This research investigated the National School Feeding Program (PNAE) management in public schools from Distrito Federal which offer Specialized Educational Assistence (AEE) for prescholar, regarding aspects of financing, the management performance of the nutritionist during elaborating, executing and monitoring menus and pedagogical actions carried out by schools within the scope of the Program. A comparative method was adopted as a guideline in order to reach the proposed objectives, being essentially qualitative, without neglecting the quantitative data. For this, two school units were selected from the Administrative Region with the largest number of schools in the public system that performs AEE for prescholars. Two schools were selected among five schools with the highest number of pre-school students in specialized care: the one with the highest number of pre-school students in AEE and the one with the smallest amount. The data colected through interviews were submitted to content analysis technique, and a comparative analysis was based on a tool in order to identify the level of similarity/difference between the schools, identifying the causes involved and their interrelationships. It was found that there is no nutritional diagnosis and health status monitoring of special education students, nor elaboration of differentiated menus for this teaching modality. SEEDF receives a different and duplicated per capita from the federal government to attend school meals during 200 school days for students enrolled in the AEE. However, in the schools observed students received only one meal during the period of schooling because they were not attended in two periods. It was verified that food and nutrition topics were not contemplated in the political pedagogical projects of the schools. It concludes that those involved in the management of the PNAE in Distrito Federal must find viable ways to guarantee the right to adequate and healthy food, in the conception of an inclusive and equitable education for all students with disabilities and to incorporate pedagogical actions in the school curriculum. / A presente disserta????o ?? resultado de uma pesquisa realizada junto ao Programa de P??s- Gradua????o Stricto Sensu em Educa????o da Universidade Cat??lica de Bras??lia, na ??rea de concentra????o Pol??tica e Administra????o da Educa????o e na linha de pesquisa Pol??tica, Gest??o e Economia da Educa????o. Dentre as cinco escolas com o maior n??mero de estudantes pr??-escolares em AEE, foram selecionadas duas: com o maior n??mero de estudantes pr??-escolares em AEE e com o menor quantitativo. Os dados obtidos nas entrevistas foram submetidos ?? t??cnica de an??lise de conte??do e a an??lise comparativa valeu-se de uma ferramenta visando identificar as diferen??as entre as escolas, identificando as causas envolvidas e suas interrela????es. Verificou-se que n??o h?? realiza????o de diagn??stico nutricional e acompanhamento do estado de sa??de dos estudantes da educa????o especial, nem elabora????o de card??pios diferenciados para essa modalidade de ensino. A SEEDF recebe per capita do governo federal diferenciado e duplicado para o atendimento da alimenta????o escolar nos 200 dias letivos para os estudantes com matr??cula no AEE, entretanto, nas escolas observadas, os estudantes receberam somente uma refei????o no per??odo da escolariza????o, em raz??o destes n??o serem atendidos no contra turno. Constatou-se que os temas de alimenta????o e nutri????o n??o s??o contemplados nos projetos pol??tico pedag??gicos das escolas. Conclui-se que os sujeitos que participam da gest??o do PNAE no DF precisam encontrar caminhos vi??veis para efetivar a garantia do direito ?? alimenta????o adequada e saud??vel, na concep????o de uma educa????o inclusiva e equ??nime para todos os alunos com defici??ncia e incorporar a????es pedag??gicas na din??mica escolar.

