Soviet war-readiness and the road to war : 1937-41

This is a study of the foreign and domestic policies of the USSR as they pertain to its war-readiness, as well as the degree to which these policies presumably opened the door to the European conflagration and, in 1941, to the Nazi-Soviet war. Topics to be discussed include: (1) the crash industrialization of the Soviet Union and industrial war preparations from 1928--41; (2) the development of Soviet military doctrine before and after 12 June 1937; (3) a critical re-examination of the popularly accepted reasons for the devolution of the Soviet armed forces; and (4) Soviet foreign policy from 1937--41. The chronological end of the paper (1941) is followed by a brief epilogue discussing the evident success of the Soviet industrialization program by reference to Soviet industrial performance during the Nazi-Soviet war. Furthermore, the epilogue will challenge the popular depiction of the German invasion as an effortless, seamless advance into the Soviet heartland.

These were studies about the war through the teaching of Military History as this discipline is taught in the Brazilian Armed Forces schools. It highlights the study of war in History classes, the formation of the war leader in Brazil prepares the soldier for his war performance but this educational orientation has proven insufficient because it does not consider characteristics that are specific to the Brazilian military personnel. That s an educational process that focuses the History of War in a positive way and that does not necessarily prepare the officer for his career in the Brazilian society, a society that is not interested in the topic of Defense. That lack of interest can be explained by the fact that Brazil has rarely run any risks of attack against its territory or its sovereignhood. That s why the people find civical or subsidiary military action to be more important than actions of war. The Army schools programs do not approach polemic topics in the Armed Forces trajectroy in the Brazilian society. That s because our forces have never been on a battlefield. They have mostly done territorial defense and administration. Moreover, it has been involved in both social and political issues. Therefore, its educational formation aims for a performance that will not actually take place in Brazil. It s insufficient for the officer in his actual professional life. To prove our theory, we analyze the politics concerning national defense. These politics have existed since 1996 and we ll also see what they say about military performance and its scarce presence in the teaching-learning process. The element that brings about such analysis is the Military History content because it shows that the civilians society keeps getting more and more estranged from defense issues. Next, we present aspects of Military History in the three Brazilian army schools from 1996 through 2004. We also present its specific features in the teachinglearning process, the orientation for a study of war as an educational element in the preparation of an officer and the way this discipline is regarded by education authorities. We also show the way students of the three Brazilian military schools see Military History, a regular part of their formation, and the way they see their own preparation for the military career. Finally, we reflect upon the political and institutional role of the Brazilian Armed Forces, as it is in the National Defense Policy. We also reflect upon the difficulties to build a program that encloses the multiple functions to be performed by a Brazilian military officer nowadays. / O presente trabalho de pesquisa na área de Educação apresenta os resultados da pesquisa bibliográfica, documental e de campo acerca do estudo da guerra por meio do ensino de História Militar ministrado nas Escolas de formação de oficiais das Forças Armadas brasileiras. Ao dar um enfoque privilegiado para o estudo da guerra no ensino de História, a formação do líder guerreiro no Brasil segue a linha de preparo do soldado profissional em seu desempenho na guerra, mas este direcionamento educativo demonstra ser insuficiente, pois não considera os aspectos peculiares dos militares brasileiros, em um processo educacional com enfoque sempre positivo e exemplar no trato da História da guerra, o que não efetiva o preparo de sua oficialidade no exercício profissional vinculado à realidade da sociedade brasileira, na qual não se interessa pelas questões referentes à defesa, já que a nação sofre pouquíssimos riscos contra sua integridade territorial e sua soberania e, por isso, considera mais relevante a atuação dos militares em ações subsidiárias e cívicas do que aquelas relacionadas à prática da guerra. Os programas curriculares das Escolas de formação castrense brasileiras não abordam os conteúdos polêmicos da trajetória das Forças, que não se constituíram em campo de batalha e sim majoritariamente em seu emprego na defesa territorial e na manutenção administrativa das mesmas, além de seu envolvimento nas questões políticas e sociais de ordem interna vinculadas às determinações histórico-sociais de seu país. Portanto, sua formação educacional objetiva um desempenho profissional que, na prática, não se efetiva na realidade brasileira, de maneira utilitária e insuficiente na consolidação do oficial militar em seu desempenho profissional na atual sociedade brasileira. Para demonstrar nossa tese, o trabalho realiza uma análise das políticas públicas concernentes ao sistema de defesa nacional em vigor desde 1996, o que preconizam quanto ao desempenho dos militares na consecução desse sistema e a incipiente presença de suas determinações no processo de ensino-aprendizagem efetivado nas instituições castrenses brasileiras atualmente, cujo elemento provocador da análise é o conteúdo de História Militar ministrado nas mesmas, denotando a existência de um dis- tanciamento da sociedade civil aos temas vinculados à defesa e à organização das Forças militares brasileiras e a decorrente manutenção da autonomia das instituições castrenses, tanto em sua organização quanto na formação educacional de sua liderança. Em seguida, o trabalho apresenta os aspectos vinculados ao ensino de História Militar nas três Escolas de liderança castrenses brasileiras no período de 1996 a 2004, suas especificidades no processo de ensino-aprendizagem, o direcionamento da divulgação de um conhecimento no estudo da guerra enquanto elemento educativo no preparo para o exercício profissional militar e as percepções desse ensino por parte dos agentes educadores em História Militar na formação dos futuros líderes guerreiros das Forças Armadas brasileiras. Apresentamos, também, a maneira como os alunos das três Escolas de formação de oficiais brasileiros compreendem a importância do estudo da guerra em História Militar, efetivado em sua formação, e a percepção de seu preparo para o exercício profissional militar. Finalmente, realizamos uma reflexão do papel políticoinstitucional das Forças Armadas brasileiras, previsto na Política de Defesa Nacional vigente no país, e as dificuldades existentes na constituição de um programa curricular para contemplar as múltiplas funções a serem desempenhadas pelo profissional militar brasileiro na atualidade.

