捷運系統危機管理之研究─以台北捷運公司為例

捷運系統具有運量大及快速的特性,且大部分路線位於地下,一旦發生意外,可能造成很大的災難,國外捷運發生災難的例子常從媒體報導中看見。國內台北捷運雖尚無發生人員重大傷亡的災難,但過去發生的許多事件往往是媒體報導的新聞焦點,有些事件的危機處理也廣受批評,因此,捷運的危機管理機制及危機處理是值得關注與探討的課題。 本研究是透過文獻探討及案例分析的方法,探究捷運的危機管理問題。以危機管理的理論模式檢視現行台北捷運的危機管理機制,另外發展危機個案分析的檢視準則,分析與檢視過去台北捷運發生的危機案例,經由深入的探討與檢視,最後針對捷運的危機管理提供適當的建議。 本研究對台北捷運的危機管理之建議有以下幾項: 一、台北捷運的危機管理計畫,應該涵蓋所有的危機類型。 二、台北捷運應設立一個恆常性之「危機管理小組」編組。 三、台北捷運應充實危機管理知識庫。 四、台北捷運應成立編組關心發生意外的當事人,並邀請消基會代表、消保官、律師及學者專家等公正人士介入協調。 五、新聞處理首重掌握正確且即時的事件資訊,新聞聯繫採取誠實面對、主動說明、統一對外發言之積極作為。另平時應強化表達組織重視公益且要表現正義、與新聞記者互動坦誠互信,建立記者的信賴與信心。 / Owing to the characteristics of high riderships and rapidity, and the fact that most lines are routed underground, a small accident happened in Metro system may cause grave disaster. So far there hasn’t been any accident with severe injuries happened in Metro Taipei; however, crisis management is still an important topic worth further discussing, for accidents happened before have caused media criticisms and been put under intense spotlight. With literatures reviews and case studies, the study probes into the problems behind Metro Taipei crisis management system. To provide the most adequate suggestions for the future, cases are re-analyzed, a crisis management model is also applied to examine the current crisis management system. Several suggestions are proposed from the study for future Metro Taipei crisis management. 1. Metro Taipei crisis management plan should cover all types of crises. 2. A standing “crisis management group” should be established in Metro Taipei. 3. A crisis management knowledge base should be set up in Metro Taipei. 4. The “Casualties Care Team” should be set up in Metro Taipei to take care of the casualties and fair and honest social figures (e.g., Consumers’ Foundation, consumer ombudsman, lawyer, professor) should be invited for reconciliation mediation. 5. The most important thing in news management is to obtain the most current information which are firmly based on facts. News correspondence with media should be honest, active and unified. Value welfare service and social justice. Maintain an honest and mutual trusted relationship with news reporters.

人物誌洞見:使用者行為如何激發新聞媒體的商業模式創新 / Insights from Persona: How User Behaviors Inspire Business Model Innovation in News Media

企業越來越意識到使用者的重要性,知道產品設計必須以使用者為中心。但面對網路興起、讀者大量流失的報紙新聞媒體,該如何從使用者察覺出商業模式創新的機會,是當前文獻亟欲探索的主題。本論文因此提出兩大分析重點。第一,分析使用者的行為脈絡,由早期大眾的角色中找出使用者對資訊需求,理解創新擴散的關鍵。第二,透過使用者行為分析形成商業模式的各種可能性,了解如何能改變商業營運邏輯。本文以聯合報系旗下之《Upaper》捷運報做為個案,分析捷運族的移動行為與資訊需求,藉此鎖定十個新聞主題來分析使用者行為、資訊需求、設計洞見、設計方案等環環相扣的四個步驟。本研究歸納出三種人物誌:需要優先性資訊的懶人、喜愛連貫性資訊的達人、偏好比較性資訊的商人。這三種人物誌指引出三種可能的新商業模式:從新聞到情報、從廣告到商研、從紙媒到串媒。學理上,本研究提出使用者導向商業模式的形成過程及創新原則。實務上,新聞媒體組織可以理解分析使用者的微觀行為的步驟及策略。 / Enterprises are increasingly aware of the importance of users and know their product design must be user-centered. Now newspaper media is losing their readers due to the rising of Internet, so how to develop an innovative business model from users became one of hot topic of literature review. This thesis could be divided into two parts. Firstly, analyze the user behavior context in order to identify the information needs from the role of the early majority, and to realize the key point of innovation diffusion. Secondly, find the possibilities of business models through the user behavior analysis and learn how to change the business logic. In this paper, we use the United Daily News Group's "Upaper" as a case study of the mobile behavior and information needs of the commuters, thereby focusing the top ten news topics to analyze user behavior, information needs, design insights, design plan, these four steps which is closely connected and inseparable. This study identifies three Personas: lazy people who need priority information, Maven who like coherent information, businessman who prefer comparative information. These three personas point out three possible new business models: from news to intelligence, from advertising to business research, from newspaper media to the transmedia. Academically, this study presents the formation process and the innovative principles of the user-oriented business model. In practice, the media organization can understand the steps and strategies about how to analyze the user microscopic behavior.