By the Ministry of Education???s Decree-Law 21/2006, the government established the school feeding public policy for children in basic education public schools. The FRETILIN Government, led by Dr. Jos?? Ramos Horta, launched the program in 2007. First, the program used the contingent fund from the East Timor Prime Minister???s Cabinet and received great support from an international organization called World Food Program (WFP). In 2010, the Ministry of Education takes over responsibility for the program. The field research was carried out in the Municipality of Baucau, east of East Timor. The developed research has qualitative nature and descriptive character, in a case study format. In addition to the examination of documents, 12 semistructured interviews were conducted with program managers, two representatives from the East Timor Ministry of Education ??? one national, one municipal ??? and ten directors and/or coordinators from Baucau???s basic education public schools. The research revealed that the program still has several shortcomings that prevent its implementation with quality; in addition, the program revealed a number of possibilities; the first is to contribute to the improvement of the students??? achievement in the teaching-learning process, to reduce the school drop-out rates and to increase students??? enrolment rates; it enables the inclusion of small livestock industries and small-scale local farmers and also consolidates the democratic management. / O objetivo do presente trabalho ?? identificar os fatores que interferem na execu????o do Programa de Alimenta????o Escolar de Timor-Leste, os limites e as possibilidades do desenvolvimento do referido programa. Pelo Decreto-Lei do MEC n??mero 21/2006, o governo criou a pol??tica p??blica de alimenta????o escolar para as crian??as do Ensino Fundamental nas escolas p??blicas. O programa foi lan??ado em 2007, pelo Governo FRETILIN, liderado pelo Dr. Jos?? Ramos Horta e, em seu in??cio, utilizou o fundo contingente do Gabinete do Primeiro Ministro de Timor-Leste e teve grande apoio de uma organiza????o internacional denominada World Food Program (WFP). Em 2010, o programa passou a ser responsabilidade do Minist??rio da Educa????o. A pesquisa de campo foi realizada no munic??pio de Baucau, na parte leste de Timor- Leste. A metodologia empregada na pesquisa foi qualitativa e de car??ter descritivo, no formato de estudo do caso. Al??m da an??lise documental, realizaram-se entrevistas semiestruturadas junto a 12 gestores do programa, a saber: dois representantes do Minist??rio da Educa????o de Timor-Leste ??? um de n??vel nacional e outro de n??vel municipal, e dez diretores e/ou coordenadores do Ensino B??sico das escolas p??blicas. A pesquisa revelou que o programa continua a ter v??rias limita????es que impedem a sua realiza????o com qualidade; por outro lado, o programa revelou v??rias possibilidades; a primeira ?? contribuir na melhoria do desempenho dos alunos no processo de ensino e aprendizagem, diminuir a taxa de abandono escolar e aumentar a taxa de matr??cula dos alunos; possibilita a inclus??o das pequenas empresas de pecu??ria e os pequenos agricultores locais e tamb??m consolida a gest??o democr??tica.

Qualidade nutricional dos card?pios em escolas p?blicas e alcance ?s metas do programa nacional de alimenta??o escolar em munic?pio do nordeste brasileiro

Diante da relev?ncia social e considerando os princ?pios do direito humano da alimenta??o adequada e da seguran?a alimentar, ? fundamental o monitoramento da execu??o e consecu??o das metas nutricionais estabelecidas pelo programa. Desta forma, este estudo teve como objetivos analisar a qualidade nutricional dos card?pios ofertados em escolas p?blicas de um munic?pio rural do Nordeste brasileiro, quanto ? composi??o nutricional, custo com g?neros aliment?cios, n?vel de ades?o dos escolares ?s refei??es oferecidas e atendimento ?s recomenda??es nutricionais do Programa Nacional de Alimenta??o Escolar. Foi desenvolvido estudo transversal, realizado com 473 escolares, em N?sia Floresta, munic?pio do Estado do Rio Grande do Norte. A frequ?ncia de consumo semanal da alimenta??o escolar foi analisado segundo o padr?o adotado por Sturion et al., que classifica o n?vel de ades?o em: efetiva (quatro a cinco dias), m?dia (dois a tr?s dias) e baixa (um dia). Analisou-se 64 prepara??es da alimenta??o escolar, eleitas de forma aleat?ria por conglomerado, avaliadas quanto ? energia, macronutrientes e micronutrientes (vitaminas A e C, ferro, zinco, magn?sio e c?lcio). Utilizaram-se como par?metros as recomenda??es nutricionais estabelecidas pelo programa (2009), para atender 20% das necessidades nutricionais di?rias, considerando as faixas et?rias de 6 a 10, 11 a 15 e 16 a 18 anos. Calculou-se o custo