Les acteurs et le développement local : outils et représentations. Cas des territoires ruraux au Maghreb / Actors and local development : tools and representations. Case of rural areas in the Maghreb

Les stratégies de développement agricole et rural destinées aux territoires longtemps marginalisés, dans les trois pays du Maghreb central (Algérie, Maroc et Tunisie), ont, peu à peu, connues une convergence notamment durant l’adoption des plans d’ajustement structurel. Ces trois pays ont alors opté, sous l’influence des organisations internationales et de la politique européenne de développement rural, pour les approches participatives puis pour l’approche territoriale. Les acteurs publics de développement local sont ainsi appelés à adopter de nouvelles approches et de nouveaux modes d’intervention dont la principale conséquence attendue est l’émergence de nouveaux acteurs civils. La construction collective de territoire devrait alors être possible. A travers le cas des acteurs de développement en charge de l’insertion économique des jeunes, cette recherche s’est attelée à démontrer que l’approche territoriale, adoptée dans ces territoires marginalisés, fait face aux représentations divergentes entre les acteurs de développement qu’ils soient publics ou civils et les jeunes, qui au-delà des conflits de génération, traduisent des ancrages territoriaux et des pratiques influencés par les représentations territoriales. Ce qui explique qu’actuellement, malgré une attention particulière, ces territoires, longtemps marginalisés, ne font pas l’objet de véritables projets de construction collective de territoire. Cette thèse met l’accent notamment sur ces représentations, leurs origines, leurs influences et les possibilités de leurs changements. / Strategies for agricultural and rural development designed for the too long excluded territories in the three central Maghreb countries (Algeria, Morocco and Tunisia), have gradually converged specialy during the adption of the structural adjustment programmes. These three countries have then opted, under the influence of international organizations and the European rural development policy, for the participatory approaches and later on for the territorial approach. Public actors of local development are expected to adopt new approaches and new methods of intervention, whose main expected result, is the emergence of new civil actors. In such a case, a collective construction of territories should be possible. In the light of the case of development actors responsible of the economic integration of young people, this research has sought to prove that the territorial approach adopted in these marginalized areas, faces the divergent representations of public and private development actors and the young people which, beyond generational conflicts, reflect territorial anchors and practices influenced by territorial representations. That explains why, currently, despite particular attention, these too long excluded territories are not subject to real collective construction territory projects. This thesis focuses particularly on these representations, their origins, influences and possibilities of changes.

The task is to collect knowledge about technical skills and tactic in volleyball and their development by young players by studying appropriate literature. The next task is to accumulate a resource of preparatory and game exercise as well as preparatory games, which contribute to the development of technical skills and tactic and the coach this exercise involved in training at least once a week for three months. This diploma thesis named "Young people and its relationship with printed newspapers in the period of the new media" shows the way of treating the printed newspapers by the nowadays young generation within the Czech Republic. The thesis is based on the hypotheses predicting the tough situation and future position of printed newspapers. Concerning the experts' predictions the sole existence of the newspapers could be threatened by uninterested approach of young readers. The first part of the article shows the young people relationship to the printed newspapers as presented in selected international surveys and researches. The conclusions of these materials are essential sources used in my own further survey. As a part of the article the specific data presenting the situation of the Czech newspapers market are presented. It shows the printed newspapers decreasing demand which is significant as well as on the Czech Republic market. The methodology of the research is presented in the next part of the article. As a proper method the quantitative analysis is selected - the "focus-groups" method. The tested sample was forty of students in total. Att köpa en framtid : En flerfallstudie av kommuners processer för avtalsuppföljningar gällande upphandlade HVB

Syftet med denna studie har varit att bidra med kunskap kring hur ett ökat processfokus kan förbättra avtalsuppföljning i offentlig sektor. Som metod valdes en kvalitativ flerfallstudie där tre kommuners uppföljningar av avtal rörande hem för vård och boende (HVB) för ungdomar studerades. Genom studien belystes den komplexitet som omgärdar uppföljning av vårdavtal inom offentlig verksamhet. Tidigare studier har även belyst den utsatthet som omringar placerade ungdomar och visat på behovet av att säkerställa kvalitet i den vård kommunerna avtalar om. Ett sätt att hantera denna komplexitet skulle kunna vara att tillämpa ett systemteoretiskt synsätt, med de värderingar, verktyg och arbetssätt som kännetecknar offensiv kvalitetsteknik. Studiens resultat visar att ett ökat processfokus med processledning som arbetsmetod skulle kunna fungera som ett stöd i ett fortsatt och fördjupat arbete med kvalitet avseende avtalsuppföljningsprocessen. / The aim of this study has been to contribute with knowledge regarding in what way a processorientation can improve the way public sector manage contracts. As a method a qualitative multicasestudy was used. Three municipalities, and the way they manage contracts with residential carehomes for children and young persons (HVB) was studied. The study showed a complex situation surrounding the carecontract management in public sector. As a way of handling this complex situation the municipalities would gain from using a systems thinking, with the values, tools and workmethods that characterizes Total Quality Management. With an increased processorientation using processmanagement as a tool, the municipalities could improve the quality in their process for managing contracts.

