In education the minimum school attendance of 85 % for children between 6 and 15 years and 75 % for adolescents aged 16 to 17 years is required . According rationale explicit in legislation and official documents BFP, ensuring school attendance of children and young people in school would be a major break with the call for intergenerational transmission of poverty factor. This paper assumes the following questions: is attendance important factor to prevent the call intergenerational transmission of poverty? Does the fact that the child is in school with the help of the program ensures your education? This study examined the perceptions of mothers beneficiaries of the program regarding the requirement of attending school and prepared to understand according to their placements, the education of their children was related to participation in the BFP. Twenty semi-structured interviews with mothers of BFP beneficiaries were held in the southern region of Campinas/SP. The survey results indicate that for the beneficiary mothers BFP education of their children is not linked to the program because, according to them, the only requirement BFP with respect to school is school attendance and that they declare comply. As to the education of their children, mothers argue that it is necessary to promote a school that develops a quality education that will prepare them for the job market, so they will have opportunities to break away from poverty in the future and build a better life. / O recebimento do benef?cio do Programa Bolsa Fam?lia (PBF), pol?tica p?blica de transfer?ncia de renda do governo federal destinado a fam?lias em situa??o de pobreza e de extrema pobreza est? vinculado ao cumprimento de condicionalidades nas ?reas de sa?de e educa??o. Na ?rea da educa??o ? exigida a frequ?ncia escolar m?nima de 85% para as crian?as entre 6 e 15 anos e de 75% para adolescentes entre 16 e 17 anos. Segundo justificativa explicitada na legisla??o e documentos oficiais do PBF, a garantia da frequ?ncia escolar de crian?as e jovens na escola seria um fator importante para romper com a chamada transmiss?o intergeracional da pobreza. O presente trabalho parte das seguintes indaga??es: ser? a frequ?ncia escolar fator importante para impedir a chamada transmiss?o intergeracional da pobreza? Ser? que o fato da crian?a estar na escola com o aux?lio do programa garante a sua educa??o? Este estudo analisou as percep??es de m?es benefici?rias do programa a respeito da exig?ncia da frequ?ncia escolar e se disp?s a compreender de acordo com suas coloca??es, se a educa??o de seus filhos estava relacionada com a participa??o no PBF. Foram realizadas vinte entrevistas semiestruturadas com m?es benefici?rias do PBF na regi?o sul de Campinas/SP. Os resultados da pesquisa indicam que para as m?es benefici?rias do PBF a educa??o de seus filhos n?o est? vinculada ao programa, pois, segundo elas, a ?nica exig?ncia do PBF com rela??o ? escola ? a frequ?ncia escolar e isso elas declaram cumprir. The Bolsa Fam?lia program is the most important social policy with the broadest coverage that the Brazilian government has implemented lately. This program consists in a monthly cash transfer to the most vulnerable sectors of the population. Quantifying the effect of the program in emigration is performed using the average treatment effect on the beneficiaries in the condition of being a migrant or not. Two algorithms are used in the methodology of propensity score matching (PSM) using data from the 2010 Population Census. The results show that there is a negative and significant impact of the Bolsa Fam?lia Program in emigration flows. / O objetivo deste estudo ? analisar o impacto que tem o Programa de Transfer?ncia de Renda com Condicionalidades, popularmente conhecido como Programa Bolsa Fam?lia nos fluxos emigrat?rios das microrregi?es do Brasil. O programa Bolsa fam?lia ? a mais importante pol?tica social, e com maior abrang?ncia, do governo brasileiro que consiste em uma transfer?ncia de renda mensal para os setores mais vulner?veis da sociedade. A quantifica??o do efeito do programa na emigra??o ? realizada atrav?s do efeito m?dio do tratamento sobre os benefici?rios na condi??o de ser migrante ou n?o. Dois algoritmos de pareamento s?o utilizados na metodologia de Pareamento pelo Escore de Propens?o ou Propensity Score Matchig (PSM) empregando dados do Censo Demogr?fico 2010. Os resultados mostram que existe um impacto negativo e significativo do programa Bolsa Fam?lia nos fluxos emigrat?rios.