捷運建設財務規劃管考機制之研究 / A Study on Supervision and Evaluation Mechanism of Mass Rapid Transit Financing Planning

當前我國各級政府財政因窘、公共建設財源短缺,地方期盼興建捷運建設,惟捷運建設成本高昂,國家發展委員會參考美國租稅增額財源機制(Tax Increment Financing, TIF)制度核定「跨域加值公共建設財務規劃方案」,該方案廣泛用於配置捷運建設經費,主要係結合創新財源及「自償率」機制促使地方政府善盡財政努力,改善早期建設外部效益未能內部化的缺點,由中央及地方依自償率共同分擔捷運建設經費。本研究發現中央為減少財政負擔設置自償率門檻作為補助依據,恐造成地方為求計畫核定,將配合中央或自行美化財務參數,導致未來財政上的道德危機,觀之美國爭議個案,發現以未來的租稅增額挹注公共建設時隱含道德危機及財政排擠,相關問題管制措施不足,我國援用美國相關制度時應特別注意其制度上的缺點,然目前國內制度及相關研究尚未就捷運建設營運期之自償性經費提出對應的管考措施。 依財政分權理論,捷運建設自償性經費可按財政總量管制的理念進行管考。本研究分析美國管考機制爭議案例後續處理方式,再歸納愛荷華州管考機制相關作法,發現該州管考措施多元,不僅明訂資訊公開項目,亦限制制度運用範圍,可作為我國管考道德危機及財政排擠問題之參考。然而,美國制度與我國「跨域加值公共建設財務規劃方案」未完全相同,為設計適合我國之管考機制,本研究邀請曾經參與該方案之中央及地方相關人員,以及國內大眾捷運系統學者參與焦點團體座談會及個別訪談,針對現況課題進行深入的探討。經分析訪談意見,發現捷運建設財務規劃現況問題包含中央面臨地方違背財務承諾道德危機,地方則可能出現財政排擠問題,故管考機制應發揮財務預警、資訊透明功能。 本研究建構一套管考機制,以計畫、執行、檢查、改進(Plan-Do-Check-Act)的實施程序進行下列管考措施:(1)審議期間由中央依捷運建設貢獻審議各計畫租稅增額投入建設經費比例,並制定財務監督及輔導原則、資訊公開原則,供地方據以制定相關配合辦法。(2)建設期間中央給予補助前,監督地方檢討非自償性經費執行情形。(3)營運期間由地方主管機關每年向地方公共債務管理委員會提報自償性財源收益績效,中央每5年檢核地方綜合成效。(4)配套措施包含由中央擴充、開放資訊系統供地方及民眾運用,落實財政透明及公共課責,輔助推動管考機制。同時運用彈性獎勵策略,促使地方政府提升財務績效,促使地方自我改善地價評議制度,以充分反映公共建設貢獻,達成外部效益內部化。 / Currently, government is facing financial difficulty on all levels and is short of public funds for public works. Local governments are looking forward to the construction of MRT facilities. However, the costs of these are very high. Referencing the tax increment financing (TIF) system in the U.S., the National Development Council approved the “Project for Cross-Field Value-Adding in Public Works Financial Planning,” which is widely used for the allocation of the MRT construction funds. By combining innovative financial resources and a “self-liquidation ratio” mechanism, local governments are encouraged to make financial efforts to overcome the failure to internalize the external benefits of early construction. Central and local governments share the MRT construction funds based on the self-liquidation ratio. In the present study, we summarized the literature related to self-liquidating public works and found that during the process of reviewing MRT construction plans, in order to reduce the financial burden and increase the self-liquidation ratio of local governments. However, to seek approval for their plans, local governments beautify their financial indicators, resulting in a moral hazard in finance. By analyzing disputes in the U.S., we found that this system implies moral crises and financial exclusion. Control measures on related issues are inadequate. When borrowing related systems from the U.S., the Taiwanese government should pay special attention to their shortcomings. Neither the current domestic system nor related research has proposed appropriate measures to supervise and evaluate self-liquidation funds during MRT construction and operation. According to the theory of fiscal decentralization, self-liquidating funds for MRT construction can be supervised and evaluated as per the framework of growth control quotas. After analyzing subsequent settlements of disputes on supervision and evaluation mechanisms in the U.S. and summarizing practices related to these mechanisms in the state of Iowa, we found that the state has diverse supervision and evaluation measures, which not only clearly stipulate the disclosure of project information, but also set limitations for the scope of applying the system. This can be used as a reference for the Taiwanese government to handle the moral hazard and financial exclusion of the supervision and evaluation system. However, the systems in the U.S. and the “Project for Cross-Field Value-Adding in Public Works Financial Planning” in Taiwan are not entirely the same. To design an appropriate supervision and evaluation system for Taiwan, those who had participated in the development of the plan from central and local governments as well as scholars of the domestic mass transit system were invited for focus group and individual interview. In-depth discussion on current issues was carried out. After analyzing their opinions from the interview, we found that the current situation of financial planning for MRT construction is as follows: the central government is facing the moral hazard that local governments may violate financial commitments and local governments may experience financial exclusion. Thus, the supervision and evaluation system should perform the functions of financial forecasting and information transparency. In this study, we constructed a supervision and evaluation mechanism to implement the following measures through the plan-do-check-act procedure: (1) During the reviewing phase, the central government considers the ratio of tax increment invested into the construction funds for each proposed plan according to the contribution of MRT construction while developing financial supervision and counseling principles and information disclosure principles to serve as a basis for local governments to formulate supporting measures. (2) During the construction phase, prior to granting subsidies, the central government should supervise the review of the implementation of the non-self-liquidating funds by the local governments. (3) During the operation phase, each local authority should report annually to the local Public Debt Administration Committee its earnings from self-liquidating resources and the central government should inspect the overall performances of the local governments every five years. (4) The supporting measures include the central government expanding and opening information systems for local governments and the people, implementing fiscal transparency and public accountability, and prompting the promotion of supervision and evaluation mechanism. Simultaneously, the central government may use flexible incentive strategies to encourage local governments to improve their financial performance and land appraisal systems to reflect fully the contributions of public works and to internalize the external benefits.

