Public Service Motivation in Public and Nonprofit Service Providers: The Cases of Belarus and Poland

The work motivation construct is central to the theory and practice of many social science disciplines. Yet, due to the novelty of validated measures appropriate for a deep cross-national comparison, studies that contrast different administrative regimes remain scarce. This study represents an initial empirical effort to validate the Public Service Motivation (PSM) instrument proposed by Kim and colleagues (2013) in a previously unstudied context. The two former communist countries analyzed in this dissertation—Belarus and Poland— followed diametrically opposite development strategies: a fully decentralized administrative regime in Poland and a highly centralized regime in Belarus. The employees (n = 677) of public and nonprofit organizations in the border regions of Podlaskie Wojewodstwo (Poland) and Hrodna Voblasc (Belarus) are the subjects of study. Confirmatory factor analysis revealed three dimensions of public service motivation in the two regions: compassion, self-sacrifice, and attraction to public service. The statistical models tested in this dissertation suggest that nonprofit sector employees exhibit higher levels of PSM than their public sector counterparts. Nonprofit sector employees also reveal a similar set of values and work attitudes across the countries. Thus, the study concludes that in terms of PSM, employees of nonprofit organizations constitute a homogenous group that exists atop the administrative regimes. However, the findings propose significant differences between public sector agencies across the two countries. Contrary to expectations, data suggest that organization centralization in Poland is equal to—or for some items even higher than—that of Belarus. We can conclude that the absence of administrative decentralization of service provision in a country does not necessarily undermine decentralized practices within organizations. Further analysis reveals strong correlations between organization centralization and PSM for the Polish sample. Meanwhile, in Belarus, correlations between organization centralization items and PSM are weak and mostly insignificant. The analysis indicates other factors beyond organization centralization that significantly impact PSM in both sectors. PSM of the employees in the studied region is highly correlated with their participation in religious practices, political parties, or labor unions as well as location of their organization in a capital and type of social service provided.

An Investigation of Workplace Characteristics Influencing Knowledge Worker’s Sense of Belonging and Organizational Outcomes

Workplace design practitioners and organizational managers are increasingly noticing all the various aspects in which the workplace affects organizations and their employees. The studies on the relationships between the workplace, organizations and their employees are more focused on psychology or facility management than the socio-spatial perspective. Workplace design, configuration and spatial features impact how well and how much a company can benefit from its human capital. Although the concept of the relation of workplace to an organization is not new, it is relatively unexamined. This thesis introduces a new set of spatial variables to workplace studies, following the concept of personal control. The discussed spatial variables effectively describe the features of workplace floor plan and the characteristics of a workstation. Furthermore, this dissertation develops a method that creates the link between workplace spatial setting and a sense of belonging, organizational outcomes – organizational commitment, work motivation, job satisfaction and work performance. Based on the detailed statistical analyses of a field survey that included 336 participants from 16 organizations, a model of spatial features influence sense of belonging and organizational outcomes was identified within this study. The research findings provide evidence for creating a workplace with a sense of belonging and better organizational outcomes through spatial design. This dissertation is comprised of six chapters. Chapter 1, an introduction, provides a general study background, discusses the problems to be solved in the study, and proposes an approach to deal with the target problems. Chapter 2 firstly reviews the current workplace studies related to spatial features. Secondly, it discusses the influence of workstation design on the human muscle system. Thirdly, it discusses the most relevant psychological issues at a workplace as stated by previous researches. Finally, the chapter reveals how a workplace affects the work of an organization. Chapter 3 specifies how workplace influences an employee’s sense of belonging and environmental control, and introduces the conceptual model. It also introduces the independent and dependent variables, generates research hypotheses. Chapter 4 describes the field survey design, procedures and the participants. It also covers the initial data analysis of the field survey: how the survey instrument, the questionnaire, was developed, commenting on all the aspects it includes – spatial experiences, work motivation, commitment, sense of belonging, job satisfaction and work performance. Chapter 5 is data analysis. This chapter discusses the research findings on workplace design features in relation to employees’ sense of belonging, satisfaction with ambient physical environment, and organizational outcomes – commitment, work motivation, job satisfaction and individual work performance. The final chapter summarizes the findings, comments on design implications of the research results, and draws conclusions. The dissertation ends in admitting the limitations of this research and discussing practical implications for future investigation.