Com uma abordagem concomitantemente quantitativa e qualitativa, predominando esta ?ltima, realizou-se pesquisa bibliogr?fica, documental e de campo. No que concerne ao campo, al?m da observa??o devidamente registrada, fez-se uso de entrevistas semiestruturadas embasadas em roteiros. A an?lise foi concretizada por interm?dio da elabora??o de grelhas (?VORA, 2006) que compuseram um banco de dados e pelo emprego da an?lise de discurso (CHIZZOTTI, 2006). Even having go over again it straightly of monetary resources to the beneficiaries and to the demand of counterentry, as the aspects more frequently associated to his existence, the PBF it does not content itself with these two structural axles. The Actions and Complement Programs, third axle of the Program, in spite of his importance, still shows an area not holder of the same consideration and renown that the rest. Towards this reality and looking to show up the acting of the above-mentioned Program of Transfer of Conditioned Income ? PTRC, this work was proposed understanding the dynamic of functioning of the PBF in the local authority of Currais Novos - RN. Therefore, it was polished in the referential system of Katzman (1997) and Katzman; Filgueira (2006) from the approach Assets, Vulnerability and Structure of Opportunities ? AVSO, besides the incorporation of the conception of the State, labor market and society as ?institutional orders? intervenient of the approach. With an approach concomitantemente quantitative and qualitative, when last this one is predominating, was made a bibliographic research, documentary and of field. In what it concerns the field, besides the observation properly registered, it was made use of semistructured interviews informed on scripts. The analysis was made real through the preparation of broilers (?VORA, 2006) that composed a database and for the job of the analysis of speech (CHIZZOTTI, 2006). Before the observations obtained along this dissertation by the light of the objectives drawn by the PBF, it was seen that the above-mentioned Program needs improvements in Currais Novos, since there are series of problems around his functioning mainly in what concerns his third axle that still lacks for a true development, which does with what the emancipation of the PBF, as consequence of the quoted axle, that already reveals itself something difficult of being reached, remains only in level of the idealized one in the prescriptive instruments. Broaden perspectives, it sees that the need of improvements in the PBF as a whole, expands in national level. It is certain what this government combat strategy to the poverty has been passing over evolutions and what represents a symbol of the course taken for the social politics in Brazil, however, there is still to much to be carried out for potentiate his impacts. The PBF, undeniably, has his relevance for the public as him contemplated, however it has not, by itself, enough potential to really transform the scenery which the poverty outlines while coming true in his lives.

It is proposed to systematize the results of a research conducted in 2013, which had the overall objective of verifying whether the conditionalities of BFP potentiate the intersectionality between public policies of social welfare, education and health from the experiences brought by beneficiary families and by workers and managers involved the actions of the program in the municipality of Esteio/RS. With a critical dialectic perspective, this qualitative study, with contributions of quantitative data provides references related to this topic, the historical background of the PBF and its relationship with the social question, the prospect of targeting, conditionalities and intersectionality. Had as research subjects: four women's legal guardian of the beneficiary families of BFP, three workers and three managers of policies involved the PBF. Among the key findings are the sociodemographic characteristics of families benefiting from the program based on the systematization of the analysis of quantitative data from CAD?NICO and PBF. In their qualitative part, we used the content analysis technique, which allowed the emergence of perceptions, experiences and opinions of the three segments addressed. Among the families and their relationship with the program, the data indicates the bureaucracy in access , the waiting time for the benefit, the demand for oversight of the