das prepara??es servidas com base na licita??o realizada no munic?pio. A associa??o entre ades?o e extratos et?rios foi investigada utilizando a an?lise de correla??o. A energia oferecida pelos card?pios foi inferior a recomenda??o em at? 50%. As refei??es atingiram, em m?dia, 249,34 kcal (?64,43). Observaram-se prepara??es com inadequa??o dos macronutrientes e micronutrientes, exceto para prote?nas (102,3%) e lip?dios (100,1%), na faixa et?ria ix de 6 a 10 anos. O custo das prepara??es foi R$ 0,53 (?0,16), sendo provenientes 56,6% de recursos federais e 43,4% da contrapartida municipal, com essencialidade de recursos municipais no provimento do custo. Quanto ? ades?o, 93,9% dos escolares informaram consumir os lanches. Para o n?vel de ades?o, obtiveram-se: 67,2% efetiva, 21,8% m?dia e 4,9% baixa. Foi encontrada associa??o significativa entre as vari?veis ades?o e idade (&#967;2 = 89,36; GL=6; P < 0,001), sendo a baixa ades?o encontrada, sobretudo, na faixa de 16 aos 18 anos. A major change in the PNAE occurred in the 1990s when the resource management and program execution has become responsibility of the states and municipalities. Another change, which brought great attention to the program and that was the focus of this work, took place with the enactment of Law n?11.947/09, which made it mandatory investment of at least 30% of school feeding resources with acquisition of family farming products. This change was the result of the insertion of PNAE in public policies of Food and Nutritional Security, which strengthened the role of the program as an instrument to strengthening family agriculture and guaranteeing the right to healthy food for public school students in the country. This policy opens the possibility of a large institutional market for products from family farms and can assist in the process of collective organization of this category of farmers. The implementation is an important element of the policy cycle, in which decisions are taken and strategies sets through which the objectives of a public policy can be achieved. In this dynamic process there are involved different social actors who need to talk to another. This leads us to reflect on the obstacles and challenges in implementing this policy. We decided to conduct evaluation of the implementation process of the acquisition of family farming products, with approach focused on the dynamics of social actors involved in implementing this policy in the Rio de Janeiro?s municipality. We present a literature review of PNAE trajectory and the difficulties already encountered in the implementation of the acquisition of family farming in large cities, such as the difficulty of dealing with the Public Call instrument, issuing Daps for family farmers and the logistics of delivering products. Then prepared a history of agriculture in the municipality of Rio de Janeiro, addressing aspects of agricultural production and existing public policies for this sector. We reconstitute a history of the implementation process of the PNAE?s acquisition of family farming the city, starting from the narratives of farmers, the Consea-Rio and municipal managers. Finally, we present an assessment of (non) implementation of this acquisition, because despite some attempts put in place, the city still does not acquire genres of family farming for school feeding. The balance is the result of analysis of the interaction between the regulatory framework of PNAE at the national level, with political, social and economic characteristics of the local context and indicates the established negotiations and strategies designed for the policy to take effect. We note that the lack of knowledge of City Hall about the reality of family farming and the difficulty of dealing with the normative instruments can be a barrier to implementation. As well as the poor organization of municipal farmers in formal groups and the high degree of urbanization of the municipality. / O Programa Nacional de Alimenta??o Escolar (PNAE) iniciado na d?cada de 1950 ? o maior programa p?blico de alimenta??o escolar do mundo e o mais antigo programa brasileiro de alimenta??o. Uma grande mudan?a no PNAE ocorreu na d?cada de 1990 quando a gest?o dos recursos e a execu??o do programa passou a ser de responsabilidade dos estados e munic?pios. Outra mudan?a de impacto, que trouxe grande aten??o ao programa e que foi foco deste trabalho, deu-se com a promulga??o da Lei n?11.947/09, que tornou obrigat?rio o investimento de no m?nimo 30% dos recursos da alimenta??o escolar com aquisi??o de produtos da agricultura familiar. Esta mudan?a foi fruto da inser??o do PNAE nas pol?ticas p?blicas de seguran?a alimentar e nutricional, que buscou refor?ar o papel do programa como um instrumento de fortalecimento da agricultura familiar