Omgivning och Ledarskap : En kvalitativ studie i hur omgivningen påverkar plutonchefers förutsättningar för ett Utvecklande ledarskap

Syftet med uppsatsen är att utifrån Ledarskapsmodellens definitioner undersöka om de organisatoriska förhållandena påverkar plutonchefers möjlighet att utöva ett Utvecklande ledarskap. Undersökningen genomfördes som en kvalitativ studie genom intervjuer med plutonchefer vid Ledningsregementet i Enköping. Resultaten visar att omgivningen påverkar ledarskapet men i både positiv och negativ riktning samtidigt. En omständighet som i ett avseende är en begränsning är i ett annat avseende en möjlighet. Det är upp till ledaren att identifiera dessa möjligheter och utnyttja dem. Flera av de viktigaste slutsatserna återfanns utanför undersökningens syfte och är bland annat att den största påverkan plutonchefen har på sitt ledarskap återfinns i tidsbristen att närvara hos sina underställda. Den påverkan grundar sig i hög arbetsbelastning och indirekta konsekvenser av den generella personalbristen i organisationen. / The purpose of this study is to investigate, based on the Leadership Model definitions, whether the organizational conditions affect pluton managers' ability to execute a Developing Leadership. The survey was conducted as a qualitative study through interviews with platoon commanders at the Command and Control Regiment in Enköping. The results show that the environment affects leadership in both positive and negative directions at the same time. A circumstance that in one respect is a restriction is in another possibility. It is up to the leader to identify these opportunities and make use of them. Several of the key conclusions were found outside the purpose of the survey, and among other things, the biggest impact the pluton manager has on his leadership is found in the shortage of time to attend his subordinates. This impact is based on excessive workload and indirect consequences of the general staff shortage in the organization.

