It is required, from people and organizations, efforts that bring alternatives for living together with technological changes: both economic and social ones, in all fields of knowledge, specially in Education. So, people who bring up people need to make an upgrade of their educational practices, over and over thinking about institutions syllabus, in order to promote professionals and society development, in general. The secretary, inserted in this context, deserves special attention, for being somebody of extreme importance at the part, suffered prejudices by doing simple and daily activities, known as being typical of feminine universe. This way, the general aim of this research was to investigate how the secretary’s formation has been developed at the Federal University of Ceará (UFC), in relation to transformations lived by the contemporaneous society and if this very formation conducts to the construction of an autonomous person. The specific aims were related to describe what would be the demands, in terms of competence and habilities, showed by that secretary that the global work requires, analyzing the concept this professional has about his own role, his autonomy and his performance today. For giving a support to this study, it was turned to the matters about Syllabus, Autonomy, Citizenship, Professional formation, Competences and Habilities, Syllabus Directions, among other ones. As a methodological proceeding, this research was, concerning on its aims, descriptive and also bibliographic, documental and a field one, making use of interview and a questionnaire too, and accomplishing a deep study about the executive secretary’s formation graduated by UFC, permitting a whole and detailed knowledge about him. Admitted and seniors students, as well as professors and former students, besides companies/organizations directors, in short, everywhere existed the post of executive secretary. It was concluded that the professional formation has been directed to the work market and because of this it is quested the autonomous person arising, being this autonomy very restricted, provided that the decision power occurs in the secretary’s area of actuation and he is not a real participant of the strategic decisions. Competences and habilities are related to activities like to advise, administrate the chronology, being a leader, direct, develop support activities for decisions, but also doing traditional tasks as prepare the boss note book and serve coffee. They staff workers, consider themselves important at the organizations, but show they are afraid of loosing the job. It was proved the necessity of students promote the graduation course spreading as well as the professional secretaries to engage in a movement of strengthen of their syndicate, requiring improvements for their professions as autonomy and the citizenship exercising. / Vive-se em um ambiente dinâmico, exigindo-se das pessoas e das organizações esforços no sentido de que percebam alternativas de convivência com as mudanças tecnológicas, econômicas e sociais, inseridas em todas as áreas do conhecimento, mormente na Educação. Assim, educadores necessitam realizar, constantemente, revisões de suas práticas pedagógicas, repensando o currículo das instituições, para promover o desenvolvimento dos profissionais e da sociedade em geral. O secretário, inserido neste contexto, merece atenção especial, por ser um profissional de extrema importância dentro das organizações, mas que, no passado, sofreu preconceitos por desempenhar atividades simples e rotineiras, conhecidas e tidas como sendo típicas do universo feminino. Dessa forma, o objetivo geral desta pesquisa foi investigar como tem sido desenvolvida a formação do secretário executivo na Universidade Federal do Ceará (UFC), frente às transformações da sociedade contemporânea, e se a referida formação conduz à construção de um sujeito autônomo. Os objetivos específicos foram descrever quais as demandas, em termos de competências e habilidades do secretário, que o mundo do trabalho requer, analisando a concepção que o profissional tem do seu papel, da sua autonomia e do seu trabalho no mundo contemporâneo. Para dar suporte ao estudo pretendido, recorreu-se aos assuntos sobre Currículo, Autonomia, Cidadania, Formação Profissional, Competências e Habilidades profissionais, Diretrizes Curriculares, entre outros. Como procedimento metodológico, esta pesquisa, quanto aos seus objetivos, é de natureza descritiva e quanto aos procedimentos técnicos adotados para a coleta de dados, bibliográfica, documental e de campo, utilizando-se do questionário e da entrevista; realizou-se ainda estudo profundo acerca da formação do secretário executivo formado pela UFC, de maneira a que permitisse seu amplo e detalhado conhecimento. Os participantes foram os estudantes ingressantes, os concludentes, os professores, os egressos do Curso e os dirigentes de empresas/organizações nas quais houvesse o cargo de secretário executivo. Concluiu-se que a formação profissional tem sido mais direcionada para o mercado de trabalho e, por isso, questiona-se a construção do sujeito autônomo, porque a autonomia é, na verdade, bastante limitada, tendo em vista que o poder de decisão ocorre dentro da área de atuação do secretário, não participando este das decisões estratégicas. As competências e habilidades estão relacionadas com atividades como assessorar, administrar o tempo, liderar, gerir, desenvolver atividades de apoio às decisões, mas ainda são executadas atividades tradicionais: preparar a agenda do chefe e servir cafezinho. Os profissionais cumprem o papel de assessores, consideram-se importantes dentro das organizações, mas demonstram receio de perder o emprego. Constatou-se, ainda, a necessidade de os estudantes promoverem a divulgação do Curso de graduação, bem como de os profissionais secretários se engajarem no fortalecimento do Sindicato da categoria, reivindicando melhorias para o exercício da profissão com autonomia e exercício da cidadania.