e de garantia do direito a uma alimenta??o saud?vel por alunos da rede p?blica de ensino do pa?s. Esta pol?tica abre a possibilidade de um volumoso mercado institucional para os produtos da agricultura familiar, podendo colaborar com o processo de organiza??o coletiva desta categoria de agricultores. A implementa??o ? um elemento importante do policy cycle, em que s?o tomadas decis?es e definidas estrat?gias atrav?s das quais poder?o ser atingidos os objetivos de uma pol?tica p?blica. Neste processo din?mico est?o envolvidos distintos atores sociais que precisam dialogar entre si. Isto nos leva a refletir sobre os entraves e desafios para a implementa??o desta pol?tica. Optamos por realizar avalia??o do processo de implementa??o da compra da agricultura familiar, com abordagem focada nas din?micas dos atores sociais envolvidos na implementa??o desta pol?tica no munic?pio do Rio de Janeiro. Apresentamos uma revis?o bibliogr?fica da trajet?ria do PNAE e as dificuldades j? encontradas na implementa??o da compra da agricultura familiar em munic?pios de grande porte, tais como a dificuldade de lidar com o instrumento Chamada P?blica, a emiss?o de Daps para os agricultores familiares e a log?stica de entrega dos produtos. Em seguida elaboramos um hist?rico da agricultura no munic?pio do Rio de Janeiro, abordando os aspectos da produ??o agr?cola e das pol?ticas p?blicas existentes para este setor. Reconstitu?mos um hist?rico do processo de implementa??o da compra da agricultura familiar para o PNAE no munic?pio partindo das narrativas dos agricultores, do Consea-Rio e dos gestores municipais. Ao final, apresentamos um balan?o da (n?o) implementa??o desta compra, posto que, apesar de algumas tentativas colocadas em pr?tica, a prefeitura ainda n?o adquire g?neros da agricultura familiar para alimenta??o escolar. O balan?o ? fruto da an?lise da intera??o entre a estrutura normativa do PNAE em n?vel nacional, com as caracter?sticas pol?ticas, sociais e econ?micas do contexto local e indica as negocia??es estabelecidas e as estrat?gias desenhadas para que a pol?tica seja efetivada. Avalia??o das condi??es higi?nico-sanit?rias da produ??o de refei??es ? base de carne da alimenta??o escolar no munic?pio de Natal-RN

Its aims are to offer nutritional food as a supplement to students of public and philanthropic schools. Studying school nutrition transcends the investigation as a purely social program, given that it reaches the fields of public health, nutrition and food, using a wide variety of approaches. Thus, it is characterized by a multidisciplinary study, where the disciplines work side by side in distinct aspects of a single problem. Aim: This study aims to assess hygiene practices during the preparation of meat-based meals in public schools in the city of Natal, Brazil. Methods: A list was applied at 27 schools to identify the procedures of good food preparation practices. In addition, cooking and meal distribution temperature were measured and a microbiological analysis of the final preparation and of the water used in preparing it was performed. For microbiological analyses of the food, we analyzed coliforms at 45?C, coliforms at 35?C and Enterococcus, and for the water, we analyzed thermotolerant coliforms and total coliforms, using the methods recommended by APHA, 1995. Results: Most of the schools did not meet the required standards in all the variables related to good food preparation practices, except for the time spent preparing the meat, in which 89% were within the norm. Cooking temperature of the meals was within the standard; however, the temperature at distribution and the time spent dispensing the meals were inadequate. Of the 27 schools, 22 (81.5%) showed the presence of coliforms at 35? C in at least one meal sample and 18 (66.7%) had values above the recommended limit for coliforms at 45?C. The presence of E. coli was identified in 6.1% of the samples analyzed. The presence of Enterococcus was not found at any of the schools. With respect to the water, the North district of the city was the only one that did not meet the standards for the two indicators evaluated. The contamination found was not associated with the hygiene or food storage problems observed. Conclusions: The results show that the hygiene-sanitary conditions of meat-based public school meals were unsatisfactory, demonstrating the need for improvements in the production process to preserve the health of the student population. Para as an?lises microbiol?gicas do alimento, foram analisados coliformes ? 45?C, coliformes ? 35?C e Enterococcus, e para a ?gua, foram analisados coliformes termotolerantes e coliformes totais, atrav?s dos m?todos preconizados pela APHA, 1995. Resultados: A maioria das escolas estudadas apresentou n?o conformidades em todas as vari?veis analisadas quanto ?s Boas Pr?ticas de Fabrica??o, com exce??o do tempo de pr?