Transformation in the military police agency of the South African National Defence Force

The goal of this research was to describe the nature, occurrence and extent to which integration preceded normative and institutional transformation in the SANDF and therefore in its Military Police, thereby demonstrating how in its aftermath, integration has become a recipe for disaster, casting a spell on further transformation within the military. The research also aimed at bringing the reader face-to-face with the daily struggles of Africans in the SANDF, by focusing on one of the smallest divisions of the military, the Military Police Agency (MPA). The research project was limited to all reported interviews and questionnaire responses of eighty five participants of the Southern Military Police Region (S MPR), excluding the S MPR HQ as well as the MPA HQ. A total of eighty five respondents out of a total strength of 172 S MPR composition, took part in the sample. Seventy nine participated in the questionnaire, fifty one in the interview and a total of forty five participated in both. Interviews were used as follow-up sessions to respondents' questionnaire answers. While the questionnaire was structured, the interview was semi-structured, allowing members to comment, object, affirm or question the process of transformation both in the SANDF and in the MPA. In keeping with the qualitative research method, the semi-structured interview enabled the mapping of categories, trends and patterns in the responses. It was found that MK and APLA cadres who integrated into the ex-Naval MPs surpassed their counterparts in the ex-Army MPs, by far. The two groups are incomparable, in rank level, experience, training, attitude and knowledge of the organisation. It was further discovered that most practices that had taken place before 1999 at W CSC and still continued within the MPA, negate SANDF policy and are criminal. Prejudice, racism, obscene language and gender insensitivity were rife, forming part of institutional culture. It is recommended that Weitzer's proposed solution for the transformation of coercive institutions be considered. It is a thoroughgoing transformation of the security apparatus through a legal framework because civil control is not enough to guarantee the pre-eminence of the democratic forces. / Criminology and Security Science / M.A (Criminology)

År 2010 verkställdes det politiska beslutet om att låta värnplikten vila och satsa på ett anställt försvar och istället infördes frivillig militär utbildning i form av Grundläggande militär utbildning. Regeringen anser att ungdomsverksamheterna, vilka bedrivs av frivilligorganisationer som exempelvis Sjövärnskåren, är en viktig del i rekryteringen till Försvarsmakten. Syftet med uppsatsen är att ta reda på om Sjövärnskåren skapar attraktionskraft för Försvarsmakten och i vilken utsträckning det motiverar ungdomar till att söka vidare till GMU och den nu vilande värnplikten. Denna uppsats baseras på en kvantitativ metod i form av ett frågeformulär, baserat på Herzbergs tvåfaktorsteori samt Hackman och Oldhams modell. Enkäten gick ut till 47 personer med bakgrund i Sjövärnskåren och som påbörjat Grundläggande militär utbildning, Specialistofficersutbildningen eller Officersprogrammet mellan åren 2010 och 2013. Enligt denna undersökning har Sjövärnskåren gjort Försvarsmakten attraktiv för ungdomarna som gått på sommarskolorna. Framförallt har detta skett genom att befälen på sommarskolorna föregått med bra exempel som ledare och representanter för Försvarsmakten. En slutsats som har dragits är att Sjövärnskåren nog kan anses som en bra rekryteringsgrund där det militära livet får testas på och utvärderas, samt leder till motiverade och engagerade rekryter. / In 2010, the political decision was implemented to abolish conscription and build the Swedish Armed Forces on employed soldiers and sailors. Instead of conscription, voluntary military training was introduced in the way of basic military training. The government believes that youth activities, conducted by NGOs such as the Swedish Sea Cadet Corps, are a vital part of recruitment to the Swedish Armed Forces. The purpose of this paper is to find out if the Swedish Sea Cadet Corps can make the Swedish Armed Forces attractive and to what extent it motivates young people to apply for basic military training and the now resting conscription. This paper is founded on a quantitative method in the form of a questionnaire, based on Herzberg’s Motivation-Hygiene theory and Hackman and Oldham’s model. The survey was sent to 47 people with a background in the Swedish Sea Cadet Corps and who began the basic military training, NCO training or Officer training, between 2010 and 2013. According to this survey, the Swedish Sea Cadet Corps made the Swedish ​​Armed Forces attractive to young people who attended the Swedish Sea Cadet Corps’ summer camps. This was, in particular, thanks to the officers at the summer camps, who acted by being good examples of leaders and representatives of the Swedish Armed Forces. One conclusion made is that the Swedish Sea Cadet Corps could be considered as a good recruitment base, where youngsters can try and evaluate military life, which thereafter can lead to motivated and committed recruits.