O estudo ora apresentado retoma as discussões acerca da Formação de Professores a partir dos anos 1990, enfatizando a Formação Continuada de Professores no contexto dos anos 2000, e o papel da UNICAMP enquanto Instituição Formadora, na execução de Políticas voltadas à formação continuada dos profissionais da Educação Básica. Por meio da análise de Relatórios de Avaliação elaborados por agências externas de avaliação, Relatórios de Avaliação produzidos pelas coordenações dos Cursos,depoimentos, anotações em diários, documentos da própria Secretaria de Estado de Educação de São Paulo, dentre outros, foi possível constatara importância do trabalho realizado pela UNICAMP no tocante à Formação Continuada dos Profissionais da Educação Básica. No que concerne ao Programa Teia do Saber, os dados demonstraram que aproximadamente 85% dos professores que participaram do curso o avaliaram como Excelente ou Bom, retratando, portanto, em percentuais, as contribuições do curso às práticas pedagógicas desenvolvidas em sala de aula. No que diz respeito ao Curso de Especialização em Gestão Educacional,constatou-se que as experiências de cunho teórico-metodológico repercutiram de forma positiva na prática profissional dos gestores que participaram do Curso, uma vez que estespassaram a refletir sobre a realidade e a ter postura mais crítica acerca das políticas públicas, além de ressignificarem as ações desenvolvidas enquanto gestores. O Curso contribuiu, ainda, para: a melhoria nas relações dos gestores com os docentes, alunos e comunidade em geral;o desenvolvimento de novos processos de ação-reflexão-ação;uma nova postura frente ao Projeto Político Pedagógico e ao Planejamento de ensino, dentre outros. / Abstract: In this work we analyze the contributions of the State University of Campinas - UNICAMP to the continuous formation of professionals involved in basic education within the public school network in the State of São Paulo, Brazil. The focus of the analysis is set on the programs Teia do Saber (Web of Knowledge) and Curso de Especialização em GestãoEducacional (Specialization Course in Educational Management) offered by UNICAMP between 2002 and 2007. We resume the discussions about the formation of teachers since the nineties, emphasizing the continuous formation of teachers through the program Formação Continuada de Professores (Continuous Formation of Teachers) since 2000 and th e role of UNICAMP as a forming institution executing policies directed to the continuous formation of professionals involved in basic education. The importance of the contribution of UNICAMP is evaluated based on evaluation reports of external agencies, reports of coordinators of the courses, testimonies, notes in diaries and documents of the State Secretary for Education of the State of São Paulo. From all those sources the importance of the work developed at UNICAMP in the continuous formation of professionals in basic educations could be verified. Concerning the program Teia do Saber, the data show that approximately 85% of the participating teachers evaluated the course as 'excellent' or 'good', thus reflecting in percentages the contribution of this course to the pedagogical practices applied in classroom. With respect to the program Curso de Especialização em Gestão Educacional we observe that the theoretical and methodological approaches of the experience reflected positively on the professional practices of the managers participating in the course, awakening in them a deeper thinking and a more critical view about public policies and reality. Our analysis reveals that the participants have been led to re-interpret their actions as managers, improving their relationship with teachers, pupils and external community, and developing new processes of action-reflection-action, assuming among other points, a new view of pedagogical policies and planning of education. / Doutorado / Ensino e Práticas Culturais / Doutor em Educação

