This step allows the recruitment of coactivators, general transcription factors (GTFs) and RNA polymerase II (Pol II) to form the preinitiation complex (PIC). Mediator is a co-activator complex essential to this process and although it has been studied intensively during the last few years, its complexity has precluded a detailed understanding of the molecular mechanisms of its function in vivo. During my PhD, I focused on the Med17 subunit which plays a central role within the Mediator head module and interacts directly with Pol II. We obtained a large collection of temperature-sensitive mutants of this subunit in the yeast Saccharomyces cerevisiae, and then characterized these mutants by different molecular biology and functional genomics approaches. Our ChIP-seq analyses show that Mediator influences independently the recruitment and/or the stabilization of TBP as well as TFIIH core and kinase modules on the genome. These results indicate that, unlike a linear sequence observed in vitro, in vivo the PIC assembly is a non-sequential multistep process and that Mediator is important to orchestrate the recruitment of different PIC components. Furthermore, we identified a direct contact between Mediator and Rad2/XPG, an endonuclease involved in DNA repair. A genome-wide analysis reveals that this protein is present on class II genes in the absence of genotoxic stress, and that its genomic localization correlates with that of Mediator. We thus demonstrated that Mediator is important for Rad2 recruitment, suggesting a new role for this complex in DNA repair, in addition to its co-activator role in Pol II transcription.

However, when the new São Paulos government takes place from 2013, climate change policy loses strength and has setbacks.

Depression is a serious public health concern and leading cause of global disability; in the U.S., it is estimated that over 35 million individuals suffer from depression. Health-related dysfunction, including impairment and poor quality of life, are often associated with depressive symptoms; however, little research has examined the interrelationships between these factors. Functional impairment, or the experience of difficulty conducting necessary activities of daily living, may contribute to emotional distress directly but may also impact perceived quality of life. Health-related quality of life (HRQL), which is conceptualized as a holistic and subjective perception of one’s physical and mental quality of life, is a wellestablished indicator of overall general health. Given the dearth of research examining the linkages between these variables, we hypothesized that greater levels of functional impairment would be positively related to depressive symptoms and that physical and mental HRQL would mediate this association, such that greater functional impairment would be associated with poorer mental and physical HRQL and, in turn, to greater depressive symptoms. Our sample (N=100; 70.3% female (N=71); 93% Caucasian (N=94); Mean Age = 42.18, SD = 12.83) was recruited from a rural, Southern Appalachian primary care clinic serving working and uninsured patients. Participants completed self-report measures: Instrumental Activities of Daily Living Scale, World Health Organization Quality of Life Scale - Brief, and the Center for Epidemiological Studies Depression Scale. Simple mediation analyses, consistent with Preacher and Hayes, were conducted covarying age, sex and ethnicity. In support of our hypothesis, the direct effect of functional impairment on depressive symptoms decreased but remained significant (DE=-1.39, SE=.66, p=.03) when mental HRQL was included as a mediator (IE lower 95% CI=-3.27, upper 95% CI=-.877), indicating partial mediation. In addition, the direct effect of functional impairment on depressive symptoms fell out of significance (DE=-1.18, SE=.33, p=.15) when physical HRQL was included as a mediator (IE lower 95% CI=-3.79, upper 95% CI=-.83), indicating full mediation. Our findings suggest that individuals experiencing functional limitations are less likely to report good mental and physical HRQL and, in turn, endorse higher levels of depressive symptoms. Our findings may have clinical implications; therapeutic enhancement of coping skills and problem-solving strategies may reduce psychological distress, whereas engagement with social and instrumental support networks may provide assistance with physical limits, thereby reducing risk for depressive symptoms in individuals experiencing functional impairment.

Professionnalisation et mondialisation du rugby à XV : entre modèles sportifs et ancrages territoriaux / Professionalization and globalization in rugby union : between sporting models and territorial anchorage

Le lay, Yvonnick 30 November 2018 (has links)
The aim of this research work is to wonder about the dialectic between the professionalization and the globalization of the rugby union, and the evolution of the resulting territorial anchorages, depending on the specific sporting model of the investigation lands that have been selected: Brittany, Munster and Georgia. The issue is to demonstrate to what extent the professionalization of the organizations and the sporting actors is at the same time the driving force of the rugby globalization and of new rugby territorial differentiations’ oligopolistic logics, on various levels in geographic terms. Being diffused into the domestic amateur championships, this professionalization stimulates dynamics in favor of the much competitive sporting territories and the best integrated to the rest of the globalized world, while being the vector of specific territorial identities. The selection of the three investigation lands stems from the relevantness of the interrogation on the link between the sporting models and the territorial anchorages to comprehend each model of rugby territorial production and the specific forms of the territorial anchorage of the rugby practice, considering this sport as a territorial mediator. For each investigation land, while proceeding by iteration, the triangulation method implemented allows to go deeper and to test the concepts that have been mobilized. Three major socio spatial analysis approaches have been focused: the structural approach, the systemic approach and the approach that highlights the actors’ role.