台北捷運聯合開發住宅選擇行為與旅運行為之研究 / The research of Taipei MRT joint development of residential choice behavior and travel behavior

近年來,國內有許多研究提倡大眾運輸導向發展 (Transit Oriented Development)的理念,政府也大力推動大眾運輸系統的建設,其中最為重要的是捷運的建設,在台北都會區,捷運路網的建設正逐步完成,與捷運建設息息相關的捷運聯合開發(Transit Jointed Development)也隨之蓬勃發展,同時,捷運聯合開發亦是我國推動大眾運輸導向發展普遍的作法之一。目前台北都會區目前共有82處聯合開發基地,已完工基地有35處,可容納6,317個家戶,以及755,773.69帄方公尺樓地板面積,對於減緩日益嚴重的都市住宅問題,有一定程度的幫助。但在規劃聯合開發住宅時,聯合開發住宅在不同類型、特性之捷運場站中,將面臨到許多問題,如:純住宅型態或住商混合型態較能符合民眾之需求?哪些家戶會選擇聯合開發住宅?又其家戶類型以及選擇原因為何?這些問題如何解決,係本研究欲探討之內容,因此,本研究以台北捷運聯合開發已完工且辦理租售作業之開發基地作為研究對象,並篩選出9處聯合開發基地進行實證研究,透過問卷調查的方式,瞭解民眾之聯合開發住宅選擇行為與旅運行為,並透過二項與多項羅吉特模型,探討影響民眾聯合開發住宅選擇行為之影響因素。 實證結果發現,在旅運行為方面,聯合開發住宅住戶之大眾運輸使用率大幅增加,在通勤時間與花費方面,通勤時間與花費均減少。除此之外,聯合開發住宅住戶之汽車持有率與使用頻率均大幅減少。在家戶特性方面,捷運聯合開發住宅住戶之家戶規模普遍較小,且家計負責人之年紀普遍較為年輕,進一步形成其他特性,如:就學人口比例較低、家戶月收入較低等。在影響因素方面,家戶規模、住宅帄均單價、住宅規模對民眾選擇不同類型之聯合開發住宅有顯著影響。最後依據實證結果,建議未來聯合開發住宅之規劃應加入TOD的規劃原則,對於聯合開發住宅之坪數、商業面積,應依捷運場站之類型進行調整,使聯合開發住宅之效益達到最大。 / In recent years, there are many researches promote the idea of the transit-oriented development. The government also vigorously promotes this infrastructure projects. One of the most important projects is the development of the MRT system. In Taipei metropolitan area, while the construction of the MRT network is gradually completed, the transit jointed dvelopment is also flourishing. Moreover, transit jointed development is the most common way in order to promote TOD. Currently, there are 82 Transit Jointed Development bases in Taipei metropolitan area. 35 of the bases have already completed, which can accommodate 6,317 household with 75,577,369 square meters of floor area. It certainly will help to alleviate the problem of urban housing. However, in planning of the Jointed Residential Development, it will face many problems due to the different types of characteristics of the MRT station. For example, which households will choose a jointed development dewilling? What is the reason of choosing jointed development dewilling? How to solve these problems? These are the contents of the study. Therefore, in this study, we target the bases that have already been completed and applied for rental operations in transit jointed development as the research object, and select 9 of them for the empirical research. In order to understand people’s choice behavior in jointed development dewilling, we use survey as a method, and explore the factors that affect people’s choice behavior by applying Binary Logit and Multinomial Logit Models. The results of empirical research show that households in the jointed development dewilling increase their public transport usage and reduce their commuting time and costs. In addition, their car ownership rate and frequency of use are significantly reduced. In the aspect of household characteristics, the households in the jointed development in the household scale are generally small and relatively young age of the householder. Those characteristics are going to further the formation of the other features, such as: the lower the proportion of student population and lower income households. Impact factors, such as the size of the household, the average residential price, residential scale on the people choose different types of joint development dewilling have a significant effect. Finally, according to the empirical results, it is recommended that the TOD should be added to the planning principle of the future Joint Residential Development. For the Jointed Residential Development, the size of house and commercial area should be adjusted along with the MRT in order to maximize the efficiency.