The profession of a general nurse is a specific job with high demands. At present, recruiting and retaining general nurses is an urgent and fundamental problem not only in the Czech Republic but also worldwide. The extent of the shortage of general nurses is not clear. The Czech Nursing Association (ČAS) reports figures ranging from 2000 to 3300 for the years 2017 and 2018. The lack of trained and qualified general nurses results in a series of negative effects, impacting not only the quality but also availability of the care provided. Some foreign studies even indicate that the shortage of nurses increases the likelihood of complications and patient deaths (Aiken et al., 2014). By recognizing the motivational and demotivational factors impacting the satisfaction of nurses we can help to retain general nurses in their jobs and increase their work performance. The research survey implemented at one specific intensive care unit of the highest level was conducted using the qualitative research method. The data collection took place in the form of semi-structured interviews and was completed by achieving data saturation. The qualitative data were audio recorded to maintain authenticity. The present thesis addresses the issue of assessment of employees in an organization in the public administration. Assessment of employees is a key motivation factor in human resources management, and it is one of the tools to achieve the employees' productivity. At the same time the assessment helps increase the prestige of the authority and satisfaction of the citizens. The aim of the present thesis is to analyze the current state of the system of assessment in an organization in the public administration, to look for deficiencies in the system as they influence the motivation of employees, and to propose changes for improvement. The first part of the thesis presents the theoretical framework of performance management, the theory of work motivation, assessment, and the remuneration of employees. In the practical part of the thesis the municipal office in question is introduced, and the current situation of the employees assessment system is analyzed. This part also includes the results of the realized questionnaire. The final part brings recommendations which can help the organization to increase the efficiency of the employees assessment.

Denna studie syftar till att dels utifrån ett personalperspektiv undersöka och förstå huruvida arbetsgivarattraktivitet och arbetsmotivation bidrar till personalbristproblematiken inom den svenska hotellbranschen, för att sedan utforska vilka aspekter som påverkar personalens återkomst till branschen. För att besvara syftet har studien utgått ifrån frågeställningarna ”Vilka faktorer ligger bakom att tidigare personal inom hotellbranschen inte återvänder efter COVID-19 pandemin?” samt ”Vilka arbetsrelaterade justeringar kan genomföras för att locka tillbaka kvalificerad personal till branschen?”. För att besvara studiens frågeställningar ställdes även två hypoteser, där hypotes 1 testades för att besvara frågeställning 1, och hypotes 2 för att besvara frågeställning 2. Studien grundas i tre huvudteman, vilka är arbetsgivarattraktivitet, arbetsmotivation samt kompetens och personalutveckling. Dessa teman utgör också grunden för studiens teoretiska ramverk, som kompletterats med relevanta modeller och strategier. Studien har använt sig av en kvantitativ metod där en enkätstudie har använts för insamlingen av data. Studiens vetenskapliga förhållningssätt utgörs av det kritisk realism. Utifrån hypoteserna har enkäten strukturerats med hjälp av verktyget Survey & Report. Den insamlade data har sedan förts över till SPSS, där den har genomgått en djupare analys för att komma fram till ett resultat. Resultatet visar på att det går att utläsa flera potentiella faktorer som lett till att tidigare personal inte återvänder till sektorn efter pandemin, men att de två allra tydligaste aspekterna relaterar till bristande lön och förmåner liksom bristande karriärutvecklingsmöjligheter. För att locka tillbaka kvalificerad personal till branschen krävs en kombination av åtgärder, där studien föreslår justeringar som relaterar till studiens huvudteman. Detta diskuteras närmare i studiens analys och konkluderas sedan i slutsatsen, där det avslutningsvis också ges förslag till framtida forskning. / This study aims to examine and understand, from a staff perspective, whether employer attractiveness and work motivation contribute to the staff shortage problem in the Swedish hotel industry, thereby exploring which aspects affect the staff's return to the industry. In order to answer the purpose, the study has been based on the questions "What factors are behind the non-return of former staff in the hotel industry after the COVID-19 pandemic?". and "What changes can be implemented to attract qualified staff back to the industry?". To answer the study's questions, two hypotheses were also proposed, where hypothesis 1 was tested to answer question 1, and hypothesis 2 to answer question 2. The study is based on three main themes, which are employer attractiveness, work motivation and competence and personnel development. These themes also form the basis of the study's theoretical framework, which is complemented by relevant models and strategies. The study has used a quantitative method where a questionnaire study has been the chosen approach for data collection and critical realism as its epistemological approach. Based on the hypotheses, the questionnaire was structured using the Survey & Report tool. The collected data has then been extracted to SPSS, where it has undergone a deeper analysis to arrive at a result. The results show that several potential factors can be identified that have prevented former staff from returning to the sector after the pandemic, but that the two most obvious aspects relate to a lack of pay and benefits and a lack of career development opportunities. Attracting qualified staff back to the industry requires a combination of measures, with the study suggesting adjustments related to the main themes of the study. This is further discussed in the study's analysis and then concluded in the conclusion, which also concludes with suggestions for future research.