O sistema socioeducativo e a profissionalização de jovens em conflito com a lei /

Orientador: Maria Madalena Gracioli / Resumo: O presente estudo buscou identificar se e como o acompanhamento em MSE em Meio Aberto garante a profissionalização de jovens autores de ato infracional, a partir das percepções da equipe executora do município de Ribeirão Preto – Estado de São Paulo, considerando a Lei 10.097/2000 – Lei da Aprendizagem. Composto por uma pesquisa de campo, que para a obtenção dos dados foi utilizado como instrumento entrevistas semiestruturadas, realizada com cinco Orientadores Sociais responsáveis por acompanharem os jovens em situação de cumprimento de Medida Socioeducativa (MSE) em meio aberto, em duas Organizações da Sociedade Civil do referido Município. Realizadas individualmente e gravadas em áudio, as entrevistas foram transcritas na íntegra e categorizadas. Como repertório teórico para discussão dos dados, o estudo pautou-se nas principais legislações que preconizam o direito a profissionalização do jovem, sendo elas: Lei nº 8.069/1990 – Estatuto da Criança e do Adolescente, Lei nº 12.852/2013 – Estatuto da Juventude e Lei nº 12.594/2012 – Sistema Nacional de Atendimento Socioeducativo e, a Lei 10.097/2000 – Lei da Aprendizagem e, o Decreto n° 8.740/2016, que dispõe sobre a experiência prática do jovem aprendiz. Fatores de risco e o significado do consumo de drogas em adolescentes e jovens marginais de bandos juvenis / Risk factors and the meaning of drugs consumption in marginal adolescents and young people from youth gangs