-preparo das carnes, no qual 89% estavam dentro do padr?o. A temperatura de coc??o das prepara??es encontrou-se dentro do padr?o, entretanto a temperatura e o tempo de distribui??o apresentaram-se inadequados. Das 27 escolas, 22 (81,5%) apresentaram pelo menos uma amostra da prepara??o pronta com presen?a de coliformes ? 35?C, e 18 (66,7%) apresentaram valores acima do padr?o para coliformes ? 45?C. This food must be nutritious, hygienic and sanitary. The aim of the present study was to assess the hygienic/sanitary conditions of food and table utensil handlers in municipal public schools in Natal, Brazil. In total, 27 public schools were assessed, using a checklist and microbiological analysis of the hands and table utensils. For the microbiological analyses of the hands, coliforms were analyzed at 45?C and for the utensils aerobic mesophilic bacteria, using methods recognized by AOAC, 2002 and APHA, 1992, respectively. Most of the schools studied did not exhibit good food and utensil handling practice procedures in any of the variables analyzed. It was shown that 74.1% of the handlers received no periodic training, 51.9% did not undergo annual health examinations and 100% did not practice proper hand hygiene, which reflected significantly (p < 0.05) in hand contamination, where fecal coliforms were detected on 55.6% of the hands analyzed. With respect to the utensils, it was found that 100% of the schools studied did not follow correct hygiene practices and most were classified as very bad ; that is, aerobic mesophilic bacteria values above the limits established by PAHO (Pan American Health Organization), with schools in the north and south districts recording the highest percentages. The results show that the hygienic-sanitary conditions of the food and utensil handlers in the schools studied were inadequate, demonstrating the need for implanting good handling practices aimed at protecting the health of children that take part in the program and offering safer foods. O presente trabalho tem como objetivo avaliar as condi??es higi?nico-sanit?rias de manipuladores de alimentos e utens?lios de mesa de escolas p?blicas municipais na cidade de Natal/RN, no qual foram avaliadas 27 escolas p?blicas, utilizando um check-list e an?lise microbiol?gica das m?os e utens?lios de mesa. The legal framework for the program, endorsed in 2009, aims to establish a link between the supply of healthy food in the school, the educational process of learning and family-based agriculture, recognizing school meals as a human right. In accordance with some principles of FNS, innovations in the operating mode of the program are being introduced, principally with respect to the dynamics of public acquisition of food, by making the allocation of at least 30% of the funds for the direct purchase of products of family-based agriculture a compulsory measure, with exemption from public bids. This thesis proposes to analyze PNAE's historical trajectory and recent reformulation from an angle yet not much explored in public policies analysis: its instruments. It aimed to understand, based on an approach that focuses on the Instrumentation of Public Action (IAP), the following questions: i) how the choosing process of instruments to operationalize food acquisition from family-based agriculture took place; ii) which principles from FNS Security were incorporated to the instruments; iii) which actors participated on the process and which interaction were established between them; iv) which public controversies were present. The study has pointed out that that the context of strengthening of the dynamics of social-estate interfaces and the greater permeability of the Estate to public policies reorientation proposals in the light of FNS's principles has created opportunities for actors coalitions (governmental mand non-governmental) that were linked to the defense of FNS causes and family-based agriculture to articulate themselves around that new legal framework. There was an effort both to reorient the guidelines of PNAE and to participate on the choosing of instruments by these actors. The introduction of new acquisition mechanisms in the PNAE involved the conformation of new field of controversies, because the changes affect the interface between public and market action. The mapping process done within the PNAE Managing Committee and Advisory Group (formal spaces aiming at the program's regulaion) has pointed out that the main controversies revolved around the following questions: i) the choosing of the operationalization modality to purchase from family-base agriculture; ii) the adoption of selection criteria bounded to the guidelines of PNAE