Political Misuse of Domestic Intelligence: A Case Study on the FBIPacci, Mehme 08 1900 (has links)
Domestic intelligence is very important in preventing disorder while ensuring unity and security during a time of national crisis. However, if uncontrolled, domestic intelligence can be subject to political misuse, which causes serious damage both to individuals and to democratic institutions. There are various theoretical explanations for political misuse of domestic intelligence. The political use of domestic intelligence is best explained by the sociological theory of unfulfilled needs. On the other hand, political counterintelligence can be best explained by Threat Theory. In order for a domestic intelligence organization to be effective, its organizational discretion must be limited by establishing clear legislation that is not secret, on the focus, limits, and techniques of domestic intelligence. This system must be supported by a multi-level control mechanism.

The aesthetics of impotence may have more particularly emerged from the Flaubertian dream of the novel “about nothing” and developed afterward in a large part of the French literature in the first half of C20 to finally find its achievement in Samuel Beckett‟s work. The aim of the theses is to elaborate on the problematics of theoretical aspects of victims of criminal acts. The work's main concern is the area of problematics of workplace victimization. This topic shall therefore be investigated deeply in the theoretical part of the theses as well. The practical part of the work will depict and process the specific characteristics of the mentioned problematics and in relation to it workplace victimization of employees of Czech Republic's Employment Bureau will be further looked on. In the theses we mention and define the basic terms connected to the chosen problematics. The aim of that is to point out their importance in relation to other disciplines, especially those which are related to victimological research and problematics of victims of criminal acts. Nowadays, the topic of workplace victimization, in other words victimization undergone when in work, is more and more frequently researched and looked up by laics, academic people and even the media. La notion de Réadaptation à Base Communautaire (RBC), promue par l'OMS, a pour objectif de favoriser l'intégration des personnes en situation de handicap. Cette stratégie est née du constat de la nécessité de conjuguer les efforts des différents acteurs (les personnes handicapées et leurs familles, la communauté, les services sociaux, les services de santé, d'éducation et de formation) pour assurer la réussite et la pérennité des actions. Développé dans les pays en voie de développement, le concept de Réadaptation à Base Communautaire s'applique également aux pays industrialisés, où il est souvent appelé "désinstitutionalisation". La diversité des contextes, tant géographique, économique, politique que culturelle, nécessite une adaptation des modes de gouvernance et des actions. Cette adaptation résulte d'une évaluation poussée, qu'il s'agisse de l'évaluation ex ante, ou des évaluations en cours de programme ou de l’évaluation ex post.Cette thèse présente des outils d'évaluation et des modes de gouvernance adaptés aux programmes RBC. This strategy arose from an acknowledgment of the necessity of pooling the efforts of people involved (people with disabilities and their families, the community, social services, health services, educational and training services) to ensure the success and sustainability of the actions undertaken.Developed in emerging countries, the concept of Community Based Rehabilitation also applies to industrialized countries, where it is often called "de-institutionalisation". The diversity of contexts, including geographical, economical, political as well as cultural, requires the adaptation of governance models and actions. This adaptation is carried out following a thorough evaluation and the evaluation may be ex ante, ongoing or ex post. This thesis presents evaluation tools and governance models adapted to the CBR. It also presents a study on the relevance and limits of this concept.So, is the CBR a relevant and efficient strategy, easily adaptable to every context? What are its limits?The present research will attempt to provide answers to these questions through the study of three different geographical contexts: France, Morocco and Cameroon