program, and the conditionalities as an affirming element of the division of labor based on gender , their perceptions of conditionalities of the program, crossed by precariousness as a manifestation of structural violence, among the segment of workers, the concern with dependence on money, generating autonomy and emancipation in the program, a look of accountability arises from families as responsible for their conditions of poverty , the yearning for further actions and the need to define the services provided. Also the experience of the precariousness of the lack of human resources and infrastructure. On the positive side, there is the bond with the families and the possibility of prevention of diseases related to nutritional status. Between managers: understand that the PBF contributes in income generation and responsibility of families. Compliance with the counterparts, one finds the concept of BFP as a program in motion and perceive advances, as on the school frequency. Regarding health, there is the understanding that greater accountability of family health teams for family support and intensification of actions is required. On the positive side, emerges the idea that the BFP seeks a transformative perspective and overcome welfarism. Such analysis of these results indicate the need for further development and qualification of the relationship between public policies related to BFP , in the context of managing and implementing the program as well as related to the families benefiting from the program. / A presente disserta??o tem como tema o Programa Bolsa Fam?lia (PBF) no munic?pio de Esteio/RS, a rela??o entre as pol?ticas p?blicas de Assist?ncia Social, Educa??o e Sa?de a partir das condicionalidades e os desafios que se colocam ? constru??o da intersetorialidade. Prop?e-se a sistematizar os resultados de uma pesquisa realizada no ano de 2013, que teve por objetivo geral verificar se as condicionalidades do PBF potencializam a intersetorialidade entre as pol?ticas p?blicas de Assist?ncia Social, Educa??o e Sa?de a partir das experi?ncias trazidas por fam?lias benefici?rias e por trabalhadores e gestores implicados ?s a??es do programa no munic?pio de Esteio/RS. Numa perspectiva cr?tico-dial?tica, o estudo de car?ter qualitativo, com aportes de dados quantitativos, traz referenciais relativos ao tema, os antecedentes hist?ricos do PBF e a sua rela??o com a quest?o social, a perspectiva da focaliza??o, as condicionalidades e a intersetorialidade. Teve como sujeitos da pesquisa quatro mulheres respons?veis legais das fam?lias benefici?rias do PBF, tr?s trabalhadoras e tr?s gestoras das pol?ticas implicadas ao PBF. Dentre os principais resultados: uma caracteriza??o sociodemogr?fica das fam?lias benefici?rias do programa, sistematizando a an?lise dos dados quantitativos, a partir do CAD?NICO e PBF. Em sua parte qualitativa, utilizou-se a t?cnica de an?lise de conte?do, que propiciou a emers?o de percep??es, viv?ncias e opini?es dos tr?s segmentos abordados. Dentre as fam?lias e sua rela??o com o programa, apontam-se a burocracia no acesso, o tempo de espera pelo benef?cio, a demanda por fiscaliza??o do programa, as condicionalidades como elemento afirmador da divis?o do trabalho baseado no g?nero e as suas percep??es quanto ?s condicionalidades do programa, atravessada por precariedades, numa manifesta??o da viol?ncia estrutural. Dentre o segmento dos trabalhadores, surge a preocupa??o com a depend?ncia em rela??o ao benef?cio, com a gera??o de autonomia e emancipa??o em rela??o ao programa, um olhar de responsabiliza??o das fam?lias benefici?rias pela condi??o de pobreza, o anseio pela amplia??o das a??es, a necessidade de qualificar os servi?os prestados e, ainda, a viv?ncia das precariedades da falta de recursos humanos e infraestrutura. Como aspectos positivos, h? o v?nculo com as fam?lias e a possibilidade de preven??o de doen?as ligadas ? condi??o nutricional. Dentre as gestoras, h? o entendimento de que o PBF contribui para a renda e para a responsabiliza??o das fam?lias. Quanto ao cumprimento das contrapartidas, constata-se a concep??o do PBF como um programa em movimento e percebem avan?os, como na quest?o da infrequ?ncia escolar. No que tange ? Metodologicamente ? um estudo de avalia??o de pol?ticas p?blicas, sendo categorizada com um estudo de avalia??o de processo ou de implementa??o. Dada a especificidade do objeto classifica-se a investiga??o como estudo