The occurrence of internal armed conflict in Africa has increased over the last two decades. As such, Africa continues to be viewed by many as a troubled continent. In an attempt to avoid further conflict in Africa, organisations such as the United Nations have implemented comprehensive tools and strategies to prevent further conflicts from occurring. However, the genocide in Rwanda and the on-going unrest in Sudan have shown that there is still a lot of work to be done. In both these cases, the conflicts took place or escalated even with UN presence on ground. This paper will thus examine the UN's legal role in the prevention of internal armed conflict and establish the type of lessons that could be learnt from Rwanda and Sudan. / Public, Constitutional, & International / LL.M.

Creating community structures for sustainable social reintegration of child soldiers in Liberia

The study is about how to work with and create community structures for effective and sustainable social reintegration of Children Associated with Armed Forces and Armed Groups (CAAFAG), also called child soldiers in Liberia. It analyses the community structures which were engaged in the Disarmament, Demobilisation, Rehabilitation and Reintegration processes and questions whether these were premised on community values and norms. The study challenges some of the existing practices of working with community structures in reintegration programmes. The Structural-functionalist perspective is used as theoretical framework of the study based on the notion that social events, like DDRR programmes can best be explained in terms of the functions they perform or the contributions they make towards stability and continuity of societies where child soldiers are to be reintegrated. The study adopts a qualitative methodology to investigate community structures to reintegrate child soldiers in an effective, sustainable way. Different related research techniques, or triangulation, are used referring to a combination of mainly qualitative methods of data collection and analyses. Focus group discussions, in-depth interviews and documentary sources have different complementary strengths which are more comprehensive when used together. The findings indicated that children of all ages were “recruited” by armed groups and forces for diverse reasons. The findings confirmed children going through difficult experiences as they participated and supervised over violence. The war disoriented children‟s socialization processes. In some situations they returned to dysfunctional communities, without adequate support systems. The humanitarian led community approaches delivered results, however, these were short-lived. The engagement of the community structures was not based on clear community analysis. The intended manifest functions of the DDRR programmes and reintegration objectives for sustainability were eventually dysfunctional in most cases. The study‟s major recommendation is that a careful analysis of existing community structures, identification and engagement of positive community networks be made and that comprehensive capacity building programmes, built on societal values and norms nested within a National Planning Policy framework, will deliver durable and sustainable social reintegration of child soldiers in Liberia. / Sociology / D.Litt. et Phil. The work analyses the problems with the mobilization system of the Czech armed forces as one of the main elements in the rescue system of the Czech Republic. It is taken as a collective part of the rescue system of the European nation. Author presents hypothesis that somehow the rescue system still has not over come the division of the past when the world was divided geopolitically and the war danger was immediate. On the other side there may be some kind of inability to find the suitable way how to effectively use the professional forces committed to action out of the state. On the base of the historical point of view this work analyses the meaning of the rescue and mobilization system in the optional war conflict. Also it contemplates the changes in the geopolitics system after the year 1989. The first place takes the question whether the Czech rescue system really reflex to the geopolitical changes, whether the activity is effective - the ratio between the danger and economical and human resources. Important part of this work is comparison between the Czech rescue system and the rescue systems of the chosen states of NATO and EU. Author studies the literature, experiences and other sources. JB-2: America's First Cruise Missile

My research provides a historical and archaeological context for this thesis, in which I argue the JB-2 missile is historically significant as a unique example of the rapid duplication of enemy technology for both physical and psychological retaliation, as a crucial link in the chain of development for America’s cruise missile program, and for its role in early Cold War deterrence. Jet Bomb model number 2 (JB-2), America’s first operationally successful, mass produced cruise missile, developed as a direct copy of the German V-1, with slight variation in manufacture due to differences between German and American components, machinery and tooling. Continuing modifications of the JB-2 during its service life led to improvements in performance, control, and accuracy. From 1944 to 1953, the JB-2 transitioned from a weapon quickly prepared for wartime deployment to an essential test vehicle for the United States Army, Air Force and Navy while supporting the U.S. policy of containment during the early Cold War.

On quantifying miltary strategy.