Vuxnas syn på sin tid som familjehemsplacerade : En studie om anknytning till familjehemsföräldrar och upplevd kontakt med socialsekreteraren

Syftet med studien är att ta reda på hur anknytningen med familjehemsföräldrarna och kontakten med socialtjänsten påverkar ett barn vid en familjehemsplacering och vidare in i vuxenlivet. Dessutom studeras även hur god anknytning främjar en familjehemsplacering och kontakten med socialtjänsten. Studien har en kvalitativ ansats och fem intervjuer med vuxna personer som bott i familjehem har genomförts. Delar av Bowlbys anknytningsteori och Antonovskys (2010) föreställning om KASAM användes vid analys av uppsatsens empiri. Resultatet visar att samtliga intervjupersoner har upplevt en trygg anknytning till familjehemsföräldrarna när de var placerade som barn. En trygg anknytning i familjehemmet grundar sig på regler, rutiner, engagemang och samhörighet mellan det placerade barnet och familjehemsföräldrarna. Barn med en otrygg anknytning får det svårare att skapa nya relationer och utveckla en trygg relation till familjehemsföräldrarna vid en familjehemsplacering. I socialtjänstlagen står det att alla barn som placeras i familjehem ska ha en socialsekreterare som kontaktperson (2015:982). Familjehemsplacerade barn behöver en socialsekreterare som de känner tillit till, för att öka möjligheterna till att utveckla bra relationer i familjehemmet och att upptäcka eventuella missförhållanden. / The purpose of this study is to examine how the connection with the foster parents and the contact with the social services affects a child during a foster care placement and later in life. Furthermore, it also examines how good connection favours a foster care placement and the contact with the social services. For the study, a qualitative method was used. Five interviews took place with adults who have, at some point during their childhood, been in foster care. Parts of Bowlbys attachment theory and Antonovskys (2010) idea of KASAM was used to analyze the study’s empirics. The result shows that all adults who got interviewed in this study felt they had good relations with the foster parents and felt safe in their presence during the time they spent in foster care. Four guidelines for a good relationship between a child and their foster parents has showed to be rules, structure, commitment and affinity. Children who feel insecure with their current relations have a harder time building new relations and will have a tough time creating good relations within the foster home. The Social Service Act demands that every child in foster care shall be assigned a social secretary (2015:982). Children who has been placed in foster care needs a social secretary that they feel they can trust, this will increase the possibility of good relations within the foster home.

Utilizamos a metodologia de dados em painel acompanhando os munícipios brasileiros por dois períodos 2011 e 2014, com o objetivo de verificar se municípios onde o secretário municipal de educação tem formação na área de educação mostram melhores resultados nos exames de proficiência do SAEB para as turmas de 5º e 9º anos do ensino fundamental. Os resultados mostram que o secretário municipal de educação com formação em educação gera efeito positivo nas notas de proficiência em português e matemática dos alunos de 5º ano, esse efeito representa 4,3% (português) e 3,6% (matemática) do desvio padrão das notas dos alunos. / The main purpose of this paper is to assess the impact of the educational background of the municipal secretary of education over the learning of the public elementary school students in Brazil. Using the panel data methodology, analyzing two periods 2011 and 2014, with the objective of checking if the cities which the municipal secretary of education has a background in the educational area shows better results in students’ proficiency for 5th and 9th-graders of elementary school. The results show that municipal secretary of education with educational background has a positive impact over the Portuguese and Mathematics 5th-graders scores. This impact account for 4,3% (for Mathematics) and 3,6% (for Portuguese) of the scores standard deviation.

