Möjligheter och hinder i vidareutnyttjandet och tillgängliggörandet av öppna data i Örebro kommun / Opportunities and barriers that characterize the open data process in the municipality of Örebro

Det huvudsakliga syftet med denna studie är att öka förutsättningarna för Örebro kommun att bedriva ett framgångsrikt arbete med öppna data. Genom att analysera nuläget med avseende på öppna data, dels nationellt, dels inom kommunen, ämnar studien att presentera ett antal rekommenderade strategiska åtgärder som bedöms vara lämpliga för att förbättra arbetet med öppna data i Örebro kommun. Rapporten ska, förutom att fylla ett utbildande syfte internt, utgöra ett underlag för framtida beslut angående öppna data centralt inom kommunen och i kommunens förvaltningar. Två workshopar och intervjuer med interna och externa aktörer genomfördes för att identifiera utmaningar, potentiella målbilder och aktiviteter relaterade till öppna data inom Örebro kommun. Dessa analyserades utifrån tidigare forskning om öppna data i offentliga organisationer. Resultaten visar att kommunen i Örebro bör öka den organisatoriska förmågan, skapa engagemang hos medborgare och underhålla en mer målorienterad strategi för öppna data. / The release of public sector information as open data is expected to bring various benefits such as citizen participation, transparency and innovation. In recent years’ open government data has been getting more attention at various levels of government causing several frameworks and manuals to be published. These publications aim to help local governments by providing guidance on how open data efforts should be organized and implemented in practice and a common to these reports is that they contain general descriptions and guidelines that are addressed to all public organizations working with open data. This demands that the proposed practices must be customized when adapted by a specific organization. The municipality of Örebro has an ongoing commitment to open data. Since the interest in open data started to take off in Sweden, the municipality has periodically released new open data sets and on three occasions conducted hackathons with an open data theme. However, the recent introduction of a new municipal management, as well as the loss of an open data key figure, has impeded the continued work with open data in Örebro. Therefore, there is reason to examine what measures should be taken to improve the efforts of open data release in the municipality. In this study interviews and workshops were conducted to identify barriers, goals and activities related to open data in order to bring forward empirically supported recommendations that help the organization to overcome barriers and work towards a more streamlined open data process. The results suggest that the municipality in Örebro should make efforts to increase organizational capabilities, nurture citizen engagement and support a more goal-oriented strategy for open data.

Implementation of temperature variations and free surface evolution in the Shallow Ice Approximation (SIA)

Ice sheets and glaciers constitute an enormous water storage, currently corresponding to a potential sea level rise of almost 70 meters if all ice was to melt completely. The ice sheets are dynamic components of the global climate system and numerical modeling is a useful tool that can help us understand and predict how the ice sheets develop. The most accurate model available for ice sheets is given by the Stokes equations, but to solve them for a real ice sheet on a relevant time scale would be way too computationally costly. Instead approximations of the Stokes equations are used such as the Shallow Ice Approximation (SIA). The SIA is valid for areas where the aspect ratio, the ice thickness divided by the horizontal extent of the ice, is small. In this project equations for temperature and surface evolution were implemented in a Matlab version of SIA. The model already had algorithms implemented for computation of stresses, velocities and pressures for an ice sheet with fixed geometry and temperature. Implementation of temperature and free surface equations also made the problem time-dependent. The result was evaluated by solving a simple test problem and comparing the solution to a full Stokes solution obtained with the code ElmerIce. The SIA solution was closer to the Stokes solution when the aspect ratio ε and slope α were decreased simultaneously such that ε=arctanα, but a similar improvement was also obtained when only the slope was decreased. The differences between the two solutions were satisfyingly small for both temperature, surface location and velocities for an aspect ratio of ε= 7.8 10−4 and ε=arctanα.