Military Strategy is defined as a plan at the military strategic level of war that consists of a set of military strategic ends, ways and means and the relationships between them. This definition leads to the following research questions: 1. How can the extent of the many-to-many relationships that exist between a military strategy, its ends, ways and means be quantified? 2. If the relationships between a military strategy, its ends, ways and means are quantified and if the effectiveness of the force design elements is known, how shall that enable the quantification of the state’s ability to execute its military strategy? 3. If the relationships between a military strategy, its ends, ways and means are quantified and if the effectiveness of the force design elements is known, how will it aid decision-making about the acquisition of the future force design? The first research question is answered by mapping a military strategy complete with its ends, ways and means to a ranked tree where the entities in the strategy corresponds with the vertices of different rank in the tree. The tree representation is used to define and determine the contribution of entities in a military strategy to entities at the next higher level. It is explained how analytical, heuristic and judgement methods can be employed to find the relative and real contribution values. Also, a military strategy for South Africa is developed to demonstrate the concept. The second research question is answered by developing measures of effectiveness taking the interdependence of entities at the terminal vertices of the ranked tree into account. Thereafter, the degree to which the force design would support the higher order entities inclusive of a military strategy could be calculated. The third research question is answered by developing a cost-benefit analysis method and a distance indicator from an optimal point to aid in deciding between supplier options for acquisition. Thereafter the knapsack problem is amended to allow for scheduling acquisition projects whilst optimising the force design's support of a military strategy. Transformation in the military police agency of the South African National Defence Force

The goal of this research was to describe the nature, occurrence and extent to which integration preceded normative and institutional transformation in the SANDF and therefore in its Military Police, thereby demonstrating how in its aftermath, integration has become a recipe for disaster, casting a spell on further transformation within the military. The research also aimed at bringing the reader face-to-face with the daily struggles of Africans in the SANDF, by focusing on one of the smallest divisions of the military, the Military Police Agency (MPA). The research project was limited to all reported interviews and questionnaire responses of eighty five participants of the Southern Military Police Region (S MPR), excluding the S MPR HQ as well as the MPA HQ. A total of eighty five respondents out of a total strength of 172 S MPR composition, took part in the sample. Seventy nine participated in the questionnaire, fifty one in the interview and a total of forty five participated in both. Interviews were used as follow-up sessions to respondents' questionnaire answers. While the questionnaire was structured, the interview was semi-structured, allowing members to comment, object, affirm or question the process of transformation both in the SANDF and in the MPA. In keeping with the qualitative research method, the semi-structured interview enabled the mapping of categories, trends and patterns in the responses. It was found that MK and APLA cadres who integrated into the ex-Naval MPs surpassed their counterparts in the ex-Army MPs, by far. The two groups are incomparable, in rank level, experience, training, attitude and knowledge of the organisation. It was further discovered that most practices that had taken place before 1999 at W CSC and still continued within the MPA, negate SANDF policy and are criminal. Prejudice, racism, obscene language and gender insensitivity were rife, forming part of institutional culture. It is recommended that Weitzer's proposed solution for the transformation of coercive institutions be considered. It is a thoroughgoing transformation of the security apparatus through a legal framework because civil control is not enough to guarantee the pre-eminence of the democratic forces. / Criminology / M.A (Criminology)

The history, role and influence of the South African military chaplaincy, 1914-2002

The work of the South African chaplains during the First World War was of an extremely high standard. The postwar military failed to recognise this contribution. In the 1920s and early 1930s the chaplaincy was allocated an inferior position within the military. It was only in 1938 that the first chaplains were appointed in the Permanent Force. During the Second World War the unwillingness of the UDF hierarchy to appoint a single chaplain as the head of a Chaplains' Branch influenced the ministry negatively. Inter-denominational issues were resolved on a basis of consensus amongst Principal Chaplains who were granted very little executive power. The establishment of the SA Corps of Chaplains in 1946 confirmed the permanency of the chaplaincy within the UDF. The appointment of the first Deputy Chaplain General in 1949 did much to ensure effective ministry. The discontinuation of this post in 1954 had a detrimental effect on the chaplaincy. With the establishment of the Department of Physical and Spiritual Welfare in 1966 no clear cut division was made between the responsibility for spiritual (pastoral) care and physical care (social welfare). This anomaly was rectified in 1968 when an independent directorate for the chaplaincy was created and in 1970 when a Chaplain General was appointed. The chaplaincy in South West Africa grew from a single chaplain at Walvis Bay in 1963 to an immense organisation with hundreds of chaplains. In 1980 the SWATF Chaplain Service was formed under command of its own director. The presence of SADF/SWATF chaplains in South West Africa ceased in 1989 with the implementation of UN Resolution 435. The 1990s was a decade of great transition and turmoil for the Chaplain Service. In 1994 the military chaplaincies of the TBVC countries, as well as members from MK and APLA, were integrated into the Chaplain Service. The implementation of the transformation policy of the Department of Defence resulted in the Chaplain Service becoming more representative of the communities it serves. / Theology / D. Th. (Theology)