Traditionally, meetings between social workers and clients have taken place physically. Since the 2010s, there has been a digital development which has meant that more calls between social workers and clients take place digitally, for example via telephone, Skype or mobile applications. In the spring of 2020, Sweden’s social services faced a drastic change due to covid-19 caused by the coronavirus SARS-CoV-2. In order to reduce the spread of infection, more and more meetings within the social services have had to take place digitally. This study aimed to investigate the impact and significance of digitalisation, in the form of the digital meeting, in the interaction and meeting between social welfare secretaries and clients in economic aid, viewed from the social welfare secretaries’ perspective.The empirical material has been collected through qualitative interviews with eight social welfare secretaries active within economic aid. With the intention of analyzing the empirical data a theoretical framework has been used, consisting of Goffman's theory of social interaction and new institutional organization theory.The result indicates that there are difficulties in establishing new, but also maintaining existing, relationships with clients when meetings become digital. The interaction between the parties is affected when the physical meeting is absent, especially if the parties cannot see each other. Apart from digital maturity, the digital meeting does not seem to require any other proficiency. The social welfare secretaries continue to describe that the proficiencies they already possess such as sensitivity, compassion and professionalism become more difficult to maintain in digital meetings. At the same time, the results show that digital meetings also have positive effects. It is mainly emphasized that digital meetings are more efficient and accessible than physical meetings. Furthermore, the impact and significance of the digital meeting is also affected by the client’s different conditions.

Mindre partier och nedslående opinionsundersökningar : En kvalitativ studie om hur dåliga opinionssiffror påverkar små riksdagspartier och deras ageranden

The purpose of this thesis is partly to analyze the influence of opinion polls on minor parties in the Swedish parliament and partly to study how those minor parties react to poor results in opinion polls. Previous research in the field has been conducted by researchers such as Per Oleskog Tryggvason, who constructed four arenas; internal, electoral, media and parliamentary, in which parties tend to respond to changes in opinion polls. This thesis contribution is to test the results of previous research with the choice of a qualitative method, in contrast to the large amount of quantitative research already conducted in the field. In addition we also found and examined a research gap about how minor parties strategically respond to changes in the arenas, through nine in-depth interviews with mainly former party secretaries. The results show that our study confirms what previous research has said about how opinion polls have affected political parties. Our analysis also shows that minor parties react to poor opinion polls in different arenas, for example they tend to work harder internally, clarify their policies and seek more visibility. Horewer, more research is needed to increase knowledge about the parties' actions against opinion figures.

En osäker allians : En studie av relationer mellan föräldrar och socialtjänsten vid barnutredning i Sverige / An unreliable alliance : A study of relationships between parents and child protective services during child investigations in Sweden

Studien undersöker utmaningar inom socialtjänstens arbete med barnutredningar och relationen till föräldrar, specifikt när relationen till föräldrar inte blir produktiv och snarare hindrar utredningsarbetet. Konsekvenser av en dålig relation kan vara att barnet blir osynligt i processen då fokus hamnar på föräldrars problematik och känsloliv, samt att barnets situation inte kan utredas och barnet riskerar att fara illa. Studien är kvalitativ och använder sig av semi-strukturerade intervjuer som tolkats ur begrepp från compassion-fokuserad terapi. Studien har genomförts med en deduktiv ansats och en tematisk analys. Resultat visar att relationens problem ofta handlar om föräldrars känsloliv och primitiva affektsystem, vilket beror på biologiskt och evolutionärt naturliga reaktioner i situationer där föräldraskapet hotas. Möjligtvis kan socialsekreterare bemöta föräldrar på ett mer ödmjukt sätt om de har en generell kunskap om hur affektsystemen påverkar föräldrar i mötet med socialtjänsten samt låta föräldrarnas affekt vara en del av processen. / This study examines the challenges that social workers in the child protective services face in relations to parents, specifically when the relationship with parents become problematic and hinders the investigation. The consequences of a bad relationship can be that the child becomes invisible in the investigation process because the problems and feelings of parents stand in the way. There is also the risk that the living situation of the child is left undiscovered and that harm may come the child. This is a qualitative study that used semi-structured interviews, analyzed through terms from compassion-focused therapy. The study used a deductive approach with a thematic analysis. The result shows that problems in the relationship often come from the feelings of parents and how they are effected by primitive affects that can be explained by biology and evolution. These reactions are natural in these circumstances regarding how parents might feel threatened in their parental status. Social secretaries might be able to treat parents in a humbler manner, with a general knowledge of how parents react according to primitive affects when meeting the child protective services, and maybe let the feelings of parent be a part of the process.