Entre 1947 et 1964, Maurice Thorez, secrétaire général du Parti communiste français, assiste à 381 réunions du Bureau politique et prend des notes pendant la plupart d'entre elles. Présentant une édition critique des notes de cinq années cruciales pour le PCF, ce travail définit le rôle du Bureau politique comme groupe dirigeant dans le processus décisionnel au sein du parti communiste français. Il s'est agi de montrer comment, en s'appuyant sur les notes de Maurice Thorez et en les mettant en relation avec les autres sources disponibles, le Bureau politique joue le rôle de médiateur à la direction du PCF. Composé de dirigeants sélectionnés selon des critères précis spécifiques à une organisation communiste, loyaux envers l'URSS et leur secrétaire général, il se réunit au moins une fois chaque semaine pour traiter principalement de l'actualité politique, intérieure comme extérieure, mais aussi du mouvement communiste international, ainsi que des sujets de prédilection du parti communiste: mouvement de la paix, luttes syndicales et catégories sociales par exemple. Il est une interface indispensable entre le secrétaire général, relais du mouvement communiste international, et la base militante communiste représentée par le Comité central. / Between 1947 and 1964, Maurice Thorez, general secretary of the French Communist Party (PCF), attended 381 meetings of the Politburo and took notes during most of them. This work reports commented notes of five crucial years for the PCF and defines the role of the Politburo as the directing organ in the decision-making process of the PCF. Relying on Maurice Thorez' notes and relating them to other available sources, the purpose was to demonstrate how the Politburo played a mediation role at the direction of the party. Composed of leaders selected on precise criteria, specific to communist organizations, faithful to the USSR and to their general secretary, the Politburo used to meet at least once a week for talking mainly about the political context - national and international, but also for discussing the international communist movement and brother parties, as well as favourite subjects of the communist party, i.e. the movement for peace, union struggles or social classes for instance. Even if the guidelines were often drawn by the USSR, Maurice Thorez used 10 adapt them to the French context, with the help of the Politburo. The latter fed and enriched the general secretary's thoughts and acted as a transmission vehicle. It was an essential intermediary between the general secretary, representing the international communist movement, and the grassroots represented by the Central Committee.

La satisfaction environnementale est un concept central en psychologie environnementale. Pourtant, un peu curieusement, elle reste peu explorée dans le cadre organisationnel et notamment dans le monde francophone. Notre travail de doctorat conçoit la satisfaction environnementale au travail comme l'évaluation globale qu'une personne fait de son lieu de travail et ce, quelle que soit l'échelle de référence spatiale sur laquelle elle se place. Une échelle a été construite pour mieux comprendre ce concept et son articulation avec les concepts issus de la psychologie environnementale et de la psychologie du travail qui lui sont proches. Notre recherche se décompose ainsi en 3 objectifs. Le premier objectif s’appuie sur le paradigme de Churchill (1979) et porte sur la construction (étude 1) et les validations exploratoire (étude 2) et confirmatoire (étude 3) d’une Échelle de Satisfaction Environnementale au Travail (ÉSET). Le deuxième objectif confronte la satisfaction environnementale au travail à différentes variables issues de la psychologie environnementale (étude 1) et de la psychologie du travail (étude 2). Le troisième objectif confronte l’ÉSET à l’épreuve interculturelle en comparant la satisfaction environnementale au travail des employés de bureau français et italiens, selon une approche émique (étude 1) et étique (étude 2). L’ÉSET présente des caractéristiques psychométriques satisfaisantes pour son utilisation par les chercheurs en sciences humaines mais également par les gestionnaires de ressources humaines. Elle pourrait conduire à des applications visant l’amélioration de la qualité de vie dans les environnements de travail. / Environmental satisfaction is a key concept in environmental psychology. Surprisingly however, it has been little explored in the French-speaking organisational framework. Our research defines environmental satisfaction at work as an individual’s overall assessment of the workplace, regardless of the spatial scale (workstation, office, organization, neighbourhood). We have constructed a scale in order to better understand this concept and its links with concepts from both environmental psychology and occupational psychology. Our study has three objectives. The first is based on Churchill’s paradigm (1979) and involves the construction (study 1), and exploratory (study 2) and confirmatory (study 3) validation of the Environmental Satisfaction at Work Scale. Our second objective involves examining environmental satisfaction at work in relation to variables from environmental psychology (study 1) and occupational psychology (study 2). Finally, we examine the ESET from an intercultural perspective by comparing the environmental satisfaction of French and Italian office workers taking an emic (study 1) and an etic (study 2) approach.The ESET possesses satisfying psychometric characteristics that can be used both by researchers in social sciences and by human resource managers. This scale can help improve the quality of life in work environments.