multicaso contemplando os Estados de Sergipe, Rio Grande do Norte e Bahia. Al?m da utiliza??o de dados secund?rios, o estudo utilizou-se de entrevistas semiestruturadas com os membros das Comiss?es Intersetoriais respons?veis pelas a??es do PBF e do Cadastro ?nico no ?mbito estadual, compostas por representantes das ?reas do Governo Estadual de Assist?ncia Social, Educa??o e Sa?de. Os principais resultados relacionados ?s capacidades t?cnicas -administrativas e pol?ticas encontrados foram: infraestrutura com fragilidade em recursos humanos, tecnol?gico e financeiros; coordena??o intragovernamental com limites entre o PBF e o SUAS, e as a??es da condicionalidade da sa?de e Aten??o B?sica do SUS; coordena??o intergovernamental realizada em parte a dist?ncia por limita??es de deslocamento e incipiente descentraliza??o regional das a??es; monitoramento baseado nos munic?pios de menor desempenho e a partir dos par?metros postos pelo governo federal. Dito de outro modo limita??es das pr?prias capacidades estatais dos governos estaduais e dos governos municipais de cada territ?rio, tais como insufici?ncia quantitativa e de qualifica??o de recursos humanos, de recursos financeiros e institucionais, a falta de inst?ncia promotoras de descentraliza??o (intergovenamental e intragovernamental) al?m da fragilidade ou aus?ncia de uma rede de servi?os sociais locais s?o tamb?m fatores explicativos do desempenho de gest?o do Programa e, as capacidades estatais dos arranjos formados por estados e munic?pios no PBF, apenas, de modo parcial d?o conta da complexidade de articula??es que envolvem a implementa??o do programa no que se refere ?s a??es intergovernamentais e intragovernamentais. / This thesis aims to understand the extent to which state capacities of state governments explain the effectiveness of the implementation of Programa Bolsa Fam?lia (PBF) in the Northeast, adopting the implementation of the theory as the main theoretical lens and more specifically the concept of state capacity. Methodologically is a study of public policy evaluation, and categorized as a process of evaluation study or implementation. Given the specificity of the object is classified as a multi case study research covering the states of Sergipe, Rio Grande do Norte and Bahia. In addition to using secondary data, the study used semi-structured interviews with members of Intersectoral Committees responsible for the actions of PBF and the Cadastro ?nico at the state level, composed of representatives of the areas of the state government of Social Welfare, Education and Health. the main findings related to technical and administrative capacities and policies were found: infrastructure with weakness in human resources, technological and financial resources; intra-governmental coordination with boundaries between PBF and Unified Social Assistance System , and the actions of conditionality of health and Health Unic System Basic Attention; intergovernmental coordination carried out mostly by the distance limitations of displacement and incipient regional decentralization of actions; based monitoring in the municipalities of lower performance and from the parameters placed by the federal government and political capacities; representative political system is hardly accessed by instances of program management; minor social participation and low articulation with related issues advice to PBF; audit control by any outside agencies. The thesis concludes that depending on the capabilities found implementing weaknesses are not unique to the program's actions, but from the very institutional capacity of the systems in which it operates that are the Unified Social Assistance System, the Health Unic System and the Educational System. In other words limitations of their own state capacities of the state governments and the municipal governments of each territory, such as quantitative insufficiency and qualification of human resources, financial and institutional resources, lack instance promoting decentralization (Intergovernmental and intra-governmental) as well the weakness or absence of a network of local social services are also factors that explain the program management performance and state capabilities of arrangements formed by states and municipalities in the PBF, only to partially deal with the complexity of joints involving Implementation of the program with regard to inter and intra-governmental action.