Leveraging Computational Methods to Advance Health Equity Science Through Evidence Synthesis, Strategic Monitoring, and Precision Public Health

In a landmark report, the Secretary of Health and Human Services once characterized the legacy of disparities in healthcare and health outcomes in the United States as “an affront to our ideals and the ongoing genius of American medicine.” Since then, a vast amount of scientific evidence regarding health equity has been generated and important interventions developed. Yet despite substantial concerted efforts, health inequity remains a persistent and pervasive public health concern. A significant challenge is the lack of scalable resources to organize, synthesize, and integrate knowledge gleaned from available scientific evidence and real-world observational data in a comprehensive, systematic fashion. Recognizing this, the National Institute on Minority Health and Health Disparities recently embarked on a science visioning process and enumerated a set of strategic goals to foster a new generation of research capable of making major strides. Among the strategies proposed, the institute promotes development of new methods and measurements that enable 1) evaluation of health equity research and ensuring its relevance to a diversity of populations, 2) better leveraging and fostering linkage between existing and emerging data sources to enhance analytic capacity, and 3) analysis of health determinants contributing to health disparities among subpopulations and small groups. In alignment with this vision, the studies presented in this thesis seek to advance health equity science by developing, applying, and evaluating informatics-based approaches to support evidence synthesis, monitoring, and precision. In particular, systematic, scalable, and sustainable (i.e., reproducible) approaches are emphasized. This dissertation employs robust methods for big data collection, integration, and analysis while drawing from a rich set of existing and emerging data sources including a large corpus of biomedical literature, electronic health records from the largest public health information exchange in the United States, open datasets provided by public agencies, proprietary national insurance claims datasets, and public health reporting data. The dissertation first aims to facilitate large-scale evidence synthesis to identify major areas of focus in health equity research and elucidate potentially less well studied populations, conditions, and topics. In order to accomplish these tasks, it draws from the informatics toolbox by leveraging machine learning, natural language processing, and symbolic reasoning to assess a vast portfolio of research and compare it to real-world data on condition prevalence. In doing so, it spotlights potential paths for additional scientific inquiry and attention in public health practice. Ultimately, we find that there are indeed potential disparities in disparities research and elucidate less well studied areas of interest. Building on these insights, this thesis then leverages underutilized real-world data sources (e.g., health information exchanges) and a common data model to buttress the highly fragmented and outdated public health data infrastructure currently used to monitor conditions of interest and elucidate potential disparities among populations. By intention, the illustrative example presented operates at a scale commensurate with current regional public health reporting, increases the number and types of data elements available for analysis, and improves turnaround time for surveillance report generation. We found a substantial lack of alignment between testing practices and population- and neighborhood-level trends in cases of sexually transmitted infections, signaling potential disparities and inefficient resource allocation. Thus, our work meets several hallmarks of infectious disease surveillance in the era of big data including volume, variety, velocity, and value, respectively. Importantly, these findings were not otherwise or less likely detectable given existing public health reporting practices. Finally, as existing health equity literature and public health surveillance practices do not often incorporate intersectionality as an integral lens for drawing comparisons, in large part due to the technical intractability of examining all possible demographic intersections, we demonstrate a novel subgroup discovery approach tailored to elucidating intersectional disparities in health outcomes. In doing so, it aims to better inform efforts to recognize and engage subgroups who might benefit from greater attention and more closely tailored interventions. To our knowledge, this new approach is the first to leverage supervised clustering to operationalize intersectionality for health disparities research. To ground this work, clinical examples focus especially on demonstrating application of each new approach to generalizable use cases involving HIV and other sexually transmitted infections – highly stigmatized conditions for which there is a long history of inequity.