Discursive Security: F.B.I. Stings and the Nature of PeaceTesterman, Adam 28 May 2015 (has links)
The current study utilizes Critical Discourse Analysis and Thematic Analysis to study newspaper coverage of F.B.I. sting operations in The New York Times, Washington Post, and USA Today. F.B.I. sting operations are a modern counter-terrorism policy designed to preempt acts of terrorism. This study develops a theoretical approach to understanding F.B.I. sting operations by reviewing the critique of security. The critique of security suggests that nations construct threats in order to produce and maintain ideological and practical hegemony. Thematic categories of the newspaper discourse are formulated and analyzed in the context of security. The study employs aspects of grounded theory for theoretical positioning.
Findings suggest newspaper coverage of F.B.I. sting operations reflect and expand security in a number of important ways. Newspaper coverage provides information on a significant tactic used in the War on Terrorism and gives insight to the justification and reasoning for using that tactic. These pieces of information explain the interplay of security and counter-terrorism policy. However, findings also suggest security fosters positive relationships between nations, which requires repositioning aspects of the critique of security developed previously. Finally, newspaper discourse of F.B.I. sting operations helps contextualize the way modern counter-terrorism policy is ideologically configured. Findings show the dominant ideological configuration is security. The study considers how this framework contributes to a flawed understanding of the nature of peace.

"On the Murder of Rickey Johnson": the Portland Police Bureau, Deadly Force, and the Struggle for Civil Rights in Oregon, 1940 - 1975Nelson, Katherine EIleen 12 June 2018 (has links)
On March 14, 1975, twenty-eight year old Portland Police Officer Kenneth Sanford shot and killed seventeen-year-old Rickie Charles Johnson in the back of the head during a sting operation. Incredulously, Johnson was the fourth person of color to be shot and killed by Portland police within a five-month period. Due to his age and surrounding circumstances, Johnson's death by Sanford elicited extreme reactions from varied communities of Portland. Unlike previous deaths of people of color by the police in Portland, Johnson's death received widespread attention from mainstream media outlets. In response, some white citizens decried Johnson's death as unjustified police brutality. Still, several white citizens defended the Portland Police Bureau and their actions. Members of Portland's African American community, however, firmly believed that Johnson's death was just another instance in the PPB's long history of police brutality within Portland's black neighborhoods.
Johnson's death motivated young black activists in Portland, Oregon to form the advocacy group the Black Justice Committee (BJC). The BJC, along with several pre-established advocacy groups in Portland, demanded that the city host its first public inquest to investigate Johnson's death. A public inquest is a public "trial" that usually occurs after a sudden or unexpected death. Black citizens felt this public inquest would hold the city accountable for repeated mistreatment of the city's communities of color; whereas, the nearly all white city government believed a public inquest would quell racial unrest within Portland. Mayor Neil Goldschmidt and District Attorney Harl Haas agreed to host the inquest, at which assistant District Attorney John Moore questioned Officer Sanford's motivations and actions. Despite the advocacy efforts before the public inquest, the jury voted 4-1 for Sanford's innocence. The only black jury member casted the sole vote against Sanford's innocence.
Heralded for its progressivity, the city of Portland, Oregon is contemporarily viewed as a liberal mecca where all are welcome to speak their truth and "Keep Portland Weird." However, communities of color have experienced widespread repression, oppression and discrimination since the establishment of the city. Whereas some may see Portland as a city that cherishes individuality, Portland's black community has been robbed of autonomy for generations. Police surveillance, harassment and brutality have plagued Portland's black community for years and continues to be a contentious issue within the city.
This project focuses on the history of Portland's black community, the history of the Portland Police Bureau, and the relationship between the two. Starting with World War II and ending with Officer Sanford's public inquest in April 1975, this thesis showcases the unassailability of Portland's black activist community and the city's continued denial of culpability for police actions. Despite the inquest's results, Johnson's death and the advocacy surrounding the incident fueled the motivations of activists at both the national and state level, and encouraged the city to acknowledge the wrongdoings of the Bureau.