MSB stands for Swedish Civil Contingencies Agency. It’s a government organization that deals with emergencies and crises. MSB has developed a software package where the newest software version is called RIB 2012. The package includes the program RIB Karta. RIB Karta has made it possible to produce an overall picture consisting of different types of information onto a single map. RIB Karta is a very simple map viewer without any analysis functions. The purpose of this degree project is to compare several open source software with the existing RIB Karta. The study will result in suggestions for a possible open source program which allows the use of geographic data internally within MSB and the existing RIB Karta. The programs that were studied are: gvSIG, MapWindow, OpenJUMP, Quantum GIS and uDig. The advantage of using open source software is that they are free, and the access to the source code allows them to be modified to suit your needs. This program is also an alternative to RIB Karta meaning that the program may be freely distributed resulting in a great advantage. One disadvantage is that if major changes in the source code are made, the support may be difficult to access. The license for open source software designed to code should be made available for everyone. Investigations by various open source GIS software have been implemented in the order to present the program that has more features than RIB Karta but still understandable to people with non-GIS experience. When compared with one another, the studies show pros and cons within each of the programs. The investigations have been made after a survey template that was developed after meetings with MSB. Functions, analysis capabilities and ease of use are what have been taken into account. The most suitable software is therefore chosen after taking into account these distinguishing factors From the results of the studies Quantum GIS software is recommended for internal use in MSB and in RIB Karta. Based on its variety in terms of features and good usability we conclude that Quantum GIS is the best choice. / MSB står för Myndigheten för Samhällsskydd och Beredskap. Det är en statlig organisation som arbetar med olycks- och krishantering. MSB har arbetat fram ett programpaket där den nyaste programversionen heter RIB 2012. I paketet ingår programmet RIB Karta som gör det möjligt att få en samlad bild av olika typer av information i en och samma karta. RIB Karta är ett mycket enkelt kartvisningsprogram utan analysfunktioner. Syftet med uppgiften är att jämföra flera open source GIS program med befintlig RIB Karta. Arbetet ska resultera i förslag på möjliga open source program som kan vara en komplettering till RIB Karta. Det ska även kunna användas internt inom MSB för personal som inte behöver ett avancerat GIS program. Programmet ska kunna visa geografiskdata, skapa kartor och kunna göra enkla analyser. Fördelarna med att använda open source program är att de nästan alltid är gratis och tillgången till källkoden gör att de kan modifieras efter egna behov. Alla undersökta program i denna rapport är gratis. Eftersom det också ska vara ett alternativ till RIB Karta så är även att programmet får spridas fritt en stor fördel. En av nackdelarna är att om stora ändringar i källkoden har gjorts kan support vara svårt att tillgå. Licenserna för open source programvaror är utformade för att koden ska bevaras tillgänglig. Undersökningar av olika open source GIS program har genomförts för att presentera ett program som har fler funktioner än RIB Karta men fortfarande är lättförståeligt för icke GIS kunniga. I undersökningarna har för- och nackdelar i programmen ställts emot varandra. Undersökningarna har gjorts efter en undersökningsmall som tagits fram efter möten med MSB. Funktioner, analysmöjligheter och användarvänlighet är vad som tagits i beaktande. Det är detta som valet av rekommenderad programvara är grundat på. Från resultatet av undersökningarna rekommenderas Quantum GIS som programvara för användning i både RIB Karta och inom MSB’s verksamhet. Detta för sin bredd när det gäller funktioner och goda användarvänlighet.