Exploitation des genres de textes pour assister les pratiques textuelles dans les environnements numériques de travail : le cas du courriel chez des cadres et des secrétaires dans une municipalité et une administration fédérale canadiennes

Notre recherche a pour but de déterminer comment les genres textuels peuvent être exploités dans le design des environnements numériques de travail afin de faciliter l’accomplissement des pratiques textuelles de cadres et de secrétaires dans une municipalité et une administration fédérale canadiennes. À cet effet, le premier objectif consiste à évaluer l’aptitude des environnements numériques de travail à supporter les pratiques textuelles (lecture, écriture et manipulation des textes) de ces employés. Le deuxième objectif est de décrire les rôles des genres textuels au cours des pratiques textuelles. Avec l’exemple du courriel, le troisième objectif vise à examiner comment le genre peut être exploité dans une perspective d’assistance à la réalisation des pratiques textuelles dans les environnements numériques de travail. Cette recherche de nature qualitative comporte une méthodologie en deux étapes. La première étape consiste en un examen minutieux des pratiques textuelles, des difficultés rencontrées au cours de celles-ci, du rôle du genre dans les environnements numériques de travail, ainsi que des indices sollicités au cours de la gestion du courriel. Trois modes de collecte des données qualitatives sont utilisés auprès de 17 cadres et de 17 secrétaires issus de deux administrations publiques : l’entrevue semi-dirigée, le journal de bord et l’enquête cognitive. Les résultats sont examinés à l’aide de stratégies d’analyse de contenu qualitative. La deuxième phase comprend la mise au point d’une chaîne de traitement du courriel, visant à étayer notre réflexion sur le genre textuel et son exploitation dans la conception des environnements numériques de travail. Un corpus de 1703 messages est élaboré à partir d’un échantillon remis par deux cadres gouvernementaux. Les résultats permettent d’abord de dresser un portrait général des pratiques de lecture, d’écriture et de manipulation des textes communes et spécifiques aux cadres et aux secrétaires. L’importance du courriel, qui constitue environ 40% des systèmes notés dans les journaux de bord, est soulignée. Les difficultés rencontrées dans les environnements numériques de travail sont également décrites. Dans un deuxième temps, les rôles du genre au cours des pratiques textuelles sont examinés en fonction d’une matrice tenant à la fois compte de ses dimensions individuelles et collectives, ainsi que de ses trois principales facettes ; la forme, le contenu et la fonction. Ensuite, nous présentons un cadre d’analyse des indices affectant la gestion du courriel qui synthétise le processus d’interprétation des messages par le destinataire. Une typologie des patrons de catégorisation des cadres est également définie, puis employée dans une expérimentation statistique visant la description et la catégorisation automatique du courriel. Au terme de ce processus, on observe des comportements linguistiques marqués en fonction des catégories du courriel. Il s’avère également que la catégorisation automatique basée sur le lexique des messages est beaucoup plus performante que la catégorisation non lexicale. À l’issue de cette recherche, nous suggérons d’enrichir le paradigme traditionnel relevant de l’interaction humain-ordinateur par une sémiotique du genre dans les environnements numériques de travail. L’étude propose également une réflexion sur l’appartenance du courriel à un genre, en ayant recours aux concepts théoriques d’hypergenre, de genre et de sous-genre. Le succès de la catégorisation automatique du courriel en fonction de facettes tributaires du genre (le contenu, la forme et la fonction) offre des perspectives intéressantes sur l’application de ce concept au design des environnements numériques de travail en vue de faciliter l’accomplissement des pratiques textuelles par les employés. / This research reveals how textual genres can be exploited in digital work environments to improve the textual practices of managers and secretaries in the context of a municipality and the Canadian federal government. The first objective of this research assesses the suitability of digital work environments to support the textual practices of managers and secretaries in their reading, writing and manipulation of texts. The second objective describes the various roles of textual genre during the managerial and secretarial textual practices. Using email as a focal point, the third objective examines how genre can be exploited to advance the benefits of textual practices in the digital work environments. This qualitative research entails a two-phase methodology. By the study of 17 secretaries and 17 managers, the first phase