O abuso no consumo de drogas constitui problema social e de saúde pública na maioria dos países pelas múltiplas conseqüências negativas que provocam sobre o desenvolvimento emocional e físico das pessoas. Grupos reconhecidos como de maior risco para consumir drogas são os grupos marginais e, dentro destes, estão os adolescentes e jovens pertencentes aos bandos juvenis. Os objetivos do presente estudo foram: analisar o efeito dos fatores de risco pessoais (idade, sexo, problemas de saúde mental, baixo nível educacional, ter trabalho remunerado, anos de escolaridade) e interpessoais (relação com amigos sob condutas desajustadas e relação inapropriada com pais) sobre o consumo de drogas lícitas (álcool e tabaco) e ilícitas (maconha, cocaína e inalantes) e, num segundo momento, desenvolver modelo teórico representativo dos significados do consumo de droga em adolescentes e jovens marginais de bandos juvenis. Para tal efeito, realizou-se estudo com metodologia quanti-qualitativa, onde se consideraram 175 sujeitos para o primeiro objetivo. Estimou-se a amostra para uma regressão linear múltipla com sete variáveis, com potência de 0,90, nível de significância de 0,05, para variância estimada de 20% e, para o segundo objetivo, utilizou-se o referencial metodológico da Teoria Fundamentada nos Dados à luz do Interacionismo Simbólico, com amostra de 16 sujeitos. Os resultados dos modelos de regressão logística mostraram efeito significativo dos fatores pessoais sobre o consumo de álcool (x2=30,19; p<0,05), maconha (x2=47,78; p<0,001), cocaína (x2=55,54; p<0,001) e inalantes (x2= 41,79; p<0,001), os fatores de risco pessoais que mostraram maior contribuição nos modelos foram: o sexo (ser homem), idade, problemas de saúde mental e baixo nível educacional; e, os fatores interpessoais: relações com amigos sob condutas desajustadas e relação inapropriada com pais, mostraram um efeito positivo sobre o consumo de álcool (x2=11,96; p=0,003), maconha (x2= 22,56; p<0,001), cocaína (x2=12,44; p=0,002) e inalantes (x2= 14,80; p<0,001). Os fatores de risco pessoais e interpessoais não mostraram efeitos significativos para o consumo de tabaco. Depois de transcrever as entrevistas dos 16 sujeitos, codificou-se em três etapas: codificação aberta, axial e seletiva. Da análise comparativa dos dados resultou a categoria central A GLÓRIA DO PRAZER SOBRE AS CONSEQÜÊNCIAS em relação ao significado do consumo de drogas, e representa as vantagens dos efeitos prazerosos, emocionais, de bemestar, relaxamento, desinibição e, conseqüentemente, risos, denotando sentimentos de felicidade sobre as possíveis conseqüências do consumo de drogas. Esses resultados possibilitaram a reflexão de que, em um futuro próximo, há a necessidade de elaboração de programas adequados direcionados à prevenção nesse grupo de jovens marginais. / Abuse in drugs consumption constitutes a social and public health problem in most countries, due to the multiple negative consequences they provoke for people\'s emotional and physical development. Acknowledged risk groups for drugs consumption are marginal groups, which include adolescents and young people from youth gangs. This study aimed to: analyze the effect of personal (age, gender, mental health problems, low education level, having a paid job, years of education) and interpersonal risk factors (relation with friends with badly adapted conducts and inappropriate relation with parents) on the consumption of legal (alcohol and tobacco) and illegal drugs (marihuana, cocaine and inhalants) and, next, to develop a theoretical model that represents the meanings of drugs consumption in marginal adolescents and young people from youth gangs. Thus, a study was carried out with a quantitative-qualitative methodology. For the first objective, 175 subjects were considered. The sample was estimated for a multiple linear regression with seven variables, with a .90 power and a .05 significance level, for an estimated variance of 20%. For the second objective, the methodological framework of Grounded Theory was used in the light of Symbolic Interactionism, using a sixteen-subject sample. The results of the logistic regression models showed that personal factors exert a significant effect on alcohol consumption (x2=30.19; p<.05), marihuana (x2=47.78; p<.001), cocaine (x2= 55.54; p<.001) and inhalants (x2=41.79; p<.001). The personal risk factors that demonstrated a larger contribution in the models were: gender (being a man), age, mental health problems and low education level; and the interpersonal factors relations with friends with badly adapted conducts and inappropriate relation with parents revealed a positive effect on the consumption of alcohol (x2 =20.65 p<.05), marihuana (x2=22.56; p<.001), cocaine (x2=18.5 p<.05) and inhalants (x2=14.80; p<.001). The personal and interpersonal risk factors did not show significant effects for tobacco consumption. After transcribing the interviews of the 16 subjects, they were coded in three steps: open, axial and selective coding. Comparative data analysis resulted in the central category THE GLORY OF PLEASURE OVER THE CONSEQUENCES with respect to the meaning of drugs consumption, which represents the advantages of the pleasant emotional effects of well-being, relaxation, disinhibition, and, consequently, provoked laughing, indicating feelings of happiness about the possible consequences of drugs consumption. These results allowed for the reflection that, in the near future, there is a need to elaborate adequate prevention programs in this group of marginal young people.

The use of this resource not only aimed at building a bank of materials and activities but also sought to insert students in the digital context. Therefore this research had as objectives to describe and analyze the teacher s experience regarding this resource in Portuguese lessons in groups of young people and adults from the teacher s field notes as well as to identify and evaluate the receptivity of the students in relation to the introduction and use of the blog from the comments in it and questionnaires. The theoretical basis of this research are centered on Social-Historical- Cultural Theory (Vygotsky, 1934/1998), on Systemic Functional Linguistics (Halliday, 1994/2000) and on the notion of Appraisal (Martin, 2003, 2005) as well as on the concept of Critical Reflection (Schön, 2000). This research was developed based on the qualitative research paradigm (Flink, 2004) and it is characterized as a case study (Lüdke, 1986; Ventura, 2007). At the end of this work, its contributions to the area of new technologies applied to education became evident, specifically in the courses for young people and adults, since as a result of the process generated by means of the blog implementation, I show that it is possible for the students view the computer and its multiple resources as an efficient alternative to deepen their knowledge / Atuar como professora no Ensino de Jovens e Adultos (EJA) em uma escola pública motivou-me a criar e a implantar um blog para complementar as aulas de Língua Portuguesa. O uso desse recurso buscou compor um banco de materiais e atividades e envolver os alunos no contexto digital. Esta pesquisa objetivou, portanto, descrever e analisar a experiência da professora com esse recurso nas aulas de língua portuguesa nas turmas de Ensino Médio do EJA, a partir das notas de campo da docente, bem como identificar e avaliar a receptividade dos alunos com a implantação e o uso do blog, a partir de comentários registrados nele e questionários. A fundamentação teórica da investigação está centrada na Teoria Sócio-Histórica- Cultural (Vygotsky, 1934/1998), na Linguística Sistêmico-Funcional (Halliday, 1994/2000) e na noção de Avaliatividade (Martin, 2003, 2005), bem como no conceito de reflexão crítica (Schön, 2000). Desenvolvida dentro do paradigma da pesquisa qualitativa (Flink, 2004), esta pesquisa caracteriza-se como um estudo de caso (Lüdke, 1986; Ventura, 2007). Ao final do trabalho, ficou evidenciado que ele trouxe contribuições para a área de novas tecnologias aplicadas à educação, especificamente em cursos de EJA, já que, como resultado do processo gerado por meio da implementação de um blog, mostro como é possível aos alunos desses cursos conceber o computador e seus múltiplos recursos como uma alternativa eficiente para aprofundarem seus conhecimentos