The IT consultancy industry is characterized by knowledge intensive implementationprojects related to varying levels of standardized information system software. When faced with a large implementation project at a previously unknown customer various assessmentsis usually conducted to identify the level of fit between the software and organizationin order to plan and structure the implementation process. However, there are several aspects of the customer organization that potentially can affect the end result as well as the implementation process that is unrelated to the fit between the software and the implementation organization as well as the potency of the implementation method. By conducting measurements of these maturity factors within the customer organization the implementing procedure can be modified based on the customer maturity level in order to become more aligned with the capabilities present in the customer organization. Research question: Which aspects need to be covered by a Customer Maturity Analysis Tool (CMAT) in order to evaluate the pre implementation maturity for potential customersof our case company and how should these aspects be organized and measured? The first task of the research process was to create an underlying model of maturity perspectives and aspects to structure the literature review as well as the empirical data collection. It was decided to adhere to a deductive approach where the theoretical model would be validated and if necessary modified in accordance to feedback from potential users of the CMAT within the case company. This procedure was repeated in the creation of measurements and maturity levels for the aspects to be used in the tool. The research process would therefore transition from a general model based on literature review, through a iterative feedback loop to a final model tailored to the specific requirementsof the case company. The final CMAT ended up containing four main perspectives of customer maturity; ITi nfrastructure, Culture, Process and Business Governance. These four perspectives were in turn divided into subgroups in order to be able to aggregate and compare differentaspects of the perspectives with each other.

Med jämna mellanrum drabbas världen och Sverige av naturolyckor. Som ett resultat av detta har Räddningsverkets avdelning NCO (Nationellt Centrum för lärande från Olyckor) år 2005 fått i uppdrag av regeringen att upprätta en databas över naturolyckor i Sverige. 34 olika myndigheter och organisationer är involverade i arbetet med uppbyggnaden av databasens utformning. Dagens databas har ett kartstöd för sökning av specifika händelser/naturolyckor men är inte färdigutvecklad. Den innehåller idag endast naturolyckor i punktform vilket inte ger en bra helhetsbild över hur stort det drabbade området var eller är. Detta arbete syftar till att komplettera databasens kartstöd med naturolyckors utbredning och olika riskkarteringar för att på så sätt öka användbarheten. För att göra detta möjligt samlades data in från olika myndigheter. Översvämningskarteringar fanns redan i digitalt format medan skredriskskarteringarna georefererades och digitaliserades. Två lösningar togs fram, en enklare version för gemene man och de mindre kartkunniga samt en andra version som är betydligt mer detaljerad och som vänder sig till kommuner och myndigheter. Databasen är tänkt att kunna användas i planeringssyfte men också för att dra lärdom av tidigare naturolyckor för att på så sätt effektivisera räddningsarbetet i framtida insatser. / Sweden and the rest of the World is regularly struck by natural disasters. Due to this, the Swedish Rescue Agency has been commissioned by the Government to produce a national database for natural disasters in Sweden. 34 different authorities and organizations are involved in the process of designing the database. The database has got a map application designed to search for specific occurrences /natural disasters but this is not yet fully developed. Today the disasters are only marked with dots in the map, which does not give a satisfying overview of the size of the affected area. This work aims to complement the map application of the database with the spatial extent of the natural disasters and different areas with potential risk to increase the usefulness of the map. To make this possible data was collected from different authorities. The areas with risk of being flooded were already available in digital form while the areas with risk of landslides were georeferenced and digitized. Two different solutions were created, the first one a simplified version aimed for people with little or no experience of maps, the second one a more detailed version aimed for local authorities. The database is meant to be used for planning but also to gain knowledge from former disasters to improve future rescue missions.

ORM is relatively new which theoretically and empirically very youngphenomenon in which very few researches have been made around the area ever since.Hence, the intention of this research is to fill the knowledge gaps recognized and useEricsson Company to conduct an exploratory qualitative research to give empirical value tothe study.The purpose of this study is to explore how ORM can play role in making strategic businessdecisions through branding and construct a model that shows relationship among ORM,branding and strategic business decision. The relevant research concepts that are discussedin the literature review are linked through logical links depicted in the model.After the model is constructed Ericsson Company was taken as a case and qualitative study was made using an in-depth interview with the company’s expert in this area in Ericssonglobal to see how the concept of ORM, branding and strategic decisions in the model areinterlinked to each other. This research has answers on how this company perform its ORM,how ORM can influence branding, how branding can influence strategic business decisionand in the end how ORM can influence strategic business decision.From the finding of this research, ORM has influence on branding and brand has influenceon strategic business decision. Finally, it can also be concluded that ORM has impact on strategic business decisions through branding.