consists of a thorough examination of the current textual practices in the Canadian federal government and municipal contexts and the difficulties encountered during these practices. This phase also considers the various roles of genre in the digital work environments along with the salient clues sought during email management. This study deployed three data collection techniques: semi-structured interviews, diary journals and cognitive inquiries. The results are examined using several qualitative content analysis techniques. The second phase of this research consists of developing an email processing sequence to further expand our understanding of textual genre and its exploitation in the design of digital work environments. The data for this phase uses a corpus of 1703 messages developed from a sample of two governmental managers. The results provide an encompassing overview of practices relating to the reading, writing and manipulation of texts that are both common and specific to managers and secretaries. With over 40% of events recorded in the diary journal relating to email, the importance of this type of system in digital work environments is clearly emphasized. The difficulties encountered in the digital work environments are also described. The role of genre during textual practices is examined according to a matrix illustrating both the individual and collective dimensions of genre in addition to its three main facets: the form, the content and the purpose. We present next an analytic framework of the prominent cues affecting email management to summarize the process of interpreting messages by the recipient. A typology of the categorization patterns of managers is also developed and used in a statistical experiment aiming to automatically describe and categorize email. Resulting from this experiment, we observe specific linguistic behaviours that characterize each email category. It is also revealed that automatic categorization based on message lexicon is more efficient than non-lexical categorization. At the conclusion of this research, we suggest to enrich the traditional human-computer interaction paradigm with a semiotics of genre in the digital work environments. The study also offers a reflection regarding email membership to a specific genre using the theoretical concepts of hypergenre, genre and sub-genre. All this was done keeping in mind the significance of each one of them. The first moment deals with the process of planning and building the Municipal Theatre of São Paulo, that was done in the beginnings of the XX century and its solemn opening in 1911. Another one of the moments was the proposal and implantation of the Cultural Departament, in the second half of the 1930's. In the last one it was my purpose to examine the process of establishing the Municipal Cultural Secretary and the Cultural Center of São Paulo in the years of 1975 to 1982. In each one of these moments I tried to present my reflections about the way how culture was thought and the projects were presented to the city as well as the actions of municipal government marked all the cultural activities for the city of São Paulo. In each one of these moments I tried to follow different dimensions presented as cultural and also the mode how they were treated in everyday life of the municipal government in order to understand its significance, the changes and permanencies in the cultural life of the city. / Para a realização deste estudo, visando examinar o que se entendeu por cultura e como ela foi tratada em momentos diversos, investiguei as ações e projetos culturais realizados pelo governo municipal de São Paulo, em três momentos distintos e dotados de características próprias da vida da cidade, dentro do século XX. O primeiro momento estudado refere-se ao processo de criação do Teatro Municipal de São Paulo, que se deu no início do século XX, culminando com sua inauguração em 1911. O outro momento foi o da criação e implantação do Departamento de Cultura, na segunda metade dos anos de 1930; e, por último, acompanhei o processo de criação da Secretaria Municipal de Cultura e do Centro Cultural São Paulo, que se deu entre os anos de 1975 a 1982. Em cada um desses momentos busco refletir sobre o modo como a cultura foi entendida, os projetos que foram propostos para a cidade; bem como, reflito acerca das práticas através das quais os responsáveis pelo governo municipal concretizaram diferentes projetos e atividades culturais na cidade paulistana. Busco acompanhar, em cada um dos momentos, as diversas dimensões que foram entendidas como culturais, a maneira como elas foram tratadas no cotidiano administrativo municipal; assim como, as atividades culturais que foram realizadas, a fim de refletir sobre seus possíveis significados e as mudanças e permanências ocorridas na vida cultural da cidade paulistana.