Sveriges nya ”hemförsäkring” : –En studie om hur argumenten för och emot propositionen 2008/09:140 – Ett användbart försvar, belysts i tidningsmedierna

Syftet med denna uppsats har varit att ta reda på hur utvalda tidningar, både morgon- och kvällstidningar, valt att förhålla sig mot proposition 2008/09:140 – Ett användbart försvar. Den proposition som innebar att vi idag har ett yrkesförsvar och inte värnplikt. Arbetet har utgått från en kvalitativ textanalys. Tidningarna har analyserats utefter sökkriterierna: kostnad, tillgänglighet – användbarhet, hög beredskap, rekryteringssvårigheter och folkförankring. Teorin som använts är en gestaltningsteori som hämtats från forskning inom medie- och kommunikationsvetenskap. Uppsatsen visar att det finns stora skillnader mellan hur de olika tidningarna är representerade inom journalistik som rör försvarsfrågor. I uppsatsen framkommer att de flesta tidningarna har en borgerlig politiks hållning. Detta leder i sin tur till att det är dessa som rapporterar om ämnet. Beroende på om det är en morgon- eller kvällstidning finns det stora skillnader i hur de gestaltar sin rapportering eller ledare. I uppsatsen framkommer även att tidningarnas ledare innehar en stor sanningshalt med väl underbyggda fakta och källor. Ledarna visar på en större objektivitet än förväntat. Även kring mediernas makt framkommer att den riktiga makten nog inte ligger i nyhetsrapporteringen utan i ledarna. För krigsvetenskapen kan uppsatsen förhoppningsvis åskådliggöra vikten av att förstärka Försvarsmakten i samhället och således även trygga den framtida folkförankringen. / The purpose with this examination essay was to find out how newspapers, both morning- and evening, did chose to relate to the government bill 2008/09:140 – A useable defence. This governmental bill implied a new Swedish military reformation. The reformation relies on voluntary military service and no longer conscription. The method used in the essay is a qualitative text analysis. The search criteria’s during the analysis of the newspapers contained: Cost, availability and usability, state of readiness, recruitment difficulties and civil-anchoring. The theory used for this essay is a framing theory. The approach to concerned newspapers conforms to general, regarding media- and communication, science. The essay elucidates that there are big differences between the newspapers regarding questions about the Swedish defence. It appears that most newspapers have a bourgeois approach. The newspapers with this approach tend to write more about topics concerning the Swedish armed forces. There is a big difference between the newspapers due to how they use the interpretation theory in stories or leaders. The difference becomes noticeable between morning- and evening newspapers. The essay also elucidates that the newspaper leaders prove to be more truthful than expected. The leaders tend to strengthen their thoughts with reliable sources. Regarding the power of the media the essay indicate that the real power exists among the leaders and not among the news stories.