Al?m de revisitar a literatura sobre a forma??o dos sistemas de prote??o social no mundo e no Brasil, o trabalho realizou uma avalia??o quantitativa e qualitativa para obter dados prim?rios, onde participaram 106 titulares do programa. A triagem dos adultos que compuseram a amostra foi realizada no Cadastro ?nico no munic?pio de Natal, situado no Bairro do Igap?, na Regi?o Administrativa Norte. Para caracterizar a situa??o socioecon?mica e demogr?fica, avaliar o n?vel de Seguran?a Alimentar e analisar a percep??o dos usu?rios, elaborou-se um question?rio de perguntas abertas e fechadas baseado na Escala Brasileira de Inseguran?a Alimentar (EBIA). Os resultados conforme apresentados no cap?tulo cinco, comprovaram que houve sim uma melhoria na condi??o alimentar das fam?lias atendidas, mas um avan?o apenas discreto, pois 99% dos entrevistados foram classificados em Inseguran?a Alimentar. Espera-se que este estudo piloto possa contribuir para o fortalecimento da compreens?o e do combate ? Inseguran?a Alimentar no munic?pio de Natal. / The objective of this pilot study is to verify that the Bolsa Fam?lia program (the Bolsa Familia program is a direct transfer program income that benefits families in poverty and extreme poverty in Brazil) has promoted some impact on the food security of beneficiaries in Natal. In addition to revisiting the literature on the formation of social protection systems in the world and in Brazil, the work carried out a quantitative and qualitative evaluation for primary data, attended by 105 adults program holders. The screening of adults in the sample was made in the Unified Register in Natal, located in Igap? Neighborhood, Administrative Region North. To characterize the socioeconomic and demographic situation, assess the level of food safety and analyze the perception of users, we prepared a questionnaire of open and closed questions based on the Brazilian Food Insecurity Scale. The results did not confirm improvement in the food condition of the families, since 99 % of respondents were further classified in Food Insecurity It is hoped that this pilot study will contribute to strengthening understanding and combating Food Insecurity in Natal.

These programs have proven effective in several aspects such as reducing poverty and inequality, improving schooling rates, etc. An aspect that has remained unmentioned of these programs was their potential to encourage targeted workers of the program to migrate to the informal labour market in order to remain "invisible" to program managers and, thus, receive the benefits even when they do not qualify according to program standards. This study applies VECM (Vector Error Corrector Model) to show this issue may be occurring in the six Brazilian state capitals, included in the IBGE Monthly Employment Survey, from the creation of the program, in 2004, until March 2016. / Os Programas de Transfer?ncia de Renda Condicionada, Programa Bolsa Fam?lia no Brasil, foram uma forma inovadora de reduzir a desigualdade social em muitos pa?ses, principalmente da Am?rica Latina. Estes programas se mostraram eficientes em v?rios aspectos, como reduzir a pobreza, a desigualdade, melhorar ?ndices de escolaridade, etc. Mas, um aspecto pouco mencionado destes programas, ? o potencial de incentivar os trabalhadores - alvo do programa - a migrar para o mercado laboral informal, com o objetivo de ficarem ?invis?veis? aos gestores do programa e, assim, receberem os benef?cios, ainda que n?o se qualifiquem a eles, pelos n?veis de renda definidos pelo programa. Este trabalho utiliza o VECM (modelo Vector Corretor de Erros) para mostrar que este fato pode estar ocorrendo nas seis capitais do Brasil, que conformaram a Pesquisa Mensal de Emprego do IBGE, desde a cria??o do programa at? mar?o de 2016.

The first essay aims to evaluate the PMM in terms of the provision of physicians, presenting estimates of its impact on hospitalization for ambulatory care sensitive conditions (ACSH). The differences-in-differences method was used with propensity score matching (double difference matching), using three specifications, a falsification test and also a dynamic endogeneity test to confirm the robustness of the results. For the application of this methodology, a panel of municipal data was constructed covering several variables related to socioeconomic, demographic and public health infrastructure characteristics in the cities for the period from 2010 to 2016. First, it is shown that the program had an effect on increasing the density of physicians. Then, the main results show a significant reduction in hospital admissions in treated municipalities with an increasing and perceptible effect in the second year of the program. The second essay aims to analyze the impact of PBF in Brazilian intern migration. The Average Treatment Effect on Treated (ATT) was estimated through Propensity Score Matching (PSM) using microdata from Brazilian Census 2010. The results show that the program stimulates recipients? remigration to their home states and retain those already established in a