With the rise of virtual communities and social networks, individuals have taken up collaborative principles and practices, going beyond the cyberspace and applying them to other physical dimensions of life. This behavior change has become a global phenomenon, transforming the way people live and consume. Within this context, this research aims to understand the motivations that lead to sharing economy, focusing on young people from the São Paulo Metropolitan Region, who were born in the 1990s and grew up with the advent of the internet. The study proposes a dialogue between authors such as Bockmann (2013), Lamberton and Rose (2011), Van de Glind (2013) and Hamari et al. (2013) in order to understand the different motivational factors, besides quantifying this information based on a survey conducted with 570 respondents. Results contribute to the literature as well to the Brazilian market regarding sharing economy, showing that the relationship between Brazilians and this economic alternative, despite the strengthening of collective values, is still quite individual and rational. The main motivations involved are convenience and flexibility, reduction of costs and access to new and differentiated services, all of them considered extrinsic, driven by a benefit or a reward. Social and sustainable factors, for instance, were not direct motivations. More than bringing greater understanding about the phenomenon, this research seeks to foster discussions and new studies about the future of sharing economy / A colaboração deixou de ser somente um valor e tornou-se um estilo de vida. Com a ascensão das comunidades virtuais e redes sociais, os indivíduos retomaram os princípios e práticas colaborativas que extrapolaram o ciberespaço e passaram a ser aplicadas a outras dimensões físicas da vida. Essa mudança de comportamento tornou-se um fenômeno global, transformando o modo como as pessoas vivem e consomem. Dentro desse contexto, a presente dissertação tem como objetivo entender as motivações que levam à adesão da economia colaborativa, tendo como foco jovens da Região Metropolitana de São Paulo nascidos na década de 1990 ˗ que cresceram com o advento da internet. O estudo propõe um diálogo entre autores como Bockmann (2013), Lamberton e Rose (2011), Van de Glind (2013) e Hamari et al. (2013) com a finalidade de compreender os diferentes fatores motivacionais para a colaboração e atribui quantificações a eles por meio de uma pesquisa survey com 570 entrevistados. Os resultados contribuem tanto para a literatura quanto para o mercado brasileiro no que diz respeito à economia colaborativa, mostrando que a relação do brasileiro, apesar do fortalecimento de valores coletivos, ainda é bastante individual e racional. As principais motivações relacionadas aos serviços financeiros consistem na conveniência e praticidade, redução de custos e no acesso a serviços novos e diferenciados, todas elas consideradas extrínsecas, ou seja, em função de um benefício ou recompensa. Os fatores sociais e sustentáveis, por sua vez, não se mostraram impulsionadores diretos. Mais do que trazer maior compreensão sobre o fenômeno, esta investigação busca fomentar discussões e novos estudos acerca do futuro da economia colaborativa.

Researching the experiences of children and young people from armed forces families

Children from armed forces families are identified internationally as a group facing challenging situations, circumstances which can have a negative impact on their educational experiences. The main focus in existing research has been on measuring children's outcomes, but these studies generate little insight into how children themselves make sense of their experiences. There are only a few in-depth qualitative studies, mostly conducted outside the UK, exploring the lived experiences of children from armed forces families. This study explores how children of armed forces personnel from schools across Scotland expressed their experiences. It aims to better understand approaches to the provision of inclusive educational support. A suite of methods - object elicitation, video diaries, peer interviewing, drawing, and vignettes - was employed, to generate expressions from a total of 41 children and young people aged eight to 14 years, from three primary and two secondary Scottish schools. A post-qualitative orientation supported the inquiry to look beyond children's voices in isolation. An assemblage approach was taken to the analysis of the audio/video recordings, transcripts, artefacts, and field notes from the research encounters. The analysis showed how the different and shifting conditions of the research led to the creation of ongoing productive encounters. A key insight was that schools have much unrealised capacity to positively contribute to the experiences of these children. Methodological insights alongside empirical findings are used to generate signposts for the provision of improved educational support. The thesis argues that, ultimately, any improvement will involve entering into reciprocal, experimental, and socio-materially mediated dialogues with children in ways that both align with children's lived experience of armed forces life but also allow for the exploration of change and becoming-different as outcomes of those dialogues.