發行量,對台灣的平面媒體而言一向是採保密態度,不做對外公開。然而對廣告主而言,將廣告預算投入有效媒體中,才能真正發揮行銷功能。對廣告代理商而言,善用有效媒體,才能替廣告主策劃最有效果的媒體購買計畫。因此,公平、公正、公開的「發行量稽核」,對廣告主、廣告代理商、媒體都是正面而有意義的。
本研究針對目前台灣成立ABC組織之推動與執行情況,與日本ABC組織之執行與推動情況作深入了解,並且彙整台灣與日本的實務界與學術界的觀點,探討:
1. 台灣ABC執行之爭議點
2. 日本ABC執行之經驗
3. 台灣ABC未來之發展
在研究方法上,先進行文獻探討、資料分析、與深度訪談,並深入分析日本與台灣兩地在推動上之差異性與共通性,以便為上述三點找出答案。
本研究中發現,台灣ABC組織目前仍存在之爭議點,在於媒體基於業務考量不願意公佈發行量,以及廣告主對於ABC組織不太重視與對ABC組織的信賴度問題。除非具有公信力,實質運作上客觀公正,有能力提供具體有效的稽核方法讓廣告主、廣告公司信服。因此,若交由廣告主來推動,讓廣告主決定將廣告刊登在有效且經過ABC組織稽核過的媒體上,相信對台灣ABC組織在執行與推動上必然會有所進展。
未來在台灣ABC組織或執行上無論廣告主、廣告代理商、媒體等都應該建立共識。廣告主必須透過廣告代理商向媒體施壓積極宣導發行量稽核的概念,為廣告發行的良性發展,ABC的存在與推動是絕對必要的。為達此共識,廣告主應適度施壓給媒體與廣告代理商,並邀請具有規模的報業集團加入稽核,因此廣告主協會(Advertisers Association, AA)應扮演更積極的角色。
日文摘要 / The circulation figures of printed media always have been treated as confidential information by almost all publishers in Taiwan; they are seldom open to the public. However, to an advertiser, satisfactory marketing results can be obtained only through efficiently investing his advertising agency must prepare beforehand thoughtful media plan, or an effective media strategy.
This research explores the present Audit Bureau of Circulations (i.e. ABC) in Taiwan and also its counterpart in Japan, in terms of their positions, organizations, and activities; it also searches for the views of practitioners and academic in both Taiwan and Japan, so as to help understand:
1. Disputes about ABC activities in Taiwan
2. ABC activities in Japan
3. Future developments of ABC in Taiwan
As regards the research approach, this study first examined all related literature in this field, made data analysis, conducted in-depth interviews, and finally analyzed the differences and similarities of ABC activities in both Taiwan and Japan, in order to find answers to the above-stated three points.
Finally, the findings of this research turns out to be that: (1) publishers of Taiwan printed media, considering circulation figures as their business secret, usually are extremely reluctant to disclose such kind of data; (2) Taiwan advertisers neither value nor believe the reliability of ABC activities; and (3) unless ABC in Taiwan provides completely objective circulations report based on reliable auditing, both advertisers and advertising agencies cannot be easily won over. In fact, only when both advertisers and advertising agencies could recognize ABC functions, and also place advertisements in ABC-audited publications, then ABC would be enabled to play a real auditor’s role.
In the future, advertisers, advertising agencies, and media in Taiwan must build up a consensus on the organization and activities of ABC. In other words, advertisers should ask advertising agencies to select only audited publications, request leading publishers to support ABC and its auditing, and meanwhile demand all printed media to present their circulation figures to ABC. In other words, the Advertisers Association in Taiwan is obliged to play a more active role in this meaningful endeavor.

<p>Corruption is a serious problem which has many negative impacts on sustainable economic development globally. The clandestine nature of corruption makes it difficult to detect. Hence, efforts to combat corruption successfully demand comprehensive anti-corruption legislation, strong powers, as well as special investigative techniques and strategies. An effective anti-corruption regime requires a comprehensive anti-corruption legal framework which not only punishes all forms of corruption but also capacitates anti-corruption institutions. A strong anti-corruption agency is a  / crucial requirement and a necessary part of a country&rsquo / s anti-corruption strategy. The failure or the success of an anti-corruption agency depends on a variety of factors, such as powers and means to detect, investigate and prosecute corruption and related offences. The lack of trained staff, as well as the lack of adequate material resources, also affects the effectiveness of an anti-corruption agency. The anti-corruption agencies covered by this research are not empowered or resourced sufficiently, which may result in their ineffectiveness. This paper provides a set of recommendations in respect of the powers and strategies needed for a successful anti-corruption agency.</p>