locality. The estimates are robust in the possible presence of omitted variables and in different matching specifications. By exploring regional heterogeneity, we have shown that the impacts on return and retention are greater for the Northeast, the concentrating region of return migrations and Program beneficiaries. Through Dose Response Function it is also shown that the results are positively correlated with the monetary values transfer by the Bolsa Fam?lia, which may indicate a channel for the empirical results. / A presente disserta??o consiste em dois ensaios independentes em avalia??o de pol?ticas p?blicas, os quais estimam efeitos causais de duas pol?ticas brasileiras de grande apelo, o Programa Mais M?dicos (PMM) e o Programa Bolsa Fam?lia (PBF). O primeiro ensaio objetiva avaliar o PMM no que se refere ao provimento de m?dicos, apresentando estimativas de seu impacto nas interna??es por condi??es sens?veis ? aten??o prim?ria (ICSAP). Foi empregado o m?todo de diferen?as-em-diferen?as com pareamento por escore de propens?o (double difference matching). O segundo ensaio estima o impacto do PBF sobre a migra??o inter-estadual brasileira. A estima??o do efeito do tratamento m?dio sobre os tratados (Average Treatment Effect on Treated ? ATT) foi feita por meio do Propensity Score Matching (PSM) a partir dos microdados do Censo Demogr?fico de 2010, em que foi poss?vel analisar indiv?duos migrantes, migrantes retornados e n?o retornados. As estima??es apontam que o PBF estimula a remigra??o dos benefici?rios aos seus estados de origem, al?m de manter aqueles que j? est?o fixos em uma localidade, mesmo que essa n?o seja a sua de nascimento. Os resultados n?o se mostraram sens?veis ? poss?vel presen?a de vari?veis omitidas e as demais especifica??es utilizadas nas estima??es. Ao explorar a heterogeneidade regional, mostramos que os impactos sobre remigra??o e reten??o s?o maiores para regi?o Nordeste, a qual concentra grande parte dos remigrados e benefici?rios do PBF. Ainda, por meio da Fun??o Dose Resposta (FDR), mostra-se que os resultados s?o positivamente correlacionados com os valores monet?rios pagos pelo programa, o que pode indicar um mecanismo para os resultados.

Come hence the relevance of the theme and its constant presence in discussions on the fruits of public policies, institutional structure and economic development which are the guiding elements of this work, and noted that seeks to highlight the social demographics and most important, the most significant trends and issues pertaining to her. The assessment was initially made in all the municipalities of Rio Grande do Norte doing a verticalilza??o to the municipalities Caic?, Pau dos Ferros, Ipueira and Taboleiro Grande. Highlighting the role of a social policy through government programs, such as the Bolsa Familia Program (PBF), which creates the possibility of changes in the socio demographic profile given the importance that the action of this public policy has in shaping the regional economic reality As well as social programs and actions of the government here reported that generate mobility of people and new social demands, such as rural retirements, the benefit of continuing provision (BPC), the Program for the Eradication of Child Labor (PETI) that put on the market of population living on the margins of various forms of consumption. Accordingly, the socio economic profile of the state shows a significant improvement in their social indicators, vital education and redistribution of income, due to the significant improvement in life expectancy in the fall of school drop-out rate and the drop in indicators of Proportion Poor and destitute of the state. Where the fall in the proportion of poor and indigent is strongly associated with an increase in income, from social programs. With this transfer and redistribution of income can be gauged that occurs a strengthening of local economies and an engagement of families with the conditionalities of social programs and PETI Bolsa Familia. Our research concludes that simply raising the rents caused by transfers, presents relevant impacts on the education of young people in beneficiary families. There is no doubt that the programs of transfer income, no facing the social field, representing a mechanism to decrease the most perverse ills of poverty, social and economic inequality that is hungry. For a significant portion of the Brazilian population living below the poverty line, programs for the transfer of income are expressed directly in improving the material conditions of life and indirectly in improving self-esteem of women and all family members receiving encouraging yet the integration family. A nossa pesquisa conclui que a simples eleva??o das rendas causadas pelas transfer?ncias, apresenta impactos relevantes sobre a escolariza??o dos jovens nas fam?lias benefici?rias. N?o h? d?vida de que os programas de transfer?ncia de renda, voltados para qualquer campo social, representam um mecanismo de diminui??o das mazelas mais perversas da pobreza, da iniq?idade social e econ?mica que ? a fome.