Försvarsmakten är en av Sveriges största myndigheter och har i uppgift att verka som landets försvar. Studien genomfördes genom ett samarbete med Försvarsmakten i Halmstad med syftet att belysa på vilket sätt Försvarsmakten i Halmstad arbetar för att främja de anställdas fysiska aktivitet för att de skall uppnå grundnivån enligt Försvarsmaktens Fysiska Standard. Syftet var även att studera de anställdas träningsvanor samt vilka faktorer som de upplever kan påverka deras benägenhet till att träna på arbetstid ur ett hälsoteoretisktperspektiv. Enkäten skickades ut till 325 anställda på Försvarsmakten i Halmstad, samt genomfördes tre intervjuer med tre anställda vilka arbetar med fysisk aktivitet. Resultatet från enkäten visade att den främsta anledningen till att de flesta som inte tränade på arbetstid inte gjorde det var på grund av hög arbetsbelastning och tidsbrist. Resultatet från intervjuerna visade att stor oro förelåg inför hösten 2018 då bemanningen ökar eftersom de redan har trångt med utrymmen och inte kommer räcka till för att främja och stötta alla som kommer att behöva det. Konklusion för studien kan dras som sådana att Försvarsmakten arbetar aktivt för att främja fysisk aktivitet, däremot bör det arbetas mer för att öka ett tillåtande och öppet klimat, där dialog uppmanas. Det föreslås att FM bör se över sin nuvarande hälsokultur och vidare genom hälsofrämjande arbete komplettera dess nuvarande arbete samt värna om de kulturer som faktisk kan främja fysisk aktivitet. / The Swedish Armed Forces is one of Sweden’s largest authorities and has the task of acting as the country’s defense. The study was conducted through a cooperation with the Swedish Armed Forces in Halmstad with the aim of illustrating the way in which the Swedish Armed Forces in Halmstad work to promote the physical activity of the employees in order to achieve the basic requirements according to the Swedish Armed Forces Physical Standard. The aim was also to study the employee’s training habits and which factors they perceive could influence their tendency to train during working hours via a health theoretical perspective. The survey was sent out to 325 employees at the Swedish Armed Forces in Halmstad, three interviews were conducted with three employees which work with physical activity. The result from the survey showed that the main reason why most employees don’t train during working hours were because of high workload and time constraints. The result from the interviews showed that great concern exist fore the fall of 2018 when more employees will come with already narrow spaces and they won’t be enough to promote and support everyone who will need it. In conclusion the study can prove that the Swedish Armed Forces in Halmstad work actively to promote physical activity, although they should work to increase a more accepting and open climate, were dialogues are encouraged. It is suggested that the Swedish Armed Forces in Halmstad should look over their current health culture and further through health promotion complement the work that exists now, but also nurture the actual cultures that promote physical activity.

The investigation of political delinquency of Czechoslovakian military personnel in the years 1948 - 1989 Abstract The primary objective of this dissertation is to reconstruct the investigation of political delinquency in the environment of military forces. The text is focused on the persecution of military personnel in the years 1948 - 1989. The key issue is described in the broader context of the socialistic legal system and contemporary structure of power and political development of the Czechoslovakian state. The author used methods of legal history, the roots of which are interdisciplinary and lie on the boundary of legal and historical science. The text is integrating the recent material and procedural criminal law, which is considered to be a part of public law. Moreover, this theses draws out of archival sources and files created by military investigating organs and organs of military prosecution. The author also used rare historical sources, which are typical for contemporary history. We are talking about film documents and memories of participant. Basic stated algorithm is bet in the context of Czechoslovakian political progress after events in February 1948. On quantifying miltary strategy.

Military Strategy is defined as a plan at the military strategic level of war that consists of a set of military strategic ends, ways and means and the relationships between them. This definition leads to the following research questions: 1. How can the extent of the many-to-many relationships that exist between a military strategy, its ends, ways and means be quantified? 2. If the relationships between a military strategy, its ends, ways and means are quantified and if the effectiveness of the force design elements is known, how shall that enable the quantification of the state’s ability to execute its military strategy? 3. If the relationships between a military strategy, its ends, ways and means are quantified and if the effectiveness of the force design elements is known, how will it aid decision-making about the acquisition of the future force design? The first research question is answered by mapping a military strategy complete with its ends, ways and means to a ranked tree where the entities in the strategy corresponds with the vertices of different rank in the tree. The tree representation is used to define and determine the contribution of entities in a military strategy to entities at the next higher level. It is explained how analytical, heuristic and judgement methods can be employed to find the relative and real contribution values. Also, a military strategy for South Africa is developed to demonstrate the concept. The second research question is answered by developing measures of effectiveness taking the interdependence of entities at the terminal vertices of the ranked tree into account. Thereafter, the degree to which the force design would support the higher order entities inclusive of a military strategy could be calculated. The third research question is answered by developing a cost-benefit analysis method and a distance indicator from an optimal point to aid in deciding between supplier options for acquisition. Thereafter the knapsack problem is amended to allow for scheduling acquisition projects whilst optimising the force design's support of a military strategy.