Предметом исследования стала связь мотивации профессиональной деятельности и самоменеджмента с удовлетворенностью трудом. Магистерская диссертация состоит из введения, трех глав, заключения, списка литературы (76 источников) и приложений, включающего в себя бланки применявшихся методик, результаты полученные в ходе исследования, корреляции и корреляционные плеяды. Объем магистерской диссертации 190 страница, на которых размещены 34 рисунков и 8 таблиц. Во введении раскрывается актуальность проблемы исследования, разработанность проблематики, ставятся цель и задачи исследования, определяются объект и предмет исследования, формулируются основная и частные гипотезы, указываются методы и эмпирическая база, а также теоретическая и практическая значимость работы. Первая глава включает в себя теоретический анализ аспектов мотивации, обзор зарубежных и отечественных теорий мотивации. Представлены разделы, посвященные исследованию различных подходов к определению профессиональной мотивации. Выводы по первой главе представляют собой итоги по изучению теоретического материала. Вторая глава включает в себя обзор литературы по теме самоменеджмент в профессиональной деятельности. Представлены разделы, посвященные исследованию понятия и структуры самомонеджмента, а также классических и современных концепции самоменеджмента по этап развития концепций. Выводы по первой главе представляют собой итоги по изучению теоретического материала. Третья глава посвящена эмпирической части исследования. Мильман), «Мотивация профессиональной деятельности» (методика К. Замфир в модификации А. Реана), Опросник «Способность к самоуправлению (ССУ)» (Н. М. The subject of the study was the relationship between motivation of professional activity and self-management with job satisfaction. The master's thesis consists of an introduction, three chapters, a conclusion, a list of references (76 sources) and appendices, including forms of the methods used, the results obtained during the study, correlations and correlation pleiades. The volume of the master's thesis is 190 pages, which contain 34 figures and 8 tables. The introduction reveals the relevance of the research problem, the elaboration of the problem, sets the purpose and objectives of the study, defines the object and subject of the study, formulates the main and partial hypotheses, specifies methods and empirical base, as well as the theoretical and practical significance of the work. The first chapter includes a theoretical analysis of aspects of motivation, a review of foreign and domestic theories of motivation. The sections devoted to the study of various approaches to the definition of professional motivation are presented. The conclusions of the first chapter are the results of the study of theoretical material. The second chapter includes a review of the literature on the topic of self-management in professional activity. The sections devoted to the study of the concept and structure of self-management, as well as classical and modern concepts of self-management at the stage of development of concepts are presented. The conclusions of the first chapter are the results of the study of theoretical material. The third chapter is devoted to the empirical part of the study. It describes the organization and methods of the research and the results obtained by all the methods used: "Diagnostics of the motivational structure of personality" (V. E. Milman), "Motivation of professional activity" (K. Zamfir's methodology modified by A. Rean), Questionnaire "Ability to self-government (SSU)" (N.M. In conclusion, the results of the theoretical and empirical parts of the work are summarized, as well as conclusions on the hypotheses put forward, the practical significance of the study is substantiated and possible prospects for further development of this problem are described.