substituting the purchasing processes that were linked to low-prices; iii) the definition of the price methodology; iv) the definition of a selling limit in a year; v) the connection between the Food Acquisition Program (PAA) and the PNAE. O marco legal do Programa, aprovado em 2009, estabelece um elo entre a oferta de alimentos saud?veis na escola, o processo de ensino-aprendizagem e a agricultura familiar, reconhecendo a alimenta??o escolar como um direito humano. Em conson?ncia com alguns princ?pios de SAN, foram introduzidas inova??es no modus operandi do programa, principalmente no que se refere ?s din?micas de aquisi??o p?blicas de alimentos, ao tornar obrigat?ria a destina??o de no m?nimo trinta por cento dos recursos para a compra direta da agricultura familiar, com dispensa de licita??o. Essa tese se prop?s a analisar a trajet?ria hist?rica e o processo recente de reformula??o do PNAE a partir de um ?ngulo ainda pouco explorado nas an?lises de pol?ticas p?blicas, os seus instrumentos. Houve, por parte destes atores, tanto um esfor?o por reorientar as diretrizes do PNAE, quanto por incidir sobre a escolha dos instrumentos. A introdu??o de novos mecanismos de compra no ?mbito do PNAE envolveu a conforma??o de um campo de controv?rsias, j? que as mudan?as incidem na interface entre a a??o p?blica e um mercado bem estabilizado. O mapeamento efetuado no ?mbito do Comit? Trata-se de um estudo transversal retrospectivo, descritivo, do tipo estudo de caso, com abordagem quantitativa e qualitativa, no qual foi feita uma minuciosa an?lise documental nos arquivos dos Conselhos de Alimenta??o Escolar para remontar a forma de atua??o deles, buscando conhecer suas principais qualidades e defeitos. Al?m disso, foram realizadas entrevistas com os conselheiros de alimenta??o escolar para entender quais eram as percep??es que eles tinham sobre as atividades que desempenham, por meio da t?cnica denominada an?lise de conte?do. A an?lise documental demonstrou que h? muitas inconsist?ncias na forma de escolha dos conselheiros e in?meras defici?ncias a serem corrigidas pelos Conselhos, por outro lado, tamb?m foram salientados muitos aspectos positivos dos trabalhos desenvolvidos. A an?lise das atas dos CAEs e das entrevistas com os membros dos Conselhos desvelou as percep??es que eles tinham sobre a forma de constitui?ao do Conselho, as dificuldades vividas para desempenhar o controle social, tais como problemas de infraestrutura, de acesso a informa??es e pouco incentivo a se capacitarem. Programa de P?s-Gradua??o em Sa?de, Sociedade e Ambiente, Universidade Federal dos Vales do Jequitinhonha e Mucuri, 2017. / This research is included in the research line of Health Promotion, Prevention and Control of Diseases and sought to analyze the 9 (nine) School Feeding Councils of the Region of Diamantina, in the State of Minas Gerais, with the purpose of raising, analyzing and unveiling if they meet the minimum criteria established in the legislation in force, if there is a consistency between the legal attributions of the CAEs and what happens in practice, if they have the minimum structure necessary for the performance of their duties, and what are the perceptions attributed by the counselors on the activities of social control exercised before the Council. This is a cross-sectional, retrospective, descriptive, case-study with a quantitative and qualitative approach, in which a detailed documentary analysis was carried out in the School Feeding Council archives to reassemble their way of acting, seeking to know their main qualities and defects. In addition, interviews were conducted with school feeding counselors to understand what perceptions they had of the activities they perform through the technique called content analysis. The documentary analysis showed that there are many inconsistencies in the choice of counselors and numerous shortcomings to be corrected by the Councils, on the other hand, also highlighted many positive aspects of the work developed. The analysis of the minutes of the CAEs and the interviews with the members of the Councils revealed the perceptions they had about the form of constitution of the council, the difficulties experienced to carry out social control, such as infrastructure problems, access to information and little incentive to qualify. On the other hand, they demonstrated the commitment to carry out their duties, to ensure the quality of school feeding of their Municipalities and the correct use of public money. In the end, it was possible to see that the training, stimulating functions and popular participation are factors that influence the effective and efficient performance of school feeding counselors, which must be guaranteed and encouraged by the Government, by its own counselors and society.