Military Intervention in Africa after the Cold War

Since the end of the Cold War, military intervention has attracted much scholarly interest, and it was demonstrated that several instances of the use of force or the threat to use force without Security Council endorsement were acceptable and necessary. Matters of national sovereignty are the fundamental principle on which the international order was founded since the Treaty of Westphalia. Territorial integrity of states and non-interference in their domestic affairs, remain the foundation of international law, codified by the United Nations Charter, and one of the international community’s decisive factors in choosing between action and non-intervention. Nonetheless, since the end of the Cold War matters of sovereignty and non-interference have been challenged by the emergent human rights discourse amidst genocide and war crimes. The aim of this study is to explain the extent to which military intervention in Africa has evolved since the end of the Cold War, in terms of theory, practice and how it unfolded upon the African continent. This will be achieved, by focusing on both successful and unsuccessful cases of military intervention in Africa. The unsuccessful cases being Somalia in 1992, Rwanda in 1994, and Darfur in 2003; and the successful cases being Sierra Leone in 2000 and the Comoros in 2008. The objective of this study is fourfold: firstly it seeks to examine the theoretical developments underpinning military intervention after the end of the Cold War; secondly, to describe the evolution of military intervention from a unilateral realist to a more multilateral idealist profile; thirdly, to demarcate the involvement in military intervention in Africa by states as well as organisations such as the AU and the UN and finally, discerning the contributions and the dilemmas presented by interventions in African conflicts and how Africa can emerge and benefit from military interventions. The intervention in Somalia produced a litmus test for post-Cold War interventions and the departure point for their ensuing evolution. Rwanda ensued after Somalia, illustrating the disinclination to intervene that featured during this episode. Darfur marked the keenness of the AU to intervene in contrast with the ensuing debates at the Security Council over naming the crime whether or not “genocide” was unfolding in Darfur. Positively though, the intervention by Britain in Sierra Leone and the AU intervention in the Comoros are clear illustrations of how those intervening, were articulate in what they intend to do and their subsequent success. / AFRIKAANSE OPSOMMING: Militêre intervensie, of die afwesigheid daarvan wanneer nodig, bly ‘n twispunt binne internasionale verhoudinge. Namate die impak van die Koue Oorlog begin vervaag het, het militêre intervensie besonder prominent in die literatuur begin figureer en is soms so dringend geag dat dit soms sonder die goedkeuring van die Veiligheidsraad van die Verenigde Nasies (VN) kon plaasvind. Aspekte van nasionale soewereiniteit bly nietemin ‘n grondbeginsel van die internasionale orde soos dit sedert die Verdrag van Wesfale beslag gevind het. Die betrokkenheid in Somalië was ‘n kritieke toets vir intervensies na die Koue Oorlog en het baie stukrag verleen aan die daaropvolgende debat. Rwanda het die huiwerigheid ontbloot om in te gryp waar dit werklik nodig was. Darfur vertoon weer die gewilligheid van die AU om in te gryp in weerwil van lang debatte in die VN oor volksmoord en die gebeure in Darfur. Aan die positiewe kant figureer die Britse optredes in Sierra Leone en optredes deur ‘n AU-mag in die Komoro Eilande as gevalle wat toon hoe die vasberadenheid van partye om in te gryp en bedreigings in die kiem te smoor, suksesvolle militêre intervensies kan bevorder.
